03:13Welcome to our viewers across Trinidad and Tobago.
03:15And, of course, our global viewers and our brothers and sisters in the Isle of Grenada.
03:20It's a very wet Wednesday evening.
03:23And we want to, obviously, urge everyone on the nation's roadways to be extremely careful.
03:28We have reports of flooding in various parts along the east-west corridor.
03:33You're taking a quick look here at the eastern Maidwood in San Juan,
03:37where traffic is virtually moving very slowly with at least a foot of water there seen.
03:43And there were several other areas in and around the Portospine area that also experienced some severe flash flooding from the heavy rainfall.
03:54This is Woodbrook area here.
03:56You know, some of these drains not probably cleared properly.
04:01Saddle Road, Maraval, one of those areas that when there's a heavy set of rainfall, you know,
04:08that there's a waterway there on the side of the road that tends to overflow.
04:13You know, a lot of vehicles.
04:15This is Kokoreet area on the highway.
04:18And you can see there a lot of the vehicles are moving to the right lane because they want to avoid that floodwaters on the left lane.
04:26And look at Sackville Street.
04:28This vehicle there, obviously, is trying to traverse the waters because it's a bit higher than the vehicles.
04:35We have also in Tobago, Milford Road here near Kokoreef, which is in the Scarborough area.
04:41So certainly a lot of flooding and we are expected to have inclement weather tonight into tomorrow until 4 p.m.
04:50And then I understand on Friday there's another system moving in across Trinidad and Tobago that obviously we'll be, you know, taking a look at.
04:59And, of course, today with us, it's Legally Speaking Wednesdays, it's none other than Acting Sergeant Zaheer Ali from the Trinidad and Tobago Police Service.
05:10And at the end, you know, welcome and I hope you have a hot cup of tea for me.
05:14Well, Mark, you know, I wish I had that for you, unfortunately, because of the very busy schedule.
05:19You know, I couldn't provide you with that this afternoon, but I'm sure probably after the show, if you so desire, you know, we can have a belated.
05:26It's one of those days, you know, where the weather is very cold out there.
05:31Yeah, it is.
05:32But I want to thank you very much, Mark, for the way that you opened the show this afternoon in relation to identifying the need for caution, you know, on the nation's road.
05:41And, you know, I know that over the last couple of days, you know, you have been heavily focused on the issue of road traffic and road traffic accidents and other related matters.
05:51And, you know, this afternoon, you know, good evening to Trinidad and Tobago, good evening to Jackie, our family and members on Beyond the Tape, my colleagues in the law enforcement agencies.
06:00You know, I want to urge you and, you know, build on Mark's introduction that this is one of the evenings, or I should say yesterday and today and, you know, tomorrow, that we need to exercise due care and attention on the nation's road.
06:13You know, when you have heavy rainfall, it creates a great challenge in terms of how you are navigating, you know, on the roadway.
06:21You cannot see properly with the torrential rain and also when they are flooding on the nation's road.
06:27You know, you have to be very careful and circumspect in terms of how you are moving about.
06:31In some instances, Mark, it may be a situation where you have to probably, if the time permits, you may have to just, you know, hold until, you know, the water subside.
06:40But, again, I'm happy that you have, you know, created the urgency this afternoon in relation to the rainfall and, you know, from an aspect of life and property as well.
06:50I heard that you made mention of the notice extending to 4 p.m. tomorrow and then there's another system.
06:55Yes.
06:55So we know that the water table, for those who do geography, the water table definitely will be at a level that, you know, may not be able to take, you know, much more water.
07:08Saturated.
07:08That's right. And then the rivers, you know, they're probably approaching their capacity as well.
07:13And then looking at the currents and the tides and so forth, you know, so everything needs to be factored in.
07:19But, again, property, life, limb and how you exercise yourself on the nation's road is of critical importance in this afternoon.
07:25But good evening to Trinidad and Tobago.
07:27Yes. And you raise a valid point there just quickly.
07:29You know, we've seen, if we go back and look at some of the rising floodwaters around Port of Spain and, of course, along the East-West Corridor, there are some vehicles, of course, that cannot sustain trying to drive through water where it's a foot or even almost two feet in height.
07:47Because you're going to, obviously, you're going to put yourself in more expense by trying to get your low car or your car trying to go through two feet of water.
