03:03This is the opportunity where our viewers, our citizens, you'll have the opportunity to ask as many questions as you

03:09when it comes to the law and understanding the laws of the land of Trinidad and Tobago.
03:14Along with that, we have a symposium that will be coming up where we will give you more information on
03:19that
03:19when it comes to crime and violence taking place in Trinidad and Tobago and the vulnerable youth as well.
03:25And spearheading that, we have so much to speak about.
03:29And when it's Wednesday, we have one of the best attorneys in Trinidad and Tobago to guide us accordingly.
03:34We have our attorney at law, Mr. Ali, here with us.
03:37Good evening to you, sir.
03:38And just to inform the public, for those of you who are not tuning in,
03:41he's also the Director of Policy and Community Support at the Ministry of Homeland Security.
03:46Mr. Ali, good evening to you.
03:48Well, good evening to you, Whitney.
03:49And, you know, Whitney, with those introductory remarks,
03:51I hope that the Honourable Attorney General is paying particular attention.
03:55So perhaps that silk, you know, can be serious consideration,
03:58can be given to that in the way that you have introduced me here this afternoon.
04:01But you have, again, like always, you have humbled me with your kind comments.
04:07And, you know, I take it, you know, close, you know, to my heart.
04:11And, you know, thanks for the inspiration as well.
04:12But it's a pleasure to join you as always.
04:14And, you know, thanks for hinting to the national community a brief discussion
04:21on a very important event that is scheduled for tomorrow.
04:25But good afternoon to Jackie and our team, you know, behind the scenes as well,
04:29less than on others, my law enforcement colleagues across Trinidad and Tobago.
04:34And may I say as well even our international partners, you know,
04:38who are rendering support, whether directly or indirectly, to Trinidad and Tobago.
04:43And most importantly, the citizenry of Trinidad and Tobago this afternoon.
04:47Whitney, let me begin by indicating that this country, Trinidad and Tobago,
04:53for some time, we have looked at our nation's youth.
04:58And, you know, I'm saying youth, not specifically saying children,
05:05but our nation's youth because that can be varying ages.
05:08Correct.
05:08And in most recent times, we saw our vulnerable youths making the headlines
05:17and making the headlines in very troubling and concerning contexts.
05:22And I'm very humble this afternoon, speaking on behalf of the Ministry of Homeland Security
05:28as Director of Policy and Community Support.
05:30But at this time, that we have signaled, we have made a very strong statement evidenced
05:39by a national symposium to be held tomorrow at the Center of Health Economics
05:46at the St. Augustine University of the West in St. Augustine.
05:50And it is expected to have very high-profile public officials who are in very important positions
06:00in Trinidad and Tobago across various ministries, state agencies,
06:03that are all directly involved with reference to our nation's youth in one way or the other.
06:10And it's a very long list, perhaps as we go along,
06:13but I'll identify some of the other stakeholders.
06:15But I feel refreshed, I feel inspired, and I want to thank the entire steering committee.
06:22It was a collaboration between the Ministry of Homeland Security,
06:26Director of Policy and Community Support Office,
06:29the University of the West Indies Behavioral Science Department,
06:31that's Criminology, Psychology, and Sociology, that's correct,
06:35and also the Trinidad and Tobago Association of Psychologists,
06:38very, very critical organization.
06:39Three very important institutions coming together to join with the wider stakeholder in Trinidad and Tobago.
06:47From the feedback that I'm getting,
06:49it's already resounding excitement that has been expressed for that particular forum
06:56because you're going to have some of the best discussions.
07:00You know, it's not a situation where you are speaking judicial or you're speaking strictly legal.
07:04You're going to get, even from the National Parent Teachers Association, the tutor, the civil society, NGOs.
07:11So it's a well-balanced, well-selected group of individuals,
07:15and I myself am very excited to see how that goes.
07:18And I must say as well that the Honorable Minister of Homeland Security, Mr. Roger Alexander,
07:22is also expected to appear on behalf of the government of Trinidad and Tobago
07:26to be able to give remarks at this very important juncture.
07:29And, you know, last but not least, we are in a state of emergency.
07:34And this state of emergency was declared on the basis of where there's credible intelligence
07:39that the safety and security of the nation is threatened.
07:42Now, if you're looking at the safety and security of the nation,
07:46no group is spared when we are speaking about that.
07:49So it is, in my respect, it is very relevant.
07:51And just for the title, it's a multi-sectoral integrated approach
07:56geared towards early identification, prevention, and treatment
08:01of persons who may be exhibiting behavioral and emotional issues
08:07that require that intervention,
08:09all geared towards crime prevention
08:16and where there's a situation
08:17where we have to treat
08:18that the state resources are well-coordinated
08:21to be able to deal with that.
08:22So I want to thank you.
08:23I heard that you make mention of it yesterday evening,
08:25and I was very grateful for that.
08:27And I hope that you will find some time as well
08:29because I think that you sit,
08:32or actually in this case stand,
08:33in a very important position
08:34where I am certain, if not from the callers,
08:37by your other engagements,
08:39that you are seeing that the youth continues to be a focus.
08:42If we save them, we save Trinidad and Tobago.
08:45Most definitely.
08:46And of course, it's a strong ecosystem
08:48that we are seeing taking place tomorrow.
08:50So I'm sure that it will be broadcasted as well,
08:53but we will keep the viewers in the know.
08:55Sure.
08:55And you have the opportunity also to engage
08:58with our attorney, Mr. Ali, here this evening.
09:00So we have...
09:01I just want to say one more thing with me.
09:02No problem.
09:03Because I know this question may come.
09:05After this symposium,
09:06this is triggering the discussion,
09:07getting an understanding, shaping,
09:09but we are going to be coming
09:11with wider consultation or consultation
09:13with specific groups subsequently
09:14to further inform where we are going.
09:17And I must say,
09:18a short while ago,
09:19on the operational group,
09:21I sent a inspirational message,
09:23and the inspirational message was action.

