03:54Well, yes, it's smack in the middle of the week and you know what time it is.
03:59It's legally speaking Wednesdays and none other.
04:03Joining us today is acting sergeant Zahiri Ali of the Trinidad and Tobago Police Service.

04:08Thank you very much, Mark.
04:09It's indeed a pleasure and honor to be here this afternoon.
04:13Good evening to Jackie and other family members in Beyond the Tape.
04:15My colleagues in the law enforcement agencies, Mark.
04:18The citizenry of Trinidad and Tobago and those who may be viewing and listening out of the jurisdiction.
04:23Pleasant good evening to you.
04:24And you know, there's a term that we use with reference to as Diwali, you know, is around the corner.
04:32I think it's Shib Diwali to Trinidad and Tobago.
04:35I know all our festival, all our religious holidays and what have you.
04:41We celebrate it as Trinidad and Tobago, you know, and I want to continue to urge the citizenry to continue to respect the various groups, whether by religious groups and what have you.
04:54But very interesting times, Mark.
04:56You know, still some very serious challenges as relates to crime and criminality.
05:01And perhaps in the near future, you know, I may be able to give some further notice with reference to a transition, you know, that I'm presently going through.
05:10Perhaps to look at it from a different context.
05:12But just to give some early notice with reference to that transition, but it will be spoken about at the appropriate time.
05:20All right.
05:20Thanks so much, Sergeant Allen.
05:21Of course, you talk about crime and we've had an explosion of homicides, approximately 25 homicides in the last two weeks.
05:29And the latest of which occurred just a couple of minutes ago in Port of Spain.
05:35But this morning we had a, this was in Port of Spain, Eastside Plaza, Charlotte Street.
05:41What I understand is that the person who works there is known as Kwando.
05:45And he's a cleaner there working in that establishment for the last three years.
05:50Described by employees who know him, very quiet person.
05:55That's the cleaner there.
05:57Apparently, as he was coming out of an area where he was cleaning, he was approached by armed gunmen who shot him several times.
06:06And they ran off.
06:08I think he became the 299th or 300th murder victim for the year thus far.
06:15This is a police arriving on the scene shortly after that shooting occurred around 3.40 p.m. this afternoon.
06:23And, you know, it's really sad that, you know, this is happening in the midst of downtown Port of Spain in front of so many persons in a crowded, busy area, you know, a busy commercial area.
06:37Well, you know, you're right, Mark.
06:39And, you know, we continue to, when we do our critical analysis, where we spoke about crime not having a face, a profession, you have quite correctly identified in terms of the capital city.
06:50We're, at this time, you know, very busy with a lot of commercial activities.
06:56And look at the timing as well.
07:00One can, you know, that 3.30, 3.20 odd, you know, time that person is actually leaving work.
07:07You know, so it increases the pedestrian traffic and, you know, other traffic and, you know, very concerning with reference to these sort of activities.
07:16And, you know, based on the report, you know, we are seeing a capital offense.
07:21Very serious.
07:22But, you know, Mark, you know, not to digress, you know, you open the batting this afternoon by indicating an explosion of murders.
07:31And, you know, it's so indicative that this afternoon, you know, it's my intention to also ponder on that word explosive, but in the context of bringing it under, in the context of fireworks.
07:45And, you know, it's a very significant area for many reasons.
07:49And, you know, perhaps as we go along in the show, you know, I want to make some, you know, very strong statements and reminders at the same time.
07:56But for the population, the citizenry that's listening in relation to ensure that they act responsibly, you know, within this period of time.
08:02And then I should say moving into the Christmas season as well.
08:06So please remind me so that the citizenry can be the recipient or reminders as the case may be of particular provisions that governs the issue of fireworks and explosives.
08:18Most certainly.
08:18And, of course, just keeping with the topic of gun violence, we had an unfortunate shooting early this morning in the Brasso Secco area.
08:2920-year-old Christopher Joseph was shot and killed right here.
08:33You're seeing the house.
08:35And three others were injured, including his brother, Collie Joseph, and two teenagers, Darius Shadrach and Jarrell Garnish, 15 and 16, or rather 16 and 15, respectively.
08:50And you're seeing a lot of bloodstains there, evidence of that violent confrontation between gunmen and the persons who were in this dwelling around 2 o'clock this morning.
09:06This occurred, of course, and police are treating it as a drug-related shooting and homicide.
09:13Quite worrying we have young children in this space here who might have been collateral damage.
09:22And I think the mother of the 16-year-old schoolboy, Darius Shadrach, she would have spoken to the Express a little later this morning.
09:35And we want to take a listening to her.
09:36If you understand, it is not right.
09:40It is unjust.
09:43And the police need to get down to the bottom of this.
09:47Like a footstep.
09:49Like a footstep.
09:51I don't understand how the police was.
09:55On the scene at the time, the first bunch had run off.
10:03Well, certainly there, you know, it's not an unfamiliar scene.
10:08Just not to interject.
