03:09Yes, it's Tuesday.
03:10Of course, Beyond the Tape is back, of course, because of budget yesterday.
03:15We did not have your show.
03:17But certainly a lot to talk about over the last couple of hours.
03:22No doubt the dramatic rescue of a mother and her daughter off the San Fernando Hill over just about two hours ago.
03:33What I can tell you, based on the information we received, is that a rescue operation with fire, police services, and paramedics and members of the Hunter Search and Rescue Team saw the rescue of a mother and child some 200 feet on the rocky hillside of the San Fernando Hill.
03:50The six-year-old girl was the first to be pulled to safety, followed by a mother who was rescued on a stretcher in an operation involving multiple officers.
04:00Information from the police suggests that around 4.10 p.m., officers received a report that a gold Nissan Tida plunged off the San Fernando Hill near the Haji Shafiq Rahman Park,
04:11where large concrete cylinders were placed as barriers near the edge.
04:15P.C. Ramratton Singh and a team of the officers from the Monropo Police Station and officers of the Monropo Fire Services responded and rescued the child who suffered minor bruises on her face, feet, and right arm.
04:30They reached her mother shortly before 5.30 p.m. and lifted her on the roadway on a stretcher.
04:37Both mother and daughter were taken to the San Fernando General Hospital for treatment.
04:42Leader of the Hunter Search and Rescue Team, Valance Ramratt, said the mother appeared to be trapped inside the vehicle until officers reached her and used a rope and pulley system to haul the stretcher up the hillside to safety.
04:55Ramratt said he spoke to several fire officers who said the mother sustained minor injuries and was traumatized over the ordeal.
05:03He commended the officers for the swift and professional rescue operation.
05:08Certainly some dramatic footage there of the rescue you're seeing on your screens.
05:14And of course, we hopefully will be joined shortly by Captain Valance Ramratt of the Hunter Search and Rescue Team,
05:22who would be running a bit late because of that rescue.
05:25He and his team were aiding the fire officers and others with.
05:31So we are happy to report that both mother and child received minor injuries and thankfully nobody was hurt.
05:43We're not familiar exactly with how the accident occurred.
05:47Maybe some malfunction with the vehicle or something or she lost control.
05:52But we are happy to report that the mother and daughter are safe and sound and are taken to the San Fernando General Hospital where they will be treated, of course, and later discharged.
06:04And so we've had some weather conditions over the last 24 to 48 hours.
06:12This is yesterday, rather, in the Williamsville area, some flash flooding there on the streets, cars having to proceed with caution through the floodwaters there.
06:28And there were other areas, Peparu Road in Peparu, also inundated by floodwaters.
06:34There was some vehicles taking a chance to go through the waters, maybe because they thought that it's not as high as they anticipated.
06:43And they were able to make it safely through those waters.
06:47But of course, we always want to caution persons.
06:50This is in the Pointepe area, Southern Main Road.
06:54Again, heavy rainfall down in South Trinidad yesterday.
06:58Also in Central, in the Freeport area, Calcutta settlement number two here.
07:04Some of these areas, of course, all this prone to flooding, especially around the rainy season.
07:09And again, we want to urge motorists, if you're unsure of the depth of that water, you should not try to go through with your vehicles.
07:21So certainly, this is in Claxton Bay area as well, where there was also some flooding.
07:28And, you know, it's important that, as you said, you heed that whole situation with the flooding in these areas,
07:39as we continue to expect rainfall over the next two months, rather, and the rainy season still coming to an end in November, the end of November.
07:50And this one was today, some heavy rainfall again in the San Juan Barataria area.
07:57You know, visibility very low because of the constant rainfall there.
08:03And persons, of course, proceeding with caution.
08:07So, we're expected to be joined shortly by Captain Valance Rambarat of the Hunter Search and Rescue Team.
08:16And we are hopeful that we can get an idea.
08:21Of course, we had, if we can, producer, there was a candlelight vigil over the weekend for Mariah Sinath.
08:29Of course, you know, her body had been found a couple of weeks ago.
08:35There are still questions that need to be answered as to, as it relates to the, I mean, we know she died of blunt force trauma.
08:47But they're still trying to ascertain, you know, if there are any person or persons that might have been involved in her death.
08:56And villagers, of course, coming out to show their solidarity for, hoping for some kind of justice for young Mariah, just 12 years old.
09:09One of those stories that will resonate with you over the next couple of weeks and months.
09:16And hopeful that if anybody's, in any way, be held accountable for her death, if it turns out to be such.
09:29All right.
09:29So, the man hot from San Fernando, he's here with me.
09:34Welcome, Captain Valance Rambarat of the Hunter Search and Rescue Team.
09:38Good evening, Mark.
09:39And good evening to our viewers on TV6 and beyond the TVS.
09:42It was just a quick diversion into San Fernando on the San Fernando Hill and the natality work we do is such that at any moment's notice, we could receive a call.
09:52So, we did receive a call from the police.
09:55We proceeded to the site.
09:57Our vehicle was full of equipment.
10:00And we got there in time.
10:03I must commend the fire services for a quick response.
10:06Their headquarters in San Fernando is just about three minutes away.
10:09What happened here was that a gold-colored theater was navigating downhill, down the San Fernando Hill.
10:17And it passed through their barriers and it crashed down the hill.
10:23That's the bumper there.
10:24Yeah.
10:24And a little lower down, you will see the vehicle somewhere in between the bushes there.
