02:39Welcome to Beyond the Tape.
02:41I'm your host, Mark Busson.
02:42Welcome to our viewers across Trinidad and Tobago.
02:45And of course,
02:45our global viewers.
02:46It was on this very wet Friday,
02:49and I know a number of persons
02:50were faced with flooding in the central area,
02:54parts of the East-West Corridor,
02:56as well as South Trinidad.
02:59Certainly, you know,
03:00there was actually an incident involving
03:02several submerged vehicles in the Carine area,
03:05as you look on your screens here.
03:06And in one of those instances,
03:09you're seeing a gentleman on the hood of a SUV there.
03:12Apparently, he was trapped for quite some time there,
03:17and assistance had to be rendered to locate him,
03:21because apparently, after some time,
03:23you see how far that is,
03:24that person's phone working really well.
03:28You know, they could not have located him.
03:30He was seen there for quite some time,
03:32and I think certain officials came into the area,
03:37and so on.
03:38A drone was deployed, I understand, as well,
03:40and they could not find him.
03:41He had left.
03:43Incidentally, he was found, I believe,
03:46a couple hours later in a particular establishment.
03:52And what he told police was that
03:54he actually was able to swim out of the water.
03:57And it's amazing that, thankfully,
04:00he escaped with his life.
04:02And you see some of these saging waters here
04:05across Trinidad and Tobago.
04:07This is in the Maracas area.
04:09And, you know, it's certainly,
04:12I would encourage anybody not to try and cross
04:15in those, you know, those turbulent waters.
04:19And this is, I believe, central area.
04:22Sorry?
04:23Oh, Real Spring, Val Sane.
04:26Yes.
04:26You know, I have some colleagues that live in that area there.
04:29And this is a roadway, literally looking like a river.
04:34And, of course, if you're not familiar with the roadways and so on,
04:37and you're going to be traversing these roadways,
04:40of course, you have to be wary that there might be
04:42potholes or drains or so on,
04:44and your vehicle might actually go down.
04:46Or you yourself might fall into a pothole or a drain of some nature.
04:53So, you know, I know a lot of cleanup operations are happening
04:56across Trinidad and Tobago.
04:58There was actually some footage online also of the Karine River
05:02that has really swollen.
05:05And it's bangside very near the top of the highway in some places.
05:10So that's a cause for concern because we also expect this weather
05:14to continue tonight into tomorrow as well.
05:17So we want to ask everybody to exercise extreme caution out there,
05:23whether you're on the roadways or if you're in a flood prone area,
05:27please, please, we ask you to exercise that caution.
05:30And, of course, today with us is WPC Tenisa Hudlin-George
05:35from the Special Victims Department.
05:37Welcome, ma'am. How are you?
05:39I'm splendid. Really delightful to be here.
05:41I hope you didn't have to take a dinghy.
05:44Not quite. But I reached. I reached, yes.
05:47All right. One of the other things that is happening
05:50over the last couple of hours, of course,
05:53we had the nominee of Senior Superintendent Alistair Guevaro
05:57are nominated for the post of the Commissioner of Police.
06:01Yes.
06:01And what we understand was that, you know, that was,
06:05the motion was laid in the House of Representatives this afternoon.
06:10And incidentally, the Prime Minister and her government
06:13is supporting the nomination as well as the opposition
06:17who have also articulated their support
06:20for the lone nominee for the Commissioner of Police,
06:23in this instance, put forward by the President of the Parliament.
06:28And I can tell you that Senior Superintendent Guevaro
06:31did send me a message.
06:33I asked him what was his, you know, his feelings,
06:36his reaction to this endorsement.
06:38And he said he was deeply humbled by the Parliament's confirmation
06:41of his appointment as Commissioner of Police.
06:44He thanks Almighty God for his guidance throughout this journey.
06:47He also extended his respect to other candidates
06:50who participated in what was a transparent
06:52and rigorous election process,
06:55as their dedication and commitment to the TTPS
06:57serves as an example to the younger officers
06:59who desire to become future leaders
07:02within our noble profession.
07:03He said he was grateful to the Honourable Members of Parliament
07:06for their confidence in his leadership
07:07to the citizens of Trinidad and Tobago
07:10for their continued support.
07:12And as I await the next step in the process,
07:14I remain fully committed to upholding the vision
07:17of the Trinidad and Tobago Police Service
07:19to make every place in Trinidad and Tobago safe.
07:22I am mindful of the serious issues
07:24currently engaging public concern,
07:26including school violence,
07:28rising criminal activity,
07:30the imperative to strengthen public trust in policing,
07:34gang influence in vulnerable communities,
07:37firearm-related crime,
07:38and road safety challenges.
07:40He says he looks forward to partnering with stakeholders
07:42across the society to address these matters
07:44with integrity, transparency, and resolve.
07:48And he also said to me,
07:50it is his intention to work closely with the media.
07:53So certainly, you know, the government, of course,
07:56and the opposition,
07:57throwing their support behind the nomination
08:01of Senior Superintendent Guevara
08:02to be the next commissioner.
08:03We have continued to work with any person at the helm.
08:09And as much as we endorse what the government
08:11has decided to do,
08:13we continue to partner with him.
08:15Whatever vision and mission that he has,
08:17we are working.
08:18Because the nation depends on us.
08:19And whatever change happens,
08:21we are there.
08:23We are forward-moving.
08:24You're still functioning as the TTPS.
08:26And functioning with the best.
08:28And I know Senior Superintendent Guevara
08:31is going to be, I think, 51 in October.
08:34So he's a pretty young commissioner.
08:35So he has some time on his hands there to work.
