03:21And let me tell you, eight days before we reach the big day, that is Christmas Day.
03:26Many of you are still, you know, shopping and trying to forget what gifts to get your loved ones and your friends.
03:31And others are just really cutting back because they see it as a means of making sure they have enough cacadars, we see in Trinidad and Tobago, for 2026.
03:40Now, we have approximately two more days before we go to our Christmas break that is Beyond the Tape.
03:45And we have something special coming up tomorrow.
03:48With that, of course, you just have to keep your luck to TV6 and you'll find out more of what's taking place.
03:52As we continue to let the public know and understand the importance of taking it easy when you're on the nation's roads.
03:59And understanding that you're also needing to be vigilant of your surroundings because the same way you're shopping and trying to get the gifts for your loved ones, other persons are keeping their eyes on you.

04:10So, with that being said, we also want to mention, remember, it's Day 6 of the Festive Shield.
04:14We'll touch a little bit more on that and what's going on with the initiative, with the TTPS, making sure that persons throughout Trinidad and Tobago are safe.
04:21We're seeing more blue lights, which I love.
04:23And I'm sure those of you who are seeing the blue lights, you'll feel safer.
04:27And, of course, the engagement as well with the TTPS.
04:30Now, today is Wednesday.
04:31And when it's Wednesday, that means we put on our legal caps.
04:35And for those of you who may want to learn and understand more about the law, we have the man who is, of course, very instrumental in guiding us.
04:42And he wears another hat as well, if you're not sure.
04:45We have a turn here at Lord Zagli Ali, Director of Policy and Community Support at the Ministry of Homeland Security.
04:51And, of course, he's no stranger to us here on Beyond the TTPS.
04:54And today will be your final show before we go to the break.
04:57Well, you know, Whitney, that's a sad moment, you know, when you say final show.
05:01Because, you know, this is something that I always look forward to in terms of, you know, joining yourself, Jackie, the other co-host.
05:07And, most importantly, the City of Trinidad and Tobago.
05:10So, a very sad moment.
05:10But, you know, it is inevitable.
05:14And, you know, I look forward to next year.
05:15But, you know, let me begin this afternoon, you know, a very vibrant introduction on your path.
05:19And, you know, as always, you know, you basically led the show.
05:23And very, very important.
05:25So, good evening to you.
05:27And, you know, season greetings to you as well.
05:29Good evening to Jackie and, you know, her team.
05:31Very instrumental.
05:32Season greetings to you all as well.
05:34The citizens of Trinidad and Tobago.
05:36And persons who may be viewing and listening out of the jurisdiction.
05:39You know, season greetings to you as well.
05:41And, of course, most importantly, the law enforcement agencies and supporting agencies.
05:46Season greetings to you all.
05:47This is our time of giving and sharing, Whitney.
05:49And it's important for me this afternoon to join with you and TV6 and the TTPS, the Ministry of Homeland Security.
05:56You know, to really recognize every single citizen of Trinidad and Tobago, whether you're in the public sector, whether you're in the private sector, whether you're in the civil society, whether you're an NGO and also our children.
06:08Over the last couple of months, you know, not the easiest of times, you know, challenging times, whether from a public context, whether from an individual context.
06:15And I want to say to you all this afternoon that, you know, in the last program, you know, for me on for this year, you know, I want to say to you all, I really appreciate all that you have done for yourself, your community and Trinidad and Tobago.
06:28And I want to urge you early o'clock, Whitney, urge them to continue to do good for their community and for Trinidad and Tobago because it's very, very important.
06:35And I must also take this opportunity, especially to recognize the communications department in the Trinidad and Tobago Police Service, Ms. Archie and your entire team, my esteemed colleagues in the TTPS.
06:48I want to say to you that I salute you this afternoon.
06:51You are very instrumental in terms of that sharing, that partnership with Jackie and others to ensure that this program is delivered, you know, on a weekly basis, I should say.
07:01And, you know, I want to urge you all to continue to do the great work.
07:06And, you know, Whitney, I don't know if you want to say anything in relation to the communications department.
07:09Of course, it's very important that we have to shine light.
