04:35Well, certainly, within the last 48 hours, we have had some inclement weather,
04:39and of course, our friends in the penal area would have suffered the brunt of flooding,
04:46as you would see on your screens there.
04:48Up to late yesterday evening, you're seeing a car actually being towed here out of floodwaters,
04:53maybe more than two and a half to three feet in depth.
04:59And I understand yesterday afternoon as well,
05:02these floodwaters had not completely receded.
05:06And you had personnel from the Army also assisting residents in this area, of course,
05:15and I know the opposition leader was also there.
05:17This is residents' footage, courtesy of Dexter Phillip from the Trinidad Express,
05:23with their trucks going through the floodwaters, of course, trying to assist people.
05:30I know the Penal Debate Regional Corporation was also in action yesterday
05:36and the day before that with trucks transporting people in and out of areas
05:42that were inundated by floodwaters and had them, you know,
05:46got people seeing a truck there in the background there behind the van.
05:51And it was operating actually like a taxi service,
05:55and there was a video where the guy with the truck was also saying that
06:00they also were providing dinghy services to areas where the waters were pretty high
06:06and people couldn't get to and from their homes.
06:09And so they had dinghies as well as trucks that were providing that transport.
06:16We want to certainly welcome today our normal Thursday officer,

06:32How has your week been?
06:33Not too bad. Thank you, Mark. Pleasant evening to you. Pleasant evening, Chairman Tobago.
06:37Well, my week hasn't been that bad. I mean, I still have some time to go.
06:42We know that some parts of the country, as we just saw, you know,
06:46persons have experienced some challenges.
06:48So we hope that they will be getting some quick relief in the first instance,
06:53and obviously there will be some challenges that they may have to overcome.
06:58So we trust that the support mechanisms, factors, institutions will be there for them in that regard.
07:04You know, hopefully the weather eases up because there's been a pangpoha a little bit today,
07:10I don't know if it also affected areas of South Trinidad as well.
07:17So I know there's supposedly a town meeting happening right as we speak.
07:21Do you want to give us some details about that?
07:23Of course. Well, in keeping with our community engagement in the Northern North Division,
07:30at this point in time, a town meeting is on the way at the La Joqueta Community Center.
07:36And for that reason, we ask all members of the La Joqueta community and environs
07:41to please come forward, participate, give your recommendations, highlight your issues, challenges,
07:47you know, whatever you feel that you could contribute in order to make policing
07:52and the policing of your area possible, successful,
07:56and could go towards making La Joqueta a much safer community.
08:00Okay, wonderful. So we're hopeful that people go out there and they express their opinions,
08:06give suggestions or ideas to the officers how to make their community a much safer place
08:13for themselves as well as their families.
08:16So we want to just quickly go to our headlines and then we'll come back.
08:26So those are some of the headlines within the last 24 hours.
08:51And I just wanted to ask you, there was an incident in a club a couple of years ago
08:55involving three Venezuelan women who were apparently kidnapped near the Cocorate Road
09:01and Dreamfeeler Street near the Rodney supermarket.
09:05Any update? Because I know that the persons would have contacted one of the persons
09:09that witnessed the alleged crime, kidnapping, and they've said that, not to say anything,
09:13but they are asking for some of money to be paid back to them before these women are released.
09:19Yeah, well, what I can say is that at present there is an active investigation that is ongoing.
09:24It has reached a sensitive stage and for that reason I won't be able to disclose much,
09:28but we feel encouraged that we are in a strong position where that is concerned.
09:33So they've not been recovered or released as yet?
09:36No, we can say straight out that the persons are still not in our possession,
09:41still haven't been released, and as I said before, we are working towards that,
09:47but it's at an extremely sensitive stage at this point in time.
09:50All right. We also, we don't have the video, but I had sent it to the producer,
09:55but it was a little bit too late, but there was an incident a couple of hours ago
09:59in the central area involving a stolen car, and apparently the bandits stole the vehicle
10:06in the Point Lisa area, and apparently they crashed into a trailer near the Point Lisa area.
10:13I don't know in terms of details if they escaped or if they were later held by the police,
10:18but certainly, you know, the prevalence of vehicles being stolen around this time
