04:04Welcome to all our viewers in Trinidad and Tobago and of course, across the globe.
04:09We certainly had a very wet weekend and of course, you know, a lot of places across the East-West Corridor experienced inclement weather.
04:18There was flash flooding in some areas.
04:21Of course, there was areas that is actually near the maritime roundabout in Baratara where motorists had a nightmare trying to get past that water there.
04:34And some of it had been stuck, of course, because of the floodwaters that were rising from the nearby river.
04:43Some other images there in another area where the water would have reached onto the main road and so on.
04:50I think there was an area in St. Augustine as well that would have experienced some flash flooding.
04:59That weather, of course, continued today.
05:02Well, at least late this afternoon.
05:04There was some heavy rainfall resulting in flooding in areas such as Maraval.
05:10And this is on the, I believe, on the Digger Martin main road where motorists had to proceed with caution.
05:16The water was some flash flooding in that area as well.
05:22And I know though the rain would have subsided, certainly there was also an apparent incident at the East Shire River where it was alleged that a homeless person was caught in the floodwaters.
05:35I know the fire services and the ambulance responded to that call around 3.30 this afternoon.
05:42I'm hopeful that that person would have been rescued.
05:46And, of course, today we have with us Captain Valence Rambarat from the Hunter's Siege and Rescue.
05:53Welcome, sir.
05:54Thanks very much and a pleasant good evening to our viewers on Beyond the Tape.
05:59It's a pleasure to be here once again.
06:01And certainly we have so much to talk about, you know.
06:05And there's some interesting developments that we would have spoken off camera about in relation to the unfortunate situation and the sad story about Jamie Mohammed who had been missing for about three weeks.
06:19Yeah, 25 days to be exact.
06:21Right. And I know that we would have spoken last Monday at that time she was missing.
06:27Yeah.
06:28And, of course, unfortunately, I think it's on Thursday night.
06:31It is the evening around 4.30 p.m.
06:34Her body was found at Moray Trees in Siparia.
06:38And what's interesting, Mark, is that the extent of the violation of her.
06:47And it tells us that there are monsters over there.
06:51What was information that was also passed on to me by the investigating officers was, in fact, that acid was thrown on her body after she was decapitated.
07:06And just to bring everybody up to scratch, what a forensic center has decided to do is to ask her mother to come in tomorrow to be swabbed so that they're looking at DNA testing for identification.
07:29So total closure on Jamie Mohammed may not happen right away.
07:35It may take weeks. In some cases, it takes months.
07:39And in some cases, it may take up to more than a year.
07:43So that family will have to hold on for a positive identification.
07:49I was following this right now.
07:51One of the things that was distinguishing on that particular crime scene, they would have indicated, the relatives at least, based on the footwear that was found on the crime scene, they believe belonged to Jamie, correct?
08:04Yeah. There are a few things.
08:06One, the footwear was missing at her home.
08:12Her sister knew the footwear and confirmed that that footwear is hers.
08:19Additionally, one of her shorts, the shorts she was wearing, the relatives identified that as one that she left home with.
08:28And additionally, the key, a key was found on the crime scene and that key matched that lock to her front gate.
08:40So, you know, you have a lot of co-relationship taking place between the crime scene and Jamie Mohammed.
08:47But they've opted to do DNA testing for final confirmation.
08:51We are hopeful that in the coming months, the family will get that kind of closure.
08:57And of course, these people that were responsible for this horrendous act has brought to justice and of course, detained by the police in the shortest possible time.
09:09So we're going to go to our headlines now.
09:27So those were some of the headlines within the last 24 hours.
09:54And we want to bring you up to speed with an incident that occurred around midday today.
09:59And we really want to thank the officers from the Interagency Task Force in Aranguiz that would have intercepted these suspects.
10:12Now, there was an alleged attempted robbery, as you see on your screens here, of a water, Blue Waters truck parked along the road in Aranguiz.
10:23You're seeing suspects trying to open the door and they pull the driver out, apparently, who kind of runs away.
10:34And in so doing, they rummage through the truck, I assume looking for cash or some or any other kind of valuables that they can secure.
10:47So they would have then obviously left the truck.
10:51Now, the police later found, they called me to the police.