07:57And, you know, again, excellent point, Mark.
07:59And hence why I'm saying that in terms of property, and you have directed, you know, quite rightly in relation to vehicles.
08:04You know, I'm not an expert in terms of the mechanical aspects, but I've heard, you know, discussions where even the braking system, if water gets into that system, you know, you can fall into error.
08:13So, you know, just be very careful, be very cautious, and, you know, just obey, you know, the traffic and the way that the traffic is directed.
08:21And this is a classic example we just saw prior to this image here of this, and Sackville Street, this van is able to, but I see a man has stopped his vehicle and he's right there.
08:31And there's another car as well, kind of like on the borderline, trying maybe not to approach with trepidation because you're not sure that the water level, you don't know.
08:40You can't even tell sometimes if there are potholes, rather, where your vehicle will fall down into that, and then you get yourself in a bit of a bother.
08:48And that's a very significant matter, Mark, that when you've seen water, you're not seeing what's under, and perhaps, you know, road giveaway, and you are driving with the expectation that the road that you know is still there, but is not there.
09:01So, again, very, very high-risk situation, and, you know, we're asking Trinidad and Tobago and the motorists, pedestrians, please exercise the due care and attention in relation to this.
09:12And for the agencies, Mark, may I say as well, and the agencies that will be responsible, first respondents, you know, I'm asking you as well, you know, please ensure that you are available, should you need a rise, for any intervention or any assistance that may be required.
09:27And flooding is not the only concern. Of course, we had also a couple of landslides that would have occurred.
09:33There was one in the Arepo area, you know, eating into the roadways there.
09:39And, of course, if you're traversing that particular roadway, we ask you to exercise extreme caution because, obviously, you know, the earth is still moving.
09:49The soil is very saturated. Yes. And things will continue to move. Yes.
09:54And, of course, there was also on the Fort George Road, I understand, some trees collapsing within the last hour, blocking the pathway.
10:03And there's actually another landslip higher up on that Fort George Road that occurred last year that blocked the road for almost, I think, 12 hours.
10:12Unfortunately, if the authorities are listening, the Dago Martin Regional Corporation, I know that the trees are still being cleared.
10:18But that partial landslide from last year is still blocking half of that roadway.
10:25Yes. According to residents in the area, and they're asking, when is the authorities going to come and deal with that?
10:31It's been more than a year now. Yes. Almost a year. And there's a lot of rubble still on that roadway.
10:39Well, Mark, I'm happy that you are actually, you know, giving, you know, very clear notice to the authorities, you know, to be able to respond to that situation.
10:44But, you know, just to build on this particular moment, and I must identify it and probably make a call for others to follow suit.
10:52Yesterday, the Tobago Division, the Tobago Division would have taken a decision to send children home early.
10:58Yes.
10:58In light of the inclement weather. And I think that as a society, you know, as a national community, I think that when you are seeing developments like these, you know,
11:05do not hesitate to take decisions to be able to preserve life limb, because we might be seeing flooding today, Mark.
11:11But, you know, waking up tomorrow, it's a working day. Persons have to go to work, they have to go to school, and other commitments.
11:18I think that we need to be assessing the situation quickly so that we are trying to prevent any eventuality.
11:23So that early decision-making, like what happened in Tobago, I must recognize it, because this is where, when we are looking at disaster, natural disasters,
11:31it's important for us to be making very decisive and timely decisions to protect the citizenry of Trinidad and Tobago and their properties.
11:38Well said. And I know we, I don't want to eat into too much of this discussion.
11:42Yes.
11:42We had the order paper coming out earlier today, the House of Representatives, of course, to lay a motion, I believe, on Friday,
11:52where there has been a nominee for the post of Commissioner of Police, Mr. Alistair Guevara, Senior Superintendent of the Special Brands,
12:01and also Deputy Commissioner of Police, Wayne Meister, is also a nominee for that particular position. Just your thoughts.
12:10Well, Mark, you know, just one correction.
12:12Mr. Meister, Assistant Commissioner, has been nominated to act in the position of Deputy Commissioner of Police.
12:18Yes.
12:19But, you know, you are quite right that it's on public record.
12:22And, you know, all I'll say is that, you know, we just observe due process.
12:28You know, this is a very sensitive matter, and especially where I sit, you know, I want to be very careful in terms of how I come in.
