07:20And obtaining money by false pretenses is the foundational offense categorized in terms of with these scams and so forth.
07:30And it's carried out by the use of technology.
07:32Facebook marketplace is a key area and other online platforms where persons utilize to do banking transactions and just using the internet on the whole.
07:45Where people look at the virtual space as a safe space because when they are sitting behind their computer around there may be no one around so they feel safe and empowered.
07:58But not knowing that there are criminals walking through and through the virtual space looking to exploit persons and exploit human frailties in terms of empathy, that urgency for just greed if you're a point that way to carry out.
08:19And they exploit these frailties to carry out their online scams.
08:24We see that, you know, a lot of these nameless faces, fraudsters now operate with such a level of sophistication.
08:33And, you know, their technology has become so advanced and trying to, I guess, you know, in terms of breaking certain firewalls and so on, banks and other businesses and corporations where at times they steal, there's also identity theft, which is also another major problem happening across the world.
08:55So the National Institute for Standards and Technology, which is based in the U.S., defines cybercrime as criminal offenses committed on the internet or aided by the use of computer either as a tool or the targeted victim, meaning targeting the computer, things like ransomware or malicious attacks to make the computer inappropriate.
09:22But the main thing, but the main thing in terms of that is more predominant is cyber-enabled crimes, where they just use the technology in order to carry out the more foundational crimes as mentioned before, like larceny and larceny trick.
09:36All right. Interesting. All right. We're going to continue our conversation about that a little later in the program, of course.
09:42And today, the Commissioner of Police, Alistair Goverro, issued a statement, a zero-tolerance approach on illegal quarrying.
09:52Of course, a couple of weeks ago, a number of persons were arrested in East Trinidad in a huge quarrying, illegal quarrying operation.
10:00And, of course, the Commissioner says, I wish to address the recent media focus on illegal quarrying and mineral processing.
10:05Let me state clearly that this is not a matter that the Trinidad and Tobago Police Service has only now begun to investigate.
10:13For several years, you have been actively pursuing offenders, charging them before the courts, and dismantling the networks behind these operations.
10:20Our actions are not directed at any one individual.
10:24We are confronting a criminal enterprise that robs the nation of its resources, undermines lawful industry, and finances organized criminal gangs.
10:33Between 2020 and 2025, a total of 47 persons were arrested and charged for offenses related to illegal quarrying and mineral processing without a license, issued by the Director of Minerals or the State Land Commissioner.
10:46Of these 19 were charged for mining without a license and 28 for processing without a license.
10:53In 2022, persons were charged for mining at Wallofield and Sang-Ghandi.
10:58In 2022, three persons were charged for mining in Matura.
11:01In 2023, four were charged for mining in Vega de Oropuch.
11:05In 2024, nine persons were charged for processing, sorry, minerals in Wallofield.
11:11And most recently, in 2025, 19 persons were charged for processing minerals in Manuel Congo and Arima.
11:18And he just continued to say, of course, under his watch, the hardworking and dedicated officers of the Trinidad and Tobago Police Service will not be swayed by attempts to recast offenders as victims.
11:31The true victims are the people of Trinidad and Tobago, whose lands, communities, and future are being exploited to line the pockets of organized criminal groups.
11:39As I've said before, don't play victim to the media on one hand while you're holding the shovel that digs the country's grave in the other.
11:47It is akin to a thief coming to you, to your house, sorry, to rob you and getting vexed because you put up burglar proofing.
11:54Wow.
11:55So, you know, I think that release would have been prompted, of course, by a certain individual being arrested yesterday under detention order and claims, of course, of being a victim.
12:08Yes, yes.
12:09So, the ongoing aspect with the commissioner's zero-tolerance approach goes throughout, right, for all crimes, especially within the SOA period.
12:21Yes, indeed.
12:23All right.
12:23So, there was another home invasion, of course, in the Cascade area where this happened yesterday.
12:31A senior government official, 52-year-old permanent secretary for the Ministry of Trade Development, sorry, Investment and Tourism, was driving his white Subaru cross into the driver of his residence in Cascade.
12:45Awaiting him, there was a 73-year-old man and his 12-year-old child who went to assist with groceries.