08:39And, you know, Minister of Homeland,
08:41Roger Alexander,
08:43said in the House of Representatives today,
08:45talking about his background
08:47and speaking about...
08:48He really has a very extensive background,
08:50not just in intelligence gathering.
08:53He has worked with the DA doing programs,
08:55cybercrime, intelligence gathering,
09:00other kinds of techniques
09:02that obviously will be beneficial
09:03for the other officers
09:05and can share that knowledge going forward.
09:07Because a lot of his time was spent
09:08in the special branch,
09:1027 of his 30 years, I believe.
09:12Yes.
09:13Yes.
09:14So you hear from the special victims department
09:18and I know people will be curious
09:19to know, I guess,
09:21some of the things that you are looking to
09:23and how you all are better able to support,
09:26you know, victims of crime
09:28and victims of abuse and so on.
09:31We are the special victims department
09:33under two umbrellas.
09:35It is an investigative arm
09:37and it is also a protective arm.
09:40We have zero tolerance
09:41on victims
09:42who are in any area of sexual offenses.
09:47We have zero tolerance
09:48of perpetrators who are doing these.
09:50We work hand-in-hand with stakeholders
09:53to ensure that the best results are given.
09:55We pride ourselves on certain legislation
09:57in particular.
09:59We pride ourselves on the Sexual Offenses Act
10:01and the Children's Act,
10:02which has now given us more leverage
10:04to ensure that matters are brought to the court
10:06in the swiftest manner.
10:08So we have seen where it has benefited us a lot.
10:10I imagine that, you know,
10:11sometimes you have to deal with
10:12some very difficult cases
10:13when it comes to children.
10:14And I know that officers are very trained
10:18in that area to deal with sensitive cases.
10:22They are trained.
10:23We are highly trained
10:24because the nation depends on effectiveness.
10:27And because of the sensitivity
10:28of the vulnerable in society,
10:30we are looking at that the police stand with them
10:32and ensure that their comfort is given
10:34and they have a safe place
10:35and a safe space.
10:37Yes, certainly.
10:38All right, we're going to talk a little more
10:39about that as the program progresses later on.
10:42We're going to take a quick look now
10:44at our headlines.
11:12So those are some of the headlines
11:23within the last 24 hours.
11:25And, you know, we've been talking about
11:27the inclement weather, WPC, Adland George.
11:31And I know one of the things, of course,
11:33is you have to be very careful,
11:36especially if you are deciding to go out on hikes,
11:39especially around this time.
11:41And we have actually some hikers
11:43that was rescued by, earlier this morning,
11:46by Captain Valance Rambarat and his team
11:48together with fire officers
11:50somewhere in the Edith Falls,
11:53trailing Shagaramas.
11:55Certainly with this kind of inclement weather,
11:58you know, it's very important
12:00that persons understand, you know,
12:03the adverse weather conditions
12:04and monitor weather conditions
12:06because these persons were rescued
12:09in virtual darkness in a forested area
12:12and in a trail there.
12:14Obviously, if you don't know where you are,
12:17you're going to get lost.
12:18Yeah?
12:19Definitely.
12:20Definitely.
12:21What would be your advice to persons,
12:23you know, going forward,
12:25you know, deciding to go out on hikes,
12:27especially between this period of time,
12:30June to, say, November,
12:32when the weather is obviously
12:33a little more unpredictable
12:35rather than the former part of the year?
12:38Well, definitely to pay attention
12:40to our weather advisory,
12:41that will assist the public
12:42in ensuring where it can go,
12:43where it cannot go,
12:44and where the safety and the perimeters will be,
12:46and understanding that we do in Trinidad
12:48when rainfall, chances are they may be flooding
12:50and to protect themselves from that.
12:52Yeah, and then you also have to be,
12:54you're seeing they're going through an area there,
12:56but if you're not familiar with the area,
12:59and especially at nighttime,
13:01you're liable to be,
13:02you can be, if the rain is falling,
13:04you can fall into a hole, God forbid.
13:07You can even be swept away by a river
13:10if there's a river in that particular area.
13:13Then there's also the advent of, you know,
13:16snakes and other creatures
13:17if you're caught in the forest in the area,
13:20especially in the darkness,
13:23and you don't know where you're going.
13:25So we have to be,
13:25we have to say that,
13:26you know, these hikers were pretty lucky
13:29that, you know,
13:31Captain Rambrath and his team,
13:33as well as fire officers,
13:35were able to locate these people
13:37and bring them out of that area
13:40quite safely there.
13:42Yes, we are thankful for that,
13:43thankful for the skill and the expertise
13:45of all our organizations
13:47that would have really assisted,
13:49and the family is now safe.
13:50Yes, and we want to implore anyone
13:54or everyone who is planning to go out
13:56on a hike going forward on the weekends
13:58or on the afternoons or so on,
14:00you have to be cognizant of the weather conditions
14:03because you also have to be familiar with the terrain
14:07because if you're not familiar with the terrain
14:10and the area,
14:11you're liable in this instance
14:13to also get lost.
14:15Indeed, definitely get lost.
14:16Yes, so thank God that these hikers came out safely
14:21and, you know, Captain Balance and his team
14:26really worked wrong the clock
14:27across Trinidad and Tobago,
14:29risking their lives at times
14:31and to rescue persons,
14:34you know, various things.
14:34So hats off to you all
14:36as well as the fire officers
14:37who also contributed
14:39to that rescue there as well.
14:42And we are happy that all the persons
14:44who are accounted for
14:45and are safe and sound
14:47back with their families.
14:49Yes.
14:49All right, we're going to take a short break
14:51and we'll be back.

