04:26It's like, again, un-unprivileged to be here.

04:38Jackie and the members of the Beyond the Tape family.
04:42And most importantly, Trinidad and Tobago.
04:45Our beloved citizens and those who may be visiting.
04:50Mark, I want to, this afternoon,
04:52early o'clock, give notice to the citizens of Trinidad and Tobago
04:56that I want to hear from you this afternoon.
04:59I want to hear from you this afternoon
05:01with issues that you may have.
05:03So that we can try and see
05:05if we can get them dealt with expeditiously.
05:10So I just want to give notice
05:12to all our listeners and viewers this afternoon.
05:15But, again, Mark, a lot is happening.
05:18You know, we would have witnessed this a couple hours ago.
05:22And I say hours with the relaying of the criminal charges
05:25with reference to the seven police officers
05:27in the Eastern Division.
05:29And, you know, the process is one
05:32that will be making use of a summons approach.
05:38And summons meaning the matters will lead
05:42and there's the issuance of summons
05:44which will have a specific date and time
05:46for those officers to appear in 2025.
05:48You know, so I want to, you know, again,
05:50bring that to members of the public.
05:52I know that it's widely published.
05:54But I think it's important, you know,
05:55to begin to show, legally speaking,
05:57that last week when, you know, we spoke about this issue,
06:01it was very clear that there was an engagement
06:04with the Office of the Director of Public Prosecutions.
06:06And based on advice, the TTPS have taken this decision.
06:11So I thought it was important to reinforce that.
06:14And, again, we will have some things to say as we go along
06:17with the reference of, you know, our response
06:19or what should be our response
06:22in light of these circumstances.
06:24Certainly. And, you know, the police have been
06:28in the limelight for possibly wrong reasons
06:32over the last week and a half.
06:35Because I think when we think about the scales of justice,
06:39we want some equilibrium there.
06:41That's correct.
06:42And I think, you know, how police officers do their jobs
06:46when they investigate civilians,
06:48the same should extend to those that when they extend it,
06:52when they have to investigate some of their very own.
06:56And I think that is where, in this particular instance,
07:00the particular unit may have fallen down
07:03on its duty and responsibility to do what is right
07:07and to follow due process,
07:09which left the court at that time with no other choice
07:12but to discharge the matters against the individuals,
07:15which has now been reinstated.
07:19Well, you know, Mark, you used some very important words
07:22in relation to due process and due process,
07:25which incorporates natural justice principles as well.
07:29And I think that, you know, while the Commissioner of Police
07:32has triggered on disciplinary proceedings,
07:34and, you know, I don't want to prejudice those proceedings,
07:37I also want to, you know, respectfully, you know,
07:39indicate publicly that when matters like these unfold,
07:44it's important for us not only to look at it
07:46in the context of the disciplinary proceedings
07:48that has been triggered per se,
07:50but, you know, look at it in the context of doing,
07:53you know, a thorough to see where we can improve
07:56and not only look at the officers who may or may not have,
07:59sorry, may have fallen short
08:01or if the investigation prove otherwise.
08:03But it's important for us to look at this in its entirety.
08:05And I'm saying that because this,
08:08the criminal justice process now,
08:11over the last couple of months,
08:12there was an introduction of legislation
08:14on criminal procedure rules.
08:15And when you have any laws and rules
08:17that steps into a process,
08:19it's important that it is well matched
08:21with structure, system, and people
08:23to ensure that it's properly working.
08:24And that's tantamount to bringing law
08:26and ensuring that there's effective implementation
08:30through effective systems.
08:32So I think that in the best interest of Trinidad
08:34and Tobago and ETTPS,
08:35it's important for us to look at this thing in its entirety
08:39to see exactly where we need to improve,
08:43what systems we need to put in place.
08:45And most importantly,
08:46you may well find that this may be a situation, Mark,
08:48for increased training and awareness
08:50with the importance of compliance with rules.
08:54We are a society sometimes, Mark,
08:56and I am very careful in what I'm going to say.
