00:03:47And today, of course, with us is none other than Attainment Law and Acting Sergeant Ziki Ali of the Trinidad and Tobago Police Service.

00:03:56Well, good evening to you, Mark.
00:03:57Thank you very much, as always, for your warm and inspiring welcome.
00:04:00Good evening to Jackie and other members of the Beyond the Tape family, TB6 in general, my colleagues in the law enforcement agencies, the citizens of Trinidad and Tobago, and those who are visiting and those who are listening and viewing out of the jurisdiction as well.
00:04:17Well, Mark, it's indeed a pleasure to be here this afternoon.
00:04:21And just to share, just a brief perspective, you know, I had the opportunity to attend one of the CPL games over the weekend.
00:04:29And, you know, the game against the Guyana Amazon Warriors, you know, which they have dubbed the biggest game thus far.
00:04:38And, you know, we have seen the statistics with reference to TKR and the Guyana Amazon Warriors.
00:04:45So, you know, whilst there, you know, Mark, again, you know, it was very inspiring, you know, for persons who came up, you know, and, you know, echoed the sentiments of Beyond the Tape and, you know, sharing their commendations for the work of Beyond the Tape and, you know, the information that is disseminated.
00:05:02You know, I was moved when I heard individuals indicating that they actually take out a book sometimes and take notes with reference to some of the issues, you know, that is, you know, placed on this platform.
00:05:13So I want to, you know, say that publicly to the Beyond the Tape family to continue to do justice to this program and to be able to disseminate very relevant and put in an information for the benefit and the best interest of Trinidad and Tobago.
00:05:29So I thought it was important for those who I interacted with on Saturday.
00:05:33Thank you very much for your, you know, kind words and your feedback, which is very, very important, Mark.
00:05:39So I thought it was important to indicate that clearly this afternoon.
00:05:42Yeah, certainly we appreciate every officer that comes onto this program, their contribution, their suggestions, their opinions, their interaction with the audience.
00:05:52It's extremely important to the listeners that call in here because, you know, it is a service to help provide better transparency for the citizenry and to get them to work along with law enforcement and to bridge that gap of trust.
00:06:09Well, I love the word that you use in terms of the bridge, you know, building that bridge between the citizenry and the law enforcement.
00:06:16Very, very important.
00:06:17And I think that, you know, with this particular platform and other similar platform, you know, you'll be able to establish that bridge in the way that you want it established.
00:06:24So I think it's a very, very healthy engagement.
00:06:27You know, I can speak personally with the feedback that I get, the issues that are raised by members of the public.
00:06:33And again, I want to take this opportunity to, you know, recognize every single citizen who have taken the time to call in, to share information, or even to make their report, you know, in relation to things that are affecting them.
00:06:44I mean, I want to, you know, salute you all this afternoon.
00:06:46And Mark, you know, I think it's important to be remiss of me if I don't make mention of this as well.
00:06:52Over the last month, you know, we have recognized and celebrated, you know, women police in particular.
00:06:58And, you know, I think it's important for me to make mention of, we may have made mention of her earlier, but I think, you know, personally, Ms. Joanne Archie.
00:07:08Yes.
00:07:08And I'll tell you why I'm saying what I'm saying.
00:07:11You know, we have looked at women police and Ms. Archie not only aspired or elevated within the ranks of the police service to the rank of assistant commissioner.
00:07:21She's also the director, head of the communications department.
00:07:25So, right there, it demonstrated that as a woman police, she didn't only excel from a rank context.
00:07:32She also excelled from a civilian context, being able to occupy one of these civilian positions.
00:07:37And, you know, I share something very, very open here this afternoon.
00:07:43Ms. Archie, together with the now Honorable Homeland Security Minister, was very instrumental in our discussion for my presence on Beyond the Tape.
00:07:51It wasn't expected to be a long term, but just to deal with legal issues.
00:07:57And, you know, I want to take this opportunity to, you know, thank her and the Homeland Security Minister for the opportunity.
00:08:03And, you know, hope that I can continue to do as much as I could for the people of Trinidad and Tobago.
