04:23Well, here's what, everybody.
04:24So we do have an update for you.
04:26You remember yesterday we spoke about the detainees
04:30who have escaped.
04:32Well, from what the Trinidad and Tobago Police Service
04:34is saying this evening is that
04:37following intelligence received,
04:39officers cordoned off the farm or farm eras
04:42between Arepa Road to the west
04:44and Smithfield to the east.
04:45Officers conducted a comprehensive search
04:47across several abandoned houses and garden plots.
04:50This led to the successful incident-free recapture
04:53of three escapees.
04:55All right.
04:56So, roll call.
04:57Christian Jose Rivero Paradis, 28 years.
05:02Honiton Jesus Carreno, 38 years.
05:06And Samuel Gonzalez, 24 years of age.
05:10Now, the Commissioner of Police,
05:11Alistair Rivero, has expressed his gratitude
05:15to members of the public who responded
05:17to the clarion call to assist law enforcement
05:20in locating the escapees.
05:22He says,
05:22I want to extend heartfelt thanks to the public
05:25for their cooperation and vigilance.
05:27He says,
05:28Your timely information and support
05:30were instrumental in our swift recapture
05:32of the escapees.
05:33He says,
05:34This is a clear example of how strong
05:36community police collaboration leads
05:38to meaningful outcomes in public safety.
05:41The Commissioner also commended
05:43the excellent work and dedication
05:44of all the officers involved
05:45in the speedy recapture of the escapees.
05:48All right.
05:48So, the TTPS continues to work closely
05:50with all the relevant agencies
05:52and the ongoing efforts
05:53to locate the remaining escapees.
05:56So, anyone with information
05:56is urged to contact the police
05:58immediately via 999-555
06:02or report anonymously
06:03through Crime Stoppers
06:05at 800-TIPS.

06:07this is really a victory,
06:09not only for the police,
06:11but for the community, too.

06:14You know, once you're hearing,
06:16and the way the Commissioner
06:17has spoken on that press release,
06:18once you are hearing the emphasis
06:20on the importance of the community
06:22partnership and engagement,
06:24I think that that's an all-win situation.

06:26would like to join,
06:27you know,
06:28and, you know,
06:28congratulate the citizens of Trinidad
06:30and Tobago
06:30for the prompt response
06:32for the reference to these individuals,
06:34you know,
06:35just moments ago,
06:36some were at large,
06:37but now they are back
06:38into the care of the state.
06:41And, you know,
06:41hats off to the police officers
06:42who, again,
06:44continuing to do their best
06:46for safety and security.
06:47But, Marlon,
06:48may I just indicate
06:49that when we are seeing
06:51foreign nationals,
06:53you know,
06:53my advice this afternoon
06:55will be
06:55if the opportunity arise
06:57for us to deal
06:59with these issues
07:00in relation to foreign nationals
07:01speedily
07:02in our courts
07:02of Trinidad and Tobago,
07:04I think that the best interest
07:05of all parties,
07:06you don't have foreign nationals
07:07sitting in a remand center,
07:11especially if they are
07:11in a situation where,
07:12let's say,
07:13there were immigration issues
07:14and they were pending
07:15deportation and so forth,
07:16unless they are
07:17ongoing civil proceedings
07:18regarding their status
07:21in Trinidad and Tobago.
07:22We should at least be trying
07:23to act speedily
07:25so that we are not burdened
07:27by having to, you know,
07:28be looking after these persons
07:29if there's a situation
07:31where they can be deported
07:32back to their mainland.
07:34So, it's something
07:34I want to see that,
07:35yes, excellent work
07:36in terms of the recapturing
07:38of the individuals,
07:38but the judicial system,
07:41it's important for that process
07:42to be effectively engaged
07:45to be able to treat
07:45these individuals.
07:46Yeah.

