05:00It's day 50 of the state of emergency
05:04and of course you know it was a very hectic weekend all around there.
05:07There was a ban yesterday in the Savannah and then some emerging big stories.
05:13Of course the talking point of over 25,000 rounds of ammunition.
05:19The Sunday Express reporting missing from the Komodo barracks that has now forced
05:25the defense force chief to order an inquiry to try and verify that that's the boxes where
05:33cartridges of the 5.56 reserve ammunition allegedly missing because the bunker was
05:40actually leaking in 2022 and they sometime moving the ammunition into a building nearby.
05:48They're not sitting exactly if it was stolen while it was in the bunker
05:52or during the transfer of that ammunition or rather when it was placed in the other building
05:59and I know that there was supposed to be a board of inquiry that's supposed to have started today.
06:04However that did not materialize and they're expected to start tomorrow to look into that
06:10and of course the commissioner of police Mr. Benjamin asked by the media about it
06:15earlier today also indicated that they're also looking into this matter.
06:21I guess maybe at some stage some parallel investigation
06:25and I want to welcome today Captain Valens Rambad from the Hunter search and rescue team.

06:32Good afternoon to everyone here who on viewing Beyond the Tape.
06:37Mark we had a lot to unpack this weekend as well and in one story we had a very joyous situation
06:45occurring in Tobago and I think Trinidad and Tobago recognized that this was really a miracle
06:53that occurred in Tobago where two fishermen went missing on last Tuesday Junior Torn and Albert
07:02James and they went to set fishing pots off the Pigeon Point area and there was a lot of high wind
07:11and rough sea bulletins out for during this time. We have two members in Tobago they were supposed
07:17to push off from King Peter's Bay and they were unable to do so and by a stroke of luck another
07:24fisherman who went to set pot fishing pot on Sunday morning came across both Junior Torn
07:34and Albert James not far off from where they went to set their fishing pots. So I think
07:39that news was a tremendous, it was received with joy and I could just
07:48tell you that those families have to be really really thankful for the safe return of these two
07:54fishermen. They survived on eating raw fish and a little bit of water they collected from the rain
08:02but I tell my teammates always fishermen are resilient and they can stay out there for days.
08:07And thank God for the rain too so that they could have had some water to drink. Additionally we continue to search for
08:13Marika Harry and that took us across various areas in the Penalty Bay District. Today is the 48th
08:20and we remain convinced that she's not a runaway teen and we want to find her and the search for
08:27her will resume this week and in addition to that we had to basically rescue a Canadian citizen.
08:37Resident in Rio, well Rio Claro. Right. From a distressed situation there and so a lot of work
08:44went in this weekend and we hope to continue the work from tomorrow as well. All right I guess this
08:50is the gentleman. Yeah this is the gentleman Clifton Chotolal and he came down here on a little vacation
08:56to meet his close relatives and they in turn I can tell you for sure that they took him to a lawyer
09:02to sign over his property in Rio Claro to them. He refused, he was assaulted, he got his
09:09hair damaged, he slept for two days in an abandoned house. The daughters in Canada raised the alarm
09:17and this is where we were able to get him on his way to the police station. They mashed up his phone
09:24and he was unable to communicate so very quick work we did yet to find him and this is where we
09:31were searching in the Penal Debate District. We had information we were acting upon and we visited
09:39several gardens and farms in that Penal Debate District. We have probably completed half of
09:47that district and we want to continue the work this week. All right so we are thankful for that
09:52some really good news and of course the state of emergency update figures. It's day 50 and
10:01thus far number of operations 2,685. Priority offenders targeted 2,152. Searches conducted
10:1018,136. Traffic operations 2,384. Total persons arrested 1,966. Traffic offenses detected 9,511.
10:22Firearms recovered to date 90. Ammunition recovered 1,939 and of course last but not least
10:29dangerous drugs seized 303,938 grams of cannabis and just over 1,300 grams of cocaine. So certainly
10:38the police is continuing the work in that fight to rid the country of you know illegal substances,
10:45illegal guns and those who are. The figure continue to look good for firearms. Yes at 90.
