04:31Good evening, Trinidad and Tobago, and welcome to Beyond the Tape.
04:34And, of course, everyone that is locked on across the globe,
04:37especially those of you in Grenada that usually tunes in.
04:40I'm your host, Whitney Husbands,
04:41and today I am here with you filling in for Mark,
04:44who is presently on leave.
04:47Now, first of all, we must congratulate
04:49the very new Prime Minister of St. Vincent and Greta Deans,
04:54Godwin Friday.
04:55What it is to be a Friday, a good Friday,
04:58I'll have to call it like that,
04:59because having a name like Friday,
05:00everybody anticipates a Friday,
05:02and we're sending congratulations going out to him
05:06after, you know, seeing the reign of Dr. Ralph Gonzalez
05:10from since 2001 to 2025.
05:13We are now seeing a new face in the St. Vincent and the Grenada Deans.
05:18So, congratulations to Dr. Friday.
05:20What it is to be a Prime Minister,
05:23it is not an easy task,
05:24but I'm sure he is really open and willing to step forward.
05:27Now, speaking of Friday, it's Black Friday across the world,
05:31and it's happening in Trinidad and Tobago,
05:34and I'm letting you all know it's traffic like that
05:36since maybe 6 o'clock this morning,
05:38because maybe everyone is looking for their sales
05:40as we count down 27 days before Christmas,
05:44one of my favorite times of the year.
05:46It is Christmas time, and speaking of Christmas time,
05:48I have a beautiful gift for you all
05:50who is back in the studio with us,
05:51no stranger to be on the tape.
05:53I'd like to welcome back again,
05:55of course, one of my favorite officers.
05:56That's, I mean, very honest.
05:59ASP Russell, good evening.
06:00How are you?
06:01Good evening on behalf, you know,
06:03good evening, Trinidad and Tobago,
06:03on behalf of our Commissioner.
06:05Yes.
06:05Deputy Commissioner, Assistant Commissioner,
06:07First and Second Division,
06:08Officers of Trinidad and Tobago Police Service.
06:11We see Whitney is making her best effort
06:13to have me blushing on national television.
06:15I am making blush.
06:16But as usual, it's always a pleasure
06:17to be here, Trinidad and Tobago,
06:19and we look forward to our great show today.
06:21Yes, a fantastic show.
06:22With that being said, we have a lot to unpack,
06:24and I don't want to stop the flow of things
06:27because I know there's a certain flow
06:29and we have to get the information out to the public.
06:31So from what I understand,
06:32this is day four of 16 days of activism
06:35against gender violence, gender-based violence.
06:38Could you let us know what is taking place
06:40in day four in particular?
06:41Well, in day four, we looked at physical abuse.
06:45What is physical abuse?
06:46Physical abuse involves hurting
06:48or trying to hurt a partner
06:50by hitting, kicking, burning, grabbing,
06:54pinching, shoving, slapping,
06:56hair-pulling, biting, denying medical care,
07:00forcing alcohol and or drug use
07:02or using other physical force.
07:05You may be in a physically abusive relationship
07:08if your partner won.
07:10Pay attention, please, everybody.
07:12Damage is property when angry.
07:14And we see these things a lot of times.
07:15Persons call my boyfriend
07:17will have destroyed my cell phone.
07:18Gentlemen, ladies as well,
07:20refrain from doing that.
07:23Scares you by driving recklessly.
07:26Uses a weapon or threaten to hurt you.
07:29Forces you to leave your home.
07:31Traps you in your home
07:32or keeps you from leaving.
07:34Prevents you from calling the police
07:35or seeking medical attention.
07:37Hurts you or your children.
07:39Uses physical force in sexual situations.
07:43A lot of these things there
07:44persons may take for granted
07:45from time to time.
07:46But I want you to be able to know
07:47that these are indeed offenses
07:49that can sue you before a magistrate
07:51answering a charge.
07:52I think also persons should also
07:54not turn a blind eye
07:56to some of these signs that may happen
07:58because I will speak on behalf of a female
08:01where many times you'll say,
08:04well, that will never happen to me.
08:06If, I mean, a gentleman that you just met
08:08is informing you of the things
08:10they did to their ex
08:11and you're telling yourself,
08:12well, that can never be me.
08:14That is not going to be me.
08:15More than likely it is.
08:16And when they say they do these things,
08:18that should be red flags for you to say,
08:20you know what, let me step back
08:22and really see if I should be with this person.
08:24And the same thing with men.
08:26I don't think men should be
08:28in a position where a woman is slapping them
08:32and thinking it's a joke or a game.
