00:01:50It's not a thrill when your speed can't kill.
00:02:11The world is in crisis.
00:02:22Distressing news are flowing from every quarter in the society.
00:02:27And the hearts of many are failing them for fear.
00:02:31However, in the midst of these alarming conditions come good news.
00:02:36Jesus Christ saves, keeps, and satisfies.
00:02:42This is the message of Daybreak.
00:02:45Welcome to Beyond the Tape.
00:03:04I'm your host, Mark Basant.
00:03:06Welcome to our viewers across Trinidad and Tobago.
00:03:08Of course, our global viewers and our viewers in the sister isles of Grenada.
00:03:15Welcome to all our brothers and sisters there.
00:03:18It's Friday, of course.
00:03:20A lot is happening, of course, over the next couple of hours into the weekend.
00:03:26And no doubt on the top of the list is missing pilot Daniel Kewal,
00:03:32who was last seen on September 3rd on Hololulu Road in Cascade.
00:03:37That's him there, and his vehicle was last seen in that area.
00:03:42And Captain Valance and his team were in the Cascade area earlier
00:03:46to deal with where the vehicle was last seen.
00:03:51And this is the Hunter's Search and Rescue team here.
00:03:55Evidence, of course, of where the vehicle would have been.
00:03:59And they're asking anyone, excuse me, with information to contact the nearest police station,
00:04:08555-999 or the Hunter's Search and Rescue team at 799-1453.
00:04:17We are hopeful that we can get Mr. Kewal home safely to his family.
00:04:24And I'm not too sure of the rest of the particulars about this incident
00:04:28and why his vehicle ended up on Hololulu Road there in the Cascade area.
00:04:34But I'm hopeful that the police, working alongside, of course, the Hunter's Search and Rescue team
00:04:40and other persons, will be able to find Mr. Kewal in the shortest possible time
00:04:48and return him safely to his home.
00:04:52And, of course, today with us, it's none other than Sergeant Brent Batson
00:04:56of the Traffic Division and Management.
00:04:59How about you, sir?
00:05:00Yeah, good to see you, Marcus, everybody.
00:05:02Hi, Pleasant. Good afternoon to everybody.
00:05:05Again, thoughts and prayers definitely with his family.
00:05:08And just know that the Toronto Police Service behind the scenes is doing a lot of work
00:05:12to make sure we have a successful outcome.
00:05:16But, of course, any information the public has, please share with us as early as you can,
00:05:20as quickly as you can, so we can get this closed off.
00:05:24Yes, certainly. Apologies.
00:05:26My throat has given me a little bit of trouble.
00:05:28But, obviously, you know, the Hunter's Search and Rescue team is one of those groups that really go out there
00:05:36and try, they search every nook and cranny, and they chase down every tip that they get
00:05:45in the hope of finding him, and hopefully finding him alive rather than, you know, some other way.
00:05:51Let me tell you something, Mark.
00:05:53The collaboration with the Hunter's Search and Rescue between them and the TTPS has always been a positive one.
00:06:00They leave literally almost no stone unturned, you know, when they go out there and they do a proper grid search
00:06:07when they're moving out.
00:06:08Very tactical, and that's the one thing we admire about them.
00:06:11They also usually do a very good debriefing on the terrain,
00:06:15and they also take into account the intelligence that they might have.
00:06:19Even liaising with some of the locals that would rather not talk to the police,
00:06:23and that sometimes helps us to get a successful outcome as well.
00:06:27Together, I mean, behind the scenes, you all know the canine units and stuff from the TTPS
00:06:31are also engaged in some of the areas that they might not be based on information that we have.
00:06:37But definitely the teamwork is what makes that difference.
00:06:42But we are really, like I said, our prayers with the family and, of course, with the victim.
00:06:49And hopefully we bring this to a quick end and successful and return safely to his family.
00:06:55Yeah, we are hopeful that this has a happy ending, of course.
00:06:58Of course.
00:06:59Of course.
00:07:00Of course, if you have any information about Mr. Kewal's whereabouts,
00:07:03you can contact the nearest police station, 555-999,
00:07:08and also the Hunter's Search and Rescue team at 799-1453.
00:07:14All right.
00:07:15So before we talk about what's happening on the nation's roadways,
00:07:18we want to send you, we want to show you, sorry, a very special message
00:07:23as it relates to the traffic arrangements for the upcoming game tonight at 8 p.m.
00:07:29at the Hazy Crawford Stadium.
00:07:30The first World Cup qualifier, Trinidad, is going to be playing on home soil against Curaçao.
00:07:38And we're going to listen to ACP Garvin, Henry, Northwest, and Goal Commander.
00:07:44Good day, Trinidad Tobago.
00:07:46I am Garvin, Henry, Assistant Commissioner, Northwest, and Goal Commander
00:07:52as it relates to the general security and traffic management
00:08:00for the International World Cup qualifier,
00:08:02carded for 8 p.m. today at the Hazy Crawford Stadium.
00:08:06A large crowd is expected, and therefore, amongst the TTPS's primary focus
00:08:12will be traffic management.
00:08:15Police officers and traffic wardens will be positioned along the roadway
00:08:20at key intersections, from the Seelers Traffic Lights Beatam Highway,
00:08:26continuing along Rising Road, and along the Audrey Jeffers Highway,
00:08:30up to the traffic lights at the Cocorate Fish Depot.
00:08:35No parking will be permitted along Rising Road, Maraval Parkway,
00:08:40nor the Audrey Jeffers Highway.
00:08:42To enforce the no parking restrictions, police officers and traffic wardens
00:08:45will be out in force, as stated earlier.
00:08:49There will also be a robust and aggressive wrecking operation in place.
00:08:53Wrecked vehicles will be taken to the Oval,
00:08:55and not QRC, as previously announced.
00:09:00To ensure an incident-free event,
00:09:04there will also be heightened police presence at the venue and its environs,
00:09:09such as Woodbrook and St. James.
00:09:11Parking will be available at
00:09:13Mokyoapo East and West Secondary Schools,
00:09:17Sound Forge,
00:09:19Police Student Academy,
00:09:21and the Mandela Park.
00:09:22I want to reiterate that there will be a zero-tolerance approach
00:09:27to any indiscriminate parking,
00:09:30which tend to cause unnecessary inconvenience
00:09:33to the general public and the residents.
00:09:37The TTPS knows
00:09:38that you, the eager fans and supporters,
00:09:42will cooperate with us
00:09:43to ensure a smooth and enjoyable event today.
00:09:46All right, that was ACP Garvin Henry-Northwest's goal commander,
00:09:53and certainly, we have seen in previous games,
00:09:56Trinidad and Tobago,
00:09:58played at the Hazy Crawford Stadium,
00:10:00and we had that gridlock along Wrightson Road,
00:10:03and there was, you know, parking,
00:10:05Aaron Parking,
00:10:05Aaron Parking,
00:10:06and the Mongs around that stadium there.
00:10:09You can, you really risk how you park,
00:10:11because you can, it can cause,
00:10:13if an accident happens,
00:10:13and somebody hits your car,
00:10:15there's nothing for you to get,
00:10:17because you shouldn't be parking in those areas,
00:10:19and of course,
00:10:20it always causes further congestion
00:10:23when the match is over,
00:10:25and everybody's trying to get out,
00:10:26trying to get out,
00:10:27it's a nightmare,
00:10:28to leave,
00:10:29to go mostly in the easterly direction,
00:10:32rather than the westerly,
00:10:33where the majority of persons
00:10:34will be heading east or south,
00:10:36as the case may be.
00:10:37That's right, Mark.
00:10:38So, a couple of things
00:10:39I just want to emphasize
00:10:39to everyone who may be listening
00:10:43or watching,
00:10:44and may be going to this event tonight.