07:12And when we had Officer Petru was here with us.
07:14Yes.
07:15On Friday, we were speaking of, you know, sometimes, you know, just hearing the job well done.
07:20Yes.
07:20Goes a long way.
07:21It's not a service that is always one where persons highlight the great things that they do.
07:26Because it's understood that it's part of your job.
07:30Yes.
07:30But it's also important to remind persons that we are seeing the work and understand the moments where persons don't understand when you are not even able to be around your family and even your loved ones.
07:43But you're there for the citizens of Trinidad and Tobago in the capacity of officers.
07:47Because we have to show love and, of course, appreciation for the hard work.
07:51Because without them, in this case, we wouldn't get all the vital, factual information.
07:56And, you know, so, you know, I'm happy that you ended with factual information.
07:59You know, to show that level of responsibility, you know, based on the, you know, the different stakeholders.
08:04And, you know, thank you very much for sharing that perspective as well.
08:07And, you know, Whitney, just to close this introductory part.
08:10You know, people look at charity and look at charity in a very expensive way.
08:13But we have heard many times, you know, what we would have just done is recognize persons for their contribution and their efforts.
08:20You don't know what they may have done to ensure that they are present to be able to contribute.
08:25You don't know what struggles, what challenges they're going through.
08:27You don't know what is used.
08:28That's correct.
08:29Very important.
08:30And, you know, I'll keep it as simple that if you do not have anything to give, God has given you an opportunity to just move those cheeks a little bit.
08:38And you just invite someone by a smile and you do not know what that could do for an individual.
08:42So, first, Trinidad and Tobago, if we don't have anything to give, that's okay.
08:46Let us share a smile and let us share positive thoughts.
08:49So, I want to thank you very much, Whitney.
08:51Yes.
08:51And speaking of positive thoughts and factual information, where we are going to head now, where the TTPS had major exercises, wide precision operations that took place.
09:01Now, the TTPS executes major island-wide precision operations between Tuesday, the 16th, December 2025 and Wednesday, the 17th, December 2025.
09:13The Trinidad and Tobago Police Service, the TTPS, executed a series of coordinated intelligence-led precision operations across the island.
09:22These exercises were directed by the Commissioner of Police, Mr. Alistair Guevaro, and Deputy Commissioner of Police Operations, Ms. Suzette Martin,
09:31and involved multiple specialized units working in tandem to disrupt criminal activity, dismantle illicit trade, and safeguard communities.
09:41And I'll mention a few.
09:43There was illicit trade operations in the Port of Spain Division, along with contraband interception in carinage, firearm and narcotic seizures, northern and central division, and commitment to public safety.
09:56Well, you know, Whitney, I want to join and acknowledge the work of the Trinidad and Tobago Police Service.
10:01And, you know, when you're here in the Commissioner of Police and Deputy Commissioner at the forefront, it's always inspiring.
10:06And I want to, you know, salute my both senior officers in the TTPS for leading that charge, and by extension, all the rank and file for making their contribution to ensure Trinidad and Tobago safe.
10:17You know, we know it's a very challenging situation.
10:18Whitney, could you imagine that we continue to hear, for example, like bulletproof vests, shotguns, ammunition.
10:24We continue to see these things being brought off the streets, and it's very, very concerning that these things are out there.
10:29So, you know, I want to urge all law enforcement agencies, and, you know, I had the opportunity to engage, like, the municipal police, the transit police, even the traffic wardens.
10:39I had the opportunity to engage them, and I, you know, I asked them, and I emphasize upon them that they also are required to play a meaningful role to join the national police in relation to policing.
10:49If not in a national context, they have respective regions and ought to carry out their particular function, whether it be on the parity bus route, whether it be in the borough, the town, and so forth.
11:00So, you know, it's important that all hands are on deck, and, you know, it's important for us from a citizen context to ensure that this is a period that, you know, is going to be more vulnerable.
11:09And the intelligence is suggesting that persons are, for example, we've seen reports of car breaking, we've seen robberies, and, you know.
11:20So, I am asking the citizenry of Trinidad and Tobago, please up your due diligence with reference to this period.
