03:01I am your host, Whitney Husbands.
03:03Now, it's a fresh week, a brand new start for many of us.
03:07I hope you all enjoyed your weekend.
03:09And let's just say, today is the day that we needed this back again, which is Monday.
03:14And when we speak of Mondays, we have our captain, Captain Rambarat, and he is back.
03:21He has been back because, listen, two weeks have gone.
03:24A well-deserved rest needed for you.
03:27And, of course, you need to let us know what transpired in those two weeks that we have not seen
03:32you.
03:32But I hope you got your rest.
03:34Yes, I did get some rest with me.
03:36A pleasant evening to our viewers on TV6 and Beyond the Tape.
03:40It's a pleasure to be back.
03:42It was a short hiatus.
03:44We had two holidays back to back on Mondays.
03:48But, yes, I did take the opportunity to get some rest.
03:51Unfortunately, I got the virus.
03:54I haven't had the virus since pre-COVID.
03:58I went through COVID without anything.
04:00And so that caused me to have a restful Easter weekend.
04:04It forced you?
04:06Yes, even though I was booked into a beach house in Mayara for the weekend, I did not go.
04:11Stayed home and rested.
04:14However, I followed all the going-ons on Beyond the Tape and your interviews and your programs to keep abreast
04:22of how things were going.
04:23And one of the things I found is that I saw Express did an article.
04:29They chronicle the amount of tragedies as well as incidents we've been having over the course of probably the year.
04:38And, you know, in terms of our culture of safety in Trinidad and Tobago, I think there needs to be
04:43tremendous improvement.
04:45And we continue as a team to deal with the back end of when things don't go well.
04:53And there is a culture of safety we need to develop in our country so that we can have few
05:00of these incidents.
05:01And I speak to the one in Tobago in Fitzpatrick.
05:04The jet ski.
05:05That one tore my heart apart as well as several others.
05:10And then, of course, the road fatalities.
05:13The Easter weekend, we had rain on Saturday and Saturday.
05:16A lot of rain.
05:18And there were new other road fatalities on Saturday.
05:21And you continue to see a lot of smashes and crashes on the weekend.
05:25As if, as of people, we don't know that when the rain is falling, we need to slow down.
05:30But we need to pay attention on the roads.
05:33And these are all safety issues.
05:35So today I want to bring the message to be on the team.
05:38That we need to develop a culture of safety.
05:41Now, it's a culture of safety and security because we have the crime to deal with as well.
05:46But more interestingly, our team, you know, will try to push as much as we can.
05:54Whether we go to schools or we're doing anything, we will try to, you know,
05:59be proactive in terms of mentioning safety in everything that we do.
06:03Which is very important.
06:05So no time to waste.
06:06It's two weeks, huh?
06:07Yeah, it's two weeks.
06:08So just after I made my first work, I step out of the home on Friday.
06:15Yes.
06:15On Saturday, well, we'll talk about Saturday in a short while.
06:19But then on Saturday night, a call came.
06:22And then, of course, we had the retired police officer.
06:25And I know Jackie would like to show something.
06:28So retired police officer, Ruthven Ian Atkinson, he visited the bouncy trees.
06:36Mud volcano.
06:37This is him here all covered in mud.
06:38So he decided probably I don't want to go in the vehicle.
06:41Let me go to the beach.
06:42So somebody told him that the beach is 30 minutes away walking.
06:46And they directed him where to go.
06:4830 minutes.

