03:39Everybody is so happy.
03:40Of course, some persons still working like myself
03:43and my hard-working crew behind the scenes.
03:46And today with us is none other than
03:48a tenured law, Corporal Ramanan,
03:51sorry, from the Southern Division.
03:54Welcome, sir.
03:54How have you been?
03:55It's been a while.
03:56It's been a while, Mark,
03:57and it's always a pleasure to be here.
03:58I think that police officers probably have a camera at my home
04:04or in the studio here or upstairs
04:06because every time I'm wearing a seat in color now,
04:09this is like the third time for the week.
04:11Blue.
04:12Great minds think alike, Mr. Bassand.
04:15Great minds think alike.
04:16So, I know we are in a state of emergency,
04:20and I just want you to walk us through
04:22some of the challenges that you all would have faced
04:26in the Southern Division.
04:28And even with those challenges,
04:31if you have any successes or any little minor victories
04:34you would like to share with the public
04:35as it relates to crime on the hold.
04:39Yes, Mark, well, first of all,
04:40let me just thank the Office of the Commission
04:43and for allowing me to be on the program,
04:45ACP South Central, Mr. Pierre,
04:47Senior Superintendent Simon,
04:49and Superintendents Michael Suka,
04:52Mr. Jai Karan,
04:54and the ASPs of the Division.
04:57Mark, what we would have seen and noted
04:59is that the challenges are perennial.
05:01There are always challenges when it comes to resources,
05:04as with any other institution,
05:06and what we have done in order to overcome those challenges
05:09whilst the Executive is sorting out these issues,
05:13we have sought to use a more science-based approach
05:16in our fight against crime.
05:19In particular, we utilize the information
05:22that is given by CAPA,
05:24the Crime Analysis and Problem Branch,
05:27and they would provide us with statistics and information
05:30that would guide our patrols
05:32and our exercises and operations
05:34in a more meaningful way,
05:36in spite of the challenges that we may have
05:39with the lack of resources
05:41that we all would cry out about, right?
05:44And notwithstanding those challenges,
05:46I can safely say, Mark,
05:48that the Southern Division,
05:50almost every station district,
05:52would have marked a successful series of operations
05:59which netted not only narcotics
06:02and firearms and ammunition.
06:04We would have also solved some serious,
06:08outstanding inquiries.
06:10In particular, the Barakpur district,
06:14there was a home invasion
06:15where over $300,000 in jewelry was stolen,
06:20persons were arrested,
06:21and the recovery of those,
06:23that jewelry was done
06:25by a combined effort of officers
06:27of the Southern Division.
06:29Yesterday, the gas parallel police station,
06:33I would have advised on a matter
06:34where one gentleman is being charged presently
06:37for five counts of larceny trick.
06:39The value of those larcenies
06:41are beyond $400,000.
06:44Wow.
06:45Yes.
06:46How did you,
06:47if you can just expand on that,
06:49how did he trick persons
06:51into getting that amount of money?
06:53Yes.
06:53So, the gentleman in question
06:55would have represented himself
06:57as an official
06:58of a particular government organization.
07:01We would have done our checks
07:03at that organization
07:04and discovered that he's not,
07:06in fact, an employee.
07:07The investigator with his team
07:09would have effectively went
07:10and they sought out information,
07:13they recorded the statements
07:14from the relevant persons,
07:16and they detained him.
07:17An interview was done with him,
07:18in which he would have outlined
07:20consistently what the victim reported.
07:22Yes.
07:23Yeah.
07:24Also, Mark,
07:25I would have seen a marked increase,
07:28and this is for the public.
07:31Folks, we are asking you all
07:32to be on the lookout.
07:33Be very vigilant.
07:35I have seen a marked increase
07:37in crimes being perpetrated
07:39using you
07:40as an innocent person
07:43to use your bank account
07:45for the transfer of monies
07:47by persons seeking
07:49to swindle others
07:51of their hard-earned cash.
07:52Please,
07:53do not do that
07:54in the Southern Division.
07:55We will find out
07:56the information,
07:57we will get the evidence,
07:58and you will be placed
07:59before the courts.
08:00Southern Division
08:01is not the place for that.