08:59Sometimes we are,
09:01and if it's the proper word to use,
09:03sometimes we are lackadaisical
09:06when we come to the observance of rules
09:08in Trinidad and Tobago.
09:09And let's just go to the roadway.
09:11You'll see that motorists
09:12who should be observing the motor vehicle
09:14and road traffic regulations.
09:15Sometimes you see some things on the road.
09:17And you wonder whether, in fact,
09:18they are aware that they are governed by the rules.
09:21Even simple, in our daily lives,
09:23you see people queuing in the line
09:25and that sort of thing.
09:27So we are a society that our culture
09:29seems to be one that, you know,
09:31we seem to be very light on rules.
09:33But I want to emphasize that the rule of law,
09:35rules are there for a reason,
09:38is there for a purpose.
09:39And let us take charge of ourselves,
09:41every sector, every stakeholder,
09:44understand the importance of rules.
09:46Rules are made to ensure that there is order
09:48and to ensure that the public interest
09:50is served at all times.
09:52Definitely.
09:53And, of course, as we go along,
09:54we'll be talking a little bit more
09:55about those things as well.
09:57We're going to go now to our headlines.
10:16So those were some of the headlines
10:34within the last 24 hours.
10:36And I know that relatives of Shastri Ramprasad
10:41are still very anxious.
10:43He was kidnapped more than a week ago.
10:47He was actually dropping off some aggregate
10:50in the enterprise area near Pear Street
10:55when masked men took him out of this truck here
10:59and bundled him into a vehicle and took off with him.
11:03Since then, police officers have been searching
11:07not just the central area,
11:08but parts of the eastern division
11:11based on intelligence and information
11:13they would have received from various sources.
11:16And I know that, I think,
11:19one of the politicians from Chagones,
11:22I believe, is north or east.
11:25I'm not certain,
11:27but one of the member of parliament
11:29for that particular area.
11:30Yes, they have been pleading for his safe return
11:33to his family,
11:34and it's almost been a week and a little bit
11:36that he was taken.
11:37So we are hopeful that in the not too distant future,
11:40Mr. Ramprasad will be returned to his family
11:43safe and sound.
11:45And we hope that the officers
11:47are continuing their diligent work on the ground.
11:50Well, Mark, I'm happy again that,
11:52like the previous victim that was released,
11:58I'm happy again that you're taking this opportunity
12:00to make a call to Trinidad and Tobago
12:02for those who may have useful information
12:05with reference to assisting in the safe return
12:08of this individual.
12:10Again, I want to echo that sentiments
12:12and urge members of the public.
12:16Mark, I don't want to say I'm certain or optimistic,
12:18but when things like this occur,
12:21this is a human being that we are speaking about,
12:23and I'm certain that someone somewhere
12:25has some information.
12:27All I'm asking you to do
12:28is to become conscious as to what it is
12:31that you will be allowing to continue
12:34to prevail if you are not providing the information.
12:39I also want to urge members of the public
12:41that a human being that is associated with families,
12:45whether it be a wife, whether it be children,
12:47whether it be uncle, aunt, what have you, parents,
12:50they are feeling the pain for this individual,
12:53and I'm urging you all to let good sense prevail,
12:57and also from a law enforcement perspective,
12:59to ensure that the police continue to exert all
13:02and utilize all avenues that are available
13:04to be able to bring some closure to this particular matter.

13:08on behalf of the Trinidad and Tobago Police Service.
13:11Certainly.
13:12When we speak also,
13:14there's always a lot of criticism about the police
13:17when they do certain things,
13:19but on the flip side of that,
13:20there's also the good work that they do at times.
13:24Early this morning,
13:26there was an incident where apparently
13:29some men had stolen a vehicle in the Laramie area,
13:32and police officers from the task force
13:35in Marabella under Sergeant Steele,
13:38they received information,
13:40and they went to an area near a recreation ground
13:43in Batu Avenue in Marabella around 3 o'clock this morning,
13:47and apparently they saw the stolen car there,
13:50and there were a number of persons
13:52standing around the vehicle,
13:54and it is alleged that some of the men
13:57were armed with firearms,
13:58and they shot at police,
14:00and police, in keeping with the use of force policy,
14:05would have returned fire.