09:45to the Cabinet of Trinidad and Tobago,
09:46through the Honorable Minister,
09:47to have immediate intervention,
09:50medium-term intervention,
09:51and if need be,
09:52long-term intervention.
09:55This is the time.

09:57All right.
09:58So, we have a lot to unfold this evening,
10:00Mr. Ali,
10:01and of course,
10:01I know persons will have questions
10:03when it comes to the rights of the citizens,
10:06as we move forward,
10:06as usual,
10:07on a Wednesday.
10:07But we want to touch on some issues
10:10that took place as well.
10:11Now, overnight,
10:12an arson attack in the Chaguanas area.
10:15Now, overnight,
10:16a Range Rover was set on fire.
10:19The Real Talk group of companies,
10:22and I'm sure the TTPS,
10:24Mr. Ali,
10:24is engaging further into this.
10:26This is a ridiculous crime.
10:29Apart from now,
10:30someone has lost an item
10:31that's extremely expensive.
10:34They could have burned down other buildings,
10:35persons could have been in the building,
10:37and a life could have been taken.
10:40Well, very important.
10:41I'm happy that you say that.
10:42So, if, in fact,
10:43there's an allegation
10:44of a malicious damage to property,
10:48the fact that you have spoken
10:49about life and limb,
10:51whether it be in the vehicle,
10:53or whether it be closely associated
10:55with an infrastructure
10:55that can easily be
10:58in the periphery
10:59of very dangerous fires.
11:01Correct.
11:01I think that's the importance of this.
11:03So, it's just not looking
11:03at the property per se,
11:04but looking at the consequential impact.
11:07And these are very significant matters,
11:11notwithstanding the value of a vehicle
11:12that we are seeing in the photograph,
11:16or the video,
11:17as the case may be.
11:18But it's important
11:19for a thorough investigation
11:20to be conducted
11:20to really determine
11:21what will cause someone,
11:23or a few,
11:24to be engaging
11:25in that sort of activity.
11:27It'll be very interesting.
11:28But, Trinidad and Tobago,
11:30be very careful.
11:30If I'm looking to the back,
11:31is it a real estate?
11:33Yeah.
11:34It's not a real estate,
11:35but the name of the company
11:36is Realtor Group of Companies.
11:38Right.
11:39So, depending on the time,
11:42and like you indicated,
11:43there'll be persons
11:44in that building.
11:45Persons that have adopted business.
11:46So, persons may have gone
11:46to do their lawful business,
11:48or they're employed
11:49at the establishment,
11:50but some individual
11:52or group believe
11:52that they have a criminal intent
11:54to direct it at the vehicle,
11:56and not paying attention
11:57to persons who may be inside.
11:58Thankfully,
11:59we are not receiving
12:00any reports of anybody
12:01sustaining any injuries,
12:03but I advise TTPS
12:05to not take those matters lightly
12:07because it may not have been
12:09just the vehicle.
12:10They may have the vehicle
12:12as a conduit
12:13or an instrument
12:13for greater damage.
12:15Of course, there's a message
12:16being sent.
12:17Mr. Ali,
12:18a lot of people
12:18are walking around angry
12:19and fed up,
12:21and not justifying,
12:22obviously,
12:23the action of that,
12:23but it just seems like
12:24they are willing to risk
12:26their freedom
12:27for a moment
12:28of emotions
12:29that, you know,
12:30they reach a breaking point.
12:31I love the word
12:33that you use,
12:33freedom.
12:34Yeah.
12:37Forged from the love
12:38of liberty
12:41and linking it
12:42with that word freedom.
12:44For the persons
12:45who may be inclined
12:45to engage in criminal activities,
12:47why are you gambling?
12:49Why are you gambling
12:50that freedom
12:51and that right to liberty?
12:52Why are we gambling that?
12:54So,
12:55I want to use that
12:56to speak
12:58sometimes the persons
12:59with criminal intent,
13:01sometimes they feel
13:02that I don't pay attention
13:03to them.
13:03I'm going to direct
13:04my attention to them
13:05because
13:06if we are doing
13:07a symposium
13:08that are geared
13:08towards vulnerable youths,
13:11I want to say
13:11to the persons
13:12who may be adults
13:13but have criminal intent
13:14or thinking about it,
13:16reconsider what you're doing.
13:18Whitney has just
13:19emphasized
13:20the importance
13:20of your freedom,
13:23your liberty.
13:25Look and see
13:26whether you have
13:26a loved one,
13:27a son,
13:29a daughter,
13:29a mother,
13:30or a father
13:30that need you
13:31to be there with them.
13:33Do not deprive yourself
13:34of your right
13:35or your family
13:35by engaging
13:36in activities
13:38that will bring you
13:39very short rewards
13:41if any at all.
13:42And sometimes
13:43we venture into
13:44an act of criminality
13:45not knowing
13:46that that may be
13:46our last moment
13:47to enjoy life.
13:48So, Whitney,
13:49I thank you
13:50for raising that freedom
13:51onto the criminal elements
13:52or those who may be
13:53inclined to engage
13:54in criminal activities.
13:55You too.
13:56This is a spiritual time.
13:58It's from an

