03:45as he also spoke

03:47today
03:49earlier today
03:50before leaving our shores
03:51here a lot of our children
03:53lined up the school street
03:55sorry
03:55around the Queen's Park Savannah
03:58where the Indian Prime Minister

04:07had a really warm

09:23willingly accept
09:24looking after
09:25a child
09:25and being
09:26responsible
09:26for that
09:27child
09:27and so I
09:28want the public
09:28to be fully
09:29aware and to
09:30understand that
09:31once you accept
09:32the responsibility
09:32for a child
09:33you had better
09:35be ready to
09:36do as much
09:37as it takes
09:38to ensure
09:38that this
09:39child is safe
09:40and everything
09:40that you do
09:41is in the best
09:42interest of this

09:44encourage
09:44proper supervision
09:46and when I say

09:48every sense of the

09:49we do not want
09:50to have our
09:50children
09:51by themselves

10:23checks
10:23visit these

10:25if you can

10:26maybe a day
10:27maybe a night
10:28with your
10:29children

10:30child
10:30please by
10:31all means
10:32because at
10:33the end
10:33of the day

10:34want to send
10:34your child
10:35to someone
10:35and you are
10:37not there
10:37to protect
10:38them

10:38not fully
10:39aware as

10:42a lot
10:42of sexual
10:43predators
10:43running around
10:44suffice it
10:46to say
10:46it is not
10:47the best
10:48case
10:49but that
10:50is a
10:50reality
10:50and we
10:51have to
10:51start facing
10:51reality
10:52we have
10:54our children
10:54might be
10:55going to
10:55the beach
10:55we have
10:56had so
10:57many
10:57unfortunate
10:57instances
10:58where children
10:59would have
10:59gone to
11:00the beach
11:00and parents
11:01might just
11:02take their
11:02eyes off
11:03the child
11:03for a brief
11:04moment
11:04and then we
11:05have an
11:05unfortunate
11:06situation
11:06arising
11:07so again
11:08supervision
11:09is paramount
11:10where our
11:11children are
11:12concerned
11:12we know
11:12they are
11:13full of
11:13energy
11:13we know
11:14that they
11:14are happy
11:15to be away
11:16from school
11:16and to have
11:17this break
11:18but at the
11:19end of the
11:19day
11:19we have
11:20to be
11:20responsible
11:21enough
11:21to ensure
11:22that we
11:22look after
11:23our children
11:24whilst at
11:24the same
11:25time having
11:25fun
11:26and you
11:27raise a
11:27really good
11:28point there
11:28because one
11:29of the things
11:29I wanted to
11:30ask you about
11:30you know
11:31we tend to
11:32have parents
11:33leaving children
11:34at home
11:34sometimes deciding
11:36to leave a
11:37younger one
11:38or younger
11:38ones with
11:39somebody who
11:40is like
11:40say 14
11:41or 15
11:41and that
11:42in itself
11:43also
11:44constitutes
11:45abandonment
11:46because you
11:47are not
11:47supposed to
11:47leave a
11:48child
11:48or children
11:49rather
11:49looking after
11:50each other
11:50even if
11:51they are
11:51not of
11:51the age
11:52of 18
11:53right
11:53exactly
11:54and we
11:54had a
11:55really
11:55unfortunate
11:55situation
11:56couple years
11:56ago
11:57I remember
11:57where there
11:58was a fire
11:59and the
11:59children were
12:00left in
12:00the house
12:01the parents
12:02were not
12:02at home
12:03and they
12:04were perished
12:05in the fire
12:05and obviously
12:06that was a
12:07really sad
12:07story
12:08yes it was
12:09abandonment
12:11the law
12:12says that
12:12so let's
12:13talk about
12:14the age
12:14of a child
12:16and you
12:17know
12:17doing a lot
12:18of public
12:18speaking and
12:19meetings in
12:20Tobago
12:20with PTAs
12:21and other
12:22organizations
12:22whenever we
12:24get to this
12:24topic it's a
12:25bit upsetting
12:26because we
12:28believe that
12:29children of a
12:31particular age
12:31are supposed to
12:32be able to look
12:33after themselves
12:34but there's an
12:36old saying
12:37and you know
12:38I don't mean to
12:39get biblical
12:39but the Bible
12:40says that
12:41foolishness is
12:42bounded in the
12:42heart of a
12:43child
12:43but the
12:44road of
12:44correction
12:44shall drive
12:45it far
12:45away
12:45at the end
12:46of the day
12:47we do not
12:47want to leave
12:48our children
12:48at home
12:49alone
12:49if something
12:50is to
12:50happen to
12:51these children
12:51persons or
12:53those persons
12:54with responsibility
12:55can find
12:56themselves being
12:57brought before
12:58the court to
12:58answer according
12:59to law
13:00because again
13:00there is this
13:01whole issue of
13:02responsibility
13:03and proper
13:03supervision
13:04as a matter
13:04of fact
13:05under the
13:07Children's Act
13:07if you look
13:08at section
13:0956 and
13:10section 57
13:11and I always
13:12admonish
13:12persons and
13:13you know
13:13the viewing
13:14public
13:14the law
13:16is free
13:17and available
13:18to download
13:19right now
13:19on Google
13:19I remember
13:20some years ago
13:21if you want
13:22to have your own
13:23copy of the law
13:23you would have to
13:24go to the
13:24government
13:25print tree
13:25and pay
13:26I think it was

