03:00And let me tell you all, TNT, I hope that persons who need to get their permit renewals ready that you organize. We are seeing, as I say, the Congo lines that are taking place as licensing offices.
03:13And persons are trying to make sure that their permit is ready and road ready, as we say, to make sure you do not get any fines.
03:21I try my best not to pay the government unnecessary monies that they don't need. So I hope that you do the same. Also, traffic infractions are also something I need all of you to pay attention to.
03:32Be aware of the laws and what's taking place on the nation's roads, because we are seeing the TTPS, they are out and about and roadblocks like that.
03:40And speaking of roadblocks, the gentleman who could assist me with what is taking place, especially as we enter the new year on Monday, which was the opening of school and persons were so frustrated that we saw what's going on online.

04:00Well, first of all, let me say happy new year to you.

04:04And Trinidad and Tobago, happy new year on behalf of my commissioner, deputy commissioner, first and second division officers of the Trinidad and Tobago Police Service.
04:13We missed you. It's a pleasure being here.
04:17And, you know, we look forward to a year of us getting closer.
04:21We want to bond with you, the public.
04:23We want to bond with the youth of the nation.
04:25We want to bond with all citizens and all stakeholders.
04:28We want to be closer than a brother and a friend.
04:33In this 2026 and beyond.
04:35As a citizen, I appreciate that.
04:37We have a lot to dive into today, and I know the time really passes quickly.
04:41So no time to waste. Let's go straight into it.
04:43With regards to your division, from what I understand, there was a double homicide that took place along with a stabbing.
04:49You could give us some more information on that.
04:51Well, let me say firstly that condolences to the family of the victims.
04:55The first incident was really a drive-by, gang-related.
05:00The victims are indeed known to the Trinidad and Tobago Police Service.
05:06What I want to say about that is parents, grandparents, neighbors, friends, we need to go back to the days where we have that love in the community.
05:17You need to speak to children, speak to your children, pray for your children, hold on to your children.
05:26Let us not be afraid to correct each other and tell each other, hey, you're on the wrong path and help them come back on the right path.
05:34Because too many of our nation's youth have been killed for senseless reasons.
05:42This gang warfare, we have had enough.
05:46And the Trinidad and Tobago Police Service, we are pursuing all leads at this time.
05:50We are engaging in robust investigations.
05:53And we are asking the public, if you see something, say something, 800-555-999.
05:59Or even your trusted friend, your trusted police partner, your trusted police cousin, police brother, police sister, police husband, wife.
06:09All we want is the information.
06:11We want to set that example.
06:14And we have shown that once you give us the information, we are capable of doing the job.
06:18So we ask you to continue to support us with respect to this tab.
06:22And we are also pursuing all leads with respect to that.
06:25But the victim succumbed to his injuries in the hospital.
06:30And let me say something, Trinidad and Tobago.
06:33Not because someone is not from your area, gives you any right to authority to interfere, heckle, threaten, or exercise any form of violence on that particular individual.
06:47So I want to say that we will be looking at that with all eyes and we will be using all our resources to ensure that we bring the persons responsible for those murders to justice in the shortest possible time.
07:01Now, ASP, I mentioned at the top of the show with regards to the roadblocks.
07:06Now, I know you can't give us much information, obviously.
07:09Crime has no time.
07:11Definitely.
07:11But the inconvenience at times, it is a lot, especially the first day of school.
07:17I am always frustrated seeing the videos.
07:19I was not personally in the traffic sitting there.
07:22And yes, the officers are trying their best to do their jobs.
07:25But how could you make sure that, you know, there's a balance with the public and making people feel like they are able to function without being frustrated?
07:34I will tell you something, eh?
07:38The public have to understand, and this is something that we need to understand in Trinidad.
07:42You know, we have become so wanting what we want when we want it.
07:45Case in point, we want a safer Trinidad than Tobago.
07:50But let me tell you this, cars are being stolen daily.
07:53One good reason for the roadblock.
07:55Two, firearms don't have feet.
07:58They are conveyed in motor vehicles.
08:00Correct.
08:00Two, three, most persons are getaway cars.
08:05How many times have we said, have we heard or read that they're left in a vehicle?
08:10Yes.
08:10You know, and just as how you are leaving to go to work, they are leaving their homes to see when you go to work, to see if you secured your place, to see if you're leaving money in your bag, to see if you're going to the bank, to see if you leave the envelope with the money in the glove compartment.
08:25So we need to be out there.
08:27We apologize for the inconvenience.
08:29We do, and we humbly apologize for the inconvenience.
08:32But we need to be out there and necessary.
08:34Let me tell you this.
08:37My Trinidad and Tobago Police Service have no intentions to spitefully inconvenience anybody.
08:43Well, this is what I was about to ask you because that is the crime of some people.
08:46They feel as these roadblocks are done specifically just to give tickets.
08:51And I asked this question today earlier on my radio show where, how do we define a, who, how, let me rephrase that.
09:00In Trinidad and Tobago, how do you define a criminal?
09:02Because the criminal definition, if you go online, is one who breaks the law, right?
09:08It is not just stuck with somebody holding a gun with a knife or invading a space.
09:14But if you're breaking the law, you're a criminal.
09:16Well, let me tell you something, right?
09:18Law enforcement is law enforcement.
09:19There are laws, and when you break these laws, there are sanctions.
09:26So let's say, and this is the nice thing about Trinidad and Tobago, we have a way we want to categorize things.
09:31So we want to see the police on the streets, but we don't want them to give us tickets for parking on the corner.
09:41We want the record to be available to wreck the person when they park in front of our gate.
09:45But when we go out and we park on the corner, we don't want to see the record.
09:50All right.
09:50So I'm saying to you, Whitney, we are engaged in law enforcement.
09:55All aspects of law enforcement, whether it's a traffic offense, whether it's a minor crime, whether it's a serious crime,
10:02we are engaged at the Trinidad and Tobago Police Service in law enforcement.
10:06And all we have to tell Trinidad and Tobago is if you don't break the law,
10:10your interactions with us would be very quick.
10:15I don't know.
10:17I just feel like sometimes, you know, discretion could be used at times.
10:22And it is giving, especially this year, they're trying to make examples of individuals.
10:27When the citizens are feeling it, they're trying their best.
10:31And I'm not saying persons are purposely going out there to break the law, but we're trying.
10:36Look what we've seen at licensing office.
10:37Well, Ms. Husbands, let me tell you this.
10:38And I want to read something for you because when we're looking at decrease, yes, we have experienced a decrease in traffic offenses.
10:47Let me tell you this.
10:49Fatal road traffic accidents has decreased by 22 percent, and it's because of our law enforcement.
10:54So the Trinidad and Tobago Police Service is really concerned about the rising number of incidents,
10:59especially in this Christmas to carnivore period.
11:02And as we go on, we said we have recognized that a lot of things have increased.
11:07We have decreased overall, but we have seen people are taking more chances, notwithstanding, and there's dangerous chances as well.
11:17For instance, you know, we are upset about the whole fee for driving without insurance.
11:21But let me ask you, Trinidad and Tobago, what if somebody that has no insurance have an accident with one of your relatives?
11:29Then you would want to rain brimstone and fire on that person.
11:33I agree.
11:33So what I am asking you is to just do that introspection and put yourself in that person's position.
11:40Let me make it lucidly clear.
11:45We are engaged in law enforcement.
11:47We are not there to give anybody any spiteful ticket or to penalize anybody.
11:53What we want to see is changed behavior.
11:55What we want to see is positive driving behavior, positive attitudes.
11:59What we want to see is persons paying attention, persons wearing the seatbelt, persons obeying the speed limit,
12:05persons obeying road traffic signs, persons slowing down at crosswalk,
12:09persons driving and using the Bluetooth and not have their cellular phones in their hands.
12:14Excuse me.
12:14That is what we want to see, Whitney.
12:16And once we start seeing these things, there will be no need to issue tickets.
12:20The fines are just a deterrence.
12:23Why do we have to say fines going up to get you to go and renew your permit or go and get your vehicle inspected?
12:30We want to operate without having to have that big stick over you so that we could now redeploy our resources
12:37to more serious crime-fighting efforts, which you, Trinidad and Tobago, will benefit from.