00:10:47One,
00:10:48please use those designated car park areas
00:10:52that our gold commander mentioned.
00:10:54He mentioned Mucorappo East and West,
00:10:57Sound Forge,
00:10:59Police Training Academy,
00:11:01also the police academy
00:11:02has opened up their area as well.
00:11:04And just a quick reminder
00:11:06that we also have wrecked cars
00:11:11that are going to be,
00:11:12if you need to recover your wrecked vehicle,
00:11:14you'll be going to the Queen's Park Oval,
00:11:16all right,
00:11:17to get those recovered vehicles.
00:11:19Now,
00:11:20Trimblegonians have this habit
00:11:22of wanting to park
00:11:23as close to the venue
00:11:24as they can, right?
00:11:27Now,
00:11:27everybody will come up and say,
00:11:28well,
00:11:28I didn't see any sign,
00:11:30I didn't,
00:11:30this is a published restriction,
00:11:33okay?
00:11:34So,
00:11:34it is law,
00:11:35all right?
00:11:36So,
00:11:36those areas
00:11:37that we mentioned there,
00:11:39you cannot park,
00:11:40Maraval Parkway,
00:11:41all right,
00:11:42Peter,
00:11:42they mentioned,
00:11:43unfortunately,
00:11:44Roger Jeffers Highways,
00:11:45no parking is permitted there.
00:11:47So,
00:11:47please arrive early.
00:11:49I say,
00:11:49and that's the problem,
00:11:50once you arrive in late,
00:11:51folks,
00:11:52you're going to be
00:11:53very tempted
00:11:54to,
00:11:55and so you see a few cars,
00:11:56some will say,
00:11:57and figure that you got through,
00:11:59that you'll get through too.
00:12:00And then when you come up,
00:12:01and think about what,
00:12:02you had a good time,
00:12:02and then when you come back now,
00:12:04your car's gone.
00:12:06And the first thing you might panic
00:12:06and say,
00:12:07it's stolen,
00:12:08but no,
00:12:08let's use the other one first,
00:12:10that it got wrecked,
00:12:11all right?
00:12:12It got wrecked.
00:12:12It didn't get stolen,
00:12:13it got wrecked.
00:12:14Why did it get wrecked?
00:12:14Because you parked in the area
00:12:16where we told you
00:12:17it's a zero tolerance,
00:12:19no parking zone.
00:12:20And it's across the world,
00:12:21it's only people
00:12:22who get vexed with us
00:12:23or the police.
00:12:23They go,
00:12:24damn,
00:12:24why are you not
00:12:25defending the cars?
00:12:26We're going to park?
00:12:26Yes,
00:12:27but this is planning.
00:12:29The gold commander
00:12:30and his team
00:12:31would have done
00:12:31lots of assessments,
00:12:33and based on the amount
00:12:34of traffic expected,
00:12:35they would have enough capacity
00:12:36in these car park areas,
00:12:37but you have to use them.
00:12:39And that's the tough part.
00:12:40I also want to mention
00:12:41to persons this.
00:12:42We've had incidents, Mark,
00:12:44right,
00:12:44where there are,
00:12:46for want of a better word,
00:12:48parking totes,
00:12:49right,
00:12:49that suddenly appear,
00:12:52all right,
00:12:52and they've legitimized themselves
00:12:54by wearing fluorescent vests,
00:12:56all right?
00:12:56So as soon as you see them,
00:12:57oh, well,
00:12:57he's probably with,
00:12:58you know,
00:12:58the football association.
00:13:00No, they're not,
00:13:01all right?
00:13:01And they're even parking units
00:13:04where you should not be parked.
00:13:05Don't be surprised
00:13:06if you're parked.
00:13:07And when you're getting wrecked,
00:13:08you know those parking people
00:13:09tell us,
00:13:09I'd tell the man
00:13:10not to park there.
00:13:12Yeah.
00:13:13That's what they're telling
00:13:14the wrecked guy.
00:13:14Well, we tell them not,
00:13:15but they're not listening to us.
00:13:16They told them to park there.
00:13:18So we're asking you all,
00:13:19please comply
00:13:20with the traffic restrictions.
00:13:23And I also want to mention
00:13:24from an anti-crime perspective,
00:13:26when people are hustling
00:13:28to go, Mark,
00:13:29all right,
00:13:30we notice
00:13:31where we do have
00:13:32a lot of uptick sometimes
00:13:33in break-ins
00:13:34is because people
00:13:35have left stuff
00:13:36inside their vehicles.
00:13:38Now, you remember,
00:13:39when you jump out
00:13:40your vehicle,
00:13:41unless you say
00:13:42you grab your flag
00:13:43and stuff,
00:13:43you just came from work,
00:13:44you just had time to change
00:13:45and you threw your backpack
00:13:46on your back seats
00:13:48or worse,
00:13:49it's on your front seat.
00:13:50This
00:13:50is inviting
00:13:53these criminal opportunists
00:13:56to try and get
00:13:57an easy target.
00:13:58Yeah.
00:13:58So we're asking you,
00:13:59please do not leave
00:14:01anything in your vehicles
00:14:02that's visible.
00:14:03You know,
00:14:03lock away anything
00:14:04that you have
00:14:04in your trunk.
00:14:05You shouldn't be
00:14:05in your vehicle at 12
00:14:07if you have any valuables,
00:14:08please,
00:14:08to minimize your risk
00:14:09at this event.
00:14:11Yeah,
00:14:11and there's
00:14:12something circulating
00:14:14as well
00:14:14that speaks to
00:14:15a shuttle service
00:14:16from those areas.
00:14:17Park and ride,
00:14:17yeah,
00:14:18it's a park and ride.
00:14:19And when you get there,
00:14:20of course,
00:14:20a shuttle will take you
00:14:21to the Hesley Crawford Stadium
00:14:23and I imagine
00:14:24after the game,
00:14:26those shuttles
00:14:26will also be available
00:14:28for you to go back
00:14:29to your car safely.
00:14:31Or if not,
00:14:31take a cool walk back
00:14:32because it's not that far.
00:14:33It's not that far,
00:14:34come on.
00:14:35People go international
00:14:36in New York
00:14:37and they walk for miles.
00:14:39Yep.
00:14:39And we act as if
00:14:40this is so far.
00:14:41And I also want to mention
00:14:42as you brought that up,
00:14:44that when you're going
00:14:46back to your cars,
00:14:48please remember
00:14:50to still be vigilant.
00:14:52Just asking everybody,
00:14:53be vigilant
00:14:54of your surroundings
00:14:55when you're opening
00:14:56your doors
00:14:56and you're going
00:14:57back inside.
00:14:58And I also want
00:14:59to remind persons
00:15:00that yes,
00:15:03all sports activities
00:15:04are very festive.
00:15:05We're going to drink
00:15:06a couple beers.
00:15:07Okay, cool.
00:15:08But just make sure
00:15:08you have a designated driver.
00:15:10Part of the ACP's
00:15:12strategic plan
00:15:13as goal commander
00:15:14is also DUI checkpoints
00:15:16on the exit point.
00:15:17So you don't want
00:15:18to spoil
00:15:19or saw the whole thing
00:15:20by getting arrested
00:15:21for DUI
00:15:21having left
00:15:22the football game.
00:15:23So just be responsible.
00:15:25I'm glad you raised that
00:15:26because it brings us
00:15:26to our next point
00:15:27where we have had
00:15:29a laminar number
00:15:30of road fatalities
00:15:31over the last couple
00:15:32of weeks.
00:15:34And, you know,
00:15:35I'm thankful
00:15:35that you are here now
00:15:36to share
00:15:37some perspective
00:15:38and shed some
00:15:39further light
00:15:40on these statistics
00:15:42because I remember
00:15:42the last time
00:15:43you were here
00:15:44we spoke highly
00:15:46of the road fatalities
00:15:47on a downward trend.