13:28somewhere
13:29to get
13:30your own
13:30hard

13:31but now
13:32all you have

13:47Act out there
13:47now if you look
13:49at section 56
13:50and 57
13:51it talks about
13:52supervision
13:53and it talks
13:54about the
13:55penalties
13:56for persons
13:58with responsibility
13:59failing to
14:00properly supervise
14:00children
14:01and those
14:02children
14:02perpetrate
14:04actions
14:04that may
14:05result in
14:06you know
14:07court
14:08or persons
14:09being charged
14:10or damages
14:11and so on
14:11arising
14:12out of those
14:13circumstances
14:13and that is
14:15why we have
14:15to constantly
14:16be teaching
14:17and sensitizing
14:19the public
14:20all right

14:56this morning
14:57in Belmont
14:58area
14:58in the Serrano
14:59road area

15:02Zion Roberts
15:03was one of
15:04two persons
15:05shot
15:05unfortunately
15:07Zion Roberts
15:08have formed
15:09two people
15:09of the
15:10success of
15:10Laventel
15:11school
15:11succumbed
15:12his injuries
15:13as he was
15:14rushed to
15:14the Port of
15:15Spain
15:15General
15:15Hospital
15:16videos and
15:17pictures here
15:18by our
15:19crime journalist

15:21of the
15:21Trinidad
15:22Express
15:22in the
15:23area where
15:24this shooting
15:24happened
15:24and I can
15:25recall
15:26very clearly
15:27I went
15:28there a couple
15:28of months ago
15:29where there was
15:29a shooting
15:30after a week
15:31the following
15:32morning
15:33just at that
15:34corner there
15:34the shop
15:35is across
15:36there
15:36so it's
15:37very close
15:39to where
15:39the other
15:39person
15:40was actually
15:40shot where
15:41those blue
15:41barrels
15:41if memory
15:42saves me
15:43right
15:43and you
15:45know
15:45it's testament
15:45to this
15:46area being
15:46also in
15:48our area
15:49where there's
15:49a lot of
15:50gang activity
15:50and it might
15:52be very
15:52unfortunate
15:53to understand
15:53that from
15:54what we
15:54heard
15:54was that
15:56three men
15:57pulled up
15:57in a
15:58vehicle
15:58two came
16:00out
16:00and opened
16:01fire
16:01and both
16:02persons
16:03were three
16:03people
16:04and then
16:05they drove
16:05off
16:06of course
16:07young Roberts
16:08died at the
16:09Port of
16:09Spain
16:09General
16:10Hospital
16:10second
16:11man
16:1224 years
16:13of age
16:13he got
16:14shot in
16:15his arm
16:15and the
16:16third person
16:16got minor
16:17injuries
16:17were treated
16:18and discharged
16:19that is
16:21quite unfortunate
16:22Mark

