05:06the police, they are here to guide us and really tell us what is really happening in the world
05:12of crime in Trinidad and Tobago. On each and every Tuesday, Thursday, and Friday, we have
05:19ASP Russell here to guide us. Now, when we say he's here to guide us, we want to know what
05:23is
05:23really happening when it comes to the attacks that we are seeing where persons are being
05:29gunned down in any time of the day. Persons, in a sense, persons' lives are taken and we
05:34are seeing increase with home invasions as well. And persons are being traumatized. So
05:41we'd like to welcome ASP Russell here with us this evening. What is that face about?
05:45Good evening, Ms. Husbands. Good evening, Trinidad and Tobago. Good evening, Grenada and our
05:52international viewers on behalf of our Commissioner of Police, Deputy Commissioners, Assistant
05:57Commissioners, and First and Second Division Officers of the Trinidad and Tobago Police Service.
06:02Ms. Husbands, I hear you speaking about what has increased, but our organization is an intelligence-led,
06:11guided, guided organization where we look and we monitor our statistics to determine what
06:17is going up and what is going on. Sometimes things happen within the country and we have
06:22and that is something that we are trying to deal with, the fear of crime. And I don't think
06:29we would ever get the fear of crime totally under control and I'll tell you why. A long time
06:36before we had this social media, we used to hear certain things. But now as one incident
06:41happens, it hits thousands, hundreds of thousands within seconds. So a lot of people have a serious
06:50apprehension of fear. But when we speak about things being up or things being done, I like
06:54to be professionally guided by the statistics that comes from our crime and analysis problem
07:00unit, Kappa. Yes, but that sounds really beautiful. It does. Like the senior family today? Not really.
07:07It's just, you know, we have our reports. But I have to be responsible. Of course you are very responsible,
07:13but I can tell you and I'm sure you are able to hear the sentiments of the people. The stats,
07:21yes,
07:21are there, but it does not equate to the feeling of what we feel on a daily basis when we
07:29see persons
07:30who are being gunned down. And when I say persons, innocent people being harmed. And the reason why
07:37I say that is because according to the Trinidad Express, they are mourning cell phone and this innocent
07:42man was killed. And friends and relatives obviously came out. You even gave the condolences out to the
07:49family because this is not something that even if you're an officer, civilian, that people want to
07:54see. But the pain of the people, it is heart-wrenching, right? So they say to their relatives and friends
08:00yesterday held a line in remembrance of slain Mova resident, Salvan Jack, whom they label as an innocent,
08:07good-natured man. Now the brothers said, and I quote, imagine you live your whole life not being in
08:13trouble, not being in criminal activities, and it is you who had to dead, said Jack's younger brother,
08:22Sean. Now Jack was one of the three men killed in a gun attack at a Lavental gas station on
08:27Saturday
08:28morning after he was caught in the line of fire and struck by a bullet. Now according to police,
08:34Jack and the other two victims were killed when gunmen entered the compound of the Uniped gas station
08:39at the corner of the Eastern Main Road and the Mova Old Road, Lavental just after 9am and opened fire.
08:47So
08:48the pain is what is will always be the only in any spotlight then versus the stats. And this is
08:59this
08:59can't be normal. This is this is a time Saturday morning where people are running errands. You run your
09:04errands. Myself, you go to the market or you have to go and do certain things with your children,
09:09sporting activities. So the stats not bringing comfort to any of us, even if it is one less than last
09:16year.
09:18Mrs. Husbands, first let me say, um, um, send my condolences to the family on behalf of the
09:24Shantibuga police service. Yes. And I, I hear you with that, Ms. Husbands. And we can do whatever,
09:33once this is sensationalized on social media, it will always negate. We could see thousands of firearms,
09:42thousands of wrongs. However, when there's an incident on social media, especially incident of
09:49that nature, we understand there's a certain amount of panic and fear that goes throughout the public.
