05:08or law enforcement agencies who continue to fight, a good fight
05:13in light of all the challenges
05:15or family on Beyond the Tape, Jackie and, you know, others behind the scenes,
05:20TV6 family and persons who may be viewing and listening out of the jurisdiction.
05:26You know, introduced me this afternoon as director of policy and community support.
05:31Yes.
05:31But I want to also indicate to you that in a previous dispensation,
05:35I'm also, why should I say, I also enjoy a background of intelligence.
05:41And I received some intelligence today and I want to take the opportunity
05:46to read the intelligence that I received today.
05:48I don't know how you will receive this, but I think I need to read this intelligence verbatim
05:52and to read it to the national community.
05:56And perhaps you'll be able to confirm whether this intelligence is confirmed intelligence
06:02or whether it is propaganda and whether we need to dismiss it.
06:05So please permit me to read it and then you will confirm.

06:10So I'm going to give you a big, big, big responsibility to listen to this intelligence carefully.

07:48And, you know, as a woman, you have exemplified,
07:51you have led the woman in Trinidad and Tobago.
07:54And I, you know, just today would have been evidence
07:56when you entertained the Commissioner of Police as well
07:58on another platform.
07:59So, my lady, I salute you.
08:01May God continue to bless you with many more happy ones
08:03and, you know, continue to do justice
08:05to the people of Trinidad and Tobago.
08:07I don't know whether you're in a position now to dismiss this intelligence,
08:10whether in fact today is in fact that special day,
08:13or whether it may have been abelated,
08:15or whether it's to come.

08:20Well, the intelligence that was received
08:22while I'm trying to keep it all together
08:24and very professional is very much true.

08:41and I'm an emotional person
08:43and I'm just trying to keep it together.
08:45But what I will say is that I'm truly humbled
08:47by the words that you just spoke
08:50and to the initial,
08:52and I hope that I'm able to continue
08:54to provide the service that is needed
08:57also to Mrs. Archie as well.

09:03I cannot forget Marlon Hopkinson

09:11because when I started,
09:14they saw something in me
09:16and I was just a person filling in
09:18in big shoes
09:19and in a big pond,
09:21a huge pond,
09:22and it wasn't easy.
09:25And the way in which the citizens accepted me
09:28and I was still able to stand
09:30in my truth,
09:31in my own,
09:33it means a lot.
09:34I am truly, truly humble
09:35and it just goes to show
09:37that the work that I'm putting out
09:39is one that you'll appreciate
09:40and I hope I can continue
09:42to do so moving forward.

