04:37And we also have another guest, Flight Lieutenant Otley from the Trinidad and Tobago Defense Force.
04:43Gentlemen, welcome.
04:46Thank you, it's a pleasure being here.
04:48Good evening Trinidad and Tobago.
04:50Acting ASP Russell here to represent the Trinidad and Tobago Police Service Force and the Trinidad and Tobago Police Service Social and Welfare Association.
04:59We're here with housing again amongst other things as Mark will take the program.
05:06And we obviously have a special guest, Flight Lieutenant Otley.
05:10I don't want to just say Mr. Otley, I want to give him his full rank and designation.
05:15I know you're here in a particular capacity to kind of just outline that area of housing and availability,
05:21not just to the TTPS but also to other members of the law enforcement agencies.
05:27Correct, so good afternoon Trinidad and Tobago, good afternoon Mark, thank you again.
05:31Yes, we're here talking housing.
05:33And as Mr. Russell and myself, we sit in our committee that banter for housing for the protective service, so definitely yes.
05:40All right, great.
05:42So we will surely be speaking to the gentlemen about this particular subject matter a little bit later.
05:47But we have some breaking news as it relates to another kidnapping in the central area this afternoon around 1.30 in the Enterprise area.
05:57Apparently, the son of a businessman by the name of Mr. Anil Ramprasad, he went to deliver Santa customer in a truck.
06:07And while in the area of Pear Street, apparently, some masked men took him.
06:13And I understand, speaking to police officers, they are on the ground right now conducting searches in central,
06:21with the help, of course, of the anti-kidnapping unit.
06:24And they are hopeful with the use of certain technology and so on that they will be able in the shortest possible time to find Mr. Ramprasad.
06:35And of course, even those that are responsible for this act.
06:39So we are definitely hopeful that that is something that we will be monitoring as the program goes along as well as over the next couple of hours.
06:50I think we just want to take a short break and go to our headlines.
07:39So those are some of the headlines within the past 24 hours.
07:48And it would be remiss of me not to ask Acting ASP Russell.
07:52We have had all this controversy of these court matters being dismissed against his officers.
07:58And today, the Police Complaints Authority would have also sent out a release indicating that they are also initiating an investigation into these two collapsed cases.
08:10And from the position, of course, of the TTP SSWA, we just wanted you to weigh in on this whole situation.
08:19Well, what I would want to say is that the police service remains the police service.
08:27What happened is really not acceptable.
08:30I heard it on the news, and I want to assure the public that this is not how we operate as the TTPS.
08:39What I want to also assure the public that investigations has already commenced with respect to disciplining these officers.
08:52When we look at our strategic pillars, when we look at operational excellence and improving case management,
08:59we as the police service has mandated that a minimum of 80% of these cases where matters are dismissed or discharged in court,
09:10because of non-appearance of the complainant being the police officers, we are no longer playing with these things.
09:17We are investigating them, and we will administer the full brunt of what is available to us under our departmental punishment structure in situations like these.
09:30But another thing I want to highlight as well, when you listen to what was said, the matter has been discharged, not dismissed.
09:38So I want to assure the public that the matters can be relayed, and I would want to say that most likely the matter will be relayed,
09:48because it's in public interest as well.
09:50And we are here daily begging the public to partner with us, and it can be in situations where the public partner with us that we fail to do our part,
10:01regardless if it's our own or others outside of the service.
10:07So whilst we do apologize for our, I want to say, fallen down, with respect to that,
10:14we assure you that all systems and all mechanisms are in place as we speak to rectify that situation.
10:22So eventually we will have communication from our media department stating to the public the direction that that matter is heading in.
10:33Right, and just briefly, the PCA also said that they had made several referrals to the former commissioners of police over the last 13 years
10:41about matters where police officers have not attended court, they have not submitted the information for the state, etc, etc.
10:49And you did say that you are cognizant of those things. Been happening a while?
10:54Yeah, we are cognizant of it, hence the reason we have given this new mandate.
11:00We're at minimum, when we try, we would want to investigate all, especially with serious crimes like that extortion,
11:07especially with firearm-related offenses, ammunition-related offenses, kidnapping, robberies.
11:13I mean, these are serious crimes and traumatic incidents, and we need to give the public that assurance that when you do your part,
11:22and you come and you identify these gentlemen, you identify these suspects by way of ID parade, etc,
11:28you stay the course, you give your statement, you come to court, you give the evidence, the onus is on us to see your matter through.
11:36So we are not taking the situation lightly, and I assure you, Trinidad and Tobago, that we are doing all in our power to rectify that situation.
11:47So look out to hear more from us with respect to that situation.