12:33But, you know, due process has to take its course so that we are going through that process.
12:37So on Friday, you know, we see what happens.
12:39That's what, you know, I wish every candidate, you know, the best as we move forward to ensure that we have the best leadership in Trinidad and Tobago Police Service.

12:48Let's take a look now at our headlines.

13:18Some of the headlines within the last 24 hours, and we've been talking about road conditions, we've been talking about caution on the roadways, and it seems that that Salomon Hoechoy Highway seems to be very prone to accidents in the last couple of weeks.
13:33Yes.
13:33Some people losing their lives, and we actually had an incident there this morning near the Coover Children's Hospital along the Salomon Hoechoy Highway, where a taxi veered off the roadway between the two lanes.
13:47Luckily, it doesn't look like anybody was hurt badly, and he ended up in the middle lane.
13:53And then there was also an incident this morning where an army truck overturned near the Coover Hospital.
14:02There it is on its side, and we are hoping that the personnel, the military personnel that was in that vehicle, we understand two were injured, but we're hoping that they have a full recovery from this incident.
14:15And, of course, you see the roadways are wet, look at the overcast skies, and we are asking every and anyone, whether you are a law enforcement or a normal civilian, to please take your time on the nation's roadways and reach home safely this afternoon.
14:33Mark, you have opened the door for me this afternoon.
14:35I made up, I'll give an undertaking on the last occasion to deal with this issue of road traffic.
14:39Mark, you know, in an aggressive way.
14:43And it's also, you know, premised on the fact that, you know, there was a call to review the demerit point system.
14:49Some persons may have called that it's too harsh, you know, some call for review and so forth.
14:54But before I actually deal with this issue for the remainder of this program, you know, can we just pause this video?
15:01Just go back a little bit.
15:02Producer, if you can just go back.
15:04All right, just stop right there.
15:05Let's notice something on this road, and this is without prejudice to any authority that is responsible, any engineer.
15:11I know we are going with this.
15:12Right?
15:12If you look at how this road is designed, look at where this solid white line, and look at where the roadway, very, very close to the grass.
15:25And we know that if you hit, when tires hit those kind of service, you can easily lose control of the vehicle.
15:31No, I'm not going into speed and that sort of thing.
15:33I'm just looking at the road in this particular context.
15:38So these are things, in my respective view, from an engineering context, Mark.
15:41We need to pay attention to these things.
15:43This is, in my view, a high risk.
15:46And, you know, any slight deviation, you could end up in a situation like this driver here.
15:52Going beyond that, it will take us now to the competent and careful drivers.
15:55Mark, I saw, you know, and it was brought to my attention, you all would have been showing a video with a Ferrari, I think it was, you know, on that particular road.
16:05And, you know, that trouble me.
16:07And, you know, to conjure what I've just observed in terms of the engineering aspect of things, the speed and the other breaches of the Road Traffic Act is of critical importance.
16:19And I was going to be very strong this afternoon.
16:21While someone or some person have argued, okay, we have a demure point system.
16:25There it is.
16:26And this really, really troubled me, Mark.
16:30248 kilometers per hour.
16:31Can you imagine that?
16:33And I am going to make a plea this afternoon.
16:36My colleagues may have done it.
16:37I'm going to do it again this afternoon.
16:39Persons with information with reference to this.
16:43I'm asking you all to provide that information ASAP.
16:47This is something that we are not going to condone.
16:50Yes.
16:50Right?
16:51This is something that we are not going to condone.
16:53This is a perfect case of driving dangerously.
16:57And there is foreseeable, if not injury, but death for any contact that this vehicle may come into.
17:04So, I'm asking the members of the public again this afternoon, if they already haven't provided the information or know where we can identify and find this particular driver and the vehicle.
17:14You know, I'm asking you all to do that this afternoon.
17:15But, Mark, back to the issue of the road traffic.
17:18You know, we were speaking about the demure point system.
17:21This is a case here, and I'm going to use this example.
17:26Driving beyond the speed limit.
17:28Way beyond.
17:29That in itself creates, under the law, a breach for driving beyond the speed limit, which carries what?
17:35A demure point system, which is, if I was mistaken, either six points or something like that.
17:40Right?
17:40If I did mistake on.
17:41But the point I'm making to you is that could you imagine that you have a demure point system, but that one contravention could have led to a death.