09:56Yeah. And it could have been anybody. Yes. At the point in time. And I, I, I listen to you
10:04and I, I, I listen
10:05to the cries of others. And this is why shows like these exist. Yeah. So that we could come and
10:13encourage the public to speak to us, to give us the information. And yes, we wouldn't always get it
10:19right. Yes. There are some of us that you don't want to trust in every organization, in every
10:26institution. Rogue elements are part of the society. Yes. Good. And there's evil since in the biblical
10:32days, Ms. Husbands, since in the biblical days, let me go into my, my church side. But I'm saying that,
10:40you know, that this, this should be something for persons to really recognize, listen, we need
10:47this partnership. Because somebody may have seen this vehicle driving erratic on the roadway,
10:54didn't call the police. Somebody may have seen where they picked up the firearm, didn't call the
11:01police. Somebody may have seen where they ran to after the incident, didn't call the police. And this is
11:08what we are saying. Persons are still, even though it's less than more, when roadblocks are being
11:12done, persons are still flashing lights to warn others. And when you're trying to warn others,
11:17you don't know if you're warning just the man who's speeding. Or the man who's speeding because he
11:21just robbed somebody. The man who's speeding because he have an illegal firearm in his car,
11:28going from point A to point B, he's transporting it. And these are the situations that we speak about,
11:32where the public can come together to help the police. We will never win the fight by
11:38ourselves. Yeah, I mean, this is, this is, I know you would not like me saying this is war,
11:43but this feels like war. And the way in which I believe, just in my humble opinion,
11:49the way in which the TTPS is engaging these elements with these high power rifles is not
11:55aggressive enough for me and maybe others. Now, you will turn and say now with me, which is true,
12:01and I will put this to the public as well. When the officers really give some serious force,
12:07you all are to blame. Yeah, we pick it. We should have aimed for the foot. Imagine the bandits
12:13shooting to kill the police and the innocent, the innocent civilians. And when the police respond,
12:19we must aim at their feet. Yes. And you see, this is why I'm saying it doesn't feel like
12:25the stats are showing reduction. Because look, we just got a report that a shooting incident happened
12:31in the Bataria area this afternoon. Look at that. And this is on the Eastern Main Road in Bataria.
12:38In a business area as well. Look at the time. In a business area as well. That's outside of a
12:42grocery.
12:43You know, so this is, even though you're reading there's a reduction in serious crimes,
12:49it doesn't feel like this because myself, other civilians, citizens, children, we have to pass that.
12:55We have to, and of course you all have to deal with it, but it has to be with the
12:59citizens also.
13:00And I will pose it to the citizens as well, that when the officers give the force that is necessary
13:06to engage these people who don't care about you, it is clear they don't care about any of us.
13:12Because they need to get their target. When the officers intervene with the same level of force,
13:18why are we now saying they're wicked? In addition to which I want to ask persons,
13:23because these gentlemen, we understand gang warfare, but every gang member has some sort of family
13:30who could speak to them, who could advise them, who could counsel them, who could have,
13:35encouraged them to change from their ways. And if they can't, should they just call the officers?
13:42Call the police. Of course. Listen, I just seem as if I am, so don't even call,
13:48you'll have to call the station, you'll have to call 999, you'll call 555, you'll call 800 tips.
13:53Those are the anonymous hotlines. Yeah? We have brought the technology where you could make a report to the police
13:59station via WhatsApp. So you could go online and stuff like that. So we are doing things to make
14:05ourselves more accessible to the public. But the public have to stand with us despite all the negative
14:12feelings. Because at the end of the day, if you decide, I don't like the police, I'm not calling the
14:16police.
14:18That is what the criminal elements want to hear. Yeah. Let us tarnish the name of the police.
14:23Let us say the police did this on the police. And yes, we have issues. I would always say that.
14:28But our issues are in the minority. But what we want is the assistance from the public. What we want
14:34is
14:34the help. What we want is the information. And it's only then and then. Because the civilians and the police
14:42outnumber the criminals. By far. Yes. By far. By far. That is very, very true. And in addition to which,
14:48Ms. Husband, some of us sitting down looking at the program, you see the person who you sell the
14:54car knowing the car is a whole car and tell them the engine looking good. Sometimes a lot of these
14:58things is disputes. The house that you sold or the piece of land that you sold that you had no
15:04title or
15:04ownership for. The squatting land that people selling people now, that people buying and want. And again,
15:09people receive a squatting land that you don't own. And when government take it back now, you're
15:14coming and you're asking back for your money and your money gone. Plenty of these things stem from
15:19these type. You borrowed the man money. I'm in time to give it back. As they say, ranking thing. Well,
15:23the money this be good. Come for it now. I ain't have it. I give it yet back. So we
15:27had a change of
15:28our ways, Ms. Husbands. All right. We have more to discuss. And with that being said, we have an update.

