03:07It's certainly a very wet Wednesday evening, and there have been a lot of traffic and flooding reported across the east-west corridor
03:16that has led to a lot of good luck and so on.
03:19So we urge you to remain safe on the nation's roadways as you get to your homes after leaving your workplaces.
03:26And you would see some of the gloomy weather here and an indication, of course, you know, anytime rain falls.
03:33And, of course, that heavy Dung Port that fell for almost 45 minutes in Dung Tung Port of Spain and environments
03:40caused some serious traffic across the in and around the Port of Spain area and some areas that suffered flash flooding.
03:49Well, it's the middle of the week. It's Legally Speaking Wednesdays.
03:52And with us today is none other than Acting Sergeant Zaheer Ali, Tenient Law of the Trinidad and Tobago Police Service.

04:01You know, Mark, when you spoke about the woman's CPL, you know, I think that we may be adopting a similar process here this afternoon
04:09in terms of adopting a T20 approach in terms of the abbreviated time.
04:12But, you know, it's a pleasure to be here as always, Mark.
04:14And I'm happy that you signal early to the motorists and even the persons who are in a pedestrian format, you know,
04:23to exercise caution with the sudden downpour on the gridlock traffic.
04:27You know, I'm happy that you signal that immediately, and I want to endorse that as well.
04:31Immediately.
04:32But good evening to, you know, the family members on Bionni Tepe, Jackie and others,
04:38my colleagues in the law enforcement agencies, the citizens of Trinidad and Tobago,
04:44and those who are viewing and listening out of the jurisdiction.
04:46You know, good evening to you as well.
04:47I hope that, you know, both Mark and I and TB6 is meeting you in a state of comfort, you know,
04:53despite, you know, the heavy downpour and despite all that is happening in Trinidad and Tobago.
04:58So, you know, Mark, you know, I continue to be engaged and approach by members of our beloved Trinidad and Tobago.
05:07And just yesterday I had the opportunity to visit the licensing authority on professional business.
05:13You know, and whilst they're, you know, waiting to be served by the officials of the licensing office,
05:20you know, the citizens who are there doing business as well, you know, again, they came up and they continue to express,
05:28you know, a lot of positive feedback.
05:30You know, and it's important for me to make mention of this every time I come on this platform,
05:35not only to recognize those persons who may be listening to the program,
05:38but to demonstrate that, you know, the Be On The Tape program is, in fact, reaching and reaching very far.
05:44You know, so I want to, you know, say to those persons, you know, who provided kind feedback
05:49and, like always, other persons who are engaging the Be On The Tape family,
05:53and by extension, recognizing the partnership between TV6 and the Trinidad and Tobago police service.
06:00You know, I want to thank you all very much, and I hope that we continue to build that relationship.
06:04But as always, Mark, it's a pleasure to be here, and I'll see how best I can assist you as we move forward.
06:08Yeah, yeah, certainly. I want to thank all those viewers, of course,
06:10and I had a couple of people that also approached me on the weekend, some avid viewers,
06:15and we really want to thank you for your input, your calls, et cetera,
06:19and as you said, this partnership between the community and police,