17:49So, I want Trinidad and Tobago to be very circumspect and mature when we are looking at speaking about a particular system that exists where the demure point system may be harsh because a person may lose their driver's permit or it may be suspended and so forth.
18:04But one act, like we are seeing there, can be all that it requires to cause death or deaths on a nation road.
18:12So, I just want to use that as an example this morning.
18:14So, it's not a situation that you're going to be accumulating points and then you're looking for a suspension of your license.
18:19Immediately, one contravention, high speed, improperly overtaken on your left, improperly overtaken on your right.
18:27These are things that can land you immediately into deaths.
18:30So, I say that to say this.
18:34In addition to the demure point system, what I would like to see, and I'm going to make a strong call this afternoon for the legislators to make an arrestable offense for a person who are driving dangerous on the nation roads or driving without due care of attention.
18:46Whether you're improperly overtaken, whether you are properly overtaken on your right, whether you're driving at high speed, create a power of arrest so there's no issue with fixed penalty notice anymore.
18:56Let the drivers recognize that you can be arrested, you can be placed in a cell, a normal interview, and then you are taken to court.
19:03And this is when you don't need 14 points or 10 points for suspension of your license now.
19:08Right there and then when you are convicted, your license can be brought into the view of the court as to whether there's a permanent disqualification or whether there's a disqualification for 15 years or whatever the court may want to offer.
19:21But I think that we need to deal with this now beyond this fixed penalty notice and create a power of arrest so that when the CCTV system seeing a vehicle like that going down the highway at a high rate of speed,
19:32this is not a fixed penalty notice for $3,000 or $2,000, this is an arrestable offense where your freedom of movement, your right to liberty, sorry, your freedom of movement will be deprived and you'll be taken before a court of law.
19:47This is the approach, Mark, that we need because it's really, it's overbearing and it is very sad to see law-abiding citizens, and I'm very passionate about this,
19:57where a family is going about their business lawfully, they may have children in the vehicle, or we are on the roads every single day, and some persons have no care for persons who are using the road.
20:08I think that the law has to be applied to them, and I want to echo the call of the Honourable Prime Minister, where it appears in the recent times that we are using the rule of law to ensure that we correct the behaviour and conduct in Trinidad and Tobago.
20:21Well, certainly we are, and we hope on your urging, somebody will call even during this programme and offer us some information, even if you have to leave their number off air, about that particular incident involving that Ferrari vehicle,
20:36and I know there's not a lot of those Ferraris in Trinidad and Tobago.

22:41And I know this particular video is captured yesterday about a particular ship leaning to its side.
22:52Now, it was first thought or believed that it was allegedly oil was leaking from this vessel, which turned out to be not the case.
23:00I understand that there was some destabilisation of the vessel based on cargo it was carrying.
23:09And today, luckily, they were able to get the vessel destabilised.
23:13And I actually knew somebody who was kind of familiar with the runnings of the vessel, who told me that the vessel was leaving Trinidad Waters to go to St. Vincent and the Grenadines.
23:24And apparently, during that journey, before it could leave the waters of Trinidad and Tobago, apparently the vessel had difficulty, of course, shifting to one side because of, I think, some kind of heavy cargo moving, causing the ship to tilt.
23:41And, obviously, now it has been stabilised.
23:45Well, I'm happy to hear that news, Mark.
23:47You know, when you're speaking about maritime issues and maritime assets, you know, it's a very high risk and, you know, very expensive exercise.
23:54You know, and I'm happy to know that, you know, they were able to destabilise and all is well, you know, based on your reporting.
24:00But, again, it just shows, Mark, that even from a maritime context, the level of risk that is associated when you are moving, whether it be goods and goods.
24:12Or in people, as the case may be, you know, when you're on the waters, you know, very, very, very high risk and, you know, caution must be applied at all times.
24:21I'm happy to hear the good news of the days that have been stabilised and, you know, they'll be able to continue along the path.
24:27But, Mark, just to go back quickly on...

24:46Two issues I want to bring to your attention.
24:49The first one, I am pleased, but I want to be happy with the selection of a police commissioner.
25:01And why am I saying that?
25:03Why am I pleased?
25:04I have been counting my expectations of what has happened and what I've seen with the current leadership of the police service.
25:17And I've said it many a times.
