04:23Of course, our international viewers and our brothers and sisters in the Isles of Grenada.
04:28It's certainly been a very busy last couple of days, of course, homicides soaring within the last 36 to 48 hours.
04:39The latest homicide reported the shooting of Darren Mohamed Ali in the Shogonis area yesterday.
04:49And before that, we had, after Mr. Mohamed Ali's death, before that, sorry, there was another shooting in the Kunupia area.
05:00And before that, we did have a couple of other homicides.
05:04It's approximately eight with a body found in Tobago, which makes it, we're not sure if it's nine.
05:09But just to recap, apart from Mr. Mohamed Ali, we had the shooting in Kunupia.
05:15And then there was the killing of Akeem Richards, a.k.a. Boom Boom in Mova, early Tuesday afternoon.
05:22Prior to that, there was the stabbing to death on Monday night of Kishla Wildman in the Marabella District.
05:30And then we had the double murder of James Marine and Kevon Bocard shot dead in San Juan.
05:37And on that evening yesterday, 1230, we had the killing of two brothers, Rodney Slater and Jovel Paul shot in the Monktrop area.
05:48And we also had the chopping of an unidentified man found dead in the Woodbrook area.
05:55And, of course, I did tell you about the killing of Mr. Mohamed Ali and Andrew Morales in the Kunupia area.
06:03So certainly some food for thought there as the homicide rate has just surged from about 275 odd to 285.
06:13And, of course, in the midst of all this, there's also the media release sent out by the Ministry of Defense a couple hours ago,
06:20revoking the appointment of Chief of Defense Staff Darrell Daniel and instead appointing now the CDS as commanding officer of the Trinidad and Tobago Coast Guard, Steve Riegel Dunn-Polo.
06:39So certainly a lot has happened over the last couple of hours.
06:42And, of course, today it's legally speaking, Wenzes, and I want to welcome with us Acting Sergeant Zahir Ali of the Trinidad and Tobago Police Service, also attaining at law.
06:51Welcome, sir.
06:52Well, Mark, good evening to you and thank you very much for bringing the public aware of the reference to the most recent developments.
07:01Not the best of news, if I should say that, but the reference to the surge.
07:06And I'm taking your word in relation to the murders, you know, and congratulations and acknowledgement to the appointment of Mr. Polo, Captain Polo, to lead the Trinidad and Tobago Defense Force.
07:18But good evening to Jackie and other family members and beyond the tape, you know, good evening to the citizenry of Trinidad and Tobago,
07:25most importantly, my law enforcement colleagues and supporting agencies, persons who may be viewing and listening this afternoon.
07:34Mark, the murders that you have identified, again, the prevalence of firearms in Trinidad and Tobago.
07:43And that's the common denominator, with reference to the eight murders over the last 24 to 48 hours.
07:48And, again, it spells out clearly the need to pursue these illegal firearms, wherever they may be.
07:55And, you know, what is interesting as well, and, you know, while every murder is important, you are seen not a singular, in some instances, you've seen double murders.
08:06So, again, a very, very concerning development, and I am certain that the authorities, I'm certain that the persons with the responsibility will definitely be thinking and strategizing with reference to responding to this surge in criminal activities.
08:24Mark, notwithstanding, that we are in a state of emergency, and had we not been in a state of emergency, seeing eight murders, you know, perhaps there may have been a call for a state of emergency.
08:35We are in a state of emergency.
08:37So, you know, my humblest, my humble advisory, my humble suggestion, both the law enforcement and Trinidad and Tobago citizenry, is to ensure that we recognize the situation that we are treating with.
08:50Do not be naive to the situation. And, as I always said on this program, those persons who are responsible for those murders, they are living somewhere.
09:00They are in the company of someone right now.
09:03And the firearms, most importantly, that was used for these homicides, are also lying down in places where a person may have information.
09:10So, I'm asking you all, you know, at the beginning of this program, to bring forward that intelligence, bring forward that information.
09:16And, you know, in the reverse, I'm asking law enforcement to, you know, reach out.
09:23Reach out and let's exert some pressure. Let's push back.
09:26When you have seen a surge in criminal activities, Mark, it's important for us for wide-scale searches, both in the general community areas,
09:37but more importantly, in relation to houses that we believe that these firearms may be stored, secured as the case may be.
09:44It's important for us to respond and respond, you know, effectively.
09:48Not with standing mark. We have enjoyed some success. That's without a doubt.
09:52You know, as looking through the news, you've seen persons charged for the big, or I should say the large seizure.