16:24let me just
16:24extend condolences
16:25to the family
16:26of the young
16:26man
16:26it is never
16:27easy to hear
16:28you know
16:29someone meeting
16:30their demise
16:30under these
16:31circumstances
16:31we are losing
16:33our young
16:33men
16:33he's 14
16:34years old
16:35so I think
16:35he's supposed
16:36to maybe be
16:37in form
16:37two
16:38somewhere around
16:38there
16:39that's a
16:40baby
16:40and again
16:41we have to
16:43ask the
16:43question
16:44why did
16:45this happen
16:45what was
16:48he involved
16:49in
16:49was he an
16:50innocent
16:51bystander
16:51was he
16:52involved in
16:53some kind
16:53of nefarious
16:54activity
16:55unbeknownst
16:56to his
16:57family
16:57or maybe
16:58you were
16:58just standing
16:59there and
16:59by affiliation
17:00or association
17:01you happened
17:02to be
17:02shot
17:04innocently
17:05I remember
17:05you know
17:06as a child
17:07growing up
17:07my mom
17:08would always
17:08tell me
17:09Mark
17:09that
17:09you know
17:10friends
17:10carry you
17:11but they
17:12never bring
17:12you back
17:13home
17:13you know
17:14and there's
17:16a particular
17:16song
17:17where
17:18the artist
17:20actually said
17:21in the song
17:22we are the

17:23mother tell you
17:24about
17:24you know
17:25so when we
17:26could have
17:26these songs
17:27being played
17:28and I'm not
17:28attacking any

17:38young men are
17:39listening to
17:39them
17:40it assists in
17:42desensitizing
17:43them
17:43you know
17:44in terms of
17:46getting themselves
17:47involved
17:47making it easier
17:48to take up a
17:50gun to take up
17:51you know
17:51some kind of
17:52narcotics
17:52some kind of
17:52drugs
17:53now I'm not
17:54saying that this
17:54was a circumstance
17:55but again
17:56what is happening
17:57with our young
17:58men
17:58that we need
18:00to take a stand
18:01when I say we
18:02I'm talking about
18:02the adults in the
18:03lives of these
18:04young men
18:04and I'll tell you
18:05why I said that
18:06and to just put
18:06the discussion
18:07into perspective
18:08I will just give
18:09one example
18:10where we as
18:12parents and as
18:13guardians we are
18:14feeling our
18:15children
18:15back in the
18:17Tobago division
18:17we interview a lot
18:18of young men
18:19and we have these
18:20deep discussions
18:21with them
18:22and when I say
18:23deep I mean
18:23really deep
18:24and as we go
18:25into the program
18:25I'm going to go
18:26more into it
18:27so I was talking
18:28at a school
18:29with a young
18:30man who was
18:31found with
18:31marijuana in
18:32his possession
18:33and so his
18:34father was
18:34called in
18:35and the father
18:37was really
18:38taking it to
18:39the young man
18:39how could you
18:40do this
18:40and you know
18:41this is what
18:41I don't expect
18:42of you
18:42and I expect
18:43better
18:43and you know
18:43he's really
18:44going at the
18:44young man
18:45and the young
18:45man turned
18:45and looked
18:46at his father
18:46in the presence
18:47of me
18:48well myself
18:49the dean
18:50of discipline
18:50and also
18:52the father
18:53and his friend
18:54and he said
18:54to his father
18:55and I want
18:55to make it
18:56clear that this
18:56is what he
18:57said to his father
18:57daddy you're a hypocrite
18:58he told his father

