02:08It's not a thrill.
02:08When your speed can kill.
02:10It's not a thrill.
02:10When your speed can kill.
02:12Hello.
02:13I'm Peter.
02:15An Englishman living in Trinidad for many, many years.
02:21I've come to love this country because of the warm hearted people, a diverse culture, a fantastic food, and a beautiful world.
02:26And of course, the great weather.
02:27A few years ago, I came across Habitat, and boy, oh boy, this is what the country is.
02:31At Habitat, they work alongside families.
03:02Especially the children.
03:03If each one of us does the same, then all our actions will add up to create major changes.
03:08I work with Habitat for Humanity to make small but significant actions which contribute to the life I have come to love in Trinidad and Tobago.
03:15Help build a home, and a home means an awful lot.
03:19A house is not a home.
03:20A home is a home.
03:21It's where the heart is.
03:22So come with me, and let's make it happen.
03:45Welcome to Beyond the Tape.
03:46I'm your host, Mark Wassand.
03:49Welcome to our viewers across Trinidad and Tobago, our global viewers and our brothers and sisters in the Isles of Grenada.
03:57It's Tuesday, of course, and after the long weekend, certainly not a very good picture.
04:04When we looked at the nation's roadways, several road traffic accidents, persons dying and being hurt, and some of them across Trinidad and Tobago.
04:14We also had a couple of homicides, to mention Gilbert Elias, who apparently was carjacked after leaving his house.
04:24And his buddy found a short while after at Cungac Road in the east there.
04:32And then we also had a taxi driver who apparently was at a bar.
04:37His name is Devanand Dorica, who from all reports was allegedly brandishing or made threats to somebody.
04:47And he came back and he was brandishing what appeared to be a licensed firearm.
04:50Shortly thereafter, he was found in the Savannah.
04:55I think it was in the Malaba area, sorry, in the Savannah, apparently shot with his own firearm by someone.
05:04Homicides, of course, reaching 247.
05:07And then we had the unfortunate accidents involving police officers while they were transporting a detainee, as well as a couple of other accidents along the highways.
05:19And no, you're not looking at a rerun. Today with me again is Corporal Shabody, manager of the police and founder of the police St. James Youth Club.
05:32Welcome again.
05:33Blessings to you on this rainy Tuesday.
05:36Indeed.
05:37Long weekend.
05:38Not so much a good news, but we will take it in strides.
05:42We think that we need to have a discussion.
05:45We need to have a more aggressive approach with the Carnage on the road.
05:48It cannot be that we only counting figures.
05:51People must feel that there's a law out there.
05:55There has to be an aggressive approach to prevention.
05:57We need to come up with something a little more innovative in terms of really, really speaking to people in terms of the recklessness.
06:05Sitting behind a vehicle and you under alcohol, under the influence of alcohol.
06:11You know, there has to be a discussion taking place.
06:14A more aggressive approach in order to know that people are safe on the nation's road.
06:19It cannot be that a long weekend.
06:21We say, okay, this is oneness.
06:22That is not the case.
06:23Yeah.
06:24It is one too much and we're losing too many lives.
06:26And we appeal again to all those who know the individuals drinking and driving.
06:33They're under the influence.
06:35Take the keys from them.
06:36Say, you're not going in this vehicle.
06:38It has to be a different type of policing.
06:40Yeah.
06:41You know, in terms of health and safety on our nation's roads.
06:46I want to say congratulations to the Trinbago Knight Riders.
06:49Yeah.
06:50They're doing well.
06:51So far, so good.
06:52Yes.
06:53My brother is laying from the front.
06:55I think he's taking my lead.
06:57I have spoken to him.
06:59You know, and he's taking my lead.
07:01And that team play.
07:03There are two eyes in winning, but there's no eye in team.
07:06I think it's better that you are a team.
07:08And I am forced to be reckoned with.
07:10I want to commend, you know, the collective effort, the respect that Trinbago Knight Riders
07:16received.
07:17And all the teams as well.
07:18They are very healthy.
07:19You know, you see people hugging, shaking hands.
07:21Good sportsmanship.
07:22It's an excellent atmosphere.
07:24But I wish to congratulate them.
07:26Yeah, certainly.
07:27You know, and we also have to congratulate the kind of support that they had out there
07:32over the last three to four games.
07:34And they still have another game on tomorrow that they will be paying the St. Lucia Kings,
07:39who are the defending champions.
07:41So we look forward to that game as well.
07:43And of course, you know, we talk about, you know, road traffic accidents.
07:48And, you know, there was also, you know, a lot of traffic in and around the Brian Lara Cricket
07:54for those games.
07:55And of course, it's still a logistical nightmare that they are trying to work out.
07:59Yes.
08:00You know, this, you know, they attempted the parking ride in the past.
08:04It wasn't smooth.
08:05Too slow, yes.
08:06But I think, I still think these are things that need to be ironed out if we are going
08:10to have a lot of cricket being played at that facility in the future.
08:14Definitely.