10:52Running at two per day and I think they're doing excellently in that regard because you
10:57have to get the guns off the streets. Yes certainly. All right we're going to take a
11:00look now at our headlines.
11:16So those were some of the headlines there over the last 24 hours and one of them of course the
11:22the heartbreak of the murder of Matthew Chancellor, 21 years of age, shot and killed by gunmen in the
11:31Tabukit area who went on a crime spree over the last 24 hours. So we're going to take a look now
11:38shot and killed by gunmen in the Tabukit area who went on a crime spree over the weekend
11:46and I recall his brother and his father there. His brother witnessing the shooting of his brother.
11:54They apparently left a bar of some sort and they were a fight had broken out and they left. They
12:00were not part of that fight. Walking towards home they saw a vehicle. The gunman came out. They
12:06didn't expect and he shot in their direction and of course unfortunately young Matthew
12:14was the country's 44th murder victim for the year shot and killed over the weekend. Yeah that's
12:21unfortunate because if you know the Tabukit area that's a very quiet a sleepy village and I read
12:29today that acting commissioner of police responded to the residents call for the reopening of the
12:36Brasov police station and I really hope that we're going a long way in terms of policing in
12:42the Tabukit area. Mark we had issues there of Tabukit and we had to go to Vancouver. Well I
12:49can just tell you quickly that the commissioner of police at a press conference today did say
12:53by next week the Brasov police station will be reopening and we want to listen to Matthew's
12:59father who spoke to the express photographer Dexter Phillip yesterday.
13:08My Matthew Chancellor is my biggest son. Right? Matthew Chancellor is my biggest son.
13:15Well apparently there was down the road and like there was lining and like somebody I don't know
13:23like somebody was waiting for somebody mistaken identity and then fellas and then just pull and
13:28shoot at the fellas and them for nothing and them fellas then don't deal with crime because it's
13:33like two brothers and two young persons going by your grandfather so you must just go in and pick
13:40up the bag you know come from work you can pick up the bag to come home. Yeah. Them fellas waiting
13:45inside are they to do the thing and see the fellas on them and take them for somebody else
13:50because them fellas don't be in that. Well we get to find out everything but I have no
13:56thing I disclose about that but the police will deal with that. Honestly the police say they will
14:04deal with that and think they're already looking to it already. Matthew was always a happy fella
14:09always feels them sugar always all the girls on his side always smiling bright smile making
14:15everybody laugh sometimes you know anytime you meet a brother you always heal him you always
14:19heal them you know you always heal the brothers and sisters heal everybody home here you know
14:25always talking to a steady love now. Is this the first time that crime has affected your family?
14:33Yes first time I have witnessed something like this in my life I never I don't even know how to
14:38deal with this right now I don't even know how to deal with this. Right now I'm getting help from
14:44everybody everybody who know how to do it they're coming and they're helping me this helping with

18:55the Hunter, Search and Rescue team and before the break we were talking about the unfortunate death
18:59of Matthew Chancellor and his pastor Dilip Samaru, the church that he attended, the Tableland Open
19:07Bible Church, also spoke about the young man's growing future before he was taken away.
19:15Hi, good afternoon. I am Reverend Dilip Samaru, the pastor of the Tabakit Open Bible Church
19:20where we have had this incident and this sorrowful experience of the loss of Matthew
19:26Chancellor who was murdered in the wee hours of this morning. What is heartrending is this young
19:32man was supposed to start baptism class very shortly going in to be baptized in water.
19:39This has rocked again the community of Tabakit and you know the church have decided spontaneously
19:45that we are going to send a witness to the community that we are not accepting
19:51a community being invaded by thugs and the overrun of crime and we believe in God that
19:56through our intervention and witness that an awareness will be created so that you know
20:02people will be impacted and the young people will know that there is a life beyond crime.