11:53Just switching gears a bit here, speaking about serious crimes, we had another homicide this afternoon, or just after lunch,
12:01which emanated, I guess, early this morning in the Pinal Rock Road area.
12:08A gentleman by the name of Winston Techie Thomas, 68 years of age, was at his home around 2 o'clock this morning
12:16when three men, apparently Spanish-speaking men, came into his house.
12:21They basically stole a number of items and still bundled Mr. Thomas into the White B15 Sentry, you see, parked along his shoulder there.
12:30Now, information was put out, and calls were made to the police close to noon along the Solomon Hojoy Highway extension
12:39near the Golconda Overpass, where they found that White B15 Nissan motorcar.
12:47Apparently, one of the tires was busted.
12:49The rim was driven on the rim, and unfortunately, Mr. Thomas was found in the backseat of that vehicle,
12:57apparently face covered in a cloth and all bloodied.
13:02Investigators are seeing, based on the initial information, that he might have been beaten, and then later stabbed,
13:10and of course, was left there to die while his attackers escaped on foot.
13:15A really unfortunate experience.
13:19Yes, indeed, but the police service will continue.
13:23I mean, crime is crime worldwide, but we will continue to do our best to not only investigate, but solve these matters.
13:31But in recent times, especially during this week, we would have seen some of our hard work paid off,
13:36because a number of persons were charged for murders, firearm-related offenses, wounding, possession of firearm and ammunition.
13:45I mean, some of it was even placed at the start of the program on the TV.
13:49So we are working.
13:51We want to encourage the public, once you have information, come forward.
13:55We have the 999. We have the 555.
13:58Come forward. Give the information.
13:59We have a lot of anonymous telephone hotlines that you could utilize.
14:04We just need the information.
14:06Let's help save Trinidad together.

17:32Of course, we're joined today by Acting ASP Russell from the Western Division

17:42And gentlemen, we're going to just talk a little bit about this housing development project
17:49in the Sangandi area that, I believe, Acting ASP Russell was here a couple of weeks ago
17:55giving a little bit of insight for housing for not just police officers, of course,
18:00but by extension, people in the law enforcement agencies.
18:03The public.
18:04And the public as well.
18:05Well, I mean, I was here last week.
18:08Last week or week before speaking about the housing project.
18:11And I just want to reiterate it's Baker Chase, Sandy Grandy,
18:161.250 rent to own for members of the protective services,
18:221.5 million for members of the public
18:26who would have to utilize the buy option.
18:30We have progressed further.
18:31We are about to start to clear land.
18:34Full construction is due to start at January.
18:38Infrastructure works and otherwise.
18:40Most of our approvals has already been had.
18:42We only have one more to get.
18:45We rent as it remains 4,600 plus 690 for your HOA fees,
18:50which brings you to a nice total of 5,290.
18:53The average mortgage for a house around 1.25 million
18:56would be around $7,000 to $8,000.
19:00However, with us, you're seeing the savings.
19:02There was no interest fee.
19:04There was no rate increase.