08:15Definitely.
08:16They're ready to go back to the drawing board in terms of getting people to and from
08:20with less time.
08:21And by extension, ensuring that people have access to the vehicles.
08:24It's a massive space.
08:25Yeah.
08:26I think they could really maximize the use with some logistics and with some expertise.
08:30I think they'll do well.
08:32I know that there's a lot of tweeting going on as they continue to use.
08:37But I totally agree with you.
08:39Yes.
08:40You're a little more logistic and a little more intelligence.
08:42Incidentally, I saw two officers who were usually on the show from time to time there.
08:47And I just want to say good afternoon to you, Inspector Francis from the Fraud Squad.
08:51Oh, good man.
08:52Another inspector.
08:53I can't remember his name right now.
08:54Forgive me.
08:55But he was also, they were also on duty down there on Saturday last.
08:59You know, that was a really big game and a stunning victory for the TKR that made it look like easy work.
09:07Yeah, yeah.
09:08Unfortunately, I couldn't get any tickets at that time so that I'm probably I'll go down there in my uniform and see what we could work out and perform a duty while watching cricket.
09:17Considering the day of prayer, I also want to recognize the public that came out and prayed for this country.
09:22We need more.
09:23We need more of it in spite of the destructors and the noise.
09:27We need more of it.
09:28You know, I tell young people that there's a kit that we move around with.
09:31It's a live kit.
09:32And that live kit must have faith.
09:34It must have prayer.
09:35It must have the fruits of the spirit.
09:37The basic fundamental things you must have in that kit.
09:40And if you want to walk around the kit with hate and vengeance and, you know, envy, you need to get rid of that kit.
09:45Yeah.
09:46And we need to make sure that you can go into the kit and utilize what is in the kit and put it out.
09:52And prayer is a fundamental, a good tool.
09:55I've seen what prayer has done in my life and my family life.
09:58And I would never, at no time at all, you know, play down the power of prayer.
10:04It has been good to me.
10:05I've been useful when I'm back against the wall.
10:08I think this country can do well understanding the power of prayer.
10:12And I want to salute all those who came out and pray for this country.
10:15Yes.
10:16And you talk about the power of prayer.
10:18We, we, we certainly want to extend that kind of blessing to, uh, the Dr. Dorothy Williams.
10:26Yes.
10:27Yes.
10:28is a great incident in which she was shot six times by mass, by gunmen, sorry.
10:33Uh, in Chamflair in the early hours of Saturday morning returning from an event with her husband.
10:40And these assailants, armed, came out, opened fire on her car, shot her six times, five to the stomach, one to her head.
10:49And she remains in critical condition, of course, and we are hopeful that the doctors at the Eric Williams Medical Sciences Complex can, you know, do justice.
10:59And hopeful that she will make a full recovery.
11:01It's difficult, but, you know, I mean, the off-duty prisons officer who saw this entire incident unfolding before his eyes, came out.
11:12One of the suspects pointed a firearm and in so doing, he had to defend himself.
11:17He opened fire with his license firearm, shot that suspect dead.
11:21He was identified as Adam Wheeler.
11:23The second suspect who appeared to also have been wounded was later left in the getaway car.
11:31And I was talking to some investigators earlier today, and they said they have an idea of who the person is that is on the run.
11:38And they're hoping to firm up that by tomorrow as they continue to search for that second suspect in this attempted motive of robbery.
11:47Yeah, no new police service.
11:49I mean, persons will be held.
11:53And, you know, we talk about suspect and gun men.
11:56These are demons.
11:58These are men.
11:58They are devils.
11:59They are devils in human form.
12:01You mean, they say, what is the reason if you come to a rob and you come to take, you're already doing something that is unlawful.
12:07What is this all about?
12:08And we must say, I'm called evil as it is.
12:11Share evil.
12:13And we call on the nation to pray for the goodly doctor.
12:16I mean, they say, that's a woman who gave her service and who, you know, it's very, very unfortunate.
12:21And we want to let these people know that, you know, we can't call them just gun men alone.
12:27We have a place for them.
12:29And therefore, when it should be found, you know, justice must be self-quick justice.
12:33And it must be dealt with.
12:34Yeah, clearly she was, she is, sorry, a well-respected surgeon.
12:39She worked at the Portis Pen General Hospital for many years.
12:43And then she would have moved into private practice where at St. Augustine Hospital.
12:48And she still continued to practice.
12:50She's 70.
12:51You know, resilient, well-known, well-respected in the medical fraternity by several others who came up under her.
12:58And we would have learned a lot of things from her.
13:01That's right.
13:02You know, and it's unfortunate, too, that, you know, we have another, well, a homicide in Gilbert Elias.
13:12He left home on Saturday evening.
13:16And police said that apparently they saw a masked gunman driving his vehicle.
13:24And he lives at Clarence Trace in Valencia.
13:29And on Sunday at around 11 o'clock, they found his body at La Plata Gardens, Valencia, in some bushes just 10 feet off the Kumaka Road.