20:08There's a life of hope in Christ Jesus. So you know this march and this rally is organized so
20:14that we could really send a message that crime is a no-no in Tabakit and also too we are making a
20:20call to the authorities. Can you put things in place to open up the Brasso Police Station?
20:28We need it. There will be a quicker and swifter intervention in terms of police support and
20:33presence. So this is the voice of Pastor Dilip Samaru and the Tabakit Open Bible Church as we
20:38remember the the memory of Matthew Trancel. God bless you.
20:52We were there yesterday in solidarity against this this scourge of crime and of course good
20:58news to the residents of Tabakit. The commissioner announcing today by next week you all should have
21:04a functioning police station, Brasso Police Station reopening its doors of course so that
21:09you all will have that added safety and security. Yeah that's a community shaking. We know that
21:16community well and they really I'm taken aback and shocked and I know the police station it's
21:22a almost brand new police station. Happy to have that police station to service the community.
21:29Yes certainly. So we're hopeful that you know I know it takes things like this to get the
21:34authorities to wake up at times and I know the the acting commissioner has said has given that
21:40pledge. Give him his kudos. He responded quickly. He did. So he said by next week residents of Tabakit
21:47the Brasso Police Station will be reopened. All right so let's go up to the update on missing
21:52persons for this month and of course for last month. Yeah Mark we just have two outstanding
21:58persons for January 2025 and they those two persons America Harry. I addressed her situation
22:04earlier on and the search for her continues. Today's day 48 and we plan to resume this week
22:11as well. We need to find her and Keston Koto. He again the his situation is one where we're looking
22:21at maybe a victim of crime. Right. Unable to find his body but as we speak we have diminishing
22:30diminishing and diminishing hopes of finding Keston Koto alive at this point in time
22:37and for February thus far we had 18 reports of missing persons and on my way up we had nine
22:45missing persons but I'm happy to report that we were able to resolve two cases. There's really
22:50seven outstanding but as we go through the list Shakir Gomez is still outstanding and
22:58we're working hard on this case to try to get Shakir Gomez back home. There's nothing to
23:05indicate that harm may have come his way. Jose Gregorio we have information that he may not
23:12really be missing but he may be trying to not meet with some of his creditors or his debtors
23:21as the case may be and we want to resolve this by tomorrow. I tried calling him today but he was
23:28unable to answer his phone and then we have Deborah Cornwall. Now Deborah Cornwall is a cool case of
23:34January 2024 and she was living in Barataria in an apartment there by herself. She had some
23:43issues, used to be on the streets, has an addiction to alcohol but she has been missing
23:51for a year now and we are in contact with her relatives to try to locate her. Abigail
23:58did not. We are in contact with the person by whom she's staying and we want to get a visual
24:05on Abigail to declare her has been found and we're working hard on that case. In fact we have some
24:12leads on that that we want to address by tomorrow. Ryan Hazrana has been missing from the Karapu
24:20district and Mark, he was a witness with her in the Karapu district. So his disappearance may be
24:30either one or the other. Either he's hiding or in fact persons would have gotten to him. So this is
24:37a difficult one to crack and then we have the case of Daniel Wells. Daniel has been found and on our
24:44way up we were informed. So good news for the 17-year-old from Santa Cruz. Shanika Maklachi,
24:52as we speak, we have members in the field in the northeastern area. We should have some good news
24:59on Shanika Maklachi later on tonight. So it could be we could reduce this by another one by this
25:05evening. Ramon Campbell, not much information as to what would have happened to him but we have
25:13the central team working on his case and they will update us as we go along. And then we have
25:21Renika Daniel, now know the age, she's 18. She checked into the Arima police station a short
25:27while ago and we confirmed with the police that she did check in and she's safe and she's alive.