06:53Right?
06:54Because he probably didn't want to go in the vehicle with all that mud.
06:56And there's no water there to wash his skin.
07:00Whitney, he took 15 and a half hours to get to the sea.
07:06So he got lost.
07:08And this is us inside the forest during the day.
07:10Tracking.
07:11We were working in the forest.
07:13We were tracking him because he left mud mats and all the leaves and trees and everything.
07:18So we tracked him for four hours.
07:20And then the police, the fire and the defense force arrived.
07:25I had a briefing with them and told them to focus on the seaside.
07:29Eventually, Mr. Atkinson made his way out to the beach at 5.30 yesterday evening.
07:40And he was picked up there by the SIU of the Trinidad and Tobago Police Service just as he came
07:48out onto the beach.
07:49So, you know, a happy ending, but still, to spend 15 and a half hours in that forest is not
07:56a nice experience.
07:58I spoke to him this morning.
08:00Yes.
08:00And he said it was an adventure.
08:03But like I told his relatives.
08:0415 and a half hours?
08:05I told his relatives, he is a strong gentleman.
08:09Yes.
08:10We tracked all his movements in the forest and we knew that he was trying his best to get to
08:16the sea.
08:17So we were so happy that he made it out.
08:19But still, you know, do not go alone, one, one.
08:24And do not go to places where you don't know.
08:28You're not familiar with those places in particular.
08:30He made a wrong turn in getting to the beach and thankfully left these mud marks first to track him.
08:37But do not go alone.
08:40Even if you had that mud, you could wait a little bit in the sun, dry off, scrape it off,
08:45sit down on something, a towel or something, and try to get your bath somewhere else.
08:51But we're so happy that Sam, he came out alive and he was strong, severely dehydrated, but very strong.
08:59Yeah, so I'm guessing a great suggestion is if you do go and be with any mud volcano, walk with
09:05your water.
09:06You have to walk, there's no water.
09:08I mentioned he was severely hydrated.
09:10Yes.
09:10We walked through that forest for like about five to six hours yesterday.
09:16And there is no water in the river.
09:19He didn't have a cutlass to try to cut out water vine.
09:22It was totally dry.
09:24So he had no water.
09:25He was sealed.
09:26The first thing he asked for was water.
09:28That's so sad.
09:29But coming back to our culture of safety, additionally, this is on Saturday night.
09:35I got a call from the police that two females were lost up in Lady Chancellor Hill.
09:42They went for a walk and a hike.
09:44And it was about 7.30 p.m.
09:48All they had in terms of lighting was their phones.
09:52And yours truly had to go and get them out.
09:56So they were happy.
09:57They were trying to make it to the flag?
09:57They went to the flag and got lost on their return.
10:02I can't understand how it happened, but they got lost.
10:05So yours truly had to go and get them out.
10:07But I didn't take any videos of them.
10:10They asked to keep it on the other one.
10:12They were nice.
10:13So I agreed.
10:14But the thing is...
10:15They're alive and well.

10:18But again, what's the lesson to be learned?

10:21The time you're hiking.
10:22And then it was two of them.

10:25Both of their phone batteries.
10:27And I promised Inspector Rampala to mention this on the program.

10:35You have two persons lost.
10:36Recently, a couple got lost.
10:39And air support had to go in there and use the drones to locate them.
10:46Now, you have two phones.
10:48Two persons, two phones.
10:49Cut off one of your phone and save that battery.
10:53And use one to try to communicate outside.
10:56And keep that battery storage for later on.
11:00Because as rescuers try to get to you, we will try to communicate with you.
11:08At least if we know you have a phone and the battery is okay, we will try to reassure you.

11:17Stay where you are.
11:18So, I promised him to, you know, to pass on that tip to all hikers.
11:24If you feel that you're getting lost, cut off one or two phones and save the battery.

11:35There was one other during this thing, a gentleman from Koosh.

11:42He went missing in the forest there in Koosh Village.
11:46And we had to go in there.
11:48We arrived very early in the morning.
11:50And we had to get in there.
11:51His name is Resham Cassie.
11:53Koosh Village, Rio Claro.
11:54He went to work with a contractor, with a excavator.
11:57And nobody up to now could understand why he ventured away from his workplace.

12:04And so, the inspector Narayan there in Beach called me and we organized our search party for the morning.
12:11And we went in and we got him.
12:13Right?
12:13So, again, a culture of safety.
12:17You want to go to explore while your employer work in an excavator.

12:26You should have heard the sound of the excavator.

13:22And, you know, I've told you, if you're going out with your little daughter to any excursion, walk with a
13:27rope.

