04:37And of course you know today is Wednesday as well and it's legally speaking Wednesday.
04:42We want to welcome Acting Sergeant Zahir Ali of the Trinidad and Tobago Police Service and Attorney at Law.

04:51Thank you very much Marc. It's a pleasure as always to join this platform with you on a Wednesday.
04:55Good evening to Trinidad and Tobago.
04:57Good evening to our family on Beyond the Tape, Jackie and others, the TV6 family.
05:02Importantly, my colleagues in the law enforcement agencies.
05:06Marc, I want to take this opportunity this afternoon, coming back after carnival.
05:12I know the national community is observing a period of fasting, both from an Islamic perspective and from a Catholic perspective, if I'm on point.
05:25I just want to take this opportunity to ask those individuals, even those who are not observing the period of fasting, to respect those who are fasting.
05:35It's a very sacred time and I hope that you all at the end will be satisfied and may the good Lord accept your fasting and you achieve your objectives.
05:48Marc, legally speaking, from a religious context, when we're speaking about fasting, there are so many benefits.
05:55I think it's important this afternoon to remind our national community that a lot is happening.
06:00A lot is happening in many different contexts.
06:03I think it's very important from time to time to remind ourselves, as citizens of this country, that yes, we will be governed by the rule of law from a governmental context.
06:14But don't ever forget that nexus between the Supreme Being.
06:20I think that will give you the impetus to not only look at self-control and God consciousness, but also being able to act properly in our society.
06:31I just wanted to begin that with this afternoon and emphasize the importance of this period.
06:36Again, I hope that it's a comfortable time for you all.
06:41Fasting is not an easy period, especially, I could speak from an Islamic context, abstinence from food and drink and other desires for a period of time.
06:49It's a challenge, but at the end of it all, you are demonstrating clearly that you have that level of self-control, which is important.
06:59It was important to bring that in this afternoon as we go forward in our daily lives as individuals, as families, as a community and as a country.
07:07We live in a very multicultural society and we have to obviously respect and observe all these different traditions and religions.
07:16As you said, at this time, a time for fasting for the Islamic community as well as the Catholic and other Christian sects as well.
07:25One of the talking points has been, obviously, the exercise Operation Pushback that took place yesterday in Sealots from very early morning to around lunchtime,
07:39where police officers from several different units went into the location, almost 100 police officers.
07:48What they found, they were in search of some gang leaders, apparently, that detention orders were issued for their arrest.
07:57In so doing, they were unable to locate those leaders, but they did find several cameras, legal cameras that were mounted, as well as a lot of illicit electricity connections in that area.
08:16I think we have some images we want to take a look at now from that exercise.

11:04Well, at least 23 homes were searched in that exercise, as well as some empty lots and open spaces.
11:11Of course, we knew the end result was finding these illicit connections.
11:18I was just reading the Express article the other day, and they talked to several residents, some of whom are saying they admitted that they stole electricity,
11:28and now they're worried how they're going to survive, but at the end of the day, this is literally stealing from the state.
11:35Well, Mark, again, first let me begin. I think it's a very important video with reference to the multi-agency approach.
11:47I want to acknowledge the work of the police.
11:49When we're in a state of emergency, when we see the response from law enforcement, it ought to be commended,
11:56and I take this opportunity to acknowledge the work of all the agencies that were involved in this exercise.
12:02Without being prejudicial to the community as well, it's important, and it basically sends a very clear message that when you spoke about the broken windows theory in policing,
12:12what we would have seen here is that while you may have gone in to look for gang leaders and gang members, or be pursuing very serious crimes,
12:19what you stumble upon is things that are also of significance in relation to the larceny of electricity.
12:26You are seeing illegal connections, so I think that this is what, as a country, as a society, that we need to look at the, when we're speaking zero tolerance,
12:34this is a perfect example of zero tolerance, where when you go into a community, you are looking for any infraction of the law.
12:41Unfortunately, and I don't want to be prejudicial to this community, but I'm saying to this community that let us follow the proper processes
12:47to be able to get proper connection if we want to enjoy the utilities of the state.