08:34It is not fair to slap a man
08:36just because, you know,
08:37they think that it's okay to do so
08:39because a man should not hit a woman.
08:41Definitely.
08:41But, you know, there's a saying
08:43that all habits die hard.
08:45Yes.
08:45And we need to be careful
08:47of the things we encourage
08:48in the early stages of the relationship
08:50because these behaviors form patterns
08:53going down the road.
08:54We ask men to pay attention.
08:56We ask women to pay attention.
08:57And listen,
08:58you must have some family member,
09:00a friend that you can communicate with
09:01and get a second opinion,
09:03a third opinion.
09:04You know, long time you had to,
09:05when you started to date someone,
09:07you had to introduce them to the parents.
09:08We need to go back to those days.
09:10Get back into the fabric
09:12of the morals and the values.
09:14Parents, you have a responsibility
09:16to train your children
09:17in a particular way
09:18that they don't exhibit
09:19these kinds of behavior.
09:21For many times,
09:23we would be in the station
09:25and simple,
09:27I come to get my cell phone,
09:28my boyfriend take it.
09:29Or I come to get my cell phone,
09:30my girlfriend took it.
09:31And, you know,
09:32we go and we retrieve that cell phone.
09:34And many times,
09:35the following week,
09:36they are there again
09:37with the same report.
09:39You know,
09:39so we want persons
09:40to be strong enough
09:41to walk out of those situations
09:42they could seek counseling,
09:44they are social workers,
09:45the Trinidad and Tobago Police Service.
09:47We provide counselors
09:48and social workers for persons.
09:50So feel free.
09:51Yes, most definitely.
09:53Now, we continue,
09:54of course, with day four.
09:55And I know many persons
09:56may be still looking
09:58to find out more information
09:59on what is abuse.
10:01There may be persons
10:02who may be in abusive situations
10:03and don't even understand
10:05that they are being abused.
10:08And with that being said,
10:09we have Anil Cicharan,
10:11assistant superintendent,
10:12superintendent of the police
10:12where he's basically letting you know,
10:14protect yourself online,
10:16think before you click.
10:18And many times,
10:20I think we will break this down
10:21where persons may understand it
10:23and others who may not understand
10:25that simple statement
10:27that he just made there.
10:29Yes, and, you know,
10:30it's a thing before you click.
10:31You know,
10:32a lot of persons
10:32are now going online,
10:34these dating apps.
10:34And we would have seen
10:36a proliferation of robberies.
10:38Persons becoming victims
10:40by meeting persons
10:41on these dating apps.
10:42And they have an arrangement
10:43and decide to go and meet that person
10:45in a dark area
10:46or in the vicinity
10:47of some other weird area.
10:48And they are now victims
10:49of robberies.
10:50We also see it
10:51on the Facebook marketplace
10:53as persons,
10:53not only akin to the activism
10:56and the dating apps,
10:57but we need to really think
10:58and be careful sometimes.
11:00Some persons are asking
11:01for your information.
11:03Yes.
11:03You know,
11:04we have this for you
11:05or your family member left that.
11:07I mean,
11:07if you don't have any family
11:09in Africa,
11:10how could a family in Africa
11:11leave a million dollars for you?
11:13You know,
11:14a lot of persons, you know,
11:15go on these dating apps
11:17thinking that they,
11:18and it would have worked out for some.
11:20Yeah.
11:21Loneliness is a hell of a thing.
11:22I understand.
11:22And I think companionship
11:24for many persons
11:25when they're looking for
11:26that special someone
11:27because we all need somebody
11:29at some point in time
11:30and when loneliness kicks in,
11:31desperation could kick in
11:33and you could also be naive
11:35to the fact
11:35that these individuals
11:37are now preying on you
11:38to see what they could milk
11:41financially out of you.
11:43And then sometimes
11:43it may not just be financial
11:45because you have psychopaths
11:47as well
11:47who just seek to hurt
11:50and harm individuals
11:51because they get riled up
11:53from seeing someone
11:54going through pain.
11:55But let me take it
11:56one step further
11:56because all sorts of persons
11:58make up the rule.
11:59They are persons
11:59who would have clicked online
12:00and gone in search of jobs
12:02and did not return home.
12:04So that's another aspect of it.
12:06And you know,
12:07it's great to see
12:08that the UN
12:09in these 16 days of activism
12:13decide to focus
12:14on that digital violence
12:16is taken into consideration
12:18on everything electronically
12:19that has been used
12:22as a medium
12:22to endanger,
12:24to hurt women
12:24and females.
