03:08The police have to continue working to protect you,
03:10as well as other law enforcement agencies.
03:13Of course,
03:14today is World Day Against Trafficking in Persons,
03:19and, you know,
03:20today with me,
03:21who's obviously going to talk a little bit more about this,
03:24is Acting Sergeant Zaheer Ali at Tignat Law,
03:28with the Trinidad and Tobago Police Service.

03:32Thank you very much,
03:33Mark.
03:34It's indeed a pleasure and honor to be here.
03:35You know,
03:35I heard that you stressed,
03:37while others may have the opportunity to,
03:39you know,
03:39rest and reflect,
03:42the TTPS and members of the media,
03:43unfortunately,
03:44you know,
03:44have to be diligent to uphold the democracy and,
03:47you know,
03:47protect and serve the people of Trinidad and Tobago,
03:49but good evening to you,
03:52good evening to Jackie and other family members,
03:53and be on the tape,
03:55my law enforcement colleagues,
03:56and most importantly,
03:58the citizens of Trinidad and Tobago.
03:59And, you know,
03:59Mark,
04:00I,
04:00not frequent do I make reference to,
04:03you know,
04:03persons who may be viewing,
04:05but I know you do it on our behalf,
04:07persons who are out of the jurisdiction,
04:09looking on or looking at us,
04:11you know,
04:12through other medium.
04:14Good evening to you,
04:15and,
04:16you know,
04:16I'm always happy,
04:18and look forward to your engagement.
04:20So,
04:21Mark,
04:21let's see how I can assist you this afternoon.
04:22I know you have mentioned the topic of,
04:24or I should say,
04:25the International Day,
04:27or the National Observance of Trafficking in Persons,
04:29which,
04:30from an international context,
04:32I've described it,
04:33or have indicated that it is organized crime.
04:36Yes,
04:36it is.
04:36And, you know,
04:36that's a very strong statement,
04:38you know,
04:38trafficking in persons.
04:39And when we speak about organized crime,
04:42you know,
04:42you're speaking about not only organized crime,
04:45you know,
04:46from a national context,
04:47but you're looking at organized crime,
04:49and also transnational crime,
04:52where you are seeing persons who may be brought from different jurisdiction,
04:55or in our case,
04:55sent out of the jurisdiction,
04:57to another jurisdiction,
04:59in order to be exploited.
05:00And, you know,
05:01I want to join the international community,
05:04Mark,
05:04by observing this particular crime,
05:08or I should say,
05:08this organized crime,
05:10because this goes straight,
05:11or smug into the heart of the dignity of the human being.
05:14That exploitation,
05:15Mark,
05:15takes many forms.
05:17You know,
05:18in Trinidad and Tobago,
05:19you know,
05:19that's a barrier of discussion.
05:20We may have grown accustomed to sexual exploitation.
05:24Yes.
05:24You know,
05:25which is,
05:25you know,
05:26because,
05:27you know,
05:27possibly because of our proximity,
05:30you know,
05:30to the South American continent,
05:32you know,
05:32looking at these situations that's happening in the South American continent.
05:36But,
05:36you know,
05:37my call this afternoon,
05:38in the observance of international,
05:39observance of trafficking in persons,
05:42you know,
05:43I want to make a strong call to the respective ministry,
05:47the Ministry of Homeland Security,
05:48and other stakeholders,
05:50the counter-trafficking unit,
05:51and even other ministries,
05:52that have the responsibility to look at,
05:55or the state's response to trafficking in persons,
05:58to really examine the areas of exploitation.
06:02I think that if we look carefully,
06:03the time may have come to expand those areas of exploitation.
06:07So,
06:08as I said before,
06:09we may be looking at it from a sexual context,
06:12but deeply embedded,
06:13you may be seeing a lot of labor exploitation.
06:16And the most important,
06:17you know,
06:17in the time that we live in,
06:19we're in a state of emergency,
06:20we have heard about criminal gangs.
06:22I want to direct this country,
06:24direct this nation,
06:25and the decision maker,
06:26respectfully,
06:27to look at exploitation,
06:29where persons are using persons,
06:30to move illegal items,