00:15:49That was sometime
00:15:49I believe in
00:15:50July or late June.
00:15:52And within that
00:15:54six-week period
00:15:55things just...
00:15:56Trend reversal.
00:15:57Yeah.
00:15:58Yeah, and, you know,
00:16:00sadly,
00:16:01what we've done
00:16:02with this, Mark,
00:16:03and I was on some leave
00:16:04when I started to see
00:16:05some of these things
00:16:06going on.
00:16:06I was like,
00:16:07what's happening
00:16:07in the country
00:16:08because we over the past
00:16:11even after I have to say
00:16:12decade, you know,
00:16:13between enforcement efforts,
00:16:15education,
00:16:16and good technology
00:16:18that we've deployed,
00:16:20we have started
00:16:21to see a nice change
00:16:22in culture.
00:16:24So to see elements
00:16:27of recklessness,
00:16:30elements of irresponsible
00:16:32behavior,
00:16:33and in sad case,
00:16:34in some cases,
00:16:35just blatant,
00:16:37in a ten-tailed driving
00:16:38creep back
00:16:38into the roadway network,
00:16:40it's very disturbing.
00:16:42And what's even more
00:16:43disturbing is that
00:16:43the energy involved
00:16:46in these crashes,
00:16:48it's quick sometimes
00:16:49taking, you know,
00:16:50more than two passengers
00:16:51in some case.
00:16:53And so it suggests
00:16:54like we have to,
00:16:56as a policeman,
00:16:57our job is public safety,
00:16:58injury and harm reduction.
00:17:00But I always remind persons
00:17:01that, you know,
00:17:02we want to be
00:17:04on that crime front,
00:17:06Mark,
00:17:07but you have to help us.
00:17:09You all remember
00:17:09when you have big accidents,
00:17:11Mark,
00:17:11the amount of police
00:17:12that have to be deployed
00:17:13and resources
00:17:14to deal with those
00:17:15fatalities on that highway.
00:17:17It's a good example
00:17:17on the highway
00:17:18where we have to wait
00:17:19for forensics,
00:17:20as the CSI team.
00:17:22We have to wait
00:17:22for the district
00:17:23medical officer.
00:17:24We have to wait
00:17:24for the divisional
00:17:25investigators to reach
00:17:26on the scene
00:17:26so we can open up
00:17:27these lanes
00:17:27because they have
00:17:28to take their measurements.
00:17:29This is now virtually
00:17:30a crime scene
00:17:31or what we call
00:17:31a road crime scene.
00:17:32And the ripple effect
00:17:35of that
00:17:35into that network
00:17:36is phenomenal.
00:17:38But what hurts
00:17:39is when you go back
00:17:40and you say,
00:17:40well, how did this happen?
00:17:43Well, it's because
00:17:44somebody decided
00:17:45that they're in more hurry
00:17:46than somebody else
00:17:47to take a chance
00:17:48to cut in
00:17:49and lose control.
00:17:50Or God forbid,
00:17:51like I said,
00:17:52they were drinking
00:17:53and driving,
00:17:54lost control,
00:17:55and none of the occupants
00:17:56were in seatbelts
00:17:57and there's sometimes
00:17:58the outcome.
00:17:59So these are the things
00:18:00we're really,
00:18:00really trying to prevent.
00:18:02We had those tragedies
00:18:03that occurred recently
00:18:04and shockingly,
00:18:06everybody remember
00:18:07Corner Park and
00:18:08Henry.
00:18:09Henry.
00:18:10And the time in the morning,
00:18:12four occupants.
00:18:13You're almost four in the morning
00:18:14broadsided by a PTSD bus.
00:18:18And again,
00:18:18people saying,
00:18:19well, where are they going at all?
00:18:20It doesn't matter
00:18:21where you're going.
00:18:22We're not concerned
00:18:23with your business.
00:18:24I am concerned
00:18:25with how you're using
00:18:26the roadway.
00:18:28The consequence,
00:18:30I mean,
00:18:30this is a right-angle intersection,
00:18:32what do you call
00:18:32an inelastic crash.
00:18:34And this is a brand-new vehicle.
00:18:36It's not like before
00:18:36Markway Pace,
00:18:37boy,
00:18:37these old cars caught.
00:18:38Not at all.
00:18:40These are new vehicles.
00:18:41So we could eliminate
00:18:42one time
00:18:43for that investigation
00:18:44defective vehicle
00:18:45being a cause.
00:18:46It's definitely
00:18:47driver behaviors.
00:18:48And I always say that,
00:18:48you know,
00:18:49people are saying,
00:18:49but Park Street
00:18:50have right-of-way
00:18:51or Henry.
00:18:52Hey,
00:18:53let me tell you,
00:18:53once you're on
00:18:54any intersection,
00:18:55especially at night,
00:18:56you can't this night
00:18:58right-of-way
00:18:59only exist
00:18:59once you see
00:19:00that it's clear
00:19:01for you to enter
00:19:01an intersection.
00:19:03And these are
00:19:03some of the tragedies.
00:19:04I mean,
00:19:04you saw where the families
00:19:06were with the mother
00:19:06and the mother
00:19:07crying,
00:19:08crying.
00:19:09Why?
00:19:10Because they can't
00:19:10believe in their minds
00:19:11that this is the type of news
00:19:13and the call
00:19:14that they're going to get.
00:19:15And this is what
00:19:15we aim to prevent.
00:19:16And it's little things,
00:19:18Mark,
00:19:18decisions that people make
00:19:21that have these consequences,
00:19:22unfortunately.
00:19:23I'm glad you raised that,
00:19:24excuse me,
00:19:25I'm glad you raised that
00:19:26because,
00:19:26you know,
00:19:27that traffic like there,
00:19:29when you leave
00:19:30Movie Town,
00:19:31across the
00:19:32Audrey Jeffers Highway
00:19:33there,
00:19:33and you either go
00:19:34across to the stadium
00:19:35or you go right
00:19:37to go onto Wrightson
00:19:38or left to go
00:19:39onto the Audrey Jeffers
00:19:40to head west.
00:19:40Yeah,
00:19:41so you're heading north.
00:19:42Yeah,
00:19:43I'm heading north.
00:19:44Two days ago
00:19:44and the light changes
00:19:46to green
00:19:46for me to proceed.
00:19:47Yeah.
00:19:48But I always tend
00:19:49to count five seconds.
00:19:52Good.
00:19:52And that five seconds
00:19:53I counted,
00:19:54two vehicles broke
00:19:55the light heading
00:19:56in an easterly direction.
00:19:58Did they break
00:19:59the light slowly,
00:20:00Mark?
00:20:00Of course not.
00:20:01No,
00:20:01you see,
00:20:01that's a terrifying thing.
00:20:03If you chose
00:20:04to take right of way,
00:20:06that right angle impact
00:20:08at a high speed,
00:20:08not a low speed impact,
00:20:09will take your life.
00:20:11And this is why
00:20:11I tell people,
00:20:13right of way
00:20:13on the road
00:20:14is a theory.
00:20:16It's something
00:20:17that's given to you.
00:20:18You don't go
00:20:18and take it.
00:20:20You know,
00:20:20so sometimes
00:20:21a man will overtake
00:20:22you coming head on.
00:20:23We're going to stand up
00:20:24and wait to let him
00:20:26hit you head on.
00:20:27You pull off that road
00:20:28as far as you can safely
00:20:29and hope that the other driver
00:20:31will open up
00:20:32to let the other guy through.
00:20:33We have to be our brothers
00:20:34keep us all on the road.
00:20:36And remember,
00:20:36you can't control
00:20:37what that other guy is doing.