10:23is something we have to look at because I remember somebody sent me a message
10:28that there was actually at Movietongue yesterday, somebody was held up at gunpoint
10:35where they took their vehicle at Movietongue in the car park,
10:39and I know that around this time those things kind of tend to pick up speed.
10:45We are in the Christmas season, and for that reason, you know,
10:50things are going to become increasingly challenging, if I should use that word.
10:56We need to ensure that we are situationally aware.
11:01We need to ensure that we understand the environments that we are going into.
11:05We need to further add to the focus on securing our property, so it is of paramount importance.
11:11There is always the unguarded moment, Mark, and we will always have incidents.
11:16Our job is to mitigate. It's the limited.
11:21Lastly, motor vehicle in itself is a challenge for us.
11:26We are asking persons if they can add to some mechanism of security, be it technological or otherwise.
11:32We have seen in recent times where persons have discarded the physical security approach
11:38and they have added the technology to it and discarded the physical part.
11:41I'm saying the physical to mean the hardcore locking of the transmission area,
11:46the gear lever, locking of the steering wheel, and all these things are what we would call obstacles
11:54in the way of someone who may want to steal your vehicle.
11:57We have seen where persons have installed GPS in their vehicles.
12:02They have installed other technological devices,
12:06and they have been overridden by persons who are just as technologically equipped.
12:12We are saying, yes, you can go ahead and do that,
12:15but add the additional layer of the physical hardcore aspect of the physical locks for your gear lever
12:24and the physical locks for your steering wheel, so it can pose an additional obstacle for our would-be offender.
12:30Yes, and why not?
12:33So don't just replace it, you can add layers.
12:37Yes, most definitely.
12:40As we speak about unguarded moments, we want to take a look at a video of a double murder that occurred last night in the Degomartin area.
12:48Unfortunately, two young men lost their lives.
12:53What I understand is that around 6.30 this occurred on Hillair Street off Degomartin Main Road.
12:58There was a group of men lining up at a mini-mart on that street,
13:03when a vehicular wing road pulled up and three men armed with firearms alighted and opened fire.
13:09Three men were shot.
13:12Two that were killed were Anthony Ellegore and Calvin Levine, both from Degomartin,
13:19and a third man was rushed to the hospital.
13:22I think this is Mr. Levine here, and the other is Mr. Ellegore.
13:27Both died at the St. James Medical Complex, while the third was treated and is warded.
13:34Now, following that incident, the wing road, the suspects left, and the police responded pretty quickly.
13:42They were able to find that vehicle at Boiler Trace, Cameron Hill, Pyramid.
13:49The Western Division officers, we want to commend you guys, the Gang Intelligence Unit, and others that I might have forgotten,
13:58they would have launched an exercise between the Task Force CID between 7 p.m. and 1.30 a.m. this morning.
14:07In so doing, they were able to arrest three suspects allegedly involved in that shooting and that double murder that took place hours before.
14:15One was held in the Coveen Road area, and the other two were held in the Upper Rich Plain area in Degomartin.
14:23One of the two suspects in the Upper Rich Plain Degomartin area was held with a 6-0 pistol and 9mm ammunition.
14:32Again, we want to commend the officers.
14:34These are in fact the suspects that were held in reference to that earlier murder.
14:40Unfortunately, our murder rate has now gone to 547, nearing to 550.
14:46It's not something we want to talk about every day.
14:49Comparatively, for the same time last year, it was about 502, 503.
14:55Gun violence again. We spoke about this yesterday, the day before that, seeing this proliferation of gun violence on the streets.
15:03Yes, definitely. We have always stated that the firearm is the weapon of choice.
15:09For that reason, we are seeing more and more heavy firearms, which obviously poses a further danger as opposed to a pistol and what a revolver could do.
15:22We will always be asking for the information. We will always be asking for that level of support from members of the community.
15:28Because we are seeing, Mark, that there are persons who are sitting right now having information as to exactly where persons have their firearms secured.
15:38They can simply call and allow us to do our job.
15:44The only time we recognize the significance of that, unfortunately, is when it affects someone who we are close to, be it family, friend or neighbor.
15:53And then we ask ourselves why we did not do it in the first place.
15:57Please, provide us with the information so that we can do our job and rid the streets of firearms.

