03:29Welcome to our viewers across Trinidad and Tobago, our global viewers, and of course,
03:34our brothers and sisters in the Isle of Grenada.
03:37It's smack in the middle of the week.
03:39It's Wednesday, and you know what today is.
03:42It's legally speaking Wednesdays.
03:44And with us, it's none other than acting sergeant, Zakir Ali, attorney at law of the Trinidad and Tobago Police Service.
03:51Welcome to you, sir.
03:53Well, as always, Mark, good evening to you.
03:55Thanks for your warm introduction.
03:57Good evening to Jackie and our family members and Beyond the Tape who, you know, give all that support.
04:02You know, on a weekly basis, and to my law enforcement colleagues, Mark, and also, most importantly, the citizens of Trinidad and Tobago.
04:12I know this afternoon, and I should say over the week, I've came across a lot of individuals, again, who have expressed a lot of positivity
04:22in reference to the Beyond the Tape program.
04:24And as a matter of fact, just minutes ago, you know, I was at an establishment, and I was approached by, you know, an individual who, you know,
04:33made a very strong request for us to continue to advocate, you know, for motorists to be responsible on the nation's road.
04:43Yes, certainly.
04:43You know, that was, you know, refreshing, you know, just my way of, you know, reference, you know,
04:51when you think that persons are not paying attention, you know, persons are, in fact, paying attention,
04:56and they find the time to come up to you, to continue to ask you to do the work that you're doing.
05:01So I just wanted to share that to you and Jackie and other family members of Beyond the Tape,
05:05and, you know, to all those, you know, who have come across over the last couple of weeks, over the last couple of months,
05:10and I want to thank you all very much for your support, and let us continue to hold our hands together,
05:15and, you know, progress Trinidad and Tobago in the way that it should be progressed.
05:18Well, certainly there's a lot to speak about, you know, we've had a couple of homicides over the last few days.
05:24Yes.
05:24And for those who have been measuring it since the new government came into office,
05:32it's approximately 170-odd murders or thereabouts that persons are seeing.
05:38And people are, obviously, there are persons that are questioning the state of emergency, the public that is.
05:43Some asking, there was a recent man on the street asking if they thought it was effective in some measure.
05:50Some saying yes, some saying no.
05:52Some saying they really haven't really seen any major shift or change.
05:56But I imagine from a law enforcement perspective, it's extremely important as we continue in this next three months of the state of emergency
06:06that, you know, police officers continue to press on.
06:11And I know it's not always smooth sailing, but officers are engaged in trying to rid this country of criminal elements
06:20and illicit contraband across the country, guns, drugs, you name it.
06:27Well, Mark, you know, you have said a lot.
06:29And it's always important to respect the different perspectives of the various stakeholders.
06:39You know, we have to respect the various perspectives.
06:42And importantly as well, we need to pay attention to the perspectives.
06:46But what I want to say is that crime and criminality has played Trinidad and Topic for a period of time and continues to do so.
06:53And it's important for us with the present state of emergency, the enhanced powers,
06:58and I'm certain over the next couple of days that you may be seeing additional or enhanced emergency powers regulations,
07:06you know, continuous amendments to ensure that, you know, law enforcement is equipped with, you know, deep enforcement powers.
07:13It's important for us to utilize this particular period as effective as possible.
07:19And when I say utilize it effective, I mean utilize it effective in all respects.
07:24So, at this stage, you know, to be doing an assessment, you know, I will want to basically just change the narrative a little bit,
07:33you know, to be urging law enforcement to, you know, continue to pursue the weapon of choice.
07:41And in this case, the high-power rifles, we saw what happened in Penal.
07:44Yes, we did.
07:45A couple of days, I think, over the weekend, if it was.
07:47So, it's important for us to, you know, capitalize on the emergency powers that are afforded to law enforcement.
07:54And this case in point, you know, I'm not going through the regulation, but that power to enter premises without warrant,
08:00where you suspect that persons may be in possession of fire, ammunition, and explosives.