00:20:38But the sad thing
00:20:39is it's become
00:20:40almost a selfish approach
00:20:42to the way people are driving.
00:20:43You were talking about
00:20:44coming here
00:20:45and the traffic you experience.
00:20:46Why?
00:20:47Three car accidents
00:20:48I'm seeing in the police chat there.
00:20:50On the eastbound
00:20:52in peak hour,
00:20:53three car smash up.
00:20:54How you do that?
00:20:55Peak hour traffic.
00:20:56Where you want to go?
00:20:58And then the inconvenience,
00:20:59the ripple effect
00:21:01of that
00:21:02across
00:21:03into our operations plan.
00:21:05You know,
00:21:06because you remember,
00:21:06we're hoping to vacate
00:21:07peak hour traffic.
00:21:08And then bring in
00:21:09the footwell traffic.
00:21:10Which is
00:21:11What I mean,
00:21:13it's going to be like
00:21:14peak hours.
00:21:14Exactly.
00:21:15So we already have
00:21:16intersection
00:21:16that we're hoping to clear
00:21:17already backed up now.
00:21:19And it's that mix
00:21:20with a little bit of patience.
00:21:22You're going to reach
00:21:22where you're going.
00:21:23And more importantly,
00:21:24like I said,
00:21:25being more disciplined.
00:21:26And that's the areas
00:21:26where we have to try
00:21:27and focus on.
00:21:28Yeah.
00:21:28I agree with you 100%.
00:21:29All right.
00:21:31I think you have
00:21:31some names of victims.
00:21:33What I want to do, Mark,
00:21:34is that we had,
00:21:36and I asked Jackie
00:21:38to put up this slide here
00:21:40because I wanted
00:21:41the public to realize
00:21:43these are the people
00:21:45that have lost their lives.
00:21:47So we have
00:21:47Marjorie Harry Orr,
00:21:49she's 78,
00:21:50she died in a road traffic accident.
00:21:51We have a John Doe,
00:21:53Andy Ramlochian,
00:21:54Habib John,
00:21:55Rajendra Ram-Sing-Sing,
00:21:58Rondell Mongroo,
00:21:59Adrian Neema,
00:22:01Nigel Klauzel,
00:22:02Asai Abdul,
00:22:04Jamie Morton,
00:22:05Mounsaf Khan,
00:22:07Roxanne Phillip,
00:22:09Kavish Passard,
00:22:11Josephine Joseph Passard,
00:22:14Mare Kriya Ramdeen,
00:22:15Ernest Nurse,
00:22:16Lisanne Julian,
00:22:18Naomi Ramnerine.
00:22:1918 people
00:22:20that have died in accidents
00:22:22just in August
00:22:24and the past couple of days.
00:22:25That's a lot of people.
00:22:27Yeah, from Rondell Mongroo
00:22:29come down,
00:22:30or actually from,
00:22:31is it Habib John,
00:22:33is it?
00:22:34These are August,
00:22:35all August?
00:22:35August,
00:22:36except for the last two,
00:22:37September,
00:22:37Lisanne and Naomi.
00:22:39Wow.
00:22:4033% of them
00:22:41are persons
00:22:43below the age of 25.
00:22:44You can see that.
00:22:45And it's in a shift.
00:22:46Yeah.
00:22:46And also,
00:22:47what was this
00:22:49scary to us
00:22:50as you'll see later on
00:22:51was the 86%
00:22:53of our road traffic?
00:22:57Passengers.
00:22:58You just drive as pedestrians.
00:23:00That we used to see
00:23:00all the time,
00:23:01but passengers
00:23:01all of a sudden.
00:23:02Your life
00:23:03is in your driver's hands.
00:23:06Yeah.
00:23:07Sadly,
00:23:08I remember coming up
00:23:09on the Southern
00:23:09Main Road
00:23:10and there's this,
00:23:11it had to be a PS driver,
00:23:12you know,
00:23:13picking up people
00:23:14and just pick our traffic
00:23:16and keep on reminding
00:23:17when we are not in uniform,
00:23:19we are no different.
00:23:20And you feel
00:23:22so impotent sometimes.
00:23:23You have to take down
00:23:24his number
00:23:24and hopefully
00:23:26he'll be the registered owner.
00:23:28In most cases,
00:23:29it's not.
00:23:29Yeah.
00:23:30But to know that
00:23:31he was overtaking
00:23:32this line of traffic
00:23:32and then trying to cut in
00:23:34almost coming head on
00:23:35and people sitting down there
00:23:37allowing themselves
00:23:37to be driven like that,
00:23:38that's crazy.
00:23:40Yeah.
00:23:40Yeah, it is.
00:23:41Truck coming on
00:23:42head on towards that vehicle.
00:23:44How do we change
00:23:45this culture?
00:23:46Well,
00:23:47we have to nip it
00:23:47and a lot of it
00:23:48will have to be
00:23:49with heavy enforcement
00:23:50but that's another
00:23:51conversation for a bit
00:23:53lower down.
00:23:54Thanks a lot,
00:23:55Sergeant Batson.
00:23:55All right,
00:23:56it's day 50
00:23:56of the state of emergency.
00:23:59Let's take a look
00:23:59at the figures.
00:24:01Excuse me.
00:24:04Number of operations,
00:24:063,678.
00:24:09Prior to your friend
00:24:10that's targeted,
00:24:111,388.
00:24:12Searches conducted,
00:24:1323,432.
00:24:16Traffic operations,
00:24:172,327.
00:24:19Total persons arrested,
00:24:201,602.
00:24:22Traffic offenses detected,
00:24:2412,455.
00:24:26Firearms recovered,
00:24:2752 pistols,
00:24:2828 revolvers,
00:24:3013 shotguns,
00:24:3115 rifles,
00:24:32and 3 air rifles.
00:24:34Ammunition recovered,
00:24:36689 rungs of 9 mm,
00:24:3984 rungs of 12 gauge,
00:24:4050 rungs of 0.380,
00:24:43347 rungs of 5.56,
00:24:4585 rungs of 0.38,
00:24:4854 rungs of 0.40,
00:24:5072 rungs of 0.357,
00:24:5347 rungs of 0.45,
00:24:56and 48 rungs of 7.62.
00:24:59Dangerous drugs seized,
00:25:00221,639.38 grams of marijuana,
00:25:067,005.63 grams of cocaine,
00:25:101,032 STC pills,
00:25:13and 15 grams of molly.
00:25:17That is a success.
00:25:19That is amazing.
00:25:21You don't have 52 pistols,
00:25:2328 revolvers,
00:25:2413 shotguns,
00:25:25and 15 rifles.
00:25:26We're doing what we can.
00:25:28Yesterday,
00:25:29I think it was 13 or 14,
00:25:30so every day it increases.
00:25:32It increases.
00:25:33The red is an increase
00:25:36in the seizure
00:25:37of that particular firearm
00:25:40or ammunition
00:25:41or drug as the case may be.
00:25:43Or drugs.
00:25:44We won't know
00:25:45how many lives were saved,
00:25:47how many invasions
00:25:49were prevented
00:25:50just by this recovery.
00:25:51But it goes to show,
00:25:52like I said,
00:25:52we are not letting
00:25:53our foot off the gas
00:25:54when it comes to
00:25:55even the anti-crime operations.
00:25:58You know,
00:25:58the commissioner of police,
00:25:59like I said,
00:26:00he has a pretty good
00:26:01tactical background as well.
00:26:03And rolling all these plans
00:26:05that are continuous
00:26:06every day and night,
00:26:09we're trying to blanket
00:26:10the country
00:26:11with more consistent exercises.
00:26:12But more importantly,
00:26:13more unpredictable.