10:57And there's actually, I believe, an officer armed with a firearm there that would have given chase initially.
11:06I'm not certain if he's an officer, but I know that there was a police vehicle right there, just speeding down the street there.
11:14I don't know if the officer happened to be in the area.
11:17And there you have gunshots as the white windward, which will come into your screen in a short there.
11:26And you see two suspects running along the roadway, seem to have dropped a bag of some sort and they get into the vehicle.
11:33The police is in hot pursuit here, right?
11:38And that chase ends a short distance away where we will see shortly where they would have swung into a side street in the Arang West area.
11:51The police right there trying to box in the vehicle.
11:55Two of the three suspects, of course, ditched the car.
11:59They ran out of the car.
12:01You see them on the street there.
12:04My understanding is that one of the suspects was shot and killed during the confrontation with the police.
12:10While a second of those two men who you saw running on foot was later held by the police.
12:17And the third remains at large.
12:19So certainly a crime of opportunity here.
12:23And as we get closer to the Christmas season, there was an officer that was shooting somebody, appeared to be near the area.
12:34And he would have been even chased.
12:35And then this police vehicle there quickly swung into action.
12:39The officers of the interagency task force apparently was very close by when the call was made to them.
12:46So they were almost immediately on the scene following that attempted robbery.
12:52So I'm not setting up the identity of the dead bandit.
12:58But police have confirmed that one man was shot and killed.
13:02While one is now in custody and the third remains at large.
13:07So certainly good work there by the interagency task force.
13:11And of course we want to implore all business personnel to be vigilant as we get into this busy Christmas season.
13:18Yeah, Mark you're correct.
13:20It's a question of economics at the end of the day.
13:24It's an opportunity to commit a crime.
13:27But as I looked at the video, I'm seeing it's a very busy area.
13:31And commendations to the Trinidad and Tobago Police Service and the police officers for handling that situation well.
13:39It's unfortunate at the end of the day we would have had someone killed.
13:44But that is the type of action I think citizens have been calling for.
13:50And it means that they were on patrol.
13:52They were out there and they were able to quickly respond to this situation.
13:57So when you hear we talk about police vehicles and making sure that you have police on the beat is very important.
14:05And this really demonstrates a good example of how our officers were nearby.
14:12And they came out and they presented themselves well in terms of dealing with this situation.
14:18Certainly and I know that the police is going to be ramping up their presence across these busy times as we get into the Christmas season.
14:26Because I think everyone is expecting it to get worse.
14:29And we have lots of shoppers on the streets.
14:33So things like snatching of purses and wallets and carjackings.
14:38All these things will probably increase during this time.
14:42So persons have to be eternally vigilant at all times.

18:14Of course, joined today by Captain Valence Arambarat from the Hunter's Search and Rescue Team.
18:20And usually around this time, what we do is that we kind of get an update of the missing persons
18:25in terms of the status of some of these persons for this month and of course for last month, if there's any outstanding.
18:32Yeah, Marc, and we had four outstanding, but we're not dealing with those today.
18:36We had four outstanding from October out of 46 reports of missing persons.
18:44But as we look at November, we've had 22 reports of missing persons thus far.
18:52We've been able to account for 13 and 9 remain outstanding.
18:58Among those outstanding persons, Warren Morris.
19:04And just to give an update on Warren Morris, we know that his phone is still ringing
19:11and therefore it gives us some hope and some reason to believe that Warren is out there
19:19and certain actions have been taken to try to work on the phone so we could locate him.
19:28We still have Junior Taylor and Winston Rustand who is outstanding and you know the story behind this one.
19:35We dealt with it in detail.
19:37Winston left Point 14 to go and pick up Junior in the Maraval District and to date they have not been located.
19:50We're still puzzled by what happened to them, but work is ongoing as we speak on trying to locate both of them.
19:59I remember the last thing you told us, there was some kind of signal emanating from that area in D.B.
20:06Yeah, D.B. Maraval and that information was given to us by the relatives in terms of tracking phones and whatnot.
20:16So it's still an area of interest, but we're appealing to persons from the Maraval District.
20:23Long Circular, yeah.