00:08:07So, please, Mark, as usual, if she's looking on, you know, let me salute Ms. Archie.
00:08:11I think this is the second salute she will get over the last month.
00:08:15My lady, keep up the great work and keep the flag of the Trinidad and Tobago Police Service flying as high as possible.
00:08:20Yes, certainly.
00:08:22Well said there, Sergeant Ali.
00:08:24And, of course, no secret, of course, is one of the biggest stories now encompassing the media with the U.S. presence in the Southern Caribbean.
00:08:34And we had an incident yesterday where President Trump, the U.S. Secretary of State, Marco Rubio, indicating that they had destroyed what they termed a drug ship belonging to Trent de Urangua.
00:08:50So, seeing here footage of it, and, of course, our Prime Minister of Trinidad and Tobago, praising the military strike on a drug vessel.
00:09:01But then you have, on the other hand, Venezuelan authorities questioning whether or not if this is AI generated.
00:09:08And, of course, the Minister of Defense and Sovereignty, Vladimir Lopez, denouncing Trinidad and Tobago's welcoming of American military presence in the region.
00:09:23And, of course, other Caribbean leaders were also waiting, of course, their comments are a little more measured than our Prime Minister.
00:09:34And that was reported in an international story that was written by Associated Press on the CNN webpage a couple hours ago.
00:09:44So, you know, Mark, you have, you know, you have shared some very sensitive information.
00:09:48And, you know, because of the sensitivity of these matters, geopolitical matters, you know, I want to take a very responsible position.
00:09:55And that responsible position this afternoon will be, you know, reserving that right to silence in these matters.
00:10:01These are very significant matters.
00:10:02And, you know, some of our leaders have spoken, you know, that have responded to it.
00:10:06And, you know, I want to leave it with them with reference to these matters.
00:10:10You know, I do not have the facts.
00:10:12Because, you know, we have been, you know, asked to, you know, listen to the reporting and the information that has been shared.
00:10:19And, you know, as such, I want to be very responsible and, you know, take a reserve position here this afternoon.
00:10:24But thank you for sharing the information again.
00:10:26If it's one thing we can agree on, there's some cause of concern.
00:10:30It's very, it's literally on our back door.
00:10:33And I imagine the entire Caribbean will be, you know, looking on closely at these developments as time go along.
00:10:42Because, you know, we've never had to really face anything of this magnitude in quite a while in this part of the world.
00:10:49Yeah, definitely.
00:10:50And if I were to say anything, you know, after that, it would be just for every single citizen, every single decision maker,
00:10:56to ensure that, you know, that they are possessed with the facts so that, you know, there's informed comments or opinions on these matters.
00:11:04So that's all I'll say.
00:11:05But, again, geopolitical matters are very sensitive matters.
00:11:08And, you know, it requires very careful consideration and expressions.
00:11:13Yes.
00:11:14All right.
00:11:15So moving on, of course, you know, we've had the unfortunate to basically inform the public every day about road traffic accidents and people dying on the roadways.
00:11:28And, of course, we have no pleasure.
00:11:29And, of course, you know, this morning there was a really bad road accident just in the Henry and in the Port of Spain area
00:11:37where apparently it would seem that a bus, Park and Henry, sorry, collided with a SUV.
00:11:48There were five occupants in the SUV, I understand.
00:11:50The driver did not sustain major injuries, but two other persons in there were critically wounded.
00:11:59And, unfortunately, a 19-year-old girl, Lisanne Joseph, I believe, Julian, sorry, of Union Hall, San Fernando,
00:12:06who apparently rushed to the Port of Spain General Hospital where she succumbed to injuries.
00:12:12We don't know the particulars exactly of who might have had the right of way.
00:12:16We don't know.
00:12:17The bus driver was not hurt.
00:12:21But, clearly, when that impact happened, the SUV was, you know, went straight into our electric pole.
00:12:29And this was the end result.
00:12:30Well, very sad, Mark, and my condolences to the family of the 19-year-old.