25:36She's an adult at 18 and therefore she has the freedom to move wherever she wants. So we will
25:42declare her found just as I leave the program here this afternoon. So not bad, we've taken it
25:47down. We'll take it down by a few by this afternoon in tomorrow, Mark. Right, well let's at least have
25:54some good news there coming in as we speak. And I know that there was also another
26:01loss of life by the gun again last night. Unfortunately, a paramedic woman lost her life
26:10in the penal area when gunmen opened fire on a group of people. Quintin McConnell of Cameron Hill,
26:19age 65, shot and killed by, I understand that you might have a little more context to this shooting.
26:27Yeah, we know we know the area well and we know the residents on both sides of the road
26:33where the lady was in her porch and then opposite. So what we found out is that
26:40the area has some pests around one there. There's one that does engage in the selling of drugs and
26:47the others engage in robbery. And what we found out this morning was that a single shot was fired
26:57from basically over the road into the porch and unfortunately this innocent lady was struck and
27:04she died. So I think this is not a hard one for the homicide region in South Trinidad to solve.
27:16But it's really young men playing the fool with guns and they enter drugs and robberies.
27:24Really, really sad that Mrs. McConnell's murder pushed the country's murder count
27:31to 45. Of course, one too many. One too many.
27:36I mean. Yeah, and you live a full, almost full life and to lose your life at age 65. I mean,
27:42oh gosh, it's overbearing now. All right, we're going to take a short break and we'll be back.

32:13Valence Rambert of the Hunter Search and Rescue Team. We continue our segment, Voice of the People,
32:18talking to people in Northeastern settlement as to whether stiff-up penalties will detour
32:23criminals and their activities. Let's take a look.
32:48You think we need to have stiff-up penalties for criminals? All the time, all the time. I don't
32:55know where this government's sleeping on the way they're doing so. I don't know what they're doing
32:59so. These men and them, I see now, well, take for instance, all right, this poor lady just come out
33:05from in there, look like it's a supermarket or something, and she walking. Now he, he outside it,
33:11the bandit outside, he had a gun in his little portrait, you know, the thing that is higher?
33:16You saw that? Yes. And this man, waiting till this poor innocent man, this, she unaware that,
33:23that, that, that we are telling you. We just be unaware what taking place around, but we supposed
33:28to be always left to right, watch right around you, keep your eyes busy, don't sleep, don't sleep,
33:34because if you come out there to sleep, you'll get wake up fast. She come out of the place and she
33:39come in and she walking as normal, yeah, well, it's all right, but that time the man stand up
33:43there watching her and as she take out her eye on him, he start running, she do. As you see she
33:47going in the car, she going and running, she do. As she come and he point the gun on the woman,
33:52the woman come out on this side. She going back in her car vehicle to take something. You know
33:56what that man do? The door open with that man and I see that man ramming back that car, because he
34:02don't control the car already, eh, he don't take away the key, everything from she. And she fighting
34:08on this side now, the passenger side. I don't know where she trying to take all behind that car.
34:12And that man coming back with that car on that door. Well, that is all right on that door,
34:16get down man, I don't know. We need to step up penalties. Boy, we must, we need to step up
34:20penalties, boy, we must, we must. These criminals around them, you have to take them out, boy,
34:25you have to take them out. Yeah, you have to take them out. They own this way, I see, we could start
34:32to form something again. Show some form, show some form. Like, we there like if we're there,
34:37the government there like if they're there, because they don't care nothing about the
34:40government, they're moving it. So, maybe if they're stiffing the penalty and do things more,
34:45more vibrant, things might change. But all for now, things are changing at all.

35:00Yeah, well, I like the term, voice of the people, because if you speak to prisons in Trinidad and
35:05Tobago, they will tell you that stiffer penalties are needed. The gentleman is saying the government,
35:13but I would like to say the parliamentarians ought to come together and make sure that with any issue
35:20of crime, that they address it as a whole and not be divisive about the entire thing. Stiffer
35:27penalties, make sure that some of these these young men don't get bail and a whole slew of
35:36legislation that is approved unanimously by the parliament is needed to help in the crime against,
35:45to help, help in the fight against crime so that, you know, the police officers will
35:50know that there is legislation to support what they're doing.