11:36made it very clear
11:37no one above the law
11:39municipal police
11:40to be charged
11:41with murder
11:42and firearm offenses.
11:44Now,
11:45a 28-year-old
11:46municipal police officer
11:47is expected
11:47to be charged today
11:48for the murder
11:49of number 8072
11:52Corporal Anushka Eversley
11:54which occurred
11:55on Sunday,
11:5619th April,
11:572026
11:58at the San Fernando
11:59municipal police station
12:00Kings Wharf,
12:01San Fernando.
12:02Now,
12:02charges of robbery
12:03with violence,
12:04trafficking of firearms
12:06and possession of ammunition
12:07are also expected
12:08to be laid against
12:09the officer.
12:10Following advice
12:11received from
12:12the Director
12:12of Public Prosecution
12:14on Tuesday,
12:15the 21st of April,
12:162026.
12:18Now,
12:18commenting on the investigation
12:20we heard from
12:21the Commissioner
12:21Guevara
12:22where he stated
12:23and I quote,
12:24the swift
12:25and meticulous work
12:26of their investigators
12:28reflect the standard
12:29of professionalism
12:30the Trinidad and Tobago
12:32Police Service
12:33demands to itself.
12:35Their decisive action
12:37brings us closer
12:38to justice
12:39for the family
12:40and colleagues
12:41of Acting Corporal
12:42of Police Eversley.
12:44And for a nation
12:46traumatized
12:46by this deeply troubling
12:48act of betrayal,
12:49the lure of greed
12:50and quick money
12:51could never justify
12:53the betrayal
12:53of public trust.
12:55Whether you serve
12:56as estate police,
12:58transit police,
12:59municipal police,
12:59special reserve police
13:01or regular police,
13:03our oath binds us
13:04to a higher duty.
13:05For those who choose
13:06corruption and criminality,
13:08we will leave
13:09no stone unturned
13:11to remove you
13:11from among the officers
13:13who risk their lives
13:14daily to protect
13:15our citizens
13:16and place you
13:17instead among those
13:19who enjoy
13:20state-provided
13:21accommodations
13:22with reinforced
13:23burglar proofing
13:25and 24-hour security.
13:27The TTPS
13:28remains resolute
13:29in defining
13:30or defending
13:31that is
13:32the integrity
13:33of the barge.
13:35Well, Whitney,
13:36you took that word
13:39from my mouth
13:40in terms of
13:40I was not going to
13:41indicate to the
13:41Commissioner of Police
13:42which are not
13:43on to make a police
13:43service and support
13:44agencies
13:46a brilliant
13:47and an appropriate
13:48response
13:48in terms of
13:49the stage
13:51that we are
13:52in terms of
13:53where directions
13:54have been given
13:55to charge someone
13:57for that heinous crime
13:58that would have
13:59occurred in the
13:59Southern Division
14:00and to the
14:01Commissioner's word
14:02by that media release
14:03very strong focus
14:04very strong direction
14:06and I'm happy
14:07that he
14:07and I want to
14:08magnify or expound
14:09on the area
14:10in terms of
14:10we are not prepared
14:12and I'm saying that
14:13with the previous
14:14hat that I wear
14:15and in terms of
14:16being under the
14:16Ministry of Homeland Security
14:17that the citizens
14:18of this country
14:20require persons
14:21who are honest
14:22and sincere
14:23in executing
14:24the public functions
14:25and if we have
14:25persons among us
14:27especially where
14:27you're on oath
14:28to protect and
14:30serve the people
14:30of Trinidad and
14:31Tobago
14:31and you are
14:32using that
14:33power and that
14:34authority to commit
14:35crime and criminality
14:36I also want to
14:37join with the
14:37Police Commissioner
14:38to stamp all that
14:39once and for all
14:40so I think
14:40appropriate words
14:42strong response
14:43and all I'll say
14:43to the Commissioner
14:44respectfully
14:44that this
14:45particular matter
14:46because of the
14:47public interest
14:48it's a matter
14:49that you know
14:50you don't see
14:51every day
14:51I will strongly
14:53and humbly
14:53advise him
14:54to ensure
14:54that there's
14:55a dedicated
14:56task force
14:57to monitor
14:58this progress
14:58of this matter
14:59now in terms
14:59of where the
15:00court is concerned
15:01to ensure
15:01that we do not
15:02have a slip up
15:03when it comes
15:03to the proceedings
15:04and I hope
15:06that there's
15:06some expeditious
15:07proceedings
15:07so that justice
15:08will not be delayed
15:09in relation to this matter
15:11but salute the
15:11Trinidad and Tobago
15:12Police Service
15:13and all supporting
15:14agencies
15:14for a good piece
15:16of work
15:16thus far
15:17now Mr. Ali
15:18with this incident
15:19and other incidents
15:20that we see
15:20take place
15:21and persons
15:22are clearly
15:23disseminating information
15:25that are not factual
15:26and they're going
15:26based on
15:27hearsay
15:28they say
15:28them say
15:29and not even
15:30getting strong sources
15:32that could back
15:33what they're putting
15:34out there
15:34what would you say
15:35to individuals
15:35because we're getting
15:36so many stories
15:37from so many incidents
15:39that take place
15:40brilliant question
15:41already I should say
15:42a brilliant question
15:42and what I would say
15:44legally to Trinidad
15:45and Tobago
15:46I want to say
15:46to you all that
15:47if we are very
15:49concerned
15:49on which we should
15:50be about the
15:51administration of justice
15:52now that we are
15:54hearing that a
15:54criminal charge
15:55is going to be
15:55laid
15:55if it hasn't
15:57already been laid
15:58where this matter
15:59now becomes
15:59subjudice
16:00let us exercise
16:02responsible
16:03expressions
16:04and I even go
16:05as far to say
16:06responsible journalism
16:07to ensure
16:07that we do not
16:09prejudice
16:10or run afoul
16:11of the
16:12proper administration
16:13of justice
16:14that's one
16:14and number two
16:16from a criminal context
16:17there's an offense
16:18of tipping off
16:19in the law books
16:20of Trinidad and Tobago
16:21and if
16:22tipping off
16:22simply means
16:24disclosing
16:25information
16:26that may
16:27prejudice
16:28or likely
16:29to prejudice
16:29an ongoing investigation
16:31so while a person
16:32may have been charged
16:32the investigation
16:33is continuing
16:34because there may be
16:35other persons
16:35who may be responsible
16:36be very careful
16:38that you are not
16:38expressing
16:39or exercising
16:40your freedom of expression
16:41or exercising
16:43your freedom of the press
16:44and in the process
16:46you are learning
16:46into a tipping off
16:47where you are
16:47going to prejudice
16:48a criminal investigation
16:50and frustrate
16:51the ends of justice
16:52so take this
16:53in good stead
16:54yes we know
16:55that we might be
16:56interested
16:57to give an expression
16:58you know
16:59to have a story