25:19A high percentage, over 80% of them have questions to answer.
25:24The new nominee, Alistair, I would like to know a little more about him, because I've gone through the police report and his name hasn't come up, so I've kicked off on it.
25:41I've gone through a number of articles, and I haven't seen him with any sort of questionable act that a judge has to pronounce on.
25:50So, through you, Mr. Sergeant, I would like him to be on the program, because I have a vested interest.
25:57I want to make sure what the prime minister wants, in six-month time, that the TTPPS contributes to it.
26:05So, I would like him to be on the program, so I could access him outside the information, because Parliament had missed it before.
26:14Police Service Commissioner had missed it before in choosing a good person, a person who has shown me that he has the leadership skill to transform the police service.
26:24Now, the second issue, we're focusing on accidents, and I want to pass on some knowledge so people can understand.
26:37There are a number of variables that impact an accident and death on the road, and it's common sense.
26:45If somebody sits down, and they basically identify the numerous amount of variables, and optimize the variables such that it will reduce crime.
27:00It's just a mathematical equation, you know.
27:02What you're putting, you'll get out.
27:04And some of the variables, for example, the physical ones are road markings, lighting, condition of the vehicles, you name it, the effectiveness of the police service.
27:20For example, when I drove on the 12 o'clock in the night, about three days ago, to go to Paris, Spain, and come back, and the rain was falling.
27:29And instead of driving 50 kilometers, I had to come down to TTI, because my wife was in the country, so we're driving, so I say, I want to see where the line is,
27:42because a lot of those things have no white lines, the barriers, for example, are not painted sufficiently, they are concrete.
27:51In the night, if you don't have high beam, you could run into these things, so there's a lot of things.
27:56And plus, don't forget the human aspect is a variable that impact on why we're having road accidents.
28:05So go on, have a nice evening.
28:07All right, caller, I know it's pretty much, I think you should take the second one.

28:14Mark, the second one was, you know, just building on, you know, our submissions, where we identify the pathway and the road, you know, limited space, you know, on the shoulder.
28:22And, you know, the caller just went into lighting infrastructure and that sort of thing.
28:26So, caller, thank you very much for building, you know, and what we should be focusing on if we are really looking to prevent road traffic accidents.
28:32But, you know, Mark, the point I was going to make before, or just to reinforce the point, you know,
28:37that moving away from fixed penalty notices for driving without due care and attention and dangerous driving, I'm very, very strong on that.
28:44Because we have to find a deterrent.
28:47And we have to ensure that this is not a situation where a person may be in a position to pay.
28:51Yeah.
28:52So, money may not be an issue, but what may be an issue is your right to liberty and your right to freedom of movement going before a court of Trinidad and Tobago
28:59to answer for any driving without due care and attention and dangerous driving, at least, you know, to strengthen the law.
29:05So, my call, basically, is to strengthen the law as it relates to dealing with road traffic accidents.
29:11So, while the merit point system may have had its impact, it may have had its usefulness, I'm looking at building on that as we go forward.
29:20But, again, on the first point, with reference to the nominees, Mark, you know, I've heard a call in the past where a person made a recommendation for looking at a reform of the process
29:31to at least have the persons appear, you know, before a joint select committee or to even appear before members of the public
29:39so that questions could be asked and you could actually see the person live, you know, before you actually confirm them in a position.
29:45Because, you know, let's go back to understand that when you are picking a police commissioner,
29:51you are picking a police commissioner to protect and serve who? The members of the public.
29:55And when we have a parliament looking to debate and appoint, really what they are doing is acting on behalf of the citizens of Trinidad and Tobago.
30:01So, again, a very interesting call by the caller with reference to knowing the persons, debating the persons,
30:08and getting more information in advance. I think it's a healthy call.
30:11And caller, just before we go to the break, obviously, Mr. Guevara actually spent most of his service in special grants.
30:19So, he would obviously be behind the scenes, but that does not mean to say that he hasn't contributed a whole lot
30:25in terms of intelligence gathering and other units he would have worked moving his way up from the constable rank
30:32to senior superintendent now. And he did say when I reached out to him that he would not comment
30:38until the parliamentary process is completed. All right, we're going to take a short break

33:54We're going to quickly go to Voice of the People in Arima.
33:57I'm your host, Mark Busson.
34:27What is your biggest concerns about crime in this country?
