03:15We want to welcome our viewers across Trinidad and Tobago, our international viewers, and our brothers and sisters in the Isles of Grenada.
03:23It's Wednesday, of course, and it's legally speaking Wednesdays, and I want to introduce somebody well known to you guys, but with a different twist in terms of his portfolio.
03:33I want to introduce Zaheer Ali, a trainee at law, also a sergeant.
03:41He's now the Director of Policy and Community Support under the Ministry of Homeland Security.
03:51So we want to welcome you, sir.
03:53Well, Mark, thank you very much for your warm and your kind introduction.
03:57And, you know, let me take this opportunity immediately, I'm humbled by it, you know, to say thanks to, you know, you and your family and Beyond the Tape, Jackie and others, and the TV6 family for the support.
04:08And now, you know, looking forward to additional support in this very important role.
04:14It will be remiss of me as well, Mark, if I do take this opportunity to recognize the Honourable Minister of Homeland Security, the Permanent Secretary of the Ministry of Homeland Security, and by extension, the Executive of that Ministry, and by extension, the Cabinet of the Republic of Trinidad and Tobago,
04:28for the opportunity to continue to serve my country, and most importantly, serve the people of Trinidad and Tobago, and the confidence that they have deposed, you know, upon me.
04:40I'm very humbled by it, and I'm looking forward to giving my very best for the people of Trinidad and Tobago.
04:46So thank you very much for that, to my law enforcement colleagues.
04:50Good evening to you.
04:52You know, I'm looking at you now with a different lens.
04:56Thanks to the citizenry of Trinidad and Tobago.
04:58I strongly believe that I can be of more value to you, more direct input, you know, and I'll definitely be using the opportunity to, you know,
05:08ventilate some of the issues that you all are having, and also to hold your hands, to progress some of the things that you have been calling for.
05:15You know, so I want to recognize you all this afternoon, and also thank you to the citizenry of Trinidad and Tobago, Mark,
05:19for the support that you have given me, you know, in the previous hat.
05:23Yes, I'm still a police officer, but in a different capacity, but I look forward to your support.
05:29And to those who may be viewing and listening out to the jurisdiction, similarly, thanks for your support as well.
05:34And, you know, I'll see how best I can assist you, Mark, in this capacity.
05:36Well, certainly a very deserving accolade there for you, Mr. Ali, and obviously we want to congratulate you on your new post,
05:45first announcement made here on Beyond the Tape, of course.
05:49Moving to matters of major tension right now, of course, Hurricane Melissa, devastated Jamaica,
06:02especially the western part of Jamaica, virtually flattening places like Westmoreland, St. Elizabeth,
06:09and at least 75% of Jamaica remains without electricity.
06:16And these areas, it's as high as 90% to 95% without electricity.
06:22We have, you know, roofs of homes being destroyed, debris on the roadways, major flooding.
06:31We had palm trees thrown in the air like toothpicks, aerial shots of the St. Elizabeth area that was actually the Prime Minister,
06:42Mr. Andrew Holness, posted on his Instagram page, showing the devastation you see there of this catastrophic Category 5 Hurricane Melissa
06:53that barreled through Jamaica.
06:56It's the first time, I was talking to a media colleague a short while ago,
07:00and he said it's the first time in the history that he took a direct hit from a hurricane.
07:06Hurricanes have passed very close to the island.
07:09But look at the devastation you're seeing there.
07:12And it's really, our heart goes out to all those persons in those areas that are affected.
07:17Of course, the shelters are available.
07:21We understand that the number of shelters and the number of people, actually,
07:24that shelters have swollen from 15,000 to near 28,000 in the last 24 hours
07:31because we have the concern of, you know, there's accessibility to certain areas that have still been cut off
07:38that the authorities are still trying to get to.
07:42And, of course, the only way in some areas that you can severely damage is through this aerial view here you're seeing.
07:50And you can see virtually leaving a path of destruction, you know, ripping through homes,
07:58uprooting trees, you know, rivers overflowing, et cetera.
08:03And it's going to take Jamaica quite some time to recover from this catastrophic hurricane.