00:12:37You know, when you're speaking 19, Mark, if you give the maximum, you know, a duration of two years holding a driver's permit.
00:12:45And, again, also at 19, you know, now coming in to experience the role as an adult.
00:12:49So, very unfortunate circumstances.
00:12:54But, again, I'm not aware of the facts of that matter.
00:12:56But, again, the opportunity to make a senior call for a national response to this issue of road traffic accidents.
00:13:03I think, you know, we have commented on this platform.
00:13:07And I will urge you to continue using your freedom of the press to advocate in this particular area.
00:13:14And I probably will signal to all media houses that are listening that your authority or your power under the Constitution is required at this time for that particular area involving road traffic accidents.
00:13:28And I also call on the citizens of Trinidad and Tobago to lend their voice to ensure that Trinidad and Tobago, you know, embark on a national outreach or advocacy to ensure that there's some immediate and swift actions, Mark, to be able to deal with these issues.
00:13:52I, myself, have witnessed, and perhaps just recent, coming to this TV station, that what may appear to be small infractions can manifest itself into very serious matters.
00:14:11And, you know, it's a culture that we have to break.
00:14:16And if we have to break a culture in Trinidad and Tobago, it requires the society, the population to respond to it.
00:14:21It cannot be a particular geographical area.
00:14:24It cannot be a particular institution.
00:14:26All of us need to put our hands.
00:14:28Let us do this for all those persons who have lost their lives.
00:14:32Yeah.
00:14:32You know, in circumstances, particularly persons who may have been innocent, you know, going about their way, observing the laws, and another person decides, well, he or she or they are not going to observe the road traffic regulations.
00:14:43And it ends up in a situation where someone has to be communicating very sad news to the family of persons who lost their lives.
00:14:49So, very significant matter.
00:14:50And, Mark, I'm very serious when I urge you to use your avenue, to use your power, use the media to be able to advocate for this.
00:15:01Not every day we could be coming and speaking about persons losing their lives on the nation's roads.
00:15:05It's very difficult.
00:15:06We've been quite frequent, I have to say, for the last three weeks, you know, and that long weekend we had, too.
00:15:12It was terrible.
00:15:13Yes, and, you know, there's cricket this afternoon as well.
00:15:16So, the citizenry, if you are listening to us in your vehicles on your way to the cricket, if you are preparing to go to the cricket, even after you finish the game, I want to urge you to exercise caution.
00:15:27Exercise caution.
00:15:28Even that Saturday night, Mark, on my way back down, I saw some very serious road traffic accidents as well, 12, 1 a.m. in the morning.
00:15:36So, again, motorists, you know, you all be responsible.

00:17:03Well, Mark, again,
00:17:04thank you very much for reading the statistics to
00:17:05Trinidad and Tobago. And I'm happy,
00:17:07as always, to indicate that the statistics,
00:17:11the
00:17:11citizenry of Trinidad and Tobago
00:17:13must be pleased
00:17:15with the statistics that they are seeing. This is
00:17:17information and intelligence that comes from citizens
00:17:19of Trinidad and Tobago as well. So,
00:17:21you know, when we applaud the statistics, we are
00:17:23actually applauding the citizenry of Trinidad
00:17:25and Tobago. And I noticed that you have placed
00:17:27particular figures in red.
00:17:29Yeah, because, you know,
00:17:31when we're looking at the high-powered,
00:17:33when there's an increase,
00:17:35we try to put that so you can see, like, for instance,
00:17:37the 5.56 ammunition.
00:17:40It's in red. It's 300
00:17:41and something odd there. And we talked
00:17:43about, yeah, 345
00:17:45rungs.
00:17:47You know, it had increased exponentially
00:17:50from the day before. So, obviously,
00:17:52we want persons to understand
00:17:54the gravity of the work that the
00:17:55police is doing to try to get the
00:17:57illicit firearms and ammunition
00:17:59and the drugs and the persons
00:18:01responsible off the streets.