34:30Biggest concern about crime?
34:34My biggest concern about crime is what is the thing to stop by.
34:38By the end of the day, like I say, a little more policing on the streets, especially at night.
34:44Yeah, and my partner now say they bring back certain things to police and I'm going to show the interest too.
34:53But most of them are showing the interest, so it's like everybody that's on the streets don't care.
34:57But people don't understand now because everybody that's care about themselves.
35:02True.
35:04Compared to Lasse, would you say crime is a lessening or a growing problem in Trinidad, don't tell you?
35:09Well, it's growing, it's growing.
35:11I don't want to blame the government.
35:13I don't want to do anything like that.
35:13But it's growing due to the fact that price is raising.
35:16Everything that's getting expensive.
35:18So, you know, the crime is getting a little higher because when he doesn't come, as I say, the Venezuelans come and take work.
35:27But like Shepard, if a boy want to work, he can work by the end of the day.
35:30But it does get high.
35:34Yeah.
35:34It's over high right now.
35:37How has crime affected your daily life?
35:39Well, um, coming out in the nighttime, staying home, you know, it affects a little bit because when your daughter goes out, you have to worry more.
35:54You have to be calling every minute, every hour to make sure she's good.
35:57You have to be sane a little more than ever in her way.
36:00So, it's affecting me by I not getting to do what I want to do, you have to go out with families, you have to, you know, it's going to be sane.
36:09But the death gets different, so it's affecting a lot of people.
36:12People are afraid to go outside.
36:14Neighborhoods watch out kind of thing, you don't even have that again.
36:17You understand?
36:17So, people are scared.
36:19So, do you feel safer at home?
36:22Generally, yeah.
36:24Generally, yeah.
36:26I feel safer at home.
36:29Because nobody knows you're wrong with nothing like that too.
36:32You understand?
36:33Right.
36:33Everything?
36:34Right.
36:37Yeah.
36:39Have you changed the way you do things to avoid potentially dangerous situations?
36:43Yes.
36:45And what are some of those things?
36:47Well, you know, sometimes I grew up in a regular lima now.
36:50I don't want to see a block, but you're lima in front.
36:53You know, you have a certain man who's doing things and what's ever.
36:56So, I pull myself square from now because I'm a chanter man and I don't want to be on this block life and what's ever and things.
37:02So, yeah, I pull myself away from now.
37:05And friends, distance a little more.
37:07Interesting points there.
37:12And I think one of the things that resonate there, Sarge, is that you talked about, you know, you have young teenage children.
37:22Yes.
37:22They're going out in the afternoons or in the night and weekends and you're a little bit worried because, you know, the state now, you want to always be checking in with them.
37:32Well, definitely, Mark.
37:32Very, very sensitive when you're speaking about children and, you know, young children.
37:36But, you know, that word that the citizen use in terms of affecting rights, movement, very important.
37:47And the next important indicator is that he has clearly established and for the young people, he has removed himself from being on the block or being in the company of persons who may be involved in illegal activities.
37:58So, again, it would have demonstrated that level of self-control.
38:03So that, you know, for the youths who are listening, for the citizens who are listening, it is not difficult for you to exercise, to protect and preserve yourself and your family.
38:12So that, excellent points.
38:15And you see, you found him in a place where he's offering a service to the community.
38:20So he has an important role to play and it's also demonstrating that he can make a lawful dollar.
38:25Yeah.
38:25Right?
38:25So, Mark, again, I always enjoy these interviews because, you know, it brings different perspectives.
38:31And, you know, I'm hoping, I always say, I hope that the decision makers are listening to know how crime and criminality is impacting the rights, the fundamental rights of citizens in Trinidad and Tobago.
38:41But, again, excellent in terms of the voice of the people.
38:45What I like to do, you know, you find people in the element.
38:48Yes.
38:48You know, and he was in his element and so on.
38:52And, you know, all people from all walks of life to understand how they are affected.
38:57And, you know, a doubles vendor is a very, you know, popular person across the country.
39:02Yes.
39:03And, you know, you get a lot of, you listen to a lot of perspectives because while I was there, there were other persons chiming in on the sideline.
39:10Yes.
39:10About the questions that I was asking.
39:12Yes.
39:12And so it's like an area like a barbershop, even, where you get a lot of conversations from persons.
