03:09Good evening, Trinidad and Tobago.
03:11On to our global audience, this is Beyond the Tape.
03:14I'm your host, Whitney Husbands.
03:16And today, it's Friday.
03:17Yes, it is.
03:18The end of yet another eventful week.
03:20We are hoping that we could enter the weekend with no drama, no issues, and a safe weekend ahead.
03:26And again, who is going to enter into the weekend with us?
03:30We have none other than the officer who is sometimes in the hot seat and is there to make sure
03:34that we are protected as best as we can.
03:37We have ASP Russell here with us this evening.
03:39Good evening to you, sir.
03:40And how are you?
03:41Good evening, Ms. Husbands.
03:42Good evening, Trinidad and Tobago.
03:44And to our viewers of the island, on behalf of the Commissioner of Police, Deputy Commissioner, Assistant Commissioners of Police,
03:51and 1st and 2nd Division officers of the...
03:53Esteem.
03:54Trinidad and Tobago Police Service.
03:56I am doing okay today.
03:57You're right.
03:58Of course.
03:59We've got some blessings that I realized for the past few days.
04:03And persons have to be aware and paying attention to the roads, which is very important.
04:08I am receiving the blessings.
04:10The place needs to cool down.
04:12We need to cleanse the place a bit.
04:14Yes, me.
04:14By any means necessary.
04:15We need to cleanse the place.
04:16By any means necessary.
04:18So how is that working for you with the weather?
04:19Well, you know, I am responsible and I'm a responsible user of the road network.
04:26So I recognize that my tires on my vehicle were nearing a particular state.
04:33So I went to a supplier and I got four brand new ones to put on in readiness for the
04:40rainy season, you know.
04:41And it's about having a vehicle roadworthy.
04:44You know, some persons are thinking it's dry season.
04:46The rain isn't falling or the rain isn't falling that much.
04:49But, you know, with all of this recent observations of climate change, we recognize that it's no longer somewhat seasonal.
04:56But rain falls when it wants to fall and the sun shines when it wants to shine.
05:01So we have to be ready for any eventuality that may come our way with respect to the weather and
05:07the functionality of our vehicles.
05:10Yes, which is most important.
05:12Now, I understand that we receive an update from our Commissioner of Police of Trinidad and Tobago, Mr. Alistair Guevara,
05:18when it comes to the municipal police officer and the charges being laid.
05:22So let's take a listen to what he had to say.
05:24Good afternoon, Trinidad and Tobago.
05:27The TTPS has taken full cognizance of the national concerns surrounding the murder of municipal police corporal Anushka Eversley
05:35and the theft of firearms and ammunition from the San Fernando municipal police headquarters.
05:40We understand the seriousness of this incident, the anxiety it has caused across the country and the public's expectation that
05:49every responsible individual will be held to account.
05:53The TTPS remains resolute in meeting that expectation.
05:57I now wish to provide an update to the nation on the progress of this investigation.
06:04Following further consultations with the Director of Public Prosecutions, Mr. Roger Gaspard, SC,
06:09the TTPS has received formal instructions to also charge a 24-year-old scrap-iron dealer of Claxton Bay
06:18and a 20-year-old construction worker also of Claxton Bay
06:23alongside the 28-year-old municipal police officer already in custody.
06:29All three will be charged jointly with murder, robbery with violence, firearm trafficking and possession of ammunition.
06:37The 28-year-old municipal police officer remains the only municipal police officer charged at this time.
06:47The other two individuals are civilians.
06:51These charges arise out of coordinated inquiries and recovery operations conducted over the past several days,
06:57during which 44 firearms, large quantities of ammunition and multiple magazines were recovered at various locations
07:06across Claxton Bay, Gasparillo, Macaulay and surrounding areas.
07:11At this time, Assistant Superintendent of Police Maraj of the Homicide Bureau of Investigations
07:16is formally preferring the charges against all three accused.
07:20And once this process is completed, the men will be taken before a master of the High Court.
07:26The TTPS continues to pursue all remaining leads.
07:30Our investigators remain focused on identifying any additional facilitators,
07:36recovering any outstanding firearms and bringing every responsible individual before the courts.
07:43We will continue to update the public as the investigation progresses,
07:47whilst ensuring that the integrity of the ongoing inquiries is maintained.
07:53And that's the voice of Commissioner of Police, Alistair Guevara, ASP.
07:59Well, I mean, the Commissioner said exactly where we are at at this point in time in the investigation.
08:08We understand the seriousness of the investigation.
08:14And we ask for the public's patience.
08:17We know, we know, we know, we know, we know, we understand, especially the items that were stolen.
08:25We understand.
08:26There are officers who have been going.
08:29There have been wrong-the-clock operations, and the operations will not stop.
