03:37Yes, it's Friday, and before we go any further,
03:42Trinidad and Tobago is now in a crucial World Cup qualifier versus Bermuda.
03:46The game started about two or three minutes ago,
03:48so we're going to wish them the best of luck,
03:50and we are hopeful that they will be victorious within the next two hours.
03:55Of course, unfortunately, early this morning,
03:59we had another couple of homicides,
04:02a triple murder in Friendship Village,
04:05just on the outskirts of San Fernando.
04:08We have footage here from Dexter Phillip,
04:10and of course, Suzanne Mohamed from the Express,
04:12who visited the relatives' homes,
04:15a home here, sorry, rather,
04:17at Peterloo Street in Friendship Village,
04:20where gunmen stormed the house sometime around 2.25 this morning,
04:27shot four members of the, well, three,
04:30four members of the Rampasad family, rather,
04:32where a mother and father, as well as their son and his wife,
04:37their daughter-in-law.
04:39And unfortunately, the mother and father died on the scene,
04:42and the son, sorry, the son and the mother died on the scene.
04:48That's Gracelyn Rampasad, and son Randy Rampasad.
04:52The father, Vijay Rampasad, died at hospital,
04:55and his daughter-in-law, Kimberly,
04:59is still fighting for her life at the San Fernando General Hospital.
05:03So, Sydney, you know, that has pushed the murder count to 288 for the year.
05:08Not a good look.
05:10You know, gun violence continues to rare.
05:12It's ugly here in Trinidad and Tobago.
05:15And with us today is a first-timer,
05:18but I am sure he seems very comfortable,
05:20Inspector Darren Batiste from the Special Victims Unit.
05:24Welcome, sir, and it's a pleasure to have you here.
05:26Oh, good afternoon.
05:27Good afternoon to Trinidad and Tobago.
05:29And first, I must say,
05:30it's condolences going out to the relatives of the deceased
05:34in relation to that triple homicide.
05:36We know it's a tragic situation.
05:40We pray that God speed upon that family,
05:43you know, that justice will be served.
05:46It's really unfortunate what happened to them.
05:48But we know that the daughter-in-law
05:50would be experiencing some form of trauma.
05:53Yes.
05:54You know, and we know that within our department,
05:57we have a special victim department
05:58where I'm attached to,
05:59and extension, the police service.
06:02There are many avenues that can reach out.
06:04You know, we have the Victim and Witness Support Unit.
06:06We have our social work unit.
06:08And I know that the Homicide Bureau
06:10are going to do it all in its power,
06:14put their efforts to ensure that
06:16the daughter-in-law gets some form of counseling,
06:19some form of assistance,
06:21in terms of ensuring that,
06:23you know, that that is being done.
06:24Well, I know that is your remit,
06:27or rather units remit,
06:28it stretches beyond that,
06:30because you all will deal with victims
06:32across the board,
06:34whether it be victims of crime,
06:37victims of sexual abuse, et cetera.
06:39And if you can just kind of give us a,
06:42you know, walk us through some of the things
06:44that you all will have to,
06:46services that you have in that particular unit
06:49to assist victims in other areas as well.
06:52Okay, so at this special victim department,
06:55we deal with,
06:56it's a whole circle approach,
06:58because we offer the child protection,
07:00and now it merged with the gender-based violence unit.
07:03And same with gender-based violence,
07:06as we know it's gender-based
07:07in terms of violence against persons.
07:09So what happened is that
07:10we would ensure that,