07:48We do have another video

07:50and it's one
07:51concerning fire officers
07:52on the scene
07:53of an RTA
07:54in the Sister Isle,
07:56Lambeau area,
07:57earlier today.
08:00All right,
08:01from what we're seeing there,
08:02it would seem that
08:03a few vehicles
08:04are involved.
08:05It seems to be
08:06a serious accident,
08:07and I say that
08:08because of the damage
08:09that I'm seeing
08:09to vehicles.
08:10again, sir,
08:12I'm sure,
08:13well,
08:13we don't have
08:14all of the details
08:15concerning what
08:15would have caused this,
08:17but again,
08:18I think it is
08:19a call to members
08:21of the public
08:21to be careful,
08:24use some discretion,
08:25moderation,
08:26again,
08:27because,
08:27I mean,
08:28what we're seeing here,
08:29it seems to be
08:31very, very serious.
08:33Well,
08:34Marlon,
08:34you know,
08:35in previous
08:35programs,
08:37you know,
08:38as it relates
08:38to road traffic accidents,
08:40you know,
08:40in recent times,
08:43we have heard
08:43the Honorable Prime Minister
08:44making strong calls
08:46to enforce
08:48the rule of law
08:48in other circumstances,
08:50for example,
08:51in relation to dealing
08:51with school violence.
08:53In previous programs,
08:56I clearly made
08:56a call,
08:57Marlon,
08:58to ensure
09:01that when we are
09:02looking at road traffic accidents,
09:04that the,
09:05what currently exists
09:06in terms of
09:07that demerit point system,
09:09while it has
09:09its advantages,
09:11I think the time
09:12has come for
09:12persons who are
09:13driving dangerously
09:15without due care
09:16and attention
09:16on the nation's road,
09:18we create
09:18an arrestable offense
09:20so that
09:21it's no longer
09:22a situation
09:22where you're looking
09:23to say,
09:24well, okay,
09:24you have 10 points
09:26or 14 points
09:26and then I'm looking
09:27to proceed
09:27to have a suspension
09:28of the driver's permit
09:29because all it takes
09:30is one dangerous
09:32piece of driving
09:33that can cause
09:34loss to life.
09:35So, you know,
09:36it's a call
09:37that I've been making
09:38advocating for
09:39review of the
09:40motor vehicle
09:41and road traffic act
09:41to ensure that
09:42these offenses
09:43are made arrestable.
09:44So, you,
09:45could you imagine
09:46someone is flying
09:46down the highway
09:47at a high rate of speed?
09:48This should not be
09:49a situation
09:50where if you intercept,
09:51you will see
09:51a fixed penalty notice
09:52that attracts a point.
09:53This should be
09:54an immediate
09:54arrestable offense
09:55charged and placed
09:56before the courts
09:57of Trinidad and Tobago.
09:58So, I think that
09:58when we are seeing
09:59these sort of
10:00road traffic accidents
10:02and the prevalence
10:03of it,
10:03I think that we need
10:04to take another step
10:05as it exists,
10:06Mark, Marlon,
10:07and please forgive me
10:09over the period of time,
10:10but Marlon,
10:10Mark, you know,
10:11the same M.
10:12You know,
10:12probably I use it.

10:24fails to give
10:25name and address
10:25is when the power
10:26of arrest kicks in.

10:28a statement where
10:29just by your
10:30dangerous driving,
10:32whether you give
10:32your name and address
10:33at all,
10:34the issue should be
10:36your conduct
10:37should be attracting
10:39an arrestable offense.
10:40And I want to make
10:40that abundantly clear
10:41this afternoon
10:42and hope that
10:42the decision makers
10:43listen and move swiftly
10:45to amend the motor vehicle
10:46and road traffic act.
10:47Well, I hope so too
10:48because I know
10:49that the discussion
10:49has been
10:50that there has to be
10:52a review.
10:53Well, in the past,
10:54there was talk
10:55about a review
10:55of the merit point system.
10:57This prime minister
10:57has said,
10:58well, here's what.
10:59This has not worked
11:00very well at all
11:01and I think that the plan
11:02is to totally
11:04do away with it.
11:06But I think that
11:07there has to be
11:08a greater conversation
11:09as, well,
11:10if you are doing
11:11away with it,
11:12what now?
11:13Because I don't know
11:15about you all,
11:16but I think I understand
11:17you all very well
11:18in that I get back
11:20to the point
11:21when the last
11:23administration
11:24had said,
11:24well, here's what.
11:25We are going to enforce
11:26the speed limit