12:52And at that time, they were confronted by four mask intruders who approached the group.
12:57Now, sir, hold up one as armed with a knife, the other with a firearm.
13:02The group forced the victims back into the house where the 73-year-old was struck with the firearm.
13:10And the assailants proceeded to search the house and seized multiple valuables.
13:14Items taken included wallets, identification cards, bank cards, cash about $400, $100, and $500.
13:22Electronics such as an iPhone 14, a Nintendo Switch, a Samsung A27, a 75-inch television, and iPhone 15 were also stolen alongside two sets of vehicle keys and a set of house keys.
13:36Among the stolen property was the Ministry-issued vehicle valued at $400,000, which the suspects used to make their escape.
13:43Well, again, these sort of heinous crimes prevalent these days, and there have been discussions within the government infrastructure as it relates to bringing legislation to come against these.
14:03And oftentimes, other guests at your program would have spoken about hardening, making yourself a hard target.
14:15And if you analyze what you just read there, it spoke about, you know, the person going into the driveway.
14:23And that would have been a vulnerable point, which criminals typically use the opportunity or take that opportunity to pounce on.
14:31And even in keeping with the cyber aspect as well, a lot of persons tend to share too much information online.
14:40And the criminals, they use a tactic called social engineering.
14:46They may go through your social media profiles.
14:49It may not be, your own might be hardened, but your other members of your family, normally you see the younger ones, tend to post a lot of things online.
14:59And they could easily go onto your social media accounts and identify where you live and even conduct surveillance, physical surveillance, to determine the hours and times you come in.
15:12And then look for that perfect opportunity where they could pounce.
15:16You're quite right, Sergeant.
15:17You're quite right.
15:18And we just want to implore persons, of course, to be, you know, as Pippet says, you know, situational awareness is important.
15:26And it, of course, make your movements erratic, your times that you come and you go, the places you visit.
15:33And even if you go to a social outing, you don't need to take a photo or picture at that point.
15:38Or even if you do, post it when you get home so that even if somebody thinks you're there, you're not, you're already gone and so on.
15:45So those are things that you could soften yourself of being a target by these criminals, yes?
15:50Yes, exactly.
15:51And in keeping with that situational and that spatial awareness and in keeping with it, you're looking at your virtual spatial awareness as well.
16:01And as mentioned just now, the things that you may post online, it has been key to those criminals gaining the upper hand on you and getting the opportunity where they could commit their crimes.
16:13Yes, indeed.
16:14All right.
16:14It's day 117 of the state of the emergency.
16:18We just want to quickly bring you up to speed with the figures.
16:22Number of operations, 9,288.
16:25Target priority offenders, 3,025.
16:28Sages conducted, 62,015.
16:31Traffic operations, 6,528.
16:33Total persons arrested, 4,041.
16:37Total persons charged, 2,323.
16:39Traffic offenses detected, 35,679.
16:44It's good to see that that figure hasn't moved.
16:46Firearms recovered, total 216.
16:49Ammunition recovered in total, 2,824 rounds.
16:53Just a rise then, 5.56 of 545 rounds.
16:57Of course, dangerous drug seized.
16:59That area of cannabis continues to rise daily almost.
17:03806,129.11 grams of cannabis.
17:07Of course, the arrests remain the same.
17:10But nevertheless, the police continue their operations across Trinidad and Tobago.
17:15Yes, and that is very reflective of the commissioner's zero-tolerance approach
17:19and where all officers within ETTPS are taking up that mantle
17:24and really trying to make Trinidad and Tobago safe as possible.
17:28Yeah, and we see, you know, that traffic offense is there.
17:33Every day for, I can't remember how long, it's always been going up and up.
17:38And today, for the first time in as many months as I can recall, it has not moved.
17:43It stayed the same as of yesterday, which is a good thing.
17:46Yeah, that is a good thing.
17:47I guess persons are reflecting on their behaviors
17:51and understanding that financial impact that these exercises
17:57as it relates to traffic offenses can take a toll on your bank account.
18:01Yeah, I mean, if you don't have a license or you're a license expired,
18:05please get it renewed.