18:59We just want to remind you of the numbers to call.

19:10Now, there's been a topical issue over the last few months, of course.
19:14And, you know, we've been talking a lot and there's been a lot of conversation in public domain about extortion.
19:22And I just wanted to bring to the attention of our viewers.
19:25There was an article in the Trinidad Express today where apparently a 65-year-old pensioner got a text message from someone yesterday morning demanding the sum of $5,000.
19:41Excuse me.
19:43Now, mind you, the victim was afraid for his life and so on.
19:47And by midday yesterday, he went and he paid that $5,000.
19:53Shortly thereafter, a report was made to the Tuna Police Station and, of course, the extortion unit or the anti-extortion task force.
20:06The express extortion unit.
20:08So we probably have to get that corrected.
20:10And following which, of course, you know, they have launched an investigation into this latest extortion by someone.
20:19And we know that there is this new unit now set up to assist people.
20:26And, of course, we want to inform, we want to educate you guys about what this unit does.
20:32And, of course, going forward, we want to ensure that you all understand that this unit is there for a purpose to assist you guys, business people, normal civilians, et cetera, yes?
20:44Of course.
20:45So it's the anti-extortion task force.
20:49And they have been formed to specifically deal with the crime type of demanding money by menace.
20:55They have had some success since their inception, which is not too long ago.
21:02But what we would want to tell persons, most of business persons, is in the first instance to report incidents of demanding money by menace.
21:13It is one of the crimes that we believe is heavily underreported for the simple reason of persons, in the first instance, wanting to comply and, secondly, having a level of fear.
21:26It would not serve you any good purpose if you pay those persons, because it's going to become now a cycle where there's an expectation, based on your first commitment, that you are going to continue to pay them.
21:43So the first advice that we would give is not to submit to the demands of persons who are trying to extort you.
21:51We would want you also to cooperate with our investigators.
21:55Now, our investigators have been specifically chosen.
22:00This team is headed by ACP Smith.
22:03So we have a capable staff that is being led by an executive member of the Toronto Police Service.
22:09And we are confident that we will be able to bring this crime type to a manageable level and, if we could say, eradicate it totally.
22:20Now, we need the support of persons.
22:22And I know there are individuals who would be sitting at home and they would be saying, well, you know, it's easier said than done.
22:29And you are absolutely correct.
22:31It is easier said than done, because who feels it knows.
22:35When someone is in that position, you know, there are so many factors, so many things that they would want to consider before picking up that phone and saying, hey, let us communicate to the police.
22:47But we have different means by which we could get to the anti-extortion task force.
22:53You can go to the police station within the area that you have been affected.
22:58The police there can transfer that case to the task force.
23:04Also, there is a number, 797-3150, 797-3150 mark.
23:11And that number is for persons who would want to reach the team directly.
23:15For whatever reason, if you feel to go beyond the station district, you can reach the team directly, 797-3150.
23:23But it is important that you report this particular crime type.
23:26Yes, and there has only been, I think, 28 reports for the year.
23:29But we are hoping that by the end of this video and this feature that you are about to see about the anti-extortion task force, you will be more convinced that you should go to them.