08:10But I know that they are resilient people.
08:12And, of course, our prayers and whatever relief Trinidad and Tobago and other countries
08:16will be providing in the not-too-distant future for the coming days and weeks.
08:22Mr. Ali.
08:23Well, thank you very much, Mark.
08:24Mark, you know, I must join with you immediately and, you know, send my prayers
08:31and, you know, offer immediately expressions of hope.
08:37And, you know, you use a very critical word in terms of resilience.
08:40You know, and I ask the people of Jamaica and, you know, by extension, the people of the Caribbean,
08:48you know, to let us reflect on that word resilience as we respond to this particular situation.
08:53Mark, from a legal context, you know, just to share from an academic perspective,
08:57when you see this degree of damage or destruction by a natural disaster,
09:03and the Honorable Prime Minister of Jamaica would have indicated that it's a disaster area.
09:08Yeah.
09:08For those who may be listening and, you know, or to remind those who are already aware
09:12that declaring a place as a disaster area is not a simple position.
09:19It's a very serious position where, under the laws of, and I can make comparison to Trinidad and Tobago,
09:27that we have a Disaster Measures Act in Trinidad and Tobago to deal with situations like these,
09:32natural disasters, hurricanes, earthquakes, and for other emergencies.
09:37And the genesis of that declaration, Mark, is to ensure that, notwithstanding the destruction,
09:44things can become even more chaos if there's no order in terms of how we respond to those situations.
09:51And it may be a situation as well where certain areas on land, and even where the water is concerned,
09:56may be dangerous, so that you need a group of persons to identify or persons who identify
10:00to be able to lead and direct the response to this hurricane that, you know, passed over Jamaica.
10:07But most importantly, I want to bring to the attention of the members of the public
10:10that that declaration of the area being a disaster area, and also from our legislation in Trinidad and Tobago,
10:19you have the proclamation by the president where powers can be given to particular entities or individuals
10:26to basically take possession of property as well for the whole purpose of the rebuilding, you know,
10:34of a country or area that is defined as a disaster area.
10:37So, a very significant matter, and the Honorable Prime Minister have identified,
10:41and here he is, in terms of the disaster area.
10:44And, you know, I will close by asking the Caribbean, the international community,
10:48and by extension, the people of Trinidad and Tobago, in whatever kind, whatever way that they can assist,
10:53whether it be through prayer, whether it be through other efforts, you know,
10:57to see how best we can reach out to assist our brothers and sisters in Jamaica.
11:01And we must always take note, Mark, that when we are speaking about the natural disasters,
11:06that we must always be prepared as best as possible, because you see that a Category 5 would have passed over Jamaica,
11:13and this is the situation that we are seeing here.
11:15So, again, you know, do not underestimate nature and respect nature, you know, as we go forward.
11:22But, again, very unfortunate situation, and please, let us take heed with reference to these occurrences around us.
11:28Yes, and for those who are not familiar, in the parish of St. Elizabeth, Black River is the capital of that area,
11:34and it was severely flattened by that hurricane that virtually sat on the island for at least 12 to 14 hours.
11:45The intensity of the winds, the flooding, the rainfall, 30 inches of rainfall in that short space of time,
11:54massive flooding across Jamaica, you know.
11:57So, this is the force of nature here you're looking at in its rawest form.
12:04You know, houses uprooted, trees uprooted, power lines flattened, everything.
12:11It's just total decimation in some of these areas.
12:15As you see the Prime Minister there walking through these areas to get a first-hand view,
12:20an assessment of the damage that would have happened in these areas.
12:27And, of course, it's going to take them quite a while,
12:29and it's accompanied by the military of Jamaica, the Jamaica Defence Force as well.
12:33So, certainly a lot of work to do, but our prayers remains with the people of Jamaica,
12:40and we are hopeful that we all can pitch in and give them some assistance, Mr. Ali.
12:44Yeah, well, most certainly, and I think that should be the key this afternoon in terms of your publication,
12:48you're reporting this afternoon, to urge the citizenry of Trinidad to become an extension,
12:55as I said before, persons in the CARICOM region, even in the wider international community,
13:00to feel the urge to respond.