13:41Apparently he had a wound to his right side of his eye.
13:46So they suspect that some foul play is involved with Mr. Elias' murder.
13:52And then, of course, we told you about the homicide involving Devon and Dorica, who appeared to be intoxicated at a bar.
13:59Made some threats to a person.
14:01He left.
14:01He came back with his license firearm.
14:03He was brandishing it.
14:04And then, of course, he later found him dead not too far away from there in the Malaba district.
14:10So it's really unfortunate that we're having these types of gun-related, you know, shootings and murders.
14:18And, of course, persons looking to punks and elderly folk from different areas across Trinidad and Tobago.
14:26And somebody must have known because apparently the doctor in question that is fighting for her life right now, she had returned from a charity event.
14:34And then there was some of investigators say there was a quantity of cash in that vehicle.
14:40Now she also has a business not too far up.
14:43I don't know if she, before she went to the event, she stopped by whatever it was she was doing.
14:49She got some cash and then she would have proceeded to the event.
14:52And then coming back home, somebody would have known that she collected some kind of cash and would have given these men the heads up.
15:00Yeah.
15:01And all that information will assist police in making a case and bringing closure to this unfortunate dilemma.
15:11And you see soft targets, eh?
15:13The criminals and them are choosing soft targets.
15:15The elderly, you know, geriatric, the homes.
15:19They're looking for easy money.
15:20And we're asking, you know, people to monitor and to make sure that they move in tools, they move in a group.
15:28You follow?
15:29That we need to revisit how we go about taking care of our elderly and, by extension, educating them and keep them informed.
15:36Because they want to move about, they want to be on their own, but time does not provide for that.
15:40And therefore, it's absolutely in their interest that they move in a group, they move with a second and third person.
15:45Especially if there is money and transactional money, we need to be a little more circumspect in how we conduct our affairs.
15:52Yeah, certainly.
15:54All right, moving on, of course, not some good news over the long weekend, but there were several RTs and some fatalities.
16:01This was one that involved two vehicles.
16:07My understanding was that the white car you're about to see, this is near the L square area there, was apparently speeding.
16:17And he tried to overtake another vehicle.
16:20And he, in turn, clipped the front air.
16:22There were four persons, two in each vehicle.
16:25Of course, the front air flipped.
16:27I was coming back from the CPL when I captured these images.
16:31Of course, the officers were very helpful and they told me that the white vehicle seemed to have been the one that was speeding and clipped the front air.
16:39And I see, you're driving your, going your merry way, taking your time, and then somebody who is being rather reckless causes you to be hurt or even killed.
16:49Yes, and we have appealed over and over on this program, together with Sergeant Batson and so many others, that 90% of the problem is speeding.
16:59Alcohol consumption is a close first, you know, but speeding.
17:04And it's not defective vehicles, it's not tire, it's speeding.
17:08And I think that we really need to do something about those who feel that the roadway belongs to them.
17:12We have to come up with some kind of innovative approach in terms of letting people know, slow down.
17:18Some kind of, oh, the siren comes on.
17:21Are you aware that, you know, why don't you drive running the highway?
17:24There must be something that we need to look at.
17:26This one is about three vehicles, you're seeing a truck on its side.
17:29You know, you're seeing another SUV to your right here.
17:33Then there's another vehicle, a little lower down.
17:36You see the truck here and the car.
17:38Terrible.
17:38And this is synonymous, as you said, of either speed or somebody reckless, maybe driving under the influence.
17:47In some cases, we don't know.
17:48Yes.
17:49But we suspect those are some of the critical things you look at when you're looking at accidents.
17:55And, Brother Bassan, if you look at, if there's one vehicle involving an incident, which is the culprit, then fine.
18:00But look how many other vehicles have fallen prey that can have reckless driving.
18:04Well, this one is actually at the intersection of the Dinsley Main Road and the Priority Bus Route on Sunday night, just around 10 o'clock.
18:12Apparently, officers, at the time of transporting a detainee, and I think they lost control of the vehicle and they flipped.
18:21And it was really nice to see so many passerbys coming out and assisting the officers.
18:28You know, he appeared to be hurt.
18:29He's limping out.
18:30But I'm thankful and hopeful that everybody in that vehicle would have been taken out safely and, you know, taken to hospital.
18:37And hopefully nobody received any serious or major injuries.
18:42You see, Trinidad is a beautiful place.
18:43This is a reflection of how people pour their love on there.
18:49You know, they come out and they assess them.
18:51And that should be on every TV.
18:54You follow?
18:55That in spite of what's going on, you see people go out their way in terms of our system.
18:59And not just police officers, but anybody who finds themselves in an 114-minute situation on the Nations Road.
19:05People pull aside, you know, and they help.
19:08And we want to salute members of the public.
19:11Yes, indeed.
19:11You know, for that kind of service.
19:13All right.
19:14Let's take a look now at our state of emergency figures.
19:17It's day 47.