14:07Two unidentified men were killed in the incident.
14:11This is the vehicle here
14:13that they had apparently stolen
14:15a couple minutes before in the Laramie area
14:18and drove to the Marabella area,
14:20and for those who don't know,
14:21that would probably be about 10 to 12 minutes
14:23from Laramie to Marabella,
14:25so that's the vehicle there
14:27that they have at the Marabella police station.
14:30It's the silver one right just behind the blue car.
14:33That's it there.
14:34So these two men were shot
14:39in the exchange of gunfire with the police,
14:41and the rest of the men who were in that area
14:44would have escaped,
14:46but we're seeing a trend.
14:47A lot of these people,
14:49they steal vehicles to go on,
14:51obviously perpetuate some kind of crime.
14:54Well, again, Mark,
14:55as you rightly said,
14:56there are different circumstances,
14:59and you've indicated
15:00that the procurement of a vehicle
15:02by all lawful means,
15:04while it may be used for crime,
15:05there are other avenues
15:06where, based on intelligence,
15:07those vehicles may be wanted for parts,
15:10and even, who knows,
15:12even to be procured for other serious crime,
15:15for example, like kidnapping,
15:16shootings, murders, and what have you,
15:18so again, when we are looking at property,
15:21it's important for us to understand
15:23that when you're taking property
15:25without the owner's consent,
15:27and it's associated with value
15:31and aspiration
15:32and the intention to deprive the owner,
15:35we're speaking about crimes in the law books,
15:38and it's important for us
15:39to also appreciate for those criminal elements
15:41that the law has also provided the police
15:43with sufficient authority
15:44to be able to detect and prevent crime,
15:46including using force that is necessary
15:49in the circumstances
15:50to either defend the officer's life
15:53or other persons
15:54who the officers may be required to defend,
15:57so I know it's premature
15:59still in terms of the reporting,
16:01but good work on the part of the police,
16:03and I know that there will be an investigation
16:05by an assistant superintendent
16:07for that particular area, Mark,
16:09and also an oversight
16:10by the Police Complaints Authority
16:12with reference to that particular incident,
16:14so I'll say no more at this time.

19:36with Legally Speaking Wednesdays, and of course, we're with Attorney-at-Law Corporal Zahir
19:41Ali of the Trinidad and Tobago Police Service, and Mr. Ali has thrown out a challenge for
19:47you guys to call. He wants to hear what questions you might have for him. Of course, the numbers
19:54are 623-1711 extensions 1992, 1993, 1996, and 1997. And while we wait for your calls,
20:04we just want to discuss, we understand there's some information referencing a particular
20:09individual that is moving around the central area, trying to pass off counterfeit hundred
20:16dollar notes.
20:17Well, Mark, again, based on the intelligence that we have, I'm urging members of the public
20:23that those who may have been caught or aware that persons are engaging in transactions
20:29and then you finding out that the medium of exchange, it's money bills that is counterfeit
20:36bills. You know, I'm asking you all to report that immediately to the Trinidad and Tobago
20:40Police Service, and you can probably use this platform as well. We are, in fact, acting
20:44on some intelligence as we speak with reference to that particular development. So, you know,
20:49as we go along, we'll keep the members of the public updated. But if you have information,
20:53please provide it, and we'll respond accordingly.
20:55I think we have a caller on the line. Caller, good evening.