12:08about that retributive
12:09approach
12:10and as you indicated
12:11the punitive,
12:12I think that
12:12if you are seeing
12:13the prevalence
12:13of road traffic accidents,
12:14I think that
12:16you know,
12:16when you look at
12:17the merit point system
12:18and you made mention
12:19it a while ago,
12:20we should be looking
12:20to strengthen.
12:22So, it's not about

12:24to say that nothing
12:24should replace it.

13:37to face the court.
13:39Some people are saying,

13:43treat them like criminals

13:45a softer approach.
13:46So, I guess the debate

13:56the issue of school violence

13:57just looking at that footage

14:04in your foreign jurisdiction,

14:06that's coming back home,
14:07you know,
14:07to Trinidad and Tobago.
14:08The issue of school violence
14:09and I saw
14:10just a while ago
14:11some actions
14:12were taken
14:13in the Southern Division
14:15regarding the
14:16school children
14:18who were involved
14:18in the assault
14:19in the,
14:20I think it's
14:21the Holy Faith Convent
14:22in Cuba
14:23and I saw
14:24five persons
14:24based on my reading
14:26were charged
14:28and now it's
14:29before the courts
14:29of Trinidad and Tobago.
14:30And when you are
14:33seeing a society
14:34that is plagued
14:35with violence,
14:36Marlon,
14:37we cannot be naive
14:38where violence
14:41is finding itself
14:42within the school system.
14:44And I'll come to
14:44a discussion
14:45in a short while
14:46in relation to
14:46the Honorable Minister
14:47of Homeland Security
14:48making some very
14:49revealing statements
14:50in the Parliament
14:51as it relates to
14:52the use of
14:54dangerous drugs
14:55by school children.
14:56Metamphetamine.
14:57Yes.
14:57But to get back
14:58to the situation
14:58of the violence
14:59in terms of the assaults,
15:01when you have a society
15:01that is plagued
15:02with violence,
15:03it will naturally
15:05find itself
15:05into the school system
15:06if we are not vigilant
15:07and if we are not careful.
15:09And when you are seeing
15:11the degree of injuries
15:15that these victims
15:16sustain,
15:16it is very frightening
15:17and I am in full agreement
15:20to enforce the law
15:22with reference
15:22to persons and children
15:23who may be at the age
15:25to attract criminal liability
15:26to place them
15:27before the courts
15:28to account for the action.
15:29But this is the important part
15:30I want to bring into
15:31the equation,
15:32Amalan,
15:33that the Children's Act
15:35by arresting
15:37and if there is evidence
15:38and charge
15:38and placed before the court
15:39is just the first step.
15:42What I would like to see
15:43is that the full length
15:44and breadth
15:44of the Children's Act
15:45is employed
15:46to ensure
15:48that the parents,
15:50guardian,
15:51or persons with responsibility
15:52for the children
15:53who are charged
15:55and placed before the court
15:55now is brought before the court
15:58to be able to answer
15:59as to the care and supervision
16:01that they were exhibiting
16:03with reference to those children.
16:04So what you are getting,
16:06you are getting the opportunity
16:07to go beyond the child,
16:10look at the parents,
16:11guardian,
16:11and even the home
16:12so that the necessary intervention
16:14can be made
16:15to ensure that there is
16:16proper rehabilitation,
16:18to ensure that that child
16:19in the quickest time,
16:21if I should say that,
16:22return to society
16:23and into the education system.
16:25Yeah, and that's a good point.
16:28Rehabilitation, yeah?
16:29Because you just can't
16:31take punitive action
16:33against individuals
16:34and then throw them
16:35on the garbage heap, eh?