11:26Do not go into a stage of complacency.
11:28Do not make yourself an easy target.
11:30Let us keep thinking it's unfortunate that we have to be telling our citizens, do not make yourself an easy target.
11:34I have reversed that in the last occasion by telling the criminal elements to have a conscience, recognize that you come from a family.
11:42You come from a family, you are dependent on a family, and this family will depend on the general citizenry of Trinidad and Tobago one way or the other.
11:49So, let us understand that we are in a period that there's a lot of spirituality as well.
11:54Perhaps it's a good time for you to turn and get an understanding as to what is your purpose?
12:00What is your true purpose?
12:01Is it that your purpose is to be basically destabilizing a society, putting persons in fear and worry?
12:08No.
12:08Let us look at it.
12:09Let us look for help.
12:10Perhaps your resolution should be in the new year that I'm going to be a good man, I'm going to be a good woman, as the case may be.
12:15So, I just wanted to share that earlier this afternoon with me.
12:18I like that.
12:18At this time, let's take a look at what took place in some of the operations throughout Trinidad and Tobago.
12:23It's 10 p.m. last night, you have been uploading this boat.
12:3810 p.m. last night, and they're still here.
12:41And this is the point that police officers are working very hard.
12:44And I would have commend them for the exceptional work that they are doing and that they are funding to do music.
12:49So, I'm going to be a good man.
13:19So, what we're seeing here, of course, is part of many operations that took place.
13:49And I know we're watching the alcohol and people say, well, what is the big deal?
13:52Why are you getting on so far?
13:54Alcohol, it's just alcohol and cigarettes.
13:57Why are you coming down on individuals?
13:58But what could we let the public understand the importance of that operation in particular?
14:03Are we seeing the quantity of alcohol and cigarettes that are coming on show?
14:07Very important question, Whitney, and I'm happy that you asked that.
14:10You know, we are so occupied with drugs and guns, ammunition.
14:13But when you've seen what we call the matters that are impacting the Customs Act and regulations,
14:22you know, those items, when you, based on the police exercise,
14:25and I'm certain that the customs, if they are not on board jointly, will subsequently be called on board
14:29in terms of where you are importing items or your importing goods
14:36that should be going through proper processes in terms of paying your taxes to ensure that you import.
14:41So when you've seen persons trying to go behind the back door, that also breaches the rule of law
14:45because there's clear Customs Act and regulations to be able to govern those items.
14:49So, again, it is a clear demonstration that the police and customs and other agencies
14:54are geared towards a zero-tolerance approach.
14:56So it's not only about focusing on narcotics and drugs
14:59because if you allow these items to come in in terms of the amount that you are seeing there,
15:04what are you doing to persons who are in lawful trade?
15:07It's unfair to them in the first instance from as simple as possible.
15:11And, you know, these are things that, you know, you might be looking at alcohol,
15:14but who knows what the boxes may contain as well.
15:16Well, that's what I'm saying.
15:17So, you know, you have to look at it, you know, in a very circumspect way, deep analysis,
15:21so that things may be masquerading as alcohol, but when you do check the contents,
15:25you may be surprised that it can be a liquid form of other things
15:29that may be leading you into a dangerous drug as well.
15:31So it is important for us to, the borders, you know,
15:35to ensure that we are checking these vessels properly
15:38and ensuring that our customs act and regulation is observant.
15:41May I say as well, even the Immigration Act, nothing has been said about the Immigration Act,
15:45but what you have as well, persons may be moving from jurisdiction to jurisdiction
15:49and not presenting themselves to an immigration officer
15:53when they are reaching Trinidad and Tobago.
15:54So what you have, you have illegal entry and unauthorized.
15:57So, you know, very important exercise, and it demonstrates that, as I said before,
16:01we are looking at it in every aspect that presents itself.
16:04Yes. At this time, it's for us to take a look at the SOE update,
16:08and we are at day 154.
16:11Number of operations, 11,642.
16:15Target priority offenders, 3,544.
16:19Searches conducted, 76,959.
16:23Traffic operations, 8,288.
16:26Total prisons arrested, 4,768.
16:30Total prisons charged, 2,543.