20:58Good evening, Mr. Barton, and I'm addressing the officer at Attorney Alley now. I have
21:06to put handle to his name because his disposition and his demeanor is basically that, a man
21:14of intelligence. First thing I have to ask, the last time I was on the show, Mark, you
21:21and Mr. Attorney Alley passed on some information to you to start knocking at the door of the
21:31hierarchy of the police service for that investigation in December 1997 and the judge report. I will
21:41continue to call in and ask you where you are because I was listening to a program Monday
21:47by the UNC, and one of the startling statistics is, I think, within the last two years, there
21:54were 4,000 reports on abuse of little ones. So that tells you we have an explosive issue
22:04that we have not been able to come to terms with. We have to get to the bottom of it,
22:10why this continues, and why the police has not been able to do something about it.
22:17The other issue I wanted to ask, Attorney Alley, has the TPS usurped its authority on
22:27missing people because the Hunter and Rescue Association is prevalent anytime somebody
22:36goes missing. So as a citizen, am I supposed to report it or get hold of the Hunter and
22:44Rescue Association and say, look, I have somebody missing, can you help me here? And that nexus
22:51between the Hunter and Rescue Association and the police is they've been paid for the
23:01excellent effort they have been doing to the citizens of Trinidad and Tobago. And I believe
23:08I want to plug something for them. That organization should have been given a national award a
23:14long time. They deserve it. I hope you all enjoy my contribution. Have a nice evening.
23:21Thank you, Kola. Thank you very much, Kola. Mark, that's the report. Again, I want to
23:26join him by reminding you to assist us. Just for members of the public, I have, in fact,
23:31directed a team to conduct some deep research in an effort to raise this particular report.
23:38And once it's stable, I will, in fact, direct it to the particular investigative authorities
23:43so that it can be looked at and see whether, in fact, there's any opportunity, if not for
23:48criminal prosecution, but at least to see where the systems can improve with the findings
23:53of this report. I know that a lot of focus has been placed on this report, in particular
23:59by this Kola. And secondly, with the missing persons, Mark, I have spoken, and again, I
24:02want to endorse the Kola's position that we have the TTPS, which is the statutory body.
24:08And he usually would, whether the TTPS have basically dispensed, he usually would usurp
24:14the authority. And I'm saying that, you know, the TTPS is obligated in law to detect crime
24:20under the infraction of the law. And when you have a missing person, you have to examine
24:25that, because I said in a previous program, when you think missing persons, I want the
24:30officers to be thinking immediately capital offense, murder. You know, so that will move
24:34them into action. And I think that what we should be establishing is a memorandum of
24:39understanding between the Hunters Association and the Anti-Kidnapping Unit and the
24:48Child Protection Unit to ensure that there's a strong relationship between both parties.
24:51But in law, the police can ask any citizen to assist. And I think this is where the
24:56relationship can work in reference to assisting with their expertise. But again, I salute
25:02that particular organization, Mark. And I want to thank you and TV6 and the authorities
25:07for giving them an opportunity on this particular program with the work that they are doing
25:12for the people of Trinidad and Tobago.
25:13So, Kola, thank you very much for two pointed submissions.
25:17Yes, and of course, just before we take our next caller, the authorities have maintained
25:23that they are working in tandem with the police. The police will reach out to them. So it's
25:27not that the police have usurped the authority when it comes to dealing with missing persons.

25:42Yes. Officer, I saw where, I don't know if Mark and you saw this, I saw where in a particular
25:48area they are selling something. I think they call it utility vest. It's something that
25:53resembles bulletproof vest. I wonder if that is legitimate and if people could just come
25:58and go and buy that and put it on, you know, to protect themselves because I'm not sure
26:04what they think. That's my first point. My second point is, if police have stopped you,
26:10all right, and they used a breathalyzer test and they said, well, you are above the limit
26:15or whatever, can you say, look, I am not sure that what you are using there, it was calibrated
26:21and I am not sure I could believe what you are saying there. What can I do? Because we
26:28see where something happened, it was not calibrated and whatever, whatever. Can somebody say,
26:34well, I am not sure what you are saying if it's correct and what can they do? My last
26:38point is, if somebody arrested you for a wrong, something that is wrong and you got away in
26:45one way and then the commandery arrests you and put another charge, what can you do? Can
26:51you sue anybody for arresting you the wrong way at first or not? All the best to all of
26:57you. Thank you very, very much.