08:35Yes, but I'm hoping that the public is also believing the information that is being placed in the public domain
08:41and not going with the dramatic blogs.
08:45Sensationalism.
08:46Yeah.
08:47Yeah.
08:48And it's sad to say that is the society we have become,
08:51but notwithstanding that the members of the Central Bigger Police Service,
08:55we have a job to do, and we will continue to do it.
09:00You know, the Commissioner is the head of the organization,
09:03and he has indeed been leading by example and leading from the front because we saw him on a lot
09:10of the exercises out there,
09:12you know, on the ground, getting that first hand, not relying on what is being said,
09:17but just really being there so that he can relate an account to the public.
09:21The TTPS maintains our trend of accountability and transparency,
09:28and there are things like Freedom of Information Act now where, you know,
09:32it's very, we're in a position where things are very, very difficult to hide.
09:38So, you know, we want the public to just really bear with us as we continue to update.
09:43The Commissioner has not gone silent.
09:45We would have listened to his...
09:47He's very much acting.
09:48Yeah, with his previous, his recent update that he gave the public,
09:54and we want you all to understand that we are here.
09:58We understand the seriousness.
09:59We understand the gravity.
10:01We are doing all that we can do at this point in time,
10:05and, of course, we understand that you are one of our biggest stakeholders, the public.
10:12Yes.
10:12And whatever you know, if you have something that could help or point us in the right direction, we ask
10:18for it.
10:18Yes.
10:18Don't put it on social media.
10:20They can send it to you so you can at least assist.
10:22But it's...
10:23And I understand how they feel because people want to get the information out there,
10:27whether they're doing it genuinely or they're doing it for the likes or the dislikes or the conversations,
10:33for whatever reason.
10:35Yeah.
10:35You know, but we would appreciate it as well.
10:39As far as I know,
10:41Detroit and Tobago Police Service is the premier organization for the national security
10:44with respect to crime detection,
10:46detecting crime, bringing persons before the court.
10:49So, by investigation concerns, I think we are indeed the professionals as it stands.
10:54So, we will continue to update the public and we ask that the public allow us to do what we
10:59have to do
11:00and what we have been so trained to do.
11:02Yes, very important.
11:02Now, it is clear as to me that it seems like the criminal elements don't allow us to rest in
11:10any way.
11:11But before we dive into that, we have a big celebration that took place because we're getting ready to head
11:16further south.
11:18And safety is paramount because we're getting ready for the 0.14 Borrow Day.
11:22Borrow Day.
11:23Yes.
11:23So, I understand there was a parade that took place today and the activities of the services,
11:30they were outside and let's just say they look dapper.
11:37So, we get ready for the whole month of celebrations.
11:39What will be, you know, the plan for the TTPS moving forward?
11:42Well, of course, we have our security protocols which will be activated soon.
11:49I want to say soon.
11:50Some have already been activated.
11:52But, you know, when it comes to the celebration with respect to the 0.14 Borrow Day,
11:57as it is really kind of hailed and celebrated as a mini-carnival or carnival on a smaller scale.
12:04And we know over the past few years there have been some incidents.
12:09We will be out there in full force throughout all the activities and all the celebrations that culminate in the
12:15actual week where there's the juve and the carnival type festivities to ensure that persons are safe.
12:21Yes.
12:22And that surrounding areas are safe.
12:24And that while you go out to take in and partake in the festivities that your homes, your businesses, your
12:30vehicles are also protected.
12:32So, we will be beefing up patrols in that area, foot, mobile, etc., surveillance, you know.
12:43Now, they'll be celebrating 46 years, a great milestone that we're seeing.
12:47And we're also seeing those pictures.
12:49That was from today, the military parade that took place.
12:51And I hope persons were able to enjoy it along with their family and friends as they officially open Point
12:5614 Borrow Day.
12:57And as the TTPS is stating here, that they're making sure they're best to make sure that persons are safe.
13:03And we wouldn't see any major incidents taking place also.
13:06But speaking of our incident, and this is what I was going to reference, it seems like persons are unable
13:11to just, if they need to unwind, unwind and feel safe.
13:15Because these criminal elements are not allowing us to just live.
13:20And when we be in Trinidad and Tobago, you're hereby, you know you're going to just unwind, especially after work
13:25or whatever you want to do.
13:26And this is why persons who lie at bars, you need to pay attention to your surroundings.
13:32Take a look at this.
13:35Yes, we, this is our usual thing in Trinidad and Tobago.
13:38You know, you call some friends up, and you're chilling.
13:43They're not even outside the bar, they're inside the establishment.
13:46And this is what happened.
13:51We can't enjoy ourselves.
13:54We can't just take a moment out.
13:59It's war.