00:18:03Well, I'm happy that you did that, Mark
00:18:04and Jackie, for highlighting it
00:18:07in red because those are
00:18:09three significant areas. And the
00:18:11significance in terms of the impact
00:18:12on public safety and security when we are
00:18:14speaking about 5.56 ammunition,
00:18:17looking at 13 rifles.
00:18:19And if you need
00:18:21evidence, that rifle exists.
00:18:23Just recently, we saw the
00:18:24seizure of a high-powered
00:18:27rifle in the Tobago
00:18:28Division. So, those are very, very serious
00:18:30matters. And I think it may be a good opportunity as well,
00:18:33Mark. You know, I know that
00:18:34there's a lot of comparison with reference
00:18:36to the statistics in reference to
00:18:38serious crime and murder in particular.
00:18:41You know, and I'll take this opportunity
00:18:42to recognize that the
00:18:44murder rate for August
00:18:46was the lowest
00:18:48when compared with the
00:18:50previous months and even the years.
00:18:52And, you know, I want to, you know...
00:18:54I think it was the last 10 years.
00:18:55Yes. And I want to open my hands
00:18:56this afternoon with you,
00:18:58again, to, you know,
00:19:00commend the citizenry of Trinidad and Tobago
00:19:02in the first instance
00:19:03for assisting in ensuring
00:19:06that the murder rate
00:19:07is heading downwards.
00:19:09So, to Trinidad and Tobago,
00:19:10you know, thank you all very much for that.
00:19:11And I want to urge you all
00:19:12to continue to provide intelligence
00:19:14and information
00:19:15so that we can prevent
00:19:16serious crimes and murders in particular.
00:19:19And, you know, Mark,
00:19:20when you look at this particular area,
00:19:22we're in a state of emergency.
00:19:23And while this state of emergency
00:19:24is a short-term,
00:19:25in terms of suppression,
00:19:27it also acts as a preventative measure as well.
00:19:30So, the state of emergency
00:19:31definitely is impacting
00:19:32the Don Juan trend
00:19:34in murders as well.
00:19:35We cannot, you know,
00:19:36digress from that.
00:19:37That is also contributing.
00:19:39But, again,
00:19:39the strategies in terms of
00:19:41the effective patrols,
00:19:44the intelligence-driven policing,
00:19:45you know,
00:19:46we are seeing signs of it.
00:19:47And, Mark, you know,
00:19:48when you're looking for
00:19:49measurement,
00:19:51you know,
00:19:52with murders that has,
00:19:53you know,
00:19:54gone, you know,
00:19:55skyrocket over the last couple of months,
00:19:57you know,
00:19:57it will take time
00:19:58to start to bring it down.
00:19:59One will expect now
00:20:01that we maintain
00:20:01the consistency
00:20:02in continuing
00:20:03to bring it downwards.
00:20:04And, last but not least,
00:20:06this may sound naive,
00:20:07but I think it's important
00:20:08that even the criminal elements
00:20:12who may be bent
00:20:12on executing
00:20:14very serious crimes
00:20:15and murders
00:20:15and shootings,
00:20:18perhaps,
00:20:19they have also recognized
00:20:20that we need to rethink
00:20:22what we are doing.
00:20:23So,
00:20:23to the criminal elements
00:20:24who are out there,
00:20:25who may be taking
00:20:26instructions,
00:20:27or who were taking instructions
00:20:28from within the prison walls
00:20:31or even outside
00:20:31of the prison walls
00:20:32to be able to execute
00:20:33shootings and murders,
00:20:35I want to ask you
00:20:37to continue
00:20:37to suppress your activity,
00:20:40rethink what you are doing,
00:20:41try to find
00:20:42a proper place
00:20:45in society
00:20:46so that we all
00:20:47can live in prosperity.
00:20:48So,
00:20:49I think what's important,
00:20:50Mark,
00:20:50you know,
00:20:50let's look at the statistics
00:20:51a little bit,
00:20:51but hands and salute
00:20:53to the law enforcement agencies,
00:20:55both TTPS,
00:20:56the Defense Force,
00:20:57the Prison Service,
00:20:58and all other agencies,
00:20:59the Supplemental Police,
00:21:00the Borough Police,
00:21:02the Transit Police,
00:21:02you know,
00:21:03I want to mention
00:21:03every particular entity
00:21:05here this afternoon
00:21:06because in some way
00:21:07or the other,
00:21:08they contribute
00:21:08towards the overall
00:21:10decline in criminal activities.
