20:10And, you know, often we talk about, you know, when situational awareness and, of course, when you're on the streets,
20:17you know, you might be walking down the street and you might have a piece of jewelry on.
20:22And we're not sitting, this is actually in Trinidad, but this is a classic case of being kind of aware of your surroundings,
20:30even though you're wearing a seat in jewelry. Look at this.
20:39Wow. So, it appears that he probably lent him his chain or something.
20:46It has to be, and he's standing there smiling, like, and everybody is standing bewildered as well.
20:51Yeah. Because the behavior is that, you know, there's some level of entitlement.
20:57Yes.
20:58Right? He takes his time and relieves the man of his chain.
21:04And I'm glad that he didn't offer much more resistance.

21:08Because it could have gone woefully wrong.
21:11Based on the fact that we are viewing it, it means to say that there's some evidence that exists
21:15that is potentially sufficient to bring this to a successful conclusion.
21:19It's the brazeness of how he operates, too.
21:22And when he takes the chain off, he walks casually when he looks back.

21:29And then he kind of gets into a jog.

21:33Pulling his pants because he's not sure if it will stay up.
21:36But, I mean, this is the level of brazeness that these guys operate with.
21:42That's right.
21:43We have seen many situations like this existed right here in Port of Spain, along Charlotte Street,
21:52and along, you know, the bustling streets when people are shopping and so on.
21:57People will tend to not only snatch gold chains but handbags and so on.
22:01Yes, correct is right.
22:03And there's always the unguarded moment.
22:05There's always the unguarded moment.
22:07And we are not saying that persons are not free to benefit from their property.
22:13You know, you are entitled to have your chain and you are entitled to wear your chain.
22:17And what we would advise, though, is that there are certain environments that it might not be conducive
22:22given the fact that there's a particular type of behavior within those types of environments.
22:30And we need to be aware because even when persons travel and they go to certain locations,
22:35they will tell you something about those locations.
22:37So, if you are a citizen, it is your duty to safeguard yourself and, in so doing,
22:44getting information as to where you might be going is very important.
22:48Yes, certainly.
22:50All right.
22:50Now, this next video speaks to the level of bold-facedness that criminals operate on.
22:59And I tell you, look at this gentleman standing there on his phone, normal, busy speaking away.
23:09And it looks normal at first, yeah?
23:11Yeah.
23:12And then this happens.
23:13Picks up what appears to be an air-conditioned unit, an AC unit, crosses the street,
23:25places it in a waiting vehicle, closes the trunk, and drives off.
23:32That is, I don't know what else to say, but...
23:35Well, it's as though he had assistance as well because there's another guy who entered the vehicle.
23:39Yes.
23:40But again, probably the person, this guy, the red van, probably loaned him the air-conditioned or something like that
23:47because it's so brazen, as you said.
23:49Yes.
23:49And, you know, it also speaks to the fact, ASP Pit, that when you have certain valuables, you have to secure it.
24:03You don't leave it out in the open there.
24:06And a van tree, you're parked, yes, but how far have you gone?
24:09Have you been able, are you parked in a way where you can actually see your vehicle if you have extra stuff in the tree?
24:15It appears that this person parked the vehicle and probably went into that building upstairs somewhere doing something
24:22and is not cognizant that, you know, oh, you can actually see what was happening.
24:28And it only takes, as you said, any blink of an eye for somebody to come and pick up something that you have in the tree of a van
24:34and walk off, put it into a waiting vehicle and drive off.
24:40What is good, though, and we don't know if it was intentional or it was just based on chance,

27:16And walks out with all that stolen items stuffed in his pants, waist, and perhaps his pocket.
27:25So, obviously, this is in Arima and I know that it's going to be only a matter of time before you or one of your colleagues
27:32get some information about this guy who thinks he's gotten away scot-free.

27:44And this matter will be brought to a successful conclusion.

34:37And then you are now placed in a position of vulnerability.

34:46You know there are other ways of doing business.
34:49We can do business cash free and still have the same desired outcome if you like.
34:55So, when persons tend to box into always wanting to do cash transactions, you know, that in
35:01itself, at times, at times, can be an eye opener or raise a flag as they would say.