10:09You know, through you, can't we just reproduce that?
10:12I just want to listen to that a little, you know, deeper.
10:14Sure, producer, sergeant wants to take another listen to the mother.
10:17It is not.
10:19It is not right.
10:20It is unjust.
10:21And the police needs to get down to the bottom of this.
10:26Like a footstep.
10:29Like a footstep.
10:31I don't understand how the police wasn't on the scene at the time.
10:37The first bunch had run off.
10:38Right, so I'm going to put it in context because I forgot to mention that, that this shooting
10:48happened, Mayor Footsteps, as the mother was alluding to, from the Brasso police station.
10:53So she's saying, after that first shot, where was the police?
11:00Mayor walking distance, sergeant.
11:01Well, Mark, you have hit the nail on the head in terms of why I asked for a repeat.
11:08And not to place the police service in a prejudicial position, but to emphasize the importance that even within a stone through,
11:19and according to the family, a footstep, you are seeing that the criminal element,
11:25there's no hesitation to execute their criminal acts and activities.
11:29So again, these are very concerning things for me.
11:33And I'm sure it will be concerning for the decision makers where, you know, when you think you have the police station
11:38as an immediate prevention, even persons within the vicinity,
11:44they are not spared when there's a clear intention to inflict grievous bodily harm, and in this case murder.
11:50So hence why I asked for the repeater, and I'm urging the citizenry of Trinidad and Tobago again,
11:55especially where our children, this is a 16-year-old boy,
11:58I do not know the victimology of the individual, my condolences to the family,
12:02but it's important for us to look at these circumstances.
12:05Luckily, he's still alive.
12:07Just a 20-year-old Christopher Joseph was shot and killed.
12:10So the teenagers, we understand, are still alive, and your other brother.
12:14Okay.
12:14So one has been killed, and three have been critically injured.
12:18Okay.
12:18So still, it's within 24 hours, and the way that murder is defined, we do not know what's the degree of the injury sustained.
12:29So again, we have to look at this as a very serious matter, that our children have been impacted with very serious crimes,
12:36and, you know, it's a cause of concern, and, you know, I want to take this opportunity as well,
12:40that when a situation like this happens, here it is a relativist calling for the police to get to the bottom of it.
12:45I'm also reversing it for the community.
12:48When you see something like this happening in your community, you should be the first to respond,
12:53and I said there are many forums that we can respond to give us an indication as to what may have been transpiring.
13:00I heard you made mention a while ago, Mark, in your reporting that perhaps one of the motives is drug-related.
13:06This is where the community need to basically get involved so that we have an appreciation.
13:10And the reason why I'm saying that, do we know if this is the first of a series of events that will be unfolding
13:17when we are speaking about drugs and drugs now inviting very serious criminal activity?
13:21So, members of the community do not sit by, the relatives do not sit by, give the police the information,
13:29force the police legally to take whatever action that is required to be taken,
13:34not only for the detection of this crime, but to prevent a further reoccurrence, Mark, of crimes that may be connected to this,
13:42or because there may be a person that you may have to execute a duty of care towards.
13:46There may be a person that you may have to be looking at closely.
13:49There may be suspects you may have to pursue.
13:50So, again, very serious issue, and we need to be looking at these things very, very critical.
13:56And the community, the police, and the relatives, most times when something happens, Mark, last but not least,
14:03that's the time that, you know, you hear a relative or relative crying out.
14:07Yes.
14:08But there are things happening, but you are not coming forward.
14:11You are not getting the support in a situation like this.
14:14If, in fact, it's drug-related, and you are aware that your family or relatives were closely aligned to drug trafficking,
14:20what are you doing to redirect them?
14:23Who are you leaning on to get involved, to be able to treat with the situation?
14:27So, again, very unfortunate situation.
14:29And, Sergeant, the reason why I made that statement, why I made that statement was,
14:33I perused the police report, and at the end they said that they suspected it was drug-related.
14:38Okay.
14:39So, that was definitely from the police perspective.
14:42Okay.
14:42After seeing the report about the shooting, you know, they have a line whether they have a motive or not,
14:47and they said motive is suspected to be drug-related.
14:49Okay.
14:50So, that's the reason why I said what I said.
14:52And, of course, we're talking about children.
14:55These are young men being shot.
14:58And we also had a similar incident on the early hours of Wednesday morning
15:03where a nine-year-old boy was shot and injured in Maloney.
15:09Gunmen went to the apartment, and the father answered the door.
15:14And when he realized that there were armed gunmen, he ran into the house.
15:20They opened fire, of course, shooting the father in his foot.
15:23And I think within the proximity, the child was also there, and he was shot in his heel.
15:29The gunmen then ran off and escaped in a waiting vehicle.
15:33Luckily, they both survived.
