02:55And with that being said, we are seeing, yet again, more murders taking place in Trinidad and Tobago.
03:00This one on Monday night in the Eastern Division where Rondell, a.k.a. Patch, was shot and killed.
03:07And, of course, we will discuss this and more because today is Tuesday.
03:12And every Tuesday, Thursday, and Friday, we have the pleasure to have one of our favorite officers with us representing
03:18the TTPS.
03:19We all know him as ASP Russell.

03:26On behalf of the Commissioner of Police, Departee Commissioners, Assistant Commissioners, and 1st and 2nd Division officers of the?
03:34Esteemed.
03:35Trinidad and Tobago Police Service.
03:36Because I see a one to promote me to Assistant Commissioner.
03:39I aspire to reach that rank.
03:40Well, I'm in the MVP mode right now for your officers.
03:43Well, of course.
03:44Yes, and speaking of your officers, we are going to put you in the hot seat this evening because two
03:48of your officers are now, you know, in a situation where they should not be in.
03:54And it is very embarrassing for the TTPS.
03:58But it also shows the accountability that the TTPS is also showcasing to the public of Trinidad and Tobago.
04:05What are your thoughts on that, though?
04:07So, Ms. Husbands, what I want to say, it is really disheartening to see that my officers, we are asking
04:13the public to trust us and, you know, to come and share the information.
04:16And I want to assure the public that these officers, we would not allow them to undermine the work that
04:24we would have already done, the hard work to build that public trust and confidence.
04:28We want the public to also be aware and to observe and to take note as to the quick rate
04:33that we deal with our own when the information comes to the forefront about their illegal activities.
04:39We want to also assure the public that these two officers, notwithstanding the position they found themselves in, that their
04:47actions did not compromise any security of the country, any intelligence, or any operations that we had planned by the
04:57members of the Trinidad and Tobago Police Service.
04:59So, we will allow the investigation to take its course and we ask the public to please, please, do not
05:05let this undermine the trust and the confidence.
05:08If you want to continue to continue to share information, then continue to partner with us and you would see
05:12beforehand, you would have seen beforehand how we would have treated with these officers and other officers, because it was
05:18last week, we dealt with some others as well.
05:21So, once we have the necessary evidence to charge them and put them before the court, trust and believe we
05:28will do so.
05:28Yes, and just to be clear, when it comes to the two officers, it's alleged with regards to some of
05:34the offenses, it's tipping off criminals, trafficking people as well.
05:37So these are serious crimes that the TTPS is also holding their very own accountable for their actions.
05:44Now, ASP, let's talk a little bit about some of the officers out there, and you need to speak to
05:48them directly.
05:49When it comes to sensitive information, when it is relating to criminal offenses of individuals that may be of concern
05:59to the TTPS,
06:00and they are divulging this information to blogs and putting out all the information.
06:05Sometimes they're seeing, like, diary-written information that the public has access to.
06:10When are they going to stop those officers?
06:12It's an offense to take a picture of the station diary, the telephone message book, or any of those registers
06:21in the charge room, number one.
06:23And if we find the officers doing that, they are subject to disciplinary action.
06:28Number two, we have a serious social media policy.
06:31So even the officers that find themselves on TikTok making these videos in a government uniform, you are also committing
06:38an offense.
06:39Oh, really? You're not supposed to do...
06:40You are not supposed to do that.
06:43You are not supposed to do that.
06:47And time and time we will have been speaking to officers, but I recognize that they want to face the
06:53consequences of their action.
06:55All of that man-crush Wednesdays and woman-crush Wednesdays, you could find yourself in that problem.
07:01In addition to which, all your media interaction as a member, the police service, the Chantipical Police Service, must be
07:08authorized by the Commissioner of Police, sir.
07:10Oh, okay.
07:12So wearing the uniform and speaking on matters...
07:15Does not give you the right to just open your mouth and speak on anything.
07:19On behalf also of the TTPS?
07:21Yes, definitely.