12:51And finally, Mark, just ten seconds with reference to this particular matter as well, that the infrastructure,
12:58you know when I look at the infrastructure, I think it's important from a governmental perspective, from a regional cooperation perspective,
13:05that again from a broken windows theory, you're looking at some of the areas that we are looking at there, it is conducive.
13:11It is conducive for persons to be thinking and to be areas where you can conceal illegal contraband, firearms, dangerous drugs,
13:21and I think we really need to pay attention to the infrastructure and the community if we really want to move forward as a society.
13:29It's very disheartening to see the conditions that people live in, but I think I need to mention it,
13:33but all in all I think it's a good start, it has opened the window for all agencies to look at,
13:38see how they can make their intervention with reference to this community.
13:41And we also want to take you to the 22 cameras that police took down that were illegally installed apparently
13:50to not only monitor police patrols according to police officers, but also to monitor drug transactions of persons bringing in drugs into the area.

15:55Now, certainly, I myself do not want to prejudice the residents there, but a right thing has
16:14to be a right thing.
16:15We all pay for electricity in this country, and you know, certainly, and of course, these
16:20cameras that are illegally mounted there as well.
16:23Well, I think, Mark, you know, we have seen the video, you know, speak a thousand words,
16:27but it's also important to look at the, I don't know the community, and I want to, you
16:31know, not be prejudicial to them, but when you are looking at these sort of connections,
16:35there's a very, very serious inherent risk when you are coming into contact with these
16:39high voltage electricity wires, and I think that if the community understand the risk
16:44that is associated with, you know, that particular activity, you know, they should not want to,
16:51you know, be engaging in those activities because, you know, that's death.
16:54You're looking, you're staring death, and you know, that was so unfortunate, but again,
16:59what that tells us, well, Mark, when you look at the TNTEC going into the community, I'm
17:03wondering whether, in fact, these communities have been prone with very serious crimes that
17:08even the state agencies, in some instances, and I can speak from intelligence, are reluctant
17:13to go into these areas.
17:14So I'm happy to see the collaborative effort with law enforcement to ensure that they continue
17:19to preserve the peace and detect all infractions of the law, and I'm saying to these persons
17:24that they should be excited to now make formal applications to be able to get connection.
17:30So again, hats off to the multi-agency approach, and this should be an example for other communities
17:37in Trinidad and Tobago because, Mark, there are other communities based on the intelligence
17:40that offer similar constructs, and it's important that you all observe the laws and follow the
17:46processes like every law-abiding citizen.
17:50You are not a group by yourself, and there cannot be a rule for you and a rule for another
17:56group.
17:57We live in a society that there must be equality of treatment for all, and again, I want to
18:01salute the police officers and hope that they will continue to police the place in the way
18:06that it should be policed.
18:07Yes, and certainly, you know, as you said, it has to be across the board, and we hope
18:12for that police will continue to monitor these communities to ensure that these cameras
18:17or these illegal connections are not reinstalled in some manner as well.

18:22Okay, it's Day 73 of the State of Emergency, and we wanted to just take a quick look at
18:27the figures, up-to-date figures, up to Day 73, number of operations, 3,703.
18:35Target of priority offenders, 2,652, so it just conducted 25,725.
18:42Traffic operations, 3,319 total persons arrested thus far, 2,810.
18:48Traffic offenses detected, 12,829.
18:52Firearms recovered, 133.
18:55Ammunition recovered, 3,309.
18:58Dangerous drugs seized thus far, 328,106 grams of cannabis and 2,897 grams of cocaine, 73
19:08grams of ecstasy, and 5 grams of crystal meth, so the police is continuing their ramped
19:14up operations across the island.
19:15Yes, and again, you know, acknowledging the work, the continued good work of the police,
19:21yes, there's always room for improvement, but important, Mark, you know, to compound
19:27the statistics that we are seeing, it's important for me to take this opportunity.
19:30I heard, you know, Acting Commissioner Benjamin, and Deputy Commissioner Simon, and Deputy
19:35Commissioner Suzette Martin, you know, and other officers would have clearly identified
19:41there are several preventive orders that are issued for persons who are basically on the
19:48run.
19:49You know, I'm asking, I'm taking this opportunity to members of the public that those orders
19:54have been gazetted, so it should be public information.