08:03Please,
08:03be very wary of that.
08:06And also,
08:06please, Mark,
08:07I would just like to highlight
08:08a particular initiative
08:09of the Southern Division
08:10under Senior Superintendent Simon.
08:13The Southern Division
08:14has undertaken
08:15something called the V-TRAP.
08:17Right.
08:18It stands for
08:18Vehicle Teeth Reduction
08:19and Prevention.
08:22This initiative
08:22was born out of
08:25the very exercises
08:28that I spoke about.
08:29We utilize the information
08:31given by CAPA,
08:32and we are able now
08:34to target specific areas,
08:37specific times.
08:38And these are not
08:39weekly operations,
08:41I mark.
08:42This is every single day
08:44these operations
08:44are taking place,
08:45and what we would have seen
08:47result in
08:48is that over 75% decrease
08:51in lasting motor vehicles.
08:54Persons were arrested
08:55in these exercises
08:56for various offenses
08:59by the officers,
09:01and I just want to say
09:03hats off to the officers
09:04of Southern Division
09:04for this initiative
09:05under Senior Superintendent
09:07and Simon,
09:09it has borne a lot of fruit.
09:11Yes, certainly,
09:11because when you look
09:12at crimes perpetuated
09:14across the country,
09:16you know,
09:17so perpetuated, sorry,
09:19you see that
09:19a vehicle in a lot of cases
09:21is used in particular crimes,
09:24so it forms one of the nexus
09:26for a crime.
09:28Whether or not it's stolen
09:29and the parts are sold,
09:32that is another issue,
09:32but a lot of these vehicles
09:34are stolen to use
09:35in other crimes
09:37and false number plates
09:38and so on and so on.
09:39I think that's a really
09:40good initiative,
09:41and hopefully that will
09:42redound across
09:43all other divisions
09:44in time to come.
09:45Indeed, indeed, Mark.
09:46It is oftentimes
09:48a precursor crime
09:50that would lead
09:51onto other offenses
09:52being committed,
09:53and it is our belief
09:55in the Southern Division
09:55that no crime
09:56is too small.
09:57We attack everything
09:59with full force.
10:00Have you seen
10:00any uptick
10:01in any particular crime
10:03that you all
10:03are very concerned about?
10:05Yes.
10:06So, in relation
10:07to these statistics
10:08provided,
10:10there was a
10:11167% increase
10:13in kidnapping.
10:15Right.
10:15Let me qualify that.
10:17Yes.
10:18So, there were
10:1824 reported kidnappings
10:20between the 1st of January
10:21to the 29th of September, 2025,
10:27and of those 24,
10:28however, Mark,
10:29I am pleased to say
10:30that 22 were solved.
10:3222 were detected.
10:33So, we have a 92% detection rate
10:36in relation to those offenses.
10:38The only other significant
10:39was there were
10:40eight reported
10:41last-year dwelling houses
10:42with six being detected.
10:44So, we are pretty well
10:46on the way
10:47that whilst the offense
10:49may have occurred,
10:50our tactics
10:51and our processes
10:53have resulted
10:54in positive outcomes
10:55in relation to those crimes.
10:57That's it.
10:57Good news to hear,
10:59Corporal,
10:59and I'll be hopeful
11:00that that kind of work
11:01will continue
11:02not just in the
11:03Southern Division
11:04but across Trinidad
11:05and Tobago
11:06as other divisions
11:07also try to emulate
11:08what you are doing.
11:09I'm sure they are
11:10in their own way
11:11and they might have
11:12different problems
11:13because every division
11:14has different types
11:15of crimes
11:16that affect them
11:17more than others
11:18rather.
11:18Correct.
11:19And they will have,
11:19it's a different dynamic
11:21in every division
11:22I shall,
11:23I would like to see
11:24at least, you know.
11:24A culture.
11:25Yeah.
11:25Some would say
11:26a culture
11:27that a particular division
11:28may see
11:29as normal
11:32a particular type
11:33of offense
11:33being committed
11:34whilst in another
11:35it's strange.
11:36It's strange to them.
11:37Yes, indeed.

11:40on the Southern Division
11:41and we wanted to
11:42move across
11:44to the nation's
11:45roadways of course
11:46in the sister isles
11:48of Tobago.