17:20This country real backward.
17:46You can't even report crimes online.
17:50Actually, since 2020,
17:54you could report your crimes online.
17:57And it's fast,
17:58easy,
17:59and secure.
18:00Let me show you how to do it
18:02in just a few simple steps.
18:04First,
18:06visit our official website
18:07at www.ttps.gov.tt.
18:14Then,
18:15click on Report a Crime,
18:18located at the top right corner
18:20of the homepage.
18:21After which,
18:23choose the option
18:24that suits your concern,
18:26Report a Crime,
18:28or Report a Suspicious
18:30or Abandoned Vehicle.
18:32Next,
18:33read the disclaimer,
18:35then fill out the form
18:36giving all the required information
18:38information about the incident.
18:40Finally,
18:41once all required information
18:43is entered accurately,
18:45click Submit
18:46to send your report
18:47directly to the TTPS.
18:50Once your report is submitted,
18:52our Operations Command Center
18:54will review it
18:55and send it
18:56to the relevant division,
18:58branch,
18:58or section
18:59for classification
19:00and follow-up action.
19:02And yes,
19:03police officers
19:04will respond
19:05or communicate
19:06with you
19:07for more information
19:08in order to properly
19:09assess
19:10and take the necessary action.
19:12So the next time
19:14you need to report
19:14a crime
19:15or a suspicious vehicle,
19:17you don't even have
19:18to leave your home.
19:20Report it online
19:21and help us make
19:22our communities safer.
19:29Report a Crime Online.
19:31WPC,
19:32Adeline George.
19:34I know a lot of people
19:35have issues
19:35walking into a station
19:37for one reason
19:38or the other
19:38because they are
19:40fearful that somebody
19:41might see them
19:42or know that they're
19:43going to make a report
19:44about a particular person
19:45and that person
19:46obviously will go back
19:48and say,
19:48I've seen X, Y, and Z
19:49at the police station
19:50or even somebody
19:51that they think
19:52in the police station
19:53that they might not feel
19:54comfortable with
19:55that might know X.
19:58Have you all seen,
19:59you know,
20:00in terms of the
20:01special victims department,
20:03persons also reporting
20:05crimes
20:05that you all deal with
20:07online?
20:08Yes,
20:09that is one of
20:09the pride initiatives
20:10because,
20:11as you said,
20:11because of the sensitivity
20:12of most of those
20:14investigations
20:15and sometimes the inquiries
20:16carry you to that level,
20:18we offer that space
20:19for victims
20:20to really come
20:20to that area
20:21so,
20:22you know,
20:22naturally,
20:23they will be safe
20:24and to give that information
20:25so they are not necessarily
20:26speaking to the officer
20:27but they are now free
20:28to be typing
20:29and that feeling
20:30and that information
20:31now freezes slowly
20:32and I think that
20:33that's a more appropriate medium
20:35if you look at it
20:35from that perspective.
20:36Yes,
20:36especially as you said,
20:37you know,
20:38when it comes to a lot
20:38of sensitive cases
20:39where persons
20:40sometimes don't want
20:41to show themselves
20:43physically
20:43at a station
20:45because there are
20:45so many people there
20:47and they might feel
20:48uncomfortable
20:48for one reason
20:49or the other
20:49but having that intimate
20:51one-on-one relationship
20:52after the report is made
20:54and as the inspector
20:55Das pointed out
20:56in the video there,
20:59you know,
20:59there's a follow-up,
21:00a process of follow-up
21:01and I think that's
21:03the way we have to go
21:04where you actually
21:04don't have to leave
21:05your homes at times.
21:08Naturally,
21:08because most persons
21:09will tell you
21:10in today's age
21:10is,
21:11I mean,
21:11let's be real,
21:12we are in a digital age.
21:14Everyone will sit,
21:14we do everything
21:15from behind our desk,
21:17behind the counter.
21:17So a victim now
21:18is afforded that
21:19and understand
21:20the effectiveness
21:21of what it will be.
21:22So now your information
21:23now is under seal,
21:24it is sacred.
21:25That information
21:26is not going anywhere
21:27for you to feel as if,
21:28okay,
21:28well,
21:28somebody may see that.
21:29The information
21:30comes directly
21:31because through the website
21:31it comes to the units
21:32and we efficiently
21:33deal with those issues.
21:35Right.
21:36Now,
21:36in referencing
21:37the Special Victims Department,
21:39if you can walk us
21:40through some of the initiatives
21:41that you already usually use
21:43to create public awareness
21:45and reducing the incidents
21:48in specific crimes
21:49as it relates
21:50to your department.
21:51Well,
21:51definitely the Special Victims Department
21:53in particular
21:54have several initiatives
21:56and one in particular
21:57we look at the pilot project
21:58within the communities.
22:00So we're looking at
22:01those domestic violence matters
22:02and the gang-related offenses
22:05and the interconnectedness
22:06that these issues
22:07are relevant for.
22:09So we see that
22:09the stakeholders
22:10are now partnering
22:11to support
22:11and we talk about
22:13our stakeholders,
22:13we talk about
22:14our internal agencies,
22:15so we talk about
22:16those from the
22:17Special Investigative Unit,
22:18we talk about those
22:19from the gang intelligence,
22:21so we partner with them
22:22and they are the ones
22:23who are charting the cause
22:24to ensure that
22:25the best results are given.