09:57We've seen other very significant developments in Trinidad and Tobago in terms of upholding the rule of law.
10:02But at the same time, you know, you've seen that the criminal elements continuing to place a lot of pressure on law enforcement,
10:11and by extension, putting fear in the citizenry of Trinidad and Tobago.
10:15So, again, very concerning situation.
10:17And, you know, my humble call, as I indicated earlier, if it is not already happening,
10:23that, you know, immediate wrong-the-table discussion to see, you know, how we can respond effectively to the situation.
10:30But, as always, it's a pleasure to be here with you.
10:32Yes, certainly. When we look at the figures yesterday, I think approximately 154 firearms to date were seized during the state of emergency.
10:42And if you look at the pattern of the homicides, at least the last eight,
10:47at least seven of those were done with the use of a firearm,
10:52barring the stabbing to death of the lady in the Marabella area.
10:57So, it seems that the gun is the preferred choice of weapon for criminals when they go out there to do the illegal activities
11:05or to purportedly wipe out someone.
11:10So, certainly, there is the need, as you indicated, by the public, you, Trinidad and Tobago,
11:16to come out and give information to assist the authorities in finding these illegal firearms that could even harm you
11:23or even persons that you love or even friends that you know.
11:27And I'm happy that you went there, Mark.
11:28And I'll tell you why I'm happy that you went there.
11:31And I'll look at it in this context.
11:33I had the opportunity to read some of the reporting coming out of,
11:37and without being prejudicial to a particular area, the double murder in the Mount Hope area.
11:41And it was very concerning for me when members of that community,
11:48they expressed a willingness, in some instances, to migrate.
11:54And this is where persons may have born and grown.
11:56This is where persons may have basically grown accustomed, calling it their home, their community.
12:01And because of criminal activities, they are now being forced to leave their place of abode.
12:06And I'm saying that if we really do some critical analysis,
12:11you'll recognize that when there's an issue in our community,
12:15if we do not treat to that early, and, you know, let's look at it from a medical context,
12:20the symptoms of a cancer must be dealt with immediately because it spreads around the body.
12:25Let us use that same principle and apply it in that particular area.
12:28I am certain, Mark, that persons in our community would have known
12:32perhaps who are the persons who may be attracting gang rivalry to that community,
12:38or vice versa, who may be the persons who may be causing pains for that community.
12:42And the question is, and when we're looking at crime and criminality,
12:46the community need to stand up and push back
12:49so that these persons would not cause a decay where the community is concerned.
12:53And the police, law enforcement is actively present.
12:57Hold on to the hands of law enforcement, bring them into the community,
13:00direct them properly so that we can assist in being able to preserve the peace.
13:06But it was very unfortunate to see that persons were contemplating migrating
13:10because of an absurge in activities,
13:12and where persons, based on the reporting,
13:15were coming from other communities to have conflict
13:18with persons in the particular community that sustained or where the murders took place.
13:22So, again, a very unfortunate situation.
13:24And last but not least, Mark,
13:26when the state of emergency was declared,
13:28you'll recognize that one of the areas that the law enforcement were granted
13:34powers to search places without warrant
13:36was a reference of firearm and ammunition.
13:39Let me repeat that.
13:40So it immediately signaled that the state of emergency
13:44were very much concerned and focused on the retrieval of firearms and ammunition.
13:49And to go a little bit further,
13:51not only the retrieval of the firearm and ammunition,
13:53but polling persons responsible who may be either in actual possession,
13:58constructive possession,
14:00or aiding or abetting, procuring, and counseling these people
14:02to be able to enjoy that possession,
14:05whether actual or constructive,
14:06of the firearms and ammunition,
14:08geared towards more serious offenses.
14:11So I'm happy that you, you know,
14:13expound on the fact that, again,
14:15the weapon of choice,
14:17and why would it be the weapon of choice, Mark?
14:18I'm putting this to you,
14:19someone who have done extensive reporting in Trinidad and Tobago.
14:22Why do you think that the weapon will be the weapon of choice?
14:27Why do you think, what comes to mind?
14:29Well, I mean, in terms of proximity,
14:31you don't have to be very close to the individual
14:33to put down that job.
14:36So it allows you that freedom, I would say,