20:24Long Circular area to please, if you have information concerning Winston Rustand and Junior Taylor,
20:31please call 799-1453-800-TIPS-999-555 so that we can try and assist these two families
20:43who are distraught over their missing ones.
20:46And then we had Antonio Mangatal, he's missing.
20:50The Children's Authority has jurisdiction over Antonio and he is missing.
21:00We have a fair idea where he is and we're working with the Children's Authority and the TTPS to try to locate him.
21:08Then we have Rihanna Moraldo.
21:12We have two cases that pertain to the Faisalabad District at this point in time
21:18and since last week we were supposed to make our way down there, we haven't been able to get to Faisalabad thus far.
21:26The police in Faisalabad, they've called again.
21:30So I believe that tomorrow, Wednesday, we'll be down in that district to try to assist them with two missing cases.
21:38One is Rihanna Moraldo and the other one is Christina Budan.
21:45Christina is from Rio Claro and we know that she's down in the Faisalabad area.
21:52Then we have Daniela Maraj.
21:55She was missing in August of this year as well and she was located previously and she has gone missing again.
22:08So based on the work we did on finding her the first time,
22:14we have some information that the team is currently working on.
22:19We have a fair idea. We know where she is.
22:22So it's just a matter of going and trying with the police to get her.
22:26Yeah, because I know the police would have issued a release as of today
22:30asking anybody for information about the whereabouts of Miss Maraj to get in contact, as you said, with the TTPS, Crime Stoppers.
22:40Yeah, or call us.
22:42Yeah, 799-1453.
22:45And we have Celicia Camijo who is still missing and we've not made much progress in terms of trying to locate her,
22:55but we have some team members working on her mother from our Northwest Unit.
23:03Alright, and then we have Karina Sanchez.
23:08Karina Sanchez has been missing since October the 4th, 2024 and that's a long time.
23:16So we did our investigations together with her father, Dave Sanchez, and the Trinidad and Tobago Police Service.
23:28And we come to that in a bit.
23:31Yesterday we spent an entire day in the field trying to locate her.
23:36We've been unsuccessful but we've made substantial progress
23:40and we believe that within this week we'll be able to safely locate Karina Sanchez.
23:47And yes, I don't want to disclose the location.
23:53Okay, fair enough.
23:54Right, but we commenced the search yesterday morning and as you can see it's a seaside location.
24:03And while we were searching the police kept a close watch on us.
24:09And so it entailed...
24:13If I can, just quickly, this Ms. Sanchez, was that where I think somebody came to the relative's home
24:23and brought back clothing and said that she apparently had disappeared?
24:27If the memory serves you.
24:29No, no, not this one.
24:30Okay, it wasn't.
24:31No, not this case here.
24:33And so as...
24:36And it's important to note because you understand our procedure.
24:40We could fly our drones to make sure that the area is safe before we enter it.
24:48Even though the police is with us.
24:50That's standard operating procedure for hunters, search and rescue team.
24:57Yes, we trek miles and miles into the mangrove and forested areas in that district.
25:06So you see there we would come across all sorts of things, right?
25:11So we intend to get Karina Sanchez.
25:15We were in touch with the police this morning.
25:17We had a very exhausting day yesterday out in the field.
25:21And hopefully we can account for her this week coming.
25:27We're pretty comfortable.
25:29I was in touch with several persons on my way up.
25:32We're pretty confident that we could have Karina Sanchez return safely to her family this week.
25:40All right.
25:41Well, I hope for the nation's sake that she is brought back safely to her relatives.
25:48Yes, and then also we had a mission, a night mission with a missing person report.
25:56We got Indrawati Bisnat.
25:59Okay.
26:00And Indrawati is 59 years old from the Barakpore district.
26:04And we got a report and we responded immediately.
26:09This is last night?
26:10Yes.
26:11No, this is early in the week.
26:13Okay, early in the week.
26:14This is another mission.
26:15And this is one of what you're seeing there is a night mission.
26:20All right.
26:21Indrawati is her mental health is compromised.
26:26And we did some checks and the relative did some checks just behind her home.
26:36She lives alone.
26:37Right.
26:38And she was found behind her home in the bushes.
26:43So that was a night mission.
26:48This here, what you're seeing there is our night mission last night.
26:53Right.