08:05You know, I want to urge the law enforcement agencies, and this is both TTPS and Defense Force and other supporting agencies,
08:11to continue, you know, to enforce those provisions in an effort to be able to retrieve and arrest persons who are in possession,
08:21whether actual or constructive, of these high-power rifles that cause or are causing a prejudice to public safety and security.
08:28Additionally, while we have the powers to enter premises to search for illegal items, firearms, explosives, and ammunition,
08:38you know, I want to also urge them to be able to be looking at building out investigations, even within the state of emergency.
08:45So, it's not a situation where you're just going to be arresting and detaining persons,
08:49but you expect to see some compatibility with the progress of investigations,
08:55so that persons who are involved in gang and gang-related activities,
08:58they are charged and placed before a court of competent jurisdiction.
09:01So, you know, I think it is important for us to continue to be doing a review on a daily basis,
09:08but geared towards ramping up the efforts, because we are still seeing crime and criminality,
09:13you know, in various parts of Trinidad and Tobago, and I think that is, I would not say that I'm surprised,
09:21because I said before, Trinidad and Tobago has been plagued with very serious acts of criminality.
09:25We have seen it within our prison system and out of our prison system.
09:29So, it's important for us to, you know, utilize this particular period with the enhanced powers to be able to deal with crime and criminality.
09:40And also, Mark, it's also important as well, you know, while we're on this topic,
09:43and I know that we have seen this video, clearly a clever demonstration,
09:47where persons who may be associating, enjoying a moment,
09:51you are seeing that the criminal element has no respect for commercial activities or any association,
09:59any gathering when they are bent on committing the acts of criminality.
10:03And, you know, just looking at serious crimes, you know, murders, kidnappings,
10:07possession of firearms, you know, shootings, woundings, and so forth.
10:13So, the point that I'd like to leave is that we need to continue to ramp up the efforts and make use of these regulations.
10:21I know that, you know, a lot has been given to law enforcement, a lot is expected of law enforcement.
10:25And equally, before I close and hand back over to you on this point,
10:28the citizenry of Trinidad and Tobago, Mark, we must always recognize that the state of emergency
10:33is not simply powers afforded to the police,
10:36but it's an opportunity for every single citizen to get involved,
10:40to be able to play their role, because it's a state of a public emergency.
10:44We are members of the public.
10:46And may I say to you as well, members of the media,
10:49that we also rely heavily on the media to support us in this juncture.
10:54Well said, Sergeant Ali, of course.
10:57We know that, as you said, the public engagement is equally important
11:01if we are to rid the streets of illicit firearms, drugs,
11:04and persons who are involved in illegal activities going forward.
11:08That's correct.
11:09All right, so this month we had our fourth homicide.
11:15This morning, a 27-year-old man was shot and killed in the Mirage Trace,
11:21Quarry Road, San Juan area.
11:24His alias is Omar.
11:27Apparently, he was found in a drain around 2.30 a.m. this morning.
11:32And this follows the mood of self.
11:34Of course, we had the one on Sunday in Penal.
11:37And then we also had two, one in the Gaspeler area on Monday,
11:42and one in the Lavantel area also on Monday.
11:46That was a photo of, I think his name, we are not sure,
11:50it's a Fasan Sukwa, subject to be confirmed,
11:53confirmed by his alias is Omar, image of him there, shot and killed his body,
11:58found this morning in a drain in the San Juan area.
12:01Well, again, Mark, you know, the statistics, you know, speak for themselves in relation to, you know,
12:06whether incrementally or otherwise.
12:08You're seeing the acts of violence and you're seeing the murder toll, you know, ticking along.
12:14And hence, you know, to reinforce the point that I made in terms of utilizing this particular period,
12:20Mark, if you look at that emergency powers regulation, it's very deep.
12:22You know, we have asked for it and it's important for us to use it to the length and breadth,
12:27you know, in terms of those emergency powers regulations.
12:31But notwithstanding that the emergency powers regulations are there,
12:34there are still other laws that have been existing that we need to also make use of.
12:39And, you know, when you're in a state of emergency as well,
12:41it may be a good time for, for example, other ministries, you know,
12:45to maybe lend their support in relation to what it is that we're experiencing as a nation.