14:40to stay from a distance
14:41and do what you needed to do
14:43and get out quickly in some instances, right?
14:46Well, definitely something that we can consider,
14:48but, you know, I was looking at it in the context
14:50where when we are speaking about the weapon of choice
14:54and why it will be the weapon of choice.
14:56And let's start with the first letter of the alphabet,
14:58the availability.
15:00Well, yes, that too.
15:01And the deadly impact of these weapons as well.
15:06Yes.
15:06No doubt.
15:07Correct.
15:07And when you're looking at the availability,
15:09which creates why it's the weapon of choice,
15:12that is something that is significant for us.
15:14And as I said before,
15:15I'm emphasizing that crime and criminality,
15:19if we have not recognized,
15:22I will continue to play this chorus.
15:26It does not have a face.
15:29No, it does not have a community.
15:31It does not have a religion.
15:33It does not have a political party.
15:35Crime and criminality affects every single citizen
15:39or even a visitor who may be visiting Trinidad and Tobago.
15:43Yes.
15:45And, you know,
15:46we had the unfortunate killing yesterday,
15:49or last night, I should share rather,
15:51of Darren Muhammad Ali,
15:52a businessman at his home,
15:55just outside, parked outside his home,
15:57around 10.30 in his Hilux vehicle
15:59along Joyce Road in Chaguanas.
16:02Mr. Muhammad Ali, of course,
16:04was sitting in this vehicle
16:05and, according to police,
16:08a gunman who was hiding in the bushes
16:10came out,
16:11shot him several times,
16:13and left.
16:14Now, since that shooting
16:16in the last couple of hours,
16:18or in the last 12 hours,
16:19some information has obviously come to me,
16:21but, of course,
16:22I will have to look and verify with the police
16:24as a possible motive
16:26for that particular homicide.
16:28But, to emphasize
16:31that that Kanupia area
16:33needs to be looked at
16:34even closer
16:36because we have had
16:37an explosion of gun violence
16:39in that particular area
16:40over the last three to six months,
16:43and we have had a number
16:44of homicides as well in that area.
16:47Well, Mark,
16:47I want to thank you very much
16:48for leading from in front.
16:49Perhaps you have already,
16:51you know,
16:51signaled a response to my call
16:53for every single citizen,
16:55and you notice I didn't distinguish
16:56a member of the media,
16:58a member of law enforcement,
16:58or the average citizen.
17:00You have already responded
17:01that someone has already reached out to you,
17:03and that is very refreshing.
17:05That's the sort of discussion
17:05we want to have,
17:06that someone is waiting
17:07to say,
17:08Mark, I have some intelligence.
17:09Jackie, I have some intelligence.
17:11Or even reach out to law enforcement,
17:13or even call the Honorable Minister
17:14of Homeland Security
17:15and say,
17:15Sir, I need to speak with you
17:16on a matter of confidence.
17:18This is the information
17:18that I have
17:19to be able to solve these crimes.
17:20And so, you know,
17:21I'm happy that, you know,
17:22you have led that charge
17:24this afternoon.
17:25And with reference to,
17:27you spoke about that central division,
17:28that Canoopia area.
17:30May I say as well,
17:31humbly,
17:32that when you look at
17:33the Trinidad and Tobago
17:34construct,
17:37perhaps,
17:39and I've said it, you know,
17:40probably a couple months ago,
17:41or perhaps more than a couple months,
17:43probably a couple years ago,
17:44that we may have to now look
17:47at each station district
17:48or each division
17:49and devise a strategy
17:52specific to that particular area.
17:54So the point that you've made
17:55in terms of an explosion
17:56in criminal activities
17:58in a particular area,
17:59if there is deep analysis
18:00being done
18:01as to what may be causing
18:02that obsursion criminal activities,
18:04the nature of the crime
18:05that they may be experiencing,
18:06you may find that
18:07you may have to tweak
18:08a crime response
18:10applicable and appropriate
18:12for that particular situation
18:13as opposed to saying,
18:13okay,
18:13there's a national response
18:15to dealing with crime
18:16and criminality.
18:17So, for example,
18:18in a humorous way, Mark,
18:19you know,
18:19if I have to approach you,
18:21I may have to approach you
18:22in the context,
18:24like, Mark,
18:24I have some information
18:25and you will now
18:26will be interested
18:27to speak to me
18:27because you are interested
18:28in the information
18:29as opposed to saying,
18:30Mark,
18:31let's meet for coffee.
18:32There must be something,
18:33you know,
18:34that is actually
18:35manifesting itself there
18:36that we need to look at
18:37and see what will be
18:38the most appropriate response.
18:40But, again,
18:40I'm happy to hear that
18:41you are in receipt
18:43and you follow through
18:46beautifully by saying
18:47that you have to check it.
18:48So, I hope that
18:48when you finish checking it,
18:49that it's of an A15 nature
18:51to bring to law enforcement.

