04:22And if you are not abiding by the rules and regulations with the laws of Trinidad and Tobago, of course, what was the conversation all week?

04:50Yeah, well, you know, it's serious business, Trinidad and Tobago, on behalf of the commissioner, the deputy commissioners, assistant commissioners, first and second division officers of Trinidad and Tobago Police Service.
05:01Good evening, Trinidad and Tobago, and to our viewers internationally.
05:05Yes, am I wrong for cautioning the public with what is taking place leading up into the weekend?
05:10Because the pace is on, eh?
05:12We have a short carnival season, and persons are looking to free up, as we say.
05:17Well, first of all, I want to say thank you.
05:20You see that some of the TTPS, you know, standards are rubbing off on you, and you are now taking that initiative to caution the public.
05:28You remember what I said yesterday about maintenance of your vehicle?
05:31We had a rainy day today.
05:32Yes, very rainy.
05:33So you see why it's important for us to be vigilant out there and ensure that persons are complying and maintaining their vehicle in a manner that it is continuously roadworthy.
05:44But, yes, FETS are on.
05:46There are quite a few events this weekend.
05:48We will be outside there.
05:50Remember, we have a job.
05:51We have a function.
05:53Please do not drink and drive.
05:54Have a designated driver.
05:56Be careful where you park.
05:57Park in well-lit areas.
05:59Be mindful of your jewelry.
06:00Be mindful of where you put your cell phones when you're parking.
06:03Please do not leave any valuables on your seat or visible in any part of your vehicle.