13:30Always have a rope.
13:33A culture of safety.
13:34We need to focus on that.
13:36Very important.
13:37Now, remember when you mentioned when we openly showed the sad news of the young girl, the seven-year-old
13:42that was killed at Pudgeon Point.
13:44Now, they had the autopsy done and it was conducted earlier on Monday, the 13th of April today.
13:50And the body of the seven-year-old Angelica Jogi confirmed she died from multiple traumatic injuries.
13:58Again, condolences going out to the family.
14:00Captain.
14:01Yes.
14:02And again, a culture of safety.
14:04So, this is not the first incident to take place at that location.
14:07They didn't stall the ropes, which was good, around the bathing area.
14:13But then you had someone who breached a simple regulation, or not a simple thing, as to not cross the
14:23roof.
14:23And then some, I know there's an investigation going on on this matter, right?
14:28But that roof should not have been crossed.

14:32Or you should have not been near the roof.
14:34Because human lives are too valuable, and they should not have, or one person should have not crossed the roof.
14:43Policy is important.
14:45Now, you know what's going on with me?
14:47And I keep saying this to anybody I meet.

14:56They're looking at the outdoor environment and they're saying, I'm going to start a hike.

15:08There are lots of water sports now involving marine craft.
15:13So, and I am for all of these things.
15:16But be certified and understand what you have to do.
15:18But be certified.
15:19And the industry must be regulated by the authorities.
15:24So, you see where it's prevalent on our north coast, then it's prevalent in Tobago.
15:30It has to be heavily regulated.
15:33And those who love to show off.
15:34That's the main reason, you know.
15:36Not really enjoying your hair, but you want to show off.
15:38You want to show the skills that you have skills on your jet ski.
15:41And you stand up when you just feel like a flamingo.
15:44And so, like, we get it.
15:45Yeah.
15:46But you have to remember when persons are wrong and they are bathing and they are their families.
15:51And it's an area that they're showing clear the markings that is there for you to make sure that when
15:58you perform,
15:59you can see you from afar.
16:00And if anything happens, nothing could break that barrier.
16:03And that was the situation.
16:05And when they're doing these things, they tend to lose focus.
16:08And that's when the accidents occur.

16:11You turn into a daredevil when all eyes on you, you know.

16:14But it's time to perform.
16:15Now, we saw some swift action last night from the TTPS on Sunday the 12th in the Cascade area.
16:22It is alleged that police chase ended in the Mount Hoolooloolo area.
16:26And one suspect shot and killed and the other two suspects escaped.
16:30So, I'm sure the officers continue to work extremely hard, Captain, to find the other two suspects.
16:35And sometime last year when the pilot was kidnapped and we were up in Mount Hoolooloolo very early in the
16:39morning
16:40because the van was just right there.
16:42The pilot's van was found just by that tree.
16:46And that's the said tree that this car ran off.
16:50So, we know the area well.
16:51I spoke to a resident in Mount Hoolooloolo this morning.
16:55And he said that he could confirm that the persons who the police challenged here, that they are known to
17:03them.
17:04And they are almost sure that they were up to no good.
17:07Yes.
17:07So, again, we commend the officers.
17:11Oh, yes.
17:11The risk of action.
17:13And anyone with information moving forward with this, please contact 555-999 and you can give more information to us.
17:19We are happy to know that they were in the area and they were able to, you know, move quickly.

17:32Number of operations, 3,495.
17:36Number of targets, priority offenders, 1,257.
17:40Searches conducted, 2,156.
17:44Traffic operations, 1,964.
17:47Total persons arrested, 1,512.
17:51Total persons charged, 340.
17:56Firearms recovered, we're seeing increase with the pistols and shotguns, giving us a total of 86.
18:02Ammunition recovered, we're seeing increase with the 9mm, the 12 gauge, also the 5.56 and that is a total
18:10of 2,139.
18:12And dangerous drug sees, we're seeing an increase with the cannabis, the cocaine and now the ecstasy.
18:18Captain.
18:18Yeah, and, you know, people have been commenting about the SOE and its relevance because they seem to have the
18:25perception, you know, that the crime continues as normal.
18:29But, you know, if you really want to look at crime and you want to solve crime, you have to
18:35develop strategies.
18:36So, you see, getting those firearms off the street, that's very, very important.
18:40You have to basically disrupt the narcotic trade because the narcotic, the crime is really not in the consumption, final
18:48consumption of a joint, you know.
18:51It's really in the trade of the narcotic transactions.
18:56And, yeah, and things like searches and roadblocks, they are all part of the overall strategy because this is how
19:04the criminal gangs operate.
19:06They use beakers, you have to search beakers, you have to try and do everything to disrupt the operations.
19:13And, of course, so these searches, the figures we're seeing there, they're very important.
19:20And I forgot one other area that is targeting your repeat offenders, all right, those that keep getting bail coming
19:27out and going back to this crime.
19:29Crime over and over again.
19:31Right, so you have to target the repeat offenders.