27:00Okola, thank you very much. Again, three important issues. Mark, this issue of bulletproof
27:05vests. Let me point you immediately to the anti-gang legislation. Any person who is in
27:11possession of a bulletproof vest and possession, and I am also speaking to whether knowingly
27:16importing a bulletproof vest and knowing that same will be used for the commission of a
27:22gang-related offence, meaning that you are having a bulletproof vest for the purpose
27:25and benefit of a gang, this is the circumstances in which a bulletproof vest becomes evidence
27:30of that particular offence. But apart from that, you know, in terms and especially when
27:35you see the present status quo, Mark, I am not seeing an issue with reference to the
27:39bulletproof vest if it's not linked to a criminal offence. So that is the first issue.
27:43Secondly, with reference to the breathalyser test, I know that there were some developments
27:47of finding from a court recently, Mark, and I am saying that when a court makes such a
27:51finding, what you will expect or what is anticipated is that the administration will
27:56immediately have a look at the particular instrument to see whether in fact they are
28:00within the requirements in which a court will accept with reference to supporting a matter
28:07in relation to where someone may be under the influence of a dangerous drug or maybe
28:11in this case under the influence of alcohol. And in relation to a wrongful arrest, I want
28:16to say immediately that if there is no justification for an arrest, meaning depriving someone's
28:21liberty and freedom of movement, if there is no justification, meaning there is no reasonable
28:25cause to believe that an offence was committed, and then you go further, having not have reasonable
28:30cause to believe that an offence has been committed and there is no evidence and you
28:34prefer criminal charge maliciously, you can have a situation where there is a civil suit
28:38against the Attorney General, which is the proper authority, and the Commissioner of
28:43Police for wrongful arrest and malicious prosecution. But there are also circumstances where someone
28:50may have reasons to arrest based on reasonable grounds, which we are not speaking evidence
28:55at that stage, credible information, but then yet you still go on to charge and prosecute
29:00that person, again in the absence of evidence, you can have a case of malicious prosecution.
29:05So this is how I will respond to the issues of wrongful arrest and the cause of action
29:10that a person may have in law, to be able to protect their constitutional rights that
29:17may have been breached.
29:18I'm glad that you clipped those things up, and of course I recall that you spoke about
29:22utility vests, and there are vests, it's not bulletproof vests, that people wear and they
29:27store things in it, like photographers have those utility vests as well, and other people,
29:33and I saw the clip, it is allegedly being sold in a Chinese store, so I don't think
29:39it's actually a bulletproof vest, so it's a difference there.

34:47Of course, joined today by Atelier Ploie from the Trinidad and Tobago Police Service.
34:51Corporal Zahir Ali.
34:53And I want to bring to your attention something that is very serious.
34:58And of course, we spoke about, you know, abuse of children earlier on when we spoke about the 1997 Sabga Report.
35:06I want you guys to take a listen to this person telling a story about a mother who apparently went to daycare
35:15in July of this year and dropped off four of her children and never returned to them.
35:45So the children are here, they're settled, they want to go to school, but there's not much that I can do on my own.
35:54That is a story you're going to see a lot more in the TV6 News tonight with reporter Inessa Cutting.
36:00And it's a very serious thing.
36:02And I hope that the Children's Authority and other agencies are going to pick up this story and look into it.
36:10Because the children are six months, one year, sorry, six months, six years, eight years and ten years old.
36:20What kind of mother leaves her children for so many months unattended?
36:26And mind you, this person is unemployed, also a mother, she had a little daycare.
36:30But the children are so comfortable there.
36:33She herself is willing to take them in and take care of them.
36:36Of course, she needs assistance.
36:39Well, Mark, a very, very serious matter.
36:41Anything that's concerning our nation's children, very, very serious.
36:45As a matter of fact, just a couple of hours ago, there was a Joint Select Committee that spoke about our nation's schools
36:52and looking at the best interests of our children.