07:13you know, that the victims of crimes
07:17that involve those type of violence,
07:20that we ensure that,
07:22for sure, that confidence,
07:23you know, that we have the support for them.
07:26Mentioned previously,
07:27we have the victim and witness support unit,
07:29where we work in collaboration
07:30with the social work unit.
07:32And we have external stakeholders
07:34that we partner with,
07:36collaborate with,
07:38to ensure that our victims, right,
07:41that they get that type of sense of awareness,
07:45that sense of safety,
07:46that when they come to us,
07:48that it is confidence,
07:50knowing that the report is taken
07:52with some form of,
07:53pursue with some form of alacrity,
07:55to ensure that the offenders,
07:58you know,
07:59that they are placed before the courts,
08:01to ensure that things happen
08:03according to the law.
08:05They are victims, right?
08:06They are victims,
08:07and at times they are helpless.
08:09And we, at this department,
08:11the Special Victim Department,
08:12ensure that, you know,
08:14we reach out to them
08:15to ensure that that type of assurance
08:18is meted out
08:19through our executive
08:21of the Special Victim Department.
08:22Within recent time,
08:24you know,
08:24we have had
08:25some community projects
08:28in some areas
08:30within communities
08:32that we would have recognized
08:34that, you know,
08:35that sense of awareness
08:36need to take place
08:37within those communities.
08:38And the executive of the department
08:40would have reached out
08:42together with other external stakeholders,
08:44and we also have a project coordinator
08:46at the department
08:47where they would have collaborated together
08:49and go to those communities
08:52to partner with them,
08:54to ensure that, hey,
08:55you know,
08:55what is this
08:56in terms of the violence
08:57taking place,
08:58also to ensure
08:59to meet with the children.
09:01So it's a holistical approach
09:02in terms of what we do
09:04at the department
09:05to ensure that that,
09:07but we're growing,
09:08we're developing,
09:09you know,
09:09there's always growth,
09:10there's always development,
09:11there's always progress
09:12taking place
09:13within the department.
09:14We're always growing
09:15to ensure that the victims
09:16are really safe.
09:18Now, I imagine
09:19for the officers
09:20of this unit,
09:22it's a very heavy area
09:25to deal with
09:25when it comes to crime victims,
09:27and I know it can also weigh
09:29on you and other officers
09:31mentally and emotionally.
09:32How do you all get by that?
09:34Okay, so what I can say
09:36is that within the police service,
09:38our internal policy
09:38is that we have
09:41our social work department
09:43and also the victim
09:44and witness support department
09:45where officers attach
09:48to this unit
09:49where we would generally
09:50engage them,
09:52where they will have
09:52one-on-one conversation
09:53with us,
09:54they will have
09:54a general team-building exercise
09:56where we have stress,
09:58you know, mental stress,
09:59how to deal with stress
10:00on the workplace
10:01in terms of how to,
10:04because we know
10:04that there could be trauma,
10:06vicarious trauma.
10:07Yes.
10:08You know,
10:08so how to treat
10:09with vicarious trauma,
10:10the methods of dealing with it,
10:13you know,
10:14the processes to follow,
10:16because it can become a burden,
10:17and as a result of that,
10:19that has been in place,
10:20and thus far,
10:22I've seen some work in progress
10:24with the officers
10:25going and getting
10:27that type of help,
10:29assistance.
10:30All right.