19:59Right, so the Defense Force,
20:01as part of the Joint Protective Housing Committee,
20:04has understood that there's a big need
20:07across the Protective Service,
20:08including the Defense Force, for housing.
20:11I know a lot of our members cry out to us,
20:13indicating they are coming to work,
20:16but their family is not safe, a concern about home.
20:20These sort of things affect
20:22organizational capability and readiness.
20:25A man has to be ready within his mind to do his job,
20:28and he has to know that his family is safe.
20:30So what the Defense Force did,
20:31in partnership with the Joint Protective Services Committee,
20:34is said that we're going to do a nice housing,
20:37caravan fare, and education program
20:40for members of the Protective Services.
20:42We invited all the banks.
20:44We invited the credit unions.
20:46We invited developers.
20:48We invited HDC, LSA.
20:50Those organizations all have a housing solution
20:54that members of the Protective Services
20:56and the Defense Force can access.
20:58You know, sometimes, ESP Russell,
21:01we like to count on HDC.
21:03We're hoping HDC could suffice all our needs,
21:06and it's a lovely and a great idea
21:08what the Police Welfare Association has done
21:12in getting this opportunity to now provide homes
21:15so this community is safe.
21:17It's the same thing that we want to do for all our members.
21:20The Defense Force don't just want to be on self.
21:23We like to make sure that our brothers and sisters
21:25in the Protective Services are well taken care of
21:28so that we, as a national security apparatus,
21:31when we go to do our jobs,
21:33we are quite effective knowing that
21:35we don't have to worry about our families.
21:37We don't have to worry about safety at home.
21:39And in such regard, this initiative,
21:42and we have had great response.
21:44I know ESP Russell was there,
21:47and I'm sure some of our members already
21:49take some notes already, right?
21:51So definitely, the banking and the credit unions
21:54are there to provide the funding
21:56if they need the additional support.
21:58And the developers are willing to make particular exceptions.
22:03I've heard one developer say,
22:05listen, we're trying to go under a million
22:07for the Protective Services for our house,
22:09our three-bedroom house, which is a great initiative.
22:12We barely get that.
22:14And those are the kind of things.
22:16So we're saying, listen, we're coming in numbers.
22:18The Defense Force, the police,
22:20one membership alone is over 10,000 people.
22:23And these developers and the banks,
22:25I think, are willing to grab at it.
22:27We just want to provide the opportunity for that to happen.
22:29And that's what this housing, caravan,
22:31and education workshop is about.
22:33This happens to be the same development
22:36we're talking about here?
22:38Well, his development is part of it,
22:40but we have expanded it beyond his development.
22:42It's a holistic approach.
22:44How many units in total are we now looking at?
22:47Well, the development is one aspect.
22:49So now that you have other developers...
22:51Other areas?
22:53No, not areas, developers.
22:55So you have other developers.
22:57You have Cress, you have...
22:59DG Homes.
23:01All of them providing basic opportunities
23:03for you all to also have opportunity.
23:05We know the SV and them on this initiative
23:08can't provide for the whole of the security apparatus.
23:11So we had to get support in
23:13and let them know the benefit of coming to the military
23:15and the protective services to get opportunities.
23:18Especially in this East area, yeah?
23:20Yeah, definitely in the East area.
23:22And what was nice is that
23:24all of the financial institutions were there today
23:29and they will be there tomorrow.
23:31The caravan.
23:33So it's what you call a one-stop shop.
23:35What does the caravan mean?
23:37The caravan, well, he will give you the dates
23:39and the locations of the caravan.

23:43So the caravan is being held...
23:45Right now we're looking at three locations in Trinidad
23:47and one in Tobago.
23:49So we're dealing with the western side.
23:51So we started today at the Defense Force headquarters.
23:53The caravan starts from 10 a.m. to 1 p.m.
23:56I'm sure they went beyond that.
23:58I'm sure because people started to flow in afterwards.
24:01And it takes place on Thursday, Friday.
24:03So the 21st, 22nd.
24:05The 21st was today, the 22nd is tomorrow.
24:07Then we move to Piaco to deal with the east side.
24:10We go to the air guard base or the cross-air station.
24:13And we go there on the 25th and the 26th of November.
24:17And then we head down to Southland, my hometown.
24:20I love Southland, right?
24:22Southland, too.
24:24So we had a nice breeze landing down south.
24:26So we head down to Southland to offer the same opportunity
24:28to the guys in the south
24:30at the Defense Force Military Academy in Corinth,
24:33where the UTT was.
24:35And then the 5th and 6th of December,
24:37we head to Tobago lands.
24:39We make sure our Tobago colleagues
24:41also get opportunities in Tobago.
24:43Even if they had to be in Trinidad,
24:45they have some opportunities in Trinidad for them as well.
24:47So those are the days, and the timing is from 10 to 1
24:50every day out there.