11:49There was a road
11:50traffic accident
11:52recorded
11:52along the
11:53Claude Noel Highway
11:55and of course
11:57a little bit graphic
11:58and that person
12:00was identified.
12:01This happened
12:01last night.
12:0221-year-old
12:03Jaijan Kordner
12:05from Lavantel
12:06in Trinidad
12:07was the victim
12:09of that
12:10road traffic accident
12:11and I'm sitting
12:14that, you know,
12:15like we have been
12:16speaking about
12:17road safety
12:17on this program
12:19for quite a while
12:21and we know
12:21that Claude Noel Highway
12:23has had its share
12:24of road fatalities
12:25corporal.
12:27Yes, Mark.
12:28Well,
12:29what happened there
12:30unfortunately
12:32is nothing new
12:32and it will continue
12:35to be a feature
12:37if we
12:38as the road users
12:40and I'm not only
12:41speaking to the
12:42drivers, Mark.
12:44It's something that
12:45has, I want to use
12:47the word,
12:47irked me
12:48time and time again.
12:52Trinidad and Tobago,
12:53each of these roads,
12:54but major roadways
12:55have, especially in the towns,
12:57there are crosswalks.
12:59I would ask you all
13:00to pay attention
13:01to those things
13:02because when you go
13:02to the bigger countries,
13:04you go to America,
13:05you go to England,
13:06you go to Canada,
13:06we would respect
13:08those crosswalks
13:09and we would not
13:09attempt to cross
13:10those roadways
13:11outside of those
13:12boundaries
13:13and there's a reason
13:14for that.
13:15Drivers also,
13:16I would ask you
13:17to respect
13:18those crosswalks,
13:19respect that
13:20at any point in time
13:21someone may be crossing,
13:23pay a little more
13:24attention to it
13:25and I think
13:26if we are a little
13:26more cognizant
13:27of our surroundings,
13:29we could see
13:29a reduction
13:30in accidents
13:31like this occurring
13:32and this unnecessary
13:33loss of life.

13:38of course,
13:38we were talking
13:40about home invasions,
13:41there was an unfortunate
13:42home invasion
13:43in the Matura district
13:44yesterday morning,
13:46a 74-year-old beekeeper
13:48was beaten and robbed
13:49at his home,
13:50apparently,
13:51men armed with firearms
13:52entered his home
13:53around 8 o'clock
13:54and they assaulted
13:56the beekeeper
13:59and they stole
14:00$10,000 in cash
14:02his SUV worth
14:03$76,000
14:05as well as
14:06his mobile phone.
14:08Of course,
14:08he was tied up
14:09and when the suspects
14:10fled with his vehicle,
14:11he later managed
14:12to free himself
14:13and made a report
14:15at the Matura
14:15police station.
14:17Yes, Mark,
14:18I'm aware
14:19that that is
14:19under investigation
14:20and I'm sure
14:21that the investigators
14:22are gathering
14:23the requisite evidence
14:24and I'm pretty sure
14:26that a pattern
14:28would emerge
14:29in relation
14:30to the murders
14:31of these persons.
14:32and I would use
14:35this opportunity
14:36to ask persons
14:38who have family members
14:39who are elderly
14:40because this is
14:40a noticeable trend
14:42that persons
14:43are targeting
14:44the elderly persons
14:45in society
14:46with regards
14:46to these types
14:47of offenses
14:47because they see them
14:49as soft targets.
14:50I would ask persons
14:51you have family members,
14:52pay a little attention
14:53to them,
14:54check up on them
14:54ever so often,
14:56make them
14:57an undesirable
14:59and undesirable
15:00target
15:00for the criminals.
15:02Yes, certainly.
15:04And I know
15:05that there was,
15:05we want to just
15:06go back into
15:07the Southern Division,
15:08I know that there was
15:09an incident
15:10that took place
15:11at a specific school
15:13in South Trinidad
15:14a couple weeks ago
15:16and I don't know
15:16if you have any
15:17kind of information
15:18you would like
15:19to share with the public
15:20in relation
15:20to that particular incident.