06:22and, of course, that segway we provide here so that they can interact with the police is extremely important.
06:29Yeah, yeah, very important, and while I'm not at liberty, you know, to speak in the way that I want to speak
06:33in relation to the deep impact, you know, it is, in fact, generating a lot of success, and I'll leave it there.
06:41This program is generating a lot of success, and those who are listening will know what I'm speaking about,
06:46and I ask and I urge you all to continue to use this platform.
06:50You know, I read on the papers a couple of hours ago, this term, participatory democracy,
06:58if we really study that term, what we are doing here, providing an opportunity to engage with the citizens of Trinidad and Tobago
07:05as a public sector from the TTPS, and as a member of the media, you know, and speaking about public issues,
07:11you know, topical issues, you know, that is a flavor of the participatory democracy that we are speaking about,
07:17and we know that there's a lot of topical issues, you know, one being the, I know that we are in the week where school opened on Monday,
07:24and there was a very, very big development, and, you know, I'll share a perspective in a short while, Mark,
07:28but, you know, this is the avenue for, you know, to get involved, get involved in relation to shaping your society,
07:35shaping your country to ensure that all of us enjoy the prosperity.
07:38All right, well, we will definitely talk about that a little later.
07:42Let's quickly go to our first video.
07:44This was caught on camera along the Beatham Highway yesterday.
07:48Allegedly, a pedestrian was struck by a vehicle, and, you know, we always, you know,
07:54that area and other areas along certain areas and highways, sorry,
07:59you know, you always have persons attempting to cross in those areas with vehicles coming down or speeding down the highway or driving down the highway, rather,
08:09and sometimes you yourself, I'm sure, would have encountered a pedestrian standing in the middle of the culvert
08:15and running across at the first opportunity.
08:18Sometimes you might have to, like, touch on your brakes just to slow down to ensure that you don't strike somebody.
08:25Well, yeah, definitely, Mark, you know, we have seen that, you know, numerous times, and, you know,
08:30it, you know, it calls for that self-responsibility, you know, do not take chances,
08:36especially on the nation road, do not take chances, because, you know,
08:39sometimes you do not know the speed that a vehicle is traveling, and you may try to be working out that you probably could get through safely,
08:47but you do not know what you may encounter, you know, you may slip,
08:51there may be things that you didn't foresee, and, you know, to ground it all.
08:55So, if there's proper provisions for you, for example, a walkover, or maybe a stoplight that you can, you know,
09:03wait until the traffic stops, you know, let us be responsible.
09:07So, yes, I agree with you, and just as we speak about motorists, I always talk about the pedestrian as well.
09:13It's important, Mark, because, you know, without going too deep, you know,
09:16actions on either party can contribute to accidents and fatal accidents, as the case may be.
09:23So, I guess, unfortunate, and I hope that who, that individual that was lying in the road, I hope,
09:28I do not know these circumstances, but I hope that, you know, he or she as well will receive any necessary treatment as we speak.