19:57If not, you know, I'll have a discussion with the executive to see whether, in fact, those
20:01persons can be further published, you know, to invite the public, you know, to assist
20:07in, you know, providing whatever intelligence to be able to execute those orders to ensure
20:11that we preserve public safety and security, so I just wanted to make mention of the preventive
20:15orders that have been issued, that have been executed, but more importantly, in this occasion,
20:21there are several orders that have not, sorry, been executed, and we will need the assistance
20:25of members of the public.
20:26I can confirm to you, I saw yesterday, and it only came out today, that there were 12
20:32persons that the Minister of National Security would have ordered a detention order for,
20:38so I think the police in that detention order would have gone to the CELOS area where two
20:42of those persons were of interest there, and there are 10 others in Arima and other areas
20:48that they are looking for, so surely we will be keeping an eye on that.
20:52Let's take a look now at our headlines.

24:29It's Legally Speaking Wednesdays and we're with Acting Sergeant Zaheer Ali of the Trinidad
24:35and Tobago Police Service and an attorney at law.
24:39We've been talking a lot about road safety and road traffic accidents in the last, how
24:44many, weeks.
24:45Yet, we are still seeing a proliferation of accidents and roadways and we have a couple
24:53of them, one of which took place in the Maracas area yesterday afternoon.
24:58Let's take a look.
25:02So, this vehicle apparently went over the railing.
25:08And I want to believe, you know, those sharp hipping tunes that you have around that Maracas,
25:14going to Maracas Beach.
25:16You certainly have to proceed with caution and it's indicative, perhaps, of some kind
25:21of speed because look where that vehicle ends up.
25:25Over the railing?
25:26Well, Mark, how many times, and especially where we are in this Maracas stretch, how
25:31many times have we spoken about considering the nature of the road that you are driving
25:36on?
25:37And this is of great significance.
25:38This is not even a flat.
25:40This is going around, as you rightly said, curves and curves that if you just look over,
25:45you are going down, you know, quite some depth.
25:49That person or persons, they are extremely lucky because the vehicle just went, right,
25:54it didn't go all the way, maybe, where it was, it didn't have like a deep precipice
25:58so it had some area to rest on as it went over.
26:02But the vehicles certainly are total and I anticipate that the person or persons in that
26:07vehicle would have suffered some kind of injury.
26:10Again, Mark, you know, as you highlight this particular area, again, it will cause for
26:15emphasizing on the licensing authority to continue to uphold that motor vehicle and
26:21road traffic regulations and laws strictly.
26:23And even persons who are going to obtain driver's permit or different classes of permit, to
26:28appreciate that what you are getting into.
26:31And I keep saying this and I'll continue to say it until it becomes a part of us, that
26:35a vehicle, a person in charge of a vehicle on the nation's road, that is a very serious
26:41responsibility, the vehicle in itself, for your own personal safety and for others.
26:46It's a serious, serious, serious matter.
26:49It's not no joking matter.
26:51It can mean that you are applying for a driver's permit and if you are not cognizant and you
26:57are not conscious, it can mean that you are really asking for a driver's permit to reach
27:02your maker quickly.
27:04So, I'm just saying that to the licensing office, the officers, continue to uphold the
27:09law, continue to enforce the law, continue to do your road traffic exercise and for the
27:14persons who are going to acquire driver's permit, to renew your permits, you know, just
27:19be mindful, be mindful what you are getting into.
27:22Mark, we will continue to be speaking about this and I'm not even going to be driving
27:27under the influence.
27:28Yeah.
27:29Whether it be a dangerous drug or alcohol, that's a no-no immediately or even driving
27:32with cell phones that will, you know, cause you to be distracted in your hand.
27:36So, you know, I'm not even going into the traffic violation.
27:39Just the mere fact that you're in charge of a vehicle, the understanding nature of the
27:43road that you're driving on, observe the road's traffic signs.
27:46I'm sure that when you're going up to that Maracas area, Mark, where the pillars are,
27:51I'm sure that they have notices, signs to drive with due care and attention and if it's
27:56not, maybe I'll advise the regional corporation to ensure that there are signs that are erected
28:03in a manner that will be clear and the motorists will be able to observe it when they embark
28:11on that coast of Maracas but my fellow citizens of Trinidad and Tobago, let us be responsible,
28:18let us care for each other and let us respect that object or that thing that they call a
28:23motor vehicle.