15:36And, you know, it's really traumatic for any child or individual to go through something like that.
15:41And, importantly, Mark, and hence why, and just to build on what I said before,
15:45and in this case, unfortunately, again, in the Maloney area,
15:48that as parents, as guardians, as brothers, as sisters,
15:52when you are getting yourself involved in criminal activities,
15:56you should stop and wonder,
15:58am I attracting serious consequences upon myself first and my family?
16:05Do we sit back to think about these things?
16:07And from what you have just reported there again, Mark,
16:09going for a particular individual, but here it is, a child present.
16:15And for many different reasons, perhaps inflicting grievous bodily harm or injury,
16:21to be able to send a message, perhaps the intended target wasn't present.
16:25So I'm just saying in the context, for the persons who are engaging in criminal activities,
16:29you know, be guided.
16:31Be guided that you are not engaging in criminal activities
16:33and leaving your family in a state of comfort.
16:38They are immediately exposed.
16:39And the family members, if you feel that you are benefiting from your relatives involving in crime,
16:44that you are wearing a nice shoe,
16:46you are getting something proper to eat,
16:48you are basically, quote-unquote, living it up,
16:52you may just have an expiry date.
16:53That is, not the expiry date that the Lord has given you,
16:57but an expiry date that you have given to yourself.
17:00So again, let us be very, very critical on how we think and, you know, how we do things,
17:05you know, and let us protect ourselves.
17:07Let us do a reflection.
17:09And to the law enforcement agencies, Mark,
17:11again, the criminal element is signaling
17:13that whether there is a state of emergency with extreme policing powers,
17:18that they are bent on pursuing crime and criminality at all costs.
17:26Well, let's hope for the best as we go forward, Sergeant.
17:30All right, it's day 90 of the state of emergency.
17:33We want to bring you up to speed with the figures.
17:37Number of operations, 6,440.
17:40Target priority offenders, 2,276.
17:44Sages conducted, 41,872.
17:48Traffic operations, 4,285.
17:51Total persons arrested, 2,897.
17:55Traffic offenses detected, 25,236.
18:00For arms recovered to date, total, 177.
18:04We had a rise in pistols, 80 pistols, and 45 revolvers.
18:09Ammunition recovered thus far, 2,137.
18:13Rise there, 9mm of 1,127 wrongs,
18:16and 154 wrongs of 0.38.
18:19Dangerous drugs seized, 476,173.60 grams of cannabis,
18:278,369.55 grams of cocaine,
18:3310,032 STC pills,
18:35and then another rise again in molly, 15.39 grams of molly.
18:41Sergeant.
18:44Mark, excellent work on the part of the law enforcement agencies and the citizenry.
18:48I always say that.
18:49You can predict me with that when we read all the statistics,
18:53and thank you for that.
18:54And just to put a perspective,
18:55what you have noticed now is that the preferable drug,
19:00in terms of the fine,
19:01seems to be the dangerous drug, cannabis.
19:04Yes.
19:07So, immediately, that,
19:09and if you're looking at it from an analyst context,
19:12I know the criminologists may be probably looking at it.
19:14That seems to be the drug that seems to be prevalent.
19:18And you need to also look at the geopolitics
19:20in relation to looking at that particular nature of drug.
19:24So, if you find that that's the prevalent drug,
19:28then it appears that perhaps what?
19:30There's probably a demand.
19:32There's probably a market for it.
19:33And could you imagine all persons who are possessing
19:36for the purpose of trafficking?
19:37What do you think that persons who may be pursuing
19:39and may be likely to do?
19:41This may be a situation where they are what?
19:43Engaging in serious conflict
19:44to be able to either redirect you in relation to your activities
19:49or take your drugs.
19:51Because that's the preferable drug.
19:52That seems to be the demand.
19:53So, again, critical eyes, critical analysis,
19:56and, again, I'm asking the communities to get involved.
20:00The communities must get involved.
20:03Yes, I call all the police,
20:04but the community must get involved.
20:06I mark, I'm certain,
20:09that the city's area of Trinidad and Tobago,
20:11yes, I understand there may be some challenges
20:13in terms of trust and confidence sometimes,
20:15but let us find it within ourselves.
20:18I plead with you to find it within yourself
20:19and direct the police.
20:21Let us use this opportunity, as I said before,
20:24we're in a state of emergency.
20:25They are bent on challenging the state of emergency.
20:27Let us respond.
20:29Let us have deep, wide-scale searches
20:31to be able to eradicate the,
20:34or I should say,
20:35seize and retrieve firearms,
20:38ammunition,
20:39explosives,
20:39and the persons that are responsible
20:42for either actual or constructive possession
20:45of these firearms.
20:47Because we can get firearms, Mark, respectfully,
20:50which is excellent work.
20:51But if we are not getting the persons
20:53who are making use of the firearm,
20:55the choice of weapon,
20:57then we are not really achieving 100% per se,
20:59because those persons are still running around.
21:01It's just a matter of time
21:02until they get another one
21:03and then they carry out the acts again.
21:06So we need to look at it holistically,
21:08retrieve the firearm,
21:10and arrest and prosecute the persons.
21:12And that will require, what?
21:13Diligent inquiry to gather relevant evidence.
21:16So it's important for us
21:17to continue to be pushing back.