24:51We know that you have spoken about the reluctance of many people to come forward and report when they have been harassed and asked for money and so on.
25:05I just want you to convince them, in a greater measure, after seeing that video as well, that they should come to this unit.
25:12Okay. Well, we will put it this way.
25:15There are persons who have complied with the extortionists, and they have paid monies, and they continue to pay money.
25:24And it even reached a point where, when they felt enough was enough, they were harmed, persons who they knew were harmed, and it didn't end well.
25:33So, we are saying all that to say this.
25:39In the absence of you reporting it, you are putting yourself in greater harm, as opposed to if you have reported the incident.
25:48Because, in one instance, the authorities don't know what you are experiencing.
25:52In the other instance, we know exactly what you are experiencing, and along the way, we will be providing the necessary support, tips, advice, in order for you to make yourself a harder target.
26:05That is in alignment with building an investigation to put persons where they belong.
26:13So, we are urging members of the public, please do not just sit back and accept that type of behavior.
26:22These are persons who are forming themselves in gangs, who are not already in gangs,
26:27and they are trying to prey on persons who they believe can afford to pay them this type of money.
26:35So, it is of paramount importance, Mark, that we get that level of support.
26:39We are hopeful that the public out there will be listening, and of course, the business personnel who might feel intimidated to go out there and make a report.

30:30You either peel or you ignore them.
30:33You can't neglect them because you can't always get money.
30:35You can't always get life.
30:37It's a very difficult thing.
30:39What they have to do now, we live in a modern time.
30:41You have to mark, you have to put some kind of census.
30:44You must have a certain amount of money for them, fellas, and them.
30:47When they're really sticking up, you feel money is good, and you follow them as much as you can.
30:54Now, the woman who was shot, coming from the airport, you know I'm worried about that woman.
31:00I believe she's in more danger now, and she needs police protection 24-7.
31:06She's life is in danger.
31:08Thanks a lot, sir.

31:13So, he mentioned two things.

31:16He said that, you know, if you have a loved one who is kidnapped, and they ask for money,
31:24sometimes, based on the circumstances, or in most instances, someone may want to pay the money
31:30because they are fearful as to the life of their loved one.
31:34And if they don't pay, then the loved one could be harmed.
31:39The reality is, caller, that there are instances, and a lot, where persons are paid and loved ones have been harmed.
31:49So, the reality is, there's really no guarantee.
31:54What has been proven to be accepted internationally is that you work alongside law enforcement.
32:01There are persons who have been trained locally and internationally in terms of treating with this particular crime type
32:09in order to have the person who is kidnapped released back into the custody of their loved ones safely.
32:18And that is really the key part of things.
32:21In the first instance, to protect the life of the person who is kidnapped,
32:25and following that, to bring persons who are responsible to justice.
32:29In terms of setting aside money in order to take a particular type of justice,
32:33as a responsible law enforcement organization, definitely, caller, we would not condone that.
32:40You also mentioned that the woman police, that her life at this point in time is in more danger.
32:48I really don't know from what perspective or based on what context you have made that statement.
32:56However, what I can tell you is that at this point in time, we have not left our colleague on her own.
33:04She is very much still in our care.
33:07And we will continue to secure her as long as is necessary to ensure her safety and security.
33:15You speak about that.
33:17Somebody told me today that apparently the suspects in that particular matter,
33:22they had attempted to steal another vehicle prior to that.
33:27And they were unsuccessful.
33:29As a consequence of which, they decided to follow this vehicle.
33:33And of course, they attempt to actually take the vehicle.
33:38And I understand the gun might have gone off automatic.
33:41You know, with the automatic clips now, with the selector.
33:45And sprayed shots and injured Ms. Mahabir.
33:49But thankfully, she is recovering.
33:51And we are hopeful for the best.
33:52As you say, she is surrounded by loved ones.

33:56And of course, her colleagues are also supporting her.

34:55and ensuring that our prisons are well manned.
34:58As far as the open opinion is concerned, I know Mark might be willing to volunteer.
35:03I would simply say this, to be honest.
35:05You know, every country, the culture and the society is different.

35:12And by extension, what might work for that country might not work for your country.
35:16Absolutely.
35:17And vice versa.
35:18So, it might be something, I guess, the legislators and the others, the politicians can look at.
35:24If they think it's something that is viable.
35:26But certainly, I think it's the culture in our society we have to really analyze.
35:31And you have to go to people and get that feedback from them.

35:35You know, and meet, have a community discussion and see what they think about it.
35:40And if it will save taxpayers money.