06:35Now, you mentioned with regards to being safe on the nation's roads, and again, we are pleading to individuals.
06:41We are continuously asking you to please take it easy on the nation's roads.
06:46You're not just driving for yourself, but you're also driving for others.
06:49Because there was an RTA that took place this morning on Friday, five persons have sustained injuries and taken for medical treatment at the San Fernando General Hospital during this three-vehicular accident involving a trailer truck, Nissan Note, and a Toyota Hilux,
07:07which occurred approximately 10.45 a.m. along the Golconda Connector Road on Friday morning in the vicinity of Retrench Village near San Fernando.
07:18No fatalities have been confirmed.
07:20So once again, ASP, we ask the public, we plead to the public the importance of taking their time.
07:25Yes, and we say thank God that no one was injured or seriously injured and that there were no fatalities.
07:32But when you look at the condition of those vehicles there, you will tell that there was some level of speed involved, that somebody did something that they weren't supposed to do, whether it be by recklessness, whether it was a result of not paying proper attention.
07:47You know, the cell phones that we love, you know, we ask that person, just take your time and just be vigilant.
07:54You have to drive for you and everyone around you.
07:58Now, from last year, 2025, into the new year, it's very early into the new year, we are seeing a lot of females making the headlines when it comes to murders and lives being taken in Trinidad and Tobago.
08:11And this story in particular, a woman's body found in Chaguanas' home and feet was bound.
08:16Now, police are investigating the death of an elderly woman whose decomposing body was discovered inside a house along Edinburgh 500 Chaguanas on Wednesday afternoon.
08:28The woman has been identified as Mary Suknanan, who was last employed with the Ministry of Education, police said.
08:36Now, according to investigators, officers responded to reports from neighbors about a strong stench emanating from the residents.
08:44On arrival, police said there was no response at the front door, which was burglar-proofed.
08:51Officers then went to the rear of the house and forced entry.
08:55Suknanan's body was found inside the home with her feet bound.
09:00Also, two women, my apologies, were inside the house.
09:04At the time of the discovery, the express understands they are relatives of Suknanan.
09:09Police said the women were wearing an elaborate white gowns with yellow headpieces when officers arrived.
09:18This is very disturbing.
09:21But I'm certain that those two women that were found inside of the house are in the custody of the Chaguanas' Tobago Police Service.
09:27So we will complete our investigations and send the relevant documents to the deputy public prosecutions.
09:36Yes, of course.
09:37So that certain instructions may or may not be given.
09:40So we will continue to keep the public abreast of this one.
09:44And our condolences to the family of the deceased.
09:46And, you know, neighbors, if you have anything that you can add, anything that you can help us with, if you heard something, if you saw something, 800-555-999, your trusted neighborhood police friend, neighbor, brother, relative, family.
10:03All we want is the information.
10:04And, of course, I will leave that there because that is a sensitive story there.
10:07And we await the information from the TTPS.
10:10Now, we continue to see gang violence clearly now picking up.
10:15And we're still in an SOA.
10:16And I'm not sure how you could guide us here because in this story here, we are seeing a shot dead on Highway's shoulder.
10:22A 20-year-old man was ambushed, shot and killed along the Churchill-Roosevelt Highway on Thursday night in what police suspect was a gang-related attack.
10:32Police said that around 9 p.m., Nicholas Rodney was walking along the highway near the Camuto exit
10:39when he encountered a gunman who reportedly knew one unseeing, sorry, the man, Rodney, ran but was chased during the pursuit.
10:49Rodney fell to the ground.
10:51The gunman then stood over him and shot him multiple times, killing him on the spot.
10:56Passing motorists eluded police.
10:59Yes, me.
11:00Another sad situation.
11:01And I give me some condolences to the relatives of the deceased.
11:04Trinidad and Tobago, every time I hear of a murder, especially in circumstances like these, my heart bleeds.
11:14Yes.
11:14And I will tell you why.
11:16Because it means some relative, some friends, some family members would have recognized that particular individual going in the wrong direction
11:26and would not have done anything or would not have done enough to curtail that behavior.
11:32We are responsible for growing up the younger ones.
11:37And if you see your children, your child, your nieces, your nephews going in a different direction,
11:42use all available resources to help curtail that type of behavior.
11:48There may be having discussions, social worker, counselors, police youth club, the police, bring him into the station, him or her.
11:57We will have a conversation with them.
11:59You know, we cannot be everywhere, but we ask that you involve us.
12:03Because it's better we nip it in the bud and have that youth become an upstanding citizen than we allow the behaviors to give up.
12:13Yeah.
12:13Now, I know you can't give us too much information on what the TTPS is doing when it comes to the gang violence
12:18because we saw mid-end 2025 the direction of the police commissioner where he was very stern and direct with gang violence in TNT,
12:28and he is not tolerating it at all.
12:30So now we are seeing what is taking place, that it seems like they're being a little more bold,
12:34or they feel like you're all a torment, I believe.
12:36Well, these things would have happened already.
12:39I remember last year there was a situation on the highway as well.
12:43However, we are in a situation at this point in time where, yes, we have seen what is going on.
12:49We are now getting ready to exit the SOE.
12:53And we have something new coming with it called zones of attention or zones of priority.
12:58So that effect, and, you know, we continue to place that presence out there, especially now.
13:04We have, even in the Western Division, we have merged our shifts so that we have more of a coverage.
13:09So we have gone from a 24-40 system to a 24-24 where we have more boots on the ground.
13:16So Trinidad and Tobago don't think for one reason that we aren't doing anything.
13:20We have more officers on the ground.
13:22We are in the process of acquiring more vehicles and more equipment and more bulletproof vests.
13:28So from where I stand, I can tell you things are being done.
13:33We have increased patrols throughout Trinidad and Tobago.
13:36Yes.
13:36You know, we are forming dedicated units and task forces to deal with these situations.
13:41But, of course, we need your help.
13:43We need your help.
13:45The continuous help of these citizens is always needed to solve crime.
13:50Not in Trinidad, that is just in general.
13:52I want you to be able to pursue anything to find some sort of resolve.
13:56Now, speaking of praising the TTPS, we continue to see the hard work of the officers.
14:01And you mentioned the boots on the ground, the 24-24, as they move in different areas.
14:05Now, over 7 million in cannabis seized and destroyed during operations.
14:09Now, two suspects were arrested on a firearm and quantities of cannabis seized during ongoing anti-crime operations conducted across the country on yesterday.
14:21Now, quickly, the first operation, officers of the Coover Police Station, conducted an exercise around 12 noon on Thursday the 8th of January, 2026,
14:30during which they proceeded to Martha Street, which resulted in the discovery of one revolver loaded with a quantity of ammunition.
14:38And the Northern Division Task Force officers conducted an intelligence-led operation in the Northern and Northeastern Division yesterday,
14:48during which they proceeded to an abandoned structure at Boys Lane in Darboudy.
14:53There, they conducted a search which resulted in the discovery of a black plastic bag containing 1.8 kilograms of cannabis.

15:03Again, well done to the officers of the Coover Police Service.
15:06Yes, we thank you for your continued commitment and the good work.
15:11And, you know, I, yes, I do smile when my officers do good work.