12:44I'll still take that with a pinch of salt.
12:46We need to move right along.
12:47I'm heading for the interior division, Digo Martin, to be exact.
12:51Where cannabis plantation destroyed in Digo Martin, officers of the Trinidad and Tobago Police Service,
12:57the TPS, conducted a targeted anti-crime exercise under the Operation Trident West End in the Western Division,
13:05resulting in the destruction of a cannabis plantation.
13:10Well, you know, the police service is working on, and let me tell you this, I want you to recognize the terrain
13:17that my officers would have trekked and endured to get to this marijuana field.
13:23And having worked in a particular section in Chantebago Police Service, there's something called sharp guns
13:31that are also placed in marijuana field that I have seen injured police officers.
13:37So that is a great risk.
13:38And we do it to what?
13:40Make the nation safer so that that illegal marijuana does not reach the school.
13:45We will touch more on that when we come back after this, because right now we're going to take a look
13:50at what's making the updates for SOE, and we are day 174.
13:55Number of operations, 13,186.
13:59Target priority offenders, 3,822.
14:03Searches conducted, 86,956.
14:08Traffic operations, 8,819.
14:11Total persons arrested, 5,128.
14:16Total persons charged, 2,600.
14:20Traffic offenses detected, 46,112.
14:25Firearms recovered, and we are seeing an increase with the rifles at 29 and a total of 279.
14:33Ammunition recovered, and we are seeing the total here at 3,673.
14:39And an increase, once again, with the grams, obviously, from what you mentioned, from the
14:43Western Division of Cannabis, along with the grams of cocaine with dangerous drugs seized.
14:48So, once again, the TTPS is working extremely hard to make sure they keep the guns and illegal
14:54drugs off the streets, ESP.
14:56Well, you would recognize that 46,000-plus traffic offenses, a rise in firearm seized, and you
15:04would have seen a rise in ammunition seized.
15:07And let me tell you this, to echo the sentiments of the Commissioner and his New Year's message,
15:12we want to say that we understand, and we want the public to understand how critical it is for
15:17every citizen, stakeholder, community partner, to remain on board with the TTPS, because our
15:23successes are nothing without you.
15:25You play an important role in our success, because Trinidad and Tobago, as I usually say,
15:31belongs to us.
15:33We need to make it a safer place.
15:35Now, I'm going back just a little bit, and I mentioned spite, right?
15:38And I want you to answer me honestly, because that is, or I should say, the sentiment of
15:43some persons out there, that some officers, not all, spite individuals based on whatever
15:50personal issues they may have.
15:51Do you believe that?
15:52I don't believe that.
15:54I will tell you something.
15:56I understand Trinidad and Tobago.
15:59Mr. Osborne, you understand Trinidad and Tobago.
16:01In some places, they be photos of Chucky Dadians.
16:04So, let's say you're driving down the road.
16:06The bulb blew in the vehicle.
16:11But that bulb would have blown three weeks ago, right?
16:16But every time you see the police, it just blew.
16:20We understand the cost of a windscreen.
16:23You have a crack on your windscreen, one week, two weeks, three weeks, when the police stop
16:28here, it just happened.
16:29We'll be there.
16:31And I understand, hold on, and I understand we could exercise that discretion.
16:36But we don't have to.
16:39True.
16:40And we are not, and like I said, we are not here to penalize anybody.
16:45What we want to see is changed behavior in your road habits, your vehicle maintenance.
16:51Rain can fall anytime.
16:53There are persons who believe that when you're dry season, no need to buy new tires because
16:59the rain can fall in.
17:00But no one controls the rain.
17:01The rain is not operated on a switch.
17:03So then your car should have good tires all the time.
17:08I can answer, you know?
17:09Sure.
17:10Right.
17:10So what I'm saying is, yes, I know if it's three weeks gone and they say, officer, it
17:16just happened.
17:17You all have devices now that if an officer pulls you, if you pull me over and you mention
17:21the crack windshield and I said, this just happened.
17:24Or let's even go simple, the bulb.
17:26It just happened.
17:27You could put a warning in the device, right?
17:29And if another officer pulls me over and I said, officer, it just happened, but when
17:33they pull up my information, it shows three weeks ago, the same issue with the bulb.
17:38Then I understand that.
17:40But it can't just be, I don't know when the bulb will be out.
17:43If something may happen to the windshield, you can't just say that, yes, you have the discretion
17:49and you could say no, which most of you, you're not obligated to.
17:53But it seems like, again, spite in some cases.
17:57I could be wrong, but I've seen it.
17:59Well, Trinidad and Tobago, let me make it absolutely clear.
18:04We are not in the business of spiting anyone.
18:10Yes, there's a discretion that we can exercise.
18:13However, it is not the responsibility or you should not be upset with the officer if he
18:21or she chooses not to exercise the discretion and give you the ticket.
18:26Because every motorist you stop, I'm going to give you a justification for driving on
18:31your shoulder.
18:32I was waiting by a gas station to put gas this evening.
18:36A wrecker came to pick up a vehicle.
18:39So how the wrecker was facing, he was facing south on Richmond Street.

