04:01But Mark, again this afternoon, before we begin into the more serious issues.
04:05I know that a lot has happened, or I should say continued to happen in Trinidad and Tobago.
04:11And I think if I don't give some assurance to the citizenry of Trinidad and Tobago and more so where in a couple of days.
04:18That the sister isle will be experiencing carnival.
04:23And I am certain that there's a lot of persons who are visiting Trinidad and Tobago.
04:30I think it's important for me to make this statement immediately to Trinidad and Tobago.
04:34And those who may be visiting that.
04:36While the oath officers, and I want to stress the officers who took an oath to protect and serve Trinidad and Tobago with pride.
04:44While we may be facing very deep and uphill challenges.
04:49Both from the external elements and from internal.
04:53I want to assure Trinidad and Tobago that we as a citizenry.
04:59We need to recognize that the police service, the bigger police service.
05:04Is made up of persons who also not persons on oath.
05:08So indirectly I'm saying to Trinidad and Tobago.
05:11And we go back to that very famous person Mark that you're very familiar with.
05:15We spoke about on the last occasion.
05:17Sir Robert Peel.
05:18I always make reference to him because I thought that philosophy.
05:22That Peelian principle still remains relevant today.
05:25And when you see that a TTPS oath officers are facing uphill challenges.
05:31Both internal and external.
05:33It is of critical importance to remind the citizenry that you are the police in Trinidad and Tobago.
05:41So I thought it was important to reassure the citizenry.
05:45Urge them that there's a dire need for all of us.
05:50To ensure that we protect our beloved Trinidad and Tobago.
05:53So Mark.
05:54Thank you for allowing me to begin in that context.
05:57Because I know we turn north, south, east, west.
06:01We are facing the challenges.
06:03And we are hearing different stakeholders speaking out on the issue of crime and criminality.
06:08It is not something that is easy to digest.
06:12Even when you have your freedom of movement.
06:14Your right to enjoyment of your property.
06:16Your right to life.
06:17And all these other significant rights.
06:19Right to education.
06:20We see that these things continue to be impacted.
06:23And impacted heavily.
06:24And we know that Trinidad and Tobago.
06:26A lot is required of all of us.
06:28And again I take this opportunity to call on the decision makers Mark.
06:32To ensure that we are making decisive and prompt decisions.
06:37That will alleviate or assist in getting us out of the situation.
06:41So I wanted to hand back over to you Mark.
06:43Certainly.
06:44And I know that Tobago Carnival Celebrations is this weekend.
06:48And we certainly hope for an incident-free weekend.
06:51We know Tobago has been experiencing an upsurge in violent crimes.
06:55And there's approximately 25 homicides for the year in Tobago.
07:00I think it's the highest on record thus far.
07:04And we certainly don't want it to reach any further than it is now.
07:08And any other kind of violent crimes.
07:10And we know that the officers there on the ground.
07:12Of course will be doing their utmost to protect the people.
07:16The visitors from both Trinidad and Tobago.
07:19As well as those that are coming from abroad for the festivities.
07:23And we also, as Corporal Ali pointed out.
07:26You as a citizen have a civic duty also.
07:30To report anything that you see might be suspicious.
07:33Or any kind of incident that you might feel uncomfortable with.
07:37Or unsafe with.
07:39Go to the nearest police officer and explain to them the situation.
07:42So that we don't have to see it in the media the next day.
07:46Or on social media later on that evening or night.
07:49And so on point Mark.
07:52In relation to again supporting that call for the citizen to recognize their civic duty.
07:58And to ensure that right to life, safety and security.
08:02We all have argued that being a fundamental right.
08:06And without life there's nothing.
08:09So again thank you for again.
08:11I always respect this partnership.

08:16Even from a domestic violence context.
08:18I saw an advocate.
08:23The importance of the media and law enforcement.
08:26In relation to even fighting against domestic violence.

08:32And even other platforms that may have a similar approach and objective.
08:35Continue to do your part to ensure.
08:38That we at least.
08:40Bring forward the solutions.
08:43Or if there's things that we need to highlight for transparency and accountability.
08:46That we continue to ensure that we uphold the rule of law.

09:12We are hopeful.
09:13That even as we look at some of her performing as a drummer.

09:21We are also hopeful that the police officers of central division.
09:26Together with any other units that might be assisting.
09:29Will bring these perpetrators to justice.
09:31As soon as possible.
09:33And I know that they will be relying on a lot of the CCTV footage.
09:37We would have seen that footage.
09:39On social media.
09:41On television stations.
09:43As well last night.
09:46And how brazen that these men can be.
09:48Following this person.
09:50Whether or not I don't know if they knew that she was a police officer.
09:53But just looking at two women in an SUV.
09:56Leaving the airport.
09:59Deciding to follow them.
10:00Or if they got some type of information.
10:02The police is still trying to work out all those types of details.
10:05And again Mark.
10:07I'm happy that you alluded to the fact that in terms of establishing a motive.
10:11It's still being investigated.

34:49Again, I acknowledge the caller submission, and Mark, this is something that excites me
34:54every time I come here on a Wednesday, with the intelligence submissions from members
34:58of the public.
34:59And look at the submission in relation to the issue of uniform.
35:03This caller, on behalf of the public, is asking where persons are probably on, what they call,
35:09on sick leave for extended period of time.
35:13Should we, and we meaning the authorities, should we in this situation call in that uniform
35:18to ensure that this public property is secured while that person is on sick leave?
35:22I think it's an excellent suggestion.
35:25And I think that when we are thinking about moving to first world status, these are some
35:29of the things, subtle things, that we should be thinking of in terms of when there's extended
35:33sick leave.
35:34Whether in fact it will be better positioned for the public property, which is at the public
35:40expense, to be properly secured by the state, as opposed to leave it in the hands of the
35:45person who is sick.
35:46So just by way of a suggestion, I think it's excellent to entertain and let's see where
35:50the discussion will carry us.
35:51So that's one.
35:52Number two, let me immediately indicate that when under the criminal law, and I'm just
35:57using one legislation, there are other legislation that will give rise to a power of arrest.
36:02But the criminal law, which is a general power, Mark, we are not looking for evidence to arrest.
36:07And I think that's, in my view, a misrepresented position.
36:12The principle is where there's reasonable cause to believe or suspect that an offence
36:17has been committed, or is about to be committed, or is in the act of being committed.
36:22So reasonable cause to suspect is really looking at credible information.
36:26When we are speaking evidence, we are speaking of things now that can be put before a court,
36:31in reference to when we are speaking and using the term evidence.
36:34When you're using the term evidence, when you have evidence to afford reasonable grounds
36:38that a person has committed an offence, in the police protocol, you'll hear, okay, it's
36:43a time to administer a caution so that the person is protected from incriminating his
36:47or herself.
36:48And in terms of charging, the evidence must, and I spoke about this previously, there's
36:54a full court that must be satisfied when you are about to issue or prefer a criminal charge.
36:59The first limb is the evidential stage.
37:02There must be a real prospect of a conviction on the evidence you have, whether it be one
37:07piece, two piece, three piece, being assessed by the DPP or a legal officer or maybe a senior
37:11administrator.
37:12And the second limb, when you satisfy the evidential test, then you move to whether
37:17in the public interest it will be justified in initiating proceedings.
37:21So that should answer the issue of reasonable cause, evidence, and evidence to charge mark.