20:03I salute the work of the law enforcement agencies,
20:06and the partnership with the citizenry of Trinidad and Tobago,
20:10to account for that statistics there.
20:13You know,
20:13I always have a critical eye mark,
20:16perhaps on the other occasion,
20:17perhaps we'll change the marijuana,
20:19you know,
20:20to the legal term cannabis,
20:22you know,
20:22it's been humorous,
20:23but,
20:23again,
20:25the records,
20:26and the areas,
20:27Jackie,
20:27thank you for highlighting those in red,
20:30which,
20:30you know,
20:31shows our change,
20:32from previous reporting,
20:34and again,
20:35to the citizenry of Trinidad and Tobago,
20:36this is your statistics,
20:37and I'm pleading with you,
20:39to let us become excited,
20:41to come to populate that chart,

20:44you know,
20:44to see those figures,
20:45even,
20:46become much larger,
20:47unfortunately,
20:48saying much larger,
20:49is an indication,

20:50that there may be many more firearms,
20:52and the dangerous drug,
20:54that are lying,
20:55you know,
20:56in Trinidad and Tobago,
20:56so it's important for us,
20:57to retrieve it,
20:58but,
20:59I know,
20:59I've spoken about this,
21:01area in terms of,
21:02persons on preventive detention orders,
21:04persons on baby in charge,
21:05under the SOE,
21:06it's important for us,
21:07to also take that,
21:08into consideration,
21:09I know from time to time,
21:10the commissioner,
21:10and the executive,
21:11will play those facts,
21:12into the public domain,
21:14so let us look at it,
21:15in context,
21:16that there are additional successes,
21:18to add to this particular chart,
21:20and,
21:21what I can assure you,
21:22all as well,
21:22is that,
21:23the Trinidad and Tobago police service,