39:19Yeah, most certainly.
39:20And just to go back to the point in terms of where he's offering a service.
39:23Could you imagine that individual, God forbid, is not there anymore?
39:26It means persons who may have had, what, a relationship through that service.
39:30That person is not there to offer that service anymore.
39:32The country suffers that loss.
39:35So it's important to understand that every single person, every single stakeholder will have a contribution.
39:41They're making a contribution to the overall societal efforts.
39:44So it's important for listening to, as you rightly said, to different perspectives and different persons to understand how crime and criminality is impacting that particular individual or that particular group or in a particular geographical area.
39:56All geared towards Mark, importantly here, to shape a response to whatever challenges that those persons are facing.
40:04Because you're one person to be able to go and patronize that doubles vendor on a frequent basis.
40:09They mustn't be hesitant to be able to do that.
40:12You know, so again, excellent.
40:13And I look forward to seeing and listening to, you know, many more.

44:14I just went out for half an hour to get my dinner.
44:18That's not why I'm calling.
44:20But would you believe in this dark of night rainfall in,
44:25people are driving not even with park lights?
44:29I almost hit somebody by QRC roundabout.
44:32A dark old car, not even park lights, officer, and Mr. Presenter.
44:36Why put other people in danger if you don't want to burn your battery?
44:42Learn about the motor car.
44:44When the engine is running, the battery is charging, but they don't notice.
44:49And until examples are set, you will believe me.
44:52You have to call me a liar, sir.
44:54Please call me a liar on the air.
44:56Because no lights, nothing more park lights.
44:59That's my contribution to the nation, sir.
45:04Thank you so much, Mr. Elias.
45:06And that is crazy because I've seen that in the nighttime driving.
45:10And then a vehicle appears in front of you.
45:12There's no brake light.
45:15There's nothing.
45:15There's no lights even in the front sometimes.
45:18Well, Mark, again, you know, thanks to the caller for, you know, making that observation.
45:22And, you know, these are the things, Mark, that, you know, to add to a previous caller, that contributes to road traffic accidents and even deaths.
45:29Because, you know, the condition of a vehicle and, you know, the inspection of a vehicle to ensure that all these operators are working, there's a reason for it.
45:39So, like, a situation like this where it becomes dark, there's a reason why you want your park lights, you want your hazard lights, and so forth.
45:44So, you know, it's very disturbing to hear what the caller has just reported.
45:48But for those who are listening to us, Mark, may I take this opportunity and, you know, advise the citizenry of Trinidad and Tobago again.
45:56When I use the word to drive with due care and attention, it is a very, very wide term.
46:03Due care and attention means that you're observing in its totality, Mark, the road traffic laws and regulations,
46:10which will include, in a case like this, where the lighting has now fallen, that you need to know what.
46:17Use your apparatus, your devices within your car to be able to ensure that you are visible to other road users.
46:25So, please, due care and attention is extremely important.

46:36Good evening to you.
46:36Hi, I have a quick comment in reference to persons begging on the road with children.
46:45Is there anything being done about it?
46:48There are, like, entire families in Price Plaza and Shogunna's area actually, they are begging with the children.
46:56And yesterday it was really heart-wrenching because it was pouring rain.
47:00And the gentleman came up to my car with the umbrella and I think both the kids are under, they look like under four.
47:07I wouldn't even go as far as say five.
47:09And another time, sun blazing, somebody actually brought up his own cardboard for them to put over their head.
47:16And it's happening at numerous malls around the country and it seems like no one, you know, is doing anything about it.
47:23So, I'd like to know what, you know, what's the plan about that?
47:26Are we doing anything to get, especially these young children on the street begging all day into evening?
47:34Thank you very much, Kola.
47:36Mark, I've heard this.
47:37I've seen it as well.
47:38Yeah, some time ago in relation to the reports of children who may be on the nation's road.
47:43And, you know, without actually, you know, directing a particular contravention or a particular offense.
47:50Mark, they're simply asking whether the situation that that caller has explained, whether it places that child in any harm or likely to place that child in harm.
48:00That's a question that we need to answer.
48:01And you'll realize that if we are answering those questions, you will be led into a direction of whether, in fact, the parents are in neglect or committing criminal offenses or even in some cases.
48:12And I know that we are probably close, I think, to more if I did mistaken, Mark.