26:54Where we would have come across a tent empty and we searched to make sure that there was no thing.
27:02We would have looked at the clothing inside the tent and looked at other things.
27:09So it may indicate that a female would have been in that tent.
27:15And so the operation involved checking a lot of camps and abandoned buildings to see if we could have found Carina Sanchez.
27:26Right.
27:27You know, we come across lots of things, diaries.
27:30We check for telephone numbers to try to link any information we have in terms of trying to locate the person.
27:39And so we would have scrutinized her diary found in a tent and, you know, try to see what information.
27:46Again, we do all of this under the watchful eyes of the Trinidad and Tobago Police Service.
27:52And I want to really say thanks to the police.
27:56They spent the day with us and they were there right through in terms of trying to assist her relatives to get her back.
28:06And they must be commended for that.
28:09All right.

32:04Of course, joined today by Captain Valens Ramarat from the Hunter's Search and Rescue Team.
32:09And we want to remind you of the numbers to call.
32:12623-1711 extensions 1992-1993, 1996 and 1997.
32:20So, we want to take a look at some photos.
32:25Might be a little bit disturbing, of course.
32:28But we want to kind of find out what's the real story here.
32:34Involving, supposedly, an 80-year-old woman being allegedly abused by a relative.
32:43Now, what we were told, and this has been up a couple of days now as well as social media.
32:50Relatives would have tried to indicate that they did make reports to the San Juan Police Station about the alleged abuse here involving a relative.
33:03But to date, no action has been taken by the police.
33:08And we are hopeful that when we see images like this.
33:13You know, an elderly person being manhandled in the way that this lady is being treated by the alleged perpetrator.
33:22Obviously, it's very disheartening to say the least.
33:26Because I know there was an incident a couple of weeks ago that we saw of an elderly lady walking up the stairs.
33:34And she was being struck with what appeared to be a piece of wood on her back and other parts of her body by an individual.
33:41And certainly, you know, this elderly abuse is something that is very prevalent.
33:46Yeah, we've been highlighting it a bit.
33:49Mark, when I looked at that video, my mom is 79.
33:53She'll be 80 in January.
33:55So, it resonated with me immediately.
33:58When I saw the elderly being treated in that manner, even shouting and pulling.
34:03I thought that it's a matter to be investigated.
34:08And that no person should be treated like that.
34:11To our elderly folks, they have worked hard.
34:15And they're in the twilight of their lives.
34:18And they should be treated properly at all times.
34:21Yes, certainly.
34:22And we're hopeful that the officers of the San Juan Police Station, and by extension, the senior superintendent of that division, will look into this matter.
34:31And I know the relatives are perhaps very concerned.
34:34And even if there's a time where you might be able to actually go there when the person is not home.
34:41And maybe extract your relative or your loved one, the elderly lady, from the home.
34:48Until the police can ideally deal with the situation.
34:51So that she doesn't suffer further at the hands of this alleged perpetrator.
34:56Or place her relative in the home.
34:59So that during this period of time, you know that she's well protected and would not be abused again.
35:06Yes.
35:07As I said, the circumstances can be definitely different.
35:11We don't know what are all the circumstances.
35:14If anybody's allowed, maybe it's the person, alleged perpetrator's property that they are on.
35:19Or maybe it's the mother's property and then she doesn't allow anybody else.
35:24You know, there's so many dynamics.
35:26We are not certain of as well.
35:28But we can only hope for the best in terms of the police responding with alacrity to this situation.
35:34And of course, trying to get the right answers and question the person involved in this alleged abuse.
35:42Agreed with you fully.
35:44Alright.
35:45So, I know that we would have, there was actually an arrest of a robbery suspect by an off-duty police officer.
35:59It happened on yesterday's date at the Mausika Road area there in East Trinidad.
36:07He would have seen two men, one armed with a gun.
36:10And they approached his vehicle from behind and attempted to open his vehicle door.
36:14And the victim drove off, but the men followed him.
36:17A motorist who was parked nearby exited his vehicle and announced loudly to the suspects that he was a police officer.
36:23Right?
36:24So, the armed suspect is alleged to have pointed the gun in the direction of the off-duty officer who became fearful for his life and drew his personal fire.