15:18And what continues to stand out for me is drugs, firearms, ammunition.
15:27Because where there are drugs, there is a firearm or two close by to protect the said drugs.
15:35So we want to encourage our officers to continue to work.
15:38And to the public, feel free, call us, tell us where it is, tell us where it's hiding.

17:00And dangerous drugs cease, we are seeing now an increase again in grams of cannabis.
17:06The hard work of the officers once again, ESP.
17:09Yes, and we will continue to fight without ceasing.
17:13We will continue to come into every crook, every cranny, every track, every trace, every community that believe that they must indulge in this type of behavior.
17:22And we want the public support when we come, because Trinidad and Tobago have to be safe for us.

17:27Let's take a look what's making today's headlines.
18:00And those are the stories making your headlines today, ESP.
18:08I know the major story, of course, is the return of the Tade, Mrs. Tade, and the TTPS being involved in making sure that the safe return was handed over to the family.
18:20Now, I know you can't give too much information on that particular story, but what advice you could give the public if persons may be in a situation like this where one of their members may have been kidnapped?
18:31Well, firstly, I would say, please feel free to contact the police.
18:40It's mandatory that you contact the police.
18:43And I want to tell persons, you know, if you are going out.
18:48I mean, we have to be our brother's keeper.
18:50We are going along in society.
18:54In society, everybody has the attitude now, I'm minding my business.
18:58This is not the time for that.
19:01Because what you may take for granted could be the missing piece of information to help us solve a crime.
19:09You might be looking at somebody being dragged into a vehicle and you may think it's a lover's quarrel when it could indeed be a kidnapping.
19:16Feel free to mark-o, as we just say, because that is what we need.
19:22That's the right time to mark-o.

19:25Better, you call the police and we attempt it and realize, hey, it was nothing.
19:31Yes, then it's something.
19:32As opposed to, you decide to mind your business and then it really is something, you know.
19:38So, I am saying, persons need to be vigilant.
19:41Persons need to ensure that they take, your number one safety starts with you.
19:46The way you dress, where you're going, how you're going, your means of transportation.
19:51I know some persons live in areas where there are P-cars.
19:55Yes.
19:56And they have no other choice, but make sure it's someone you know.
20:00We now have other taxi agencies now that you could probably rely on.
20:06Keep some money on your telephone in case you have an emergency, you could call.
20:11We have things like the Apple AirTag.
20:13You could now put an AirTag in your handbag.
20:18These things go a long way.
20:20I have seen persons be retrieved informed by persons being able to track their phones, you know.
20:25And all the various devices that these little mini computers have now.
20:29We could utilize them for our safety.
20:31Let's not only use them to WhatsApp and talk nonsense and spread propaganda and go on YouTube,
20:37but we could use them as safety devices as well.
20:40So something you could look into, put an AirTag in your son's or your daughter's bag.
20:45At least you know where they are.
20:47And it's not about tracking.
20:48Have a conversation.
20:49It's not about spying, but you want to ensure their safety.
20:52Well, as a child, you can't tell me anything about spying and my privacy.
20:55I can put what I want in my child's bag and they can't tell me nothing.

23:23As we enter into a new school term, I want to reflect on the progress we have made since the launch of the School Oriented Policing Initiative in September 2025.
23:46Because of the commitment of the principals, teachers, parents, tutor, NPTA, and the Ministry of Education, we have seen a reduction in offenses and a safer learning environment for our children.
24:01I want to thank all our stakeholders for supporting this initiative. Together, we have made a significant difference.
24:10Let me assure you that the Trinidad and Tobago Police Service stands committed to being present in our schools and our communities.
24:18Because when we come together and we are all on board, we can protect our children, strengthen our communities, and provide safe spaces so that we all can learn, grow, dream, and thrive.