15:33know yesterday we had Captain Rambert here with us. And he was asking of assistance. So finding
15:39two local young men. Now, we have an update. Now, this update, unfortunately, in one of the cases,
15:45the body of a 25-year-old, which was Mayfan Klessen, was found in the heights of a repo last
15:52night.
15:53Condolences going out to the family. And this is ESP, an incident where this young man
16:01was going to meet someone, allegedly a young lady, we assume, in the Valencia area. And this is a second
16:08story like this where a young man met his demise. And again, condolences going out to the family.
16:14Now, in some good news, after that, the family of Kurt Bert Eustace, he returned to his family's home
16:24last night. So I'm happy to hear that he's home. And I'm not sure ESP with regards to, in this
16:30case,
16:31you could reference both, where young men may be interested in females. You meet online and
16:37you just didn't give any information or receive enough information before you meet someone. And
16:42then persons who just wanted to be out and then notify their parents or their family members,
16:47friends, and they assume something bad happened.
16:53And again, Ms. Husband, it goes back to Ms. Husband, I am 46 years of age. A trained police officer.
17:01You
17:01know, 90% of the time, my mother knows where I'm at. She knows my schedule. I might say, Mom,
17:07I have
17:08an event down in the West this weekend, I have this, this weekend, I have that. Because that's how we
17:12communicate. This is what family is about. And you don't live with your mom. And I don't live with my
17:17mom.
17:17Yeah. This is what family, this is what community is about. This is what training a child in your
17:22ways is about. And as I've been saying, because with the media ambassadors, we did these topics
17:29last week. But it was so focused on females as well, with respect to going out to meet blind dates.
17:34But
17:34now you're realizing it's happening to men as well. It's happening to men as well. So it's, and I told,
17:42I was saying to the parents, it's not that you want to mind your children's business, but you want to
17:46know
17:46where they are in case something happened, you could call them, hey, something happened in that
17:50area. Are you okay? Or when you realize they don't answer, you could say, you could go to the station,
17:55you could, you know, start to initiate these systems to work, to locate that person. We have to really
18:01be our brother's keeper. It's not about minding anybody's business anymore. Ask your children where
18:06you're going, who you're going with, what time you're coming back, checking with me every hour,
18:10checking with me every half an hour, what time to pick you up. Yeah, we have to do more of
18:14that
18:14because clearly our young men, they are being targeted. Right now it's time for us to take
18:18our SOE update as of July 21st, 2026. Number of operations, 10,029. Number of targets, priority
18:29offenders, 2,655. Searches conducted, 3,825. Traffic operations, 6,222. Total persons arrested,
18:394,431. Total persons charged, 1,074. Firearms recovered, we're seeing an increase with the
18:49pistols, revolvers, and rifles, a total of 241. And ammunition recovered, we're seeing an increase
18:56once again with the 9mm, the 12 gauge, the .380, and the .38, along with the 7.62mm, giving us
19:04a total
19:05of 4,431. And dangerous drug seized, we're seeing an increase once again with the cannabis
19:11and cocaine ASP. See, and as the 241 firearms, over 4,400 rungs of ammunition seized. I mean,
19:22we have to ask ourselves, where are we going? What are we encouraging? What else is needed? Yeah. And
19:29you know, there's a lot of security apparatus that could be put in place. I know there is the
19:33X-ray machine at the port. I'm not too certain of the functionality of the same. But we really
19:39need to protect our borders, because there was no Smith & Wesson. No. There was no Glock. There was
19:46no Heckel & Koch. There was no IMI in Trinidad and Tobago, anywhere in the Caribbean, to make rifles
19:52or rungs. But they're coming from somewhere. They're coming from somewhere. They're not manufactured here.
19:58Correct. So we need to really tighten up our borders. We need to really tighten up the security
20:04throughout the country. Our gun fascination in this country is mind-blowing to me, because I was never
20:10part of our culture in any way, shape or form. Right on, let's take a look at what's making today's
20:14headlines.