22:27We also have,
22:28and we look very particularly
22:29to the victims
22:30and the survivors
22:31of the crime,
22:32so let's look at the mothers,
22:33so they are
22:34the survival pilot project
22:35for in particular
22:36the abused,
22:38look at the women,
22:39to ensure that
22:39their self-esteem
22:40is restored
22:40to ensure that
22:42at the end of the day
22:43they are moving
22:44to a direction
22:45where they are
22:46having self-resilience
22:47and that is important
22:49because what you don't want
22:50as having the mothers
22:51as part of the household
22:52is that there's
22:53a breakdown mentally.
22:54So we have our agency
22:55like Victim and Support
22:56who partner with these people
22:58and ensuring that
22:59they are working with them
23:00and the restoration
23:00is paramount for us.
23:02So we have in particular
23:03as well the survivors
23:04who are the children,
23:06the most vulnerable
23:06in society,
23:07the most vulnerable
23:08so we have those initiatives
23:10where other agencies
23:12could come on
23:13to ensure that the child
23:14has an understanding
23:15of what the crime is
23:16and that emotional restoration
23:18that is needed
23:18for the child
23:19because the re-traumatization
23:20at the mental state
23:22of the child
23:22they may not even understand
23:23what is happening
23:24so we have persons
23:25to break down that
23:25and to educate them
23:26to understand
23:27okay, this is what is happening
23:28and give them that space
23:30because most of the time
23:31children are familiar
23:32with persons
23:32and we have persons
23:33who are trained
23:34in these agencies
23:35to ensure that
23:35the best is given.
23:37the best is needed
23:38and the best is required.
23:40Right, and in relation to
23:41we've seen a lot
23:43of school violence
23:44in the last couple
23:45of months
23:47rearing its ugly head
23:48on social media
23:49you have children
23:51being beaten
23:52cyber bullying
23:53and so on
23:54you know
23:55some are having
23:56to be sent
23:58to the hospital
23:59what kind of support
24:02you all offer
24:03to assist those students
24:05that have been bullied
24:06beaten even
24:07fearful to go back
24:09to school
24:09because they don't know
24:10if they will be attacked again
24:12what advice
24:13you would have
24:14for parents as well
24:15in situations like this?
24:16Well definitely
24:18so what we mirror
24:19is the community
24:21policing
24:21they are paramount
24:23in moving forward
24:24so when we say
24:25that they are involved
24:26in the school community
24:27so we look at
24:28the guidance counselors
24:29we look at
24:29the social workers
24:30they will have
24:31intimate information
24:32about a child
24:33or a student
24:34so we work with them
24:34to see maybe
24:35who we have to pull
24:36and who we have to ensure
24:37that maybe additional
24:39assistance is given
24:39let's say it's maybe
24:40dysfunction at the home
24:42let's say maybe
24:43it's whatever
24:44drug abuse
24:45or substance abuse
24:46by the family
24:46so we have that information
24:48so the community policing
24:49work with them
24:50work with the families
24:50and by extension
24:52the community is involved
24:53the community will come
24:54and they will share information
24:55they will say
24:55listen we know this person
24:57and they are very very
24:58willing to assist us
24:59from that regard
25:00we could even
25:01as you mentioned
25:02the parents
25:03what we could tell the parents
25:04is that
25:05be your child's keeper
25:06be the gatekeeper
25:07for your child
25:08ensure that
25:09whatever the child do
25:10you are actively involved
25:11we go into the movies
25:12we are going to the movies
25:13we go into the mall
25:14we are going to the mall
25:15I spend time with my friend
25:15we are spending time with my friend
25:16ensure that that is there
25:18because what you find
25:19is that when the child
25:20see mommy involved
25:20any parent that is very very
25:22active in a child's life
25:23very seldom
25:24they have any dysfunction
25:25or going on at home
25:26very very very very seldom
25:28so you see that initiative
25:29as well going on
25:30so we urge parents
25:31to ensure that
25:32they are there
25:33present and active
25:35because the safety is important
25:36they are the most vulnerable
25:37they are the future
25:38how precious are they
25:39how precious are they
25:40in our sight
25:41yes you know
25:42officer remarked
25:43a couple days ago
25:45I think last week
25:46that what they were seeing
25:47as well was
25:48this little uptick
25:50in a lot of school violence
25:51involving females
25:53rather than males
25:54what you suppose
25:56is causing that
25:58if you can't give an explanation
26:00what we
26:02the Trinidad-Dobago
26:03police service believe
26:04is that
26:05the children
26:06who are now under
26:08remember when Trinidad
26:09in school they are under
26:10the charge of the school
26:12so we have to look at
26:13what the initiatives
26:14of the school
26:14so let us ensure
26:15that the school
26:15has proper policies involved
26:17so the child can feel safe
26:18to come and report
26:19if they have been bullied
26:20if there is something happening
26:21you know to ensure that
26:22the psychosocial education
26:25where the social workers
26:26come back into involved
26:26let's say the welfare officers
26:28of the school
26:29come involved
26:29and give them education
26:31because sometimes
26:31what you see
26:32the children may not be aware
26:33of what is happening
26:34so if you educate them
26:35on what are those parameters
26:36what are your boundaries
26:37you find that
26:38they may be more active
26:39to even give assistance
26:41and then it may be
26:42a deterrent
26:43in the fact of
26:44when they are there
26:45they are saying
26:45okay right
26:46I am protected by the schools
26:47I am here
26:48we have people who are protecting us
26:49and that is the arm
26:50and the umbrella
26:51that we work with
26:52I guess
26:52what I was just trying
26:53to allude to
26:54is why are we seeing
26:55more aggression
26:57by females
26:57now in the schools
26:58or are you seeing
27:00more of that kind of
27:02thing
27:02popping up on social media
27:05or are you seeing
27:06women
27:06young women attacking
27:08each other
27:08you know
27:09they were saying
27:10at the time
27:11they had a lot of males
27:11but now we are seeing
27:12like in the last couple of days
27:13we have seen a lot of incidents
27:15involving females
27:16beating other females
27:18while that may be
27:19what is being seen
27:21what we want to focus on
27:22is the positive aspects
27:24these are children
27:25who attend in school
27:26we are looking at
27:27what their academic level
27:28will be
27:28looking at taking them
27:29through those spaces
27:30yes we know
27:31that there are violence happening
27:32but if we look at
27:33the image itself
27:34we are really giving
27:35the victor
27:36the villain
27:37in the story
27:38so let us look at
27:40okay what are we doing
27:41and the positive aspects
27:43of the children
27:43because we are aware
27:45that sometimes
27:45now we have the girls
27:46and the boys
27:47are more involved
27:48that doesn't change
27:49that the violence
27:50still exists
27:51the violence
27:52is still prevalent
27:53so let us remove
27:55ourselves from
27:55okay is a boy thing
27:56now and a girl thing
27:57now
27:58what can we do
27:59to help our young people
28:00to move them
28:01to the direction
28:01of where the future holds
28:02all right
28:04we are going to take

31:02welcome back to
31:14the show
31:14I'm your host
31:15Mark Bussan
31:15joined today
31:16by WPC
31:17Denise Hudlin-George
31:19of the Special Victims Department
31:21and we're quickly
31:23going to go
31:23to one of your
31:24favorite segments
31:25Voice of the People
31:26We're in Arima
31:27What do you
31:57think is the root cause
31:59of crime
31:59in this country?