23:15Grenadies to deliver this boat called Camp Pai.
23:19They are Damien Rees and Alvin Morgan.
23:22And up to date, we haven't had no movement in terms of anyone spotting them or they being located.
23:30So I'm in touch with the Coast Guard.
23:31But after a certain amount of days, they, you know, they will be declared lost, let's see.
23:37And we know the circumstances with these two.
23:40They left with just engines and gas to go to, from Tobago.
23:44The transport.
23:44It was, it was, the weather bulletin was, adverse weather bulletin was, was, was released and, you know, those choppy
23:54waters and stuff.
23:56And they were worn twice.

28:28And what is, I can't say it on television, so let me change my mind.
28:33But it's a case that we're looking at seriously, because we have reason to believe that something may have happened
28:39to him.
28:40So, Omadat Ramchoran, if you're from the Friendship Village area, San Madeline area, all there by the train line, um,
28:50by the San Madeline secondary school area, and you, you have information, which could lead either us or the police
28:58to, to, to locate him.

29:44has not been seen.
29:45So, on my way down, I will speak to the San Rafael police and try and see what we could
29:50do to assist the family in locating Frederick Stevenson.

34:08Now, speaking of discipline, how are you all able to maintain a search for so long if a person has
34:16been missing?

34:20So, what we do, so last night, if we did not get, if Ruthven, the missing police officer, retired police
34:31officer, was not found, we had a crew ready to go in, to take over from a certain hour, right?
34:39Yes.
34:39So, the crew that I led for the entire day, we would have exited at a particular point in time
34:46and another crew would have come in and I would have, the crew that,
34:50pulled the day shift would have gone back in the next day, right?
34:54So, this is how we work.
34:56And then, we have also, we have persons who are joining the search at different times.
35:01Remember, people have to work.
35:02Correct.
35:03Right?
35:03And they will come in and then there is also the supporting role.
35:06Bring food.
35:07Make sure you have everything.
35:09That's needed.
35:10Equipment.
35:10There's everything on board.
35:12So, how do you continue as in if weeks go on and you still, you know?
35:16No, no.
35:17What we will do, we have to, we normally give us six days.
35:20Okay.
35:21Six, I don't know if that's what you're looking for.
35:23We go continuously for six days.
35:25Not all the time continuously.
35:27There are times we have to take our break, regroup, look at things differently, see what we missed and then
35:33go back again.
35:35And so, like, yeah, so we would most likely do six to eight days, give our family six to eight
35:42days and after that, let's, you know, wait and see what happens.
35:45We'll go and then go again to see what could happen.
35:47And most likely, I can say, wait on information from the members of the public, right?

35:51I'm glad you said that because they believe, you know, when they get it to TPS, does that, it's a
35:56problem.
35:56But we need each other.