00:21:12So,
00:21:12you know,
00:21:13I hope and pray
00:21:13that we'll continue
00:21:14to be persistent
00:21:15and consistent
00:21:16in our activities
00:21:17to ensure that
00:21:18the downward trend
00:21:19in murder
00:21:19and serious crime,
00:21:20Mark,
00:21:21that we can continue
00:21:21to recognize it
00:21:23as we go on.

00:29:20as one of the
00:29:21recognized media
00:29:23personalities
00:29:23in Trinidad
00:29:24and Tobago
00:29:24in your respectful
00:29:27view and opinion
00:29:27how have you
00:29:29and the media
00:29:29impacted the state
00:29:31of emergency
00:29:32and we can look
00:29:33at it both
00:29:33from a positive
00:29:34context
00:29:34or a negative
00:29:35context
00:29:35so you this
00:29:36determine
00:29:36but how have
00:29:37the media
00:29:37impacted the state
00:29:38of emergency
00:29:38in your view
00:29:39I feel like
00:29:40that's an exam
00:29:41question
00:29:42I have to sit
00:29:43I have to think
00:29:44about it a little
00:29:45while before I
00:29:46can actually answer
00:29:46but to be honest
00:29:48I think
00:29:48the media
00:29:50has been
00:29:51fairly good
00:29:52in its coverage
00:29:53covering
00:29:54since the state
00:29:55of emergency
00:29:55remember we went
00:29:56from one
00:29:56to the other
00:29:57in terms of
00:29:58informing
00:29:58and educating
00:29:59persons
00:30:00about what
00:30:01the state
00:30:01of emergency
00:30:02is about
00:30:03about what
00:30:04law enforcement
00:30:05is doing
00:30:06or not doing
00:30:08as the case
00:30:09may be
00:30:09and I think
00:30:10in terms of
00:30:12exposing
00:30:12why the state
00:30:13of emergency
00:30:14second one
00:30:15was initially
00:30:16called by
00:30:16the new
00:30:17government
00:30:17to give
00:30:18an idea
00:30:19of the potential
00:30:20threats
00:30:21that existed
00:30:22and you know
00:30:23a slew of things
00:30:25of course
00:30:25came down
00:30:26following that
00:30:27we had the
00:30:27incarceration
00:30:28of several
00:30:29persons in jail
00:30:30they were moved
00:30:31to the Tetran barracks
00:30:33and so on
00:30:33and then we
00:30:34continuously saw
00:30:35other arrests
00:30:36we were seeing
00:30:38the visibility
00:30:38of the police
00:30:39quite
00:30:41I think
00:30:42a lot more
00:30:43than you
00:30:43you would see
00:30:44and I think
00:30:46a lot of people
00:30:46are remarking
00:30:47about that
00:30:47when they feel
00:30:49they see that
00:30:50presence
00:30:50they feel more
00:30:51comfortable
00:30:52they feel safer
00:30:53I think the media
00:30:54is doing a pretty
00:30:54good job
00:30:55in terms of
00:30:55keeping the
00:30:56citizenry informed
00:30:58not just about
00:30:59the exact things
00:31:01about what
00:31:01law enforcement
00:31:02is doing
00:31:02but everything
00:31:03on the periphery
00:31:04that is also
00:31:05happening
00:31:05that is
00:31:06interconnected
00:31:06with the
00:31:07state of emergency
00:31:08I don't know
00:31:08it's a very
00:31:09loaded question
00:31:10and it will
00:31:11take me a lot
00:31:11more to answer
00:31:12a lot more
00:31:13time to think
00:31:13about it
00:31:14but off the
00:31:14top of my head

00:41:55Yes, yes. Because remember that it's children that they deal with and they grow up, they have to put things in their head.