28:24Yes.
28:25And as we speak of that, there's another incident.
28:27I was caught on camera, another road traffic accident.
28:30Here, apparently, I remember you standing over there and wow.
28:35I think that the person who was trying to overtake that van there didn't realize that
28:41the van was making a turn into a location there.
28:46And you see the van is clearly and look at this man.
28:48He's overtaking the wrong van and rams directly into the person who the vehicle partially
28:58is on its side.
29:01Well, Mark, if you just look at that situation again, you know we ask for driving with due
29:06care and attention and if you are behind a vehicle and there's another vehicle behind
29:11another vehicle in those circumstances, how can you be in my view and you know, I don't
29:16want to pronounce it because it may be subject to inquiry but you know, I'm forced to look
29:20at it and you know, look at the actions of the driver.
29:24You have a vehicle in front of you and there's another vehicle.
29:26And you decide to overtake that vehicle.
29:28Look at this.
29:29You went into the lane that is the up lane.
29:32This person would have slowed down because he knew that person was turning and then this
29:37guy comes.
29:39So, I guess the chips will fall where they may in reference to this particular incident.
29:44But what is sad to Mark in those instances, unfortunately, you know, and I do not know
29:48the facts of this matter but I'm just saying that on many occasions, you see that the,
29:52for example, like the white panel van.
29:55Someone may have just completed a hard day's work, headed home to his or her family and
29:59probably never reach because of a driver who is what?
30:02Failing to drive with all due care and attention or in this case, driving dangerously.
30:08So, it's unfortunate but again, citizens, let us be responsible.
30:13I'm pleading with you all.
30:14Let us be responsible.
30:15After we complete this mark, we are going on to the nation's road, right?
30:19We all are exposed.
30:21Well, I mean, even if you're going forward, also if you're going backward as this video
30:27shows here, you have to also be cognizant when you're reversing.
30:33And you're seeing a pedestrian here in this video.
30:36You'll see it emerging very shortly.
30:38I believe it's a, it's a, it looks like a female and this person is reversing and what
30:45happens next?
30:47She's struck by the reversing vehicle.
30:50Well, Mark, same principles.
30:52Driving again without due care and attention and it appeared that like, like, you know,
30:55okay.
30:56Perhaps, if in fact, the person looked to the rear, maybe it was clear at the time but
31:00that person left, no one crossed.
31:02And that reversing is pretty fast too.
31:04Well, I'm happy that you made that point.
31:05Yes.
31:06So, if we're looking at the Motor Vehicle and Road Traffic Act, you have a person reversing
31:09beyond a reasonable distance.
31:12It's something that you can consider.
31:13And even looking at that particular road, we don't know whether in fact that's within
31:16the vicinity.
31:17It's a main road to begin with and whether there are other traffic signs that may prohibit
31:22certain conduct.
31:23But just reversing beyond a reasonable distance, you start to look at driving without due care
31:28and attention because you're not observing the rules as it relates to the road.
31:31But again, unfortunate situation and I hope that individual, I do not know the facts but
31:37you know, I hope that there's a quick recovery in reference to that individual.

34:45Let's take a look.
35:02Have you ever been a victim of crime, sir?
35:05A couple of times, yeah.
35:06What was that like for you?
35:09I had an aunt who was murdered.
35:13And my grandmother was kind of like a halfway witness.
35:19She was present when it happened.
35:21My mom was the first person on the scene of crime and so she was like the major witness and that kind of stuff.
35:30So we had to go to all the district courts and that, go through that system and things.
35:34Where men, you're a witness, stand right here and the men right there in the jockey shorts and things.
35:43With the bars and things, right there where you say yes.
35:48That kind of madness.
35:50And when you had to go in and touch the person on their shoulder.
35:53I don't know if it has two way mirrors and stuff now.
35:56So my mother had to go through all that.
36:00How did that affect your life?
36:01Impacted on your life?
36:02With murder?
36:04I mean, nothing like murder.
36:07I mean, a witness on the scene right after a number of murders.
36:14My neighborhood is a hot spot in Point Kumana.
36:20So being on the scene of a couple.
36:24Because the landscape has changed, what are your thoughts now on the crime situation?