26:21Caller, good evening and welcome to Beyond the Tape.
26:22I'm going to say good evening to two eminent young men.
26:26Good evening to you, sir.
26:27Mr. Ali, I'm coming in here already.
26:31So Mark, just listen carefully.
26:34I went to a health facility over the past two days.
26:41And there was a security checkpoint at the main entrance.
26:45So, of course, I presented my credentials.
26:50I was then told that this facility does not allow firearms on the compound.
26:59So, I want you to think deeply and advise me correctly.
27:02I can understand a private institution telling me, in my institution, I don't want any firearms to come and pay me.
27:17I know of Central Bank.
27:18I know of the airport.
27:19I know of the courthouse.
27:21A place to your parents, enter with your firearms.
27:23Also, I wouldn't even say police headquarters, because police headquarters, you may have to enter with it for different reasons.
27:33Is there a law, when you get a fly-by-night idea, of some security firms, who don't even have perceptive officers scanning you at the door?
27:44So, when I challenge them, I say, okay, where this order came from?
27:51Who signed that order?
27:54I wouldn't call the exact area.
27:57Let's say, RHA.
28:00Does RHA have the authority to prevent me from entering into that institution with a license firearm?
28:08Because what the gentleman quoted was the illegal firearm activity that went on a couple of months ago.
28:17So, we're talking about legal firearms, where the commissioner is to these things.
28:23How could some private security firm be telling me, or telling anyone, that they are not allowed on the compound with a firearm unless it is a private institution?
28:35Advice us, please.
28:38Thanks, Senator Kola.
28:39Very interesting question.
28:41Sarge?
28:42I was about to indicate that, Mark, and it's not the first time I've heard an issue like this.
28:48And may I say, at the earliest point, that it's an area that must be reviewed from a policy perspective.
28:56And, you know, the caller have asked me to pronounce on it.
29:00But just by his deliberation, he himself has pointed us to an area where it definitely requires an intervention.
29:08An intervention in the context where he has cited, and I'm going based on the information, a private security company, not precepted,
29:17and actually citing the regional health authority as the authority indicating that firearms that are issued to persons for their personal protection,
29:26those persons are prohibited from going further with that firearm.
29:29So it would be important for me to identify the particular regional health authority to determine exactly what is the context or what authority they were relying on in order to issue that order.
29:42And secondly, for the security company conjunctively as to whether, in fact, they did, in fact, receive an order with reference to those issues.
29:49But it is a touchy issue, Mark.
29:51I've seen, both from a private and a public context, that there may be a policy position laid down for a particular institution, whether public or private.
29:58But like in anything else, that policy position has to be widely canvassed to have an appreciation that when someone is granted a firearm user's license,
30:09it's not something that he plays Dolly House with.
30:10He would have indicated that his life, well, there's a serious risk or threat by virtue of maybe a victim of a crime, maybe because of his business actions and so forth.
30:22So it's important that when you are asking someone or you're prohibiting someone from moving with that firearm that they have been issued to protect themselves,
30:29the question, and this may sound humorous, but the question I may pose, if I lodge this firearm, are you prepared to protect me?
30:36Yeah, and I know there's a call on the line, so I don't want to dwell on it, but I don't know if he said there was some documentation at all shown to him,
30:45or perhaps sometimes there are notices placed to let firearm users know that you're not allowed any company.
30:52If that is not present and you're giving me word of mouth, it's not enough.
30:57And exactly, so when he said that an instruction on order was given, you know, exactly what you indicated,
31:01and that's why I want to, you know, have the opportunity to investigate properly, to determine the legitimacy, the legality,
31:08and perhaps, again, when we're speaking about a policy position, it must be grounded.
31:13Is it that there are circumstances there? Is it that there are vulnerabilities there?
31:17Is it that by going into a firearm that it exposes, you know, there are a number of considerations,
31:21but it must also be balanced with what?

31:33It's an area mark that is ripe and shouting aloud for an intervention in relation to those issues.

32:23social programs, that we enjoy here as citizens of Trina and Tobago.
32:26But more importantly, I think that we expect miracles from the police.
32:31And before I delve into my first point, I want to call on the Commissioner of Police,
32:38so I hope he's listening that the Goodly Officer here has to be promoted.
32:44He's operating beyond his rank.
32:46So as I move into my contribution, we expect miracles from the police.
32:52We have begun the preferred choice of weapons, and I agree with you, accessibility.
33:01But let's delve a bit into the accessibility, and it comes through as given by a Cabinet report
33:08through manned and unmanned ports of entry.
33:11So I think primarily, let's look at what is in front of us.
33:17The Trina and Tobago Coast Guard, responsible for our maritime borders.
33:23The Trina and Tobago Police Service Marine Unit, from shoreline to two miles out.
33:27It has that responsibility.
33:29We have radars at the four corners of this country.
33:32We have marine assets that are functional, dysfunctional,
33:36and in some instances may have been deliberately left unabated with respect to its repair.
33:42So we have and keep continuing from the police and expect miracles from the police
33:48that are 6,000 or 7,000 more persons.
33:52That also has depicting resources.
33:54But more importantly, let's look at where the entry is.
33:58The entry is where the issue resides.
34:00It grows simultaneously as it comes into fruition into the landmass area.
34:08But I would want the authorities, and you told the good lady gentleman, of course,
34:14one of the best folks that we have had in this country,
34:18to allude to and agree that the problem resides in the maritime borders
34:25and the persons who are charged with that responsibility.