06:32within the border,
06:34or,
06:34you know,
06:35out of Trinidad and Tobago,
06:36or vice versa,
06:37within Trinidad and Tobago.
06:38I think,
06:38it is extremely important.
06:40So,
06:40you know,
06:40it's my simple way of recognizing the day,
06:42and to comment,
06:43comment,
06:44sorry,
06:44the state's effort,
06:45or the state's response.
06:47Thus far,
06:47we are not here too,
06:49for my last check.
06:50Yes,
06:50the last check from the U.S.
06:52Yes.
06:53Embassy.
06:55And I know that,
06:56I think over the last 24 hours,
06:57or 48 hours,
06:59referencing this human trafficking,
07:01Yes.
07:02problem,
07:03they did talk about,
07:04recently,
07:05a police officer,
07:06a former police officer,
07:07being sentenced to 16 years,
07:09Yes.
07:10for human trafficking,
07:12dating back from a case,
07:14a couple of years ago.
07:15Yes.
07:15So it also sends a message,
07:17to those in the law enforcement,
07:19who have been part and parcel,
07:20of facilitating,
07:22these traffickers,
07:24Yes.
07:24and these gangs,
07:25that you're not exempt,
07:27from being caught,
07:28and charged,
07:29and facing the music.
07:30Well,
07:30I'm happy that you took me there,
07:31Mark.
07:32And just to reflect on,
07:34you know,
07:34two previous reports,
07:37it was clearly,
07:38expressed in those reports,
07:41about the alleged,
07:43complicit involvement,
07:45of public officials,
07:47or law enforcement officials,
07:48that the case may be.
07:49So to see the response,
07:50from Trinidad and Tobago,
07:51in this case,
07:53a law enforcement officer,
07:55being arrested,
07:56and charged,
07:57prosecuted,
07:57and most importantly,
07:58convicted,
07:59by the High Court,
08:00of Trinidad and Tobago.
08:01Again,
08:02it is refreshing,
08:03and it's shown,
08:04that the rule of law,
08:05is alive,
08:06and you know,
08:07the state's response,
08:08to dealing with,
08:09human trafficking.
08:11Where I'd like to take it,
08:12Mark,
08:13is in addition to the conviction,
08:14and you spoke about,
08:15I think 14 or 15 odd years.
08:16Yes.
08:17I think that,
08:18what we should be looking at,
08:19if we really want to really,
08:20again,
08:21look at making a dent,
08:22we need to review,
08:23the Trafficking in Persons Act,
08:24in my respect for view,
08:25and if we,
08:26and this is another call,
08:27I want to make,
08:28in terms of,
08:28looking at the act,
08:30to see whether in fact,
08:31the penalties,
08:32associated with this,
08:33heinous crime,
08:33really matches,
08:35the degree of,
08:37of impact,
08:38on a human being,
08:39and I'll go as far,
08:40to say,
08:41even while law enforcement,
08:42officers are concerned,
08:43it should not have been,
08:44attracting,
08:45for example,
08:46a similar penalty,
08:47to average citizen,
08:49because law enforcement,
08:50have taken an oath,
08:51to protect and serve,
08:52and uphold the rule of law,
08:52so,
08:53you know,
08:54I'll probably leave it there,
08:55for this afternoon,
08:56but just to summarize,
08:57a review of the Trafficking in Persons Act,
08:59stiffer penalties,
09:00for law enforcement officials,
09:02and the forms of exploitation,
09:05and you know,
09:05I will respectfully,
09:06ask the stakeholders,
09:08to direct their efforts,
09:09beyond the sexual exploitation,
09:11because there's,
09:11in my respect for view,
09:13based on intelligence,
09:14there may be a lot of areas,
09:15that labor exploitation,
09:17is taking place,
09:18and I know the Ministry of Labor,
09:19are very much aware,
09:21and I think that we need,
09:22to look into that area,
09:23but again,
09:24the dignity of the human being,
09:25I've spoken about,
09:25on this particular program,
09:27on numerous occasions,
09:28but from a trafficking,
09:29in persons,
09:30the dignity of the human being,
09:31Mark,
09:31is very sacred,
09:34and we must always be,
09:35taking steps,
09:37to protect that dignity,
09:38of the human being.
09:38Yeah,
09:39and I have to agree with you there,
09:40because you know,
09:41when law enforcement,
09:42does something like this,
09:44they should really,
09:45face a stiffer penalty,
09:47Yes,
09:47most certainly.
09:47or jail time.
09:48Most certainly.