36:54So to hear the commentary that we just heard, it's important to recognize immediately
37:01that the responsibility that that parent or parents have for those children, it's of significance and it's enshrined in law.
37:09So to hear that a parent or parents dropped off children and have not returned to pick up those children,
37:18and the expressions of that particular individual, it's a clear case of neglect and child abandonment.
37:25Notwithstanding that the person have indicated that the children feels comfortable in the home and wants to stay on.
37:32But at this stage from the legal responsibility of a parent or parents, it is very clear that it requires an intervention.
37:39And I'm happy that you begin by signaling the Children's Authority of Trinidad and Tobago,
37:43who is the guardian for the protection of the child and looking at the child's best interests.
37:48And I would want to strongly advise this afternoon that the Trinidad and Tobago Police Service Child Protection Unit
37:54immediately reach out to the Children's Authority and perhaps the Special Victims Unit of the Police Service
38:00and make communication with that individual immediately so that an intervention can be made to see whether in fact Mark,
38:07those children are in need of care and protection because we do not know whether in fact that person have the means,
38:13whether it be financial or otherwise, to be able to care for those children or continue to care for those children.
38:19So it's important for us to look at that situation.
38:22And if in fact those children have to be left in the care of that individual or even a fit person,
38:27then it's important for the Children's Authority to get involved.
38:30So there is proper processes and the court also may have to get involved at a later date.
38:34So a very significant matter. Mark, do you have the number for that informant?
38:38Yes, we can get the number. I do have the number because the person, a police officer that originally called me about it.
38:45And I passed it on to a colleague of mine who went today.
38:48I can also tell you that a supermarket owner has also reached out, willing to assist,
38:54as well as Minister Donna Cox from Social Development.
38:59She has given the assurance that she's going to look into the matter and get assistance as well for these children.

39:29I know that system has now started in the process of launching and they're now starting to roll it out.

39:37Well, I don't have the statistics for the question that the caller asked, Mark.
39:41I think that when you look at the, if I get him right, the Eagle Eye is an initiative that was launched along the East-West Corridor.
39:50And the commentary or the feedback coming from that in terms of how they measured the impact,
39:58definitely there was some success surrounding that particular Eagle Eye.
40:01So I suspect that the question in relation to how many police stations is utilizing that particular initiative.
40:07I'm not certain at this time, but probably I could get some information on.
40:10If not, pass it to you, Mark, so that you can relate to the members of the public.

44:02Joined today by Attorney-at-Law Corporal Zahir Ali from the Trinidad and Tobago Police Service.
44:08And we want to just show you this clip that we got this afternoon with a particular number plate.
44:17And if you look at your screens, I will leave it to the expert here, Corporal Ali.
44:23Police pulled over the vehicle.
44:25You're seeing blue lights.
44:27And you're seeing a number there, PDM0727.
44:35What screams out at you, Corporal Ali?
44:38Well, definitely there's a level of suspicion in reference to the number plates, the registration number of that vehicle.
44:43And it requires an immediate intervention to determine what else we may learn in reference to that.
44:51And also the number, that particular registration number needs to be investigated properly.
44:56I never saw a number plate that starts with zero.
45:00That's correct.
45:01That registration plate immediately will signal that we need to look into that particular vehicle.
45:06Yes, clearly.
45:07So I know that we often tend, I remember one day driving along Wrightson Road or something, it's been a while ago.
45:15And I actually saw two vehicles with the same number plate.
45:18Same make and model, same number plate.
45:21And Mark, those are things, and you know, great observation that these things have been occurring.
45:26You know, persons are finding unique ways, I should say, you know, to try and see if they can beat the system.
45:30And it's important for law enforcement to be actively engaging vehicles, exercising due diligence on the nation roads to ensure that persons are not passing through the cracks.
45:40With reference to registration that may not be fitting a particular vehicle in order to get past, you know, law enforcement.
45:48We have seen, Mark, there are statistics to show that in particular situation you've seen.