21:20at the Children's Act,
21:21which has been in the forefront
21:22in the last couple of hours.

21:24And the charges that we spoke about.
21:25And if you look
21:26at the Children's Act,
21:27and for the parents,
21:28guardian,
21:29and even persons
21:29who may be inclined
21:30to expose a child
21:33to a dangerous drug,
21:36and let me stress on this part,
21:37or a substance
21:39that has a similar effect,
21:42and there's some importance
21:42with that.
21:43So it's not,
21:44the law has been couched
21:45where children are concerned
21:46in a very sensitive context.
21:49So any person
21:50who exposes a child
21:52to a dangerous drug,
21:53and we know the dangerous drug,
21:55for example,
21:55the cocaine,
21:56the cannabis,
21:58the morphine,
21:59the ecstasy,
22:00the ketamine,
22:02the molly,
22:03that's correct.
22:04But it goes further
22:05to say,
22:05or a substance
22:06that has a similar effect
22:08commits a criminal offense
22:11under the Children's Act.
22:12And persons who may be
22:13administering
22:14or giving a child,
22:15and in this case,
22:16without the direction
22:18of a medical practitioner,
22:20a dangerous drug
22:21or a substance
22:21of having a similar effect,
22:23also can be caught
22:24with any law
22:25in terms of committing
22:25a criminal offense.
22:26And those who may be
22:27using children, Marlon,
22:29as couriers
22:29or to sell
22:30or to deliver.

24:59you and other persons,
25:00there must be a proper regulation
25:03of persons
25:04because you are giving them
25:05a dangerous drug
25:06by decriminalizing,
25:09but you have to also pay attention
25:10to whether, in fact,
25:11that drug,
25:12or drugs as the case may be,
25:13is being exposed to a child
25:15or the child has access
25:17and then it ends up
25:18in the school system
25:19for whatever ills
25:21that may result from it.
25:22So, I think it's important
25:23to support the Honorable Minister
25:25with the Children's Act,
25:27the law,
25:27so that the citizenry
25:28of Trinidad and Tobago
25:28can be properly guided
25:29because you do not want
25:31to be in a situation,
25:32Marlon,
25:32where you execute a search warrant,
25:34you find dangerous drugs,
25:36and when you look,
25:36there's children who are playing
25:37around the dangerous drug.
25:39That is exposing a child
25:40to a dangerous drug.
25:41So, be warned,
25:42citizens of Trinidad and Tobago,
25:44the law will be enforced,
25:46it will be applied.
25:46And just quickly to the caller,
25:48that first issue in relation
25:49to the investigation
25:51that is ongoing,
25:52you know,
25:53I want to remain consistently
25:54with the commissioner's statement
25:55when they spoke about
25:57whether, in fact,
25:58a decision to send
25:59an administrative leave
26:00or even suspension,
26:02that is clearly within
26:04the remit
26:05of the Police Service Commission
26:06as to that particular decision.