10:30So, the occupants were our mother and our six-year-old daughter.
10:34And, Mark, you know how we are with children.
10:36Once children are involved, you know, you have to spring into action quickly.
10:41And we're happy to report that the six-year-old was taken out first and taken to the San Fernando General Hospital.
10:50And that the mother had to be stretched up using the fire services pulley system.
10:58And she was safely taken out to the ambulance.
11:02The fire officers reported that they both escaped with minor injuries.
11:08But, Mark, you remember the eight-year-old in Gonzales who fell into the East Rye River and was rescued.
11:18We're so happy that, you know, we didn't lose another child in a motor vehicle accident.
11:24But I don't know if the producer could pull back the video.
11:27I'm not sure if it's in the video.
11:29So, there is a barrier system on the San Fernando Hill.
11:34And it is constructed with, like, five-feet diameter concrete drainage cylinders.
11:40Right.
11:41And they're placed probably about eight to ten feet apart.
11:45And the vehicle would have passed between those two cylinders and arrived.
11:51That's part of the cylinder there.
11:53Right.
11:54And, you know, what they need to do is to create a barrier between the cylinders.
11:58Now, to ensure that such an accident doesn't reoccur.
12:04I do understand how the vehicle went there.
12:06Probably lost bricks on that corner.
12:08You know, to the top of the hill where you're seeing the black vehicle.
12:11Right.
12:11And it ran off just in front of the ambulance there.
12:14So, there was no bump or anything.
12:16So, it's basically fitted between those cylinders and when plunged over.
12:21Yeah.
12:21So, they could simply devise a system to fill the breaches.
12:25And so, we'll have a more effective barrier system on the San Fernando Hill.
12:30This is, you know, a sign to the authorities that this could be easily fixed.
12:38Right.
12:39Well, a separate and apart from that, I know that there are ongoing searches for Mr. Junior, Mitchell and Darius Ford Prince.
12:46Right.
12:46And I wanted to update, give an update on both.
12:50And in both cases, it is now being treated as murders.
12:54And so, the Homicide Bureau is involved.
12:58In the case of Junior Mitchell, we accompanied the police, including the Homicide Bureau and another search in the Waterfield District.
13:07And he remains outstanding, but investigations are ongoing.
13:13And with respect to Darius Ford Prince, Dennis Prince, we can confirm now that he did come out of the forest.
13:22Right.
13:22And that something would have happened between that time and probably later on in the night.
13:29And that the Homicide Bureau is also involved.
13:33And so, there is no need to continue the search for him in the heights of Guarantanamo.
13:38This is us here in Wallerfield with police officers.
13:44The tip-off would have been received and they invited us to search this particular area.
13:51We came up empty-handed, but there are investigations ongoing.
13:55And, you know, we had the incident with, well, you know, the developments with Imraz Clubs earlier.
14:01I don't know if you dealt with it already while I was off the program.
14:04Well, we would have spoken about it, I believe.
14:06And, no, actually, we didn't because it happened late Friday evening or into Saturday.
14:13So, as a consequence of which, of course, his body was found off a precipice on the North Coast Road late Friday evening.
14:20Yeah, late.
14:21And I want to commend the police officers.
14:24This is a perfect example of a police-led intelligence-driven exercise.
14:29And they have five suspects in custody, including the person who was last seen with him.
14:37He was detained last night.
14:39So, we're happy for Imraz Clubs Ali family for at least having gotten the body.
14:48The body hasn't been officially identified, but there is.
14:51Yes.
14:52But he had a recent hip surgery, and I think they're utilizing that approach to try and see if they could get an identification for Mr. Imraz Ali.
15:03So, we await that, notwithstanding that they will have to do DNA testing.
15:08All right.
15:10So, on that note, of course, the police is also seeking the assistance in identifying the male body found at Paria Bay.
15:18The person or the male, the unidentified male, appears to be brown in complexion, has dreadlocks, and is approximately 5 feet 8 inches tall.
15:29The body was found on October 6, 2025.
15:32And anyone with information can contact the Blanchichess Police Station at 612-2470, extension 755-590-75810, 75813, or 800-TIPS.
15:50Of course, all calls are confidential.
15:54So, there's another issue of another male body being found in Paria Bay area.
15:59Yeah, and I suspect that that person would have been probably moved into the area recently, living a nomadic life.
16:07That is the information I have, and may have had some sort of conflict, because I understand it is being treated as a murder.
16:15Okay.
16:16So, now, leave it at that for now.
16:19And I also wanted to update you guys.
16:21As the assistant DPP orders the inquest into the death of a 27-year-old man, assistant director of public prosecution, Sabrina Dubdin-Jaglal, has ordered an inquest to be held into the death of Michael Angelo Francis, who sustained stab wounds and subsequently died at hospital on October 5, 2025.
16:41As we recall, the female suspect, who was held in connection with the incident, was also ordered released pending the findings of this inquest.
16:50The decision was made on Friday, 10th, October, 2025.
16:54Francis, 27th, of Port of Spain, sustained a single stab wound to the chest with a knife on October 5, 2025, and died on the same day at the Port of Spain General Hospital.
17:05Investigations are supervised by ASP Ramjag, Acting Inspector Staneclaus, Acting Inspector Sitran, and Acting Inspector Ramsume, all of the Homicide Bureau, Region 1, together with various agencies.
17:21Right, and I think the DPP can order this for the satisfaction of all parties involved.
17:29Something tells me that Stand Your Ground is involved in this, and therefore the inquest was ordered, which is the proper thing to do.
17:38Yep.