36:12commissioner had a press conference, but it was interrupted in the middle of the, well,
36:17at least 10 minutes into the press conference, they had to evacuate the building. Let's take a look.
36:24I'm with my cameraman, Brandon Benoit, TV6, where all the employees were asked to evacuate the
36:32building. Administrative employees, police officers, the commission of police, fire officers
36:38were calling. I think there was some kind of electrical problem that they had to actually
36:45evacuate the building. And the commissioner, of course, later spoke with the media about the
36:52incident. And this is what he had to say. Well, at this time, we have the fire service.
37:01We have already been called to come and at least walk through to see exactly what really is the
37:07situation. Unfortunately, I do not have exactly the reason for the emergency, but I can tell you
37:16for sure, when these things happen, immediately, we want our officers and police to respond in a
37:22way that speaks to a level of urgency to get out and at least allow the authorities to come and
37:28check the place to ensure safety and security before people go back inside. It was a fire
37:32alarm. And again, this is something that would normally be done when there is something,
37:38a disturbance or something is detected. And therefore, we follow the normal protocols.
37:44And that is what has happened here today. Unfortunately, no, I cannot see exactly what
37:49flow it was on. Nevertheless, we would normally follow the normal protocols. And those are the
37:54protocols that we follow now. And we will continue to follow them until we get the all clear from the fire service.
38:01Right. Safety is paramount, dear Captain Valens. Yeah. And I'm happy that they followed the protocols.
38:05But Mark, somewhere along this afternoon, I either read or heard the acting commissioner
38:13saying that they were able to detect what caused it. And that was a breaker tripped while they were
38:19doing some work on the alarm and fire system of the building. And I'm happy to hear that that is
38:27what caused it. But in any situation, you must follow your safety protocols is very important.
38:33The alarm goes off, you have to evacuate the building. But again, I thought it was good fact
38:41Commissioner Junior Benjamin to address the situation outside the building. And I know
38:47there was an update in terms of what caused the alarm to go off. Thankfully, everybody made it

44:47All right, so I saw during the break there, Captain Rambad, like he was doing a search to
44:53download the app immediately. I think it's a really good app.
44:56Yeah, we saw it on the weekend and we immediately shared it to our page. So this is Gold Commander, ACP Smith.
45:01I must congratulate them on this improvement. They have one compact source for information and
45:06not only information, he said it will be updated and this is in alignment with
45:15international standards. So you talk about emergency medical routes, that is important,
45:21the relocation of the transit hubs and for the mass players and band leaders, the
45:28flow of the bands will be recorded so that you will avoid congestion, you know, long market trying
45:34to deal with this problem, right? So that band leaders can now, you know, avoid the congestion,
45:40make alternative arrangements. So a smooth flow. Sydney is very comprehensive. You need to know
45:46if Sydney is happening on the day of, as you said, the congestion, we're looking to find
45:51where your band is passing or where you want to go and so on. And of course, if there's a medical
45:56emergency, the closest medical facility to get to in the closest possible time, God forbid,
46:02something happens and you or a loved one need somebody. So I advise people to share the link
46:07all across through Trinidad and Tobago so that business would have it. It's an excellent idea.
46:12All right. On a more serious note, of course, there's a social media video circulating
46:20where allegedly a father is beating his son. You're seeing here the child is on the ground
46:30and the father is holding something that looks somewhat like a piece, object of some sort,
46:38really striking the young boy about his body, his arms, his leg.
46:44And here, I guess the young boy is also trying to kind of fend off the.
46:50Yeah, I don't know what happened at the end, but it looked like he was about to throw something.
46:55Mark, I'm not sure if we have it correct, because what I got was the gentleman holding the object.
47:02Oh, his son. My apologies. And he's allegedly assaulting his father. And when you look at the
47:10video carefully, you could see that the father is an elderly guy. Right. And I don't think
47:16elderly person should be treated in that manner. And the police has to become involved. I certainly
47:22treat her and make sure that they deal with him. I mean, we know how that ends. We saw that with
47:28the guy a couple of months ago was beating his mother. Right. With a piece of wood of some sort.