19:04was formed
19:04with marijuana

23:42is paramount
23:43and very very critical
23:44you understand
23:45our children
23:47they are like
23:49sponge
23:49sponges
23:50they absorb
23:51everything
23:51and whatever they absorb
23:53you know
23:54it is meted out
23:55out there
23:55when they go out
23:56into the public
23:57when they go out
23:58into the schools
23:58and so on
23:59I've seen so many
24:00circumstances
24:01where children
24:02respond to their teachers
24:04based on what
24:05is being said
24:06at home
24:06about the teacher
24:07and so we always
24:08have to advise
24:09against you know
24:10having proper
24:12conversations
24:13in the presence
24:13and hearing
24:14of your children
24:14and our children
24:17they are
24:19looking on
24:20and they are
24:21taking the examples
24:22that we set
24:23and there are times
24:24when things get
24:25out of hand
24:26they call the police
24:27I've seen so many
24:28instances where people
24:29come into our office
24:30he's a bad child
24:31take him away from me
24:33I don't want him
24:34and one of the first
24:35questions I ask
24:36is where was this child
24:37from zero to now
24:38yes
24:39you understand
24:40what went wrong
24:41and where did it go wrong
24:42there are no bad children
24:44but there are misguided behaviors
24:47there are children
24:48in need of support
24:49and we have to try
24:50to shy away
24:51from giving up
24:52on our children
24:53that is happening
24:54too much
24:55yes we have
24:56we have children
24:57that you know
24:58are deemed uncontrollable
24:59and the law provides
25:00for that by virtue
25:01of section 61
25:02of the Children's Act
25:03section 61
25:04gives parents
25:06and guardians
25:07and so on
25:08the leeway
25:10and the facility
25:12where they can come
25:12before the court
25:13and bring a child
25:14before the court
25:15but a lot of persons
25:16refuse to do it
25:17because when you hear
25:18court you think
25:19that it's going to be
25:20punitive in nature
25:21but we have
25:22evolved so far
25:24beyond that
25:25it's not just about
25:25punitive in nature
25:27crime prevention
25:28is about
25:29restorative
25:31preventative
25:32and punitive
25:33well you know
25:34you make that point
25:36as it says
25:37it fundamentally
25:37goes back to
25:39the upbringing
25:40of this child
25:41in the household
25:42and if you are not
25:43able to discipline
25:45your child
25:45properly from day one
25:47then you're going
25:48to have a problem
25:48later down the road
25:49as you said
25:50exactly
25:50where when things
25:51go awry
25:53that you decide
25:55that you're not
25:56going to develop
25:57a hands off
25:58approach
25:58and I think
25:59some parents
26:00do that
26:01and in a sense
26:03it gets worse
26:03for that child
26:04and the child
26:04goes down the road
26:05that they probably
26:06didn't expect
26:08or they have
26:09no control
26:09over after a period
26:10of time
26:11we are not
26:12lashing out
26:13at parents here
26:13no of course
26:14we are not
26:15but it's their
26:16responsibility
26:16they have a
26:18responsibility
26:18and we have to
26:20start taking
26:20that responsibility
26:21very serious
26:22there is support
26:23out there
26:23there is help
26:25out there
26:25but you know
26:26the whole issue
26:27of P-R-I-D-E
26:28that is a serious
26:30tumbling block
26:30in the way
26:31of that kind
26:31of support
26:32and progress
26:32in our homes
26:34the home
26:35and the family
26:36that is the core
26:36of any society
26:37and that is why
26:39we at the
26:40Special Victims
26:41Department
26:41we treat
26:43our homes
26:43and our families
26:44with paramount
26:45importance
26:46and we go
26:47all the way
26:47ensuring that
26:48whatever report
26:49is made
26:49we investigate
26:52such report
26:53and we ensure
26:54that the necessary
26:55actions are taken
26:56every single time
26:57well we certainly
26:58hope that those
26:59parents listening
27:00out there
27:00will take your
27:01advice
27:02alright we're
27:03talking about
27:03homes and so on
27:05but there's also
27:05the sanctity of
27:07people's homes
27:08and their property
27:09and possessions
27:10and sometime
27:12over the last
27:1324 hours
27:14a car thief
27:16is seen here
27:17in the Malabar
27:18area
27:18trying to steal
27:20a vehicle
27:22a friend of mine
27:23sent this to me
27:24apparently
27:25she indicated
27:27that this is not
27:28this is the second
27:29time within the
27:29last month
27:30that there was
27:33an attempted
27:33car breaking
27:35in the area
27:36and you see him
27:37looking there
27:38of course going
27:39from car to car
27:40and deciding
27:40which car is
27:41likely the easier
27:43one to target
27:44and he starts
27:47to I guess
27:48prod the door
27:49of the vehicle
27:51here
27:51and you can see
27:53clearly here
27:54he's bent over
27:55examining it
27:57so he's doing
28:02something there
28:03that you know
28:04trying to ascertain