12:50So, yes, law enforcement is leading the fight, but again, it's important for every citizen,
12:54every stakeholder to make their contribution in relation to the position that we're in
12:58and utilize every single law that exists to be able to deal with this crime and criminality that we are facing.
13:05We are heavily dependent on the, as I said before, information and intelligence
13:09from the citizenry to be able to move these processes.
13:13So, when you've seen a shooting that occurred in, in, in Pinal on Saturday,
13:17it is very clear that there are still a number of high-powered rifles within Trinidad and Tobago.
13:23And it's important for us to get our hands on these high-powered rifles.
13:28And also, when we get our hands on them to ensure that the borders are also protected
13:33from firearm and ammunition re-entering Trinidad and Tobago.
13:37So, it's really a task at hand, but it's not an impossible task,
13:41but it calls for commitment, dedication, and decisive decision-making.
13:46Yes.
13:47So, just switching gears a bit, of course, we have been highlighting the missing persons here on this program.
13:54And, of course, there was a candlelight vigil held last, on Monday night, sorry, for Theodore B's gun part.
14:04And I'm sure you would have been familiar.
14:06You know, he went to collect his vehicle at the, the mechanics.
14:10And, uh, since then, he, supposedly missing since July 23rd, very well-known in the Ottawa Marian area.
14:19That's, uh, Nicholas Morris, the MP for the areas there, uh, joining the candlelight vigil,
14:25uh, with the hope that somebody who has information about Mr. Gunpat and his vehicle will come forward to the police.
14:35I, I recall that, um, his family, his relatives were speaking to the media, I believe, yesterday.
14:42And what they said was that he was unable to actually drive a motor vehicle because, uh, some of his toes had been, uh, amputated.
14:51So, we don't know exactly the circumstances surrounding his disappearance.
14:57Uh, the police are still trying to piece that together.
15:00But they, they did speak with, uh, certain persons that would have seen him last.
15:04I think his mechanic said he came, he picked up the vehicle and so on, and he left.
15:08And after that, he seemed to have disappeared into thin air.
15:12Well, Mark, you know, it's just unfortunate, um, and, you know, to that family, you know, that family, you know,
15:16only, you know, only God knows what's, you know, um, they're experiencing.
15:21And, you know, I hope that they, you know, pray and patience at this time for the family.
15:24But, you know, when you see a community and, you know, we, you recognize the member of parliament for, um, Mayaro
15:30and, you know, a member of this government, Nicholas Morrison, you know, it, it is, it is refreshing and inspiring,
15:36you know, to see that, you know, he's joining hands with the community.
15:39And the important part is the statement that this community, community is sending.
15:44You see a community that is coming out to lend that support, you know, to share in that, that, um, that period of, of, of, of concern.
15:53I mean, it's, it's really revealing.
15:55And this is what we want as a nation.
15:57You know, I go back to your favorite person, Sir Robert Peel.
16:02And what they are demonstrating, they are demonstrating making a very strong, it may appear to be silent,
16:06but a very strong representation that we are not going to condone this.
16:12Every human being is important.
16:14Mark, on the last occasion we were here, we spoke about the dignity of the human being.
16:18We spoke about it from an exploitation context, human trafficking context.
16:21But this is a situation that someone is missing.
16:24Someone is unaccounted for.
16:25Someone who should have been, um, someone who's expected to return home at a particular time is not home.
16:31And there's no justification for why that person is not home.
16:34Um, so, you know, it's, it's very, very, um, concerning.
16:38And again, units like the anti-kidnapping unit, um, and even the station district, you know, again, we need to ramp up the efforts.
16:45Um, I know that you all have shown a photograph of the individual, Mark.
16:49And, um, I will urge the family and, you know, all other stakeholders to continue to share that, you know, very wide.
16:55Um, so that, you know, persons, you know, pay attention.
16:57That person could be, that person could be in your community.
17:00Um, that, you could be passing that person and you don't know.
17:03You know, so let us be vigilant and let us share and lend the support to be able to, um, to find this individual and to bring persons who may be responsible if there's acts of criminality to justice as soon as reasonably practicable.
17:15All right.
17:17So we're going to take a quick look now at our figures.
17:21State of emergency, date 20.