12:26Yes.
12:26Also men too.
12:27From the past.
12:28Also men too.
12:29We have some men
12:30who witness
12:33to the female flashes
12:35one where you open up yourself
12:38extremely vulnerable
12:39and you get sharp
12:41in many cases.
12:42I'm happy you say that
12:43because many times
12:44men we have pride and ego
12:46so we are not one
12:47to come to the station
12:48to make a report
12:49but we ask our men out there
12:51please feel free
12:52to seek that help.
12:53We are a professional organization.
12:55You would not be laughed at
12:56or ridiculed
12:57and if one of my officers
12:58decide to laugh
12:59at you or ridicule you
13:00please take that regimental number
13:02and name
13:02and there's a complaint process.
13:04We will have that officer disciplined.
13:06Now I want to look
13:06at long term effects
13:07of digital violence
13:09and we have seen here
13:11from the anxiety
13:12and the fear
13:12and the depression
13:13loss of confidence
13:15which is really
13:16one where they break you down.
13:18Imagine someone
13:18on the other end
13:19of a phone
13:19who could strip you down
13:21to not there
13:22and make you feel
13:22like you're worth zero.
13:25Trouble sleeping
13:26or focusing
13:27social withdrawal
13:28you don't want to be
13:29in any social environment
13:31to engage with anyone.
13:33Damage the career
13:33or your reputation.
13:35This is where
13:35individuals may have
13:37personal private pictures
13:39videos of you
13:40where you thought
13:41it was an intimate moment
13:42with someone you cared
13:43and you loved for
13:43and they are
13:44obviously blackmailing
13:46you or decide
13:46to expose it
13:47to the public.
13:49Also safety risks
13:50for stalking
13:51or doxing
13:52and financial strain
13:54legal or tech
13:56cause long term
13:57trauma and stress.
13:59So these are
14:00long term effects
14:01of digital violence
14:02that I'm sure
14:03you are exposed
14:04to most of the times
14:06when the victims
14:07come to you.
14:08Yes, B. Russell.
14:09Yes, indeed.
14:10And you know
14:10again, we are approaching
14:12Christmas
14:12but after Christmas
14:13comes carnival.
14:15And carnival
14:15is a season
14:16where a lot of women
14:17would choose
14:17to dress scantily
14:18and parade themselves
14:20in a particular manner
14:21in public.
14:22Now today
14:23you might be 19,
14:2520, 21
14:26and you may think
14:27it's okay
14:28to behave that way
14:29in the least amount
14:30of clothing
14:30but then you complete
14:32the degree at 25
14:33and you're now
14:34in a corporate job
14:35and these videos
14:37surface.
14:39Then what?
14:40I know, I mean
14:42we could go on
14:43and on with this
14:44and you know
14:44as females
14:45we are at an age
14:47where we don't like
14:49to be told
14:49what to wear
14:50and sometimes
14:52we still have to be
14:52very mindful
14:53of you could do
14:55what you want
14:56but you can't control
14:57what others do
14:58or react
14:58when they see you
14:59wearing certain items.
15:01Yes, they're supposed
15:01to have self-control
15:02in the most perfect world
15:04but realistically speaking
15:06we know
15:07when we go out there
15:08how they are predators
15:10and sometimes
15:11you have to protect yourself
15:12as a female
15:13the way you carry yourself
15:14with your dress code
15:15and exposing yourself.
15:16I think we have not
15:17reached a point
15:18of understanding
15:18some of us
15:20you know
15:20when it comes
15:21to our dress code
15:22but at this time
15:22let's take a look
15:23at the SOE updates.
15:25We are at 135 days
15:28thus far
15:29and here are the updates.