36:30Deep sigh.
36:37The thing is that we know what needs to be done, right?
36:41So the government has gotten from ourselves and hundreds of analysts.
36:46People with smarts, there are any comments.
36:50All kinds of people have submitted all the things that are necessary to intervene.
36:55How to use arts and culture and sports and all those different kinds of things.
37:03How to transform communities.
37:06You have Mayor Fajardo's principle from Medellin in Colombia.
37:11His thing was our greatest cities in our poorest districts.
37:16So he built these incredible community centers and libraries.
37:22Incredible architectural marvels in the ghettos.
37:25He didn't gentrify the ghettos.
37:27He used the ghettos as they were.
37:30People stayed there and those kinds of things.
37:35But he said, we're building it there.
37:38But if things flare up, we're going to stop the projects and stuff.
37:41So people started policing themselves.
37:46We know that you have to re-transform the community centers.
37:49Sites of rehabilitation.
37:51They could stop recidivism.
37:53Stop teenage pregnancy.
37:55Stop addictions.
37:57Right there and then in the communities where it's happening.
38:01But that means you have to transform the administration and running of community centers.
38:07You have to make the community groups and the NGOs central to the administration of the community centers.
38:13Counselors and all those things are central principles.
38:17Activities for all age groups are central.
38:20Purpose-built facilities.
38:24Activities for the young boys.
38:29Boys from the ages of 12 to 27 are the issue.
38:33Globally, those are the problems.
38:36And the thing is time.
38:38How do they spend their time?
38:42You give them so many options of things to do with their time.
38:47And that is in the sports and the arts and all those other kind of progressive activities.
38:51Agriculture.
38:53All those tech-voc things.
38:54All those other kinds of things.
38:56So those kinds of institutions invest in those things.
38:59And invest in those people who bring those things.
39:03And you can start to transform communities.
39:05The hillside communities.
39:07Patna, Bagatelle.
39:09East Port of Spain.
39:10The hills of Avanti.
39:12The hillside communities.
39:17He's speaking to that particular interview.
39:20And I'll say it as simple.
39:22That that individual, that citizen of Trinidad and Tobago,
39:25has spoke directly in the context of social and economic issues.
39:29For sure, to you all as well.
39:31But legally speaking, attached to him,
39:33what he's basically saying is calling for an aggressive reform of local government.
39:38And we have spoken about that.
39:40And you know, perhaps they are probably thinking and actions being taken to look at the reform.
39:45You see that perspective of community centers.
39:47And having like village councils or community councils properly constituted.
39:53And there's proper management to ensure that the community benefits from any investment.
40:00Whether it be from a public sector or from a private sector.
40:02It's very, very important.
40:03So I'm legally speaking to him.
40:05Aggressive reform in local government.
40:08Just as it's important for reform at the central government.
40:12And by extension, the constitution of Trinidad and Tobago.
40:14So again, excellent.
40:16Excellent perspective.
40:17And it shows, Mark, that there are citizens out there who are very purposeful.

44:12We're joined by Acting Sgt. Sahir Ali of the Trinidad and Tobago Police Service and attending at the law.
44:18I think we have a call on the line.

44:22Good evening, Mr. Mark Basant and Sgt. Ali.
44:27Good evening, sir.
44:28And I'm going to direct my question to Sgt. Ali and by extension, the TTPF.
44:34Sgt. Ali, does the police have a unit that basically scans the environment for basically criminal activities?
44:49And why am I asking that question?
44:51I'm going to identify certain activities that I believe if the police service was proactive in that, they could have prevented it.
45:04One, you see the cameras in ceilings?
45:09Remember two years ago, 18 months ago?
45:13Remember what happened to Mintuna Puna?
45:16It's the same thing.
45:18It had a heinous alleged crime committed with a senior citizen in Tobago yesterday, I believe.
45:26Mark highlighted it.
45:28I'm going to juxtapose that with all the abuse with the homes of children.
45:35Those are things.
45:36And the other issue is, I forgot it.
45:42Those two I highlighted.
45:44If the police were on call with scanning the environment, they might not be able to prevent it.
45:51In fact, it already happened on a red flag was raised in Mintuna Puna.
45:56It has the Sabka report with respect to abuse at homes.