22:40because we're seeing him on the ground working extremely hard.
22:43But he left us with a powerful New Year's message, which I must acknowledge,
22:49because the work is being put in by not just the Commission of Police, but the entire TTPS.
22:55With the assistance, I must say, the entire TTPS, with the assistance of other arms of Ministry of National Security.
23:02So we have our friends in the Defense Force.
23:04We have our friends at Licensing.
23:06We have our friends at Traffic Warden.
23:09So we, you know, we welcome that.
23:12And let me just say something.
23:13And again, let me just reiterate what the Commission, some of the things that stood out to me.
23:17And the Commissioner said how critical it is for every citizen, stakeholder, community partner to remain on board with the TTPS.
23:24He also mentioned that public safety is strongest when built upon shared responsibility.
23:34That means we, every citizen of Renan-Tobago, wake up today and say, today I am going to do the right thing.
23:42Which I tried my best to do.
23:44Yeah.
23:45Honestly.
23:45Yeah, that's nice.
23:46He also spoke about the school-oriented policing initiative and the decrease we would have experienced in the school incidents.
23:54So we realized, no, we just have to put some additional resources on the streets so that they don't fight on the streets.
23:59He spoke about a nationwide 42% reduction in the murder rate.
24:04We have recovered, we have recovered 676 firearms for 2026.
24:14Officers gave us.
24:16For 2025.