26:10It's subject to inquiry

26:12And the issue with the Venezuelans

26:21a pathway

30:22So, I believe search warrants
30:24are specific, right?
30:26They may have an item
30:27on your search warrant
30:27that you're going to look for.
30:30But my question is,
30:32if while you're executing
30:33your search warrant,
30:34you find something else
30:36which is illegal,
30:38maybe you went to look
30:39for arms or ammunition
30:40but you found drugs
30:41or you found items,
30:42stolen items,
30:44what does the search warrant
30:45cover that as well?
30:46How would the police operate
30:48in that circumstance
30:50so the perpetrator,
30:52the persons who,
30:54who the suspect
30:54of homing the church
30:55would escape?
30:57Thank you very much, caller.
31:01And very important question, Marlon.
31:03Marlon.
31:07While a search warrant
31:08may be geared towards
31:09dangerous drugs,
31:12if you enter a home
31:13and you see a firearm
31:15that creates a contravention
31:18of the Firearms Act,
31:20the law gives you the power
31:23because it's a contravention
31:25of the criminal law
31:26to take possession
31:27of that firearm
31:28because it now forms evidence
31:29of another offense.
31:31So really the search warrant,
31:33the spirit and intent
31:33of a search warrant
31:34when it's granted
31:35is to ensure that
31:36a judicial officer
31:38or authority
31:38is satisfied
31:39that the police
31:41or law enforcement
31:41has sufficient justification
31:43to enter a person's premises
31:46because you know
31:46a person has an enjoyment
31:47in their property.
31:48So the judicial officer
31:49has to balance that equation
31:50but the warrant
31:51is generally
31:52for the entry
31:53and search
31:53for what is pleaded
31:55on the warrant.
31:55But if there's
31:56a contravention
31:56of the criminal law
31:59and I just give an example
32:00where you're going
32:00for dangerous drugs
32:01and you see a firearm
32:02that contravences
32:03the Firearms Act,
32:03you are in power
32:05to take possession
32:06of that firearm
32:06because it now forms evidence
32:09of another investigation
32:10in relation to
32:10a possession of a firearm.
32:11And I could even
32:12expound on that.
32:14The fact that you've seen
32:15a firearm in a home,
32:16what are the public safety
32:18requirements
32:19to be able to make sure
32:20that that does not
32:21get into the hands
32:22or remain in the hands
32:23of unauthorized persons?
32:25So an excellent question,
32:27Kola.
32:29You know, Marlon,
32:30there are times,
32:31and I'm going to be naïve here,
32:32that sometimes
32:32law enforcement
32:34sometimes want to stretch
32:35out a search warrant.
32:36Stretch it to the extent
32:37that you have
32:38particular pleadings,
32:39you are going for
32:40particular items.
32:41And while I use things
32:43that may have contravened
32:43the criminal law,
32:44let's say, for example,
32:45you had a pleading
32:46that you are investigating
32:47and looking for
32:48specific items of evidence,
32:51but you would not foresee
32:52that maybe another item
32:55that you didn't place
32:56on the warrant
32:56but is relevant
32:57to what you're investigating,
32:58the law also gives you
33:00that power to be able
33:01to take possession
33:02of that item
33:02because when you come back
33:03under the present
33:04legal construct,
33:05you have to now file
33:06a return to the court
33:08indicating that the warrant
33:09was executed
33:10and these are the items
33:11that were found.
33:13And you now can indicate
33:14that while that item
33:15was not on the search warrant,
33:17you are pleading it
33:18before a judicial officer
33:19who now will basically direct
33:22whether you are justified
33:23in retaining it
33:24or whether it needs
33:25to be returned
33:25to the owner.
33:27So, a very, very important
33:29question that was asked
33:29and I hope that I give
33:30some clarity to you.
33:32I have one minute.
33:33Sure.
33:34And I still want you
33:35to speak to the issue
33:36of warrants
33:37because there are
33:39some misconceptions
33:41about the warrant
33:43and one main misconception
33:45is that it is the police
33:48that prepares
33:50or prepares
33:51the warrant
33:53and it is done
33:56solely by them.
33:58Well, Marlon,
34:00the application
34:01for a search warrant,
34:02it requires
34:04making a complaint
34:06and you have
34:08a draft search warrant.
34:09So, in other words,
34:10you basically have
34:11two documents
34:12in the application.
34:13but the application
34:15now is placed
34:16before a judicial officer