18:06Make sure your insurance is also, you have an insured vehicle
18:10and not driving with expired insurance or no insurance whatsoever.
18:14And, of course, you know, make sure your car is in proper working condition,
18:18good tires, et cetera, and, of course, the tint.
18:21If you're not authorized to have a specific hue of tint on your vehicle,
18:27please don't put it there and then you're stopped by the police
18:29or the licensing officers or even the traffic wardens who also has that authority.
18:33And if you cannot produce a letter or don't produce a fake letter
18:37that somebody did a couple months ago.
18:39Yeah, yes.
18:40Well, the laws are there and we have the internet
18:44where we could go and research these things
18:46and get some education as to some of the do's and don'ts,
18:50you know, especially as it relates to traffic offenses.
18:53And understanding that whilst we traverse the roads and streets of Trinidad and Tobago,
18:58the dangers that it could pose in when persons commit these offenses.

25:12And I know that we wanted to get a little more
25:14into the nitty-gritty of these scams.
25:17If you can just walk us through some of these things
25:19that you're seeing that are becoming quite prevalent online.
25:22Yes.
25:23Well, as mentioned before,
25:24in terms of the last nitric and so forth,
25:26and we see coming out of Facebook Marketplace
25:30a lot of crimes happening,
25:33not as a result of Facebook Marketplace,
25:36but perpetrators using that as an avenue
25:39to identify their victims,
25:42to exploit persons' need for, you know,
25:47that good business transaction,
25:50whether it might be purchasing or selling items, right?
25:54And they commonly use a number of,
25:58what we call it, the scammers' playbook
26:00to carry out these sort of online scams.
26:04And one of the main areas they look at
26:06is deception and impersonation.
26:08And the tactics used in this area
26:11is things like phishing, social engineering,
26:14and fake online stores, right?
26:16Quite recently, running viral,
26:19there was a fake FCB website
26:23that was set up where victims would go on,
26:29they would enter their credentials,
26:32but that information is not going back to the bank,
26:34to the legitimate bank.
26:36On the back end of that website,
26:38the perpetrators are able to see
26:41those emails and passwords
26:43that persons would enter, right?
26:46And they take advantage of that
26:48and go and clean out your bank account.
26:50Yeah, so those are some of the things that they use.
26:53And the whole thing is to steal your credentials
26:55and personal data.
26:58Other aspect inside there is in terms of
27:01there's a WhatsApp scam
27:02where persons get this immediate call
27:06or message from a strange number,
27:08a strange person saying,
27:09hey, there was an error in sending a code to your phone,
27:13could you send it back to me?
27:14But that in itself is your WhatsApp verification code.
27:20And when you give up that,
27:21they are now able to establish your WhatsApp account
27:26on their own devices,
27:28and now they may not have access
27:31to your previous conversations,
27:33but all your future conversations
27:35where persons would be messaging you,
27:37they have access to that,
27:38as well as your entire contact list.
27:41So then they can pretend to be one of your persons
27:44on your contact list
27:45and send you a message in,
27:46hey, I'm stranded, I need $100.
27:49Yes.
27:49Can you send it for me?
27:50Exactly.
27:51And you think, well, okay,
27:52this is the person,
27:54and then you're like, okay,
27:55I mean, just saying.
27:56Yes.
27:56Some people will obviously double and triple check,
27:58of course.
27:59I remember a friend of mine was in London,
28:01and that happened to them,
28:03and the person called.
28:05The person is like,
28:06no, I don't need any money,
28:08because they wanted to be sure.
28:09Exactly.
28:09And the person that they were speaking on the phone
28:11was the actual person
28:11that was WhatsAppping them.
28:12Wow.
28:13It is important that,
28:14as you said,
28:15that you verify and triple and double check
28:17those things.
28:18But we have a call on the line.

29:17These are them embarrassing questions.
29:20And they're just so nice and sweet.
29:22Sometimes they're just that simple thing like,
29:24that is above my pay grade,
29:25and they're smiling,
29:26and they're going so easy.
29:27They're real professional,
29:28but you see that police from Tobago?
29:30He's supposed to be high up,
29:32and he's just a constable.