34:39What do you think about school violence?
35:09And the fighting and the bullying in the schools?
35:39What do you think could be done in schools to implement things in schools?
35:46No, it's reaching a way that if you can't listen to your parents, you listen to no one else, unless you're freely brought to the law.
35:56You know, sometimes they need to get a wake-up call, because I passed through these things, so I went to college, all them things.
36:02And, well, in my time it was different, with that corporal punishment and all them sort of thing.
36:09But now, you're going to speak to a student as a teacher, and you're only speaking to them on the wall, actually.
36:17So right now, you just have to move on the floor.
36:20And some of them, they're trying, but they're failing throughout the course of the children and them.
36:25So they just go in there and work and live on the pit again, and try the best to keep out of the children, which is arrogance and violence.
36:36You know, you can't wear them, so you know you can talk to a child, and let them simmer down.
36:42You don't want to hear that.
36:43Because you go down and tell them something for the god, and you could end up being the one end and up in the hospital.
36:48Yeah, for the right.
36:49Now, you talk about parents in Elia, do you think that the parents should bear some kind of blame for this child's attitude?
36:57That's what I said, earlier on, you train your children proper, but for the time they leave your door, it's a different ensemble.
37:06You know, so, like I said earlier on, plenty of people blame on the parents, but it's not the parents to be blamed all the time.
37:15Now, a thirdly lack of physical parents, right, that how you hang and swing, right?
37:21A thirdly parents that go to the children without love, so it's that hate developed from home.
37:27Then a thirdly ones that you train your children proper, but when, as I say, when you're in close doors, you don't know what to go on.
37:36Yeah.
37:37For your child, as a boy child, you go to school.
37:40You know you're going to school, you come home, you're watching the books, everything in order.
37:43But for me, time you turn your children back, you don't hit Karen, I hate Cora, whoever.
37:48Yeah.
37:49And in the eyes of, when you reach back home now, everything in order.
37:54You know, don't know what.
37:56Now, when they do hear something happen, they run around and blame the parents.
38:00You know, but they show any evidence at OSHI, that everything going good in school.
38:04But, without the moment of unguided time, within yourself and chin up from other students.
38:12Yeah.
38:13Yeah.
38:14Voice of the people, PC Mills, right up your alleyway.
38:21Comments.
38:22He touched on a very important aspect, bullying, and I want to speak to that a little bit.
38:28Now, in relation to bullying, and, you know, is a sort of a technical area because, you know, it is so widespread and it's a perennial problem.
38:38However, it is not that nothing cannot be done.
38:41We just need to know how to treat the situation.
38:44Now, if you were to comb the entire law books, all the law books of Trinidad and Tobago, you would not find anything in terms of legislation about bullying.
38:55However, if you look at what bullying is and you look at the Offences Against the Persons Act and you look into that act and you look at Section 30A1 and Section 30B, it speaks to harassment.
39:09Right.
39:10And so, what we say to parents is that if you are making a report to the police on a situation of bullying, do not say, you know, my child is being bullied and so on.
39:21Be specific as to what actually is happening to your child.
39:25If your child is being assaulted, make a report of assault.
39:29If your child is being, you know, verbally abused, make that, make a report of that nature.
39:34Because harassment is illegal and persons can be brought before the court, you know, for breach of any law, including this piece of, or this aspect of legislation.
39:44All right.
39:45Now, bullying cannot be a one-off thing.
39:48So, if someone would have, you know, assaulted a child, do not go to the police station and say that my child was bullied.
39:55Bullying must take place or the situation must have occurred on at least two or more occasions.
40:00Right.
40:01For it to be deemed as a circumstance or an issue of bullying.
40:04All right?
40:05But we need to have our parents make specific reports.
40:09And as I mentioned before, it is all about helping our children because, as I said, this is our future generation.
40:16And so, when we make reports to the police and children are brought before the court, 95% of the times these children are sent for help.
40:24And they are not being locked up and the keys through now.
40:27We are so many people who want to see happening.
40:29There are no bad children, as I mentioned before.
40:31These children just need support.
40:33The gentleman also made a very important point about training up children.
40:37All right?
40:38And it begs the question of parental responsibility one more time.
40:42We cannot give up.
40:43Once we know we have children, we have to continue to supervise them and try our best to train them and seek support.
40:49Because there is support out there.
40:52All right.

