03:38forward.
03:38And I'm hoping that persons had an enjoyable and safe carnival.
03:42But unfortunately, some persons were not able to say the same.
03:46And of course, we will dive in into more because we have a lot to unfold this evening.
03:50And to help me is my co-host, who is no stranger to the show, the gentleman who gives us
03:54all the information that's needed with the TTPS.
03:56And to guide all the law-abiding citizens, and those who are not law-abiding, to go on the straight
04:01and narrow.
04:02We have ASP Russell here with us, my co-host.

04:10You're trying to keep it together, right?
04:11You know, Carnival has indeed taken a toll.
04:14Yes.
04:15On not just me, but on all our officers, you know.
04:18Let me first say, good evening, Shire and Tobago.
04:21On behalf of the Commissioner of Police, Deputy Commissioner, Assistant Commissioners, and First and Second Division Officers of Shire and
04:27Tobago Police Service.
04:29I want to say, come, I want to come in.

04:32Let me start by saying that.
04:33I will give you the clap.
04:34All the officers who came out and supported and did what they had to do.
04:38They reached on time, they went beyond to ensure that the festivities were safe.
04:44I want to thank the Goal Commander, Deputy Commissioner of Police, Ms. Susan Martin.

04:49I want to also thank the alternate Goal, Mr. Sean Henry, Assistant Commissioner of Police.
04:55You know, a lot goes into Carnival.

04:59And I want to say thanks to all our stakeholders, maybe from the Defense Force, TNTech, OASA, even the Ambulance
05:06Service.

05:09We want to say thank you.
05:11You can see, you can see I have a toll on you.
05:13And I know many persons are out there trying to recover because the foreign strain, we call it the flu
05:18that is circulating.
05:19So we have to take care of ourselves.
05:20And I know other officers as well.
05:22They are really tired, but they have to get back to work nonetheless because they took this job as serious
05:29as possible.
05:30Not just for the Carnival season, but to uphold what the uniform stands for, to protect and save the citizens.
05:36So I will give a big round, a big, big, big, big, big, big, big, big round of applause because
05:41the presence was felt and they were there and they were very pleasant.
05:45The ones I was able to engage with quickly before we dive in, I asked some officers to take me
05:51to another location because the trot was very long.
05:55And they advised me, ma'am, we cannot allow you in the vehicle because you have on a costume.

06:03I would tell you this, right?
06:04If you are dressed and decked off in your costume, it means that you are prepared to come out on
06:09the street and be a masquerader and enjoy all that comes with being a masquerader, which may include walking from
06:19one point to the other.
06:20Well, I was actually going to work.
06:22I wasn't in masquerader mode, but I had to look like a masquerader to work.
06:27So I was moving from point A from a job to another.
06:29But, I mean, I was just asking, but they were very pleasant.
06:32Nonetheless, I was just giving the engagement, but a lot to unfold.
06:35Things that happened even during the Carnival season, that was very alarming to many persons in the country that left
06:41persons feeling traumatized.
06:44And it wasn't even them in a set situation and one in particular that stood out.
06:48And persons are still trying to figure out where are we with this?
06:51It's the couple that was fatally shot in the Coover area over that weekend.
06:59But there were also some other incidents that took place as well.
07:03But where are we now with what we witnessed, that traumatic, disturbing video that is still out circulating.
07:10It's still out circulating.
07:11How are you all dealing with the child and also children who were wrong?
07:16Well, I'm sure the Witness and Victim Support Unit would have been activated to do their functions.
07:23And with respect to counseling persons, neighbors, the children, getting the necessary care for the children.
07:30Because persons have to understand when situations like these happen, it affects an entire community.
07:37More than just the family.
07:38It affects the entire nation.
07:41I know investigations are taking place.
07:44And we, the TTPS, would leave no stone unturned to bring these persons of this heinous act to Justice Radimian
07:54answer for what they did.
07:57We will continue to work.
07:58We're asking for the public to partner with us.