00:26:15Because sometimes
00:26:16we have to combat
00:26:17social media,
00:26:18which is always lighting up
00:26:19and highlighting,
00:26:20well, policing a roadblock here,
00:26:21policing a roadblock there,
00:26:22so we have some strategies
00:26:24coming out very soon,
00:26:25actually,
00:26:25to help actually deal with that.
00:26:28I always remind persons,
00:26:29you know,
00:26:29when you're telling people,
00:26:31you know,
00:26:31the police down the road there
00:26:32or there's a roadblock
00:26:34and you're lighting it up,
00:26:35well,
00:26:36you're not just telling
00:26:37the general public,
00:26:38you're telling people
00:26:38who are planned activity,
00:26:40illegal activities
00:26:41and God forbid,
00:26:42violent activities.
00:26:44So they might take
00:26:45an alternative route
00:26:46when we were there
00:26:47to deal with them.
00:26:48So we always say,
00:26:49just think twice
00:26:50if you really want
00:26:51to share that information.
00:26:52and as to whose benefit,
00:26:53you know?
00:26:54Yeah.
00:26:54All right,
00:26:55we're going to take
00:26:55a quick look now
00:26:56at our headlines.
00:26:57So those were the headlines
00:27:21over the last 24 hours.
00:27:22We're going to take a short break
00:27:23and when we get back,
00:27:24we'll take your call.

00:28:26This is Mary.
00:28:32Mary has bills to pay
00:28:34and takes a chance
00:28:36parking in front of the building
00:28:37at the no parking sign.
00:28:39Mary returns to her car
00:28:41and this is what happens.
00:28:43Mary decides to call
00:28:52when she's five minutes away
00:28:53to let her daughter know
00:28:55that she is close by.
00:28:56But Mary forgot one thing.
00:29:01Second ticket for the day.
00:29:02I don't know, right?
00:29:03I really don't know.
00:29:04Well, I tell you.
00:29:05After two tickets,
00:29:07Mary just isn't paying attention
00:29:09to her speed.
00:29:10Don't be like Mary.
00:29:27Obey the laws of the road.
00:29:30A message from the TTPS.
00:29:40God Almighty.
00:29:43Oh, no.
00:29:50Oh, no.
00:29:52Oh, yeah.
00:29:58Oh, no.
00:30:00Anybody cz free?
00:30:01Oh, yeah.
00:30:04Bye.
00:30:07Bye.
00:30:09Don't call me Adelaide
00:30:39Mate
00:30:41I'm so sorry
00:30:43I thought there was time
00:30:44He just pulled out
00:30:46I don't have time to stop
00:30:48Well come on mate
00:30:49It was a simple mistake
00:30:51I don't know if I was going a bit slower
00:30:54Please
00:30:57I've got my boy in the back
00:30:59I'm going too fast
00:31:06I'm sorry
00:31:10Wow
00:31:23We see so much of that here
00:31:25That's right
00:31:26And across the world
00:31:27It makes it poor words raised though
00:31:28The message it's sending Mark
00:31:32Is that if people could just go back in time
00:31:35Just make a little decision
00:31:37Change one thing
00:31:39Putting on a seatbelt
00:31:40Stopping at that junction
00:31:42Stopping at that red light
00:31:44Or even
00:31:45I always tell people
00:31:46Sometimes it just means
00:31:48Maybe I should not have gone on that journey at all
00:31:50Your instinct will go
00:31:53It's raining too much
00:31:55If people could just go back in time
00:31:58Not let my daughter go with those guys
00:32:00They're too young
00:32:00They would give anything
00:32:03For that opportunity
00:32:04And these are the consequences though
00:32:07When persons might make a poor decision
00:32:09And that's why I was emphasizing
00:32:11You know when we were conversing before
00:32:12That you have to drive everybody else
00:32:16Nobody's perfect
00:32:16Everybody makes a bad drive
00:32:18Sometimes you have to check yourself
00:32:19Sorry about that
00:32:20There was a morning show host
00:32:25I remember
00:32:26You know when he parked in a certain spot there
00:32:29And I pulled up
00:32:29I said you know
00:32:30You're parking
00:32:31I said you're right underneath no parking sign
00:32:33You know bro
00:32:34And he turned around
00:32:35He said I didn't even realize
00:32:37That could be the most expensive doubles to eat
00:32:40You know what I'm saying
00:32:41Right
00:32:41How bad you want that doubles
00:32:43You know
00:32:43So I was saying people make mistakes
00:32:45And when we're out there
00:32:47And you see
00:32:48Your attitude is
00:32:49Oh I have right of way
00:32:50He shouldn't be doing that
00:32:52What are he doing there
00:32:53It's not about that
00:32:54Right
00:32:55Hey
00:32:55Sometimes
00:32:56I mean sometimes
00:32:57Like I said
00:32:57Stop and say
00:32:58Hey partner
00:32:59You go ahead
00:32:59Yes
00:32:59It is not worth it
00:33:01Nobody's perfect
00:33:02You're right
00:33:03I think you have an update for us
00:33:05Put it in and to
00:33:06In and around the
00:33:08He is the Crawford Stadium
00:33:09Just about
00:33:10I'd say
00:33:11Just under three and a half hours
00:33:12Before kick off
00:33:13Yeah so I actually just got some
00:33:15This is information for the public right
00:33:17That's from the TTPS Air Support Unit
00:33:19Who's doing an amazing job
00:33:21You know giving us like I said
00:33:22Real time information
00:33:23To what's happening on the ground
00:33:24And so what we've been informed
00:33:27Is a heavy pedestrian traffic right now
00:33:29Awaiting entrance to the venue
00:33:31We got some vehicular traffic observation
00:33:34There's light moderate traffic
00:33:35A bit free flowing
00:33:37But it's heavy pedestrian traffic
00:33:39At the eastern entrance to the venue
00:33:41With heavy congestion at the Castro
00:33:43VIP entrance at Maraval Parkway
00:33:46Other than that
00:33:47Everything seems to be in order
00:33:49So those who are waiting outside
00:33:51It just requires some patience
00:33:52You know to get into the venue
00:33:53Don't get upset
00:33:54Maybe they're just getting some last minute things
00:33:56Ready for the opening up
00:33:56But it's a good sign
00:33:58Everything's going smoothly right now
00:34:00So please proceed to the
00:34:01Designated parking areas
00:34:03All right
00:34:04Take your shuttle
00:34:05Come back
00:34:05And enter your venue safely
00:34:07Yeah I think the gates were supposed to open at 5
00:34:09But as you said
00:34:09They're probably just working on some last minute things
00:34:12And trying to put everything in place
00:34:14There's a lot to do prior to the game
00:34:18On the outskirts of the stadium
00:34:20They've set up an entertainment stage
00:34:23Et cetera
00:34:23So you can at least spend some time outside
00:34:27Before you go inside
00:34:28To get settled down for the game
00:34:30Oh definitely
00:34:30And you know
00:34:31I just remind persons also
00:34:33That if you encounter persons
00:34:37You know
00:34:37I always tell people
00:34:38You know
00:34:38These events
00:34:39Some people drink too much
00:34:41And they get around you
00:34:42And just remember
00:34:43When you're dealing with intoxicated people
00:34:45Don't take it personally
00:34:46The person
00:34:47Alcohol creates an altered mental status
00:34:50A lot of people wouldn't behave a certain way
00:34:53So just remember
00:34:54It's not worth it
00:34:55Back off
00:34:55If you have any comments
00:34:56Don't engage in it
00:34:57Don't get me wrong
00:34:59Obscene language
00:35:00If the police are around
00:35:01You will be arrested
00:35:02You'll be cautioned
00:35:03And then arrested
00:35:03So just know
00:35:05We won't be tolerating that
00:35:06But you know
00:35:06We want everybody to have a good time