32:03That's your answer
32:04because
32:04corruption
32:07gangs
32:08corrupt politicians
32:10just ideas
32:11them three things
32:13they're calling
32:13they start very good
32:17the politicians
32:19and them have a lot
32:20to do with it
32:20everybody just
32:22full in their pocket
32:23like I say
32:24if them no care
32:27they care about me
32:28they care about
32:30themselves
32:30so that's why
32:31everybody's living
32:31for themselves
32:32understand
32:33Is crime a serious
32:34problem where you live?
32:37No generally no
32:38but it have
32:38a lot of killings
32:39and things
32:40not in the area
32:41where I'm from
32:42but like
32:42food up and stuff
32:43and things
32:43right
32:44what area is this?
32:46Calvary bypass
32:47okay
32:47unpleasant
32:48you think some people
32:51are naturally
32:52bad
32:53because of the
32:55upbringing
32:55and environment
32:56it leads them
32:56to a life
32:57of crime
32:58well
32:59I don't want to say
33:02there's no one
33:02should answer
33:03just how the
33:04question is phrased
33:05do you think
33:09that somebody
33:10is born
33:10naturally bad
33:11or is it
33:11because of the
33:12upbringing
33:12or the environment
33:13that leads them
33:14to a life
33:14of crime
33:14the environment
33:16yeah
33:18the environment
33:19plus to how
33:21we get to know
33:22the neighbor
33:23there's no child
33:24again
33:24nothing
33:25because everybody
33:26does
33:26as a last year
33:28child
33:28and then again
33:29too
33:30they have a lot
33:30of guns
33:31on the street
33:31so everybody
33:32is calling
33:33and shooting
33:33so it's like
33:34it's always
33:35a back canal
33:36now
33:36your kid could
33:38curse me
33:38I can't say
33:39nothing
33:39that's wrong
33:40by the end
33:41of the day
33:41who should
33:42be blamed
33:42for that
33:43the person
33:43or society
33:44the parents
33:46the boat
33:47the boat
33:51right
33:51at what age
33:54should persons
33:55be fully responsible
33:56for their actions
33:57and what is the
33:58youngest age
33:58that a criminal
34:00should be punished
34:01as an adult
34:01in your estimation
34:02for doing something
34:03very bad
34:04what is the youngest age
34:07I don't want to say
34:08jail
34:09I'm not jail
34:10I'm not trying
34:10because
34:11a lot of them
34:12in jail
34:13and they're still
34:13coming out
34:13can do the same
34:14thing
34:14so it really
34:16don't make no sense
34:17so you have to
34:18try to work
34:18with the child
34:18you know
34:19a little institute
34:20you know
34:21for example
34:22my son
34:23in the institute
34:24because he's in trouble
34:25on the street
34:25and he's changing
34:27he's changing
34:28yes
34:29you understand
34:30so that's why
34:30when I say
34:31it was the parents
34:32it was the people
34:33it's both
34:33you understand
34:34because sometimes
34:36a neighbor
34:37know something
34:37and he's not talking
34:39because he might
34:40fear for his life
34:41or he might like
34:42this person
34:43who do somebody
34:44something
34:44it's going to be
34:45that's how it goes
34:45now
34:46nowadays
34:47that's how it goes
34:47now
34:48what's your
34:49how you feel
34:49about junk driving
34:51on the roads
34:51unless you should
34:52it be punishable
34:53then that's your jail
34:54how you're not supposed
34:56to drink and drive
34:56you know
34:57you know
34:58as a drink
34:59either you feel sleepy
35:00because you're eating
35:00late in the morning
35:01or whatever
35:02may be the case
35:03or you're reckless driving
35:04because you're high
35:05jailing
35:06yeah
35:07because they were
35:08doing it
35:08but for the year
35:09you know
35:10accidents or that
35:11yeah
35:14that's why I say
35:15about them
35:15how could we reduce crime
35:17harsher penalties
35:18or better education
35:19both
35:22voice of the people
35:31in Arima
35:31ma'am
35:33your comments
35:34just that
35:36the voice of the people
35:37it is the voice
35:38of the people
35:39well you know
35:40he spoke about
35:41you know
35:42he talked about
35:43his son
35:44being
35:45you know
35:46having to put him
35:47well
35:47in a place where
35:49he can correct
35:50his actions
35:51I suppose
35:52his son
35:52is probably
35:53in his teens
35:53and you know
35:55dealing with children
35:56and so on
35:57and an officer
35:58of course
35:58versed in
35:59a number of areas
36:01you know
36:03he speaks about
36:04the fact that
36:04it is making a change
36:06in his son's life
36:07indeed
36:08and it will make a change
36:10because you have a parent
36:10like him
36:11who is working
36:11with his
36:12with his son
36:14so understand
36:15the benefits
36:15of parents
36:16who are working
36:16hand in hand
36:18with their children
36:18and there is no fear
36:19because the parents
36:20will tell you
36:20well she is a teenager
36:21now
36:21so you have a parent
36:23who is telling you
36:24listen
36:24this is working
36:25and I am with him
36:26and it is working
36:27together
36:27so that is what
36:28we pride ourselves on
36:29because if the parents
36:31are now working
36:31and there is cooperation
36:33happening
36:33what other best interests
36:35we have
36:35the child comes first
36:37and you know
36:38we talk about
36:40giving advice
36:41to parents
36:41when it comes to
36:42situations
36:43where their child
36:44is out of hand
36:45and they can't handle it