13:02This is something that could have happened to any one of us.
13:04As a matter of fact, history would have shown that very serious and dangerous hurricane
13:07would have impacted other Caribbean islands.
13:10You know, just by way of reference, Hurricane Ivan, Hurricane Beryl in recent times.
13:15So, you know, this is something that we live in this particular area.
13:17Every single year, there's a declaration of a season that is prone to hurricanes, you know.
13:23So, it's not something that we can easily put.
13:28We are in that zone, and the question, you know, one may say,
13:32okay, how prepared can we be for a natural disaster?
13:35Well, we should try to be as prepared as possible with reference to a natural disaster.
13:38But the key is, if it comes, like in this situation,
13:41it's going to test, and the word that you use is a beautiful word,
13:44it's going to test the resilience of the people of the Caribbean,
13:48so that you're not expecting an overnight rebuilding of that country.
13:51That may take, as you said before, that may take years
13:53to really rebuild Jamaica in the way that they would like it to be rebuilt.
13:58But, again, unfortunate situation.
14:00And let us remember, when a place is declared as a disaster area,
14:05because while we may not have a situation where we have a hurricane,
14:07at times, Mark, and now I sit in a policy context,
14:11and policy triggers law or amendment to the law,
14:14you may see situations where we are prone to flooding.
14:17And sometimes areas are very badly affected.
14:22It creates a major risk.
14:23And the question is, should we be declaring those areas
14:25as areas where it's a disaster area
14:28to avoid persons or risk the person's life
14:31and control the activities that are ongoing in relation to those areas?
14:35So, again, let us use this as a learning and a development process as well,
14:39notwithstanding the destruction that we have seen there.
14:43But thank you very much, and I urge you to continue to advocate
14:46for help for the persons of Jamaica.
14:48Yes, certainly.
14:49And just before we move on, of course,
14:51the authorities told us that if you need to head to Jamaica,
14:55commercial flights will be available from tomorrow to Kingston.
14:59However, the Sangsta Airport in Mubei
15:01is only accepting relief flights at this point in time,
15:05and they are the smaller airport in Hanover,
15:08where American Airlines is used.
15:10That is still not operational.
15:12So hopefully, as you said, it will take some time,
15:15but we're hopeful that the Jamaican people will receive the assistance needed
15:20internationally and regionally as well.
15:22May I just say one more thing, Mark?
15:24And, you know, last time you was on the program,
15:27you know, you basically, you heckled me with reference to my haircut
15:30and whether, you know, it was a result of, you know,
15:34the West Indies performance.
15:35And I want to say to you today
15:36that I see that you're very passionate about West Indies cricket.
15:39And just to remind you and remind our listeners and viewers
15:44that Jamaica forms part of West Indies cricket
15:46and a very significant part.
15:48So we should be feeling the pain as West Indian fans
15:52that one of our Caribbean islands that produce
15:56or has a stake in West Indies cricket is also impacted.
15:59So let us look at it where, you know,
16:01you always hear about West Indies cricket bringing Caribbean people together.
16:05Let us look at that being the biggest test match,
16:08but not test match in a cricket in context,
16:11but a test match to see how quick we can rebuild Jamaica
16:14in light of the circumstances.
16:15So I just wanted to show that by you this afternoon.
16:17Well said.
16:18And, you know, the West Indies won the T20 against Bangladesh earlier today.
16:22So we'll dedicate that success to urge us
16:24to be able to respond to the issues in Jamaica.
16:26Indeed.
16:27All right.
16:27Just moving on, of course,
16:28we know that the state of emergency was extended.
16:32Well, it's proposed to be extended
16:33and will be discussed on Friday in the parliament.
16:38But, of course,
16:39the commissioner of police gave his reasoning
16:41to reporter Alexander Bruzel last night
16:43as to why he would have recommended
16:45that the state of emergency be extended.
16:48Let's take a listen.
16:49Thank you for reaching out, Mr. Bruzel.