13:03a lot of people read

13:05or sit on television,
13:07but until it reaches
13:08your doorstep,
13:09you don't realize
13:10how serious it is.
13:11Yeah,
13:12and I fully agree
13:13to what you're saying,
13:15but what I strongly believe
13:17that,
13:18you know,
13:18external stakeholders,
13:21you had a partner
13:22in terms of getting involved
13:24in the community,
13:25as I said previously,
13:27the daughter-in-law
13:28and other relatives
13:30will have to seek
13:31some form of,
13:32you know,
13:33counseling,
13:34psychological,
13:36you know,
13:36it's affecting,
13:37so it's a lot.
13:38It's emotional.
13:40It's a lot of things
13:42that we're playing
13:42in her mind
13:42at this time
13:43in terms of
13:44a sense of instability,
13:47what really took place,
13:48what is really happening
13:49around her.
13:51So, yeah,
13:52so I think that,
13:52you know,
13:53it's social,
13:53the social aspect there too
13:55in terms of the community
13:56with probably
13:57the social work department,
13:59other agencies,
14:01external agencies,
14:02could get involved,
14:03partner with the homicide,
14:05also the police service,
14:07the police station
14:08in that community
14:09and see how best
14:10they can really assist
14:11the relatives
14:12and also extension
14:14in particular
14:15the daughter-in-law.
14:16Yeah,
14:16and what about like,
14:17you know,
14:17persons like,
14:18let's say I lived
14:18next to that incident,
14:20obviously I might not
14:21have been directly affected
14:22but I'm traumatized
14:23because there are
14:24three persons
14:25shot and killed
14:26right next to where I live.
14:28Would the special victims unit
14:29also offer that kind of
14:31counseling or assistance
14:32to those right
14:33in that vicinity as well?
14:35No,
14:35no,
14:35I wouldn't say
14:36that the special victim
14:37department
14:37because our,
14:40we deal with
14:41specifically with the victims
14:43of the crime
14:43who have lived
14:44and so on.
14:44So as I mentioned
14:46previously,
14:47we,
14:48children,
14:49victims
14:49and also
14:50those who are
14:51who are forms
14:52of abuse,
14:53domestic abuse.
14:54Right.
14:54Yeah.

14:59indirectly,
15:00you have social welfare
15:01and all these other...
15:02So however,
15:02the community policing
15:03could probably,

15:10taking place
15:11and seek some form
15:12of something
15:13could take place
15:13through the community
15:14policing department
15:16of that district.

16:52and his executive,
16:53that,
16:54something has been doing,
16:57which is good.
16:58I know that,
16:59you know,
17:01things might be looking good,
17:02for the citizens of Trinidad and Tobago,
17:04but I cannot show,
17:05and I guarantee,
17:05through the executive,
17:06there will be good police service,
17:08that,
17:08things will get better.