28:07Welcome back to Beyond the Tape.
28:09I'm your host, Marc Bessant, of course,
28:11joined today by Acting ESP Russell from the Western Division.
28:14And we did have before Flight Lieutenant Utley
28:18from the Trinidad and Tobago Defense Force.
28:21So we want to go to a video this morning.
28:25Apparently, the Hunter, Search, and Rescue Team
28:29alerted us to the find of Undercaptain Valence Rambarat
28:35of a body that they were requested information.
28:39The police actually had requested their assistance overnight
28:43after somebody had reported spotting a body late yesterday evening
28:47along the Karene River.
28:49And they were up very early this morning, of course,
28:53on the Karene River in the back of Bamboo No. 1 there.
28:56But a mile down the river, they were able to actually,
29:01they spotted a body that we understand that was a female body.
29:07And it was lying face down in waters in an arid mangrove there.
29:12Captain Valence Rambarat and his team there, of course,
29:16with the assistance of a generous boatman,
29:20went to the area and, of course, they later came back
29:23with police officers to confirm.
29:26And, of course, they wouldn't, you just had to locate
29:29and then the police would come and handle everything.
29:32Let's hear what Captain Valence Rambarat had to say.
29:35Hi, the police called Hunter, Search, and Rescue Team
29:38for assistance in trying to locate a body
29:41either in the Sawa River or on the Karene River.
29:46We commenced an operation at about 5.45 a.m. this morning.
29:50And just within the last five minutes,
29:55we were able to locate what appears to be
29:58a very decomposed body in the Karene River.
30:02We are in contact with the police and we are waiting
30:07for the word on what should happen from here onwards.
30:12It's difficult to determine whether it's a male or female.
30:15As I said, it's very decomposed.
30:18And we didn't get too close to it.
30:23So we will update you all as the day goes along.
30:31So, yes, so he did certainly update us a little later
30:35in the day where they were able to confirm
30:37it was actually a female body.
30:39And, of course, just about two days ago,
30:42Hoover Man was apparently swept away,
30:46maybe swept away pending a postmortem
30:49was found in the Karene River as well.
30:51And, you know, it's unfortunate.
30:54I don't know if they are related in some way.
30:56We don't know if they are connected, rather.
30:58Maybe because that gentleman was an oyster guy, you know,
31:01and searching for oysters on the river bank and so on.
31:04And, of course, with the heavy rainfall,
31:06the likelihood is going to be swept into the waters.
31:09But we'll have to wait, of course, on the autopsies.
31:11Yeah, we'll have to wait on the results of the autopsies
31:13before we can determine.
31:15But, you know, let me just take this opportunity to just,
31:18you know, we head into Utah this Christmas season
31:22and we want to encourage persons to be careful.
31:25A lot of our divisions, including the Western Division,
31:27has launched their Christmas operation plan
31:30as we try to make persons safe.
31:33You know, persons will have money on them.
31:36We want to discourage a lot of sums of money.
31:39Try to utilize your cashless resources.
31:43We want to commend even the Forest Police Station.
31:46They would have launched their operation,
31:48U-Tide, overwatch this week here.
31:52And, you know, we want to really not only partner with the public,
31:56but the public must feel comfortable
31:59that the TTPS is working side by side with them.
32:03Whilst you are doing your daily dues,
32:05we are there looking out for you,
32:07looking at the shopping areas, the malls, the car parks,
32:10because we understand Christmas, the carnival season,
32:13is a very critical time for the TTPS.
32:15It's one of the hardest working times for the TTPS
32:19because we run straight out of Christmas into carnival.
32:22There's more persons on the road.
32:24People are handling more cash.
32:26There are more persons.
32:28We want to encourage the drivers who choose to drink.
32:31We want to encourage having a designated driver.
32:34We want to encourage parking safely.
32:37We want to encourage moving in groups.
32:39We want to encourage just being aware of your surroundings.
32:42Be aware, you know, you're walking.
32:45Put away the cell phone for a minute
32:47until you feel comfortable in a position.
32:49Please try your best to make yourself a hard target.
32:52Be careful of the jewellery, you know.
32:55And it's interesting you raised those points
32:58because not just in the Western Division,
33:01but of course all divisions of Trinidad and Tobago,
33:04the police officers are doing what they need to do
33:07as we get into the yuletide season
33:09and everybody will have their different names of operations, right?
33:12And why I raised that is to say this.
33:14Just today, a lady apparently went to a financial institution.
33:20She left the financial institution
33:23with a sum of T.T. as well as U.S. currency.
33:27She drove to her Valsane home
33:31and apparently she was followed there by some robbers.
33:38And they were approaching her car on foot
33:42when they came out of another vehicle
33:44and she ran out of the vehicle screaming, I understand.
33:47And they went into the vehicle.
33:49They took her handbag, which we understand
33:52contained a quantity of T.T. and U.S. cash.
33:55So it would have been obvious that
33:58she would have gone to a financial institution.
34:01They would have been monitoring her movements.
34:04And let me tell you that those movements,
34:07and officer you can agree with me on that,
34:09it's obviously people who might know your movements
34:14and saving up that information to their friends.
34:18Or they are observing you for a period of time.
34:21And I would have done a story many months ago
34:24about how a particular gang has been operating.
34:27And targeting especially why they target
34:30the branches near the highways,
34:33Trinity, Valsane and so on.
34:36Because there are so many routes you can get out and leave.
34:40And I know you would want to obviously echo those sentiments,
34:44not just for the Western Division,
34:46but across, we are asking, we are pleading with you girls
34:49to be more vigilant.
34:51And as you said, moving groups, if you're going to hand in
34:54copious amounts of cash to pay out your employees,
34:57get the necessary assistance, whether it be a security firm
35:01or even some assistance from the police
35:03to let them know you're going to make a deposit.
35:05But what we would even encourage is that
35:08you're driving and you have the opinion somebody's fallen.
35:10You drive into the police station.
35:12Come in and have a conversation.
35:15Tell us, listen, there's a white vehicle, registration number.
35:18Whatever information you could give us,
35:20you remain at the station.
35:22We will go and look for the vehicle.