34:17who now will look
34:18at their pleadings
34:19to see whether
34:20the pleadings
34:21justify the issuance
34:23of the search warrant
34:24to enter the premises.
34:25So, although the law enforcement
34:26is doing the drafting
34:27and making the application,
34:30the approval resides solely
34:31with the judicial officer.
34:33But there are checks
34:34and balances.
34:34That's the point
34:35I want to make.
34:36And, Marlon,
34:36when you talk about
34:37checks and balances,
34:38just recently,
34:39in 2023,
34:40if I recall,
34:41the administration
34:42of Justice Indictable
34:43Proceedings Act
34:44squarely took
34:46search warrants
34:47to another level
34:48where masters
34:49of the High Court
34:50have been called upon
34:51as the authority
34:53to be able to grant
34:53search warrants.
34:55Recently,
34:55you would have seen
34:56the Honorable Minister
34:56of Justice,
34:59Mr. Devish Maraj,
35:00made some public
35:01pronouncements
35:02as to looking at
35:03some challenges
35:04with reference to JIPA.
35:05And one of the issues
35:06that came up
35:06is that said issue
35:07in terms of search warrants
35:08where it is now pitched
35:09at a master's level
35:10and the argument
35:11is whether it should
35:12now come back down
35:13to the level
35:14of a justice of the peace.
35:15Now, the argument is
35:16without prejudice
35:17to the justice of the peace,
35:18they are not trained
35:19legally.
35:20So to balance
35:21the individual right
35:23with the state right
35:24to investigate,
35:24that is a balance
35:26that has to be met.
35:27So they believe
35:28that the trained mind,
35:29the master and above,
35:31even a magistrate,
35:32will be in the best position
35:33to weigh
35:33where the balance
35:34of interest lies
35:35in relation to
35:36the enjoyment
35:36of the person's property
35:37but giving the police
35:39sufficient authority
35:39to investigate
35:40any public interest.
35:42All right,
35:42let's head to San Juan now
35:43for the voice
35:44of the people.
35:45So I just wanted to get
36:14your impressions
36:15about school violence
36:17and bullying
36:17as it is happening now
36:18in schools
36:19across Trinidad and Tulego.
36:21Well, the rumors
36:22that I've been hearing
36:23about when school kids
36:25getting suspended
36:26and stuff like that
36:27for the school violence,
36:28I think,
36:30personally,
36:31in my opinion,
36:32I think that
36:32it shows like
36:34a better example
36:35because things
36:37like how it used
36:38to be before
36:39where you used
36:39to get disciplined
36:40and stuff like that
36:41it's just like
36:42getting a little
36:43out of hand
36:44and sometimes
36:45it might not
36:46be the child itself,
36:47it depends on
36:48the type of household
36:49they're into
36:50as well.
36:51So that is just,
36:53you know,
36:53that character
36:54they just come out
36:55at school
36:55where you're not
36:56supposed to
36:57at school
36:58is a place to learn
36:59you know,
37:00have fun,
37:01creativity
37:02and stuff like that
37:03but with this
37:04fighting thing
37:05and people
37:06kids getting injured
37:07and you have to tell
37:08it's just too much.
37:10Literally,
37:10just too much.
37:11What do you think
37:11can be done
37:12to curb
37:12that kind of
37:13behavior in schools?
37:16They need
37:17to bring back
37:18discipline for sure.
37:20They need to bring
37:21back discipline
37:21and start like
37:22calling the students
37:24parents to school
37:26to handle the situation
37:27instead of like
37:28doing it on their own
37:29because there are
37:30some teachers
37:31who that
37:32there is no
37:32what is going on
37:34and they don't
37:35necessarily speak up
37:36due to like
37:37you know,
37:37fear from the
37:39children itself.
37:41So they need
37:41to start bringing
37:42back like
37:42parents to school
37:43and stuff
37:44to speak about
37:45the problem
37:45and to address it
37:46so it can have
37:47more peace
37:48amongst one another
37:49and like
37:50peace amongst
37:51the children
37:51in school.
37:52Would you
37:52you talk about
37:53parents,
37:54would you
37:54blame the parents
37:55for the behavior
37:56of the children
37:57in this instance?
37:59I mean
37:59not all the time
38:02but sometimes
38:03yes
38:03because not
38:05not every child
38:06will speak about
38:07the household
38:07that they're
38:08coming from
38:09but you know
38:10it has some
38:10of them parents
38:11you know
38:11that they show
38:12themselves to
38:13they show themselves
38:14to say this
38:15they just naturally
38:16see where the behavior
38:17are coming from.