16:36Traffic offenses detected, 42,774.
16:40Firearms recovered.
16:42We're seeing now an increase with the shotguns at 43, a total of 256.
16:46Ammunition recovered.
16:48We're seeing that there's an increase in the 12-gauge rounds,
16:52and that is at 245, giving us a total at 3,447.
16:57And today, now we are seeing an increase with the dangerous drug seized,
17:02where the cannabis and also the cocaine in grams have been increased.
17:07From yesterday, where it was a stancel, we're now seeing,
17:09because of the seizures taking place,
17:11and the operations that we just mentioned that took place allowed the increased meaning,
17:16which is good, the increase of the drugs that we are seeing,
17:19the cannabis, yes, that we're getting it off the streets.
17:22Well, the only thing I can add to that table, Whitney,
17:24you know, you have spoken about it, you know, very clearly,
17:26and, you know, I always offer the congratulations
17:30to the citizenry and by extension law enforcement.
17:31Yes.
17:32It's a partnership.
17:32But I think that just previously to that,
17:35the fact that you would have seen the importation, sorry,
17:40of alcohol or what appears to be alcohol and other items
17:43in breach of the customs act allegedly,
17:46perhaps we may need to add a column to have, you know, other items
17:50so that we are looking at ammunition, drugs, and so forth.
17:52But it's important because those have value as well
17:54because that can end up into what they call the growing market,
17:57the underground market.
17:58So that's also important when you're talking about uncustom goods as well
18:01where, as I said before, you're not complying with the custom law.
18:05So maybe we should probably add another column
18:07because all part of the efforts of law enforcement.
18:09Yes.
18:10We need to take a break.
18:11And when we come back, I want to touch a little bit
18:12on because we've seen these procedures of drugs.
18:15Yes.
18:15But we are also seeing that we have decriminalized marijuana.

22:14And of course, we have our attorney at law, Zaheer Ali, here with us as we continue the conversation.
22:21Before we do that, we need to take a look at what made the headlines today.
22:23So let's see what made the headlines and we'll continue with more.
22:56And those are the stories making your headlines this evening.
23:16And of course, the TTPS is in the spotlight by making sure they're trying to keep the country that is Trinidad and Tobago safe.
23:23Well, you know, when you look at the headlines, Whitney, you know, it was mixed.
23:26I see some positives, I see some negatives, and then I see some sad stories.
23:29And some of the sad stories, you know, in terms of a person who may, again, who may have lost their life, who may have been robbed.
23:34But, you know, you've seen the positives, you know, in terms of the work of the police, like you indicated.
23:40And, you know, it's good to see, it's refreshing to see those things.
23:42So I know some activities are taking place with the Festive Shield, and I know you want to mention it to the public.
23:48Yes.
23:48Well, Whitney, you know that over the last two days, and continuing today and, you know, until Christmas Eve,
23:56and I'm short while I know that you will have a guest who will be able to give some update.
24:01But, you know, just to give just a short update, yesterday, you know, it was Blue City in Port of Spain,
24:07and it was an opportunity for the Trinidad and Tobago Police Service, the municipal police,
24:11and other agencies from the Ministry of Homeland Security, the Policy and Community Support Office.
24:17You know, a lot of persons came out, and, you know, and you're seeing the pictures here.
24:21This is Ms. Elmer Haynes.
24:22You know, we also visited the cruise ship area to have that engagement with tourists who come in into Trinidad and Tobago.
24:28A very, very heavy community drive.
24:31You know, and I want to acknowledge all the agencies, all the state agencies that participated in the initiative yesterday,
24:37led by the Deputy Commissioner of Police, Ms. Suzette Martin.
24:41We have Assistant Commissioners, Deputy Commissioners, Senior Superintendents.
24:46We also had the Mayor, Mr. Allen, and, you know, the officials from the Port of Spain Corporation.
24:53So it was a very, very rewarding and refreshing day, Whitney.
24:55And, you know, when you engage persons and you really get an opportunity to hear their stories, to hear their experiences,
25:01and in some cases, you know, these officers who are dressed in red from the Ministry of Homeland Security,
25:05led by, you know, the Honourable Minister Roger D. Alexander.