15:22Yes, so I was also
15:24made aware by virtue
15:25of information
15:27coming to the GDPS
15:28that there was
15:29what was labeled
15:31as a lockdown
15:32at a particular school
15:34in the Southern Division.
15:36Mark, my information
15:37from that is that
15:38the school faculty
15:39would have received
15:40certain information
15:40and there are police officers
15:43based at that school also
15:45and based on the information
15:47they took a decision
15:48to engage in a process
15:52that would have minimized
15:54or negated
15:55any negative fallout
15:57of the action
15:58or the information
15:59that they had.
16:00I can say that
16:01there was no negative fallout,
16:03there were no reported injuries
16:05or anything untoward
16:06arising out of the incident.
16:08So in my view
16:09it was a pretty much
16:11successful situation.
16:14All right.
16:14So at least we were able
16:16to clear the air
16:16on that particular matter.

38:09What are your thoughts on having police officers in the schools?
38:34That is a very good idea because the schools have plenty of violence and fighting.
38:40And then it has children who don't have no behavior and no order within their own household.
38:46And they bring that to the schools.
38:50And it affects even the teachers that are affecting.
38:52Because my son is going to primary school and he's going to primary school and his teachers don't want to come to school.
39:01Because of the way the children live and they are unmanly and they just give them talks.
39:07They just answer them back and give them talks.
39:10So, he can't, it has no, no way that the people could, could discipline the children, right?
39:22The parents, and teachers cannot discipline the children.
39:25Children don't even want to stay in classes.
39:27They do what they want, so that is better.
39:29And then it has plenty of people who would not go into school, also the school compound, at school hours.
39:36Which is making more trouble for the teachers and the securities who are there.
39:43Good answer.
39:44How do you think that communities can work together to reduce crime in their neighborhoods?
39:50Well, it starts from home.
39:52It starts from home.
39:53It starts with a parent being involved in their child's life, knowing what they're doing.
39:58We have children who are in alignment until 9, 10 o'clock on our school days.
40:03All those things, them things, other stuff, parents have to be more involved.
40:07Neighbors and things have to look out, try the old-time days.
40:10We have to go back to the old-time days where the people can look out for each other.
40:15How can motorists aid in reducing accidents, you believe?
40:22Well, they just have to take the time on your order now.
40:25Everybody's busy.
40:26Everybody needs to reach somewhere.
40:27On a certain time.
40:29And I think if they reach the leap area, they will reach it.
40:32Have water, taxi, it have buses.
40:35Utilize them.
40:36Utilize what it is if you're going far distances and you're tired.
40:40You know, utilize what it is, the public service.
40:43You can pack up your car, utilize the public service.
40:46It may cost.
40:47You're cheap, you're long, man.
40:49Good answer.
40:50What should be the penalty for persons who are in breach of traffic regulations?
40:53Do you think they should have stricter penalties?
40:55According to what is the traffic, which is, you know, according, like, certain things like no seatbelt and no car seats in your car thing, yeah.
41:07But, you know, but, you know, certain things that you can let pass.
41:12You can let certain things slide because right now, it have numerous, I know a guy who have numerous tickets for tires.
41:21But he can't afford, he can't afford the tires.
41:25So, if you give them tickets, tickets, tickets, that's something that he can't afford.
41:28I mean, you can't tell him, no, he can't afford it because that's what he's using as his livelihood.
41:33Right.
41:33You know, so, just an example, certain things, they could reduce because the prices are tired.
41:39You see, they're just the tickets and the ship because you have to make the things available to the drivers that could be affordable.
41:50You know, because a tire for a car is seven, eight hundred dollars.
41:55Yeah.
41:56Come on.
41:57So, as you say that, do you think that they should have mandatory programs for errant motorists, persons who break the law, like, have to go do programs?
42:05Over and over and over.
42:07Most of the times, they know what they're doing.
42:10So, it may not help.
42:13Most of the times, people who break the law don't know what they're doing because they don't want the policy belt or they don't want to drive at the speed limit
42:19because they say they're busy and this is a highway, for instance, you know, this is a highway, they should be speeding.
42:25But the type of vehicles, everything, everything has a little aspect, everything adding up to the thing.
42:33Because the type of vehicles may not be able to withstand the speed limit, the speed that they want to drive.