17:26So, number of operations, 1,488.
17:29Target prior to offenders, 679.
17:33Searches conducted, 9,451.
17:36Traffic operations, 894.
17:39Total persons arrested thus far, 637.
17:41Traffic offenses detected, 4,924.
17:47Firearms recovered, 30 pistols, 16 revolvers, 8 shotguns, 7 rifles, and 2 air rifles.
17:55421 wrongs of 9mm.
17:5763 wrongs of 12 gauge.
18:0021 wrongs of 0.380.
18:02170 wrongs of 0.5, sorry.
18:0657 wrongs of 0.38.
18:0827 wrongs of 0.40.
18:107 wrongs of 0.35, 721 wrongs of 0.45, and 30 wrongs of 7.62 millimeters.
18:20Dangerous drugs seized thus far 70,320.75 grams of marijuana and 225.8 grams of cocaine.
18:30Well, again, Mark, I always attribute the statistics to the good work of the law enforcement agencies and also to the citizens of Trinidad and Tobago who are providing this information to be able to achieve these results.
18:44Now, I always like to do some analysis quickly on the chart.
18:47And when you look at that last caliber of ammunition, 7.62, for those who may not know, you can Google it.
18:56Very, very powerful.
18:5830 wrongs of 0.762 ammunition at the bottom.
19:02The second-to-last, um, um, um, um, um, um, um, very, very, very, very, very, um, impactful when we are talking about prejudicial to public safety and security.
19:15And those 7.62 mark is used in rifles.
19:20So, again, to have 30 wrongs of the street, you know, um, it may appear to be small, but that can cause very significant damage.
19:28And, you know, um, I always like to be critical of the chart.
19:33I spoke about looking at persons who are charged under the state of emergency.
19:36And I also want to speak about another column that we may have to add.
19:40And the other column is that at this time, there are several preventative detention orders that have been issued under the hands of the Honourable Minister of Homeland Security.
19:49And it's important for us to share this with members of the public, because perhaps very soon we may be calling on members of the public to assist us to identify with some of those persons in order to restrict liberty and movement.
20:02Because those persons, according to the law, is persons who the minister is satisfied based on an application that they are acting in a manner that is prejudicial to public safety and security.
20:12So, at this time, we cannot allow those persons to be moving freely around Trinidad and Tobago.
20:16So, again, very important area, um, with reference to bringing to the attention of members of the public that the state of emergency powers, um, is being effectively utilized even by the hands of the Minister of Homeland Security for the granting of preventative detention orders with persons, and I want to repeat, who are acting in a manner prejudicial to public safety.
20:38So, that area that we may have to add, Mark, so that the citizen is aware of the, how we are utilizing the emergency powers regulation for their safety, um, and in order to progress some of the ongoing investigation.
20:53So, again, thank you very much for your reporting of that particular, um, findings.
20:58Well, I imagine, uh, that, that detention order you speak about will be gazetted, so that, uh, the public will be aware, and of course, once it becomes public knowledge, obviously, we will be able to use that here on Beyond the Tape as well.
21:12Well, excellent, Mark, and when you speak about being gazetted, it means that you are following the discussion, and again, this is, this is, this is what we require, you know, persons, you know, being aware of the entire processes, and I'm happy that, you know, I've introduced it, and I'm happy that you have, you know, responded in any way that you have responded, and, you know, I must also take this opportunity, Mark, with the Communications Department of the Trinidad and Tobago Police Service.
21:33You know, sometimes we don't mention them as often, um, Ms. Archie and others, you know, the information they provide, the notices that they provide to Trinidad and Tobago, you know, um, sometimes we tend to downplay the importance of effective communication, and this is where you will understand it better than us.
21:50If you don't bring to the attention of members of the public, they will not know what's happening in Trinidad and Tobago.
21:55If you do not probe, and I, I must commend you of a story I saw with the, um, with the Trillions recently, where an excellent piece of reporting, and you saw a state agency was moved into action to initiate a criminal investigation.