37:25So I know it's, it's public knowledge, but he's best, the best person to answer that question.
37:30Now let's head to a media briefing from Friday, the 10th of April with Senior Super Tom, with the, who
37:37is the commander in charge of the Port of Spain division.
37:53The division is fully aware of the tension that exists following recent violence acts, including homicides.
38:04We have been collaborating with several specialized units within the Port of Spain division and the wider police service, and
38:12this has led to targeted operations against these would-be criminal elements, with the view of ensuring that the division
38:20remains safe and peaceful, while investigations continue to have these violent offenders apprehended and placed before the courts.
38:29Our investigators continue to work diligently to identify these criminal elements, with the view of apprehending them.
38:37These are organized acts of violence, and the division and the TPS are committed to bringing those responsible to justice.
38:47We want to assure the residents of Port of Spain, as well as every law-abiding citizen in Trinidad and
38:53Tobago, that the TPS is committed to neutralizing these crimes.
38:58Our intelligence agencies are very much aware of the internal unrest within several gangs, the shifting of alliances, as well
39:07as the external conflict between various gangs.
39:11We have issued recommendations for sustained, targeted, and disruptive measures to mitigate any further escalation of gang violence, and to
39:21safeguard the public.
39:22The Port of Spain division and the TPS remain dedicated to the safety of all residents.
39:29We urge members of the community to remain calm and to cooperate with law enforcement.
39:35Anyone with information of any criminal activity that can assist the police, we urge them to contact the Port of
39:43Spain division or call the TPS.
39:46Our efforts in combatant crime are multifaceted, and are crucial to maintaining public safety.
39:55On the positive side, our work leads to increase community security, deterrence of potential offenders, and justice for victims.
40:03We utilize strategies such as enhanced patrol in high crime areas, community policing initiatives, and we continue to collaborate with
40:14other agencies to address root cause of crime.
40:17For this year, we have recovered 14 firearms, also 81.17 kilograms of marijuana, and 0.08 kilograms of cocaine.
40:29While we will observe that general larceny has accounted for about 26% of all our reported crimes, we have
40:37within recent time arrested, detained, and placed before the courts several persons that have been responsible for committing these crimes,
40:45and we will continue to target them and place them before the courts.
40:50We have had over 40 operations within the last couple of weeks, inclusive of roadblocks, raids and searches, stop and
40:57search, DUI exercises, and warrant exercises.
41:01We have targeted over 80 priority offenders, several of whom have been charged or been placed on PDOs at this
41:10time.
41:10The division has applied for 85 PDOs, 84 of which have been granted, and as of this date, we have
41:19executed 27 of these PDOs.
41:22Those persons are now incarcerated.
41:25I am very thankful for the unit within the Port of Spain that has been given a clear effort to
41:32ensure that the division is kept safe.
41:35We have units as the investigation and operation unit, the Port of Spain gang unit, the Port of Spain CID,
41:42the Capital City Patrol unit, and all members of our stations, and all the officers in Port of Spain.
41:48We continue to work hard, and we will not be giving up this fight against the criminal element.
42:01And that was Senior Superintendent Tom, and he is the command in charge of the Port of Spain unit.

42:09Well, I do envy his job.
42:11No, I don't either.
42:12Historically, I shouldn't say historically, but, you know, in terms of where we are with the gangs, the gangs were
42:17born in Port of Spain.
42:19That's the way to start it, and it's one of the most difficult divisions in terms of crime and criminality,
42:25but if you track Port of Spain division for the past maybe months or so, there tend to be flare
42:34-ups here and there.
42:35Because if you look at it, we did not have murders in the Beetam or the Seelots area for a
42:43long while.
42:43So, I don't know what's going on there, and then behind Bessel Street up in there, there has been quiet.
42:50There was some flare-up in terms of East Dry River, I know that, and the normal killings in Mova
42:56that has stopped.
42:57There was a series of killings in Belmont, I haven't heard from that area as well.
43:02But, so, they're managing well, and I do envy they have the toughest job on the island in terms of
43:09foolishness in that Port of Spain division.
43:11Yes, most definitely.

49:05So, this iconic spring bridge in Blanche's years, those of you familiar with tree pools, you park right there to
49:13get to tree pools.
49:14Now, this was fully restored by Mr. Nizar Mohamed and his company a few years ago.
49:21And at this time, it needed some repairs again.
49:25And he contacted Hunter's search and rescue team to provide the manual labor.
49:31And we were happy to partner and go down to Blanche's.
49:33It was only last Saturday.

49:35And we were able to, you know, assist.
49:38And Whitney, that's what son was really, really hot.
49:43And he worked for the entire day.
49:45Cutting lumber.
49:46Those flanks are very, very heavy.

49:52So, and there are guys here cutting, cutting, associative, cutting and moving and replacing the flanks.

51:57But lots of prizes to one of our lots, hundreds, literally hundreds.
52:02Everybody walked away with something.
52:04And it was held in Vancouver, the IPDA shooting range.
52:11And we had a really, really fun thing.

52:16Yeah, lots of, well, the guys on the team, they have an ongoing competition.