14:02This lady here was covered.
14:07She was covered.
14:08Who grabbed the bag?
14:09Yeah.
14:10And she didn't.
14:10God was moving.
14:11She did not.
14:12She did not.
14:12She's very brave.
14:13She did not go along.
14:15And when the guy tried to take it from the bag, she watched him and pull back her bag.
14:18Yeah, she did.
14:19She did.
14:20I'm happy that no one was injured here, ASP.
14:23And it goes to show the same thing that we are speaking about.
14:27The business of crime, criminal elements.
14:31And we have to come together as a community, as a country, you know, to really put that situation to
14:38bed.
14:38We would never rid it completely, but we could come together and partner to really bring down the levels even
14:50more.
14:50Because I am confused, ASP, because you are hanging out in a spot, individuals who see it fit to just
14:58come and harm you.
14:59I saw an extended clip.
15:00What are you doing with an extended clip to go and hole up persons, innocent people who minding the business,
15:07hardworking people, extended clip?
15:09Mr. Spons, well, unfortunately, you are sad to see that that is some of the equipment that these criminal elements
15:18are using.
15:18In the corner for persons who don't know, Jackie, if you could just pause it.
15:21When the guy in the black walks in, you will see that that object that is hanging, that is what
15:29is called an extended clip.
15:32What is people doing to you?
15:34What are we doing to you all?
15:36Well, we know the place is hard ASP.
15:38We know people don't have jobs, but people are not picking up guns to hold up people.
15:44This is ridiculous.
15:45And that is why we tell the public, the fire may ignore today.
15:50It could be the one coming back at you tomorrow.
15:53Some person say, well, where is the police?
15:55These guys have networks.
15:57Sometimes the network is so good that by the time the police go, because you are on a mobile patrol,
16:04so somebody might be on the lookout, and all blocks have a lookout.
16:08All gang area, wherever they have gang activities, they have their lookout.
16:12So by the time the police come in, or the police now pass, how many times have something happened,
16:16and we say, and you know, the police just passed, yes.
16:19Yes, yes.
16:19I've heard it on many crime scenes, many, many crime scenes have gone on and heard.
16:24The police just passed, yes.
16:26It's not that we are going to be on patrolling, or the police passing here all day.
16:31But some of them, while we are looking at you and trying to do surveillance on them,
16:36they are also doing their counter surveillance on us.
16:38Yes, yes.
16:39So we have to continue going back to the drawing board, continue looking at the statistics,
16:45continue using intelligence-led policing, continue using the science as to where to deploy,
16:52and who is in this area, and what they're involved in, and you know,
16:55and with that we need the information to marry all of it together,
16:59so that people pay, because crime-fighting, solving a crime is like positive.
17:03And you're looking for every piece that completes the entire picture.
17:08And the sad thing, sorry to say, is that persons are traumatized,
17:11the business will be affected, because persons are now not wanting to come out
17:15and patronize the said business.
17:16Right now, let's take a look at what's making the SOE update as of April the 24th, 2026.
17:23Number of operations, 4,231.
17:26Number of targets, priority offenders, 1,420.
17:31Searches conducted, 2,419.
17:35Traffic operations, 2,381.
17:38Total persons arrested, 1,839.
17:42Total persons charged, 420.
17:47Firearms recovered, we're saying increase now with the pistols, a total of 130.
17:52Ammunition recovered, of course, the wrongs of choice that we see here, 9mm,
17:55giving us a total of 2,954.
17:59And drugs, dangerous drugs, seas, that is, we have grams of the cannabis and grams of cocaine with an increase.
18:07Yes, babe?
18:07Well, today we have your three categories, eh?
18:09Yes.
18:09Firearms, ammunition, and the drugs.
18:11And these are just, you know, these are from exercises that we deem successful.
18:15And sometimes you go there and you may not have found anything.
18:22But the mere fact that the police conducted a search, a big exercise in the area,
18:27brings a level of peace and calm to the low-abiding residents living in that area.
18:32And it also quells some of the things at times, eh?
18:38Because some person must say, well, how about the police on you?
18:40So let me cool it until further notice.
18:42And then they try to get back in the comfort zone.
18:45You know, so crime is something that is this dynamic.
18:48So you're on this street, you put pressure here, they move down the road.
18:51They put pressure down the road, they move back up.
18:53So we talk about crime displacement and the displacement and migration of crime,
18:57which really is a true science and really something that really happens.
19:02So we have to ask the communities, pay attention to any strange person coming into your neighborhood.
19:08Be vigilant.
19:09Watch what is going on.
19:10Because sometimes they are coming from their areas where so-called, they say, a hut.
19:16And they're going to other areas to cool long and quiet down.
19:21So we ask for your vigilance in your own neighborhood as well.