18:19We had a rise in pistols of 79 and 28 shotguns.
18:23Ammunition recovered, 2,121 rounds.
18:27A rise in 5.56 of 408 rounds and 0.4566 rounds.
18:35Dangerous drugs seized, 475,976.60 grams.
18:41A rise in cannabis, 8,344.
18:444.4 grams of cocaine, 1,032 SAC pills.
18:49And a rise there again in molly, 15.39 grams, sorry, of molly.
18:55And Mark, in terms of police operations, I know members of the public and certainly myself have been going through a lot of roadblocks during the past week.
19:04And I think this is a direct response to the uptick in murders and, of course, a continuation of the SOE.
19:11And, you know, it's good that officers are out there on the beat and, you know, having these roadblocks to ensure, you know, that there is safety and security for citizens as they traverse our country.

22:30I'm your host, Mark Besson, of course, joined today by Captain Valence Rambath of the Hunters, Search and Rescue Team,
22:36as he takes us through the month of October for Missing Persons.
22:40Yeah, Mark, in October we've had 10 reports of missing persons thus far.
22:47Today is the 14th, and again, we depend just on that annual average of one per day.
22:54I must mention that we do not publish reports if a person is found within maybe 20 to 48 hours of their being reported missing.
23:06We take the report, we prepare everything, and sometimes, you know, while you're talking to the family, they're found and that sort of thing.
23:14In fact, this week, a six-year-old boy went missing, he went out with his grandfather, unknown to the boy's father.
23:24And our team was mobilized quickly, and by the time we were on our way, we got word that the grandfather came back home with his son.
23:32So these things happen, but we don't publish them, you know.
23:36So we have had 10 reports thus far of missing persons for October, and we have just three persons outstanding.
23:44These three persons, Louis Nichols, he's 70, and we continue to have the issue with the elderly who go missing.
23:54Sometimes we've checked every medical institution thus far, and he is not there.
24:01He's not in the prison system, and sometimes, you know, they're out on the streets.
24:06So we're asking members of the public to please keep a lookout for Louis McNichols from Mount Hope.
24:14And if you do spot him, call the nearest police station or us at 799-1453.
24:21And then we have another 70-year-old, Christopher Rampasad.
24:26Again, the trend continues with the elderly.
24:28He was last seen at his home in Penal Rock Road on the 3rd of September, 2025, and he still remains unaccounted for.
24:40So we know for a fact that he's not in the Penal District.
24:44So he may have made his way to one of the towns or villages surrounding the Penal District.
24:51So if you spot him, please call the Penal Police Station or 799-1453.
24:58We have to try to find Christopher Rampasad.
25:02So those persons residing in the vicinity, in villages and towns around as far as maybe Separia or as north as Debe,
25:12please, if you see him, call us immediately.
25:15And then we have a gentleman who, he lives alone in Bessigny, and he's St. Bernard, a pretty young guy.
25:23And he was last seen at his home around the 1st of October, 2025.
25:29Now, he is not accustomed to being away from home.
25:35And he works in the La Bray District.
25:38And when we checked at his workplace, he isn't there.
25:42So we're asking those folks from Rosilac, Vesigny, La Bray, to please keep your eyes out.
25:50And if you spot Andy St. Bernard, please call the La Bray Police Station or our team at 799-1453.
26:00And, Mark, so these are the three outstanding persons.
26:04And I did give an update from September with respect to Prince Dennis Prince.
26:13And we're still looking for Junior Mitchell.