10:26Dangerous drug sees thus far, 224,104.38 grams of marijuana, 7,127.63 grams of cocaine,

10:39Well, Mark, very, very, very simple response to that, those statistics,
10:47and it's, you know, will be built on what I said earlier.
10:51This program, I've highlighted the statistics to give an update in relation to the state of emergency,
10:57and to also give persons an opportunity to comment.
10:59But this program, the citizens who engage this program, whether directly, indirectly, or otherwise,
11:08their contributions forms part of the statistics in terms of the success.
11:12So, to the citizens of Trinidad and Tobago, this or these statistics also belongs to you.
11:18And we hope that we can continue to build, you know, expeditiously to ensure that there is safety and security in Trinidad and Tobago.

14:22I'm your host, Mark Bussan, of course, joined today by Acting Satchin Zahiri, Alia Tiniat-Law, with the Trinidad and Tobago Police Service.
14:29We want to remind you of the numbers to call, 623-1711, extensions 1996 and 1997.
14:36We have a very short window of opportunity today, of course.
14:40And I know that you wanted to make some pronouncements on the police officers within our schools across Trinidad and Tobago.
14:47Yes, Mark, you know, several stakeholders would have engaged me in terms of our perspective, and I think it was important, you know, to share the perspective.
14:54You know, very brief.
14:55You know, Mark, I must, at the early point, you know, indicate that this direct intervention, you know, by the state, you know, the partnership between the Ministry of Education and the Ministry of Homeland Security in particular, a welcome step.
15:15And I say a welcome step in the context where this is not an individual response.
15:21This is the state executing its responsibility and the duty of care for the stakeholders who engage the education sector.
15:28And I think that we need to be mature to absorb this, that particular point in terms of that direct intervention.
15:34And, you know, to build on that, you know, our principals in the various schools who have cried out for support and intervention, under that ministry and legally speaking, under that education act, the principals have the responsibility for safety and security and discipline of the school.
15:54So I think that with the direct intervention, it will assist the principals or should be assisting the principals and their staff to enforce safety and security and discipline because now you have the additional support.
16:08Interestingly here, Mark, where you may have waited for a police station or patrol to respond if there is any incidents, you have on board in the presence of all stakeholders, the police officers are selling that support.
16:21So I think that it's actually limiting the space or reducing the response time.
16:28And I think that ought to be commended.
16:29But like anything else, Mark, it's important for us to also appreciate that we have seen that this issue have attracted many different stakeholders, many different associations.
16:39And, you know, I was excited to see not only the healthy participatory democracy and discussions on the topic, but what was interesting is to see that the best interest of the child is topical.
16:50And if you look at the best interest of the child, the persons are taking it from different perspectives.
16:56So I want to urge, you know, respectfully, you know, from the various hats that I wear to urge Trinidad and Tobago to view this intervention in a mature and with mature lens and understanding.
17:07And, you know, I'll close by indicating that just as the law enforcement agencies have taken that step with the Ministry of Education, and I was just reflecting, Mark, before I came on the program, someone sent me three articles.
17:19And I was moved by it because it brought back a lot of memories.
17:23I became emotional as well.
17:24That sometime in 2013, you know, I established a non-governmental organization, non-profit, and a similar approach in terms of bringing different stakeholders.
17:35At that time, I recall bringing the police service, bringing the psychologists, the psychiatrists, the sporting icons to make that intervention.
17:45So the reason why I'm actually saying this is that my call will be, Mark, for us to build on that intervention and ensure that we, you know, and I just want to use this term, building youth awareness with reference to what conduct is expected of them,
18:01and to ensure that they all understand why we are doing what we are doing, or what may have caused the intervention by the police.
18:09But, you know, Trinidad and Tobago, the school, I've always said, forms a very important, it's like the heart of any community.
18:17So, you know, I just want to urge every stakeholder to, you know, to continue to play their role, and, you know, I salute the response from the state with reference to this matter.

18:36Sergeant Ali, I want to commend the TTPS, and I want to jump on the bandwagon of the CBA, Criminal Bar Association,
18:47that has endorsed the actions of the police service with respect to deadly force like TTPS against criminals.
19:00I believe I'm seeing light at the end of the tunnel with respect to how the police service has performed during the last couple of months.
19:12More importantly, I believe it is a win-win for TTPS with the new commission of police.
19:20But I believe the police service commissioners is tying their hands with respect to disciplining errant officers.
19:31There are senior officers who are in the process of being investigated, and the actions coming out of the police service commission is varied, and I believe not supporting the police commission.
19:46And I'm asking publicly, it is time to replace the current police service commissioner, and I'm talking about the investigation of a senior police officer twice.

23:04slash 2025 dated Tuesday, 22nd April 2025, have been rescheduled.
23:12Officers will be duly notified of the new examination dates once confirmed.
23:15We extend our sincerest apologies for any inconvenience this change may cause
23:20and assure all candidates that the necessary arrangements are being made
23:25to ensure a smooth examination process.

23:29You know, the power of the media, the avenue of the media to be able to bring to the attention
23:34of the respective ranks preparing for the respective examinations.
23:40And I'm also certain that within the TTPS, you know, there will be the official communications
23:46in the various divisions, department stations, and just by chance those who may not be privy
23:52to those communications, you know, on other mediums.
23:53So, again, thanks to the media for promoting the best interests of the Trinidad and Tobago Police Service.