25:16video was when you have something to lose you have to think twice and walk away from a lot of

25:29let me leave that I think I continued throwing the water and it's something that should also apply to
25:34firearm users as well yeah because you might get into an altercation you know what is better you walk
25:42away because you might be the person that might take a life and a lot of persons who are asking

25:53cannot recover from that because it's a traumatic thing I've had officers leave the organization as a
26:00result of that it yeah so let's do better especially when it comes to us consuming alcohol and the son
26:08there's no price to your life and if you have an altercation it shouldn't reach the blues and using a
26:15weapon because this person is now phasing murder charges right of course yeah after seeing that stuff

40:06The constant loud music from the green and purple shops that we spoke about before
40:11and vehicles on the streets as well.
40:16I want to draw your attention to this caller.
40:18There are two types of nuisance that may apply to your situation.
40:24Public nuisance.
40:25This affects the comfort and convenience of the wider community like residents in communities.
40:32Private nuisance.
40:33This is an ongoing activity that substantially and unnecessarily interferes with your personal right
40:40to enjoy the peace and comfort of your own home.
40:44Police powers and Section 70 of the Summary Offenses Act.
40:48Under the Summary Offenses Act, specifically Section 70,
40:52the TTPS has the authority to address the public nuisance.
40:56The loud music, disruptive gatherings, cursing, and fighting
41:00that prevent an entire neighborhood from sleeping are textbook examples.
41:03However, to lay a charge under Section 70, the law requires complaints from at least three separate households in your
41:13area.
41:14If you are currently the only household making a formal complaint, the law views it as a private nuisance.
41:21In this case, we highly recommend that you consult with an attorney at law
41:27who can file a civil action on your behalf to stop the disruption.
41:33Loud music from vehicles.
41:35Regarding the loud music coming from vehicles on the roadway, we can take direct action.
41:40If a person in charge of the vehicle is playing music without the permission of licensing authority,
41:45police officers equipped with ticketing devices can issue a fixed penalty ticket.
41:53Please continue to report the instances.
41:56So where the vehicle is stationary, we can issue a fixed penalty ticket.
42:04Feel that they get permission to operate a loud instrument.
42:07In the situations where there are neighbors, I highlighted the two areas you can go under as well.
42:12The EMA cannot measure a moving song.
42:16A lot of the situations the person describes is the cars driving through their neighborhoods.
42:21It would now mean that as the police, let's say we stop the vehicle,
42:25because at the point in time the vehicle might decide,
42:28okay, the police come in there, they'll lower it down before we can even hear it.
42:31Right?
42:32Then we would be required to have the citizens
42:37come, make the reports,
42:39and they would lead the evidence in the court.
42:43What about bars?
42:43Is that in a commercial state?
42:45Same thing.
42:46And I will tell you,
42:47with respect to bars,
42:49and I've sat in many states,
42:51not station council,
42:52so tongue meetings.
42:53Well, private, not commercial.
42:54Yes.
42:56What do you mean?
42:56No, not in a commercial space,
42:59which is more of...
43:00Commercial or otherwise,
43:02or even in a community.
43:03Okay.
43:04Because you can bring your complaints to the station.
43:07I have seen situations in the St. James Police Station
43:10where the residents,
43:12because St. James is a neighborhood that has a lot of these noise complaints,
43:17because they have a lot of bars.
43:19And I have seen instances where the inspector St. James
43:22would have gathered the information,
43:25taken it to court,
43:27have the residents petition,
43:29and we were sent by the committee for mediation.
43:33Because these are grounds to objecting to the renewal
43:39of the bar and dance hall licenses.
43:42A lot of persons just come with husbands
43:44and they just say,
43:46just talk to him,
43:47now I don't want him to lose his license.
43:48I don't want him to shop nobody's business.
43:50Sometimes, like I was telling somebody today,
43:54rough times call for rough measures.
43:58Sometimes we have to go the extra mile.
44:00Sometimes we have to go the distance.
44:03So for the quarter thing that we are not understanding,
44:06there are the noise acoustic cameras,
44:08which are out there in the UK.
44:10But even that government body or that first full country
44:13is having a problem with the whole rollout of it,
44:18with the financing of it,
44:19because it's also in the first full countries.
44:22So you can imagine us.
44:24So here are what the auto mechanics have to do,
44:25because everybody has their exhaust load.
44:27You know what the mechanics have to do now?
44:29The automakers.
44:31They start to have a valve, the exhaust.
44:34So you can turn it up,
44:36pick it up, open it or close it at your convenience.