21:34I'm your host, Mark Busson, of course, joined today by Inspector Darren Batiste of the Special Victims Unit.
21:39He was remarking to me that he is a big football fan.
21:43Yes, yes, yes.
21:44I'm an Arden football fan.
21:45I played football in my younger years for my college.
21:49Trinidad is one up, and we're looking forward to additional goals, probably four, five.
21:56All right.
21:57We'll see how it goes.
21:58We will obviously keep you all posted.
22:00Let's see.
22:00But down to some more serious business, of course, as it pertains to the Special Victims Unit.
22:07And I know you would like to give us an overview and share some figures and statistics with us.
22:13Yes, yes, I would.
22:14So, we have, from CAPA statistics here, we have under sexual abuse for the period 2024-2025.
22:25Right.
22:26Right.
22:27We have 204-2024, 189 from January to September at present, 189.
22:37If we look back at 2023, we saw that there was 285.
22:41So, looking at it, we have seen a decrease in relation to the number of sexual abuse.
22:48And this speaks with domestic violence.
22:53Assault by beating, we had 2,676 in the year 2023.
22:582024, we had 2,220 with 979.
23:04Breach of protection, 265, followed by 240, followed by 137 at present.
23:11And the list goes on and on and on.
23:13Right.
23:15So, what I could say is that at the Special Victim Department, there may be some challenges, minor challenges.
23:23However, at the department, we are ensuring to deal with these reports and these crimes that come to us.
23:28We engage, as I said previously, our victims.
23:33Right.
23:34So, they would make the report at all other stations, including our department.
23:38And we would ensure to deal with these reports, all of these reports in particular, in relation to ensuring that the victims get justice.
23:50You know, that they seek counseling because it's trauma that they're experiencing.
23:55And abuse comes in all forms.
23:57It has the psychological abuse.
23:58We have the physical.
23:59We have the emotional abuse.
24:01We have social abuse.
24:02And it's trauma that they would be experiencing.
24:06And sometimes we may, a victim might be a bit hesitant, unwilling in coming forward.
24:13It's because what he or she might have experienced over a period of time.
24:16So, as a result, we would engage our stakeholders, internal stakeholders, to assist, to guide, to work with the victim prior to us engaging the victim to get statements, to get probably witnesses, to give us the full history of what would have taken place.
24:37Because we all understand it's just a psychological thing that this person would have been probably encountering over a period of time.
24:44So, it would have been a buildup.
24:46So, it's important, as I said, mentioned previously, that we, at this department, we ensure to engage all our stakeholders, all our stakeholders, internal and also external stakeholders.
25:01What would you say, in your estimation, is perhaps one of the most serious challenges you all face at the Special Victims Unit?
25:11When it comes to that area of crimes, you have just kind of outlined to us.
25:19Well, there are a lot of procedures that we must follow for the entire process to be completed, with reports to lead up for prosecution.
25:29So, there are some challenges, but as I say, it's minor challenges that we, at the department, and the executive, at present, is tweaking, is ensuring that things put in place.
25:41Because, you know, we have SOPs, we have our guidelines, our policies, that are, at present, is in place to ensure that, you know, we grow, we build, to effectively and efficiently ensure that the victims get justice.
25:57And it's all about the victim. It's not about us, but it's all about the victim.
26:01So, we have to ensure that the victims in these crimes, in these crimes, really get justice, and to ensure that these offenders are placed before the court in a timely manner.
26:12So, you need a sense of not just the victims, but more of a public engagement by others to come forward with information to assist you all, apart from the victims.
26:23Because, you know, we had some callers over the last couple of weeks, one quite recently, calling in to explain that they knew somebody who had been sexually abused at a very young age.
26:35It was not reported, and 25 odd years later, she's mentally, psychologically, emotionally traumatized.
26:45And the relative is asking, can this person, this victim, get help, as well as can the perpetrator of that particular crime be now arrested and charged based on what had happened many years ago?
27:00Well, it's so true, and you're quite right.
27:05That's where we need the stakeholders involved.
27:07And stakeholders not only mean the professionals, but also the community, the neighbors, who might have heard something, who might have witnessed a crime that took place against a victim who has been abused by another friend, a colleague, an intimate partner,
27:25so that they can come and assist the police to ensure that this victim, as I say, could be a neighbor.
27:30And the neighbor might have been aware of the report or the incident that took place, come forward, assist the police.
27:41We are here to work with our communities.
27:43We are here to partner with them.
27:45We are here to ensure that everyone, you know, get on board, understand where we want to go.
27:51And as an organization, and in particular, the Special Victim Department, yeah, it's imperative, and I know the executive of this administration, the department, is seeking to ensure the interests of all victims, of all victims, both the children and also the adults that engage also in that type of domestic violence, because we know it's prevalent in the country.
28:16It's prevalent, and we want to treat with it, you know, in a matter of, you know, alacrity to ensure those victims get justice.
28:26So it's really not about us, you know, it's about ensuring that the victims get justice.
28:32And, yeah, so, partner with us, you know, partner with us, stakeholders.
28:36We are here.
28:37We really want to work with you all.
28:39We can't do it alone.
28:41We need your assistance.
28:42We need you all to get involved.
28:45We have a project coordinator at our department that we want to collaborate with other external stakeholders to ensure that the communities, because it starts from the community, ensure that parents understand and ensure that, you know, that families, friends, you know, spouses know that, yeah, what they're about.
29:05So, quickly, just before we go to the break, is there also the need for perhaps the tightening up of specific legislation to assist the special victims units in specific areas as it deals with sexual abuse and other types of crimes under that umbrella?
29:22There are several pieces of legislation that is in at present that we work with, and so, with those legislation that are in place, we are ensuring that the victims get justice in relation to the legislation that is in place for we to treat with as police officers, according to the law.
29:43But there are things that are in place, but there are things that are in place for we to treat with as police officers, but there are things that you still think in that legislation under Sexual Offenses Act that perhaps need some kind of tightening up, you think, based on your experience as an officer?
29:54They may have, they may have, they may have, they may have, but as I said, the legislation that we have here, we work with it, and they are in place for the police service, for the organization, and also this department to ensure that justice is served in a timely manner for the victims.
30:14Well, I can imagine sometimes, you know, there are always amendments to our act as the case, maybe if there is recommendations made and so on, and it goes through the legislature and so on.
30:23So, I was just asking in that interest, I'm sure there are other things that you might want to, you know, tighten up at times.