09:49Because it's important,
09:50you know what is right,
09:52and you continue to break the law,
09:54knowing that,
09:55you have already,
09:56you know,
09:57sworn an oath,
09:58to protect people,
09:59Yes.
10:00and you're doing the opposite of that.
10:01Yes,
10:02I mean,
10:03you know,
10:03if we continue this discussion,
10:05on why we should be,
10:06looking at stiffer penalties,
10:09for law enforcement,
10:10I'm sure we'll be able,
10:10to write a bookmark,
10:11between you and I,
10:12and as I said before,
10:13apart from,
10:14you know,
10:14being an oath officer,
10:15you have a duty,
10:16and responsibility,
10:17to protect and serve with pride,
10:19and if the,
10:20vulnerable groups,
10:21in Trinidad and Tobago,
10:22whether it be a visitor,
10:23whether it be an illegal immigrant,
10:25whether it be a local,
10:26if they do not find,
10:28safety,
10:29with all law enforcement officials,
10:30where else,
10:31would they find safety?
10:32So,
10:32I think it's important,
10:33for us to look at that,
10:34and you know,
10:34I say in the Trafficking in Persons Act,
10:36they did in fact,
10:38went into the direction,
10:39of where persons may be,
10:40in the realm of law enforcement,
10:42but you know,
10:43I still think that,
10:44you know,
10:44that act,
10:45if I recall,
10:46it was assented to in 2011,
10:48and it was operationalized,
10:49in 2013,
10:50so if you look at 2013,
10:52to 2025,
10:53you see it as over 10 years,
10:55so I think that,
10:55legislation is over 10 years,
10:57and looking at the present status quo,
10:59where the international community,
11:01saying hey,
11:02us member states,
11:03we need to look at this issue,
11:04of trafficking in persons,
11:05I think that,
11:06legislatively,
11:07it's also important,
11:08to look to see,
11:08whether in fact,
11:09the legislation,
11:10is in line,
11:13with the international objectives,
11:15and from a national context.
11:17Yes,
11:17as you know,
11:17because you know,
11:18the world is watching,
11:19and of course,
11:20the determinants,
11:21and how we deal,
11:22with this problem,
11:23it gets us,
11:25into a higher tier,
11:26rather than a lower tier.
11:28And most certainly Mark,
11:29and if you know,
11:30and when you speak about it here,
11:31if you look at the consequential impact,
11:34if we are going down to a tier two,
11:37even going to a tier three,
11:38a lot of people may not know,
11:40the financial support,
11:41for Trinidad and Tobago,
11:42can now come into question.
11:44So this is not just about,
11:45a situation where you are looking,
11:47to evaluate,
11:48or the Trinidad and Tobago's response,
11:50to human trafficking.
11:50The consequential impact,
11:52for every single citizen,
11:54is one,
11:56that can't go down,
11:57a negative direction,
11:59if we are not careful,
12:00how we are dealing with these issues.
12:01Because,
12:01the perspective to this,
12:03is that the international community,
12:04must not be looking and saying,
12:05okay,
12:06human beings have been exploited,
12:08in Trinidad and Tobago.
12:09We cannot have that headline.
12:11We cannot afford,
12:12to have that headline.
12:13What we should be seeing,
12:14is that,
12:14the traffickers,
12:15must be warned,
12:18to do not even think,
12:20about exploiting,
12:22or even recruiting,
12:23or even harboring,
12:24transporting,
12:25any person,
12:27in Trinidad and Tobago,
12:28whether within Trinidad and Tobago,
12:29whether coming in,
12:30or leaving Trinidad and Tobago,
12:32that must be a no-no,
12:33for the traffickers.
12:33And that's the position,
12:35in layman's term,
12:36that we want to be in,
12:37so that we are,
12:38stamping all the trafficking,
12:39in persons.
12:39And Mark,
12:40lastly,
12:41you know,
12:41while the trafficking,
12:42in persons act,
12:42may have been grounded,
12:43in terms of,
12:44looking at women and children,
12:46as a vulnerable group.
12:47You know,
12:48there are also,
12:50the male elements.
12:52And that's why,
12:53short while I go,
12:54I went to the issue of,
12:55persons,
12:56and I want to repeat this.
12:57So if the decision makers,
12:58are listening,
12:59respectfully.
13:01Persons who are using persons,