25:10You know, his officials were there, you know, basically inquiring from persons as to what may be occurring in their community
25:16to see how best we can intervene and make an intervention.
25:19So for those who would have taken the opportunity to interact with the officers of the Ministry
25:24and, by extension, the police officers, I want to thank you very much,
25:27and I hope that you will take it to your community.
25:29And, you know, we are open to lend that support.
25:31So, you know, we thought it was important just to show evidence of the engagement as a stakeholder and a community partnership.
25:38I thought I would have seen you as well.
25:40I was waiting for my invitation.
25:42I didn't receive my invitation.
25:43I was not aware.
25:44I'm not just going to show up in a space that I was not invited.
25:47That's a bit pushy.
25:48Well, there are a couple more days with some other initiatives.
25:51I'll basically advise the Deputy Commissioner to reach out to you because I think as well, Whitney, you know, as a public figure,
25:55you know, it's important for persons who have that familiarity to also be involved in the whole processes.
26:04Perhaps I may say something that doesn't reach the mind.
26:07Perhaps you may say it and it reached the mind.
26:08So, you know, it's important for us as a society, representative of different professions, different backgrounds, and so forth,
26:16to all put our hands on, that was geared to what happened yesterday in the city, so that you didn't see TTPS,
26:23but you see Trinidad and Tobago in a smaller sphere engaging the citizenry of Trinidad and Tobago.
26:27So, you know, thumbs up to all the persons, as I said before.
26:30Excellent work, and, you know, I'm motivated, Whitney, for 2026.
26:34Yes, a job well done.
26:35Now, before we went to the break, I asked a question of the decriminalization of marijuana in Trinidad and Tobago.
26:41Person still, I think, assume or believe that it is a legal drug, and we are able to indulge in it in public
26:49and have, you know, that moment of freedom with it, and now we are seeing where the marijuana seizures are so huge.
26:57It's now in the millions.
26:58Yes.
26:58Where are we with that?
26:59Because, to me, it's giving a weird message to the public.
27:03It's basically just make it illegal.
27:06It can't be decriminalized, and then we're seizing all these drugs.
27:09Well, Whitney, I'm happy that, you know, you have put that on the public domain, albeit that's probably two days and we're on the tape again,
27:22but I'm happy that you placed it there because what I'm going to give to you, and, you know,
27:25both the Honorable Minister of Homeland Security and myself, you know, and by extension, other officials,
27:30we've been having some discussions, and you're right that while we need to be balanced in terms of looking at the issue of cannabis,
27:39and looking at the benefits and then looking at the consequences, what we found, you know, respectfully,
27:45is that it's an area that needs to be reviewed.
27:48And why it needs to be reviewed, I'll give you another example.
27:50Over the recent weeks, we have seen children being arrested and charged for possession,
27:56if not possession, for trafficking in our school system.
27:58The question that begs is when you have a fourth person, say, 30 grams, let's say, for example, that it's a benefit to them.
28:05Yes.
28:05How are they really protecting the children from being exposed to that drug?
28:10So, in other words, is it that the law would have gone to the extent that it places a statutory duty,
28:16like how firearms are treated, ensure that you keep these things out of the reach of children
28:20so that you don't have children who are stumbling on it because you have access to it.

35:52I think this is the time where you clean off your tongue and change the attitude just a little bit
35:58and embrace what they're trying to do because they're really trying to engage the public
36:02and change the perception of the TTPS in a way where, you know,
36:05they like to tie these different negative connotations to the TTPS
36:10and not understanding a few bad apples doesn't mean all the apples are bad.
36:14And so important, Whitney, and, you know, I probably put it like this,
36:17that the oath officers are meeting the bigger police service, which is what?
36:22The citizenry of Trinidad and Tobago.
36:23You know, we always hear about the citizenry, the police, and vice versa.
36:27So it's important that, you know, we, and we meaning the citizenry,
36:31seize this moment to close that gap.
36:33That gap should not be wide.
36:34If we want to fight this surge of crime, that gap has to be closed.