00:42:02You know, what do you think communities could do better to help reduce crime across Trinidad and Trinidad?
00:42:09No, you bring the people together and you explain the situation and you know, and tell them to look out for one another.
00:42:17Right. Do you feel safe when you are at home, when you are out and about?
00:42:21Yeah, well I feel safe. Because either easy going or I don't look for trouble.
00:42:26If I see trouble, so I pass the next side, you understand? So I always easy going.
00:42:31What would you say makes people want to get involved in crime? What is the attraction to get involved in crime?
00:42:37Yeah, because it's an easy getaway for them. You know, they don't want to work hard for something.
00:42:42They want to get it easy. And they will go to crime. Yeah. Because it's a crime to pay but apparently it's a pain.
00:42:51Last question. Have you ever been a victim of a scam? No. What advice do you have for people to get caught up in scams?
00:43:00Report it, report it, report it to the authorities. And you have to be very extra careful with this scam business.
00:43:07Because the amount online they have, you know, you have to be conscious for everything.

00:43:52But I think this is a little, this one is a little more than the Voice of the People, you know, based on that last, you know, segment in terms of, you know, meeting, I should say, a social media personality as well.
00:44:03But again, you know, very focused interview, you know, the responses from our citizens of Trinidad and Tobago, you know, you're very pointed, sharing similar perspective with, you know, other persons.
00:44:14Again, very interesting to listen to. And, you know, Mark, when we're speaking about community and community getting involved in relation to our response to crime and criminality, you know, just before this Voice of the People, we had an opportunity to see the Commission on Police and different stakeholders speaking in relation to pledging their support for the law enforcement and for TTPS in particular.
00:44:39And I think that was a perfect, perfect example of the Sir Robert Peel principles.
00:44:46Well, you are seeing the Commissioner of Police at the forefront leading the charge and you have other stakeholders also pledging their support.
00:44:55It demonstrates the oath officers and persons who are not on oath, but equally important in relation to crime and criminality.
00:45:01And I think that sometimes, you know, a person may find that, you know, we repeat these things, but it can easily slip you because, you know, everyone say, well, what we are doing about crime, what we are doing about criminalities.
00:45:13But if we just step back for one second and, you know, you ask yourself, have I seen someone littering?
00:45:23Have I seen someone driving dangerously?
00:45:27Immediately, you will be moved to what? To play your role.
00:45:31Report it. Perhaps if you report that driver, you won't be reading the 7 o'clock news tomorrow, seeing that two persons died as a result of a reckless, dangerous driver.
00:45:41So I'm happy that, you know, that particular segment in relation to, you know, in conjunction with the voice of the people really demonstrates where a society needs to get, you know, ahead to be able to deal with crime and criminality.
00:45:54This does not say, Mark, that the persons who are on oath, who have taken an oath to protect and serve with pride, they must always appreciate the responsibility that they must be leading from in front at all times.
00:46:05I'm happy to see the commissioner of police, you know, basically saying, I am your commissioner of police, telling the citizenry of Trinidad and Tobago, and that's the ownership, that's the relationship that you want to see.
00:46:16So, you know, I want to salute both the voice of the people and that particular segment, and, you know, continue to urge Trinidad and Tobago for all of us to play, whether it be a minimal role that we may think,
00:46:27that can manifest itself into a very major success in the future.

00:46:51I will say, last week, that you can interview people, and I have heard that so many times.
00:47:00Every day, every day, people come to me to come in this country, especially on all weekends.
00:47:04Every night, except Monday night by me, with loud music and shouting, because these places, they don't just have a DJ, they have a mic man, shouting, shouting, shouting, shouting, shouting.

00:47:17The police, the police need to train officers how to deal with people when people make these calls, because there are too many officers, sir,
00:47:28that seem totally ignorant of the fact of how noise this is human being, not just to mention animals.
00:47:37I have to repeat, I'm so happy that the noisy fireworks was up, you know, the other regimes couldn't get it.