13:02to move illegal items,
13:04within Trinidad and Tobago,
13:07or out of Trinidad and Tobago,
13:08into Trinidad and Tobago,
13:09as the case may be.
13:11And,
13:11illegal items like what,
13:12Mark?
13:13We're speaking about firearms,
13:14we're speaking about explosives,
13:15we're speaking about dangerous drugs,
13:17is an area that we need to look,
13:19and we need to go to,
13:20because,
13:21as I said before,
13:21do not only look at it,
13:22from a sexual exploitation context.
13:24We have grown,
13:25to know that,
13:26okay,
13:26you hear that,
13:27okay,
13:27an operation was conducted,
13:29at a bar.
13:29Yeah.
13:30You know,
13:3015 odd females were rescued from the bar.
13:32When you interview them,
13:33they give statements,
13:34as to they're being exploited,
13:36sexually at that particular bar.
13:37But,
13:38I think that we need to go,
13:39a step further,
13:40if we really want to deal,
13:41with this monster,
13:42of human trafficking,
13:43in Trinidad and Tobago.
13:43And hence why,
13:44you know,
13:44I just want to point,
13:45the law enforcement agencies,
13:46the stakeholders,
13:47to look beyond,
13:48sexual exploitation,
13:50explore labor exploitation,
13:51look at the movement,
13:52of illegal items,
13:54look at the legislation,
13:55with reference,
13:55whether the penalty matches,
13:56what we are currently facing.
13:58And,
13:59you know,
13:59we should never rule out,
14:01mark the financial aspect,
14:02as well.
14:02Because,
14:03if you look at,
14:04human trafficking,
14:05in a circle,
14:06you realize that,
14:06we have the blue collar element,
14:08where the actual exploitation,
14:09which is a criminal offense.
14:10But,
14:10the benefit from that crime,
14:12is generated,
14:13either in companies,
14:14in purchasing vehicles,
14:16and other,
14:17financial gain.
14:19So,
14:19the financial investigative branch,
14:22the financial investigative unit,
14:23should also be,
14:25excited as well,
14:27to be able to really explore,
14:28and deal with human trafficking,
14:29in a way that it should be dealt with.
14:30And,
14:31under the app as well,
14:32it gives that power,
14:33to probe in those areas as well.
14:34But,
14:35thank you very much for,
14:36for bringing it to life,
14:37this afternoon,
14:37Mark.
14:37Now,
14:38Sidney,
14:38you will have to write a book.
14:40I know you spent about,
14:4110 minutes on that.
14:42Yes.
14:42But,
14:43it's very important,
14:43that people are aware,
14:45and they are conscious,
14:46of the information out there.
14:48Yes.
14:48How to assist.
14:49There's even an app,
14:50I understand,
14:51that you can download,
14:52on your phone.
14:53And,
14:53it's an international app.
14:55A couple brought it out,
14:56some time ago,
14:56when you download that app,
14:59you can take a photo,
15:00of somebody,
15:01and report it,
15:02anywhere in the world,
15:03and they can match it,
15:04with a database,
15:05and so on,
15:05to see if that person,
15:06is it missing,
15:07in a particular country.
15:08That's how,
15:08the technology is now.
15:10Mark,
15:10may you just say,
15:11one thing as well.
15:11You know,
15:12sometime ago,
15:12you and I,
15:12would have discussed,
15:13the sex offender,
15:16the public sex offender,
15:17Yes.
15:17database,
15:18or slash registry.
15:19And you know,
15:19the trafficking in persons,
15:20offense,
15:21is an offense,
15:22that is covered,
15:23in putting persons,
15:24who are convicted,
15:25on that particular website,
15:27for members of the public,
15:28to know,
15:28for example,
15:29if you have to employ someone,
15:30if someone is in your community,
15:32look at trafficking in persons,
15:34and trafficking in persons,
15:35from a sexual context,
15:37you know,
15:37that is also covered.
15:38So,
15:38you've seen,
15:39you've seen,
15:41the law,
15:43moving in,
15:43to try and protect,
15:45the law abiding citizen,
15:46from the hands,
15:47of those traffickers.
15:47So again,
15:49I think that was important,
15:50to highlight that,
15:51in terms of how it is,
15:51consequential,
15:53with other legislation,
15:54and other avenues,
15:55to be able to protect,
15:56the citizens of Trinidad and Tobago.
15:58Yes.