27:29in terms of the impact
27:30on animals,
27:31old-aged persons,
27:32persons with,
27:33you know,
27:34different form of illness
27:35and so forth.
27:36But,
27:37you know,
27:37the point I want to bring
27:38across this afternoon
27:39is that the,
27:40and let's begin simply
27:41with the explosive act.
27:42The fireworks
27:43is governed
27:44in the definition
27:46of explosive.
27:48So I want us
27:48to appreciate
27:49the seriousness.
27:50It is governed
27:51by the explosive act.
27:53It is within the definition.
27:55And within the
27:55Summary Offenses Act,
27:57section 99
27:58and section 100
28:01of the Summary Offenses Act
28:02for those who are
28:02inclined to read,
28:04pay particular attention
28:05in terms of the use
28:06of fireworks
28:06in towns,
28:08boroughs,
28:09and,
28:09may I say,
28:11within particular distance.
28:13And in this case,
28:14two miles
28:14within the,
28:16oh,
28:16from,
28:17sorry,
28:17within the borough
28:18or the tongue
28:19as the case may be.
28:20So look carefully
28:22in relation to
28:23the use of fireworks
28:24in the first instance,
28:26tongue,
28:26borough,
28:27and within two miles
28:28of the borough
28:28and the tongue.
28:29When you go to the section
28:30100 that I spoke about,