22:08So, um, to the Communications Department, you know, you all may not have been, you all are not on the forefront to say that you all are executing searches, charging, and so forth, but the, the role and functions you all play is educating the public to ensure that we have the trust and confidence of the public
22:23to know what the TTPS is doing. So, Ms. Archie, I salute you and your members of your Communications Department this afternoon.
22:30Yes, special good afternoon to you, Ms. Archie, and, um, continue the good work you'll be doing for so long now.

26:33Welcome back to Beyond the Tape, I'm your host, Mark Bussan, joined today by Acting Sergeant Saheer Ali, a tenure at law with the Trinidad and Tobago Police Service.
27:00It's legally speaking Wednesdays. Just to bring you up to speed, we understand a short while ago that there was alleged shooting in the Taquerico area where police would have given chase.
27:13We understand that one of our express reporters is on the scene checking it out, and one car thief has been shot dead in the Taquerico area.
27:22And we also were told shortly, a short while ago, within the last hour, hour and a half, that there was also an incident in the Valencia area where two persons were shot and killed, allegedly after opening fire on police officers.
27:36But of course, we'll get more information as it comes to hand.
27:40Well, you know, Mark, I know that that's a development story, and, you know, I want to be very circumspect in terms of my, what should I say, responsible.
27:46Of course, in terms of my commenting on the matter, but, you know, when you report that the police is reverting to a deadly force, it's a perfect example to demonstrate, based on what is reported,
27:59that when we are speaking about policing and we are speaking about crime and criminality, it is clear of the heightened risk that is associated when law enforcement embarks on preventing crime or detecting crime and other interactions of the law.
28:14So, you know, when we're looking at things sometimes, you know, I want us to factor that in, in terms of when we are called upon, when we are, the duty that we have to detect crime and other infraction of the law,
28:26it's not a duty that is conducted, and I say, quote, unquote, in a dolly house.
28:29Yeah.
28:30This is a very high-risk situation.
28:33This is a situation sometimes, based on the intelligence you're receiving, you're actually starting to contemplate, you are steering with the chances of death, in terms of looking to uphold the rule of law.
28:43So, again, a developing story, and we'll see what comes out of that, but, you know, like in everything else, we are governed by the rule of law,
28:53and the rule of law must be applied at all times, including if there's a need to use deadly force in a given circumstance.
28:59The rule of law gives the power to the police and even citizens, when their life is in immediate danger, to respond appropriately or proportionately to the force that is being met.
29:08So, again, the rule of law is existing in every square that we, you know, traverse.
29:13Now, earlier we spoke about homicide in the Gasparilla area.
29:18Yes.
29:19And that person was identified as 42-year-old Everton Andrews, apparently a man with mental health disability.
29:31Mr. Andrews here.
29:32Shot and killed on his mattress while he slept.
29:35And, of course, express journalist Suzanne Mohamed spoke with his sister yesterday.
29:40Let's take a look.
29:43My name is Casey Andrews.
29:46And incidentally took with Everton Andrews.
29:51Last night I was sleeping around about 10 o'clock.
29:55I heard a two loud noise, pox pox, pox.
30:01And I asked my children, what is that noise?
30:04But I told them, do not go outside.
30:07Because it sounded like a gunshot.
30:11But I was so afraid we didn't even went outside or anything to go and see what is this made the case.
30:15Because it sounded so very close to where I stayed downstairs.
30:20His, I remember my brother-in-law, Anthony Thompson, Thomas, came and he saw Everton lying on, lying on his, inside there, his mattress inside there.
30:34Lying on his side there.
30:36Saw him with two gunshot to his head.
30:39That's when they called the police and we police them, called me around six when they came up and stuff.
30:47And they do what I could do there.
30:53To put the tears on what we can investigate.
31:00I don't know where they're going.
31:05But, whatever, Everton is, you know.
31:09Because, he made everybody.
31:12And then, he was going to the police, he was, so I already don't know who, who could do it, who could do that, to him.
31:22Mental disability.
31:24He said, we're going to Ward 1, Sir San Fernando's, and then he might work the same dance, going to how his condition is.
31:32So, the relative of Mr. Andrews speaking there to the media, Suzanne Mohammed, express journalist, really sad, you know, lying in your bed.