16:53Even as you put it at this hour,
16:56as I understand the urgency of the question,
16:59the extension of the state of emergency
17:01is a matter for parliament
17:03and not the TTPS to determine its duration.
17:06What I can confirm is that I submitted
17:10a classified operational report
17:12to the National Security Council,
17:14inclusive of recommendations.
17:17The contents of that report remain confidential
17:20as it should be given the sensitivity
17:23of the ongoing operations.
17:25From the TTPS's standpoint,
17:28the initial threat was neutralized
17:30through decisive disruption.
17:32What followed and what continues currently
17:36is a dismantling phase.
17:39Several actors have gone into hiding
17:41and we are pursuing them
17:42through precision intelligence operations.
17:45The additional time allows us to deepen that work
17:50to also consolidate gains,
17:53prevent reorganization within criminal networks
17:56and reinforce community safety
17:59through sustained presence
18:01and strategic targeting.
18:05This is about keeping the country safe
18:08and I appreciate the calls and messages of support
18:12that have come from the members of the public.
18:14It is truly heartwarming to know
18:16that the job that is being done by law enforcement
18:21is truly appreciated.
18:25So on behalf of all the various arms of law enforcement,
18:30I wish to thank the public for their continued support.

18:40Well, I'm happy, Mark,
18:42that the Commissioner of Police have spoken.
18:46I always believe in effective communication
18:48so that the members of the public citizenry
18:50can be properly advised,
18:52especially in such significant matter.
18:54And to link it with the portfolio
18:55that I hold currently,
18:57in simple terms,
18:58what the Commissioner has done
18:59is basically provided the policy position.
19:02Policy position built with the present construct
19:05in terms of the statistics,
19:08some of the justifications,
19:10some of the advantages
19:11in continuing a state of emergency.
19:15So he has provided a policy position,
19:17hopefully will be debated by the Parliament
19:19to be able to trigger the law
19:21as it relates to a continuation
19:24of the state of emergency
19:25using the constitutional powers.
19:26So, again,
19:27an ideal way to link policy and law.
19:30But, you know,
19:31thanks to the Police Commissioner
19:32for, you know,
19:33bringing some clarity
19:34with the reference to this issue
19:35and the possible continuation
19:37of the state of emergency.

22:45under the Ministry
22:46of Homeland Security
22:47and attorney at law,
22:48of course,
22:49his new portfolio.
22:51And, you know,
22:52I just want you to give us
22:53an idea quickly
22:54as to what that
22:55new portfolio entails.
22:57Well, markets
22:58are very, very wide scope
22:59with reference
23:00to when we speak
23:01about the first aspect
23:02of policy.
23:03It's directing focus
23:04to law enforcement agencies
23:06in Trinidad and Tobago.
23:08So it's about looking
23:08at the policies
23:09that currently exist
23:10and seeing where,
23:11you know,
23:12amendments could be made
23:13or even new policies
23:14and to even trigger
23:15amendments to the current law
23:17to be able to ensure
23:18that these law enforcement agencies
23:20are effective
23:21and fulfilling
23:22their legal mandate
23:23just by way of reference
23:24in terms of the policy area.
23:26There's also
23:26a community support
23:27which is, again,
23:28and I'm sure
23:28the citizens
23:29will be very interested
23:30in this part
23:30where there's a lot of matters
23:32that are affecting
23:33members of the public.
23:35And, you know,
23:35just a hint,
23:36things like noise,
23:37things like,
23:37you know,
23:38mental health response
23:39of law enforcement
23:40to mental health issues.
23:42You know,
23:43some of the prevailing
23:44and, you know,
23:45the public have cried out
23:46for a deliberate response
23:48to these issues.
23:49So from our community support,
23:50we are also looking at
23:51matters that can be
23:52directly impacting
23:53the community
23:53but also from a youth
23:55and community development
23:57perspective.
23:58So just by way of reference,
24:00we would have seen
24:00the intervention
24:01of police officers
24:01in the nation's schools
24:02in terms of high risk.