19:24You don't know who is who.
19:25Right now, let's take a look at what's making today's headlines.
19:54And those are the stories making the headlines.
19:56Remember, you can give us a call at 623-1711, extension 1996 and 1997.
20:01When we take that break, we'll be back.
20:04Go!
20:05Go!
20:10Go!
20:11Go!
20:12Go!
20:13Go!
20:16Did you enjoy the show?
20:16I did.
20:17I enjoyed it.
20:18The whole show was very good.

21:24Do enjoy, Suits.
21:27You want some coffee?
21:30Can I have a drink?
21:32No.
21:34Come on.
21:36Perfect.
21:41That's exactly what we need.
21:44Honey, look who is this week.
21:47Whatever you're here for, we're here for you.
21:51Stay smart at the Holiday Inn Express and Suits.
22:04Stay smart at the Holiday Inn Express.
22:04Please join us.
22:04Right away.
22:10Bye.
23:38Good evening, caller.
23:42And I'm juxtaposing that to the storming of the municipal station in South Orlando.
23:51Two years ago, three years ago, 70,000 ammunition was reportedly been missing from SSA.
24:00We haven't heard anything about that.
24:02Three years ago, there was a major audit with respect to firearm dealers.
24:11One of the audits was basically left hammy driving.
24:17When the information was returned, I think 909 millimeters was missing.
24:26So, I am asking who will be doing the audit in the municipal police station when we have
24:36these outstanding issues still confronted us and the TPS has come back on justifying if
24:46this and where those 70,000 plus nine and there's an issue.
24:50The other thing is, when red flags are raised, flashing lights in front of us race and blue
24:57lights is flashing all over the place.
24:59What do we do?
25:02Last year, about this time, $90,000 went missing for the municipal police station in the borough
25:11corporation of San Fernando.
25:13Easy money.
25:15We haven't heard any investigation you haven't finalized.
25:19Just support that with all of these gun misses.
25:25All right.
25:27ASP?
25:28Well, Nicole, I was a smile when he heard the news that Mr. Meister has indeed been appointed
25:37as the ACP, municipal police.
25:40Today was his first day.
25:42So, Carla, I know you would welcome that news.
25:45I am aware of the investigation, but unfortunately, as with respect to SSA, and I know it was all
25:55over the media not too long ago, unfortunately, sir, I was not part of the investigation.
26:01I cannot speak to that investigation.
26:05Neither could I speak to the three-year major audit or the blue lights flashing incident and
26:12the 90 came missing from the municipal police station.
26:16And if some cash was missing and a report was made, that would have been done in the southern
26:23division.
26:24So, I have no information.
26:27I can share this point in time.
26:29However, I could endeavor to, you know, have a conversation with the commissioner and ask
26:34that if he could probably update the public with respect to these issues on his next press
26:40brief.
26:41Yes.
26:42ASP, just to be clear, I think that persons believe because an incident may happen in
26:47a certain borough or district that all the officers may be ASPs or the superintendents,
26:54whoever may be leading the different districts or boroughs that they will know.
26:59Right, but it's because of the separation of locations, it would not be, information would
27:07be privy to you like that.
27:08Sometimes you may hear something and you may call to find out more.
27:12If I hear something or I see something circulating on social media, as a responsible media ambassador
27:19for the organization, I would try to reach out to one of the first division officers or division
27:23commanders in that station, where that district exists, to get that information firsthand rather
27:31than run with what has been posted and disseminated all over social media.
27:37So that if I stand before you, I cannot come, but if I don't know, then I don't know.
27:43Yes.
27:43Trinidad and Tobago is a place where things are moving, things happen, something might be
27:48happening.
27:48And no one's in South, and I might know till probably 11 o'clock, 12 o'clock tonight,
27:53when it actually hits social media, you know, because even when the media go out there,
27:59they have to wait till we get the facts.
28:02Yes.
28:02So that they could now do their stories, unless they choose to go on their own volition
28:08and print whatever they desire or write whatever they desire, which has happened on occasions
28:13as well.
28:14Which we have seen.
28:14So, you know, we ask that persons wait for the investigative body to give that information.
28:22Yeah.
28:23Now, as I mentioned when we opened the show, when I asked, you know, the blessings that
28:27we have been receiving for the few days here this week, and I said persons need to take
28:32it easy on the road.
28:34You understand?
28:35You understand?
28:35And it seems like persons refuse to understand that when rain falls, and the vehicle that
28:41you have, you must take your time regardless if it's brand new, brand, brand new to this.
28:46Yep.
28:47Of the lot.
28:48Slip we went wet, eh?
28:49All the time.
28:50Now, we don't know if this was the situation here, but we just say for persons to take your
28:54time.