36:46but how do we temper
36:48that now
36:48on the other side
36:50of talking to these children
36:52and having
36:53setting up mentors
36:54for them
36:55the parent
36:56is the first mentor
36:57because you have
36:59that intimate understanding
37:00of who your child is
37:02who he wants to be
37:03and who he and she
37:03wants to become
37:04you are the first person
37:06so that understanding
37:07comes from you
37:08so if the child
37:09is telling you
37:09let's say
37:10okay mommy
37:10I want to become
37:11an engineer
37:11you follow that goal
37:14you encourage that child
37:15from that goal
37:16that's important
37:17but then
37:18if it is that
37:19we are not looking at
37:20what are the value systems
37:22that are in place
37:22for the child
37:23because as you mentioned
37:24if it is that
37:24they don't have something
37:25to back it up
37:26what are the value systems
37:27what are we priding
37:29ourselves on
37:29as a mother
37:30or a father
37:31is that we are setting
37:32particular boundaries
37:32for them
37:33are we telling them
37:33okay don't go here
37:34is it that we are
37:35more stringent
37:36or is it a more
37:37self-centered approach
37:38that in a parent
37:40you know the instinct
37:41you know long time
37:41they say the instinct
37:42of a parent
37:42that always takes you
37:44so look at that
37:45because your instinct
37:46will always lead you
37:47to where it needs to be
37:48because if it is that
37:49we are having that
37:50greater communication
37:50and having open communication
37:52nothing should be unsaid
37:54come to me with everything
37:56and if it is that
37:57they can't come to me
37:58this is our support system
37:59you have granny
38:00you have auntie
38:00if not
38:01we come to our agencies
38:03we have the victim
38:04and witness support
38:05we have the social
38:05the social welfare
38:07whatever facet
38:08we are available
38:09and in addition to that
38:11we are stacked
38:11so high
38:12that we are affording
38:14victim and witness support
38:15it is free to the public
38:16and both for the victim
38:17and for the offender
38:18so if it is that you have a child
38:19he may not want
38:22at some instances
38:23to say okay mommy
38:24whatever it may be
38:26but it is available
38:27we have the agencies
38:29available for them
38:30to come
38:31have those counseling
38:32and even if it is not counseling
38:33we have played therapy
38:34and you know we call it
38:35we go outside
38:35we play football
38:36the mountain branch
38:37has that organization
38:38where the preschoolers come
38:40and they have that type
38:41of therapy
38:41they play with the horses
38:42so there is every area
38:44where we could use
38:45to build
38:45and ensure that
38:46the children in particular
38:48are at that stage
38:49where growth and development
38:51will continue
38:51at any age
38:52and at any stage
38:54at any age
38:56and at any stage
38:56I like that
38:57you know
38:58and you are right
38:59you know
38:59it is important
39:00to have that level
39:01of communication
39:01with your children
39:02and sometimes
39:04you might be able
39:05to speak to them
39:05as a parent
39:06but there might be
39:07an uncle or aunt
39:08or somebody
39:09who might be able
39:10to get through to them
39:11I think we have
39:13a caller on the line
39:14caller good evening
39:15good evening caller
39:18go ahead
39:19okay hi
39:20good afternoon
39:21I have a question
39:22for mom
39:23go ahead
39:25my question for you
39:28is when you
39:31I heard you're
39:32addressing children
39:33and addressing
39:34you know
39:34support systems
39:34with children
39:35and stuff
39:35as a person
39:36to adults
39:37in the workplace
39:38and workplace bullying
39:39how do they
39:41how do you
39:42advise that they
39:43go about
39:44dealing with it
39:45and you know
39:46their support systems
39:47sometimes their support
39:47might want to
39:49get into the situation
39:50for you
39:51how do you
39:51advise dealing
39:52with that
39:53that's my question
39:53well we
39:55we definitely
39:56want to ensure
39:57that the businesses
39:58and the business
39:58who manage their
39:59people have proper
40:00policies in place
40:01so the persons
40:02feel as if they
40:03can come
40:03I am positive
40:04that businesses
40:05will have their own
40:06psychological unit
40:07which will give
40:08the confidence
40:09to the person
40:09build their self-esteem
40:11restore resiliency
40:12so they are confident
40:13to come to
40:13within the organization
40:14to their own reporting
40:16and they by extension
40:17if it warrants
40:17concern for the police
40:18which it will
40:19we are here
40:20we are here to render
40:21that support
40:22so they are encouraged
40:23to do that
40:24but they also have
40:25businesses that don't
40:26even have anything
40:27set up
40:27and even
40:28it might actually
40:29be the bosses
40:29talking down to
40:30the employees
40:31what we just
40:32do they have then
40:33because if they say
40:34something or they speak
40:35out
40:35they become victimized
40:37and they might lose
40:37their jobs
40:38we want to encourage
40:40we want to encourage
40:41the businesses
40:42to ensure that
40:42they are protecting
40:43their employees
40:44we want to encourage
40:45that first
40:45because that has
40:46to be afforded