43:35I'm your host, Mark Massant, joined today by PC Damien Mills of the Special Victims Unit.
43:40And our discussion is pretty much centered around children.
43:44And of course, we have two young ladies that are missing at this point in time.
43:51And the Children's Authority is asking anybody with information on, first and foremost,
43:56Mary Ann Wilson, age 15, last seen in the Mova area.
44:01Anybody with information in terms of the whereabouts of Christina Keto should contact the authority at 996
44:28or the police at 999.
44:33PCMLs, I imagine that you all would deal with cases similar to this, obviously, also at times assisting the Children's Authority
44:41in trying to locate young women or young men, as the case may be, for one reason or the other.
44:47That is true.
44:49However, matters where children are missing are investigated by the entire, any police station within the nearest arm station district.
44:57But they are investigated thoroughly.
44:59All right.
45:00So just to give a brief overview, when children go missing, we communicate with the parents or the guardians.
45:07And we need pictures and so on.
45:09We need permission to put these pictures up.
45:11And we conduct a thorough investigation.
45:15We interview persons.
45:17And at the end of the day, thank God we have been finding most of these children back.
45:22And I want to say that is because of not only the work by the police, but the help that we have been given by the public
45:30in terms of persons having information and not being shy or reluctant to give the information to the police.
45:36Because as we know, there is a little bit of a reluctancy to assist the police and give information.
45:43Now, we cannot properly, you know, you see, children, again, will do anything that comes to mind, right?
45:56And when we have our children in their homes and we counsel them and we give them that kind of support,
46:03we have to now expect them to listen and to accede to our counsel and to adhere to whatever we say to them.
46:10And we have to ensure that they go in terms of the way in which we tell them to go and do whatever we say that they should do.
46:19As parents and as guardians, we cannot just say something to our children and just leave it up to them.
46:25We have to constantly iterate and reiterate and counsel and ensure.
46:30There are many times children leave home unknown to their parents and get themselves involved in all sorts of activities
46:38that would end up in them, you know, going missing or in other situations that are really unfortunate.
46:47And so we are inviting our parents and encouraging and admonishing our parents to do whatever is necessary.
46:53Give us the assistance. Seek the support and the help for your children.
46:57Again, do not give up on the children. There is support. There is help out there.
47:02Seek that kind of help. There is a children's authority.
47:05Go in and have a conversation and see what can happen in relation to that.

47:19I would like to thank all the SEA students on their sub-site today.
47:27And I also have a question for you, ma'am.
47:29I would like to find out when you all will be having the licensing commissioner on the show.
47:38Okay, that's it, Caller?
47:41Yeah, I would like to know when you'll be having the licensing commissioner come on the show.
47:46The licensing commissioner.
47:47Or do you mean the transport commissioner?
47:51Okay, I would imagine she meant transport commissioner and not the licensing commissioner.
47:57I guess my producer is going to be working on that, of course.
48:01So we are hopeful that once he has the time and, you know, through the proper protocols,
48:08that at some point the transport commissioner will be on the show, of course, to share some of his knowledge.
48:14We have been showing a lot of videos about their work outside with the police jointly.
48:20And the do's and don'ts for motorists, you know, when you have proper insurance,
48:26make sure your license doesn't expire, your vehicle is in proper working order, etc.
48:31So the transport commissioner has been on the ground, of course.
48:34But I hear you, Caller, and we are hopeful that he will be here in the coming weeks.
48:38Yeah, that's about what I can say.
48:43So I guess, you know, PC Mills, we have a couple of minutes before the next break.
48:48And I know we're in the holiday season, and I just want you to reiterate to those parents out there
48:54as we are in the next, for the next two months on vacation, we actually have a caller.
49:00So let's take that call.
49:01Caller, good evening.
49:02I just have a statement to make or a question to ask.
49:10I have been hearing a lot of times on the program that officers are saying that they have a one-door policy.
49:17I have a friend that made a report in the Ternopuma station this week,
49:23and the incident happened in Arema.
49:25And they told her that they couldn't take the report.
49:29She had to go to the Arema station.
49:31And it was a very sensitive report.
49:33So I just wanted to highlight the fact that I listen to the program every day,
49:39and I hear the officers, whoever is there, saying about the one-door policy.
49:43So I would just like to encourage the officers that are coming on the program to really look into this,
49:48because I've heard a lot of complaints about it,
49:52but I've actually had an actual complaint now which retooled that went into Ternopuma station
49:59telling us they're not taking the report semester at Ternopuma station.
50:02So it's not really nice when that happens because it turns people off from coming to even make that report.
50:10So that is my contribution tonight.
50:13Caller, thanks so much for that.
50:15And I know PC Melza, we just have about a minute before the break,
50:17but just we can start the conversation because I know many of the officers that come on this program
50:22always endorse wherever you go, the police officers must take your report.
50:29Whether it be San Fernando, Arema, Cedrus, even if you live San Fernando and you don't feel comfortable,
50:35you can go to another station in the vicinity or in the area and give your report.
50:39And not only that, you can also make, any citizen can make a report to any police officer anywhere,
50:45whether in or out of uniform.
50:47So the Wando policy does not just only speak to coming into a police station,
50:52because it is not in every circumstance where you would be able to go to a police station.
50:57You might know an officer or you might see an officer somewhere.
51:00You can make a report to him or her.
51:02So let me just take the opportunity to, you know, apologize to the caller on behalf of the officer
51:07and that particular station that his friend would have gone.
51:10The Wando policy is still in effect.
51:13And, you know, it begs the question that there is a need for training and retraining,
51:17which actually is ongoing as we speak.
51:20So, and then again, sometimes when you go to a police station,
51:23I am sure maybe if you go to that same police station, you meet a different officer,
51:27the response is going to be different.
51:29But the Wando policy is still in effect.
51:31They are supposed to take your report and inform the station district that is nearest to you
51:37of the nature of your report and an investigation, if necessary, be conducted on your behalf.
51:43All right.
51:43So maybe if the caller left his number, perhaps we can get it on to PCMLs.