00:35:08And be safe
00:35:08Yeah
00:35:09Most certainly
00:35:09All right
00:35:10We just want to remind you
00:35:11Of the numbers
00:35:11To call
00:35:12It's 623-1711
00:35:15Extensions 1996 and 1997
00:35:18I'm sure you might have questions
00:35:20For Sergeant Batson
00:35:21As we continue to speak
00:35:24About these road fatalities
00:35:25Et cetera
00:35:26I wanted to touch on Mark
00:35:27I think you have some stats
00:35:28Well we have some stats to come up
00:35:29But I also want to mention
00:35:30The
00:35:31You had some images shortly
00:35:34Of the family
00:35:35Where the young girl was killed
00:35:38I think she's 21
00:35:39On the M2 Ring Road
00:35:40And
00:35:41You saw the husband and wife
00:35:43Holding each other
00:35:44And that look of pain
00:35:46And
00:35:47Those
00:35:48Situations
00:35:50That's it right there
00:35:51Look at that
00:35:52They cannot believe it
00:35:54That
00:35:55That news that they're getting
00:35:56Is unreal
00:35:57And
00:35:59Why
00:35:59Well
00:36:00Yes it's an investigation
00:36:02But
00:36:03Prevent
00:36:04They're just using the road
00:36:05What happens
00:36:06What happens
00:36:07Is somebody lose control
00:36:08Or somebody driving too fast
00:36:10For the conditions
00:36:11To hit somebody head on
00:36:13That means somebody
00:36:14Cross somebody's lane
00:36:15Not so
00:36:15And if you all notice
00:36:16It's a single solid white line
00:36:18No overtaking zones
00:36:20So I always remind persons
00:36:22Like I said
00:36:22When you see us outside
00:36:25There
00:36:25Engage in enforcement efforts
00:36:27It is to prevent
00:36:29Those tragedies from occurring
00:36:31It is to prevent
00:36:32Parents
00:36:33Alright
00:36:34From having
00:36:35To experience
00:36:36That kind of loss
00:36:37Whether it's kids
00:36:39Whether it's
00:36:39It could be a spouse
00:36:40For that matter
00:36:41But
00:36:42We know it
00:36:43All too well
00:36:44Especially in the highway patrol
00:36:46Where we see
00:36:47Some of the
00:36:48Most gruesome incidents
00:36:50Because
00:36:50We get more speed
00:36:51On the highway
00:36:52That's another incident
00:36:54Thing that I brought up
00:36:56The other day
00:36:57Which was
00:36:57These are low speed roads
00:36:59Mark
00:36:59Yeah
00:37:00Look at that vehicle
00:37:02That's written off
00:37:02Park
00:37:03And Henry
00:37:04That impact
00:37:06We saw
00:37:07That energy
00:37:07That crash
00:37:08That's highway crash energy
00:37:09Mark
00:37:10Yeah
00:37:10That's not
00:37:11Your urban crash energy
00:37:13So
00:37:14We always have to
00:37:16Remind persons
00:37:17What that is
00:37:18This vehicle
00:37:19Is a weapon
00:37:19If it's used
00:37:21Irresponsibly
00:37:21It's going to kill you
00:37:22Or kill other people
00:37:23And persons
00:37:24Have to remember
00:37:25That
00:37:25That accelerator
00:37:26That's a function
00:37:27Of the outcome
00:37:28Of that incident
00:37:28Where not you live or die
00:37:29Or other people
00:37:30Are going to live and die
00:37:31Yeah
00:37:32Alright
00:37:32We're going to take
00:37:33A short break
00:37:34And when we get back
00:37:34We'll have more
00:37:35Stay with us
00:37:35There's a spark
00:37:50That ignites
00:37:50When we hear
00:37:51Our favorite

00:40:56She's a dancer.
00:40:57I think she looks sensational.
00:40:58What are you playing with your spot again, eh?
00:40:59It's my mom.
00:41:00It's your mom.
00:41:01Don is about to kill his wife.
00:41:02He can't blame a freak accident.
00:41:03He can't blame the truck.
00:41:04All he can blame is his speed.
00:41:08He can't blame a freak accident.
00:41:13He can't blame the truck.
00:41:16All he can blame is his speed.
00:41:21For every 5K's over the limit, your risk of crashing doubles.
00:41:39It's never safe to speed.
00:41:45Wow.
00:41:46If only, Mark.
00:41:47If only, yeah.
00:41:48Again, hindsight.
00:41:49You know, if I had stopped or didn't try to overtake or wasn't driving so fast or so close to the truck, better have more time.
00:41:57That's all.
00:41:58Yeah.
00:41:59Consequences.
00:42:00Unplanned events.
00:42:02And like I said, this is happening far too often.
00:42:05And I think some of these ads that we see foreign, it's really in your face.
00:42:09We don't have them as in your face here.
00:42:12But I think sometimes that is what you need for people to wake up.
00:42:17Wake up.
00:42:18And the sad thing is, Mark, is what is shocking to us is we're not accident scene.
00:42:24Here's a guy.
00:42:25Piece of his leg is outside.
00:42:28You know, we're taking out the vehicle.
00:42:31And then people will be passing us.
00:42:34The driver recording us with his phone in his hand.
00:42:37Focus on what you're doing.
00:42:39What you're doing could be the cause why he's in this situation to begin with.
00:42:44No man.
00:42:45He expected to reach where he's going to.
00:42:48There was a system, what we call a system failure.
00:42:51You know, so again, we emphasize persons.
00:42:54Yes, some of these videos are graphic.
00:42:55I'll give you that.
00:42:56Yeah.
00:42:57But it's the reality of choices, decisions, and the consequences that especially on the road.
00:43:02It is microseconds.
00:43:04Not even a full second that make that difference.
00:43:07Yeah, you're right.
00:43:08And I hope that there are persons who are looking, who like to speed on, who think that, you know,
00:43:14they need to get to a place quickly because they're late or they want to get there before the traffic or whatever.
00:43:20You have to be mindful that, you know, you're putting yourself and those in your vehicle in danger of losing their lives.
00:43:27Yeah.
00:43:28And I'm glad you mentioned speed because, I mean, I've seen, you know, there were all these motor sports forums
00:43:33and they always, I mean, I get jamming right through.
00:43:36Saying, oh, Batson is focused on speed force.
00:43:39Speed will kill nobody.
00:43:40And tell, hey, hey, listen here.
00:43:42Listen here.
00:43:43There's speed limits for a reason.
00:43:45Okay?
00:43:46Yes, you may have driven 160 all the way down the highway on your reach home.
00:43:53Well, lucky for you.
00:43:54Everything worked out fine for you.
00:43:56Today, and in this instance, what happens the next time?
00:44:01Because that 160 is going to make that, that energy is going to move into something when you lose control, you know.
00:44:08It has nothing to do with how good a driver you are, Mark.
00:44:11Yeah.
00:44:12You are sharing the road with different skill sets, with older people who might not be able to react as fast, with young drivers who just got their license, who might make a poor decision.
00:44:22But you just want to push yourself and say, will you have to wait?
00:44:25It doesn't work like that.
00:44:26And that's like I said, it's so important for us to think about each other while we're using that roadway.
00:44:31Yes, certainly.
00:44:32All right.
00:44:33We have our first caller on the line.
00:44:34Caller.
00:44:35Good evening.
00:44:36Welcome to be on the table.
00:44:37Hi.
00:44:38Good afternoon, Mr. Basanta.
00:44:39Mr. Basanta.
00:44:40Hi.
00:44:41Good day.
00:44:42Good afternoon.
00:44:43Just calling with regards to an incident that happened to my son in July gone there.
00:44:49Unfortunately, he was a victim of a hit and drive away accident.
00:44:56I have to say thank God he was not injured physically.
00:45:02Our car was badly damaged too.