14:02It's within the Lent season.
14:04It's a time for reflection.
14:06You also have the opportunity
14:08to look to your maker,
14:09whoever you reach out to
14:11and seek your forgiveness
14:13and change your life.
14:15You may not have tomorrow
14:17to ask for that forgiveness.
14:18Now, speaking of freedom
14:20and how your life
14:21could change
14:21in a few seconds,
14:23the man arrested
14:24following assault
14:25on licensing officer.
14:27A man has been arrested
14:28in connection
14:28with an assault
14:30of a licensing officer
14:31which occurred in Curep
14:32on Monday 9th,
14:33March 2026.
14:35Upon arrival,
14:36the officers interviewed
14:37a licensing officer
14:38who reported that
14:39while in the execution
14:41of his duties,
14:42he was allegedly assaulted
14:43by the driver
14:44of a Green Band
14:45maxi taxi.
14:47The licensing officer
14:48reported that
14:49the assailant
14:49struck him twice
14:50in the face
14:51with his fist,
14:52chased the licensing
14:53authority vehicle
14:54with a wheel spanner
14:56and subsequently
14:57left the scene.
14:58Officers conducted
14:59inquiries on later
15:01that same day
15:02proceeded to the
15:03currently licensing office
15:04where the suspect
15:05was identified
15:06and arrested
15:07for the offense.
15:09So while I would love
15:10to say several things
15:12on this matter,
15:13because I am anticipating,
15:14Whitney,
15:15that it may be
15:16heading in a particular place,
15:17I will have to exercise
15:19some restriction
15:20in terms of how I come in,
15:21but from an academic context,
15:28albeit that it has been
15:31investigated diligently,
15:32you spoke about
15:35tempering.
15:36Now, I do not know
15:37the full details,
15:40whether in fact
15:42one or the other,
15:43but I am saying
15:44for both parties,
15:45and this is where
15:46I am speaking
15:46very balanced here,
15:47for both parties,
15:49let us look at
15:50that incident
15:52and even from
15:54institutional context
15:55as well,
15:56let us look at
15:56that situation
15:57and see whether
15:57those situations
15:58are ripe for reform
15:59and ripe for reform
16:01in terms of
16:01our engagement
16:02with members
16:03of the public,
16:04whether the time
16:05has come
16:05to be further
16:07protected,
16:08whether by
16:09a particular law
16:10or whether
16:11having particular
16:13protection
16:14in relation to firearms,
16:15because we are seen
16:17in the time
16:18that we are living
16:18that you may be
16:19looking at
16:19a traffic violation,
16:21but behind
16:22that traffic violation
16:23may be 15
16:24high-powered rifles
16:26in a traffic stop
16:27or in this case
16:28may just have a
16:29motorist
16:30who is prepared
16:31to inflict.
16:32You see that
16:33span of that
16:33was picked up?
16:34To inflict
16:35and I'm just using
16:36whether grievous
16:37or actual
16:37but bodily harm.
16:38Those are very
16:39significant matters.
16:40So Whitney,
16:41I really hope
16:42that the authorities
16:42do not just
16:44complete an investigation,
16:45but look at
16:46that circumstances
16:47and let us learn
16:48from it.