19:21Number of operations, 3,477.
19:24Target priority offenders, 1,309.
19:27Searches conducted, 22,171.
19:31Traffic operations, 2,200.
19:33Total persons arrested, 1,490.
19:38Traffic offenses detected, 11,908.
19:42Firearms recovered, 52 pistols, 27 revolvers, 13 shotguns, 12 rifles, and 3 air rifles.
19:51Ammunition recovered today, 680 rungs of 9mm, 80 rungs of 12 gauge, 50 rungs of 0.382.
19:57343 rungs of 5.56, 78 rungs of 0.38, 54 rungs of 0.40, 7 rungs of 0.357, 47 rungs of 0.45, and 48 rungs of 7.62 mm.
20:13Dangerous drug seized, 220, 798.74 grams of marijuana, 7,000.23 grams of cocaine, 1,032 STC pills, and 15 grams of molly.
20:29This is police doing good work.
20:31Excellent work.
20:32And it must be applauded.
20:32And, you know, and again, I don't know if you have the figure, but I have that this is the lowest homicide since November 2015.
20:43247, indeed.
20:44Yes, and that is commendable.
20:46We would like the figure to go lower and lower.
20:48Of course.
20:48But if we are playing with figures, then we must reflect that good work is being done, and therefore we must commend the police service for keeping it and trying to bring it at a manageable level.
20:58Of course, in concert with members of the public who provide good intelligence, and by extension, ensuring that the community is a safe one.
21:06And we want to guarantee that the police service will continue to work hand in hand with all stakeholders to ensure that we have a safe community.
21:14Because, again, they want to be safe.
21:16Yep.
21:16Safety is paramount.
21:18Yep.
21:18You know?
21:19All right.
21:19We're going to take a short break on with Vax.
21:21Stay with us.
21:24Good day, Trader and Tobago.
21:25A safer nation begins with you standing up, speaking out, and doing your part.
21:31As your commissioner of police, I am prepared to do my part.
21:36Are you prepared to do your part?
21:37Get on board.
21:38Are you on board?
21:39I am Bishop Ezekiel Clark, president of the Coover Police Station Community Council, and I am proud to say that I am on board with the Trinidad and Tobago Police Service in their fight against crime in Trinidad and Tobago.
21:55I am Panis Dean Galston, and I am Panis Johan Jockery, and crime prevention is everybody's business.
22:01Hi, I am Sajina Khadir, attorney at law and team lead for the attorneys for the TTPS Community Justice Clinic.
22:11We support the Trinidad and Tobago Police Service in the fight against crime.
22:15Crime prevention is everybody's business.
22:17I am Shiraz Khan.
22:19I am a farmer.
22:20I support the TTPS in the fight against crime.
22:23My name is Baldok Maraj, president of Bishop Warner's Chamber of Industry and Commerce.
22:28Crime fighting is everybody's business.
22:30We are all on board.
22:40My story is an alto story.
22:44I really know my test skills was terrible.
22:46In between a year time, I do that level one, I complete it.
22:49What?
22:50That was so, that was like a joke.
22:52I'm a alto for a long while, I'm not lying.
22:54I'm a alto, I jump out, I call me challenge, it was hard, but I'm fight still.
22:58I started feeling nice, I started feeling sweet about myself.
23:02Before alto, I was so nervous, never understand a lot of things.
23:06Alto is a nice place to learn.
23:07Like if any student in this program made a mistake, all the other students will turn and help out that student.
23:16The teachers are very wonderful, which is one thing I love.
23:18The next thing I love about it, it's free.
23:20You can't study what a person is meeting, the perception of a person.
23:24You have to focus on what you want.
23:27I am enjoying every moment in alto.
23:30Today now, I can read, I can write, I can spell.
23:35Get into alto so you can write your stone.
23:37The Knights are back, and the Fortress is ready.
23:46It is the most welcome under for Nicky P.
23:50This is more than cricket.
23:53This is Trini Clive.
23:58Feel the heat, hear the beats, know the stands.
24:02Lock your seat now.
24:09Buy your tickets today.
24:12Slavery.
24:13A terrible time in our history.
24:16The kidnapping.
24:17Buying and selling of people for profit.
24:19The exploitation of another human being.
24:22It still exists today.
24:24It has a new name.
24:26Human trafficking.
24:28Anyone can be a victim.
24:30There is forced labor.
24:31Sexual exploitation and domestic servitude.
24:38Human trafficking is a worldwide problem and an emerging concern for us here in Trinidad and Tobago.
24:44If you know of or suspect human trafficking activity, call the counter-trafficking hotline at 800-4CTU or 800-4288.
24:56Human trafficking is a crime.
24:58Identify it.
24:59Report it.
25:00Stop it.
25:02A message from the counter-trafficking unit of the Ministry of National Security.
25:06Any time you leave your keys in the ignition when you pull up to your driveway, you make yourself an easy target for theft and robbery.
25:24Make it tough for criminals.
25:26Don't give them a chance.