31:46And, we could see from the video, there were actually two windows there, some missing louvers, where possibly the person could have just put their hand through and shot Mr. Andrews as he lay in bed.
31:57Well, condolences to the family, Mark.
31:59And, Mark, this brings me to a repeat, you know, a matter that I've repeated before.
32:04And, the victimology of an individual is important to look at.
32:10So, why we may have expressed condolences to this family and other families who have lost their loved ones.
32:15It's important for us to do a victimology, to have an understanding of exactly who is this individual.
32:20And, you know, even persons who are listening, let us start doing some introspection and examining ourselves.
32:29And, if we do that, you might recognize it as a need to desist from sometimes some of the things that we may be engaging in.
32:36And, it's unfortunate that what has been reported at this individual seems to be suffering from some illness.
32:42And, again, it's important for us to recognize that when we are speaking about crime and criminality, a police is not exempted, an individual in whatever circumstances is not exempted, whether it be an adult, whether it be a child, as the case may be, because we have seen young people also met their demise of crime and criminality.
33:00So, Trinidad and Tobago, as I speak to you here this afternoon, you know, let us continue to appreciate that the level of crime and criminality that we have seen in Trinidad and Tobago.
33:10Let us have persons who are moving around us, who might be close to us, who might be in our communities, or who may be coming to our communities, bent on inflicting grievous bodily harm, if not death, who may be bent on coming to take our properties that we have worked hard for.
33:26And, it's important for us to find it within ourselves, to be able to solidly hold hands with law enforcement.
33:33And, you know, as I always said, Mark, and this is where I became passionate, that we have three options.
33:39Three options.
33:41If we have the opportunity to fix or treat with evil, we can fix it, let us fix it with our hands.
33:47If we cannot fix it with our hands, let us speak up on it.
33:51And, if we cannot speak up on it, let us hate it in our heart that we will turn away from it.
33:54And, if you look at those three things that I have spoken about, you will be exercising what?
33:59Using your hands to write and expressing yourself through the media to be able to identify wrongdoing or to attract public authorities to deal with issues.
34:08So, those who are in Trinidad and Tobago in your communities and your household, do not condone acts of crime and criminality.
34:15We need to stand firm and let us stand up against it.
34:18Because, if you don't, it's going to continue to plague your community.
34:22It's going to continue to make you uncomfortable.
34:23And, we have seen that all our constitutional rights are being affected and impacted with crime and criminality.
34:31And, we are in the vacation period.
34:33We have seen, a couple of months ago, where even our educational institutions are impacted with crime and criminality.
34:40If not within the outskirts, sometimes directly within the school compound.
34:44We've seen our health sector being impacted.
34:46So, the citizens, this is our country.
34:50The police service belongs to you.
34:52You know, task them.
34:53And, how do you task the police, Mark?
34:56How do you task the police?
34:57By providing the information and the intelligence to task the police to be able to deal with the situation.
35:03So, my citizens, my brothers and sisters, let us continue to persevere.
35:08And, be persistent in our efforts to deal with crime and criminality.

40:03So we present in a state of emergency, do you feel safer?
40:15At the moment, yeah. The reason why I tell her that is that the presence of the police on
40:22the outside, at any or given time, is most exciting. The reason why is, the elements,
40:30we can't stop it but we can try to control it. It's safer for the citizens and business
40:38owners too. As you can see, a lot of businesses are getting targeted right now. When you look

41:06And you think we need a curfew during the state of emergency? Or no?
41:09No, I don't think we need a curfew. What?
41:13With the police presence at any given time, it's most important.
41:17What are your thoughts on this time, your ground legislation?
41:21Actually, I really didn't take a look at it to really see more about it. But for me as a citizen,
41:29I have no problem with stand my ground. I can defend myself.
41:34Alright. Would you support a proposal to have persons who are held with illegal firearms
41:41given no bail for a hundred and eighty days?
41:44Yeah. And why?
41:47Because a firearm is a very dangerous thing. I see a person with an illegal firearm,
41:53I could lose my life, I could lose my family if I'm looking at me, I drive in a nice little car.