24:04One of the areas
24:04that I'm contemplating
24:05is looking for an initiative
24:07to complement
24:07that intervention
24:09by the TTPS
24:10so that we are looking
24:11at prevention and suppression
24:12but dealing with the core issues
24:14as to what may have been
24:15causing these issues,
24:16whether it be social,
24:17economic,
24:17or what have you.
24:18So I'm looking to sit down
24:20with the team
24:20of the Honorable Minister
24:21of Homeland Security
24:21and the executive
24:23to be able to look,
24:25you know,
24:26decisively
24:27at an effective initiative
24:30to be able to complement
24:31the intervention
24:32by the police.
24:32We saw recently
24:33that the Deputy Commissioner,
24:35Mr. Benjamin,
24:35would have spoken
24:36about, you know,
24:37evaluating the success
24:38of the police officers
24:39in the school
24:40and it's a very exciting response.
24:43Yes.
24:43You know,
24:43and I'm hoping that we...
24:44That's really diminished,
24:45you said.

24:46Yes, and I'm hoping
24:47now we can build on it now
24:48from an educational context
24:50or a social intervention context
24:51and, you know,
24:52just yesterday you had
24:53Corporal Shabidi
24:54on this show,
24:55you know,
24:55in relation to the responsibility
24:57of the youth clubs.
24:59So I'm going to look at this
25:00in a very systematic way
25:02to ensure that
25:02all the stakeholders
25:03who are including
25:04the Children's Authority,
25:05the various ministries
25:06to basically have
25:08a directed effort
25:10in relation to dealing
25:11with these issues
25:12because we know, Mark,
25:13that the children
25:13are our future
25:14in this country.
25:15So, you know,
25:15just to agitate a little bit
25:16based on your question,
25:17it's a very, very broad area,
25:19wide in scope
25:20and I respectfully think
25:21I told the Honorable Minister
25:22of Homeland Security
25:23in our initial discussion,
25:24I told him,
25:25I said that
25:25we are possessed
25:27with a mandate
25:28that is so important
25:29as we speak
25:30in Trinidad and Tobago.
25:31Where crime and criminality
25:32is basically impacting
25:34every sector of society
25:35and when you look
25:37at this particular unit,
25:38this particular unit
25:39is geared towards
25:40strengthening
25:40the law enforcement response
25:42and also looking at
25:44how we can partner
25:45with the community
25:46including, may I say,
25:48external agencies.
25:49So like you have
25:49the UNDP,
25:51you have WHO,
25:53you have the University
25:53of the West Indies,
25:54you have the Caribbean
25:55Court of Justice.
25:56So, you know,
25:57it's a very wide mandate
25:59and scope
25:59and I think I'm very excited
26:00about it, Mark.
26:01And, you know,
26:02I would not leave out
26:03the important role
26:04that the media
26:04will have to play
26:07when, you know,
26:08these activities
26:09are rolled out
26:10to ensure that we
26:11create the pathway
26:12to get effective response
26:14because I think
26:15that policies
26:15must be driven
26:16with the input
26:17of members of the public.
26:19So, that's in a nutshell
26:20the mandate of this unit.
26:21We appreciate that
26:22and of course
26:23we wish you well
26:23and I'm sure
26:24we'll be hearing more
26:25as time goes on
26:27about some of the things
26:28that you would
26:29be rolling out.
26:30to definitely leave

27:41or I should say
27:42a policy perspective,
27:46if we are seeing
27:47the, for example,
27:50the number of firearms
27:51being seized
27:51or in the case
27:52of the dangerous drug,
27:54what we are seeing
27:55is perhaps a need
27:56to see whether
27:57in fact the laws
27:58of Trinidad and Tobago
27:59is fulfilling
28:02its obligation
28:03and objectives.
28:04Is it acting
28:05as a deterrent
28:05for persons to say,
28:06okay, I am afraid
28:07to possess a firearm.
28:09I am afraid
28:09to be dealing
28:10in dangerous drug.