26:39And I know you were remarking earlier that perhaps you had some footage about some road traffic accidents as well that you captioned.
26:47Well, the producer has them, so I'm not sure if she showed them as ready already, but I'm not sure if she's ready with them.

26:57The producer, are you ready with the, there it is.
27:00So this, take us through, Captain.
27:02Yeah, but this one occurred just north on the northbound of the highway.
27:08And what it seeks to demonstrate, I think we spoke about it, Mark, you had noticed there's water on the highway.
27:15And obviously, this vehicle did not slow.
27:19Having recognized the driver did not, having recognized that there's water on the road, the vehicle did not slow.
27:26So we cautioned drivers that you're seeing the maxi, the van, panel van going through the water there.
27:33And I'm sure that that is what caused this accident here.
27:37Be aware of how you drive through water on the road.
27:40The vehicle tends to skid, there is, there is, I can't remember the name, do you remember it, Mark?
27:49Apropelene, is it?
27:51Where the vehicle...
27:52Hydro.

27:54Hydroplane, right.
27:55And so, you know, and you have, I thought this was important for drivers to know that once you have that thin film of water on the road, be careful when you're driving.
28:06It can cause you to lose control of your vehicle.
28:09And in this case, you can cause harm to others or their property.
28:14Right.
28:14And then we had another incident here.
28:17Mark, this one, this one, I thought we should highlight this one again because, you know, this is a long, long,
28:24industrial type vehicle.
28:27It's, when I looked at it, it's appropriately lit.
28:31And it seems to have conformed to all the traffic regulations with respect to its, this type of vehicle being on our roadway.
28:40And yet, still, you had a station wagon crashing into it.
28:45This seems to be what, in the Shadramas area?
28:47Yes, this is in the Shadramas area.
28:48I know that corner, that sharp corner, you have to hold your own there.
28:52Yeah, you have to hold your own there, right?
28:54We've seen the signage on the truck, right?
28:56You're seeing the lights, you're seeing everything that is, should be there, it's there.
29:01And yet, still, you had, you slammed into the vehicle.
29:05So, be cautious when you're approaching these big vehicles, especially in the peninsula where you have industrial type activities and a lot going on.
29:14So, you know, an accident like this is really unnecessary.
29:20It could have been, carelessness would have been involved and, or a driver not being very observant.
29:27Yeah.
29:28And these are the things we caution in drivers about on our roadways.
29:32Please pay attention.
29:32The truck seems to be on the right side of the road.
29:36Yeah.
29:36The other vehicle, of course, you know, it's trying to...
29:38Would have veered into its part.
29:40Coming around that corner, if you're coming around that corner at a particular speed and you meet a heavy-duty vehicle, it can spell trouble.
29:49Yeah.
29:49All right.
29:51So, again, we want to caution you.
29:53And then this one here, Captain.
29:56Yeah.
29:59Let me see if I can recall this one.
30:01This one, I can't recall the exact location.
30:04It looks like it's on the highway.
30:06Oh, yeah.
30:07I can't recall.
30:08I remember this video and it involved an accident on the highway again.

30:14I believe it's on the east-west.
30:17East-west, if I'm not mistaken.
30:20So, you're seeing at least two vehicles there involved, an SUV and another car that was...
30:25Oh, there's three.
30:26There's another one there.
30:28And, of course, night time.
30:30So, you know, it's important that, you know, you all observe, you know, all the road traffic regulations and be cautious on the roadways.