38:17then the next step is to hand over that person to the police.
38:20And from then on, that person will be brought before the court in order that justice is more or less served.
38:29When we take matters into our own hands, more or less, that is contrary to what our laws dictate.
38:35And we know that persons may feel some sense of vindication based on whatever the person may have done.
38:43Or that they are doing what they are doing for a noble cause.
38:46There are persons in the community who may support it.
38:49The individual in question who is receiving the discipline as you placed it, of himself may accept it.
38:57But the reality is it is contrary to law.
39:00And on that note, if that person, whoever he may be, is of the view, and I shouldn't say is of the view,
39:09he is entitled at this point in time to go to any police station and report the incident.
39:15It may sound a bit controversial, Mark. There are persons who may disagree.
39:19But from a strict law enforcement perspective, that is the order that things are supposed to unfold. Yes?

42:21ASP, just two things. First of all, let me say I am one of the citizens that will complement the TTPS for the efforts they are making, right?
42:30And I like the idea of this AET.
42:33However, the reality in this country is that the support coming from its citizens is actually as a result of the undoing of the TTPS officers.
42:46Some of who are giving the service are very badly where they operate, right?
42:51So even though I commend and I endorse the citizenry helping you all, it is going to remain harder for you all if your officers are undermining that.
43:04The second thing, and I'll just preface it by a question, what is the purpose of having unmarked vehicles in the police service?
43:19You want me to respond now, caller, or when you come up there?
43:22Yeah, yeah, because I'll follow up with you.
43:24Okay, good. Well, the purpose of unmarked vehicles, number one, is to operate overtly at times, capture the element of surprise.
43:34Sometimes there are investigations that are being conducted where witnesses may feel much more comfortable in traveling in a vehicle that is not marked police.
43:45And for that reason, their safety and security might be preserved.
43:49That is what I expected you to say. However, I have to raise the question, why are we seeing so many unmarked vehicles on the highway displaying the blue lights, making it very obvious that they are police vehicles,
44:06which, if after a while they get accustomed to the numbers on the vehicle, you know is a police car.
44:14And therefore, all that you have said about the essence of surprise, et cetera, goes through the window. That's it. Have a good evening.
44:21Yeah, thank you very much. And I understand exactly what he's saying.
44:25And there are some vehicles that we would deem them burnt out, and burnt out because the average member of the public knew this vehicle to be a police vehicle.
44:34It doesn't take away from the comfort levels of victims at times, or witnesses, in order to feel much more, or be much more cooperative if we are using vehicles that are not really marked.
44:49So that is one end. The first point that he made regarding our very own contributing to a diminished image of the organization, and he's on point where that is concerned.
45:04He's absolutely on point. And we have been doing a lot from the introduction of our customer service policy, our community engagement, the training for our officers, and even asking members of the public to provide that level of information, where it is they see some of our officers are going wrong.
45:24All this, Mark, is in our view to get all the officers within the organization to meet that standard that the public of Trinidad and Tobago would be accepting of to say, yes, this is a TTPS that we could truly have that restored level of confidence in.

45:53I want to be very quick, so I hope I get you quickly with it. Two things, Mr. Pitt. I saw that video just now there, and it seems as if those guys who were doing the beating, not as old enough to be that person's father.
46:09And I believe that this is one of the main issues we have, that if they had known that that person, that young man, could have been handed over to his father for his father to do the needful.

46:54And enter into a place of your work, where you work in, and be that vulnerable, regardless of the matter that is at hand and so on.
47:02Because we all know, you could give a person a ticket, and they feel disrespected by that ticket, and next thing you know, they turn on you.