24:17And we look to surpass that number in 2026.
24:19I want my officers to give themselves a round of applause.
24:22We have experienced a 15% decrease in violent crime and 8% decrease in reported violent crime.
24:31We have experienced a 22% decrease in fatal road traffic accidents.
24:37Our murder rate has reduced significantly from 624 in 2024 to 367 in 2025, which is 257 less murders, a percentage decrease of 42%.

26:11One of the things I would like to bring to the officer there is that communication is one of the key, and how you communicate with personnel on the road to Trinidad and Tobago, or anywhere.
26:27Someone, based on how you speak to them, they will abide by what you're saying and things.
26:34But they will give confrontation on how officers speak to the general public.
26:41And I'm not saying all of them like that, but I want to say the higher percentage is like that.
26:46Right?
26:47They feel like they have, they could overpower somebody.
26:51It's a nice way, you could speak to somebody, and they would abide by whatever rule or what you're requesting of them.
26:59Right?
27:00That is one of the things.
27:01Okay?
27:01The other things I would like to bring to your attention to is there are stats showing you how much ammunition, how much crime, how much murders, all these kind of things.
27:16And is anybody involved with the TPPS to confirm these figures?
27:25Because these figures come out from one entity, you know.
27:29We're not 100% sure that it's a fabricated situation that's going on, you understand?
27:38So if they could just reply on them things, because I feel somebody has to cross, check those figures you are calling, right?
27:45And one person can be, one entity can be saying, this is it, and this is it, and making it public believe it.
27:53That nobody is short verifying it.
27:55That is all.
27:56I think somebody has an opportunity for now.
27:58That's what I would give somebody as an opportunity.

28:03So let me address the first issue.
28:05And I understand that, and because I've heard it on many occasions, I mean, I myself would have been on the receiving end of an officer speaking to me in a particular manner.
28:13And in my young days, I would have done it as well, yeah?
28:18But let me tell you this.
28:19We have come a long way, and we continue to make efforts to really hone in on that type of behavior.
28:27We have spent hundreds of thousands on customer service courses throughout the Trinidad and Tobago Police Service at the academy, and we have a customer service policy.
28:38So we are asking that in the cases where you would have experienced things like that, that you can come and make a complaint against that officer.
28:45He or she may need to attend some remedial customer service course.
28:49So we have a remedial plan in place.
28:51However, when you experience that type of service from the Trinidad and Tobago Police Service, you have a medium.
28:57You can report it.
28:58You can come to the station and report it.
29:01We have a complaint process.
29:02You can also go to Police Complaints Division, number 110 or 112, Matko Building, Henry Street, or www.complaints.division at ttps.gov.tt.
29:15So there are institutions within the TTPS that has been set up to deal with situations like this.
29:23And how fast will it be rectified, just asking quickly?
29:25Well, due process must take place and investigation must be done.
29:29Okay.
29:30You know, a lot of the persons, a lot of the times we see things, we tend to see when the camera is turned on.
29:36We hardly ever see what happens before the camera is turned on, you know.
29:39So we want to guard against that.
29:41I mean, must be fair, notwithstanding that you're reporting an officer, we must give him an opportunity to be heard as the principles of natural justice.
29:49Yeah?
29:49And for many figures.
29:51And looking at the figures, the Police Service Commission has the responsibility to supervise the commissioner.
29:56And yes, there is some sort of audit that is done within the TTPS to verify what we say,
30:03because his performance is being managed and measured by the Police Service Commission.