25:28Switch off your engine, remove your keys, and stay alert.
25:33A message from the Trinidad and Tobago Police Service.
25:36Welcome back to Beyond the Tape.
25:51I'm your host, Mark Bussand, joined today by Corporal Derek Chabody, founder and manager of the St. James Police Youth Club.
25:58I just want to remind you guys, CPL starts back tomorrow, and for the rest of the week, Beyond the Tape will be at 4.45 p.m.
26:06Yes?
26:07It will be on at 4.45 p.m., so please take note of that.
26:11All right?
26:12Having said that, I was supposed to do the headlines.
26:15Let's go to it now.
26:15Let's go to it now.
26:45All right.
26:58Those were the headlines over the last 24 hours.
27:01And we have a video to share with the public, of course.
27:05It has raised some concerns about the police operation, of course, at a bar in Chase Village in Edinburgh.
27:15Let's take a listen.
27:15Let's take a listen.
27:17Let's take a listen.
27:19Let's take a listen.
27:21So, you're seeing the officers entering the premises.
27:23There's a person that was on the phone just as they were entering the premises very early on in the video.
27:30and he was ordered he was literally kind of pushed down onto the ground and then they go inside
27:39and it is alleged of course that several patrons sustained minor injuries and also during that
27:46raid that stun grenades were used that's the song you just heard there and i know commissioner of
27:54police alistair govero we we know you will be perhaps looking into this and we expect maybe
28:01some response at a given time certainly there is no clear indication as to what the raid was about
28:11and i imagine that we will need some further clarity but a lot of the patrons said that they
28:18were roughed up allegedly by officers who entered the the premises there you're seeing here some
28:26another angle of they're going into the premises uh early sunday morning
28:33courtesy of our sister people the trinidad express so you hear the songs of the stern munis and i'm
28:39just wondering playing devil devil's advocate years was that necessary i don't know uh was
28:47it didn't appear at least nobody we heard anything about anybody being armed with a firearm or anything
28:52of that sort um so i am not entirely clear as to what would have transpired inside we see the officers
29:01entering from various angles through different camera angles into the building
29:06corporal shabadi when do you use stun grenades well you you had to use stun grenades based on the nature
29:17of of the person so the target tool right right and and that comes with a special unit yes correct and
29:25therefore it is instructive that the senior officers leading the team would give them the relevant
29:31instructions in fact you'll appreciate the fact that the officers will do the due
29:35diligence that have already understand what is to be done who to strike i'm trusting is not an error
29:42but when the report meets the death of the commissioner police i trust that um the officers
29:49that would understand that they are held accountable to higher level in terms of you know going about
29:56doing their duties it's very very unfortunate you know i'm looking at the video i'm too was a bit
30:01taken aback um i don't know if it was an error on the part of one of the officers but as things unfold
30:08you will find all the facts yeah as i said as i said we we are unable to see inside of the facility we are
30:14using the officers so we don't know what really transpired to perhaps trigger that sun we need or stun we
30:20need that's a special special arm yeah that's why i ask you the question yeah when are you using stun we
30:28needs that is not for no normal um exercise special exercise you use tunganese and those are officers
30:36who are specially trained you know this is not officers who do four hours patrol it's a special unit
30:42so you know based on the report let's see what happens on full and then i'm i know that the commissioner
30:46is very transparent and the public will be informed of exactly what went on and the officers will
30:51meet an answer yep we're hopeful that the commissioner will be able to shed some further
30:55light on that in the coming um in the next 24 hours hopefully all right we have our first caller
31:01on the line caller good evening welcome to be on the tape good evening good evening mr mark
31:07we have our front and i think it's a sharpity ready let me congratulate the ttps for showing
31:19the way yes you all still have to do a lot of work but i am seeing some tangible positives your rapid response
31:29and i want to offer my condolences to the doctor who was ambushed and shot that is a genius crime and i
31:40want to concur with the minister of defense asking the accomplice to give himself up because his family
31:51might not have the requisite money to put him in a place or find a place in a public space frame so the
32:00commissioner of police has have identified that operation i believe is a special operation this is
32:08special time needs special strategy and i'm not taking it from citizens who clapping back i also
32:18power back when i see something good i am in agreement with them i want to road accident and i want to
32:27commend the people responsible for putting the road marking at the grand bazaar over past it is
32:39beautiful in the night you could see the road clearly now so somebody understands what it is to drive in the night
32:47yes driving in the night where there are no road marking that doesn't tell you and i'm hoping
32:54sure but he could take back this information to his people you have to do some policing between nine and
33:02three in the morning some of them drive over 150 in the night you're seeing it and you want to know how
33:13can they do that some of them with one headlight so you want to know if it's a cowboy in the night
33:20i mean they say i drive in the night but i don't cross 40 because there's a challenge on the road with
33:27the market and particularly what is left so i want to commend the police the combination of police i like