47:16So, I think I will more or less start with the last issue first.
47:24That particular issue is engaging our executive at this point in time, and even our association executive, of which I'm part.
47:36So, for that reason, I will simply say this.
47:39The focus of all persons involved is a common one, and it is that of safety and security for its members.
47:46I think the gray area is where one group, if ever one group, feels that the safety of one compromises the safety of the next.
47:54So, I hope that I captured it there.
47:57And his first point was, if you can assist me.
48:00Is it to do with the unmarked vehicles?
48:02No, the unmarked vehicle was the caller before.
48:05The video of the beating?
48:06Yes, the video of the beating, where he spoke of, you know, if they had handed over that young man to his father.
48:14And, well, we don't know the circumstance, but I understand the caller's point, you know, in that parenting is very critical.
48:22Having fathers play their role is also very, very critical,
48:26and no one could really replace those roles, probably to that level of effect, as parents ought to.
48:35And we constantly refer to it as a matter of breakdown,
48:40and that breakdown occurs, as we would refer to it from a criminology perspective, that informal social control.
48:53And that informal social control, Mark, it goes even deeper than the formal social control, which is the laws and the enforcement of the laws.
49:02That informal social control is where you, as the individual, based on your value system that you have been taught, based on your upbringing, the morals,
49:10you know that something is wrong and you are not going to do it.
49:13It's different to say that, I know it's wrong, I'm going to do it.
49:18But the objective is not to get caught.
49:22See, understand the difference.
49:24So that is why the informal is stronger, because the informal teaches you from the onset that your inner being itself kicks in and says, nah, that is not me.
49:35As opposed to, let me see how I can beat the system.

52:55And we want to quickly go to a shooting incident that occurred yesterday evening in the Towerdale area.
53:03I'm not certain of the identity of the individual, but he was shot and killed.
53:09And you see police officers there taking him in after they responded to the call.
53:15Now, it is alleged that this black vehicle that was filmed by somebody was allegedly, the assailants was in that particular vehicle and would have sped off shortly after the incident, the shooting.
53:35So obviously we want to urge anybody with information about this particular incident to reach out to the Southern Division and of course Homicide and anybody.

53:50Anyone at all with information that can lead to this investigation coming to some successful conclusion, we would ask you to please contact those numbers.
53:59Yeah, most definitely. There's been a couple of incidents in that Towerdale area over a period of time.
54:05I find that a number of people are moving from north and going down there and supposedly migrating to perpetuate crimes in the southern area.
54:17I know you were talking about...
54:18You were saying that that is your information?
54:20Well, no, I'm just from reading in the media over the last...
54:24They talked about migrating, some people going from here and going down there to do crimes.
54:28So whatever I've read in the media and my colleagues.
54:31I know you would have said that there was an incident involving also somebody who was knocked down, we believe, near the Siriam Brothers on the Solomon Hochoi Highway just after Chagonas.
54:44This morning, we're not stating the identity of the individual.
54:48But I know that ESP wants to share a message with you guys referencing the use of the roadways.
54:56Of course, road safety is everybody's business.
55:00We are facing some inclement weather at this point in time.
55:04Rainfall is heavy.
55:05For that reason, it would be a lot more difficult to manage your vehicles on the roadway.
55:12We would ask persons to comply with the speed limit and take all the necessary precautions as far as road safety is concerned to ensure that you go from point A to point B safely.
55:22And even in that process, that you don't contribute to somebody else also falling victim to some road accident or road fatality.
55:30So it's a paramount...
55:31Yeah, and especially in that area, they're still doing construction.
55:35So their lanes are very constricted.
55:38And they ask you to proceed with caution as you're near the highway near Chagonas.
55:43They're doing some lane extensions and so on, which is supposed to be until Christmas.
55:48Yeah, and that is critical because persons are accustomed to travelling at a particular rate of speed along the highway.
55:55But we would ask persons to please be observant because certain that there will be signs in place to ask drivers more or less to slow their speed and exercise a little level of restraint where that is concerned.
56:08Considering that the road is being narrowed in order to facilitate some development.
56:12I think some people, they just believe because the shoulders are now a convenient route.
56:17I still see people speeding down that shoulder where you're supposed to be proceeding with caution because there are people working there.
56:25Of course.
56:26Sometimes there are police officers on the highway there directing traffic.
56:29And you still see people rushing and speeding down that shoulder that is provisional until they fix the lane.
56:36Yeah, yeah.
56:38So, just want to let you know that all those admirers of Mr. Petaude, the man is spoken for.