00:45:05But the sad thing about it is that the person broke a red light and hit my son.
00:45:12Right?
00:45:13And when we went to the police station to make a report, we were told that there wasn't any way to get evidence to show or to find out who was the person responsible.
00:45:25I know technology probably has not advanced to the stage where in a situation where something like that would have happened to us.
00:45:35I am hoping that probably the TTPS together with the Ministry of Transport in the near future will be able to put something in place,
00:45:47whether there is some pen.
00:45:50So something that when a person does something like that to another individual, that when something is sent to the Ministry or to the police, that that person can be held accountable for what they did.
00:46:04What area is this quality?
00:46:05I have to say that it was a really tragic situation because the person hit my son.
00:46:10He was on the westbound lane.
00:46:12Which area is this quality?
00:46:13And the car flipped and went over the median to the eastbound lane.
00:46:17Could you tell me which area this is?
00:46:19Where this happened?
00:46:20Where this happened?
00:46:21It happened around by the traffic light, by the Price Martin Moussica there.
00:46:28That happened in July.
00:46:29Okay.
00:46:30And we were asked if we have dash cam in our car.
00:46:35We don't have dash cam.
00:46:37But the thing about it is that the person, everything happened so far that my son wasn't even able to take notice of the vehicle that hit him or anything like that.
00:46:48But I am hoping and praying that technology will become one where something happening like that to somebody,
00:46:55there will be things in place where they could be held accountable because we had to find money to fix our vehicle.
00:47:05I have to say thank God.
00:47:06My son was not physically, but he was a bit shaken up and he had a little bit of PTSD after because he didn't want to go back to driving.
00:47:17But I have to say thank God everything worked out.
00:47:19So I am praying and hoping and my prayers and thought goes out to all the people that have lost loved ones in accidents and I pray that things work out for the best.
00:47:29And things change on our roads because people don't seem to have a hang that these vehicles that they drive could take lives and they are driving coffins on the road.
00:47:40So I wish you guys all the best and I pray that things change in our country in the near future.
00:47:46So that caller.
00:47:48Yeah.
00:47:49So thank God he's okay.
00:47:51That was the only outcome that we always hope for, even post incidents.
00:47:58However, so let me address a couple of the things that the caller raised.
00:48:02One.
00:48:03Right.
00:48:04So let's look at the camera.
00:48:06So that's why I'm glad you asked the chat.
00:48:08Mousica, I know has CCTV, right?
00:48:11There's a process though.
00:48:12So those who may be listening, I just want to be clear on something.
00:48:15Right.
00:48:16When incidents are reported to the police, an investigator is appointed.
00:48:20The investigator, his role and his role and function is to retrieve the evidence, to bring evidence for prosecution.
00:48:28Right.
00:48:29This will include, like I said, statements.
00:48:31It will include measurements.
00:48:32And the most important, the best thing ever is, of course, CCTV footage.
00:48:36Right.
00:48:37I'm not going to lie to you that sometimes cameras are not working.
00:48:40Right.
00:48:41So we were unable to retrieve.
00:48:42I don't know about that situation.
00:48:44But there's already legislation marked for red light cameras.
00:48:52I just want to be clear enough, everybody.
00:48:54What is, what, they're pretty advanced as far as I know.
00:48:57And my administrative change and budgets now have to come into play.
00:49:01Because to deploy the technology is not cheap.
00:49:03Yeah.
00:49:04However, I always tell people, when a highway shuts down for three hours, you're talking about millions of dollars.
00:49:10You know, with regards to lost time and productivity.
00:49:12So it's an investment.
00:49:14And safety is always an investment.
00:49:16So we're hoping that the, so it's a red light and what we call spot speed.
00:49:22Both of them are using LiDAR devices.
00:49:25So we're hoping that that technology comes deployed early.
00:49:29Because what will happen is that you will now get your citation in the mail.
00:49:33And the good thing, it'll be less of us.
00:49:36The police wouldn't have to step out in the highway or do anything like that.
00:49:40That'll be 24-7, 365, no matter what.
00:49:43It's like in the movies where they take a photo.
00:49:45That's right.
00:49:46You get the number plate.
00:49:47Even the driver.
00:49:48So even if you're not driving your car and somebody else is driving the car, they have to get it.
00:49:51They take a lot.
00:49:52It could probably come in your name.
00:49:53They come in registered.
00:49:54Yeah, registered owner, right?
00:49:55Me, right.
00:49:56But how the law is drafted is that you're accountable for this payment.
00:49:59You know what I mean?
00:50:00So if you finally drive, if you knew who was driving your car, that's your business.
00:50:04Right?
00:50:05Or else you had to pay that ticket.
00:50:06Right?
00:50:07So that technology, ma'am, is, the legislation is there to support it.
00:50:11We'll have to see what the state is going to do to prioritize the deployment.
00:50:17I know we've had numerous meetings with Minister Zakur.
00:50:21And he, I know, is committed.
00:50:23I know highway devices might fall under Minister Jordan John.
00:50:27So we're waiting to see, like I said, from the budget, what's going to be prioritized.
00:50:32In the meantime, though, just to be clear, though, once there is evidence, we can get evidence to prosecute.
00:50:38Even for a red light run, we do it.
00:50:41We do it in court.
00:50:42Even when the highway patrol park up by the lights.
00:50:44Right?
00:50:45And the person breaks the light, they'll get that fixed penalty notice immediately.
00:50:48Right?
00:50:49Especially in the officer's view.
00:50:50You know?
00:50:51I also want to mention, you mentioned the officer asked you dash cam.
00:50:55Mark, I am strongly advocating that Trinbegonians invest in dash cameras.
00:51:02Front red doesn't matter if you're taking it anyway.
00:51:05Right?
00:51:06You want to have that line of evidence that will help prove that case.
00:51:11And this is not just for us.
00:51:12This is for insurance.
00:51:13Yeah.
00:51:14I started to be quick to deny that claim.
00:51:17Yeah.
00:51:18You know?
00:51:19So that evidence really helps.
00:51:21So please, folks, it is in your best interest to, you know, I think they're around $600, $700 for a really, really good one for front and rear.
00:51:28You just have to make sure.
00:51:29I recommend you go buy someone who knows how to install it properly.
00:51:32And even the new cars I've seen coming with built-in dash cams.
00:51:36There's some of the Toyotas and stuff.
00:51:38So we encourage that as an investment as well.
00:51:42All right.
00:51:43We're going to take a short break and we'll be back with your calls.
00:51:45Stay with us.

00:54:00I'm a trauma surgeon.
00:54:01And I want to reconstruct what happens to the human body in less than two tenths of a day.
00:54:06When hit by a car braking from 70 km per hour, over a braking distance 50 metres,
00:54:12even in a car equipped with ABS.
00:54:13The first impact will occur around 46 k's.
00:54:18The bumper hits the knee joint.
00:54:19Tearing flesh and ligaments.
00:54:20The full weight of the skull.
00:54:21The skull.
00:54:23The full weight of the skull smashes through the windscreen.
00:54:24The neck snaps.
00:54:37The skull shatters.
00:54:38with ABS. The first impact will occur around 46 k's. The bumper hits the knee joint, tearing
00:54:45flesh and ligaments. The full weight of the skull smashes through the windscreen. The
00:54:50neck snaps, the skull shatters, and the pedestrian's brain is turned into pulp. In little more than
00:54:56a second, the pedestrian's body will hit the road with a 70% chance of being dead. And
00:55:02had you been braking from 60 k's, not 70, there's a good chance you could have stopped
00:55:07in time. And the pedestrian would have suffered nothing worse than a severe fraud. Think about
00:55:14it. Think about it, Mark. Sit in there a little bit graphic there and we apologize. It's right
00:55:20in your face, but this is what other countries do when they need to send a message to errant
00:55:27motorists. Wake up, Mark. That's why we're begging people, wake up to the consequences. Even you
00:55:33as a pedestrian stepping out into traffic. Think about cars cannot stop on a dime. Suppose
00:55:40the driver is watching their phone. You know, I didn't even realize you stepped into the traffic.