38:06And it reminded me, Mark,
38:08if I recall correctly,
38:10last week,
38:11and even this afternoon,
38:12when we spoke about,
38:13when you spoke about the Kunupi area,
38:14and I spoke about a specific response
38:16to a particular area,
38:19because that area may have its dynamics
38:21different than other areas.
38:23And the caller is, you know,
38:24smack on point
38:25with reference to a response
38:27in relation to our borders.
38:28And, you know,
38:29you have signaled the appointment
38:30of Captain Don Polo.
38:32So, and, you know,
38:34if the Honorable Mr. Polo is listening
38:35as the head of the Chief of the Defence Staff,
38:38my caller has now signaled
38:40a matter that definitely will be,
38:42you know,
38:43going along your lines
38:44in conjunction with the TTPS
38:45and other units.
38:46And, again,
38:47it's an important area.
38:50We have heard about the Poros borders, Mark,
38:52and it's important for us
38:53to protect our borders
38:53and ensure that we devise a strategy
38:55in order to respond to that.
38:57I identified two units,
39:00two law enforcement units
39:02on the last occasion,
39:03the Transnational Organized Crime Unit
39:05and the Counter-Trafficking Unit.
39:07So, while we may be speaking
39:08about trafficking of firearms,
39:09we have the trafficking of human beings,
39:11just as important.
39:12So, again,
39:13if you want to devise a response,
39:16these are the units
39:16that should be, you know,
39:18coming wrong at table
39:18to be able to strategize
39:20and be well-coordinated
39:22in order to respond
39:23to these activities.
39:24But, Akola,
39:24your point is well taken
39:25and I will, you know,
39:26give the undertaking
39:27that I'll put it into paper
39:29and continue to remind
39:30the higher echelon
39:31both in the TTPS
39:32and out of the TTPS
39:34to ensure that the citizenry
39:35and our borders
39:36get the best response.

39:48we're talking about firearms
39:51and I see where
39:52one particular person
39:53who should know better
39:54they searched his home
39:56and found a firearm
39:57at his home that, you know,
39:58that he should not have.
40:00And I found that
40:01was so strange
40:02because if we can't,
40:02we have to assist people
40:04concerning the cases
40:05and use that in the wrong example
40:07because they found a firearm
40:08at your home
40:10assigned by the threat.
40:11That is really not good.
40:12That's my first point.
40:13The second point is,
40:14Officer,
40:15is there a time span
40:16for one to have sufficient evidence
40:19so that someone can be charged
40:21for something?
40:21Is there a time span?
40:23That's my second point.
40:24Now,
40:24in terms like these,
40:26when persons are breaking
40:27into homes
40:28and breaking into places,
40:29I saw in a particular place
40:31they broke into this place
40:32and they went into some area
40:34where they had money
40:36and took the money out.
40:38I'm sure you all have seen this.
40:39And it will appear now
40:41that someone who knows
40:42where that money is
40:43probably set up somebody
40:45or send them, you know,
40:46and take the money.
40:47So something is wrong about that.
40:48And we have to be careful
40:50now with the P-8 drivers.
40:51A court,
40:51because of somewhere,
40:52a 75-year-old woman
40:54was robbed by fake P-8 drivers.
40:56You know,
40:56sometimes they say,
40:57they don't have any other person
40:58and they're trying to make a living
40:59or whatever,
41:00but they kind of set you up
41:01and make the,
41:02and do something
41:03that they should not do.
41:05So they need to look into all the time
41:06and they park up in places
41:07where they shouldn't park by,
41:08where the A driver should have
41:09all sorts of things
41:10so something should be done about her.
41:12But I'm concerned
41:13about this particular person
41:14where they found this gun.
41:16At this point,
41:16he should know better.
41:17Thank you very, very much.