00:47:47Nonetheless, but I want to tell something more from you, Mark, that was Sergeant Ali, because Sergeant Ali, and I have told you before,

00:48:36Making a public use sense is the law that has been put before I was born, and I'm 21 years old.
00:48:43When I said Sergeant Ali, I was from here in my district, and I said, police can't do nothing, there's no law.
00:48:49That's why I was told us, that the police need to be in, the police came in to be in somewhere around 1995, because the EMS are out of society.
00:48:58Imagine the EMS are out of society, and they have done very little to do it, nonetheless.
00:49:03The same law that the police use to call us didn't exist, as the police for the EMS.
00:49:08And after the EMS, when the EMS starts to fail, and certain people, Google's laws can't do it, and the police run, the questions about the law.
00:49:19They were told, yeah, the law was kind of weak, and I'm going to get six people, because, you know, a class of the king's subject was to be deemed to be affected.
00:49:27But, therefore, more police officers, prior to it, prior to it, prior to it, and I hope the viewers are listening to me,
00:49:35more police officers, prior to the EMS coming in existence, seem to know about that law before the EMS.

00:53:18with the Trinidad and Tobago Police Service,
00:53:20and I know you have to respond to the last caller.
00:53:22Yeah, Mark, again, that issue in relation to noise pollution and public nuisance.
00:53:30I know that he has to ask you, so I would not give you the answers.
00:53:33I know that you want to conduct your research, but a very, very important area.
00:53:37We saw some steps taken at very high levels in relation to noise pollution and public nuisance.
00:53:44And I hope that the actions will continue with reference to the specifics that he's speaking about
00:53:50in terms of loud music, whether emanating from a car or from a premises
00:53:55and affecting a class of persons or, as the case is, causing a public nuisance, a very significant matter.
00:54:03While there may be a need to strengthen the laws, there are laws in the law books, Mark, that you can invoke.
00:54:11And I'll say publicly, I've invoked previous administration on this issue.
00:54:14I've heard this issue for a long time.
00:54:17I've spoken, I've advocated, I've even spoken to the EMA to have that conjunctive move to be able to deal with these issues.
00:54:24So I want to assure the caller again that I believe in persistence, and I will again bring it now to the attention of the Commissioner of Police
00:54:32and to see whether, in fact, we can now strategize and have an immediate response,
00:54:37at least to start with educating the detectives who are receiving these reports in terms of how do you go about investigating these reports.
00:54:44But I'll say as well that I want members of the public, when reports are made of public nuisance, Mark,
00:54:48to be prepared to join hands, we are speaking about this relationship, to join hands to be able to take the steps that are required
00:54:55to deal with these issues once and for all.
00:54:57I'm also aware that the state, I know the Honourable Prime Minister would have spoken about dealing with or looking at reform
00:55:04with reference to this issue of noise pollution.
00:55:06And I hope that the Honourable Prime Minister, if you are listening or members of your Cabinet are listening,
00:55:11I want to respectfully make a submission on behalf of the people of Shrindon and Tobago.
00:55:14Again, to remind you gently, you know, to put this, you know, as part of the upcoming agenda,
00:55:20to be able to deal with this issue of noise pollution.
00:55:22We know the consequence of this, Mark. It's a public health issue.
00:55:25We have children, we have pregnant women, we have old-age persons, persons doing examinations,
00:55:30and generally from a health context.
00:55:32So, a very significant area.
00:55:34And Kola, thank you for, you know, refreshing the minds of these stakeholders.
00:55:37Yeah, we are hopeful that this matter will be lawmakers and all who are involved in this particular law
00:55:46and looking at it, you know, we'll have a better resolution, a more, you know, forthcoming in terms of action
00:55:53rather than have to wait until you become commissioner.
00:55:57Well, Mark, that's a very strong statement.
00:56:00And, you know, you're sounding like Kola who said a while ago,
00:56:02if it's up to me, thousands of people may have got their issues.
00:56:05That's the reason why I said what I said.

00:56:41You know, before we go, and we only have about four or five minutes,
00:56:46you know, I don't know if you viewed yesterday the incident involving police officers entering a particular nightclub
00:56:53and using stun grenades, and I wanted, from your perspective, legally,
00:56:59is that something that can be done?