15:31Number of operation
15:329,906
15:35Target Priority Offenders
15:373,162
15:38Search
15:39or Searches Conducted
15:4166,298
15:43Traffic Operations
15:456,929
15:47Total Persons Arrested
15:504,223
15:52and Total Persons Charged
15:542,376
15:56Now you can pay attention
15:57to see
15:58what is actually
15:59taking place
16:00with some of the
16:01major offenses
16:01traffic offenses
16:02detected
16:03which it's on a
16:04serious peak
16:05because honestly
16:06a lot of persons
16:07are still taking
16:08the chance
16:08of breaking the law
16:09you've seen the figures
16:10of 37,617
16:12firearms recovered
16:14and we have a lot
16:15of guns out there
16:16and it seems like
16:17it continues
16:17to rise from
16:19106 pistols
16:2059 revolvers
16:21and you can see
16:22the list goes
16:22on and on
16:23ammunition
16:24recovered recently
16:25we saw a lot
16:26of ammunition
16:26being recovered
16:27from a home
16:28and we see
16:29that increase
16:29from 1,531 rounds
16:32of 9mm
16:33which is
16:33it seems like
16:35the wrongs of choice
16:36when it comes to
16:37the criminal offenders
16:39using these firearms
16:40and dangerous drugs
16:42seas
16:43which we are seeing
16:44uptake in
16:45drug seizures
16:46through the
16:47TTPS
16:47and the operations
16:48taking place
16:49and we know
16:50there's a serious
16:50drug on war
16:51that is taking place
16:52in Trinidad
16:53and Tobago
16:53as we speak
16:54where we are trying
16:56to find a way
16:56of curbing
16:57the drugs
16:58imported
16:59and exported
17:00out of the country
17:01and I know
17:02there was also
17:02a big bus
17:03that took place
17:04in the Piaco
17:04International Airport
17:06as well
17:06where two females
17:07because I believe

36:32and we are back what does this mean is this a threat asb russell is this a threat don't do that
36:41all you see you you see you is that a threat right so let me so allow me to take you on a journey and
36:47and let me just put it out there persons have been arrested and charged for threats online before yes but
36:53we are now seeing a rapid increase with respect it and you know we would not tolerate it long time we
37:00could have think it was something idle but now because of the society that we live in no threat
37:07made by anybody would be taken as an idle threat now allow me to take you on a journey
37:13we are asking about the gestures right when you look at section 30a1 of the offenses of the person act
37:18chapter 1108 it says for this for the purpose of this section harassment of a person includes alarming
37:25the person or causing the person distress by engaging in a course of conduct such as making contact with
37:32the person whether by gesture directly like a gun sign or gesture yes that will include that cough yeah like
37:42that point directly verbally by telephone computer post or in any other way but anything about that
37:51person that causes another person to apprehend immediate fear let me tell you this section 10
37:57next piece of legislation of the offenses against the person's access any person who maliciously sends
38:03delivers authors or directly or indirectly causes to be received knowing the contents there of any
38:11letter in writing commits an offense as well and is liable to imprisonment for seven years so let's
38:17say you put on a piece of paper i will do it i will deal with trying to drop it by your neighbor door
38:22step for them to find it that is also an offense we're going down to section same thing with if someone
38:28is online because i could go back to that where they leave a comment either in your dm or definitely
38:34definitely when we look at section eight of the libel and defamation acts what i'm doing really is showing you
38:39different pieces of legislation that that that caters for threats and the misuse of this right
38:44because there's also the misuse of uh communications act so you look at section eight of the libel and
38:49defamation if any person maliciously publish any defamatory libel knowing seem to be false
38:56they are liable to an offense two years imprisonment and also they can be fined so post something about
39:04someone and they could also go civil correct when we look at section four of the sedition act and a
39:09sedition a sedition is really any speech that may incite or encourage the public to behave in any way
39:15against our government yes so people need to be careful the things that they're saying on this social
39:20media that we get so intimate and so involved with i think free and and bold because i will have to
39:26draw reference to our honorable prime minister where someone basically made a threat put the ladies
39:31location address definitely because she's the prime minister of trinidad and tobago it is not someone
39:37that you think is a mannequin that you know lives next door it is not it doesn't work like that and
39:44definitely the ttp has stepped in and moved forward now we have to move forward right now to voice of the
39:49people so let's head to princess stone for yet another installment of voice of the people
40:03how are you going officer
40:16let me just talk a little bit about school violence and you've seen police now in schools right have you
40:21seen with the police there are reduction in this the school violence in the schools no getting worse
40:29again worse and i said incident in moruga where again worse i can have these girls like it have the
40:34officers there and they've been rude to the officers when i was growing up when i was going up you cannot
40:39be rude to officers you know when they tell you to go home you have to go home now these children and
40:43them tighten this this is getting worse boy getting worse again was it have like they have no respect for
40:50the officers none whatsoever and it's sad it's sad and my titties and i yeah and back back when i was
40:5716 17 when they said go home you have to go home no respect so for those students who continue to be
41:03disrespectful continue to be violent what are the actions you think is deemed necessary to help change
41:10their whole look on and violence well depending like it has some i find some of the things where like
41:18it had the as i said the same incident in moruga um how they really beat their girl i find them