33:36And I know usually you always ask the callers to call in and they always heed your call.

36:06And that word that he used in terms of enforcement,
36:10and I'm sure the citizenry listening very attentively in relation to this issue of noise,
36:14because many other callers would have called in and asked about the response of law enforcement.
36:18Let me give an undertaking here this afternoon that very soon,
36:22and I spoke about a transition that is coming,
36:24and I do not want to say too early, because I need to follow the protocol as well,
36:29but the response of law enforcement, the policy positions with the response of law enforcement
36:33are going to be looked at very carefully for very significant matters,
36:38and significant matters that are affecting the majority of our citizenry of Trinidad and Tobago.
36:43And in this case, I begin by indicating about the fireworks being captured
36:47in the definition of explosive, and the consequential impact in terms of the health issue,
36:54in terms of where the animals are concerned, and general public safety issues, fires and so forth.
37:02Very important issues, and to hear that one member of the public,
37:06and I'm sure there are many others, actually expressing a concern in terms of the response of law enforcement,
37:11several things may have to be done in relation to that.
37:13So, Kola, I want to thank you for acknowledging the importance of enforcement of those laws.
37:18Mark, we have spoken about, I have said many times, a broken windows theory approach.
37:24And if you really examine the broken windows theory, I went into the Summary Offenses Act.
37:29I didn't go into an indictable offense act.
37:31We're not speaking murder, kidnapping and terrorism.
37:34We're speaking about simple contraventions of the law,
37:37that if it continues to manifest, persons become strong.
37:40So, from an explosive, in the form of a firework,
37:43you know we want to now pick up a firearm and shoot a firearm.
37:45Because now we are getting, what, accustomed to the sound and the noise.
37:49So, again, Kola, thank you.
37:51The issue that he asked about whether the cabinet would have approved it,
37:54I'm aware that while it's enshrined in law,
37:56it is regulated.
37:57It also, the minister may also issue regulations for the commissioner of police
38:02or a superintendent who is authorized by him to issue permits to make use of this.
38:08But the fact that you have it governed by permit,
38:11it shows the importance of regulating this, Mark.
38:14Because it may be a situation where if you were going to be allowed to use fireworks,
38:18you may have to ensure that there's a collaboration with the fire services.
38:21So, okay, a support system, just in case something happens.
38:24So, very, very critical issues.
38:25And, you know, you have a situation where when you're speaking explosive,
38:29a person will have to apply for import permits to bring in these items
38:32in order to, what, to distribute and offer for sale.
38:35But, again, even if there is some relaxing of the law
38:38in terms of the importation and distribution and sale,
38:41the distribution and sale must be factored in
38:43in terms of where the law is concerned,
38:45as to where you can use it, where you cannot use it.
38:48And if you have to use it in a place that is initially prohibited,
38:51you need a permit and you need to comply with the terms and conditions.
38:55So, I'm happy that we have triggered that this afternoon
38:57and I hope that the listening and viewing public
38:59really assists us to enforce that law in a way that it should be enforced.

39:32Because people are hunting in your, close to your houses, in private land.
39:38And there's a lot of problems.

39:44So, I don't know what is the law as regards that.
39:47So, hunting on private lands, close to houses.
39:51Secondly, I want to talk about vehicles that are parked on the road,
39:57in a dilapidated state and not being moved.
40:00Is there somewhere that we can call and get these speakers moved
40:07because they force hindrances to service speakers and other speakers and so on?
40:13And finally, I just want to talk about, you know,
40:17we are asked to report things when we see them.
40:21And I'm seeing a child being abused every day by a parent.
40:25And I made calls to the children's authority and other persons passed as well.
40:32And so far, nothing was done.
40:35And we haven't seen any change and the abuse continued.