29:05Well, thank God that the person involved is okay.
29:16Yes.
29:17Based on what we are looking at there, we can't say from here if the road is wet or if
29:22it's
29:23dry.
29:23No, you can't.
29:24But we know that our highways have some creases where water may settle.
29:29Yes.
29:30Don't forget the wind as well.
29:32And wind, yeah, yeah.
29:33And two inches of water on the road, especially when it comes to going to flood water, can make
29:37it equal buoyant, eh?
29:39Yes.
29:39So we have to be careful and keep those things in mind when we decide to go through floodwaters
29:44or just in our daily driving on our road, safety practices, especially when the road is
29:51wet.
29:52Today, and as you talk about drivers, you know, people always, you know, it was like police
29:58wicked.
29:59And I saw two vehicles coming down the highway this morning.
30:04Yes.
30:05A black Toyota Aqua.
30:09Of course it was drivers.
30:10And a silver Nissan B14.
30:15My husband, I could not drive fast enough to even get the number plates.
30:23And the driver of the silver B14 took to the shoulder.
30:29Gangster.
30:29Yeah.
30:30When he reached in the vicinity of, just after El Sikoro.
30:35Mm-hmm.
30:37Pass courts.
30:38And that man hold on to the shoulder.
30:40And like it's his own.
30:41And there's fire coming down the shoulder.
30:44A silver B14.
30:45You can go blind him, boy.
30:46So, no, I would be risking other person's lives.
30:49And I tried to get the number, but I don't want to drive a lot on the Nissan Road Number
30:531 and 2.
30:54My vehicle not that fast.
30:56Yeah.
30:56I am of the opinion that the vehicle was modified.
31:11Mm-hmm.
31:12And then, yeah, every day we stand here and we ask drivers to take it down.
31:16Yes.
31:17If somebody driving like that and kill or injure a member of his family, you know, he's upset.
31:22Yeah.
31:22So, when I stand here and I ask persons to be the change you want to see, it's especially
31:27with situations like that.
31:29Yeah.
31:29Now, this is where dash cams come into play.
31:32This was a head-on collision.
31:34And this is how scary things will be on the, on the nation's rules.
31:37Look at this.
31:40Not sure what the person was doing.
31:44It's bright.
31:45You could see.
31:47And this is not a one-way.
31:48The person stopped and still running.
31:50So, is it that the person fell asleep on the floor?
31:53Jackie, you can carry it back a little bit right before the collision.
31:58Is it that the person was on the floor and they're on the wrong lane?
32:00This is a, this is not a one-way.
32:03Let's make that clear.
32:05As he comes a little bit closer, let's see.
32:07I can't see properly.
32:09And he stopped, but a few feet were there.
32:10Yeah.
32:11And the person stopped.
32:16I can't see.
32:18Every person was on a phone.
32:19Every person fell asleep.
32:20Because the object, this huge object is in front of you and they stopped.
32:24I wonder if the person was blowing their horn.
32:25Tell the person not sure.
32:28And this week you're looking brand new.
32:32Yes, babe?
32:35It appears that the driver may, something would have distracted the driver.
32:40Something happened.
32:40He may have been on his cell phone.
32:42Or fell asleep.
32:43Or fell asleep.
32:43I feel asleep.
32:44The person fell asleep.
32:45Or maybe a medical condition.
32:48I am not certain.
32:50He may have taken probably something that would have made him drowsy.
32:55Yes.
32:55Maybe he would have engaged in marijuana smoking.
32:58That slowed down his reflexes.
33:00Maybe he could have been intoxicated.
33:02Yes.
33:03I'm sorry we don't have the follow ups.
33:05A lot of maybes, yeah.
33:05As to the facts with respect to where this accident.
33:07You know where this accident took place by chance?
33:09No?
33:10No.
33:10Because had you known I would have endeavored to call the station district and see if I could
33:13get some further facts so that I could have updated the public.
33:17You know, and this is just, and this is what I tell people.
33:20You can die right.
33:22Hmm.
33:23So playing hero isn't even necessary.
33:26You can die right.
33:27What if this person was driving a bigger vehicle?
33:29I know.
33:31The gentleman's stopping you at the vehicle.
33:33Yes.
33:34And the guy's still running to him.
33:36So, son.
33:36We take that break.
33:37We'll be back.

35:16Cipriani College, we coming back.
35:18Scandal in Cedrus.
35:32Welcome back to Trinidad and Tobago and of course our international audience.
35:35We have back to the phone lines at this time.
35:37We have a caller on.
35:38Hold caller.
35:38Good evening.
35:40Good evening Whitney.
35:41Good evening ASP Russell.
35:44Good evening.
35:44Good evening caller.
35:46I listened to yesterday's program and there was a gentleman who called me.