39:18we want to show you some of this footage
39:20and walk you through it in the Maloney area.

40:51program to see what's new. I would encourage you to discourage your
40:58members, your affiliates, your friends, your miscreants, all of your accomplices
41:04from engaging in this type of behavior. When you look at what is going on, we
41:08are out there, we are present, we have received new vehicles, we are increasing
41:14our presence, we are training persons, we are using more intelligence work, we are
41:18using more technology, we will catch you. When you look at the situation that
41:25happened with the Blue Waters gentlemen, they were also caught. Exchange of gunfire
41:3099% of the times the criminal element is on the losing side. We want to discourage
41:36that behavior because we will catch you. Surely. I think we have a call on the line.

44:39All right. So, I have noted his information. What I can say about the TTPS, we are aware of instances like these from time to time, especially in the St. James area that has a proliferation of bars.
44:51We do a lot of bar exercises where we go, we monitor, we check your licenses to ensure that your bar license is valid. And there are some bars that are operating their bars as dance hall in the absence of a dance hall license.
45:06Right now, I have Inspector Basant of the St. James Police Station.
45:10He's treating with some of these bars that need to get these dance hall licenses.
45:17I know for certain that the TTPS, the police service, the academy, have engaged in training officers in using the decibel level monitors.
45:28I know that training took place because we ourselves wanted to have our own unit to monitor instances like this.
45:35We would have had those complaints, again, from residents of the St. James.
45:39And a lot of the times, they would have had agreements with the bar owners.
45:43Some of them do stand firm to their agreements. Some of them would breach their agreement.
45:48A lot of the times, if they call the police 10 times, we go 10 times.
45:52We understand being a public nuisance under the Summary Offenses Act, we want to get certain information.
46:00But a lot of the times when we go, even if an arrest is made or an investigation is started, we need the follow through of the residents.
46:11Because they would be the ones actually giving the information on X night while sleeping.
46:17The noise was so much that my roof started vibrating and I could not have slept.
46:23So we need their assistance as well to bring these matters to fruition.
46:27Because we could objectively do the renewing of the bar or the dance hall license of that particular establishment.
46:34I remember we would have had meetings with some of the bar owners on the avenue as well.
46:41And they themselves came to an agreement.
46:44So we would continue to look at it. It would not be swept under the carpet.
46:48We especially know, when we know Christmas, the carnival is coming, we understand that everybody has a right to enjoyment of their property.
46:56And we want to discourage the bar owners from this type of behavior.
47:02Because it is unfair to the public that you prevent them from sleeping.
47:06And when you finish at 5 o'clock, you go home to your quiet area to sleep.
47:10The same courtesies that you want for yourself, you must be able to give to another person.
47:16We must be able to utilize our emotional intelligence.
47:19And look at the man in the mirror and ask ourselves, if it were me, how would I have felt?