40:47to them
40:47because that is
40:48the space
40:48that they're in
40:49between 8 to 4
40:498 to 5
40:50whatever it is
40:51they are solely
40:52responsible
40:52so then
40:53are we dropping
40:54the ball
40:54on those issues
40:55because we all
40:56have to be
40:57in one accord
40:57so let us ensure
40:58that your employees
40:59are now restored
41:00and restored to the fullest
41:01and ensure that
41:02they are fortified
41:03to do their job
41:03and to be good citizens
41:05and to ensure
41:06that they provide
41:06good services
41:07for us as a community
41:08all right
41:09we're going to take
41:10a short break

42:32welcome back to be on the tape
42:56i'm your host mark besant
42:57joined today not by wpc
42:59but rather by corporal
43:01tenisa hudlin george
43:02i apologize
43:03all right from the
43:05special victims department
43:06and i think we have a
43:08caller on the line
43:09caller good evening
43:10hello good evening
43:12mark
43:12good evening
43:14good evening
43:16i'm good evening
43:17i like that segment
43:18which you need to do
43:19before you go to the people
43:21you're very interested
43:22caller i'm not hearing you
43:25clearly so i think you need
43:26to lower your tv a bit
43:27and then just go ahead
43:29i'm going to hear that
43:30religion
43:31anyway um is this better
43:33a little better yes go ahead
43:35so my question mark
43:38is if you take the average
43:41students in britain
43:42and you put them in another
43:44jurisdiction
43:45and you tell them
43:47exactly what you do
43:48in the last day
43:49do we care
43:51what do you think would
43:52happen
43:53because they realize that
43:58when the bathroom
43:59they put whatever they want
44:01and there is no consequence
44:02the only thing you want to do
44:04in the last night
44:04is consequence
44:06and people doing what they want
44:08to do
44:08and getting away with it
44:09the same thing you might
44:10agree with what they want to do
44:11but take that same person
44:12take those same bad boys
44:14and put them in another
44:15jurisdiction
44:16and say to them exactly how you behave
44:18and do that
44:19behave
44:20and that is the answer to the issue
44:26brother
44:26as human beings
44:27the only thing we understand
44:29is consequences
44:30and once we suffer the consequences
44:33of our actions
44:33we will get back to where we were
44:36thank you
44:37caller thanks so much for your contribution
44:40corporal
44:41the caller is quite right
44:44the caller is quite right
44:46but let us add another layer to that
44:48Trent Tobago has
44:49constitution and the law
44:51and Trent Tobago upholds
44:53the constitution and the law
44:54so there is no reason
44:56for someone to feel
44:57as if they could get away
44:57scots free from doing anything
44:59because the law is there
45:01to either create
45:02where the instances of breaches
45:03so the consequence is there
45:06so I would encourage our community
45:07and Trent Tobago by extension
45:09to understand that
45:10there are laws in place
45:11and we continue to work towards
45:14fighting that issue
45:15yeah when you think about
45:17a very simple example
45:19in this case right
45:20we will go abroad
45:22maybe to North America
45:24or to Europe
45:24and we dare not throw garbage
45:27out of a vehicle
45:28because we know
45:29they are very stringent
45:31and those things there
45:32and you can be fined
45:34and jailed right
45:35in certain jurisdictions
45:36here in Trinidad and Tobago
45:39you drive it down the street
45:40and somebody tosses
45:41a sweetie pack
45:44or a can out the window
45:46even a bottle
45:46yes I have seen it
45:48many times
45:49by persons
45:50and there is no consequence
45:52they don't really care
45:53because they know
45:54nobody is going to really
45:55penalize them for it
45:57unless somebody really
45:59like a police officer
45:59actually might see it happening
46:01and intercept them
46:03depending on the situation
46:06but clearly
46:08you call
46:09and this is just
46:10a simple example
46:11and it talks about
46:13behavior
46:14and the psychology
46:16of persons
46:16and it even
46:17boils down to the society
46:19that we are living as well
46:20comparatively to
46:21societies abroad
46:22Trinidad and Tobago
46:24is a resilient nation
46:26we stand on our laws
46:28and regulations
46:28now a person
46:29has their choice
46:30freedom to choose
46:32freedom to choose
46:33so you don't do
46:33the wrong thing
46:34or the right thing
46:34however
46:35understand that
46:36doing the wrong thing
46:37has a consequence
46:38and if a country
46:40is barred
46:41by this law
46:42and regulation
46:43you will be called
46:45upon to give an account
46:46be it by the court
46:47or if it is that
46:48let's say
46:48the little wardens
46:49and they
46:50who are
46:51patrolling those streets
46:53see you have to give
46:54an account
46:54you're not getting away
46:55scot-free
46:55there's a feeling
46:56that when we do things
46:57no one is looking
46:58yeah remember
46:59we have effective cameras
47:00at Trinidad and Tobago
47:01that the police service
47:02have put up
47:02at every corner
47:03so chances are
47:04we could run those
47:05spaces and we could
47:06find you
47:06so don't pride yourself
47:07on getting away
47:08with things
47:08but there are consequences