34:34across Trinidad and Tobago.
34:37Let's take a look.
34:43Used to be at a school in East Trinidad.
34:46And I'm sitting there at persons
34:52who will know the school.
35:03And if you listen to the commentary inspector,
35:06there's somebody there egging on,
35:09spurring on this whole fracker.
35:12Because it's several students involved here.
35:17It's like multiple fights happening
35:19at the same time.
35:21And you have an enabler,
35:23rather than who should know better,
35:25filming, rather than, you know.
35:29And then there's just another school fight.
35:33This one inside the classroom.
35:35Inside the classroom, yeah.
35:36Kill him, kill him, kill him, kill him, kill him.
35:44Right?
35:44And here he's telling, he's telling,
35:46the person in the background is saying,
35:47Give him, give him.
35:48Kill him.
35:48You know?
35:49I mean, what kind of examples are we setting
35:51when we are filming things like this?
35:54It's ending up on social media.
35:56Yeah.
35:56Young men and young women.
35:58Yeah.
35:59This is disappointing,
36:00not just to you as an individual,
36:03but to the school that you represent.
36:05Definitely.
36:05And you let down your peers.
36:07Definitely.
36:07Then this is the same fight,
36:10but from a different angle,
36:11overlooking.
36:12Yeah.
36:12And it's multiple students.
36:14And look, there's a student climbing.
36:16Down.
36:16And jumping down onto the ground.
36:19Yeah.
36:20So we are seeing where students
36:22are continually engaging in, you know,
36:26fights at schools.
36:28We know that the community police,
36:30and, you know, there's a team of police officers
36:33who are assigned to schools
36:34to treat with matters as these.
36:37This is of a more, you know,
36:39social aspect also,
36:41where parents, you know,
36:43the entire team of parents,
36:45we've got the social workers.
36:48We can look at also
36:49what the school has put in place
36:52in terms of to ensure that these things don't take.
36:54But it's a lot.
36:55It's a lot.
36:56It's a lot, Mark.
36:57Certainly.
36:57that we have to look at as a society,
37:01as...
37:02Yeah, it's good.
37:04It's good that, you know,
37:06that, you know,
37:07police officers are there now.
37:08And this is a lot of kids.
37:10And when you look at,
37:12if you have two officers,
37:13it's going to be a handful for...
37:15Yeah.
37:15So, there's two officers
37:16to handle that situation.
37:18Definitely.

37:19But we are hopeful that,
37:21you know,
37:21the authorities who are looking on,
37:23the Ministry of Education,
37:25by extension,
37:26the TTPS,
37:27and other stakeholders,
37:28parents even,
37:29I'm sure a number of them
37:31would have been called in
37:32because of that fracker there
37:34at that particular school.
37:35Yeah.
37:36So, we really have to wonder,
37:38you know,
37:38what's happening in the nation's schools.
37:40And we are hopeful that
37:41we will see less and less of this
37:43as time goes on
37:44because we know
37:45that with the advent of phones
37:48and social media,
37:49these things get off.

37:54So, we don't have a lot of details

37:56but a school girl was followed,
37:58or rather chased
37:59as she entered
38:00a gated compound.

38:13and it appears that
38:15there was
38:15a guy who is also in uniform.