41:58They might know how much I sacrificed to buy a car. I might not have food one day on my table,
42:03but I sacrifice it. And I might like it more than me. Waiters to reach in my door to take it out.
42:11So I have to defend myself.
42:13Yeah. Have you ever been a victim of a scam?

42:17Right. And what advice do you have for people that get caught up in these scams?
42:22Quick money, invest $5, they get $100 tomorrow.
42:26That is always a catch. You see social media, when you're living on social media,
42:31they quick to pop up and say, $5. But the thing is, when you do invest $5,
42:37I have $20, fee to pay down the road.
42:41Now I have a Samsung. I get caught through that. I went on Apple phone.
42:46But I had time for that. I bypassed that. I deleted that one time.
42:53Good advice.
42:55Voice of the people, Sergeant Ali, and they asked me for you, but I say like, you was too busy to come down the road.
43:06Well, Mark, if I comment on this video, you know, it's so, I should say, it's very interesting to see that over the last week,
43:13last week we spoke about, I think we got a call from Mayaro, I think it was.
43:18Guaya Guayari.
43:19Right.
43:20And we were invited to that area, and during this week, several persons reached out, relying on,
43:26or I should say, you know, in law, in public law, there's something called a legitimate expectation.
43:30It appears that the persons in Mayaro and Guaya Guayari, they have a legitimate expectation to see yourself,
43:36and probably the family will be on the tape.
43:38And, you know, persons reached out to me during this week, and, you know, I was like, you know,
43:42when you think that you are treating with an issue, you know, persons out there are listening,
43:48and they are very receptive, and they are anticipating, you know, actions in terms of when we speak.
43:53And, you know, those persons in Mayaro and Guaya Guayari, perhaps, you know, we'll make it our business.
43:59But, again, to this person in the Shaguanas area, Mark, giving a very balanced position,
44:05in terms of the question that you have placed to him.
44:08You have dealt with very significant things.
44:09You have, you know, pointed a question on the standing ground.
44:12You have pointed an issue in terms of the 180 days denial of bail, in particular circumstances.
44:18And you also spoke about the scamming issue.
44:21Yeah.
44:22You know, very significant issues, and I know that those are very relevant issues,
44:25and even the individual have also expressed a concern for home invasion.
44:30Mark, this is an area that continues to, you know, trouble the citizenry of Trinidad and Tobago.
44:35And, you know, I want to speak home invasion and the response of the government of Trinidad and Tobago.
44:40I have not commented on it publicly in the way that I would like to as yet, but because, you know, looking at voice of the people.
44:46You know, one thing I really am inspired with is that the government of Trinidad and Tobago have identified that we need to use the rule of law.
44:55We need to use the strength of the rule of law.
44:57We need to use the parliament to be able to give some protection to the citizens.
45:01But what has stood out to me, Mark, you see, affording the opportunity for the citizens of Trinidad and Tobago to participate in the lawmaking process, that is inspiring for me.
45:12And on the last occasion I spoke about it resembles a referendum where you are taking a very sensitive and unique piece of legislation into the citizenry to get their perspective and have them participate actively.
45:26What you normally have is 41 member of parliament will come and speak on their constituency as to what they think may be beneficial.
45:34What you are getting is giving a direct opportunity for every single citizen in every single constituency to comment on this unique legislation.
45:42So I think it's an excellent move in terms of the involvement of the of the citizens of Trinidad and Tobago.
45:47And I want to ask politely to the citizens of Trinidad and Tobago to be very responsible, be very mature as we digest this piece of legislation to ensure that we give a meaningful input so that the decision makers can be well informed when they have to make a decision.
46:05But again, just to match the home invasion with the response of the government in relation to where the law is concerned, and I'll close by indicating those who are bent, Mark, on home invasion.
46:17I personally would like to see a greater effort to be able to deal with these organized syndicates that are placing law-abiding citizens in harm and also affecting the enjoyment of their property.
46:30And whatever I can do legally or otherwise to be able to lend that support, I think that we need to deal with it.
46:36So, yes, you may have the law to protect yourself with Stanyagrong, but if we can prevent it by detecting those individuals, prosecuting those individuals, convicting those individuals, I think that we would be in the best position.