00:55:46I always beg, you know, we're going to do school visits and stuff. You know, we always emphasize
00:55:50to the kids, even if you're on the crosswalk, do not step into that crosswalk until you see
00:55:56that traffic stop. Right? Right away, it's something that is given. It's not something you take. You
00:56:02will take your life. And I always tell people, make sure you have eye contact with that driver
00:56:07where you have positive indication. He's seen you and he's stopping that vehicle. Critical.
00:56:12Yeah. Well, it's certainly critical. And, you know, I know we would like to do some crunching
00:56:18of the numbers that you brought with you today. And, you know, I'll let you take it away.
00:56:24Yeah, sure. So, as we mentioned, one of our key strategic pillars is road safety. Well, public safety
00:56:30and then, of course, road safety falls under that. So, even though we've had a 7% decrease
00:56:35in road traffic accidents, fatal road traffic accidents, we've actually had a 2% increase
00:56:39in road traffic deaths. So, what it means is that arising out of those incidents,
00:56:44we actually had more deaths. And notice I mentioned the increase in passenger fatals.
00:56:49Yeah. So, again, seatbelt use, sometimes, like I said, speed, some of the most common contributing factors.
00:56:57And you'll see later on in the slide where I talk about the most ticketed offences.
00:57:01You'll see why it's so disappointing. Go on, Jackie. Right. So, for the month, look at where
00:57:07usually people come and say, you know, I love how people will come and tell me
00:57:12what is the most deadliest. They say, oh, carnival time is when all the accidents happen.
00:57:16Yeah. No, look at that. February. February 2025. 7th. March 8th. Let's jump to May 16th.
00:57:25Yeah. Right. You remember, I always say once rainy season kicks in, we always have that increase in road traffic.
00:57:31That's for some reason. But then we had this weird anomaly where in August, 16 people, again,
00:57:38will kill Lord and then just going towards, like I said, September. So, we are in the last quarter of the year.
00:57:44Yeah. And we are really hoping. And as you know, we're going straight into not just Christmas.
00:57:50Well, Christmas and band launches into carnival. Yeah. You know, so we have some strategies that we're going to be deploying soon
00:57:57and some technology to help us deal with it. Thanks, Jackie. Also, time of day, you know, you'll see that persons,
00:58:04a lot of persons say, well, you know, it's weekends, well, it's true. Right.
00:58:07But 61% fatal road traffic accidents. Saturday to Monday. Saturday, Sunday to Monday. Monday all of a sudden becoming a hot spot day.
00:58:17Yeah. Because we had a caller that called yesterday asking about statistics related to road traffic accidents and fatalities.
00:58:23Yeah. And the times of, he claimed, you know, on the weekends. And yeah, you're right.
00:58:29Saturday and Sunday and even now traversing into Monday. Interesting.
00:58:34Interesting trend. I have to say. Yeah. And what I remind persons is that, so when, you know, I just was mentioning
00:58:43that when young people are together, and this is what the data and the research shows,
00:58:47when young people are together in a vehicle, crash risk increases, sometimes as much as 30%.
00:58:55Again, this is why, like I said, you want to graduate, drive, you know, a bit with new drivers, you know.
00:58:59Right. So for this year, you'll see an 86% increase in passenger deaths.
00:59:04So passengers, when you're in vehicles, please remember, buckle up.
00:59:08Please remember, have a conversation with your driver if they're driving you unsafe.
00:59:11Let them know you're not comfortable. All right. You're not. Pedacyclists, like I said, one and two.
00:59:16So that'll be a whole 100% increase. But like I said, so total, we have a 1% increase.
00:59:21What it means, we could pull it back. You know, we still have the ability to pull it back towards you in the air.
00:59:26It's definitely some of the strategies we're going to use. Thanks, Jackie.
00:59:29We also have, for example, some new speed equipment that we deployed.
00:59:34I don't talk about it too much because, you know, we have some things to put into place.
00:59:38But once that is rolled out, the country is going to get a wake up call because this will be a speed dragnet across the entire country.
00:59:48You're talking about just highways, Mark. Main roads.
00:59:51So if you're driving on a main road 50 and you're just doing 60 kilometers an hour, you're going to get a speeding ticket.
00:59:57Because it'll be, what we're seeing on the roads requires, like I said, the heavy arm of enforcement.
01:00:02So we'll have no choice.
01:00:04Yeah.
01:00:05A lot of people would have rejoiced when they said that they were going to eliminate a number of the things as it relates to the main points.
01:00:12Main points, yeah.
01:00:13And then we, after that now we are seeing this, I guess, this errant disregard while on the road in a matter speaking.
01:00:22And you have to wonder if that would have kept them in check in some way.
01:00:28Well, I just want to mention a couple of things.
01:00:31One, I want to remind persons, there are still people calling and asking us in the Highway Patrol if they still have to pay the tickets.
01:00:40The demerit points has nothing to do with the fixed penalty notices issued.
01:00:45It has nothing to do with it.
01:00:47You're getting your ticket like normal, right?
01:00:50And you have to pay it.
01:00:51If you do pay it in 30 days, it's going to escalate by 25% over a period of 14 days.
01:00:57And then increase again afterwards, right, by 50%.
01:01:00So you can still have fine escalations and then sanctions on that non-payment of that fixed penalty notice.
01:01:06So please, we're asking everybody, just do the right thing.
01:01:10You know, it's not just about paying tickets.
01:01:12I don't know how much tickets you get and if you can pay.
01:01:14No.
01:01:15Just do get them and do the right thing.
01:01:17Because we're seeing it translate in high-risk behaviors on the roads.
01:01:21Yeah.
01:01:22Thanks for that.
01:01:23And I hope that all our viewers and listeners will heed that advice because it's extremely important.
01:01:30And we just have about two minutes, Sergeant Batson.
01:01:32And we are going into the weekend again.
01:01:34Going into the weekend.
01:01:35And I wish and I pray and I hope that everybody will remain safe.
01:01:38You would have to come here Monday and say, I told you so.
01:01:41No.
01:01:42I'm nervous.
01:01:43Once Friday, I get nervous.
01:01:45I get nervous about people speeding, somebody saying, well, you know, I don't feel to wear the seat belt.
01:01:52Whatever it is.
01:01:53Yeah.
01:01:54Seat belt use, alcohol, speeding, distracted driving.
01:01:58These are big no-no's.
01:02:00People have to remember this is a machine.
01:02:02And when machines are used unsafely, it can cause injury and death.
01:02:07Unfortunately, the spin-off effect is that the user might not be killed, but other people may be killed.
01:02:13And I keep on reminding persons, that image of that family, of that mother and father holding each other, traumatized by that news that they've lost their daughter in a road traffic crash.
01:02:27That is what we're fighting to prevent.
01:02:29And we can't do it on our own.
01:02:30How much tickets do you want us to ride, Mark?
01:02:32You want the police at every junction?
01:02:35At every traffic light?
01:02:37Come on.
01:02:38No, man.
01:02:39We passed that.
01:02:40We were one of the countries in the world that had a 50% reduction in road traffic deaths.
01:02:45And that means we have to now reinstill persons and reinforce those behaviors.
01:02:51But more importantly, remind persons that there will be consequences under law, whether it be through a ticket or prosecution.
01:02:59But we'll try our best.
01:03:00Well, we're hopeful that everybody will fuck up.
01:03:03And heed the message.
01:03:04Yeah, you have to heed the message because if you don't, I guess, you know,