08:04All we want is the information.
08:06If their persons are wrong, their persons have heard something, seen something, or probably just know, all right, there was
08:12a fault not between one of the victims and a particular person.
08:16That, as little as it may seem, would be enough to point us in that direction.
08:21The information on ESP was so disturbing because what person's witness was a child witnessing the death of their mother.
08:29And where's the TTPS where it comes to the victims now with the support right now?
08:35Yeah, well, like I said earlier, the Witness and Victim Support Unit, they would have been activated to deal with
08:41all those things.
08:41Because the counseling and the rehabilitation process have started, I'm certain of that, because they operate and work with us
08:49at this point in time.
08:51It would also be counseling for the community as well and all those involved.
08:55But as I said, you know, we as citizens have to come forward.
09:01There are persons who would have seen something.
09:05There are persons who have information that can point us in a direction.
09:08What are you, what are you, could you remember the color of the car, the number plate?
09:14What they were wearing?
09:16Because I'll tell you something, eh?
09:16Even what they were wearing, let's say they used a stolen vehicle.
09:20And we recognize it as a stolen vehicle.
09:23We could now track that plate.
09:24We could call the owner of that vehicle.
09:26We could find the owner and ascertain to them where was their vehicle stolen from.
09:30That now gives us a location.
09:32We could now go to that location, see their CCTV footage,
09:35to see who were the persons that indeed stole that vehicle to do this, describe, you know.
09:40So people, the information is necessary.
09:42Don't ever think that it's too little or it's not enough.
09:45The smallest piece to the puzzle could help solve the whole puzzle.
09:49And just for the public to know if you missed,
09:51there was an interview with the grandmother,
09:52and she was stating that her grandson refused to come from under the table at home
09:57because he's believing that the gunman is going to show up again.
10:02So those persons who may have any information, as ESP Russell mentioned,
10:07as small as a mustard seed, please, we are asking to give the information
10:11so we can get justice for this family and, of course, his support for the victims as well
10:17and those who were traumatized and the persons in the community
10:19because I understand within the community it was a traumatic and horrific situation to go through.
10:24No one should go through something like that.
10:26Also, the second incident was the fatal shooting on Monday night of a 16-year-old Ezekiel Moore.
10:33And, of course, I know the investigations continue with that
10:36and anyone with information there persons could give to the TTPS.
10:42And the shooting continued also today in East Port of Spain
10:46where one person died and two were injured.
10:49I don't know, ESP, what more could you all do presence-wise,
10:54but it seems like the criminal element, they don't care.
10:58If you all are there, not there, I mean, standing in front of them, they're taking the chance.
11:03Well, you know, this is where intelligence-led policing comes in, right?
11:06And the police service, we would not know it all.
11:11We would not know where everything would be happening.
11:13But we would continue to deploy our resources and focus the resources.
11:17You see, when we focus our resources in a particular area, persons blame us for stereotyping.
11:23Correct.
11:24But when you look at a lot of these shooting incidents,
11:26they are concentrated to certain areas in the country.
11:30When last have you heard about a shooting in Lange Park?
11:34I can't tell you.
11:34See?
11:35Or Westmoreland or something like that.
11:37So when we deploy our resources and we concentrate in these areas,
11:41persons tend to find that there's discrimination and the police doing this,
11:44but we are asking the communities to really pull back
11:48and take a look at yourself and ask yourself if this is the kind of community you want going forward.
11:53Because I will tell you something.
11:54A community is as good as the people in the community.
11:58The people in the community that makes the community.
12:00And persons have to understand everybody has a role.
12:05Yes, we do.
12:06We need to love and care for each other.
12:08Persons need to find alternative means to settle their disputes.
12:13Because people have disputes, right?
12:15Definitely.
12:16And that is like how you deal with the disputes,
12:19where it would not reach the point of violence.
12:21If that's the only way of dealing with someone and having an issue and resolving that matter,
12:27it should not lead, the first thing should not lead, or ever, to violence.
12:33And I totally agree.
12:35You know, for what we see these days, everybody has this,
12:37I don't know if it's the music that we are listening,
12:40I don't know what influence they're looking at at social media.
12:44It's cool to be bad.
12:46It's not cool to be bad.
12:47But meaning that is what is giving.
12:51That is what it's giving, yeah.
12:52Yeah, it is.
12:52But I will tell you something.
12:54Parents, guardians, friends, relatives, badness has two options.
12:59Either you are killed or you end up in prison.
13:04Yeah.
13:06Either you are killed or you end up in prison.
13:10And I'm asking you all out there to speak to your loved ones who you know are involved in criminal
13:18activity.
13:19Parents, guardians, aunts, uncles, relatives, friends.
13:25Because you all know.
13:27Miss Husbands, a lot of them know.
13:29And they are holding secrets for these guys.
13:32And women.
13:33Men and women.
13:34And then when something happens now, they will look for somebody to blame.
13:38But the police cannot do it by ourselves.
13:41And we continue to ask for the assistance.
13:43We continue to ask for the partnership.
13:45And yes, there are times where we may do something that you may not be too pleased about.

13:50We ask for your forgiveness and we continue to work with you.
13:54We continue to partner with you because the people are the police and the police are the people.