36:33So, as I said, crime of opportunity people are looking for anyway.
36:38They don't know who they are going to run into.
36:40And in this case, it happened to be an off-duty police officer.
36:44And we've had several instances of this.
36:47I remember the off-duty policeman who was in the supermarket during the robbery and he had to deal with that situation.
36:55So, we're thankful that the officer responded.
36:58And he came out well in this situation because you know what goes on in these types of situations.
37:05It could go any way.
37:06Recently, we had a killing of a police officer in action.
37:12So, I think this augurs well.
37:15This is good for public information.
37:20And we want to thank the off-duty policeman for responding in that particular manner and that situation.
37:28Most definitely.
37:29So, we're going to take a short break.

40:23Joined today by Captain Valence Rambarat from the Hunter's Search and Rescue Team.
40:28And surely, you know, over the last three days, we've had three murders.
40:36One of them occurred on Friday night in the St. Madeleine District.
40:41An activist by the name of Kenty Mitchell.
40:45Apparently, he was at his home and he came outside.
40:50There was some kind of a, something was happening at his home, a get-together.
40:54And people reported hearing loud explosions.
40:58Following which, Mr. Mitchell was found lying near his home on the roadway with several gunshot wounds.
41:07They're still trying to ascertain a motive for his killing.
41:11And unfortunately, two other men were killed in the Pinal and Claxton Bay area Saturday into Sunday morning.
41:19And in one instance, a gentleman, he was killed while lying in bed with his baby.
41:26And his female companion.
41:28And they came into the house and shot him while the mother and the child hid under the blanket.
41:36And it's so sad that those three murders have now pushed the country's murder count to 550 for the year.
41:47And it's certainly not a figure that we want to boast about.
41:52But the reality is that the advent of the homicides and, of course, the prevalence of firearms is something that we are seeing a lot of choice for.
42:04The weapon of choice is a firearm in most of these.
42:06In most of these cases.
42:08And then you also have guns.
42:11So it is unfortunate that we're hitting 550 at this point in time.
42:15So that the murder rate continues to be a problem for Trinidad and Tobago.
42:22And I think much of it is fueled by the prevalence of guns, illegal arms in the hands of the wrong persons in Trinidad and Tobago.
42:33And of course, the gangs continue to engage in gun violence.
42:38To sort out sometimes the internal problems or problems that they may have with other gangs and so forth.
42:45But it's something that's a reality in Trinidad.
42:48And to be going on this, I think a lot of work has to go into a lot of training for police officers.
42:58As well as to make sure that at some point in time we see the light at the end of the tunnel in terms of the murder rate.
43:07And I hope that this happens soon.
43:10Definitely. We have a call on the line. Caller, good evening.
43:38One dead bandit is very good. We have one dead bandit to pressure, terrorise people.
43:44Sorry, the police didn't take down three of them. All three. Thanks a lot.

43:51And thanks, caller. The use of gloves, we always have two sets of gloves in our backpacks.
43:57One would be a woollen glove. That is for handling ropes, etc.
44:03And the other one would be disposable gloves in case we have to fetch an item for the ground that may be of evidential value in the future.
44:12So we do have those gloves.
44:14But take for example myself, when I'm out there, it's very uncomfortable to wear these woollen gloves all the time.
44:21It causes your hand to sweat and so forth.
44:24So I have it in my backpack.
44:26And when I need it, I reach for it and I use it.
44:32So thanks very much. But we do have gloves in our possession, each member.
44:37And we were talking just a moment ago about firearms and gun-related activity,
44:44which brings us to our next video.
44:48But it concerns my producer, of course, and of course the public.
44:52There has been a long ongoing discussion.
44:55So you're seeing the prevalence of cell phones still existing inside the jails,
45:00where an individual from an alleged gang is sending messages to a rival gang,
45:09indicating what he intends to do when he comes out of the prison.
45:15So two questions arise here.
45:18That message has been sent out and it gets on to social media,
45:22inflames the rival gang or gangs, as the case may be in this case.
45:28And prison officers and so on, they also saw these videos.
45:34And I did talk to an officer in a specialized unit in reference to the videos.
45:39And they have been looking at them.