07:26The Commissioner gives that authority and authorizes you to speak.
07:29You know, he will give the Division Commanders, he will identify the Division Commanders who could speak on issues as
07:35it relates to crime and such in their divisions and sections, etc.
07:39However, for the average Constable, Corporal, Sergeant, just going out there and speak on these matters like that,
07:45without getting the permission of the Commissioner, they are also committing a breach as well.
07:49So I want the officers to be mindful and to change their ways immediately.
07:55And I am happy to say that the Trinidad and Tobago Police Service, we would not tolerate any officers' corrupt
08:04activities.
08:05So tell if you know you have your criminal friends' officers, bring the information and let us lock them up.
08:12Because if you allow them to carry it down a road, I doubt they will come to bail you out.
08:17That is very true.
08:19Now we have a special message from the Police Commissioner of the Trinidad and Tobago Police Service, ASP,
08:25when it comes to the young ones getting ready to write the SEA exams on Thursday,
08:30which is a big step for most of them who are making that journey on.
08:34Definitely. This is where we show our softer side, because the future of the nation is in the book bag
08:40of the children.
08:41So I want to say, on behalf of the Commissioner of Police and the entire Trinidad and Tobago Police Service,
08:47as you prepare to sit the Secondary Entrance Assessment, SEA, examination, this Thursday,
08:53I extend best wishes to each and every one of you across Trinidad and Tobago.
09:01This is an important milestone in your journey.
09:04And while it may feel like a big moment, remember that it is just one step along the path to
09:11your future.
09:12You have already shown dedication, discipline, and resilience in reaching this stage,
09:17and that alone is something to be proud of.
09:20I encourage you to approach your examination with confidence, believe in your preparation,
09:27trust in your abilities, and give it your very best effort.

13:18And I am saying I am really hoping that that is the result of an electrical fire.

13:29However, when there's a fire, there's a fire investigation.
13:35And the fire service will guide us to see whether it's arson.

13:43And whoever is responsible will stand the consequences of their action.

20:08And at one instance, he had the dog lying down on the pavement by QRC without a leash, and his
20:17head is in a car window talking to somebody.
20:22Now, another guy lets go to the dog, they'll run in the savannah to do his numbers, and then run
20:26back.
20:27And when the pedestrian was walking, he said, oh, it won't do anything.
20:30And when the dog was going, the one who was, and he called it off.
20:33There's a law that you must have your dog muzzled when it's a dangerous dog.
20:40And we have seen pit bulls, rottweilers, human shepherds, Belgian shepherds, all kind of dogs, un-muzzled and sometimes unleashed.
20:49Just recently, we saw some guy going to the parlor, and he was mauled by two pit bulls and ripped
20:56apart.
20:56But I don't think it's something waiting to happen here before action is deep.
21:01The Sinclair police need to make a patrol around the savannah.

29:11and we send condolences once again to his family.
29:14Sad news, I think, is something that we didn't really want to hear.
29:17We're hoping, fingers crossed, that they would have been able to find him alive.
29:21Well, on behalf of the Amtria and Tobago Police Service, let me say condolences to the family of Mr. Osborne

29:26Because we know sudden death like this is not something that you plan for and that you expect.
29:32It hits home even harder.

30:10officers caught in what I would like to call misconduct.
30:16I wonder if the ASP can really consider how they can start publicizing the misconduct policy of the General Tobago

30:32And I think if you do that, that could minimize the corruption and manage it, if I'm meant to articulate
30:40the position on corruption.
30:42But more than that, outlining it, it's sanctions.

42:24in the law, but driving that vehicle, when you look at the reckless act of it, it's
42:31where the problem would come in, where the offences under the law would be able to have
42:37a reach in.

42:40In addition to which persons understand too, when you have your vehicles like that, any
42:46light you put on your vehicle is an unauthorized fixed any day and an unauthorized light any
42:50night.
42:51You are supposed to go back to the licensing authority to have that certified and get the
42:56necessary permission.
42:57inspection.
42:57So when you interfere with the manufacturer's spec of the vehicle, meaning that you lift
43:02the suspension or you drop the vehicle on the ground, you are supposed to go back and
43:07put pretty lights.
43:08You are supposed to go back and get that vehicle inspected at the license office, not your
43:12friend who has a garage who just gives the stickers.

43:18But with respect to the noise making, there's something in the summer of your friends'
43:22act, they call it, being a public nuisance.