18:54are still out there.
18:56So,
18:56it's important for the citizenry
18:57to understand and appreciate
18:58that if there should be
18:59a conflict between gangs
19:01and there's a use of 7.62mm
19:03even 5.56mm
19:04the collateral damage
19:07that can occur
19:08in relation to two gangs
19:09warring in a public context,
19:11you are going your way,
19:13you are traversing
19:15and then there's a conflict.
19:17These assorted ammunition,
19:19the caliber,
19:20can cause very,
19:22very serious damages
19:24and hence why
19:25it's important for us
19:27and meaning us,
19:28every single citizen
19:29including law enforcement
19:30to appreciate
19:31the significance
19:32of getting ammunition,
19:35firearms,
19:36off the street
19:37and with the persons
19:38who are actually
19:40in possession
19:41or who are
19:42constructively in possession
19:43and I want to repeat
19:44that with me.
19:45This is not,
19:45in my view,
19:46should be a
19:47satisfied with a seizure.
19:51the persons
19:52who are responsible,
19:53the human element,
19:54a gun don't get up
19:55and go and shoot somebody.
19:57The gun requires
19:59the human element.
20:00So it's important
20:01for us to pursue them
20:02and not be relaxed
20:03when the statistics
20:05is bright
20:06but equally should be
20:08the persons
20:09who are responsible for it.

23:42Before I forget, you know, I was thinking to myself earlier during the week that, you know,

24:09But, sir, I really want to touch on some comments that would have been made from a colleague of yours,
24:18E.F.P. Russell, who is familiar with the program.
24:21He would have made a statement that, you know, a law-abiding citizen, we have nothing to fear.
24:29Once we are following the law, we have nothing to fear.
24:33And that, honestly, sir, I want to say that's like a breath of fresh air that makes people like myself
24:40feel comfortable,
24:42feel safe, and know that we can traverse our country, Trinidad, and Tobago any day, any time, operate, honestly.
24:53And I even heard Minister Amin one morning when I was making my way to work,
24:58I heard Minister Amin comment and say that, you know, the current state of emergency does not impact law-abiding
25:05citizens
25:06in any way they perform in their normal operations.
25:09So just to give an example, if, for example, I used to like to walk around the savannah, exercise around
25:17the savannah,
25:17more so at night time, when it's the atmosphere cooler, when there's less vehicular activity, less CO2 emissions,
25:27I could feel confident and safe once again, taking back up that genuine hobby.
25:35And, honestly, sir, kindly, I just want to say, please, keep up the great work you're doing from my end.
25:40As a long-standing patron of the program, I totally support all initiatives to make Trinidad and Tobago a completely
25:50safe place.
25:51And then now, you all have been doing great work.
25:54So now it's for other ministries to step up to the plate, like Ministry of Education, for example.
26:02Ensure that our students are enjoying being students, are learning, are excited to learn and get an education.
26:12Ministry of Labour, for example, ensure that persons are working, ensure that companies are operating in this standard manner.
26:21I don't want to take up too much more time, but I guess you'll see where I might be going
26:25properly.

26:45And, yes, the citizens of Trinidad and Tobago, who are law-abiding, their constitutional rights belongs to them.

26:52And it's only when you are venturing into crime and criminality, you yourself will be self-inflicting a restriction of
26:57your constitutional rights
26:58if law enforcement detects that you are engaging in criminal activities.
27:02The last position that you took a reference to lending some light in relation to the multisectoral approach,
27:08I'm happy that you placed that there.
27:10Whitney, could you imagine, and I'm just using this as a reference,
27:14because you, Jackie, and myself, we are in our home.
27:20And you know what we're saying?
27:22I feel like, you know, going to Maracas today.