44:09So, again, quickly, Mark, very interesting three questions.
44:12First question in relation to the hunting.
44:15You know, I was going to take the undertaking to report back properly,
44:18but, you know, just thinking about it logically,
44:20the state is issuing a license to hunt during a particular period of time.
44:25That will definitely be impacting, in my respect for view,
44:28the state lands and the forestry reserve.
44:31The state cannot issue a license.
44:33It should not be issuing a license for persons to be going on persons' private property.
44:36That would be a conflict.
44:39The state cannot authorize that to go into private land.
44:43So, it will be impacting state lands and forestry.
44:46So, be guided, but, you know, I'll just double-check it,
44:48just in case there's any further information that has to be shared.
44:51But we're referring to the derelict vehicles, or the abandoned vehicles.
44:54Mark, we have spoken about this.
44:55The municipal cooperation, to begin with,
44:59under the Municipal Corporation Act,
45:00if you look and you examine that legislation,
45:03it will speak to the issues in relation to what he's speaking about,
45:08where vehicles are parked up on the road,
45:10either causing an obstruction or causing a public nuisance.
45:13And obstruction and public nuisance will give the power to the Municipal Police,
45:18and by extension, the National Police,
45:20to treat with those vehicles once and for all.
45:23So, that will answer the second question.
45:25May I say, it can attract a penalty,
45:28and it can also attract custodial censors,
45:31if depending on the nature of the investigation and the findings.
45:34And the final point, with reference to the child.
45:37And I've asked for that number to be given to the producer,
45:42so that I can actively engage that matter for quick intervention.
45:48I do not want a situation where a child is in need of care and protection.
45:51That call is made on beyond the tape.
45:54And persons who have the ability,
45:56you have one mark with the freedom of the press.

46:05that the person who is abusing that child
46:07recognize that that matter is reported
46:10and take remedial action immediately to desist

46:53The number of firearms that you all have gotten already,

46:56the more you get,
46:58the more they get firearms,
46:59and they continue to do what they're doing.
47:01You know,
47:01that's not possible.
47:02The second point is,
47:04the guy who they had took,
47:08the length of time,
47:10they couldn't find him.
47:11And then they realize now,
47:13that they found him.
47:14And imagine,
47:16people come,
47:16they're not from this country,
47:18I understand,
47:19they come across here,
47:20and making plans to kill our people,
47:23Guyanese,
47:23and Israel,
47:24and making plans to kill our people.
47:25Now,
47:26something has to be done about that.
47:28And the nurse that was found there,
47:30I'm waiting on the results.
47:34Because I hope it's not really a homicide,
47:36because I remember,
47:37I'm sure you all remember,
47:38the one,
47:38something had happened,
47:40and then point 14,
47:43and it continues to happen,
47:44but people don't care.
47:46Officer,
47:46I'm listening to you,
47:48and you're coming up,
47:50I'm very, very concerned.
47:51Especially when,
47:52you get the firearm,
47:54or get them,
47:54and then you don't get anybody.
47:55Something has to be done about that.
47:57Because they're overdoing it,
47:59as I said,
47:59they couldn't care less about time,
48:01they couldn't care less about war,
48:02they couldn't care less about anything,
48:04because they feel they could get to it.
48:06Something has to be done about that.