47:33And they came obviously, police would have investigated that. So I don't know what happened
47:39that. So we're hopeful that anybody with any information who can assist the police in this
47:44particular incident, please reach out to them. And there was an incident that occurred during
47:50the weekend along the avenue, rather a graphic, of course. But this. Right. So the police officers
48:06had to shut down this area here along the avenue, the spa's lounge. I'm seeing a lot of police
48:12officers there supposedly for loud music. And I know that, you know, the residents have often
48:18complained after hours of the music being played. They're emptying out the bar. And you can see
48:24that they're telling people to leave the bar, I guess, because sometimes after a certain time,
48:31you know, the loud music and the rowdiness of people, the police was probably calling
48:38to come and, of course, stop the music from playing and so on and make sure that these
48:43patrons over there leave. Because it seems to be very, very early morning. That's probably
48:48after five or six in the morning. So these bartenders, they have to cooperate and understand
48:53that their residents are wrong. And if they can lower the decibel level on their on their music
48:58system, the residents may not complain. But you remember, in that area, in that Woodbrook area,
49:05you have a lot of elderly folks. That's a long established community. And yeah, they have a right
49:11to complain if the volume is right up. So the bar owners have to work with the residents to ensure
49:19that they could coexist. And there was also another incident over the weekend. I think it was on
49:24Saturday morning, early Saturday morning, very disturbing images. Apparently, I understand that
49:30the victim was in a vehicle not far off Arapita Avenue. And he was attacked by some men and he ran.
49:38He ran along the avenue and in the vicinity, outside in the public road up there, the Frankie's
49:44Frankie's bar. He was attacked. And he was chopped several times about the body. Now the police
49:51responded immediately and they took the victim to the hospital. I am not certain of his condition,
49:57but he looked like he was really badly wounded there. And I am hopeful that he makes a full
50:03recovery. Yeah. And also for that strip there, the businessman there should be able to beef up
50:12security on that avenue because they know this is a time you have a lot of patrons. And so if
50:18they beef up their security, patrons will be much more secure on that strip.

54:09I just want to, one of our teammates, Rhea, got married last Tuesday in a simple ceremony
54:15in Lange Park. She was with us from the start. She joined us at age, she was with us at age 21.
54:22Right. And she got, she's now 25 and she got married to her husband, Stevenson. And we want
54:29to offer congratulations to them. So it's a huge family. Her husband joined our team on the same
54:36day as a trainee. And last night he went out on to capture and release a caiman in Monroe Road.
54:43So he had his first mission. So things all go well for the couple and for him and Rhea as well.
54:50I want to offer congratulations to them on behalf of Hunter's Search and Rescue. Certainly, you know,
54:55I also want to extend my congratulations to Rhea and her new husband. And we wish you all well.
55:01We wish you the best and all the happiness in the world. And we know yesterday, you know,
55:08the OCM family was also at the Pan Samizan in North Stand and a really, really nice camaraderie.
55:15We had a great time. My producer was there, other employees of OCM. Our CEO was there. And it was,
55:23it was really, really a nice time, you know, nice food, nice drinks and seeing people you don't see
55:28all year round. You happen to see them there on that day. Yes, Samizan is a big thing in Trinidad and Tobago.
55:32I remember going. I don't go again. But Mark, next week, Monday, I want to show two things.
55:38One is some people participate in the carnival. Others don't. They go to their beaches. The
55:44reptiles are around now. So I did an actual footage of what is a reptile. I want to share that with
55:51the viewers of Beyond the Tape, as well as an incident that occurred while our team was on the
55:56beach during a carnival period. So we have our tips to share as well. And I'll want to do so that
56:06next week, Monday. And as we go, if you have a missing person, please call 799-1453.
56:14There is a listening ear on the other side of the phone. And we will guide you in terms of how to
56:20locate your loved one. And if harm comes to them in any way, we will be out in the field searching