16:00And of course,
16:01you know,
16:01the police have been working,
16:03over time,
16:04since the state of emergency,
16:06recently,
16:07according to a report,
16:09they would have,
16:10in terms of,
16:11ramping up their efforts,
16:12last need of motor vehicles,
16:14multiple arrests,
16:16in the Southern Division,
16:17two men were recently charged,
16:18with receiving a stolen vehicle,
16:20following a detailed investigation,
16:21into the theft,
16:22of a white Nissan Tida,
16:23valued at $77,000,
16:25at Cypress Region Union Hall,
16:28and then,
16:28later on,
16:29investigators are also,
16:30checking it,
16:30as second vehicle theft,
16:31in the same area,
16:33involving a Hyundai,
16:34H100 panel van,
16:36valued at $113,000,
16:38so those,
16:40those are being looked at,
16:41and then a third incident,
16:43in the Northern Division,
16:44on the 29th of July,
16:46where they intercepted,
16:47a Toyota Corolla,
16:49along the terminal,
16:50Salpara Road,
16:52where they found,
16:53a fraudulent license plate,
16:54linked to a different vehicle,
16:55a silver Toyota,
16:56field of wagon,
16:57also reported,
16:58reported stolen,
16:59in the Komoto area,
17:00and added to that,
17:02of course,
17:03the police had a major bust,
17:05in car theft operations,
17:06one man was held,
17:08at a true strategic,
17:10intelligence gathering,
17:12believed to be,
17:13a main player,
17:14behind a recent,
17:15Sage and Motor vehicle,
17:16thefts,
17:16plaguing Central,
17:17and Northeastern Trinidad,
17:20at least five vehicles,
17:22apparently,
17:23multiple reports,
17:24of stolen vehicles,
17:25and through surveillance,
17:27they interviewed,
17:2830 year old,
17:28Alan Balkisun,
17:29a.k.a. Lal,
17:30of William Zill and Malik,
17:32arrested,
17:33subsequently appeared,
17:34before a court,
17:36charged with,
17:3613 counts of last name,
17:38motor vehicle,
17:39allegedly committed,
17:39between the 2nd,
17:40and 20th of July,
17:422025,
17:43he was denied bail,
17:45and remanded in custody,
17:46and of course,
17:47the matter was,
17:47returned to October,
17:4829th of this year.
17:50Well Mark,
17:51I want to immediately,
17:52salute my brothers,
17:54and perhaps my sisters,
17:56and the children,
17:57around to make a police service,
17:58with special reference,
17:59to the Northeastern Division,
18:00and the Central Division,
18:01that reference,
18:02to that last media release,
18:03that you read,
18:04and you know,
18:05why we spoke about,
18:06trafficking in persons,
18:07is an organized crime,
18:09this particular,
18:10offense that you have identified,
18:11the last name,
18:12motor vehicle,
18:12notwithstanding that one person,
18:13has been charged thus far,
18:15that in itself,
18:16is a clear indication as well,
18:18of organized crime,
18:19because for,
18:20you know,
18:20just to put it into,
18:22the minds,
18:23and of the members,
18:24of the public,
18:26the last name,
18:26motor vehicle,
18:27and we have heard about this many times,
18:29there are many different reasons,
18:30why persons will steal the vehicle,
18:32so this is not a situation,
18:33where one is stealing a vehicle,
18:34just to have,
18:35an enjoyment of a vehicle,
18:36this is,
18:37and the media release,
18:39and even the newspaper,
18:40would have indicated that,
18:42in some instances,
18:43the parts,
18:45because if you look at,
18:45the type of vehicles,
18:46that have been targeted,
18:47persons are busy looking,
18:48for parts of those vehicles,
18:49so that you find,
18:50that you create a market,
18:51a black market that is,
18:52so the persons are stealing vehicles,
18:54in order to,
18:55to distribute parts,
18:57secondly,
18:58with the level of criminal activity,
19:00you see that vehicles are involving,
19:01drive-by shootings,
19:03gang rivalry,
19:04you see that vehicles are using,
19:05the movement of dangerous drugs,
19:07and firearms,
19:08so,
19:08there's a lot of,
19:09there are a lot of areas,
19:12when we're speaking about,
19:12larceny motor vehicles,
19:13that vehicles can be,
19:15stolen,
19:16on many different purposes,
19:18so,
19:18you just want to give members,
19:19of the public,
19:19that this is another,
19:20organized syndicate,
19:21that we are speaking about,
19:22and even from a financial contact,
19:24as well,
19:24because when you are,
19:25engaging in,
19:26nasty motor vehicle,
19:27you are looking to,
19:28engage in transaction,
19:30so that there's a,
19:31a financial gain,
19:32that is associated with it,
19:33so you are receiving,
19:34you are money laundering,
19:36if persons know,
19:36that vehicles are stolen,
19:38and engaging in transaction,
19:39with the vehicle,
19:40so again,
19:40a very significant area,
19:42and I'm asking members,
19:42of the public,
19:43to be very vigilant,
19:44in terms of how you,
19:46are moving around,
19:47and the places,
19:48that you are seeking,
19:49your vehicle,
19:49please heed,
19:50all the notices,
19:51from the,
19:52Trinidad and Tobago,
19:52police service,
19:53in reference,
19:53area that may be vulnerable,
19:55area that you need,
19:56to be very careful,
19:57and to the law enforcement,
19:58agencies again,
20:00you know,
20:00let us commute a bill,
20:01on the great work,
20:01that we are seeing,
20:02unfolding.
20:03Yes indeed,
20:04all right,
20:05let's take a quick look,
20:05it's day 13,
20:06of the state of emergency,
20:08the figures,
20:09and number,
20:11of operations,
20:12970,
20:13target priority offenders,
20:14442,
20:15services conducted,
20:166,330,
20:18traffic operations,
20:20552,
20:22total persons arrested,
20:23418,
20:24traffic offenses detected,
20:273,148,