48:19as a citizen of this country,

48:23Nobody else can do it,
48:25unless we do it.
48:25We need to do it together.
48:27And, you know,
48:28we want to be critical.
48:29Yes,
48:29a lot of effort is being generated,
48:31to deal with crime and criminality,
48:32at all levels.
48:33But we have to be critical of ourselves,
48:35and those who are not producing,
48:37please step up.
48:39If you are not up to the task,
48:41the decision makers,
48:43the leaders of the organization,
48:44have signaled clearly,
48:44if you're not up to the task,
48:46then step out,
48:47and allow someone,
48:48to fill that shoe,
48:49to be able to deal with crime and criminality.
48:50This is not a situation,
48:51where one man,
48:53or one team,
48:54can respond to this.
48:55This has to be a societal response.
48:57I've always said on this program,
48:59that we have the persons,
49:00who are under oath,
49:01and those who are not on oath,
49:03but has extremely important,
49:06roles and functions,
49:07to play mark.
49:08This is an issue where,
49:09this afternoon,
49:10I've dealt with response.
49:13The callers,
49:14the citizens,
49:14we are asking about the response.
49:15How are we measuring our response?
49:20And when we are looking at crime and criminality,
49:21it must be across the board.
49:23You cannot be,
49:24there are in balance,
49:25in terms of just targeting,
49:27what we know to be the very serious crimes.
49:29Yes,
49:29that is impacting capital offenses,
49:32the very serious offenses.
49:33But here it is,
49:34that you have acts of criminality,
49:35even from a summary context,
49:37going unchecked in some instances.
49:39So to my law enforcement colleagues,
49:40my brothers and sisters,
49:41in the law enforcement agencies,
49:43and supporting agencies,
49:44I know that there's a lot of hardworking officers,
49:47very dedicated,
49:48committed,
49:48going beyond the call.
49:49I'm fully aware of that.
49:51But there are some,
49:52who are not up to the task,
49:54or in some cases,
49:55based on the intelligence,
49:56are engaging and facilitating criminal activities.
49:59So,
49:59I know the commission has spoken,
50:02very clearly in terms of those,
50:03who may be complicit,
50:05and you know,
50:05he's geared,
50:06and the executive is geared,
50:07towards dealing with those issues.
50:08But please,
50:09let us own up,
50:11and you know Mark,
50:11we just finger,
50:12the municipal corporation police.
50:15And I submit to use that language.
50:17But,
50:18they are equally important,
50:19in terms of the crime fight as well.
50:21So when we're speaking about the national police,
50:23where are the municipal police?
50:24How are we measuring the impact,
50:25of the municipal police?
50:27How we are measuring,
50:28the impact of the transit police?
50:30Very soon something may happen there.
50:31But,
50:32all hands need to be,
50:33to come on deck.
50:36Even the defense force,
50:37who enjoy powers,
50:39under the state of emergency.
50:41Could we really say,
50:42what are the measurements,
50:44of the defense force impact,
50:45or involvement?
50:46You know,
50:47so,
50:47you know,
50:47I'm very passionate about this,
50:48because,
50:49you know,
50:50we are there,
50:51and you know,
50:51I hope that,

50:53these sort of programs,
50:54really move us,

52:58they are now deprived,
53:00of their belongings,
53:01and who knows,
53:02what the items of belongings,
53:03may be,
53:03very unfortunate,
53:04and why we may have,
53:06looking,
53:06why we are looking at it,
53:07from a criminal context,
53:08you see ethics,
53:09Mark,
53:10ethics,
53:11it's something that,
53:12we don't pay,
53:13particular attention to,
53:14ethics,
53:15or what we talk,
53:16what you know,
53:16what we have grown accustomed to,
53:18that level of,
53:19morality,
53:21I think that we need to,
53:22revisit ethics and morality,
53:23in a very,
53:24very primary context,
53:25and you know,
53:26we speak about recently,
53:27that intervention in the schools,
53:29for crime prevention,
53:30by having the police officers there,
53:32as a preventive,
53:32and suppression measure,
53:34could we say,
53:35with any level of certainty,
53:36and I'm going to be very critical again,
53:37are we paying,
53:38attention to morality,
53:39and ethics,
53:41where one,
53:41our students are concerned,
53:43to start it,
53:44at least from a generation,
53:45where,
53:45we cannot be preparing,
53:46the next generation,
53:47if we have lost,
53:48the present generation,
53:50very,
53:50very important,
53:51very good point,

54:07the QREP intersection,
54:09there are white lights there,
54:12which illuminates the road very well,
54:14but on other parts of the road,
54:16the light is a kind of a creamish color,
54:19my second question is,
54:22that,
54:22not my question,
54:23my second comment is that,
54:24I noticed the lines on the road too,
54:27are erased,
54:29for example,
54:30at the intersection of Harris Road,
54:33and the southern main road,
54:34in QREP,
54:35there used to be,
54:37three lanes,
54:38that would properly mark,
54:39but the lines have,
54:40been erased over the years,
54:42and they are no longer there,
54:44so it's difficult sometimes,
54:46especially if you're a new driver,
54:48on the road,
54:48to know,
54:49where you are supposed to be,
54:51on that part of the road,
54:52my question now,
54:55is concerning,
54:56the Maracas intersection,
54:58in St. Joseph,