24:36A message from DCP Junior Benjamin ESP, a message with regards to orienting policing in schools.
24:44Yes. So in our mission to make every place in Trinidad and Tobago a safe place, we saw the need and we heard the cries.
24:51And we saw the children's behavior. So we recognize that we had to do something. And now I am proud to stand here and tell Trinidad and Tobago that we have seen a great, a significant decrease in school incidents.
25:07So there are no more fights. Yes, we realize that they start to go out of the school.
25:13Well, I was not going to say that. They are doing it outside of the school now.
25:15But what we start doing now, the stations within the districts are now doing supporting patrols.
25:20So when school is about to be completed for the day, we try to send out a patrol just to pay attention to make sure that they disperse and go to their houses in the shortest possible time.
25:32I have even seen police officers encouraging certain children to jump in the maxi, go up the road.
25:38So I thank the commissioner for his initiative and I thank the stakeholders who were an integral part in making this a success.
25:50And once we have a safer school environment, it is now easier and more conducive for learning to take place, which will benefit all of us in Trinidad and Tobago as we move forward.
26:02Will we see another rule out in other schools? I mean, there were schools in particular that were, I don't want to say targeted, but were used as the focal point.
26:11But are we going to see other schools as well being involved and not just because it had fights, but getting the presence of the police in these set schools?
26:19Good. So every school, every community will be policed differently.

26:24You know, so what we talk about being led by the data and intelligence driven, looking at the state,
26:31looking at the statistics to deploy our resources, I can tell you that it's not that we targeted certain schools,
26:39but we realized that there are certain schools that we had continuous incidents.

26:45So we decided to focus on this school, on those schools first, not neglecting the others, but some require more assistance.
26:53You know, sometimes you have multiple children, but one may need a little more attention than the other one.

26:58Well, we are the ones to show that attention and we would dispose our attention where it's needed.

27:43Well, businesses that are on a corner and the way in which people park.
27:46Well, you know, and this is why we talk about change behavior and the responsibility starts with you.
27:53Let's say a business is in a particular neighborhood or an environment.
27:56Let's say even in Port of Spain and persons are parking on the corner to access or to do business in that institution.
28:02And police come there and they discipline persons for their infractions.

28:08And discipline could mean having a conversation.
28:10It doesn't necessarily mean tickets.
28:12Persons would say the police fighting them.
28:16The business owner may say police targeting them and affecting their funds.
28:22But we want to encourage persons to do the right thing.
28:25Once you commit a traffic breach, you commit a traffic breach.
28:28And just in case the caller was referring to persons who have businesses that extends onto the pavement, that is totally against the code.
28:37The building code and regional cooperation would not tolerate that.
28:41You cannot build your business or extend your business onto the footpath.

30:30Now, in the short term, you know, whatever, you know, resources or assistance officers need as a citizen, I hope that you'll have the facilities necessary so you're not stressed out and it's not like an overbearing job because it's an essential function that officers perform.
30:48And in my mind, it might take some time in the future, but maybe the service could even transition even more to progressive, not just monitoring persons and telling them the right thing to do.
31:00But you're going to have certain skills, maybe like, you know, you know, electric skills or, you know, you might want to branch off and do other things to support society on the whole.
31:11Maybe, you know, CPR or so when you're in traffic or how to do certain things.
31:16You know, I don't want to take up too much time, but keep up the great work and we look forward to more positive results from you.

36:15I think the police service. I think the police service, they're doing a good job, but I think they need to expand it to that particular concept I want to share with ASP.
36:23It should be community justice, building that kind of capacity in schools, making it that children will become champions of character.
36:33And they might be taught trustworthiness, respect, responsibility, fairness, caring, citizenship, honesty, courage, diligence, and integrity.
36:45And these character qualities must be demonstrated by your police officers who are going in to teach or train and emphasize and recognize these character qualities.
36:57And then a question. I see each day, you know, we see all these figures, you know, and the amount of marijuana and cocaine, you know, identified and the like.
37:10But I want to know, what is the clearance rate, right, of all these arrests?
37:16And do not bring all these things to completion. I know it will take a process.
37:21But to show that it actually works and give that sense in terms of effectiveness, right, we need to know what is the clearance rate.
37:29Is it 20%, 50%, 25% of ASP? I listen up here.
37:34But remember, champions of character. Very, very important.

37:42So firstly, let me say I love and I applaud your suggestion and it's something we can definitely look at.
37:47Maybe we will need to bolster and increase the strength of the community-oriented policing section.

37:54So you now give the police officers a platform that they go into schools and share something like what Mr. Shabidi usually do and stuff like that.
38:04But we could do it on a greater scale.
38:07So I hear you and I know my commissioner is listening or somebody will definitely tell him exactly what it is.
38:12If not somebody, I will tell him and we will see what we can do to create.
38:18And again, we want the stakeholder support.