29:48An excellent seminar, you know, by the, they spoke about the community police, and they spoke about the special victims
29:54department, the children's authority, and everything.
29:56And it's really, really, it was really, really worth it.
30:01A lot of people, you know, came to it, and we really got a lot to give you numbers to
30:07call in case of anything, and that was really great.
30:09That's my first point.
30:10My second point is, with the SOP that is here, I hope that at the end of this, they wouldn't
30:18have to pay no set of money to anybody, to certain people.
30:20Because I realize these days, every time you look at the papers, somebody got so much money, they didn't do
30:26this, and they didn't do that, and they didn't do the other.
30:28So, after this, SOE, they put things in place so that people wouldn't walk away free, and they wouldn't have
30:36to get a slap on the wrist and all sort of things,
30:38and they would strengthen the law enforcement, evidence gathering, and things like that, so that we will not be wasting
30:45precious time with it.
30:46Because, and they said, don't talk about the gun story, that's another story by itself.
30:50They need to do something about that, especially, because if they get you with guns, and you get bailed, go
30:55on outside, you do the same thing.
30:57You get more guns, because you know where to get it from, and you do the same thing.
31:01So, something has to be done about that.
31:03And my last point is, the two persons who went on the boat, I hope that they get them, and
31:10it's really, really, really sad, you know, these sailors that went out.

34:34And many stakeholders have asked, well, what's the other strategies?
34:38Let me say to Trinidad and Tobago, what I've identified this afternoon with reference to this symposium,
34:45it's a crime strategy.
34:48It's a crime strategy because it's geared towards looking at preventing and dealing with a very important group in society.
34:57And may I say, if you follow that group, that vulnerable group, you're going to reach another vulnerable group.
35:04And if you follow that group, you're going to recognize what that group requires.
35:07So, this is a chain action, and this clearly identifies that there are complementary efforts.
35:14So, while you're looking at the hard policing, the powers that have been given for crime and criminality,
35:21this can be complemented with what they call a secondary approach, but a very important approach to be able to
35:26have a balance.
35:27So, you can be looking at the guns, looking at the ammunition, looking at the narcotics.
35:32But here was Whitney, we have a vulnerable youth who isn't impacted.
35:38What's there for that youth?
35:41Access to what?
35:42Jobs.
35:43Jobs.
35:44So, that is a very significant part, and I just had to use that to build a bridge that this
35:50is, in fact, a response from the state
35:53that is expected to generate very piercing policies, strategies, and action items.
35:59The second issue that you made reference to, the reference to the police officers that she commended.
36:05Yes.
36:06I want to say to the nation, and I'm going to build on what the caller said, that if the
36:11police service is to protect and serve with pride,
36:14who's the target audience?
36:15The citizens of Trinidad and Tobago.
36:17They're the ones who will be going to protect and serve with pride.
36:19So, when I hear that officers would have had an engagement, and the citizens feel real happy and moved, I
36:27salute that as well.
36:28Because that is where the real core of policing should be directed in terms of ensuring that the people who
36:34you protect and serve
36:35understand how you are doing that protection and serving.
36:38Of course, I'm not speaking operational matters here to say that you're disclosing sensitive matters.
36:44But your protecting and serving must be in conjunction with the citizenry, because they have an important role.
36:52So, if they are not victims, they can be witnesses.

36:55But they have a role to play, and I'm very happy and moved to hear the positivity that has been
37:00generated.

37:44Our prime minister, as president in Florida, has brought back to us a couple of issues.
37:54One, a list of persons of interest is available, so that is work for the TDPS.
38:00The second issue she has said, transfer of technology, assistance, cybercom, etc.,
38:09is the police service, the officers, has the cadre of officers to receive that transfer of technology.
38:21In order for that to be successful in moving the police forward,
38:27we have to have a cadre of police officers with integrity, with intelligence,
38:33to accept that information, pass it on to the relevant people inside the police to move forward.
38:39So that is one.
38:41The other thing I want to talk about, there's a survey apparently the police service commission is introducing into the
38:47public space.
38:48I'm hoping that they have a section about their ability or our feedback and how they have performed,
38:59because that they are an integral part of the police service and what they have done or what they haven't
39:06done
39:06to help the police service move forward with respect to human results.
39:10So, I'm going to have a nice evening.

40:10for the benefit of the people of Trinidad and Tobago.