41:26to a particular matter
41:27that is now before the courts
41:28and a trainee
41:30and, you know,
41:31he was granted meal.
41:32And I think we,
41:33we just have to leave it there
41:34because it's in the presence

41:39I looked in your direction.
41:40You know,
41:40I believe in, you know,
41:42following the protocols
41:43and the rule of law.
41:43And, you know,
41:45because of that submission,

41:46the importance
41:47of following the protocols
41:48and observing the rule of law.
41:49But you responded beautifully
41:51in terms of subjudice.
41:53And, you know,
41:54this matter before the court,
41:54I understand the caller's concern
41:56that while there may be
41:57a presumption of innocence
41:59until proven guilty
42:00and they need to follow
42:02due process,
42:03you know,
42:03I understand the citizenry
42:04will be, you know,
42:05excited.
42:06They'll be agitated
42:07when they see
42:07these sort of developments.
42:08But like I said before, Mark,
42:09while crime do not,
42:10you know,
42:11have a face
42:12and political party
42:14and so forth,
42:15we must also not be naive
42:16that when we are speaking
42:18about crime and criminality,
42:20no one is above the rule of law.
42:24And I want to make that
42:25abundantly clear.
42:25No one is above the rule of law.
42:27And when we are seeing
42:28law enforcement responding
42:29in any way that they do,
42:30yes, it's subjudice,
42:31but it must be commended
42:33because it demonstrates clearly
42:35that no one is above the law.
42:36And I believe firmly in that.
42:38And if we, you know,
42:39do an introspection,
42:41the simplest of following the rules,
42:44you know,
42:45will manifest itself
42:46into a better Trinidad and Tobago.

43:10But today I have to be critical
43:12of the CTPS
43:14with respect to the two incidents
43:16and to some of the officers
43:18that I believe
43:19something has to be done with it.
43:22There was a case recently
43:24where travel agents
43:25had a hundred charges.
43:27They were dropped
43:29because the police
43:30failed to give evidence.
43:33There was another incident
43:34where a lady stopped
43:35on the highway
43:36to buy shadowberry
43:37and the police
43:38failed to attend.
43:40In the first instance
43:41where the hundred charges
43:43were dropped,
43:43a sergeant said
43:45in his affidavit,
43:47it was very difficult
43:48to meet the state deadline
43:50to submit
43:51the said statement
43:52due to the stringent demand
43:54of the police service.
43:55That is a no-no.
43:57That is a buff.
43:58That charge was laid
43:59in 2016-2017
44:00for the lady
44:02who was in the travel agent.
44:04ATS and the CTPS officers
44:06couldn't get statements.
44:08The other one
44:08is that the four policemen
44:10who charged
44:11the lady for the shadowberry,
44:13apparently none of them
44:15had turned to the court
44:16and the main person
44:18who charged
44:18gave a sickly certificate.
44:23I think he was avoiding
44:24going to court
44:25to be placed in the box.
44:27So those two,
44:28tells me,
44:29those policemen
44:30in these instances
44:32are not faithful
44:33to the mantra,
44:34the CTPS,
44:36and we have,
44:37as COP government said,
44:39we have to
44:41weet out
44:42the error
44:43of the police service.
44:44So yesterday,
44:45I marked up,
44:46the police service
44:46said they had to
44:47mark them down.
44:48And that is not your
44:49name, I'm Mark,

54:08by this situation
54:09and she was asking
54:10if there's redress

54:16in terms of
54:16where out
54:17in the wider public
54:19there are persons
54:20who may have been
54:21victims of crime
54:22who never recovered
54:23and you know
54:24we must be
54:25paying special attention
54:26to these individuals
54:26and hence
54:27why I interjected
54:28because this may be
54:29a situation
54:29where the
54:30special victims unit
54:32can make an intervention
54:33and may I say
54:34do an early assessment
54:35to see whether