47:10if we still need
47:11a little more coverage
47:12of course of cameras
47:13I know they are
47:14in some of the
47:14major nations
47:15highways
47:16and some of the
47:17busy streets
47:18in Port of Spain
47:20San Fernando
47:20Arima
47:21even Chaguanas
47:23but I think
47:24citizens
47:25of Trinidad and Tobago
47:27have to take stock
47:28of themselves
47:28and you know
47:30what you wouldn't do
47:31in other places
47:32people's country
47:33don't do it here
47:34but I firmly believe
47:37that is it really
47:39a fact that they're
47:40doing it there
47:40and they're not
47:41doing it here
47:41or it's just because
47:43maybe
47:43I've seen people
47:44you know
47:44I lived in Canada
47:46for quite a while
47:47and you know
47:47you'd see Trinidadians
47:48come there
47:49and what they
47:50would do there
47:51they said
47:51I wouldn't do it here
47:52but that's a small
47:54majority of Trinidadians
47:55the majority of us
47:56are law abiding citizens
47:57but we want to believe so
47:58and I trust
47:59that that is happening
48:01we are a people
48:02we want to believe so
48:03and I'm taking your word
48:05we have a caller
48:06on the line
48:06caller good evening
48:07good evening caller
48:10hello good afternoon
48:12Mark
48:13and good afternoon
48:14to your corporate
48:14hello how are you doing
48:15go ahead
48:16good evening
48:16alright
48:17I want to put it this way
48:19we grow up
48:21as the elders
48:22knowing
48:22it takes a community
48:24to raise a child
48:25right
48:27and if our parents
48:29are not setting
48:30the proper example
48:31for our children
48:33and showing them
48:34who are in control
48:35our children
48:37will continue
48:37to be who they are
48:39and how they behave
48:40because
48:41when your grandmother
48:43and your aunt
48:44and everybody
48:45said don't do
48:46is don't do
48:47now you hear
48:49in children
48:49the parents
48:50saying
48:50if she hits you
48:52hit you back
48:52you're not hearing
48:54go and let the teacher
48:55know
48:55or let somebody know
48:57we're talking about
48:58the police youth clubs
48:59you're hearing
49:01am I not sending
49:01my child there
49:02because I don't want
49:03my child to come out
49:04like them
49:04it has nothing like that
49:06you are in control
49:08of your children
49:09so my stand is
49:11our parents
49:12are the first
49:14educators
49:15of our children
49:16and if we don't
49:18take that stand
49:19and we need help
49:20find a way
49:21to get help
49:22or sometimes
49:23probably the police
49:24may have to intervene
49:24and help the parents
49:26so that they in return
49:27could help their children
49:28thank you
49:29I'm still at Kola
49:31and she hit the nail
49:32on the head there
49:32the older slides
49:34with the parents
49:35to start with
49:36they are the first
49:37custodians of the child
49:38first custodians
49:40first
49:40first meaning
49:41you are primary
49:42take that
49:43and ensure that
49:44listen
49:44I am doing the best
49:46and ensuring that
49:46the best is given
49:47because we are not
49:49arguing the point
49:50that sometimes
49:51there are challenges
49:51within families
49:52families would have
49:53journeyed through trauma
49:54they would have
49:55journeyed through
49:55several deaths
49:56and complicated deaths
49:57let's remember
49:58what COVID did to our nation
49:59you had several deaths
50:00in families
50:01within even our communities
50:03we would have attended
50:04what federal
50:04every Monday morning
50:05so understand that
50:07maybe there is a challenge
50:08maybe there is
50:10and I'm convinced
50:11that our nation
50:13will rise above it
50:14and we have
50:15we have shown
50:16that we have
50:17fortified ourselves
50:17in every facet
50:19and Trento Bago
50:20police service
50:20is right there
50:21mirroring and pandering
50:23and matching as well
50:24what our citizens
50:25are now asking for
50:26and we have delivered
50:26and I hope that parents
50:30who are listening out there
50:31obviously
50:32have to take that initiative
50:33that stock of
50:34their lives
50:35as well as their children's lives
50:37so that we don't go down that road
50:39and maybe a little dose
50:40of your optimism as well
50:41to throw into that
50:42mix there
50:43yes
50:43and a little antidote
50:45that is needed
50:45you know
50:46throw a little honey
50:46I mean how do we
50:48what do you say long time
50:49how do we get get get bees
50:51you show some honey
50:52yes
50:52the bees will come
50:53all right
50:55we're going to take a short break
50:56and we'll be back
50:57stay with us

54:39of Trinidad and Tobago
54:41Trinidad and Tobago
54:42this is a time
54:43for us to ensure

54:46this is a time
54:48for us to work
54:49with our children
54:50our children
54:50are precious
54:51they are the future
54:53we cannot exhaust
54:54that question
54:54enough
54:55they are the future
54:57of a nation
54:58and any nation
54:59depends on them
55:00so so the children
55:01don't let anyone
55:03ensure
55:04that they could
55:05touch you
55:06inappropriately
55:06or make you feel
55:08as if you could
55:08expose yourself
55:10to them

55:12threatening you
55:12in any way
55:13to harm you

55:19that you can reach out to
55:20so they may be
55:20an uncle
55:21they may be an aunt
55:22they may be
55:23some caregiver