45:55For example, let's say you use a BMW.
45:58You've seen a BMW.
45:59Someone takes a number.
46:01BMW may be in south, and that vehicle has been used in the north.
46:06And they're using the number on that vehicle, and a step further, using false certificate of insurance to be able to correspond if there's, in fact, a road check.
46:15So we need to be exercising our due diligence and ensure that we're engaging vehicles on the nation roads.
46:21Well, we're hopeful that with the introduction of the electronic number plates that are coming pretty soon next year, that this will be a thing of the past.
46:29Because then you'll have your personal number plates.
46:32And even when you buy a new vehicle, my understanding is that you're going to transfer those plates to that vehicle if you're buying a new vehicle and selling or something.
46:41So that those plates remain personally yours.
46:44Yeah, I think that initiative under the Transport Commission and in conjunction with the other stakeholders, I think it's an important step to be able to combat those sort of activities that we are speaking about, Mark.
46:55And just by way of information, in passing through the traffic lights, the particular code will be hitting that particular light so that you have a record of a vehicle at any point in time.
47:08So it's important and I think that we should be looking to implement that as soon as possible with reference to the level of criminal activity and especially where vehicles, just like firearms, are being used in those crimes.

47:34Your senior recommended that each police station in Trinidad and Tobago should have an 800 number.
47:41Like Northern Divisional, 800-0001. Lafayette, 002. Like San Fernando, 652.
47:50800 four-digit numbers.
47:53Thank you, caller. Thank you, caller, for looking at the efficiency of the police service in relation to reports and dealing with reports.
48:20Again, Mark, I always open and I'll give you the assurance that I will bring it to the executive of ETTPS and see what can be done with reference to a number that can be at the fingertips.
48:32And most importantly, where there will be a timely response with reference to the reports coming in, probably through our number.
48:40Because you never know, sometimes somebody calls an extreme case of emergency and they're placed on hold at times.
48:48And that could be the meaning between life and death or something that is very, very sad or needs immediate attention.
48:58Yeah, most certainly. And I think, Mark, as well, even those persons who are the recipient of calls, even if they are not police officers and they are civilians assisting,
49:04I think it's important for them to appreciate that how they should go about that debriefing of a person who's making a report.
49:11And exactly what you said, that immediately, if immediately a report of kidnapping, while you are debriefing, you should be at the same time ensuring that there is a quick dispatch
49:22so that you can continue to obtain information and provide the response team with information as opposed to waiting to debrief the individual.
49:30Five, ten minutes pass, and then you are looking to disseminate.
49:33If you look at, and I don't want to use the first world countries, but if you look to the United States, you'll see that international law enforcement agencies,
49:43even the 911, if you look at their pattern, they have the person on the line.
49:49And at the same time, the police officers are responding to it and they are being updated as they go along.
49:54So I think that sort of system will be required and also have some training for both persons to understand how to debrief someone who may be requiring immediate assistance.
50:04It's important.
50:05Certainly. And we are hopeful that with the digitization and further digitization of the police service, these things will fall into place.

53:45It's Legally Speaking Wednesdays with Attorney at Law, Corporal Zahir Ali, attached to the Trinidad and Tobago Police Service.
53:51And we just quickly want to go to some footage captured by Dexter Phillip near the Marabella Roundabout, where police officers, as well as I think with the assistance of our licensing officers, were out in force, just basically checking, ensuring that people complied, insurance, etc.
54:11And as we go into a very festive season, we want to encourage people to observe the law, as well as be very safe on the nation's roadways.
54:21Well, again, Mark, those exercises are always commendable, especially where we have seen an increase in reference to the road traffic accidents.
54:31It's important for us to check those vehicles properly, inspection and other matters surrounding the vehicle.
54:37And I applaud that effort.
54:39However, I always indicate that it should be exercised reasonably, because we know we're in a season where persons are involved in their business, and we want to ensure that there's a proper balance.
54:49But all in all, this afternoon, Mark, I know that time is of the essence.