38:23I'm not saying,
38:24but it looks like
38:25a school uniform
38:26of some measure.
38:27He's wearing there,
38:28a white shirt.
38:33T-shirt.
38:35Not certain,
38:36but, you know,
38:37what kind of person
38:38is doing a situation
38:40in this inspector
38:40because it seems that
38:42she probably arrived
38:44at her home
38:44or a relative's home
38:46or somebody's home,
38:48oblivious, of course,
38:49of the car parked
38:50right next to the gateway
38:51when she turns
38:53and sees the person.
38:56Any advice?
38:57She ran.
38:58So, what I would advise
39:00is, you know,
39:02a report should be made.
39:04A report should be made.

39:07he would have been
39:10probably attempting
39:10to commit some harm
39:13to the child,
39:14the young girl.
39:14And as you say,
39:15it appears it could be
39:16a school child
39:18who probably took off
39:19his shirt
39:20and probably have
39:21on a white T-shirt.
39:22We're not sure,
39:23but, you know,
39:24probably something
39:25that the police
39:25could look into
39:26to engage the family
39:28to see what really happened.
39:30You know,
39:30probably video footage
39:32to see what could have
39:36triggered this.
39:38Yeah, well,
39:38certainly anybody
39:39with information
39:40we are asking you
39:41to contact 800-TIPS
39:42or the nearest police station
39:44if you can make out
39:45that individual there,
39:47obviously,
39:48you would have trespassed
39:49into this property
39:50chasing the young lady there.
39:54And I imagine
39:55because of that camera,
39:57you were able to
39:59at least make out
40:00in some measure
40:01the person
40:02and perhaps
40:03if you know
40:04that vehicle as well,
40:06I don't know
40:07how much of the video
40:09that...
40:11You would be able
40:11to reveal the ID plate
40:12or such.

40:13because the car
40:14would have obviously
40:15reversed at some point
40:16and he would have
40:17left the premises.
40:18So anybody with information,
40:20of course,

47:25So what I say that we need to get, it's a holistic approach we need.
47:29We need to get all hands on deck.
47:32Parents, police, the social workers, community, everybody.
47:39So it's a holistic approach in terms of all stakeholders getting involved.
47:43Of course, we're seeing that this problem continues to exist.
47:47But we need to work with it.
47:48So it's not an I thing, but I believe it's a general thing where we have to come together
47:56to see how best we could really treat with this, to work with this,
48:00to ensure that this type of behavior that is being experienced in schools,
48:07you know, how to really curb it, to get the best for school as a place of learning.
48:14So it's a holistic approach.
48:15And I sense, caller, your passion, your hurt even because, you know,
48:20once you have children and they're in a school, whether it's that school that's been highlighted
48:25or any other school, because it could happen at any school at any given time
48:30based on some disagreement or something.
48:33We as citizens of Trinidad and Tobago, as adults, whether you're parents or not,
48:38you need to intercede, you need to step in, you need to be there to listen to the advice
48:43or give advice rather, or listen to these children, find out what are the problems.
48:47Why are they deciding to engage in a physical confrontation?
48:51Definitely, definitely. I agree.

50:38If I could speak on point one, the law of Shantimigo,
50:42there is nothing created where the police officers has any authority
50:47to just throw water on a child and just put them in a cell and wet them in a hose.
50:53The law in relation to how to deal with children, it's specific,
50:59and we have the rules that we deal with,
51:00they are the judge rule for children,
51:02and how it governs, and we have a Children Act to deal with children.
51:07So I don't want to comment much on that,
51:10because there are laws in relation to how to deal with matters involving children,
51:15also adults and society on a whole.