17:01due diligence
17:02responsible journalism
17:04to ensure that

25:09law enforcement
25:10and otherwise
25:10to really encourage
25:11and inspire our young people
25:13at the
25:14at the
25:16engagement today
25:17what was very special
25:18with me
25:18and you spoke about it
25:19there was a forum
25:20that we asked these children
25:21to engage the professionals
25:23and
25:24the questions that became
25:25that came to us
25:26was very piercing questions
25:28questions that we saw
25:30that the children
25:32are very interested
25:33to be able to have dialogue
25:35with different professionals
25:36as a matter of fact
25:37I had to ask
25:38the principal
25:39and the
25:40the executive
25:41of that particular school
25:42to have some of the
25:43questions reduced in writing
25:44so that it can be provided
25:45to us
25:46to be able to respond
25:47because they were very active
25:48and here you see
25:48the honourable minister
25:49actually coming down
25:50to the level
25:51I don't know

41:36because once you have
41:37to know that
41:38personality is other
41:39it can be a sociopathic
41:41or psychopathic
41:43you have a tendency
41:44to be also
41:46sleeping drunk
41:47and once that drives
41:49there are what I call
41:51your social
41:54irrational behavior
41:55right
41:56and I think
41:58this can be a
41:58you have to develop
41:59some policy
42:00because it has
42:02some connection
42:03you have to be
42:05crime
42:05substance abuse
42:06and personality disorder
42:07to require that
42:08we do a lot more
42:09testing
42:10right
42:10for personality
42:12disorders
42:13in our criminal
42:14justice system
42:15officials
42:16right
42:16I don't know if
42:17this might be
42:19out of the
42:19list of
42:20the director

42:22but I think
42:23that policy
42:23must be done
42:24in terms of
42:25accepting
42:26and then testing
42:27for drugs

43:48disturbed

43:52abuse context
43:54or being exposed
43:55to a dangerous

44:00matrimonial
44:01proceedings

49:40I was wondering why I happen to know that they paid $100,000, they put another $100,000 to get

49:59Like, for information, I think that is unfair because looking at this, there's a one way should we go, you

51:09I want to, you know, press the commissioner and the executive of the police service to probably pay a deeper
51:15focus with reference to, I should say, equal focus to the white-collar aspect of things.
51:20And I think that one of the reasons why you may see in this reoccurring fraudulent behavior with this common
51:26is perhaps a person may believe that, okay, there's no consequence or no timely consequence to flow from these activities
51:33so they feel strong.
51:34So I want to press the TTVS this afternoon, humbly and respectfully, to equally direct focus to raising the intensity
51:42of white-collar investigations in Trinidad and Tobago.
51:45I know that that is an area that has also been a sore point.
51:48And I may even go as far to even call any legislators to look at the development of our white
51:54-collar law regime, you know, to be able to deal with these persons who are benefiting from crime.

55:02We really have to do something fast.
55:04And I'm thankful for what has happened in the sense that they move fast and they get some guns, they

55:12But I warn them, we haven't got new judges and I hope that will help, that it will take a
55:18shorter time to do what it is and get rid of these people very fast.

55:44When you're talking about, you know, public officials and by extension any profession, if you leave someone sometime in an
55:50area for too long, sometimes and there's no rotation, that's when you leave things to manifest itself.

55:58And then secondly, you know, we have heard about the professional standards bureau looking at the TTPS.
56:03But sometime I go ahead and mention, I want to make a solid call for the decision makers who are
56:07listening.
56:08Perhaps the time has come for a unit that has a wider mandate to not only look at TTPS and
56:15the professional standards of police officers, but professional standards of all public officers who have placed their hand up.
56:21Whether you're in a ministry of education, a ministry of health, whether you're in a municipal context, but you're doing
56:27a public function for the benefit of the people of Shreden and Tobago, and that should be a sacred function.
56:31So perhaps there should be a unit that is set up, properly outfitted, to be able to exercise due diligence
56:38on what's happening, especially from a public sector context.