28:11So this may be
28:12in terms of simplicity
28:13or areas as to
28:14whether in fact
28:15we need to look
28:15at the present statistics,
28:18do some research
28:19and determine
28:19whether in fact
28:19there is a need
28:20to maybe shape
28:21the legislation
28:21to have deeper impact,
28:24deeper and more intensity
28:27to be able
28:27to prevent crime
28:28and criminality.
28:29So I just want
28:30to use this example
28:30when you are seeing
28:31things that are
28:32very prevalent
28:33and there may be a law.
28:35The question is,
28:35is it that the law
28:36is being enforced?
28:37Is it that the law
28:38is sufficient
28:38or we need to look
28:39at it from a policy context
28:40to trigger amendments?
28:42So again,
28:42I am using this opportunity
28:44as the inaugural session
28:46basically
28:47to demonstrate
28:48the importance
28:49of consistent
28:51and effective review
28:52in relation
28:52from a law enforcement context
28:54to see how we can
28:55move forward.
28:55And it will be remiss
28:57of me, Mark,
28:57if I don't indicate
28:58when you ask
28:59about the mandate
29:00of the unit.
29:01The unit also has
29:03two very important
29:03scope as well.
29:05One is oversight
29:06over the transit police
29:08and that's a very
29:09critical area.
29:10I made a point
29:10to the transit recently
29:11in a meeting
29:12with the general staff
29:13that if you look
29:14at how many persons
29:15traverse the parity bus route
29:17on a daily basis
29:17with the maxi-taxis
29:19and public officials
29:20and what have you.
29:20It's a very large percentage
29:22of the population
29:23of Trinidad and Tobago
29:24that moves up and down
29:25that bus route.
29:26Hence why the transit police
29:27must be transformed
29:29to give that effect
29:30that we are looking for
29:31and especially
29:32where they are also
29:33the areas that they focus on
29:34in terms of crime
29:35and criminality.
29:36And the last but not least,
29:37Mark,
29:37which I'm sure
29:38the national security officers
29:39in various,
29:41whether it be
29:41defense force,
29:42CTPS,
29:43prisons,
29:43what have you,
29:44the national security
29:45officers foundation
29:46which was set up
29:48to look at persons
29:49who may have died
29:50in the line of duty
29:50and the persons
29:51who are dependents,
29:53whether you are going
29:53to offer scholarships
29:54to their children,
29:56psychosocial support
29:57to family members,
29:59very, very sensitive
30:00and important areas
30:01and again an area
30:02that I'm looking for
30:03for deep discussions
30:04with the honorable minister
30:05and other stakeholders
30:06to ensure that
30:06we place focus
30:08on our national security
30:09foundation
30:10and the officers
30:11who on a daily basis
30:12continue to put
30:13their life
30:14on the line
30:15to defend
30:16the people
30:17of Trinidad and Tobago.
30:18So again,
30:18very significant issues
30:19and I'm looking forward
30:22to the support
30:22from both the private
30:24and public sector
30:24with reference
30:25to those initiatives.

34:18a tenured law
34:19and director of policy
34:21and community support
34:22under the Homeland Security Ministry.
34:25I have to keep looking at it
34:26to get familiar with it,
34:28of course.
34:29We did mention,
34:32we talked about
34:33a decrease in school violence
34:36as the DCP would have
34:38pointed out,
34:39Benjamin.
34:40Yes.
34:40But of course,
34:42it still continues
34:43in some measure
34:44and we have this video
34:45to share with you.
34:46So it's at least
34:50two to three students
34:52pounding
34:53on another student,
34:56two students
34:56and, you know,
34:59she's holding on
35:00to that reeling,
35:01of course,
35:01because, you know,
35:03if she doesn't hold on there
35:04and she can fall
35:06down the stairway,
35:08there are others
35:08that are filming
35:09and then she's
35:11apparently
35:12she gets away
35:13and she walks up the stairs.
35:16Totally unacceptable behavior
35:17by those young women.
35:19Unacceptable.
35:20And it's unacceptable, Mark.