21:44I want to commend you and ask you all to continue,

21:46to bring forward that information and intelligence.

21:51I guess I will have to probably have some discussions with the executive to see whether,
21:54in fact,
21:54we can add a column so that you have these statistics in terms of how many persons are actually charged
21:59under the emergency powers regulations 2025 because there are specific offenses under that regulation as well.

22:06perhaps on the other occasion,
22:08you know,
22:08we could probably have another column.

22:14but how many persons specifically were charged under the emergency regulation because I know that was a major talking point.

26:06about the unfortunate accident
26:08of the young lady
26:09who died the night before
26:12near the bridge here
26:14in the D.B. area,
26:16in the South Oropitch River.
26:17Her car going into the bridge
26:19seems here captured
26:21by the hunter, search, and rescue team.
26:23But I think photographer
26:25for the express,
26:26Dexter Phillip,
26:27went back to that bridge.
26:29Yes, this is the bridge here.
26:31It's a very narrow bridge,
26:32I might add,
26:33Sergeant Ali,
26:34and you would see on your right there
26:36the cones
26:36where the car would have
26:38actually gone through.
26:40And I know the area well.
26:41The bridge is not fixed, obviously.
26:43It looks very makeshift,
26:45if you ask me.
26:46And, you know,
26:47it's clear that
26:48a lot more needs to be done
26:51in the quickest possible time
26:54to prevent an occurrence
26:55of that disaster.
26:57You know, Mark,
26:58I want to be reasonable
26:59in my response,
27:00but first let me express
27:01condolences to the family
27:02of this individual.
27:04I know it would not be
27:06an easy time for the family
27:08and my condolences to you.
27:09And I hope that the
27:10citizens of Trinidad
27:11are going to offer
27:12in whatever way they could
27:13condolences to this individual.
27:15and, you know,
27:16other persons who may have
27:17lost their life, you know,
27:18while being on the roadway.
27:20But, you know,
27:21you've made mention of something
27:22in reference to the infrastructure.
27:24And, you know,
27:25if I should, you know,
27:26just make a kind suggestion
27:27that, you know,
27:28the best response
27:29that we could give
27:30to the deceased
27:31is to have an immediate review
27:33from the Ministry of Works,
27:36you know,
27:36the Engineering Department,
27:39you know,
27:39to look at all the various
27:41roadways and, you know,
27:44bridges across Trinidad
27:45and Tobago
27:46to, you know,
27:46to ensure that they are
27:48proper, fit and proper,
27:50you know,
27:50to accommodate, you know,
27:52motorists and, you know,
27:53other related matters.
27:54And, you know,
27:55I also want to indicate
27:56that when you look
27:57at the bridge mark,
27:57even for the motorists,
27:59I do not know
27:59the circumstances
28:00in relation to the death
28:01of the individual.
28:02But, you know,
28:03sometimes I've seen
28:03that a narrow pathway,
28:05you know,
28:06persons are trying
28:06to force their way through.
28:08And, you know,
28:09sometimes you can end up
28:10in difficulty.
28:10So, you know,
28:11to the motorists
28:11in Trinidad and Tobago,
28:12you know,
28:13can you be diligent
28:14and, you know,
28:14we learn in our regulations,
28:15Ma, I don't know
28:16if you recall,
28:17that when we have,
28:18like, road traffic signs,
28:20we need to take heed
28:21of these signs
28:21in terms of when we are
28:22approaching,
28:23for example,
28:23a bridge.
28:24Yeah.
28:24You know,
28:24so, you know,
28:26unfortunate situation,
28:27but, you know,
28:27I condolences to the family
28:29and I ask the citizenry
28:30to be responsible
28:31when they're on the road
28:32of Trinidad and Tobago.