55:15Joined today by PC Damien, the mills of the Special Victims Unit.
55:18And just before we go wrap up, I know you have a pretty interesting job at the Special Victims Unit in Tobago.
55:25And it would be really nice for you to just share with us what is your exact responsibility.
55:29Okay, so within the Tobago Division, approximately three and a half years ago, we would have taken the initiative based on a need or needs assessment that was done where our children were being victims of all sorts of different types of crimes.
55:45We recognized that they needed to be sensitized.
55:48And so we went on a sensitization drive as officers.
55:51And out of that sensitization drive was built to the schools intervention unit.
55:57Now, this unit of which I am the head of, we are on the ground daily in the schools.
56:03We do not go into the office and stay into the office or just idle.
56:07We are in the schools every day.
56:09So when the schools or when there's a situation, the schools will call us.
56:12We will go.
56:12We will do interventions with the students.
56:14We will do lectures with the students.
56:16And we have taken a three-pronged approach, meaning we treat with the students, we treat with the parents, and we treat with the teachers, teaching them the law.
56:24We teach the children the law on how to recognize if they may be potential victims of crimes.
56:31We teach them about the law in terms of bullying and school violence and so on.
56:36And because of the commencement of that particular team or unit, we have seen a drastic reduction in school violence and crimes against children within the Tobago Division.
56:47So I just want to publicly big up the Tobago Division SVD because we do work hand-in-hand as teams.
56:54When reports are made to them, they would forward the reports based on the nature of the report to us.
56:58And we would conduct that nature of investigation and intervention.
57:04I also want to big up the SVD generally within the service because we have been very effective in treating with matters that involve gender-based violence, sexual offenses, and also child protection reports and issues.
57:18And there have been major reductions in terms of crimes against children and gender-based violence by virtue of the work that we have been doing in the Special Victims Department.
57:29So I want to big up this SVD.
57:31Well, I'm hopeful that that type of work that you're doing in Tobago can also translate into Trinidad and the schools.
57:40And I'm sure there are also competent officers like yourself also doing that kind of job here in Trinidad as well to assist students.
57:48As you said, that is a very important and critical role that you all perform and offer to students especially and to the parents and the teachers as well.
57:59Because as you said, that three-pronged approach, obviously, you're trying to cover all your bases.
58:04That is right.
58:05Because, again, it's about crime prevention.
58:07And so crime prevention starts with sensitization.
58:11Knowledge.
58:12You know, with great knowledge comes great responsibility.
58:14And if you have the necessary knowledge and required knowledge, you will be able to take the right decisions and take the right steps for your benefit and for the benefit of the children in your life.