42:40Because some of the vehicles are not good vehicles.
42:42The whole and the whole of the vehicles is what come in and it's not that, so it's important to the vehicles too.
42:47Yeah.
42:48Have you ever been a victim of crime or anybody that you knew and how you felt about it?
42:53Yes, I have been a victim of crime, a robbery.
42:57I was scared, I was scared and I thought it was unfair and then it wasn't really robbery, like they come and put a gun on your head because the crime, it was, it was, it was, how to put it, like internet-based, outsmart.
43:18You know, they're outsmart here and they're taking money and that was there, like nobody you could have talked to, nobody you could have got to, the police on them was laughing when you're explaining the situation.
43:30So then who you were told you, you had to take what you get in trouble.
43:33Yeah.
43:33Were you ever a victim of a scam?
43:35Scam, yes, that's what I'm talking about right now.
43:37So what did, what did, what did you have done to prevent that again?
43:42Being a victim of a scam?
43:44What I'm doing, I just stick into myself.
43:46Yeah, I just stick it to myself and I'll try now to go to the stores, go, you know, don't try to get help from other people.
44:03Voice of the people, acting Sergeant Ramanan, she's touching a number of issues there.
44:09Yeah, so what, what actually stood out to me, Mark, was two issues.
44:14The issue of the school violence and the issue of scams.
44:18And I, um, I would say this, ladies and gentlemen, if a deal on the internet appears too good to be true, more than likely it is.
44:32And it may be a scam.
44:33So I'll ask you to be vigilant with regards to those get rich quick schemes.
44:38They usually take you to the other direction as opposed to rich.
44:43So let's be careful with that.
44:45And an important issue the young lady spoke about was, where does it start with children?
44:52And I agree with her wholeheartedly.
44:54It starts with the family.
44:56It starts with the family home.
44:57And I can appreciate that different homes would have different dynamics and different make-ups and structures.
45:03However, at the end of it all, we are the adults and we have to be more responsible in the upbringing of these children.
45:11Yes, certainly.

49:08The reason I'm asking that, I don't know whether I missed it or not, but I remember there was a couple who, we don't know what went wrong with them.
49:16They just, it's like somebody killed them and we don't know whether they threw them in the sea or whatever.
49:21I don't need to have any info concerning that couple.
49:24And, Mark, I know you are very, I know you were really concerned about a number of people who were really calling in, calling in, concerning FDOs.
49:31And that is a plus for that what happened.
49:33Officer, I'm always seeing people on high, officers and people on high street, I don't know where else, but I've always seen like, you know, police officers on high street and all that is a plus sign.
49:44But I want to know concerning homicide in South.
49:46It was in prison, building, something, something, but I want to know if you remember, I know you remember about the couple.
49:52What is this, what is this, what is happening with that?
49:55Anything about that?

50:00Yes, I recall that where they found blood outside the area.
50:05That's in the Sunset Cove area, was it?
50:08In the Laramene, the husband and wife.
50:12They had a photo of them.
50:14I know the hunter, search and rescue would have conducted stitches and the seas and so on and all those mangrove areas down in that area there.
50:21I don't know if there's any update.
50:22So, I would ask the caller to also appreciate that anything that falls within the realm of homicides, whilst it may occur in the Southern Division, the investigative aspect of it falls within the purview of the homicide department, specifically Region 3.
50:41Whilst I do not have at my fingertips any update with respect to that, if the caller could get back in communication with the studio and leave a number, I could probably get on to one of the investigators at the homicide and she might be able to inquire there.
50:59Yeah, I haven't really heard anything updates recently.
51:03I know it's an ongoing investigation, of course, and the whereabouts of those individuals are still up in the air.
51:09So, we're hopeful that, you know, maybe a tip will come at some point where we can actually find that couple.

51:29I need to find out something.
51:31It's certainly five hours, rules, regulations, what have you, procedures.
51:38What I would like to see, I did to that list a long way.
51:43But when you have to apply to get your five-arm book changed, it's a very lengthy process.
51:56If you lose your driver's purpose, you go in and in one day to get it.
52:02With F.U.S., when you even want to get your book renewed, you have to start in the evening of a month.