24:16It's in about, let's say, 15 minutes.
24:19The first is, of course, in the Blanchishers area, Wednesday, 10th September today,
24:25at the Blanchishers Community Center Recreation Grounds, Upper Village Blanchishers from 6 p.m.
24:31So, if you have any concerns or anything that you would like to raise about your community,
24:36this is the time to go out and speak to officers of the Northeastern Division.
24:41There's also one happening.
24:44That's the one in Blanchishers.
24:45There's also one happening simultaneously in Sangha Gandhi, in the Eastern Division,
24:51at 6 p.m. today, in about a couple minutes' time,
24:54at the Swaha Hindu College at Kunapo Southern Main Road, Sangha Gandhi.
24:58Again, if you have any concerns, any suggestions for how police officers can better safely secure your community,
25:07this is the time to go out and raise those salient points with them.
25:13Well, definitely, Mark, and I want to endorse the citizens of the particular area,
25:19you know, to, you know, take the opportunity to be heard by the various executives of the various divisions and stations,
25:27and, you know, very important community engagement and partnership.
25:30And this is an opportunity, Mark, for the citizens of that particular area to participate,
25:36and we have been talking about the word participate frequently here this afternoon,
25:39in shaping the crime response, or the response to crime, I should say.
25:43So, utilize the opportunity, you know, do not waste the opportunity,
25:48and let the executive officers in their respective areas know, first-hand,
25:54what are the challenges facing that particular community or region, as the case may be.
25:58So, I urge you to attend, and, you know, while these opportunities have been provided, Mark,
26:04please, there are other avenues, and what are the other avenues I'm speaking about, Mark?
26:12Let's start with Beyond the Tape.
26:14Well, of course.
26:15And hence why, you know, I want to link it that, you know, even if you cannot reach the meeting,
26:19and you have the opportunity to make a phone call, you know, you call and be on the tape,
26:23I'm sure that the divisional commanders, the regional commanders, the executive of the TTPS,
26:27will be attentively listening to be able to respond to the issues that you all are having.
26:32So, you all have many avenues. So, let us take back Trinidad and Tobago.
26:36Yeah, you're right. And, you know, a caller had called some time ago and asked,
26:40when was the next police town meeting in the Sangre Ghandi area?
26:44Yes.
26:44So, there you have a chance, caller. I hope you are attending later tonight,
26:48or in a couple minutes' time in the Sangre Ghandi area.
26:52And, you know, quite often, when there are meetings like this,
26:55people complain that they're not in their area.
26:57But when they are, the onus is on you to attend.
27:00If you don't attend, there's no way that they can hear what you are saying
27:03or what concerns that you have.
27:05You must appear and be present to articulate your concerns.
27:10Yeah, yeah, most certainly.
27:11And, you know, that in-person engagement, you know, you really feel the impact, you know,
27:16of the in-person and, you know, take the opportunity so that, you know,
27:19you can dissect your issues, you know, clearly,
27:22and, you know, really bring it across to the executive officers that, you know,
27:25seeing, you know, how those issues may be impacting you and other persons around you.
27:28So, again, this is your police service,
27:32and your police service is providing the opportunity.
27:35Engage the police officers.
27:37Yes, certainly.
27:38And it's important, of course, that you also, as you said,
27:41if you don't have that option and you would like to call us,
27:44you can at 623-1711 Extensions 1996 and 1997,
27:50and share your perspectives, your opinions, your suggestions even for the TTPS
27:56and, of course, for the officer who will be here,
27:59whether it be Mr. Alu or any other officer,
28:01because, you know, that kind of engagement is what we want to encourage persons out there,
28:06because the only way we will be able to understand what is happening in their community
28:12or what they might be affected by in that community is that engagement on the level with the police.
28:19And, again, most certainly, Mark, and I will link it to this,
28:21that if the, we have, I always talk about the oath officers and persons who are not on oath.
28:27So, really, who, the persons who are coming to engage the oath officers,
28:31they are police officers, they are policing.
28:33They may not have the oath authority, but they are policing.
28:36And, similarly, you know, everyone have looked, and I'm going to go back to the education issue.
28:42Everyone has spoken about the education, the intervention with law enforcement.
28:46But the principal at all material times under the law
28:48had the responsibility for safety and security and discipline.
28:53So, that's an element of policing.
28:55That principal may not have enjoyed policing powers, per se, under the Police Service Act,
29:00but had a duty in law to ensure that there was discipline, safety, and security.
29:05So, you know, do not only look at it to say, well, those who are clothed in uniform,
29:09or who have an ID card, or who took an oath,
29:12but you are seeing things, you can bring it to the attention of the necessary stakeholders.