39:13because you don't

39:14that your child
39:15is being bullied
39:16or your child
39:17was stabbed
39:18or something bad
39:20would have happened
39:20to your child
39:21so it is very
39:22very important
39:23to restore
39:23that peace.
39:25And I want to agree
39:25with you

39:27and I want to agree
39:28with you by
39:28you know
39:29bolstering that position
39:30that you have taken
39:31and we are on
39:32legally speaking
39:33Wednesday

39:34inclined
39:36to take you
39:37and the
39:37citizenry of
39:38Trinidad and Tobago
39:39into the education act
39:40and into the education act
39:42there is a particular
39:43section
39:44I think
39:44if I recall
39:45section 27
39:46that places
39:47irresponsibility
39:48on the principals
39:49and by extension
39:50the delegates
39:51vice principals
39:52and other senior teachers
39:54for the safety
39:55of the pupils
39:57within that school system
39:58and the reason
39:59why I am saying that
39:59is that while
40:01and I must
40:01you know
40:02acknowledge
40:02I think it is
40:03a beautiful response
40:04in the interview
40:05as a matter of fact
40:06hearing us
40:07spoke
40:08was very much
40:11in line
40:13with what we were
40:13speaking about
40:14in terms of that
40:14societal response
40:16to relation to violence
40:17where we are
40:17calling on the parents
40:18and let the Lord
40:19bring the parents
40:20involved
40:20go beyond the parents
40:22and see what is happening
40:22in the home
40:22and so forth
40:23but equally
40:24where the principals
40:25and the teachers
40:26are concerned
40:26that particular duty
40:28for the safety
40:29of the pupils
40:29it requires
40:31in my view
40:32a review
40:32as to whether
40:33in fact
40:33there is proper
40:34systems and structure
40:35to be able to match
40:36and monitor
40:37the behavior
40:38of the children
40:38because Marlon
40:39without giving too much
40:41if a child
40:43misbehaves
40:43and the child
40:44is arrested
40:45and there is evidence
40:46to charge and place
40:47that child
40:48before the court
40:48if I am advising
40:50on that matter
40:51immediately
40:52I am going to go
40:53to the principal
40:54of that school
40:55to get an understanding
40:56as to who
40:57this child
40:58is
40:58within that school
40:59system
41:00and you may learn
41:01that the child
41:02has always exhibited
41:03the propensity
41:04for violence
41:05it's just on that
41:07particular occasion
41:07it resulted
41:08in a break
41:09of the skin
41:09but at all material
41:11times
41:12there were
41:12assaults
41:13and you know
41:14we like to use
41:14this word
41:15quote unquote
41:15bullying
41:15which if you
41:17studied properly
41:17can be what
41:18a criminal offense
41:20and that's the point
41:21in my view
41:21that the honorable
41:22prime minister
41:23was echoing
41:24that we're speaking
41:24about ourselves
41:25but if a child
41:27apprehends
41:27the unlawful
41:28application of violence
41:29on his or her person
41:30that could give rise
41:32to a criminal offense
41:33so that particular
41:34section
41:34brings the other
41:36stakeholders on board
41:37which is the principal
41:37and the teachers
41:39so you've seen
41:40principal, teachers
41:41parents, students
41:42and the justice system
41:44all getting involved
41:45to deal
41:46with the issue
41:47of school violence

55:28But what I can say, and, you know, continuing from our advocacy.

55:57I think that the issue of narcotics, the issue of dangerous drugs still continuing to prevail.
56:02So, you know, I think that is an area that needs immediate review.
56:06And, you know, I want to respectfully advise the legislators, you know, to place that on the agenda with reference to looking at the best interests of Trinidad and Tobago.
56:15And more importantly, the children of our nation.
56:18So, you know, perhaps, you know, when I give, is given the opportunity on your program, you know, probably I can expand a little more.
56:24But, Marlon, you'll be remiss of me if I don't acknowledge the kind comments, you know, of the caller.