45:42And certainly it also raises the question that we talk about having cell phones,
45:47they're cell phone jammers, and we're talking about ridding the jails of mobile cell phones
45:54that are constantly in the hands of prisoners.
45:59And there's always this question about how do these cell phones get into the jails?
46:07And there have been instances in the past where prison officers have been charged
46:13for bringing contraband into the jails,
46:16whether it be cell phones and other paraphernalia, they're caught.
46:21But yet still we're still seeing the prevalence of cell phones inside the jail.
46:26Yeah, and I thought, I know that the country would have,
46:31taxpayers would have funded a large program with respect to the jammers, right?
46:36And to me that's the solution.
46:39But what we've seen in this instance is that it didn't work.
46:43And you're seeing the prevalence of phones in the prison.
46:47Well, it doesn't indicate a prevalence,
46:50but it indicates that there may still be some phones in the prison.
46:55And the key to it really is to ensure that those jammers work.
46:59But when you look at the gentleman in the video, I was going to make this point earlier,
47:03the question of the gang intelligence unit,
47:07that was a step in the right direction.
47:12And when I talk about training, I mean really training these officers.
47:16So that information on that cell phone is great information for the gang intelligence unit
47:22because they have to constantly monitor the gangs and try to get information
47:26so that these gangs, gangs in front of that, there could be an end to it.
47:33Yeah, we're hopeful that at some point the commissioner will shed some light on that.
47:39I know that's an ongoing discussion,
47:42and I know Commissioner Carraspe will obviously be somebody that maybe in the distant future
47:50be able to kind of give us an insight as to what they have been doing
47:54to quell that type of contraband as well as the phones coming in.
47:59And of course, there's a lot of other dynamics happening behind the scenes at these prisons
48:04where prison officers are intimidated and threatened as well.
48:07And threatened, yeah.
48:09So it's a tough nut to crack, but we are hopeful with time.
48:15Well, Mark, I always say the Trinidad and Tobago Police Service is responsible for law and order in the country,
48:21and it is their responsibility in this case together with the prison service.
48:26But, you know, good training, high-quality officers could really make a great impact in terms of crime in this country.

51:16Welcome back to Beyond the Tape. I'm your host, Mark Bessant, joined today by Captain Valens Arambarat from the Hunter's Search and Rescue Team.
51:24And we just have a few minutes remaining, sir, and I know there's a lot happening. I know you all are involved in so many different stages.
51:31But I just really wanted to give an update in terms of this issue.
51:36The St. Lucia Press reached out to me this week with respect to a provision in the St. Lucia Royal Police Procedure
51:48where a missing person, you have to wait for 24 hours before reporting that person missing.
51:55And the chief police officer there has rescinded that.
52:01And he's saying that once you go to a police station in St. Lucia, now your report will be taken.
52:07And that happened in Trinidad and Tobago.
52:11Previous, we did have something of a 24-hour wait, but now the Trinidad and Tobago Police Service has made it clear that once you have someone missing, please report them.
52:23Immediately.
52:24Immediately.
52:25Right.
52:26And I want to share that information with the public.
52:29Mark, in a lot of these cases, we have reporting taking place too late.
52:35In Jamie Marmot case, it was after day 16, we got to know that she was missing.
52:41And there was a procrastination on someone's part not to report her missing.
52:47So, don't wait on 24 hours.
52:49Now, I understand what the 24 hours was for, but that's not the report.
52:5424 hours in 96% of the cases, we find persons alive, right?
53:02And so the police would probably advise you, listen, do your own investigations, try this family, try this friend, you know, and try to locate the persons.
53:14Because if you look at our page, sometimes just in two and three days past, we find someone.
53:22So, I understand the rationale for it.
53:25But please go to the police station because you don't know when a rescue has to take place.
53:31And for any agency responding, it has to be a matter of hours and not days.
53:38Yes, and just before we go, just remind our viewers of the numbers if they need assistance in any measure with a missing person.

54:17Of course, he indicated that if somebody goes missing, you don't have to wait 24 hours to go to the police station.
54:25You can go almost immediately and lodge that report with the police.
54:30So, at least you know, as you said, there's a better chance of finding that person within a quicker period than waiting 24 hours.