52:10So you are unprotected for quite some time.
52:13Can you tell me beforehand, at an average, how many weeks or months it took just to renew?
52:22Yes, caller, thank you for that question.
52:25Unfortunately, I wish I could give you an answer directly with respect to the same.
52:30However, the Commissioner of Police or the Office of the Commissioner of Police is the only person authorized under the Firearms Act to treat with any issues of that nature with respect to firearms and the firearm user's license.
52:44I appreciate that it is, in fact, a lengthy process.
52:47It has been complained about by several persons.
52:50But as the caller and the receptionist would see, the Commissioner of Police, the TTPS, has taken a different direction in respect to firearms.
52:58Generally, legitimate firearms, that is.
53:01And I am hopeful that that issue that you are facing, caller, would also fall within the realm, possibly sooner rather than later, to alleviate that issue also and shorten that time span between the application and the recovery.
53:20Yes, certainly. We want to tell Commissioner Guevara and his team, of course, that initiative of that digital platform there where you're offered so many avenues now to go and apply for various things or query things.
53:33It's really a really good initiative, a good look.
53:36It helps to improve the efficiency of the Trinidad and Tobago Police Service going forward.
53:41And I think that is the direction that not just the TTPS, but a lot of state agencies, a lot of other businesses across Trinidad and Tobago would like to move in that direction, that digitization aspect, that platform where it's easier to do business.
53:56You look and feel of the websites, et cetera, so that a person can easily maneuver around those websites.
54:03Agreed, Mark. Agreed.
54:05I mean, it may affect some of the, I include myself in this list, some of the older folks who may not be as tech savvy as the younger generations.
54:15But we have to understand that this world is a different world from when we were young.
54:19And we have to move with the times.
54:21Yes, certainly.
54:22Well, I know you always have persons who will be guiding you and help you.
54:25And once you get the hang of the basics, I imagine that, you know, even for the elderly folk, you know, I remember my father didn't know how to use WhatsApp for quite a long time.
54:34Yes.
54:35And now he is on WhatsApp, messaging, calling, et cetera.
54:39So, you know.

55:00But the issue that the previous caller raised with respect to the renewal of books and all the intricacies that members of the Republic has been enduring.
55:15Often times police officers come on and this is not to chastise the gentleman to your right, my left.
55:22But what I'm saying is that they often use a blanket statement that alludes to, it resides within the office of the commission of police and that's fine.
55:32And whereas that blanket statement may have exonerated the people from answering directly.
55:39It's still, the problem still resides within the general population.
55:44So no clear-cut answer, no clear-cut directive, no press release, no statement from the office that is redirected to my law for that issue ever comes to the public.
56:01My second point, my dear friend, is the issue of the electronic card.
56:08The, the, I understand that there is, it has to be an amendment of the, of the Firearms Act.

57:03I take the sentiments of that Kola very strongly and I, I, I am of the most, um, humble opinion that based on what we have seen with the,
57:11what we have seen with digitization thus far in the TTPS that I suspect something similar might be on the horizon very soon.
57:17I, I also wish to reiterate that it's not as simple as the issuance of a card.
57:23It requires a vast, um, quantity of resources in order to create databases, input the data onto the, um, on the card.
57:33Have officers trained in the use of devices that could read those cards and pull up the information and utilize it in a manner that it is fit for.
57:42Um, for instance, to simply check the contents that what the, what the person has as presented is in fact what is on record.
57:52And also in, in case of criminal investigations where, uh, legitimate fire may have been used, uh, for some reason or the other in a manner not fit for the purpose of the license.
58:03Yes, certainly. All right. Uh, we just have about a minute, uh, acting sergeant, if there's anything you would like to, uh, impart on the citizenry as we head into the weekend.
58:14Well, Mark, what I can say is this, the executive and the, the first division of the Southern Division has taken a grip of this division and we have tried to create a shell of protection for its citizens.
58:30And I'm sure in other divisions, likewise, um, I have a message courtesy of the senior superintendent, Mr. Simon, criminals and would be criminals, please stay away from Southern Division.
58:43We have a robust team of investigators, operators, and also one of the best prosecution teams in the country, if I must say so myself.