35:22And hence why
35:22I made the point
35:23a while ago
35:23that while
35:24there was a first intervention
35:26by the placement
35:27of the police officers
35:28to prevent and suppress
35:29and I want to make
35:30use of those two words,
35:32prevent and suppress
35:33and we have seen
35:34the pronouncements
35:36of the success
35:37that coming out
35:41from the initial intervention
35:42of the police,
35:43what is important
35:44and hence why
35:45I think from a policy context
35:46now,
35:47and I hinted a while ago,
35:49that the identification
35:53as to why the children
35:54may be behaving
35:55in the way that they're behaving
35:56and having an effective
35:58response to it
35:59is critical
36:00because what we may have done,
36:01we may have prevented
36:02and suppressed
36:03but the behavior
36:04still within the individual
36:06and perhaps
36:08can manifest itself
36:09one police
36:10or not within the vicinity
36:11or in the presence.
36:12What we want the children
36:12to do
36:13is to have an appreciation
36:14that their engagement
36:16and a simple,
36:19the consequences
36:20that can flow.
36:22Children may not be aware
36:23of the serious consequences
36:24or if they are aware,
36:25they are naive to it.
36:27How do we bring it alive
36:28to these children?
36:29That is from a consequential context.
36:31And going further,
36:32the policy may also require
36:34the intervention
36:34of other stakeholders.
36:36For example,
36:37do we know if it's an issue
36:38of an economic situation
36:40that may have triggered
36:41the use of violence?
36:43Do we know if it's a social issue
36:45that may have triggered
36:46the issue of violence?
36:47Do we know if it's an issue
36:48of where there may have been abuse
36:50of a dangerous drug
36:51or a child being exposed
36:53to a dangerous drug
36:54and let's take it home?
36:56So hence why I'm saying
36:57that it must be complemented
36:58by at least at minimum
37:00an educational intervention
37:02to start speaking resolution.
37:07So like in anything else, Mark,
37:08when you,
37:09and I'll use a medical example,
37:11when you're going to do
37:12a very sensitive surgery
37:15that the person
37:17cannot be, you know, awake,
37:21what happens?
37:22You have to take control
37:23of the individual first
37:24before you start to do
37:25your deep analysis
37:28from a surgical context.
37:29What we are seeing here
37:31is that crime and violence
37:33and delinquency
37:34in particular schools
37:35was overbearing
37:36and the state did in fact
37:38make a response
37:39and a very decisive response.
37:41The question now is that
37:42what else is required
37:44to be placed in that domain?
37:46And hence why I'm saying that
37:47from a community support context,
37:50from a policy context,
37:52it's important for us
37:52to complement this prevention
37:54and suppression strategy.
37:55So again, looking at that incident,
37:57if that's properly investigated,
37:58if the due diligence is exercised,
38:00you may well find
38:01why that situation
38:02may have unfolded
38:03and you may have seen
38:04situations where
38:05that may have been prevented
38:06or it can be easily diagnosed
38:09and ensure that
38:10it doesn't have a repeat
38:11because if you don't treat it,
38:13it's just a matter of time
38:14before it repeats itself
38:15because you may find out
38:16that the person
38:16who was the victim
38:17find it within themselves
38:19now to respond
38:20and then you have
38:21another escalation.
38:21So I'm happy that you showed that
38:23and I'm happy the opportunity
38:24that I got
38:25to justify
38:26why it is that
38:28we need to look further
38:28and deeper
38:29into that area.

38:34we always talk about
38:35situational awareness
38:36on this program,
38:37observing your surroundings
38:38when you are out
38:40on the street
38:40or at a car park
38:42or anything
38:42and we just want

38:46of a person
38:47being followed.
38:54So it appears
38:55that somebody
38:55is on the top
38:56of the screen there.
38:58He's trying to
38:58try to cross
39:01and then he
39:01went back
39:02onto the pavement
39:03and we are seeing
39:11three individuals
39:12crossing the street.
39:25So I'm guessing
39:26that they followed him,
39:29grabbed his chain
39:30and any other valuables
39:33he could possibly have
39:35but I'm a little bit
39:35confused
39:36at the top
39:37of the thing there.
39:38I don't know
39:39if they had
39:39an exchange
39:40of some sort
39:40with him.

39:44interpret