35:51I think he may have been the last caller.
35:54And some people may have heard this contribution and may have found it more ago.
36:00I realized that Whitney told you after that you were in your seat.
36:03But I want to fully endorse what this gentleman said.
36:07Because I am an average listener to this view of this program.
36:13According to numerous occasions.
36:16And sometimes when I am looking at this program, I feel that I am looking at a PR program.
36:22I don't know.
36:25In my opinion this program is supposed to be a bridge between the DDPS and the citizens of
36:30this country.
36:31But we have to move together.
36:33To move things better.
36:36But we have to be aware of the fact that many citizens in this country and that is why the
36:46level of confidence in the police in terms of the government is so low.
36:51We have to be aware of that.
36:53And I find this program comes across sometimes that the DDPS is the greatest thing things like
36:59well.
36:59And I don't think that is, it doesn't mean that we want to bash police every day.
37:12But the gentleman said, we have a lot of concerns.
37:16I could go back from the concerns we have with the police.
37:21Things that are still in the community.
37:24I don't know.
37:25I think we have to be a little more balanced.
37:29You know?
37:29We have to be a little more balanced.
37:31Because I think sometimes we get a bridge care.
37:32But I think we all get a bit carried away sometimes.
37:35And we all need to be aware of that.
37:38And let me tell you my final point so is.
37:41I have to go on more and more locations.
37:43People call in and raise with you.
37:46Not just about noise pollution but about the noise from cars.
37:49And you respond to them.
37:51And I have to tell you I am ashamed.
37:56With what you say.
37:57You talk about roadblocks.
37:59And people flashlights so that they know roadblocks.
38:01And sometimes before you reach, when you see the roadblock, they know.
38:04Mr. Russell says.
38:06These vehicles are everywhere all the time.
38:10You don't need a roadblock to deal with noise because they are there in your face all the time.
38:16And they love to be seen and heard.
38:18They love to be earlier on Sunday morning driving through residence.
38:22The police, the EPS, is not up to today doing an effective job with me with this car.
38:30Don't tell us about roadblocks.
38:31You don't need the doctor to deal with this car.
38:33They are everywhere.
38:34Okay, sir?
38:35Sir?
38:37He's gone.
38:38I wanted to, I really wanted to get some suggestions.
38:42Also, tips.
38:43Yeah?
38:44To give us some tips.
38:46Because if it's giving PR, I mean.
38:49Well, I know I am not going to get into argument with the public, number one.
38:55Everybody is entitled to their opinion and I respect the caller's opinion as well.
38:59Yeah?
39:00When I stand before you here, I stand before you and I come here and I am truthful.
39:07Right.
39:08I don't know what the caller thinks.
39:12I have a daughter out there.
39:14I have a mother out there.
39:16I have family, relatives, loved ones and friends out there who could also be victims of crime.
39:22And I always stand there and say, by no means is the TTPS a perfect organization.
39:28We know we are not perfect.
39:30But when you see rogue elements in the police service, we take police officers from the society.
39:41There are rogue elements and persons with questions over their head in every government sector of the country and sometimes
39:49in the private sector as well.
39:51It is a collective effort that is needed to fix the country.
39:58Even in the days of the Bible, the Bible speaks about what a bribe does in the Old Testament.
40:08Corruption was there from since in the Bible.
40:11It would never be perfect call and don't ever think that when I stand here I speak on behalf of
40:16a perfect organization.
40:19But we are making efforts, it may not be at the pace that you think we should be at sir
40:25and I respect that as well.
40:28There is always room for improvement.
40:31There is always room for improvement.
40:34But when I stand here to represent this organization, when officers are charged, I say yes, we are charged.
40:40And we police our own.
40:42How many times have Trinidad and Tobago sit down and after SCA, your loved one, your child, your niece and
40:50nephew call them and say, you know we got our paper to do last week.
40:55Have you heard that statement before my husband?
40:57Yes.
40:58So we have a fundamental societal issue.
41:04It's not just the TTPS but we take the legs daily so somebody failed to do a proper parenting job,
41:13it becomes the problem of the police.
41:14And we stand by and we are willing to assist because we have our counseling situations, sections, we have our
41:22hearts and minds, we have the youth clubs.
41:24We are going there.
41:26The TTPS put up money and buy books and book bags for needy children because we are trying to do
41:33and to focus on that pillar number one of community partnership.
41:37When we hear a murder, one murder takes so much resources out on the TTPS that you have no idea,
41:47we don't like it.
41:49But if you had ten patrols outside on Frederick Street, somebody going on Henry Street or somebody going on Charlotte
41:56Street.
41:58So we had to make sure we did, and that's what we keep talking about, intelligence led policing, deployment and
42:05redeployment of police service, but of the resources of the TTPS.