36:38And I think that the initiative, from my respectful view,
36:40speaking to Deputy Commissioner Ms. Martin,
36:43is geared towards strengthening community engagement
36:45to ensure that the community feel that, you know, their input is important
36:50and to be able to offer solutions, offer ideas in relation to how can we better respond
36:56to crime and criminality in Trinidad and Tobago.
36:58And by extension, just, you know, building that trust and confidence
37:01in the oath officers that, you know, you depend on on a daily basis for safety and security.
37:06And, of course, we will touch with the person behind that shortly.
37:09We will connect with her.
37:10Well, just something we want to mention as well from the media release from the TTPS,
37:15multiple firearms and police vests recovered in the TTPS intelligence operations.
37:20Again, the operations department clearly working extremely hard.
37:23Yes.
37:24The Trinidad and Tobago Police Service, the TTPS,
37:26conducted a series of intelligence-led anti-crime operations on Tuesday, December 16, 2025,
37:33resulting in the recovery of multiple firearms, ammunitions, and police-issued equipment.
37:40But when we hear these things with the bulletproof vests and firearms and police-issued equipment,
37:45where are they getting access to these things?
37:47Well, you know, once you're hearing police equipment, you know,
37:51Whitney, it has to be investigated properly because on its face you may be seeing markings of the police
37:56and believe it's TTPS, but it's important to investigate it properly so that you really get to the bottom
38:02as to whether, in fact, it's an item of kit that finds its way in the hands of criminal elements
38:08or abandoned or placed in a constructive position to be able to use for crimes.
38:13So I do not want to just, you know, pronounce that it is, in fact, police kit.
38:19Correct.
38:19It resembles police kit until a proper investigation to really know exactly if, in fact, it's an item of kit
38:24and who may have been issued with that item of kit.
38:27Just an idea for the TTPS, just saying, right, that they could find a way to the same way we're showcasing,
38:33the safety tips to be aware of your surroundings.
38:35So the Christmas, you could also show the attire that an officer should be wearing if approached.
38:41Apart from, yes, they may have identification card.
38:44Yes.
38:45They may also have the shield itself.
38:46Yes.
38:47Which is a TTPS shield to identify with the number.
38:49Yes.
38:50But they should also have other markings that the public could be aware of
38:53so they could identify something, even down to their firearm pieces.

39:00And I think that in going forward, and I'm sure Jack is listening to you on TTPS communications department,
39:04perhaps, you know, you can have one of the programs, it's dedicated, Whitney,
39:08to be able to look at the individual uniform, both from the gray and blue and the tactical uniform
39:13so the members of the public are clear as to who should be dressed
39:16and which unit should be dressed in what uniform.
39:19So I think it's a very important, very interesting suggestion that you have made.

42:46Now, we would like to apologize to the public because we had a special guest that we called.
42:51We did get on to her, but she was on the ground operating,
42:54which is the Deputy Commissioner of Police of Operation, Ms. Suzette Martin.
42:58And, of course, I understand she is a brainchild for festive shield,
43:02but I know when it comes to the duty of an officer,
43:05it never ends as we mentioned when we open the show.
43:07Yeah, very important.
43:08I'm happy that you said that.
43:09You know, you're sounding that you have some background in law enforcement with me
43:12when you speak like that.
43:12But, yes, the Deputy Commissioner, from my discussion with her,
43:16she's presently on the ground leading her troops.
43:18And, again, continue to observe.
43:20And I think they're heading into the Central Division this afternoon
43:22and surrounding the environment.
43:23So, you know, you're going to see heightened activities and, you know,
43:26please, the communities, you know, take the opportunity to have that sort of engagement.
43:32But, you know, as we said before, this festive shield is an initiative by the executive of the TTPS
43:36that has been entrusted to Deputy Commissioner, Ms. Martin, to be able to lead.
43:40And, you know, if my memory serves me right,
43:42Ms. Martin is also appointed as the goal commander for the Carnival 2026.
43:46So, you know, you all are going to be seen how frequently in relation to overt actions,
43:53overt activities on the part of law enforcement.