28:37that there was a body
28:38found a couple months ago
28:40in the Prince's Tongue area,
28:43a burnt body.
28:45Police officers
28:46were on the scene.
28:47It was on June 3rd.

28:51they had to do
28:53proper DNA testing
28:55to ascertain
28:56whether or not,
28:57as the mother suspected,
28:59if it was the body
29:01of Jeremy David.
29:02So, in fact,
29:04we understand
29:05that the DNA
29:06has come back
29:07and has confirmed
29:08that it is,
29:10in fact,
29:10the remains
29:10of Mr. David
29:11that was found.

29:55and respect
29:56the crime scene officers.
29:57If we are interested
29:58in the proper
29:59administration of justice
30:00and if we are interested
30:01in securing convictions,
30:03let us respect
30:04and do not tamper
30:05with crime scenes.
30:06The police have a lot
30:07of interests
30:08in crime scenes
30:09and, you know,
30:09let us respect
30:10the crime scene.
30:11Now, most of the times
30:11you see in foreign countries,
30:13you know,
30:14where we may want
30:14to cordon off a little area,
30:16for example,
30:16if something happens here,
30:17you know,
30:18you may see that,
30:18okay,
30:18this particular room
30:19is cordoned off,
30:20but in other countries,
30:21you are seeing that
30:22the area of focus
30:24is very wide
30:25and far
30:25because, you know,
30:27it's on the philosophy
30:28that, for example,
30:29offenses against the person,
30:30persons who are coming
30:31to a crime scene
30:32obviously have to leave.

30:34So, they can normally
30:34create a pathway.

30:36for us to respect
30:37crime scene

30:40and we want to ensure
30:41that it's a proper
30:42administration of justice.

31:23with respect to the gathering
31:24of the evidence
31:25and he referred to the PSB
31:28and he, to me,
31:30it's like manufacturing evidence
31:33going to the prison
31:34and what he said,
31:35that officer who laid the charges
31:37has since been
31:39promoted.
31:40The other issue
31:41is that the policemen
31:43who have gotten
31:4416 years
31:45for trafficking,

31:49how the CTPS

31:51handled that
31:53with respect
31:54from the date of the charge
31:55of the safety
31:56to the sentences.
31:59That's about
31:5913 years.
32:01Is taxpayers
32:02money being spent
32:04during that 13 years
32:06thing
32:07because
32:07we're very, very
32:09under pressure
32:11for resources
32:12and if we are
32:14basically
32:15allowing that
32:16to happen,
32:17that is where
32:17the CTPS
32:18has to find
32:19a protocol
32:20to deal with
32:22things quickly
32:23and likewise
32:24have to
32:24not only
32:26clean outside,
32:27have to clean
32:28internally
32:28the CTPS
32:29to get rid
32:30of rogue officers.

37:32full or half pay.
37:33But, you know,
37:34there's also another side
37:35which is that
37:36if someone is charged,
37:37you must always remember
37:38there is a presumption
37:39of innocence
37:39until proven guilty.
37:41So, there's a lot of
37:42issues that can arise
37:44in that matter
37:45and I want to agree
37:46with you in terms of
37:47the developing
37:48of a protocol
37:48slash policy
37:49but it requires
37:50deep discussions
37:51perhaps out of the TTPS
37:53with probably other stakeholders.

41:12has pronounced thus far.
41:14But what I'll say

41:16to Trinidad and Tobago,
41:17when you have
41:18a state of emergency
41:19and it has clearly
41:23been expressed
41:25in many different contexts,
41:27there's a shift
41:28in terms of the
41:30normalcy.
41:31So,
41:32you know,
41:32this is no different
41:33in my respect for view
41:33because there are
41:34many different considerations.
41:36Those who may have
41:37gotten the opportunity
41:37to look at the proceedings
41:39or to maybe look
41:40at the newspaper,
41:41you will see
41:41different contemplations,
41:43different perspectives
41:44and most importantly
41:45there must be
41:45a proper balance
41:46that must be struck.
41:48But,
41:48again,
41:48we must recognize
41:49that we're in a state
41:50of emergency
41:50and,
41:51you know,
41:51you're going to have
41:52shift in what you
41:53or the citizen
41:54are accustomed to
41:55based on circumstances
41:57that is prevailing.
41:58But to give you
41:59a position,
41:59I do,
42:00you know,
42:00I'll have to,
42:01you know,
42:01hold a reserve position
42:03because it's still,
42:04you know,
42:04within the court's domain
42:06and I don't know
42:07wherever,