42:10But caller, I hear you and I respect you.
42:13With respect to the noise pollution, with the noise in the vehicles, I too am someone who does not like
42:19it.
42:21And I can tell you, I don't know my husband if you ever travel in Marxism before.
42:24Yeah, I used to.
42:26Even when the laws had no pass from music in Marxism, they had a switch.
42:33And as somebody said police on the road, they switch off the base.
42:37And then they pass the police and they put back on the base.
42:42These situations exist.
42:44What?
42:45I mean, any suggestions how we could catch these individuals?
42:49Not being disrespectful because it seems like it's a nuisance.
42:52So many including the caller.
42:54He has been.
42:55For us to really catch these individuals.
42:57Alright, so let me tell you.
42:59Let me create a scenario.
43:03There are two patrols in the area.
43:06By the point in time, one is on a scene and the other one patrol in another part of the
43:12area.
43:13It would be incumbent on the resident to call and say, listen, vehicle, PCC, wherever, wherever, wherever, just passed there
43:20with loud music.
43:21It was proceeding west along whatever street.
43:27And we could probably look for the vehicle and speak to the driver.
43:30No, we have a power of arrest for offenses committed within our view.
43:35And at that point in time, he playing that music like that still would not be a traffic offense that
43:41constitute the power of arrest.
43:43That's right.
43:43We would have to charge him for something like operating loud instruments with all the permission of license office, which
43:50is what a truck has to get if they have to go on the road to play music.
43:53They must get that equipment from license office.
43:54So we hear the caller.
43:57Maybe we need something that needs to be done.
44:00I understand because it happens where I live sometimes.
44:04Yeah.
44:04I don't like it either.
44:06Sometimes I'm in my bedroom and my bedroom is in the back.
44:08And I wake a person and shake the whole house.
44:11So I understand.
44:12I'm not immune to it.
44:13Because when I finish, I take off my clothes and I go out there like anybody else.
44:17I'm a civilian.
44:18We need to take that break.

46:28welcome back just some information for the public especially for this weekend we want persons to know
46:33that the ttps they have the community justice clinic and there's a notice for the weekend of april 25th
46:40there are two clinics taking place and let's head to the southwestern division at the fights about
46:45community center in guapo mean road fights about from 8 a.m to 1 p.m and saturday the 25th
46:52also taking
46:53place at the northeastern division at my tower community center 33 up over street my tower road san juan 8
47:03a.m to 1 p.m
47:04come out and be a part of the solution of course you could contact for 801421 for more information
47:11it's from 8 a.m to 1 p.m don't be left out you can get free confidential legal advice
47:16speak to the
47:17attorney on private and civil matters and of course there are different matters that you could touch
47:23from maintenance um custody acts access domestic violence and the list goes on so you'll be able to
47:29speak with them and let me thank the officers and the attorneys who give up their time freely so that
47:37we could perform a stronger partnership with the community by giving them free legal advice because
47:42we understand that everybody could afford to pay a lawyer so that's just another initiative that the
47:48children and tobago police service has undertaken to go out to the communities to help make the bond
47:53between the police and the community stronger yes now asp we see some strange things online now what are
48:02the implications when someone does something like this i thought he was diving for some money his money blew
48:15away what could happen here because you can't be playing with a moving vehicle and he's playing with
48:24his life yeah he is definitely playing with his life the place is so terrible the place is so terrible
48:33that we need to take the chance for our lives to see what we could get from somebody but he's
48:39not a very good actor
48:40either um i don't even understand what is his rationale for that i wish i could interview him um we
48:50can look at
48:51obstruction um um or let's not trying to find your offense in my mind uh i'll get back to it
49:00though we
49:01could look at obstruction one um i forget the word we have for jaywalking in down here because i don't
49:08understand what i don't know i don't know if it would be i don't know he didn't stay there suddenly
49:15if he was trying to get money he was hoping the vehicle i don't know and he's though we had
49:19to
49:19really look at it seriously because it could have been probably an attempt suicide yeah i don't want
49:24to laugh about the case in their right mind will just throw themselves in front of a moving vehicle
49:30liquor and drugs is a hell of a thing to her well i don't know if he was on any
49:35liquor or any
49:35drugs but i cannot say no i'm not saying i'm not saying that's the case because you may be on
49:40something to do something so crazy like i said i would love to interview him to ascertain what is
49:45his rationale for doing what he did was a video or seen you know they have the influencers who are
49:52doing
49:52things maybe i don't know i haven't the slightest i i i'm not we got sorry for everything so i
49:59i really
50:00don't know yes all right we have a call on the line let's have back to the phone lines caller
50:05good
50:05evening yeah good evening good evening um good evening caller yeah good evening um happy
50:12related birthday um with me lieutenant with me right um and good evening sir now um i've been taking
50:25in this beyond it i'm gonna try and make it brief because i've been checking within the amount of calls
50:34that you might get you could get in a lot more calls because i know that i was watching like