33:33the rapid response and a last thing i want to back for stand your ground ramish diriger and a police a former
33:42police service commissioner said they didn't come in his house and he wasn't frightened and if they had
33:49come in the house stand your ground would have been a nice activity today i go and have a nice evening
33:55all right caller thanks for your contribution we're going to respond after the break stay with us

35:36the world is in crisis distressing news are flowing from every quarter in the society and the hearts of
35:49many are failing them for fear however in the midst of these alarming conditions come good news jesus christ
35:58saves keeps and satisfies this is the message of daybreak
36:12what you can't see from this image is a man lying in a pool of blood in his living room
36:18he was shot dead a short while ago as two bandits tried to rob him and his family
36:24what you can't hear is his wife crying inconsolably what you don't know is that his four-year-old
36:30daughter is standing looking at her father confused begging him to wake up can you imagine what this
36:37wife and child are going through and what they will have to go through they try to process what has
36:42happened how can we begin to help we can start right here at the victim and witness support unit from
36:48investigation to counseling to helping families find justice to helping families find peace this unit
36:58gives victims and witnesses hope to cope we are the victim and witness support unit bridging the
37:04service gap between the victims witnesses and the police
37:27welcome back to be on the tape i'm your host marcus and joined today by corporal derek shabadi
37:31founder and manager of the saint james police youth club and i know just before the break we had
37:36a caller you would like to respond to him well when you hear callers like this you feel good you
37:41you know you give it gives you the impetus you know to go on from strength to strength these
37:45callers and then truly encourage you you know by commending the police service and that's why it's
37:50okay for us to take criticism it's constructive you know and callers like that allows you the opportunity
37:57to know that you're doing good work and that you have members of the public on your side so i need
38:02i want to commend the caller yes and the highway patrol is doing an excellent job i know that they
38:08continue to upgrade you know the response time and they're looking for best practice because we know
38:14we know the kind of drivers we have we don't pretend we know the kind of around drivers and the kind of
38:20recklessness and therefore we continue to put systems in place and partner with members of the public
38:26um the commissioner is looking on the senior superintendent in charge the acp in charge of
38:32of transport and mobile highway patrol they too are looking on and they certainly will be able to take
38:37notes as we come to you to upgrade our service because our service is only in terms of checks and
38:45balance is done by members of the public the public determines this is good service this is bad service
38:50because we provide that to them and the response is good so far and we salute the caller and all
38:55those who continue to work in concert with the police service yep all right talking about good service
39:01bad service but of course service nevertheless they have to provide service to trinidad and tobaco police
39:07service and we're going to take a quick look now at some of their crime initiatives uh anti-crime
39:12exercises in central and north central division on august 30th let's take a look
39:26look at the screen
39:54uh
40:08uh
40:14uh
40:2269, right?
40:39So, yeah, we were talking earlier on about, you know, driving under the influence,
40:43talking about speed, etc.
40:46And we see the officers there, of course, some persons were ticketed for driving
40:51or refusing to breathalyzer, tester, and so on.
40:57Yeah, it shows that the police service is out and about, 2, 3 in the morning,
41:01out and about, you know, the element of surprise, you know, is always part and parcel.
41:06But I would like to ask the powers that be, and not the police,
41:09talking about those who are into lawmaking,
41:11that we need to go back to the drawing table to look at people under narcotics,
41:16different influence.
41:17But when you feel people are just under alcohol influence,
41:21they're under different kind of narcotics as well.
41:23You know, they're under PCP, LSD, uppers, donners, you name it.
41:27They're polyaddicts.
41:28So after they would have drink, they're also introducing a component of narcotics.
41:32Yeah.
41:33And you'll be amazed.
41:34So I know, I really think that they could draft the law in order to look at not just alcohol influence,
41:41but the amount of other influences, narcotic influences,
41:45that people may be under while driving.
41:47And you'll be amazed to know that that is happening on a large scale.
41:53Yeah.
41:53It's a pretty serious thing, too, you know.
41:55Your judgment is impaired.
41:57That's right.
41:58And so when you cross that threshold of more than how many drinks you should be having over that prescribed legal limit.
42:06Yes.
42:07And then you want to take a pill now.
42:09You're opposed to donners.
42:10You have drugs that are, you know, it makes you, it not just influences,
42:15but, you know, people say, snake and a silk and a, you understand?
42:20And when you look at drugs and you look at how drugs are more potent,
42:25you know, in concert with alcohol consumption,
42:28it's not a human being driving a vehicle anymore.
42:31Yeah.
42:31Right?
42:32And we need to be mindful of that.
42:33Certainly.
42:34All right.
42:34We have a caller on the line.
42:35Caller, good evening.
42:36Welcome to Beyond the Chave.
42:37Our laptop here is the call of Molly.
42:39We need to come over here.
42:41Hello, caller.
42:42It seems that the caller didn't even know he was on.
42:47So, yeah, it's really important that, you know, we sit here.
42:52Hi, good day, caller.
42:53Good evening.
42:54Hi, good evening, Mr. Besson.
42:57And Officer Shabity, how are you going?