46:01That is something I believe Mark and you and I discussed that he will do an additional investigative reporting.
46:10The other thing is violence in school.
46:12This is the third one.
46:13We had something in Pinal where apparently there were 10 police within the bazaar.
46:20And they had some school children fighting, stabbing each other.
46:25I can understand how the police has not been able to arrest that guy.
46:31Well, that's juvenile as of now, and we are not SOE.
46:36So, that tells me there is a big, big question mark with respect to that ability, that competency, that proactiveness within the police service.
46:50I hope you enjoy my question and it's not a joker.

46:55Mark, you know, like always, the caller is making a significant point.
47:01While he has asked whether in fact there is a particular unit, I wouldn't respond to him in terms of whether there is a particular unit.
47:06What you have is at minimum, you have persons who are patrolling communities.
47:11And what you will be expecting is that the patrols, the patrols are paying attention, engaging persons and being effective.
47:19So that when you come off a patrol, in fact I should say, even let's start before, when you are briefed to go on a patrol,
47:25you are briefed properly, looking or, exactly what the caller indicated, that if you saw signs of it in the east-west corridor,
47:33then every community, when you are patrolling, you are not only looking at detection of serious crime,
47:38you are looking at every infraction.
47:40And in this simple instance, if you see a camera in a place where it shouldn't be, just looking at the connection,
47:45you should be motivated and encouraged to say, okay, let me reach out to my senior so that they can communicate with TNTEC
47:51so that an operation can be mounted in a particular area.
47:54So, caller, I want to thank you on behalf of the public interest for bringing that
47:58so that I can emphasize, you know, with the greatest of humility to the TTPS,
48:04and by extension the citizenry, to exercise that vigilance that we require
48:09and to ensure that we are patrolling the place properly to be able to detect these sort of activities,
48:14or I should say, contravention of the law.
48:16So I want to thank you very much for that.
48:18And at another time mark, probably with your leave on TV6,
48:23you know, I want to be able to engage this issue of school violence.
48:26Yes, it may have occurred in relation to the buzzer.
48:28You know, I've spoken to the director of school supervision in a formal setting,
48:34but I think it's something that I need to speak with publicly,
48:37probably I'll share it with the TTPS as well,
48:39to have a look at how we are really responding with reference to school violence.
48:44So I'll take that on another occasion.

49:03and I hope that, you know, it will be able to help people again
49:07with the document, not a document,
49:10but it will help people stand for them much faster
49:12so that they would not be kept back.
49:14And I also hope that people who are using it will be trained
49:19and there will be no sabotage
49:20because we want to catch all the illegal things that will be coming in.
49:23The second point is the cameras that are found,
49:26this is not a first time, but it's a different area.
49:29And what I heard is the people in that area,
49:31they were offered to come and bring a document
49:34so that they will get proper electricity.
49:36And a very small percentage of them went.
49:39But as you all were saying, everybody's supposed to pay.
49:42My last point is, it seems as though when people,
49:45some of those people use their guns to kill persons
49:47and they get away in bushes, you know,
49:50and thank God that officer,
49:53the walkie-talkie that says save him, you know,
49:56because we know the officer who was the female officer,
50:00when she came and they shut her up,
50:03thank God she is okay,
50:05and she said he has forgiven those people.

50:19and the second point that she made
50:21is in relation to the scanners,
50:23and I hope that the necessary awareness
50:26and, you know, laying down very clear instructions
50:29with any public official who is found
50:32or are found, as the case may be,
50:34interfering or tampering with a very important piece of equipment
50:37should be facing the full brunt of the law
50:39with very serious penalty.
50:41As a matter of fact, I wouldn't even look at it as a malicious damage.
50:44You know, I'll probably look at more,
50:47you know, more serious offenses,
50:49you know, things like misbehaving in public office
50:51and other offenses.
50:53So, again, you know, thanks for the reminder, Kola,
50:55and with reference to the police officers,
50:58you know, that issue, the walkie-talkie,
51:00and, you know, as a defense,
51:02I want to urge my brothers and sisters in the police service
51:04that, you know, we are in a state of emergency,
51:06and generally speaking, policing,
51:08you know, it's a risky, you know, profession,
51:11and I will always urge you all,
51:13as I said, legally and within the police service,
51:15to use the law that is given to you
51:17in defense of yourself
51:19when you're performing your duties
51:21and the protection of the citizens of Trinidad and Tobago.
