A reorganization of staff across the divisions of the Tobago House of Assembly is expected in the coming months, as part of a push to improve productivity and strengthen labour relations.

Chief Secretary Farley Augustine says the reshuffle will focus on better use of skills within the Assembly, as well as training and development of public officers.

00:00A robust task force, rather, whose task it will be to ensure that we do an appropriate HR audit of the entire Tobago House of Assembly, that we begin to move people to where they can best serve.
00:16Mr. Agustin said the reorganization will involve reorganizing and utilizing the skills of qualified and experienced employees already within the Assembly.
00:30He noted that many public officers possesses the competence and dedication necessary for advancement, but have not always been given the opportunity.
00:41We have many people in the THA as we speak, who are clerks, who are BA1s, who have master's degrees, who have studied, but they never got an opportunity anywhere or from anyone to upgrade themselves or to be promoted anywhere.
00:57And they sit there and they frown because they see people coming from outside the THA, getting the new hire positions, and they are seated there doing tasks for which they are aptly qualified but never called.
01:14The Chief Secretary also indicated that employment arrangements, including the balance between contract and permanent staff, will come under review.
01:24He said the assessment is aimed at ensuring fairness, efficiency, and the most effective use of human resources.
01:34This also means that we have to get to the point where we consider perhaps whether we should keep the contract arrangement or just create a cadre of permanent THA staff members,
01:51which will legally allow us to effortlessly promote and move people along the structure as opposed to being bogged down within a contracted framework.