50:42marlin and and i used to be running the program before and i don't know like the other strategy
50:47like he said talk talk talk more more than you know you get into that you know you want to
50:51ask
50:51so i hope that's what's happening here um you know like basically west moore and east west moore
50:58you don't see what's happening right you don't see what's happening right you don't see no sort of
51:00crime happening normally right you say more because that you see that's it mostly calling
51:05that one thing i'm sitting here right um tell me something so if i need to if i'm done some
51:12crime happening wrong in west moore and anything i know you want to set up in such a road like
51:16drag men people have all this and it might be my pimples officers might have all kind of things set
51:21up
51:21why you can't have that thing i need money drones are all inside why you can't have the same kind
51:26of things set up within um in these four published areas where they think i've done and then and then
51:32like i just give i just give my suggestions i get quite an additional with the arbiters actually
51:37go for suggestion so if i'm shocked if i have um all these gambling spots and these different things
51:44they're supposed to have a map or you could be supposed to have a map or just knowing all these
51:48different
51:48businesses and so on and how certain things strategically put in such a way with that object that also
51:55start in that interview areas and then and at the same time you can set up the plain code officer
52:01and you call it i'm sure you all know a lot where your job blocks are so i mean the
52:06same way you could
52:06set up something with my plane or street people you understand police that could um and they could keep
52:13doing this thing and in such a way because it's not dependent on the public because you do that
52:18license and you go and anything you need me put together you understand you see somebody say something
52:23but when you say something the chances are you know we're not out here and i know people fear
52:28because you see more police service and corrupt and and more people inside inside it so i know what
52:34that's what they have to deal with so here's my that's my idea suggestion play those are more
52:40plain people's people especially post in a certain zone you know you know many blocks that and i show
52:47things that we could be done in such a way unless unless people unless the higher forces doesn't
52:52want that done and let me add that in my contribution thank you sir yes i don't even know how
53:01to answer
53:02because he gave he touched on three points yeah if we speak too much we trying to avoid callers
53:10but when persons score with three and four points they want all their points addressed so i am
53:15in a position where i'm not even sure how to respond caller however um with west morrings i work in
53:24the west
53:24for a number of years and we police most of the areas the same way everybody have different policing needs
53:33but i can tell you a lot of the resources of each anti-bigo police service are deployed in the
53:39crime
53:39hotspot areas we do undercover jobs at times we do conduct surveillance at times and we are successful
53:47there are other times where i've been on exercises ms husband has worked in a particular section um doing
53:54narcotics work and we drove into an area and as we drive into the area and people recognize a strange
54:01vehicle
54:03all lime everything done some of us operate like that there are these situations i i i when i come
54:15before you're just ready to tell you some of my own experiences i think some people just feel like when
54:22they give the reference to the west moron situation is that if something happens in those set areas the crime
54:29or the matters so quickly they apprehend individuals quickly and not necessary you know but what they
54:35do they have a strong community yeah and they they are more financially equipped so they have a lot less
54:41crime because a lot of the times they have private security guard in their places but in my narcotic um
54:49experience i search houses in in in west morons and in these what we would so-called big shot places
54:56so
54:56they are not immune yeah they are not indifferent they are not exempted once we have the information
55:01we go yeah we have another caller caller good evening yeah good evening good evening sir good evening sir

55:36because this song like embossed island that is very nasty if you check barbadoes
55:46if you check barbadoes and all them other islands they have very clean and jamaica all
55:50and places and it's a shame in children i say they are very ashamed at the mama country shame
55:57that's what she's writing to do rubbish thank you very much thank you asb that's the corporation well
56:06that is the corporation but what i would do i would probably pass the information up to the commissioner
56:12and see if we could have the corporation i know the corporation had some issues they were in the news
56:16for quite some time they were they were sharing their views about their lack of finances correct um
56:22um so we hoping that that could be resolved soon and we don't know because as a garbage collection
56:29could resume us as normal as possible yeah no it's sad i mean can hear the frustration people have
56:36different concerns and um with that being said we are seeing where of course the criminal elements asb
56:44using these spaces so the advantage to conduct their criminal activities we have a few seconds remaining
56:52of course we give you the opportunity to speak to the first i want to tell the public um
56:58i understand how you feel and we will continue to do our best i'm certain the commissioner and
57:04the executive agent to bigger policies will continue to do our best i was chatting with one of the dcps
57:09today and one of the things they tell me also to maintain the sanity still for social media yeah i