51:23Do it to the best of your ability
51:25and observe the rule of law.
51:27You have sufficient powers under the rule of law
51:29to be able to protect yourself
51:31and the citizens of this country.

53:57Welcome back to Beyond the Tape. I'm your host, Mark Bassan, joined today by acting
54:12Sergeant Zahir Ali of the Trinidad and Tobago Police Service and a trainee at law. We were
54:19just, you know, during the break talking about, you know, the comments made by the gentleman
54:25in the voice of the people and I think, you know, we often ask ourselves, you know, there's so many
54:32good programs that work in other countries and some of which we tried to adopt here over the
54:39last 20, 30 years even to arrest that crime problem. Why is it that most, if not all, don't
54:48effectively make a serious dent in assisting, you know, these communities and, of course,
54:55driving down crime in certain types of, you know, areas? I think that's a burning question, Mark,
55:02and that's a burning question for, you know, a long time and, you know, perhaps, you know,
55:07that person may probably indicate, well, probably because of the way that we are constructed, you
55:11know, our legal construct, you know, in terms of, you know, that five-year turnover, you know,
55:17probably look at our local government framework and many other things they can point to to say,
55:22okay, perhaps there's no continuity but, you know, I have learned very early in my career, Mark,
55:28that, you know, when you're looking at matters like you are speaking about, you see structure
55:33systems and people and let me repeat that. Structure systems and people. If you visit
55:38those three things in anything that you're doing, it is very significant so that you'll recognize
55:43where you're falling short. Either you're falling short in all three areas. Maybe you have a good
55:47structure but a bad system. Maybe you have a good structure, a good system but bad people
55:51and I don't mean bad people like bad in the context but three person, person probably lacking
55:55passion, you know, leadership, vision, you know, passion, commitment, dedication. So, you know,
56:02that, you know, we can write, you know, our entire thesis with reference to that but it's an area
56:06that we need to look at but Mark, in the last couple seconds, you know, I want to take this
56:09opportunity again where I begin, you know, it's a period of fasting, you know, I want to remind the
56:15national community, you know, to let us observe that period to the best of our ability and
56:21hopefully at the end, you know, we feel comforted, we feel satisfied and hopefully in the eyes of the
56:26good lord, we, you know, we achieve our objectives and, you know, let us understand the real purpose
56:30of that fasting period, you know, it's a critical period for self-control as an individual and by
56:37extension, if we can control ourselves as an individual, we're supposed to be able to manifest
56:42to our families, our communities and, you know, from a national context. So, again, to Trinidad and
56:46Tobago, you know, I wish you well during this period and I ask you to continue to be diligent
56:51and continue to hold hands with law enforcement and other agencies to be able to defend and protect
56:56our beautiful Trinidad and Tobago. Mark, we didn't speak about carnival but again,
57:01during that period, you know, I want to thank all those who, you know, connected with me,
57:04you know, who met me on the streets, you know, and very positive feedback. I want to thank you all
57:08very much for your support and your encouragement. So, you know, thank you very much, you and Jackie
57:13and TV Six. You know, as we we wrap up, of course, we have about a minute and something. Yes. One of
57:17the most telling things we've been seeing and again, is people going into areas, somebody
57:24looking at a Facebook post. Yes. Basically, they went to an area, they were hand, they were asked
57:29to hand over money, they came to purchase a vehicle. I mean, come on. Well, Mark, I have
57:34responded to that on numerous occasions and I'll simply end the by saying simply this. That, you
57:40know, if you are not exercising due diligence in any transaction that you are entering into or you
57:45are considering, then, you know, you're going to see red flags if you're exercising due diligence
57:50and again, some persons, Mark, they are looking for and I want to use this word maybe a easy way,
57:57you know, they're looking for a matter of convenience and sometimes the matter, easy
58:00way or convenience is just what it requires to land you into a very vulnerable situation. So,
58:05you know, members of the public, let us be responsible in our transaction. You know,
58:10as we go forward. Alright, remember that. Be responsible. Alright, repeat tonight at