35:08And I know just recently, a couple of days ago I think too, not just those sites where
35:13they sell things, but even sites where people try to meet people.
35:18Yes.
35:19You know?
35:20Yes.
35:21There was an incident where somebody apparently went to meet somebody and they were robbed.
35:25Yes.
35:26And this, I don't know, ASP Petty, if you can explain to me why is it that persons persist
35:33with this kind of behavior, whether it be something to buy, whether they see a deal and they decide
35:38to go and meet somebody in a place that probably never been before.
35:42They leave, a lot of people have left San Fernando and come to Mova or, you know, somewhere
35:47on the outskirts of Port of Spain or an east-west corridor or vice versa.
35:52Yeah.
35:53Why?
35:54And then you question and then, unfortunately, you're robbed of cash or you're robbed of a
35:59vehicle or some other kind of possession.
36:02Mm-hmm.
36:03Uh, and luckily you escape with your life in some cases or you're hurt.
36:06Yeah.
36:07You know?
36:08Uh, why is it that persons are not cognizant of these social media sites and taking the
36:15necessary precautions that they need to, regardless if we sit here every day or every other day
36:21and speak about this and then we see something in the media, uh, they were too down the road
36:25after speaking about marketplace and other social media sites.
36:29Yes.
36:30That they have a lot of nameless faceless criminals operating.
36:34Yeah.
36:35It, it, it, it's about a reward.
36:37And it's, it's not much different than gambling.
36:41So even if inside of you there's a voice saying, you know, there's a possibility that this thing
36:48might not be, uh, bona fide.
36:51This person mightn't be genuine, but there's a possibility that this person could be bona fide.
36:57This person could be genuine.
36:58Yeah.
36:59And when you look at the reward, because, I mean, whatever they are offering is very, very
37:04attractive.
37:05So persons, based on their, their, their, you know, their own disposition would tend to always
37:14go in those directions if they are not careful.
37:16Yeah.
37:17It's about being strong is about being strong because it's the same science, as I said before,
37:22that it would use in terms of when you're setting up these machines, you know, uh, the possibility
37:27that you can win in itself drives you to make these kinds of decisions.

37:33Well, I hope that persons will learn their lessons going forward.

37:56up in the Trinity area, we used to play football together.
37:59Um, I had my four year old son that was given some problems.
38:04He wasn't listening at school.
38:05He wasn't listening.
38:06And Inspector, well, Officer Fitz was a junior officer near Ruka police station.
38:13Um, I took him there and you had a nice conversation with my four year old son.
38:18Um, you actually took him to, you gave him a tour and told him, you know, where, what,
38:23if things don't go good, where you could end up.
38:26And, and I'm glad to say that, that talk had changed my, at least at the age of my four
38:33year old son.
38:34Yeah.
38:35He's now 13.
38:36Um, he's a budding footballer.
38:38Um, he's in form two in a very prestigious school in Port of Spain.
38:42His work is, it speaks to himself.
38:45Um, he gets over 85% on every test.
38:48So I just want to say thank you, uh, um, acting, uh, Inspector Fitz for that, that intervention
38:55you had on my son's life many, many years ago.
38:59Yeah.

39:03And, um, you know, that, that's police, eh?
39:05Uh, sometimes you, you go to work today.
39:08It might mean you have to run through a dashing patch and enter a drain and, and, and, and run
39:16over, run into a yard with pit bulls.

39:19And then tomorrow it might be the softer side of policing where you have to counsel persons,
39:23uh, you know, sit down and really understand what, what people are going through.
39:29Um, you know, reach out to children, uh, understand their perspective, uh, try and shape their minds.
39:36And, you know, oftentimes we think that it's a case of, cause he mentioned the, the age of
39:41the child at that time.
39:42And, you know, we may, we may ask, you know, you know, a child at four years, you know,
39:47why is that child behaving that way?
39:49And more so if the parent cannot, um, treat with that, but, you know, commendation to him,
39:56because he recognized that, you know, even if at that point in time, he wasn't capable
40:01of, of, of creating that type of impact that he wanted to, that there was somewhere that
40:06could have gone for help, you know, and, and, and we will always give persons that option
40:11by virtue of our community policing department and our victim and witness support unit who
40:17are now presently at this particular point in time, much more trained, uh, much more
40:22equipped, much more advanced in relation to treating with issues of this nature.
40:26Young impressionable, impressionable minds.
40:28And, you know, that's off to you.

43:41And I recall us showing a video yesterday afternoon about a horrific accident along the Degomartin Highway just after the KFC outlet.
43:53And what we can tell you is that unfortunately the occupant of that vehicle passed away at the hospital.
44:01He was identified as Shea Joseph Weeks from the Topaz Terrace area in Degomartin.
44:11And it's really sad to see that, you know, we've been talking about, you know, safety on the roadways.
44:18Yeah.
44:18And it seems like every other day now in the last week and a half, we've had fatalities and we had Mr. Batson on the program on Tuesday.
44:27And two days later, we have another road fatality.
44:29Yeah.
44:30You had firstly condolences to his family, friends, colleagues.
44:33And, you know, just to piggyback on what I was saying earlier, we have these robust operations on the roadways.
44:43You know, and at times, you know, members of the public, they would give us what we would call an unfair level of scrutiny to the extent that they see it as more a level of inconvenience to them.
44:54But these operations are necessary in order to ensure that persons are complying with road regulations, best practices, and what have you.
45:03Persons' vehicles are road-worthy because we often partner with the licensing department.
45:09And, you know, we have that extra level of scrutiny, if you would call it that, given their skill set.
45:15So we would continue to reach out to members of the public.
45:19And I said it before, road safety is everybody's business.
45:21We are into the rainy season, and for that reason, our driving behavior must change.
45:27We must be able to adapt to the environment as it is and, you know, ensure that, you know, our behavior is consistent with someone who want to reach home safely, someone who want other persons to reach home safely.
45:42Speed in itself kills.
45:43That's a fact.
45:44Yeah.
45:44And if you add alcohol into the equation, if you add driving while it's using your cell phone into the equation, if you add a vehicle that is not road-worthy, you have smooth tires, your brake light is not working, your wipers is not working, so probably rain is falling on you, don't have the opportunity to actually see what is in front of you.
46:04Now, all that I'm saying here doesn't have anything to do with the accident that you just saw, because we don't know what happened in that instance.
46:13We always say that accidents will happen.
46:15Mostly they are avoidable, but there are those that we cannot avoid.