51:21Again, same, same, same.
51:23Because I think there are laws in Trinidad and Tobago
51:27that we have to work with as peacemakers, law keepers within the police service
51:33that we need to be working with to ensure and govern our country, Trinidad and Tobago.
51:38Yes, and the Homeland Security Minister, Mr. Roger Alexander,
51:41did say that if individuals in these schools, you know,
51:46they commit a particular crime, you know,
51:48uvus bodily harm or whatever, they should be tried as adults.
51:51Of course, that will be determined by the police when they're relaying charges and so on.
51:56But there's also a procedure to follow,
51:57and these draconian measures,
51:59call it the humblest of respect that you are suggesting,
52:03that should be done.
52:05I don't think in this stage that is appropriate because those are things that will traumatize
52:11these young persons for life,
52:14and we want to get them on a path of rehabilitation rather than, you know,
52:19Definitely.

54:09and I understand how that might affect you
54:12seeing those images on television.
54:14But we also have to temper it with good reason

54:37That is where the problem is.
54:40When a child is home, parents come home drunk,
54:45they come home with an attitude.
54:47That is what a child immediately.
54:49And they grow with that until family school,
54:52secondary school.
54:54So once there is violence in the home,
54:57once there are uncontrollable actions in the home,
55:01that is what the child will keep.
55:04So this is where you have to start from.
55:06From the home, that's the root cause of our problems in case,
55:10is the home.
55:11When we were small, why did we, we were different?
55:16Why is it there are some children that excel more honors?
55:19Everybody could excel.
55:21But because of our bringing of the children
55:24and the attitude of the parents,
55:27the children mimic it.
55:29And that is what they take to school.
55:32And there is the problem,
55:33the root problem is to start from home.
55:37You could take the child to my lap,
55:39my whatever, NELC,
55:41all these places,
55:42but the child goes to the mindset,
55:45thinking that mommy could hit,
55:47daddy could hit mommy,
55:48mommy could hit daddy,
55:49so I have to hit he or she,
55:52and do what I want.
55:54The problem is home.
55:56That is where the problem is.
55:57In my time,
55:59two harters in your back,
56:00and it's written up for two weeks.
56:01So we need to start from the home,
56:05get the parents involved in the children's activity.
56:08They give them a tablet,
56:09they give them an iPad,
56:11and they work with that until the age,
56:13and you go about your way,
56:15and them going and looking at everything,
56:17anything on the tablet,
56:19or on the devices,
56:20and they mimic.
56:21And this is what they do.
56:23They want to be part of society,
56:25and social media is causing 90% of the problem.

56:40I fully agree.
56:42As I mentioned previously,
56:45a holistic approach is needed.
56:49Probably, you know,
56:50parents, we need to probably have more workshops,
56:53a more awareness,
56:54level of awareness,
56:55in terms of how to treat with children.
57:01There might be some issue
57:02that the child might be experiencing
57:05that may need some form of assistance
57:08that the parent may not be able to provide or support.
57:12And that is where other agencies,
57:15other stakeholders,
57:16could probably support,
57:18to guide,
57:18to work,
57:19to continue to develop,
57:19and grow.
57:21So we need,
57:22we need, you know,
57:22in the past,
57:23we would have seen where,
57:24you know,
57:25children,
57:26you know,
57:26apart from the parents doing that work,
57:29we have,
57:29you know,
57:31other children,
57:32other parents,
57:32other neighbors in the community
57:34coming on support,
57:36and also the school,
57:37the police officers.
57:38So it's an entire,
57:39holistic approach we need.
57:41And,
57:42we need to continue to do that.
57:44We need to,
57:45don't give up on them.
57:46We need to continue to work
57:48and see how best we can continue to develop our children
57:53because they are the future for our country.

57:56inspector.
57:57And obviously,
57:58you know,
57:58the caller made some very insightful points
58:00about the fact that,
58:02you know,
58:02it all begins at home.
58:04What they see at home
58:05always creates
58:07or rather
58:07shapes their mind.
58:09Yeah.
58:09And you have to be
58:10cognizant of that,
58:12what you teach your child
58:13and how you
58:14go about that.
58:15And of course,
58:16you have to set an example
58:17within the home.
58:18Definitely.
58:18So that they can
58:19take that example now
58:20and carry it outward
58:21without being something positive
58:24rather than negative.