00:57:02Because I've never really heard and seen that happening in any large scale.
00:57:08Well, Marker, you've asked me a very piercing question,
00:57:11and I'm aware that it's in the public domain.
00:57:13I'm aware that there's a lot of issues surrounding that particular police operation.
00:57:20And, you know, to be very balanced and objective, what I'll say, let's take it on both sides.
00:57:24Let's look at it from the police side and the operational side first.
00:57:27We must always be aware, or try to get the facts, what the intelligence said,
00:57:34what intelligence the police were possessed with, with reference to that operation.
00:57:38And perhaps, if you are aware of the intelligence, perhaps there may be a need and a justification
00:57:43for the way that the police went about conducting the exercise.
00:57:46That's one.
00:57:47On the second hand, the police, the, sorry, the patrons and the owners,
00:57:53if they feel aggrieved by a situation, Mark,
00:57:56if the intelligence provided by the police is not matching up with what they know,
00:58:01then, like anything else, there's the particular processes that are available to get redressed.
00:58:06And let me repeat, if we do not know, we can engage the commissioner of police.
00:58:11The commissioner of police have clearly signaled that any citizen who feel that police are operating high-handed,
00:58:19you know, in breach of the rules of law, the rules of procedure, engage his office,
00:58:24it will get the necessary attention.
00:58:26We have the police complaints authority.
00:58:28The director, David West, is very much interested in ensuring that he upholds the mandate that he and his authority
00:58:37has been given with reference to police indiscipline and police misconduct.
00:58:42You have the Professional Standards Bureau and the Police Complaints Division.
00:58:46So, I don't mean to cut you, but we have our last caller.

00:59:05I was just reading the Express newspapers today.
00:59:08They said they are calling for a public apology to be issued after no illicit activities were uncovered
00:59:13at this particular club, the owner speaking to the Express.
00:59:16And I imagine, as you said, there will be some type of investigation by the various bodies.
00:59:23And, Mark, we must be able to appreciate that, you know, like in anything, I always believe in balance.
00:59:29So, if the police is saying that there is credible intelligence to cause an operation,
00:59:35even if you do not go and find evidence, it doesn't mean that evidence were not there.
00:59:38Yeah.
00:59:38Things could have happened, right?
00:59:40But I'm just saying that the police must justify their actions.
00:59:43And similarly, if the patrons, the occupiers feel a grief bar situation, they have the redress
00:59:50that are available to them.
00:59:51And I will urge the persons who are responsible for bringing redress to these individuals to
00:59:57take these reports seriously, investigate it expeditiously, provide whatever feedback needs
01:00:03to be provided.
01:00:04But it must always be handled in a balance way.
01:00:06And we just spoke about it, Mark, that having the authority to do something, having the power
01:00:11to do something, doesn't mean that you can get up and exercise it anyway, however you feel.
01:00:15It must be within the rule of law, within due process.
01:00:18So, in this particular situation, if we want to maintain public trust and confidence in the
01:00:23TTPS operations, an expeditious response with reference to this matter should be at the
01:00:29forefront to ensure that justice is served to all parties involved, including the police
01:00:35officers who may have been possessed with very credible intelligence to be able to revert
01:00:39to what they call the non-lethal force in these circumstances.
01:00:44I wouldn't, for matter of public, for security reasons, I would not go to explain further,
01:00:49and knowing that it may be subject to inquiry.
01:00:50But it is defined as a non-explosive, a non-lethal force, sorry.
01:00:55And there are circumstances in which it can present itself.
01:00:59However, it will all depend on the intelligence that the police possess at the point in time.
01:01:04And there must be a responsible execution in the use of those non-lethal force.
01:01:11Yes, well, thanks so much for at least clearing that up for us.
01:01:13Because reading the article, they said that in the six years of operation, they've never had
01:01:18any incident of this nature could, and I suspect to, you know, some patrons were very taken aback
01:01:24by the whole incident, and rather traumatized, of course.