47:43You know, so if it is that, in that instance, the caller did not get the type of service or he or she expected, then, you know, feel free to reach back out, and we will ensure that that is, you know, that is carried out.

47:57But it's not a case where I will be investigating all those issues that persons would bring to the program.
48:03You know, the shock tear of the service is not like that.
48:06So, if I'm the person you are referring to, call, I do apologize, but I will ensure that, you know, that communication is met.

48:16You know, just about two days ago, or was it yesterday, there were 67 spanking new vehicles given to the Trinidad and Tobago Police Service.
48:26You have the Homeland Security Minister, Mr. Roger Alexander, accompanying Acting Commissioner of Police, Mr. Junior Benjamin.
48:36Yes, yes, yes.
48:37Question, how much of those vehicles did the Northern Division get?
48:41Well, I can't say at this point in time, you know, but holistically speaking, it's a plus for the Trinidad and Tobago Police Service.
48:48It means now that our capacity to be present and president from the perspective of it being widespread has increased, right?
48:59So, you know, I know a lot of officers would be really, really glad to be equipped with this additional resource so that they can carry out their role and function in a much more effective way.
49:15Well, certainly, you know, I know there's the issue of, you know, the shortage of vehicles when we talk about certain areas that, you know, there's a need for more patrols.
49:24Yes.
49:25And I know along that east-west corridor, I remind one of those places that you need a little more, you know, presence being felt and vehicles, of course.
49:33And I know a lot, getting more vehicles is obviously a plus.
49:38Of course.
49:38And the Northern Division, there's a lot of activity there and so on.
49:42Yes.
49:42And I imagine that you all will be looking forward to some of those vehicles to help in, you know, kind of making patrols a lot more frequent than you currently do.
49:52So, yes, you know, one of the areas of concern for us regarding improvement is the response time.
50:00And, yes, with the additional vehicles, we are going to definitely improve on our response time because there are so many call for service, Mark, that sometimes you have the only vehicle that might be attached to our station tied up in another matter.
50:14So, now with more vehicles, you can send out another unit in order to treat with that particular issue.
50:19So, it's a win. It's a win for the TTPS. It's a win for Cheyenne and Tobago.
50:24And I'm certain that the police officers out there, you know, including myself, would be much more relieved to know that we are in a better position to impact our community in a positive way.
50:35Yeah. So, we're hopeful that those vehicles will make a marked difference in terms across the country, of course.
50:42Yes.
50:42And how the police conduct patrols, they have more visibility in the eyes of the public.

54:01Just have a couple minutes left, and I don't know if there's anything you would like to educate the public on, make them more aware, as we go into the weekend in a day or two.
54:12Yes, well, piggybacking on today's program and the things that we have discussed, we looked at road safety, we looked at the issue of social media,
54:21we also touched on, you know, that conflict management regarding our children and what they do at school, the different levels of influence.
54:29And, you know, we would want persons generally to take these steps into their space and have it impact their lives.
54:38We are within the rainy season, and I will touch on the road safety additionally, because you mentioned that based on your observation,
54:44there seems to be an increase in road fatalities.
54:47I can't say if that is a fact, yeah?
54:50It just could be on the surface, it might just appear.
54:54I think Mr. Batson would have shown some figures.
54:59Is it consistent?
55:00In May, at least, there was a sharp increase in fatalities.
55:04There was a drop, there was a pretty drop in April, March, April.
55:09Yeah.
55:09But I think, as he said, that with the advent of the rainy season into May,
55:13they've seen, you know, those four fatalities in the Claxton Bay area would have pushed it a figure.
55:20And then we had two others after that, this one included.

55:23Well, this is in June, sorry, but there was two others after that, just before, or one other,
55:27or there was one on the same day, a day before.

55:32And so he's showing here the fatalities, 44 in 2025, a 12% decrease in fatalities.

56:37So we don't want anyone to die on the roadways.

56:42That can only be realized if persons change their behavior on the roadways.
56:47We are generally satisfied with the fact that there was some decrease in the earlier months.
56:54And we would want to see that decrease going straight down to the ending of the year.
56:57But we cannot do it by ourselves, Mark.
56:59So that's why we need the public to buy in and to have that understanding that they also have a role to play in the statistics being positive.
57:06Yeah, it's important that citizens who use the roadways, whether you be a motorist, a passenger, a cyclist, a motorcyclist, a pedestrian,
57:20you all have a role to play in ensuring that we have that heightened awareness about road safety.
57:26True.
57:26And with the advent of the rainy season now, you have to be even more careful on the roadways, especially when the roads are wet.
57:35And don't be eye servants.
57:37Nope.
57:37Don't be persons who can only do the right thing when you observe someone in blue and gray.