41:25girls need to be expelled because they violently beat the girl and the teacher so i feel it should have
41:33like expulsion because these girls and them just not fighting just so they're beaten to like
41:39like to like to kill them you know so yeah i find that expulsion yeah because if it was my daughter
41:45and that happened to my daughter i know what that student to be when it's with my daughter still yeah
41:49now no of course the parents have an integral part of playing and the upbringing of a child if if if
41:55students are repeated offenders what consequences should the parents face as a result of that in your
42:03opinion well as a parent and i got single parents so i know where it does really be hard to keep an eye on your
42:13children especially where if you have to work nights where you have to you know so sometimes it kind of
42:1950 50 for me i what you know it kind of 50 50 for me with that because you got some parents and then
42:27they really lose for the child but that helps some parents who really trying the best and they still
42:31you try and i'm still misbehaving so i kind of double-minded with that one yeah but um
42:38um i have to know the situation here thank you i have to really know the parents i know the situation
42:47generally judging i really can't judge it really yeah yeah because i know how it is to be a single
42:51parent and you just can't keep your eye on the train all the time it doesn't be hard
43:00voice of the people and when we hear school violence this is an ongoing conversation esp russell that
43:07continues we're knowing that officers are being stationed in certain schools that are considered
43:12to be you know those high-risk schools which i hate to label and we are seeing that even though
43:20the schools who may have these officers they are not seeing the increase in violence and bullying happen
43:27with any schools but it seems like the children are now waiting to attack the other children and other
43:33students from other schools outside of the school how are you all dealing with that moving forward
43:38where it comes to you all trying to be in the school but outside of the school we're seeing some issues
43:42taking place all right so definitely we have seen a decrease within the school compound and the
43:47environments however as you're right they are indeed taking their actions outside of the school many
43:52stations including the singe's police station and the other stations in the western division i know for
43:56certain uh we have started what we call a school patrol where we have a mobile patrol within
44:02that district of the schools that may be you know tend to trend in a certain way to minimize these
44:10incidents um but i want to touch on what the lady said and train starts at home and we know there are
44:16some single parent situations where things may be difficult but this is where you can call on the
44:20neighbor your grandmother the aunt the uncle the big brother the big sister we have to go back to
44:25community lifestyle can we call it tps too the tps as well we have our youth clubs we have our hearts and
44:30minds initiatives we have initiatives and we want to see that the homework centers are active and being
44:34actively used as well within uh the districts in the communities so you know we want everybody
44:42not just the police but everybody the neighbor the aunt the uncle the brother the sister
44:48the grandfather the grandparents to come and do their parts and to the fathers out there
44:52please make an effort to be in your children's life and to the mothers who don't want the parents
44:57the fathers to be in the children's lives who are willing please let them be involved in the
45:01children's lives as well because this is really going to assist so remove the bitterness and be a
45:07little more open and embrace any fathers who are ready and willing to be a part of the children's
45:11lives we'll take a break and we'll come back with more after this

54:37and this is something that we are seeing happening more and more internal home invasions and you'll
54:44really look at this individual
54:48this looks like a mature woman or elderly woman who i mean the way in which she's scale i get i don't i
54:55would have been stuck on the top there but it seems like she's looking for something in particular
55:02something she's looking for but i i want you to touch on the home invasions that's taking place
55:12i guess they're serving a party that needs some chairs that she's taking but more and more i am sure
55:21persons not majority but some persons could relate to not in this case the elderly who may be suffering
55:28with dementia and maybe be living on their own and they assume that they're in a space that is theirs
55:36not saying again this is the matter here because i know the investigations may take place here but
55:41how are you all dealing with matters like this with persons who could be mentally ill going in person
55:46spaces because that is still a form of home invasion and the home invasions that we're seeing happening
55:51as well well what i would want to say is that what you made an excellent point because i know there was
55:58a situation that happened in the sister isle a few months ago where that person was indeed suffering from
56:03dementia and stuff like that the outcome wasn't the best however i want to encourage persons because you
56:12know the standard wrong legislation is trending in a particular direction where soon it may become law
56:17so persons need to know really speak to one another speak to their family members if you have a family
56:24that suffers from dementia you need to take better care of them and probably inform the neighborhood
56:30listen mr x is now this age he's suffering with dementia so that that person if they see that person
56:37entering their yard they do not become alarmed because they would see that the lady's unarmed there yes
56:41yes you know so probably somebody coming out and saying come out my yard please and i mean that
56:46person is fenced their resident so she actually climbed that fence but you know i would ask persons
56:52notwithstanding what you might be armed with to still exercise a level of due diligence yeah well