14:03Having so much experience with NDTTPS and interacting with so many individuals and persons who have been committing heinous crimes
14:11as well.
14:12Have you all even asked at any point in time?
14:15I'm just asking you.
14:15Like, what made them get involved?
14:18Have you ever asked, why are you doing this?
14:20I will tell you something.
14:23When you look at society and certain communities, being in a gang provides a lot of things.
14:31Persons join gangs for different reasons.
14:33Sometimes it's belonging.
14:35Yes.
14:35Because they may have whatever issue that pertains at home between mom and dad or the eye product of a
14:41single parent home and they are not of the opinion that anyone loves them.
14:45And this is why it keeps happening on the parenting to that point.
14:49I gave some trouble but my mother never gave up on me.
14:52My mother never gave up on me.
14:55Sometimes they're being threatened at school so you join the gang for that protection.
15:00Sometimes the gang promises you things that your friends have because everybody wants to go to school with their nice
15:05sneakers and have a nice phone.
15:07And the person might tell you, join the gang, you'll get your sneakers on your phone because you want to
15:12feel a part of parenting has become so difficult.
15:16It's really a skill and an art that you have to master because you continuously pull.
15:21It's a continuous pull and thug between you and the forces out there because sometimes when your children leave home,
15:32sometimes they tend to leave all that you told them at home as well.
15:36You know, even in Believer, I know of that where, and I've seen it with friends growing up where they
15:42will act one way in school or when we're out and with their parents.
15:46But I don't know what my mother did to me, that every time I thought if I did something that
15:51was not pleasing to my parents that I would die.
15:57But I guess your mother...
15:58I don't know, I just, I'm being honest.
16:00So what they, even if they called, the teachers called my parents in school because I was very talkative.
16:06And so I'm doing this job.
16:08But they used to, and they knew already that, oh yeah, she was talking.
16:12So it wasn't a surprise.
16:13It was always that, I know my child.
16:15It wasn't a different face at home on another face.
16:18Yeah, but the wrath of my mom is real.

16:22Well, I, I gave a different kind of trouble.

16:41You know, I mean, we really need to get back to those days.
16:45And we are asking Trinidad because Trinidad is a beautiful place.

16:49And also not disappointing your parents as something that I think you all should, as children, look close to.

23:34officers on the ground.

24:00that kept the public informed throughout the carnival season, you know, cause we had all the little campaigns, the RTs.
24:08And we want to thank the artists, too, who gave of their time for free to come to share so
24:14that person would so be encouraged to behave in a particular way.
24:16And this is, we talk about the camaraderie and the coming together of everybody in Trinidad and Tobago, to mention
24:22Trinidad and Tobago, a lovely place.

33:55In the UK now, the issue has shown that no one is above the law, including the king and the
34:06royal family.
34:09I couldn't ask for that. Even presidents and prime ministers and high government officials are not above the law.
34:18Three years ago, there was a marriage that was supported with respect to the leaders of parliament.
34:27The three high office officials that allegedly was part of that was the president, was a former former prime minister,
34:37and was the police service commissioner.
34:39A former commissioner police, Gary Griffith, did a complete file and passed it on the C.O.P. Jacob, a
34:51senator who wrote the DDP on this.
34:54I think the honourable former former C.O.P. Jacob, passed it on in the C.O.P.
35:00I am hoping that you could come back next to tell me where that investigation is.
35:05The previous concerns of our highest court, and you see what they're doing in the UK.
35:11The police service has to show testicular prostitutes and resolve that issue.
35:18And the other issue that I will continue to raise, the Achilles Chamber file, which is synonymous with the EPC
35:28file.
35:28It is alleged that there are 30 people. We have to find the co-conspirators that one has gone to
35:37the beyond.
35:38And a lot of people with the EPC say those people who are involved in those EAS kinds and abusing
35:44all those young women will go to hell.
35:46And I'm not passing judgment on anybody, but the police has to result that. I'm going to have a nice
35:52evening.

36:06And I know with my organization, I would have seen, and I do try my best to keep abreast of

36:23I would have seen other persons that held high office before the courts already.
36:28But we do not know about the conviction part yet.

36:33But I'm saying, it is a testament that the Trinidad and Tobago police service without favor and affection, malice or
36:41ill will, once there's evidence to pursue a charge against somebody, regardless to race, color, creed, political affiliation, rank or
36:53hierarchy, it is preferred.
36:57We have had a situation where, I mean, come on, even one of our commissioners were detained for some time.
37:05So to say that, I mean, we have evidenced that we are an organization that operates without favor and affection,
37:13malice or ill will.

39:37if there is need to legislate the, the, the, the, the criminal stream
39:41of these motorized cycles, because they are in the public room,
39:47driving alongside and overtaking because of traffic.
39:51So, so please advise, please advise on if they, they're in legislation
39:55or they need to implement legislation.

46:37And this is transmitted on the wireless and the wireless is loud in the station.
46:45Civilian in the charge room is hearing that.
46:48Prisoners in the back is hearing that.
46:50Now, I know the wireless have to be up for officers to be cognizant as to what is happening.

46:56But they must find a way to convey that message of the informant without using that word informant.
47:05Now, I know some time ago there was ten codes and so on put in place.
47:08But something must be done in order to relay those messages without that bad word, the informant,
47:18like this, name being called on the wireless as well as the person's number.

51:29and also work or collaborate with the TTPS so they can have some swift communication.