29:33If I find people nice,
29:35he and him answer everything
29:36so professional and so clean,
29:38he ain't looking for,
29:39he ain't cutting that soul,
29:40and you wasn't prompting him.
29:42Because you are senior superintendent
29:43there,
29:44and when you ask them something,
29:45you kind of hint and answer for them,
29:47and you're not a police officer.
29:48You help them answer.

30:33has basically
30:35examined
30:37their competency
30:38in this area,
30:41because I believe
30:43there is a big,
30:44big gap,
30:45and if the hierarchy
30:47and the executive
30:47is looking at it.
30:49For example,
30:51recently,
30:52there was
30:53a cyber attack
30:55and a bomb threat
30:56at the office
30:57of the prime minister.
31:00Two or three years ago,
31:01there was a media cyber attack
31:03at ESPT.
31:05We still have that
31:06to be resolved.
31:08Within that period of time,
31:10there were probably
31:11seven bomb traps
31:13at Varyett Hall.
31:16What has the police done?
31:19And if nothing has been done,
31:20I am hoping
31:21that they have done analysis
31:23to determine
31:25if they need
31:26to import
31:27talent
31:27into the police service
31:29to get
31:30these things
31:32resolved quickly.
31:34For example,
31:34that
31:35maxi-taxi robbery,
31:39that was an easy case
31:41to serve.
31:41They went with
31:42all the people
31:43to a cell phone,
31:44chose the cell phone,
31:45and you could
31:45triangulate it,
31:46and you will find out
31:47who the perpetrators are.
31:49Go on,
31:49have a nice evening.

31:53in all crimes,
31:55there's some sort
31:56of cyber element,
31:57as the caller mentioned,
31:59in terms of
32:00the cell phones
32:00being stolen.
32:02Installed on the
32:04maxi-taxi
32:05was a CCTV
32:06system
32:07that was able
32:08to capture
32:09and worked very well
32:11in,
32:11as you may know,
32:14persons
32:14are in custody
32:15in relation
32:16to that particular
32:17robbery.
32:18So that's good
32:19in terms of that.
32:20As it relates
32:21to the competencies,
32:22the officers
32:23within the cyber
32:25and social media unit
32:26are professionally trained.
32:28We keep,
32:30in terms of
32:30with the highest
32:31international standards
32:33to just know
32:35that we have
32:36been trained
32:37by, you know,
32:38some of the
32:38three-letter agencies
32:39that you all
32:40may have seen
32:42on television,
32:43and we utilize
32:44the industry standard
32:46tools and software
32:48in conduct
32:49of our investigations.
32:51cybercrime investigations
32:53are quite complex,
32:55and they usually
32:55entail
32:57some international
32:59elements
33:00where,
33:02depending on the medium
33:03that was used,
33:05for example,
33:06with regards
33:06to the bomb threats
33:07where email,
33:08our email system
33:09was used,
33:11the email service
33:12provider is not local.
33:14Right.
33:14It's international,
33:16and we utilize
33:18a number of processes
33:19in order to get
33:20that particular information
33:22through the
33:23mutual legal
33:24assistance treaty.
33:26This is where
33:27a number of countries
33:28are signatories
33:29to that agreement
33:30in sharing
33:31information
33:33so that it could be
33:34utilized locally
33:35in our courts of law.

55:12and they're easily looking over your shoulder
55:14to see your pin
55:15and then you may see
55:17further down the road
55:19you may be traveling at home
55:21in a maxi taxi
55:23and a robbery takes place
55:25and you may be the target
55:27because they have already
55:28gotten that pin
55:29from you
55:30when you were shopping
55:31so you want to be vigilant
55:32and question
55:33persons coming close to you
55:35you're going to the ATM
55:37typically the ATMs
55:40they may have multiple machines
55:42someone may be playing
55:44that they are doing a transaction
55:46within the ATM
55:47but all that while
55:49they are monitoring you
55:50and your movements
55:51simply as seeing
55:53where
55:53which pocket
55:55you might be placing
55:55your bank card
55:56or your wallet in
55:57right
55:58how much cash
55:59you may be
56:00taking out from the bank
56:02you want the key to