43:56I am asking officers, you know, just put yourself, or better yet, put your sick mother in that

44:18Put yourself or one of your loved ones in that position when somebody comes in for help
44:23and tell me how you feel.

49:03So that the traffic that's coming from east and tries to make a right turn onto McCoy Road,
49:10all right, they find themselves in conflict with those people coming from west

49:23I've seen accidents there, and I feel like there's going to be more accidents there

49:33Because when you're approaching Pajia, there's a traffic light there that really restricts the traffic
49:40or controls the traffic that is merging off of the highway onto Pajia Road.
49:45But when you go up to McCoy, you just continue to merge.
49:49And sometimes when they are turning left, the light for the persons coming from east to turn right.

49:55And the caller is right.
49:56There have been accidents there as well.
49:59And, you know, I hope that the persons from the Ministry of Road,
50:05the Ministry of Public, not on Utilities, Highway Division.
50:09Well, what I would say is the best way I can describe it,
50:11and from what I remember, if I dust off my regulations book,
50:15it looks like equal signs on the road, right?
50:20Even though there's no traffic light, I just look at my McCoy.
50:23The drivers coming to merge there, they must stop.
50:27Even though there's a light that is directing the traffic coming from the right end,
50:32if you're coming from the east or you're crossing over from by the market to McCoy.
50:36All cars merging, if you're heading east to make the left by McCoy,
50:41you're supposed to stop.
50:43Slow down with caution or in the case you have to stop.
50:47That's how I remember it from my regulations.
50:49And I hear you with that, but I think what they would have also catered for is that
50:52there would be times where the, I don't know if that is their reasoning for not putting a light there,
50:58because there would be times where the light is allowing traffic to go east to west to west.
51:03So it's easier and easy merge for the other drivers.
51:07But the same situation exists lower down too.
51:09So it's something that we could look into.
51:11Going back to the officers, to the situation where the persons on the beach,
51:15and I'll just be quick, Jackie, I'll be quick.
51:18A road, under the Envering Artyak, a road is not always limited to paved public roads.

51:31can extend to any place to which the public has access.

51:37Areas used by vehicles, even if not formally designated as a roadway,
51:40a public beach, especially one accessible to vehicles, can fall within the broader interpretation.
51:48The reckless or dangerous driving passers are indicated that would come in where
51:52a driver endangers life or property, drives at excessive speed,
51:56or performs dangerous maneuvers, or perform dangerous maneuvers,
52:01which is what we would have witnessed there.
52:02It is important and practical consideration from an enforcement standpoint
52:07that we could rely on whether the beaches are a public place, which it is,
52:12the risk post to others, which you would have seen,
52:15and any other existing restrictions or signage located on the beach.
52:22So, to the 4x4 clubs, leave the people beaches alone, please.

53:28is playing loud music in your vehicle still a charge?
53:32And there it is, I saw the fine was $1,000, and it is now $2,000.
53:37But nobody being charged.
53:40The police are pulling aside nobody.
53:42So, the beat goes on and they continue to do it with impunity.
53:47That's why we in this mess have a good evening.

53:54When it comes to vehicle and loud music, with loud music,
53:57a lot of times they see the police officers,
54:00a lot of times they load on something even before we hear them.

54:10But however, when they see the police,
54:12they switch off the base or whatnot, right?
54:14And I will go even further to say,
54:16when you're looking at being a public nuisance,
54:18it's public nuisance to the public.
54:21So, what you tend to find to happen sometimes,
54:23and a lot of the times that I've seen it with noisy bars in the area,
54:26persons will come and say,
54:27this bar making noise, this bar making noise.
54:30I'm in time for renewal of their license.
54:32We have an objection, and we ask persons to come to show up
54:38just to support the objection plenty times.
54:40They don't show up.
54:41I remember going to a particular tongue meeting,
54:44Ms. Husbands, and I used to love my tongue meetings in the division.
54:48Half those who are in the meeting,
54:51they lie in them by the bar,
54:52and they are the next half of the meeting that don't lie in by the bar.
54:55So, the ones that lie in by the bar don't want the persons
54:57who don't lie in by the bar to come to the meeting,
54:59and they're going back and forth.

56:00Some people just like to hear the television set really loud,