43:55And, you know, it's important for us to hear from you all as well in terms of whether through the producer
44:01or whether directly or beyond the tape or even calling the TTPS because this period here,
44:05it might just be a situation where an opportunity to visit your community
44:08and visit someone who may be in a vulnerable position.
44:11So take the opportunity and let us, you know, maximize this opportunity for engagement.
44:16I know there are going to be other activities with me, but this is a very strong community engagement.
44:21If you look at the police service strategic plan and operational plan,
44:24you'll also see there's a pillar that emphasizes the importance of community engagement and partnership
44:30which can be executed in many different contexts.
44:34Festive Shield is just one of those contexts.
44:37Yeah, so the operations team, they continue to work extremely hard to provide service and care to the public,
44:43which is to protect and serve.
44:45Yes, most certainly.
44:46Of course, the motto of the TTPS, and we hope that persons, as we mentioned, civilians like myself,
44:51we continue to try to be law-abiding citizens.
44:54And when we have the engagement with the officers, we don't act, you know, in an ignorant manner
44:58and understand they are really trying, so we should try with them as they move right along.
45:03Now, Whitney, just before you go forward, I think it's important as well.
45:05You know, as I said before last week, I know a caller would have called and, you know,
45:09appeared to be a little bit concerned, and rightly so.
45:12And, you know, I want to emphasize and urge the citizenry of Trinidad and Tobago that the law enforcement agencies were spoken to
45:18through the deputy commissioner operations with this issue of wrecking.
45:21Yes.
45:22And we have emphasized the importance of observing the law.
45:27And I want to repeat that, observing the law in the execution of this specific duty in terms of the wrecking service.
45:34And it is clearly enshrined in the law, as I said last week.
45:38And, you know, persons who are interested, you can have a look at the Motor Vehicle and Road Traffic Act,
45:45Section 108 and 109 respectively, look and read those provisions carefully so you'll know how an officer should conduct himself
45:53or also persons who may be assisting the officer.
45:55There are two or three significant things I need to make mention of.
45:58The officers must take reasonable care when they're removing your vehicle.
46:01And, secondly, there's an opportunity or a responsibility to do some inquiries to see if you locate the owner.
46:10It's not a situation where if a vehicle is just in contravention.
46:13Yes.
46:13They jump out the vehicle, wreck the vehicle and drive off.
46:15You must do some inquiries.
46:16That's correct.
46:17Do an inquiry.
46:18And what I want to use is a reasonable inquiry.
46:21So you won't be spending doing inquiry for the rest of the evening.
46:24Correct.
46:24But within the vicinity, you know, for example, Whitney, do you know who's driving this vehicle?
46:28Anyone know who's driving this vehicle?
46:30Public pause for two minutes.
46:32Yes.
46:32And once it's in breach of the traffic signs, road traffic, road regulations, or, important, causing an unnecessary obstruction,
46:40the law will kick in for the police officers with the assistance of the record service to remove those vehicles.
46:46So those are very important elements.
46:49But I have spoken to the DCP.
46:51I've emphasized the concerns of the citizenry.
46:52And the law will be applied, will be enforced in the way that it should be enforced.
46:58And any citizen who are having concerns, do not be afraid to call in, report your concerns, report it to the nearest police station,
47:06call the TTPS, even try to reach out to Ms. Martin, the municipal corporation, so this can be dealt with properly.
47:12And we know it's a hiking season.
47:14Yes.
47:14I'm also emphasizing, Whitney, you know, we all like to take a little chance.
47:18And to law enforcement, I want to speak to law enforcement here.
47:20You're talking to me.
47:23I'm going to speak to law enforcement now.
47:25And law enforcement and also, may I say, there's a category of persons, Whitney, ex-law enforcement officers.
47:32Please, obey the law.
47:37You are also governed by the rule of law, especially when you're in your private capacity.
47:44If you're on duty, official duty, and it requires you to take particular course of action, justifiably is okay.
47:51But in your private capacity, don't feel that because you're a police officer or you're an ex-police officer or ex-law enforcement,
47:58you can do what you want.
47:59You are going to be wrecked, and the law is going to be applied to you.
48:03So I'm asking you all to also cooperate, set the example.