42:59Blessings to you.
43:00Good, man.
43:01All right, blessings.
43:02You know, Officer Shabity, it's nice to see you again.
43:07And I was thinking over the weekend after watching Friday's episode a couple of times.
43:11And first and foremost, before I forget, Mr. Besson, you know, we call in, but we don't always give you the credit for the work that you do.
43:18So, definitely credit for the work you do, Mr. Besson.
43:22But Officer Shabity, you know, I was thinking over the weekend, every time you see Officer Shabity on Beyond the Chave, the word is consistency.
43:32Consistent with the optimism, consistent with keeping a positive mindset.
43:40And all the officers in their own style, they always inspire us as a nation to do the right thing, to stay on the right path.
43:48But like I would have shared Friday, I recently experienced some issue with an employer.
43:56And I didn't have a state where I have the time and the resources to go to, let's say, a ministry of labor or a legal professional.
44:05But I would have experienced, as I said, multiple weeks of harassment within the workplace.
44:13And I did my best to stay strong.
44:15And eventually they just fabricated some claims and terminated my contract.
44:20So, now I am unemployed and I have to look to start from scratch.
44:26And I sincerely believe that is something that you all as officers need to look into because that is criminal activity.
44:35It might be a different type of crime, but where does that now put me as a person who was trying to do the right thing?
44:43So, how could you all assist?
44:44All right, Cole, I think you might want to leave your number for Mr. Shabadi and you can have an off-the-record conversation off-air with Corporal Shabadi.
44:56He will respond after we have this short break.

45:56My story is an ALTAR story.
46:00I really know my kids' kids was terrible.
46:03In between a year time, I did that level one.
46:05I completed.
46:06What?
46:07That was so...
46:08That was like a dream.
46:09In ALTAR for a long while, I'm not lying.
46:11In ALTAR, I jump out.
46:12I call me challenging.
46:13It was hard, but I fight still.
46:15I started to feel nice.
46:16I started to feel sweet about myself.
46:18Before ALTAR, I was so nervous.
46:20Never understand a lot of things.
46:22ALTAR is a nice place to learn.
46:24Like any student in this program, Made a Mistake, or the other students will tune and help out that student.
46:33The teachers are very wonderful, which is one thing I love.
46:35The next thing I love about it, it's free.
46:37You can't study what a person is making.
46:40The perception of a person.
46:41You have to focus on what you want.
46:43I am enjoying every moment in ALTAR.
46:46Today now, I can read, I can write, I can spell.
46:52Get into ALTAR so you can write your story.
46:547-08-1990.
48:34I hear the brother and I hear his cry and I understand that when you're feeling it's enfranchised and you're feeling that somebody is taking that task.
48:43There are legal ramifications so that if you're not in a union, you can go and seek advice from a union leader because they know best in terms of labor law and that kind of stuff.
48:53I don't think it's coming to anything criminal as yet, but it has to do with a working place and being discriminated and being unlawfully discharged and that kind of stuff.
49:02So advising one to get a lawyer who knows about labor law and that kind of stuff or any union representing somebody who's really on top of the game will be able to advise him and to give him counsel in terms of how to go about seeking redress.
49:18But to say that the police, the police service operates with an association and if we have any kind of redress, we go to our association and seek redress and they speak on behalf of the police so that we have a different approach in terms of seeking our redress.
49:33All right, on a lighter note, we have some highlights from the 70th anniversary gala event.
49:42Let's take a look.
49:53What a joy it is to gather here tonight for this dinner and award reception as part of our 70th anniversary celebration.
50:03This evening, we are not only honoring history, we celebrate the people who have lived it, built it, and continue to shape it.
50:15You all are the front line that determines whether we plunge into anarchy or remain a civilized state.
50:23And you all are doing such an excellent job.
50:28Please continue your excellent service to Trinidad and Tobago.
50:35I've seen camaraderie.
50:37I've seen togetherness.
50:39I am seeing you inspiring the younger ones.
50:43And certainly it has brought another dimension to my understanding of women policing.
50:50I want you to understand that we recognize the sacrifice that you all made.
51:05I know that your families recognize that the sacrifice that you all made.
51:09And I want you all to enjoy this moment because you work for that.
51:13I want you all to enjoy this moment.
51:43I was, I didn't see your dancing moves.
52:08No, no, no, no, no, no, I have to take a background on all of the women and I have to shine a little bit.
52:13But we have some of the most beautiful women in the service, past, present and future.
52:17It's from Ms. Samson, Brunswick, I haven't seen her in a while, she wants to see him.
52:20Yes, yes, with Julius, I see Ms. Carrington, Madam Prince.
52:25Ms. Archie.
52:26Yes, Mama Archie.
52:27Full thick of things there, good afternoon to you.
52:28Of course, yes, Mr. Carrington, Mama Martin, where they're looking all dark and beautiful.
52:33We really want to salute our women and what they have done and what they will continue to do,
52:38as they continue to champion, you know, the service and all that is offering for women police.