48:15We are looking at the international observance of actions against child labor.
48:24Right.
48:25Right.
48:25And that is an important observation.
48:28So even in that situation, if you look at it carefully, you may even see children being exploited with reference to generating that benefit that is required for the adults.
48:37So, again, let me assure the citizenry of Trinidad and Tobago that I will take it to the necessary stakeholders.
48:45And stakeholders, in this case, will be the Child Protection Unit, the Children's Authority, to ensure that they have a look and see what's happening to cause an intervention.

48:58I'm calling to make some comments, one based on what the Mighty Trinity said a while ago.
49:04And I want to say this.
49:05I am 71 years of age, so I am speaking from what I have observed through my life.
49:12And, you know, I always wonder all the debates I hear in this country about any issue, whether it be road traffic, whatever it is.
49:20We always talk a lot, but we fail to accept and be honest with one simple thing.
49:28We have had a problem with enforcement of roads since independence.
49:33That is 75% of our problems.
49:37I have been, I am fairly regular on the highway.
49:44Okay, so it's a rule that highway.
49:45The highway is poly-lit in many areas, as, as, as, as a gentleman said before, white lines
49:53are not maintained, all right?
49:55I read a letter to this express a gentleman talking about people breaking the light by Piyako
50:00Junction, which is something I see regularly.
50:03The other thing with that junction is poly-lit.
50:07Opposite on, on, on, on the Golden Grove Road.
50:11The Golden Grove Road is, it's, it's poly-maintained.
50:14I mean, very dark areas, white lines, I mean, I drive on that road fairly often, I am wondering how come there are not more accidents or accidents on that road.
50:24It's, it's ridiculous.
50:25So when, when I hear people talking about the, the, the, the merit point, which, if you move that, the merit point did very little to change our habits, if any at all, because we have had a history of not important laws.
50:42I see on that highway, people driving off like, regularly, I live on a main road, and I see people off like, regularly, this is something I didn't used to see as a little boy.
50:52So I don't know what is going on in this country, but I'll tell you this, I always hear people say, well, the police can't be everywhere.
50:57Well, I agree, they can't be everywhere, but they should be somewhere.
50:59Yeah, because I, I, every now and again, I hear people speak about the highway patrols.
51:03I don't see vehicles on the highway regularly, my highway patrols.
51:08So I don't understand what's going on in this country.
51:09We, we like to talk a lot, but we don't really deal with the issue.
51:14Law enforcement in this country is a serious problem and has to deal with it.

55:20You know, Mark, that's a very, it may sound humorous, but that may be an option, you know, at this present point in time.
55:28But, you know, just to, you know, wrap it up on my end, Mark, to the caller quickly.
55:32Caller, I couldn't but agree with you in relation to enforcement.
55:35And I know the Honorable Minister of Homeland Security, some time ago, emphasized to the police officers that we want you to be here, there, and everywhere, but enforcement.
55:45So I want to agree with you, and, you know, thanks for emphasizing that point.
55:48Mark, this afternoon, I just want to close by leaving with the citizenry and hopefully with the decision makers.
55:55My simple call is strengthening the laws regarding the roadways of Trinidad and Tobago.
56:01So, yes, we have an incremental system, but let us look at decisive intervention in, for example, like the power of arrests that I spoke about in those circumstances.
56:11You know, so, and I want to leave that, you know, very strong this afternoon.
56:14But, you know, on a softer note, you know, in light of what's happening, you know, to the parents and guardians, please supervise your children properly in relation to this particular situation.
56:26These conditions, you don't want children to be playing, you know, in areas where it's flood prone.
56:32We have seen, Mark, in the past where floodwaters will take you and carry you and don't bring you back.
56:36So, you know, parents, I'm asking you, be responsible.
56:38Make sure and keep your children inside.
56:40And you yourself exercise the necessary caution because, as I said before, do not take these natural disasters.
56:47In this case, flooding is something that is, you know, take it light.
56:51There's a high risk.
56:53And, you know, we see animals, Mark, very dangerous animals can be coming and flowing around.
56:56So, just be careful.
56:58But Trinidad and Tobago and to the authorities, before I forget.
57:01Yeah.
57:01You know, the authorities, all I'm certain, should be ignited to render any care from a stakeholder's context.
57:10So, Mark, as always, it's a pleasure.