38:22So stakeholders, we are coming to you for some assistance as well.
38:26With respect to the clearance rate, I cannot stand here and give a statistical clearance rate or percentage
38:33because there is indeed a process and it then goes to the judiciary.
38:37Maybe somebody from the judiciary would be better equipped with the information to answer that.
38:43But what I do say is that once we put a good case before the court
38:49and we are able to prove the facts contained therein beyond a reasonable doubt,
38:55I assure you we do secure a conviction.
38:57However, whether it is jail time, fine, community service or otherwise,
39:04we, the Trinidad and Tobago Police Service, do not have that power to impose the punishment
39:10that belongs within the ambits of the magistrates and the judges.

39:39Why I ask that is because the government is spending over $5 billion to the TTP,
39:44to the Ministry of National Security, and I'm wondering why they don't have a drone section
39:48to find missing people and kidnap people, especially in the mountains where foot, foot, foot patrol
39:54cannot go, you know.
39:55I wish they could get a, um, a big size of the money to do a drone section and have a
40:01headquartered manned by certain intelligent police officers, confidential police officers
40:07to go and look for people, especially in the mountains, because this woman was kidnapped.
40:12She was underground.

40:14I'm sure she was somewhere in the mountains.
40:15And for a whole month, no drone from the police service couldn't find this lady.
40:19I'm still wondering why they don't have one, a drone service in the police service.

40:30and get a drone service to look for these people who are being, especially who are being kidnapped.

50:04who may have some of the penalties that could just receive a warning
50:09so that you could go and rectify some of these things.
50:11But now, according to the Daily Express, the Minister of Transport and Civil Aviation
50:15is saying there's no grace period for defective vehicles at this point in time.
50:20And it reads, there'll be no grace period for motorists whose vehicles have defects
50:26until the government goes to parliament to seek approval to implement a new system
50:32under which drivers can be issued a warning notice to repair the issue being fined.
50:39So, persons now heading out on the road for events that are coming up this weekend.
50:44What could we tell them to just reiterate so they could understand the importance of what's taking place here?
50:50Well, a defensive driver would tell you, you know, you must do some sort of inspection, you know,
50:54with respect to your vehicle before.
50:56If you keep, you know, service your vehicle on time,
50:59you would be able to catch a lot of these things before they explode into bigger things.
51:03So, what I'm saying is the Trinidad and Tobago police service could only operate within the law as to what exists.
51:10So, if we go out to do law enforcement and road enforcement,
51:14then we could only operate with what exists in the law today until otherwise when it is changed.
51:21Yes.
51:22Notwithstanding that, being the loving, caring, considerate organization that we are,
51:30we heard the cries of the public, and where discretion can be exercised, we will do so.
51:36However, you cannot tell me you don't have insurance and you want us to exercise discretion.

51:52This one is for the leadership of the police through you.
51:57I just saw a news item out of Guyana where an offender was given 23 years for molesting a six-year-old boy.
52:10That jogged my memory to the Akil Chambers issue.
52:16I want to know if that is a whole case, if it is being looked at,
52:20because recently there were a lot of information with respect to that.
52:24A lot of the people are still alive.
52:26The investigation by the police, based on what the judge said, was a bad stain on the police.
52:33This is a time where, if that is reopened, that stain could be removed from the police service.
52:41And I'm hoping that your leadership hear you, because I know you mightn't be able to answer it,
52:48but I'm hoping that your leadership answers this.
52:53So we as citizens will want to know that the police wants to fix and image their cause with the Akil Chambers by being complicit,
53:04even though the coroner said it was a murder.
53:08It was strangled.
53:09So, let me tell you this.
53:12One of the things my organization always tries to do is to learn from our mistakes.
53:21And we have more supervision now, and there's a greater emphasis on the quality of cases that we put before the court to reduce instances like these.
53:34If, however, new information comes to light that can put us in a position where we can reopen the matter, we will definitely do so.
53:45Why you say a mistake? But I know you can't go further into that.
53:47No, what I'm saying is, I don't think that's the right word to use.
53:49No, what I'm saying, we learn from anything.
53:51Yeah, but that can't be a mistake.
53:53Well, you know, if there is something that we would have heard to do, we would have failed to do, we would have neglected to do,
54:00and I knew we should have gone down into that.
54:03If we didn't, we would own that responsibility.