52:45And we are indeed grateful for what the offerings, and by extension, moving forward as a collective body
52:52that we need to recognize and respect, not women for only their physical,
52:58but their intellect and their smart and intelligence and all that.
53:02And I think that I am a product of so many women who have did intervention in my life.
53:08I'm grateful for all the women police.
53:11I must mention Sergeant Reed and Ms. Sam Simbron, Ms. Julius, good people, Ms. Patsy, Joseph.
53:18I can't complain about all those who have carved and nurtured me.
53:22And I'm indeed grateful for the blessings by all the officers.
53:25So I want to let my officers know, don't be intimidated.
53:28You know, they are there with a purpose, and they are there to bring balance.
53:34You know, one time I was working in a charge room, and a corporal came in and said,
53:38too much of a man is in a charge room, but I'm feeling funny.
53:40You all go out and do some patrol.
53:42But when the woman come in, he said nothing.
53:43I said, what is really going on with this corporal?
53:45You know, so it provides balance, and I'm really happy that we can go out and do patrol with women police
53:51and they bring a different taste in terms of crime fighting.
53:55And we want to salute them.
53:5770 years of doing excellent work, and they must be saluted.
54:02Yeah, we should do that salute.
54:03Yeah, we should do salute.
54:05Yeah, man.
54:06I learned from you, Ed, the shortest we're done.
54:09That's right.
54:10Longest we're up, shortest we're done.
54:11Yeah, longest we're up, shortest we're done.
54:14All right, switching gears a bit here now, we just wanted to remind persons who need information about if you're trying to secure FUL,
54:28there are certain numbers you can call.
54:30They are 627-5217, extensions 12410, 12411, 12412 on your screens.
54:41And, of course, there's also the Trinidad and Tobago Police Service website,
54:46where if you have any particular questions that you need answered or clarified about this matter,
54:52you can go there, send the question, and they will respond to you.
54:56We have shown a couple of responses, some good questions asked by the public as it pertains to firearm license.
55:05Transparency, accessibility, all that is paramount.
55:09If you want to seriously address the question of firearm users and the question they're asking,
55:14and they're feeling confident that the matter or the form or the application is going to attempt it to,
55:19so we have to commend the Commissioner of Police for his innovative approach in terms of making people more accessible.
55:25It's not a secret.
55:27Yeah.
55:27It's not a special unit.
55:29If people are asking for information, I think that it's only good that we provide that information,
55:35so people feel a sense of, okay, they have responded to me, and I know what my file is,
55:40and therefore progress has been made in terms of communication.
55:43Now, I know we were supposed to talk about this earlier, but, you know, the school opens in a week,
55:50and apparently the education ministry had some meeting,
55:53and I understand that SRPs are going to be sent out to various schools across Trinidad and Tobago
55:59as we try to get a handle on school violence and other kind of related activities and so on in those schools.
56:07Well, for the benefit of being honest, the Minister of Homeland Security did reach out to me,
56:14Sergeant Small, Mr. Fields, also saying Inspector Fields, Greenidge, Pastor Dutton,
56:21to assist with recommendations and that kind of stuff, and we did submit recommendations,
56:26and we're looking forward to meeting with other stakeholders to carve out.
56:30It will do well for the officers who will be reassigned permanently to have an assessment of the school,
56:38meet with the principal, network with the stakeholders.
56:41I have seen more success networking with the dean of discipline, you know, the teachers, attend PTA,
56:49and not just see yourself as an officer attached to the school.
56:52Right.
56:53So we want to trust that as things unfold, we are still waiting for the Commissioner of Police.
56:59I don't want to go and preempt, you know, what they'll be doing,
57:02but I know that in order to really be a successful officer attached to the school,
57:07you have to network with the stakeholders, you have to listen to the principal,
57:11understand the culture, understand the environment,
57:14and also apply good listening skills in order to affect your role as a police officer on the compound.
57:21Because you're dealing with children, of course, and you have to have that, I guess,
57:25some kind of prepping for that, the training and so on.
57:27I think those are things, logistics, that the stakeholders will be able to assist the officers
57:31so they better understand where they're going to be, the school's environment, and the children.
57:38That's right.
57:39And you have to look in terms of international law, the judges rule, you know,
57:43you cover handcuffs on minors because they are one of the state.
57:46There are a lot of red tape in terms of how do you go about dealing with matters with young people.
57:52But I know that the officers will be well informed in order to be a pilot project,
57:57and I trust that as things unfold, we'll become a little more accurate and a little more assertive in terms of addressing.
58:03But we are thankful.
58:05We must salute the Commissioner for the vision for having police officers attached to the school.
58:12It is a step in the right direction.
58:13All right.
58:15Thanks so much, Corporal Shabadi, for sharing the last hour with me.
58:18Remember, repeat tonight at 11.30.
58:21We'll run tomorrow at 11 o'clock.
58:23Beyond the Tape will be on at 4.45 for the rest of the week.