43:27that it's serious
43:28and it could lead
43:29to a lot more,
43:30you know,
43:31accidents that happen,
43:32people could get damaged
43:33for life,
43:33mentally,
43:34physically,
43:35so it's more about,
43:35you know,
43:36showing them the extent
43:37that the,
43:38you know,
43:38how fire can go now,
43:39making them understand
43:40how dangerous it is.
43:41You know,
43:41you talk about actions
43:42and the Prime Minister
43:44had recently spoken
43:45about some students
43:46could possibly face
43:47expulsion
43:48because of their
43:49violent conduct
43:50where you had an incident
43:51where somebody
43:52almost died
43:53and was beaten.
43:54What's your thoughts
43:55about that?
43:56Well,
43:56I don't mind
43:58if you expel a child,
43:59but to expel a child,
44:00you have to say something
44:01to put them
44:01because you remember
44:02he's still a child.

44:04a child out of school
44:05because they have
44:06a little violent tendency

45:39I know this is an area
45:40in relation to
45:41where our nation's schools
45:42and in the issue
45:43of youth delinquency
45:44and school violence
45:45or acts of criminality.
45:47I know the Honorable
45:47Prime Minister
45:48and you have mentioned
45:49it in the interview,
45:50placed a lot of emphasis
45:51and a lot of focus
45:52in this area,
45:53even the Commissioner
45:53of Police as well
45:54when he was appointed.
45:57And I think that we need
45:58to continue to look
45:59at this area
45:59and generate discussions
46:00in relation to this area.
46:02You know,
46:02we are seeing right now
46:03that there are strong
46:05armed strategies
46:06in relation to crime
46:07and criminality,
46:08you know,
46:09which is healthy.
46:09But this area
46:10in relation to our nation's
46:11schools cannot be left behind.
46:13It's a very important area.
46:15As a matter of fact,
46:16if we are not careful,
46:18this is,
46:18and I've described it like this,
46:19if we are not careful,
46:20that you don't want
46:21the school system,
46:22the education system,
46:23to be a breeding ground,
46:25to be the area
46:27for recruitment
46:28for those criminal gangs.
46:29So it's important
46:30for us to look at this
46:31in a 360,
46:32look at this in a focus way.
46:34And I'm certain
46:35that the decision makers,
46:36you know,
46:37are looking at it.
46:39But, you know,
46:40it's important for us
46:41to emphasize
46:43the stakeholders
46:44are within this particular area,
46:46the students,
46:47the parents,
46:48teachers,
46:49and principal.
46:49Very, very critical group.
46:51And, you know,
46:52there's a children's act
46:53that govern this area.
46:54And, you know,
46:54I'd like to see more use of that
46:56and probably a review
46:57of that as well
46:58to see where may be
47:00some of the gaps.
47:01Because, you know,
47:02last but not least,
47:03the question that you asked
47:04and whether we should be
47:05holding parents accountable.
47:07And, you know,
47:08you want to ensure
47:08that there's strong
47:09built-in mechanisms
47:10to ensure that parents
47:11are, in fact,
47:12held accountable
47:13in cases where
47:13they are neglecting
47:15their children,
47:15they are failing
47:16to supervise their children,
47:17they are failing
47:18to exercise care.
47:19And also, equally,
47:21that there must be
47:21a mechanism
47:22in which they can
47:23get the necessary
47:24intervention
47:25from state agencies
47:26or EMENGIOS
47:27to be able to assist
47:28that particular home
47:30and those children
47:31that may be
47:31in a state of vulnerability.

51:43been consistently

51:45by lawyers
51:46for years
51:47so is there
51:48anything
51:49on your radar
51:50that will trigger
51:51an investigation
51:52of a lawyer
51:53receiving funds
51:54or source of funds
51:55from nefarious
51:56persons
51:57who they may
51:57represent
51:58who we know
51:59are involved
51:59in illegal
51:59activity?
52:01Thirdly,
52:03is it TDPS?
52:04There's approximately