30:47It's a privilege.
30:48I say thank you.
30:50I have a situation that is quite fulfilling to me and traumatizing also.
30:55It's something I wanted to share.
30:56So, I am a safety officer employed with the Ministry of Education.
31:02I'm not going to say the school.
31:03I'm not going to give any names of individuals involved.
31:05But there's a situation where a 42-year-old female parent came into the school compound and was very boisterous, using threatening language towards minors, which are children, to the point where this parent carried out a physical attack on two female students in the school's administrative office area.
31:28A visiting parent tried to restrain the attacker, which is a female parent, to no appeal.
31:35And then I entered.
31:36Unfortunately, sir, I will have to say the poor display was so decrepit that this female parent bit me on my forearm, bit me in my face, before head butting me in the face and butting my mouth open.
31:49Not much to mind with me, this female parent now, I have found out officially, is a serving member of the Trans-Tabigo Police Service.
31:59Not a special reserve officer, but a serving member with apparently 20 years service.
32:05And it's really, really, really, it's really worrisome in the climate of school violence when you're putting police officers in schools to curb school violence.
32:17And here you have an irrational adult who's also serving in the capacity as a police officer, and, sir, I have video footage, too.
32:26I have video footage of the incident, so it's not, it's not being made.
32:30I have reported it to the police, I have been to police complaints, but, sir, my joy is still hurting me, and I hope you could appreciate it as a man.
32:39And had I respond, I was told, give her a slap or a punch, but do you know the disparity with men's versus women's laws, I could have been, you know, on the unfortunate side of things, had I not composed myself in the manner in which I did, even after being assaulted, where my blood was streaming down my face.
32:59All right, Kuala, certainly, if you leave your number, and if you, I mean, that video, you can send it to us, and, of course, we'll blur it.
33:14But, obviously, there is something there that really needs to be looked into, and, of course, we will pass that relevant information on to an officer who will probably be on the show tomorrow or Thursday, but, definitely, we will try to get that information and, of course, get officers involved.
33:35So, I'm hopeful that he takes, he has left his number, I understand.
33:40Yes, and I hope it is followed through with, and as safety officers, our official position in the secondary school system, and, thank God, he practiced what is called duty of care, where an adult would, it is alleged that an adult female would have attacked two female students, and he did the writing.
34:04I am happy he said that he did not retaliate, but he was injured in the process, and such a situation needs to be investigated, and I hope that this investigation is carried out.
34:18So, I know, Mark, you all will do what you have to do to ensure that if the gentleman has to get some sort of justice, that he gets that, regardless of who the adult is.
34:30Well, it's certainly a left down for an officer of the Trinidad and Tobago Police Service to carry about themselves in such a manner at a school, as well as attacking, allegedly attacking, other students, if that turns out to be the case.
34:45Especially where the police service itself is now involved in a school initiative to really crack down on school violence.
34:54Yes, it's not a good look.

45:36So, I just want to pass it on to you to think that, you know, I've seen some conservation of this all my life, or very, very family about my life.

47:43I'm an avid conservationist and I am very close to the hunting fraternity.
47:50Our forebearers, even going back to the indigenous people, have been hunting animals in Trinidad and Tobago.
47:58And they've always taken care to ensure that we have a very good stock of animals.
48:05Let me tell you what's going on with hunting right now.
48:08Now it's been reduced to just weekends, it's a very expensive sport, less guys and less families are raring hunting dogs.
48:17So you have less people in the forest during the open season.
48:22Mark, if you eliminate all the rainy days and all those who are fasting for Diwali,
48:27if you go to the forest now you may not even meet a single hunter hunting.
48:32It's been reducing, but I can tell you that we have a good stock of animals
48:37because all hunters are more roadside hunters.
48:41They just try to get, you know, to the forest close to the road.
48:45And we have miles and kilometers of deep forest that remains untouched by human being for hunting purposes.
48:54Right. Well, in regards to your second point about the road there and the Beatham stretch he's talking about there,
49:02obviously we're going to have to ask the police about that and looking to it,
49:06because I suspect he's saying that persons park there sometimes and they're given tickets.
49:11They get their tickets and it involves potholes and everything else.
49:17So again, policemen have the discussion, but Mark, I think you should raise it.

49:40I have a small concern here that I would like, that if someone could pick it up and see what could be done,
49:48there's a lot of explosion with Beatham, these rampant cylinders and empty cylinders.
49:55A lot of people get them filled with this and no one seems to be investigating what is the reason
50:02that these Beatham can explode.
50:05It can be that they customize them always at cost, but I think that somebody should run for investigation
50:14into the safety aspect of these gas cylinders.
50:19Yeah, caller, it is a concern.
50:21We've seen it recently.
50:22Mark, the movement of gas from the cylinder to the stove involves a seal on the gas tank,
50:29as well as the owners, your coupling to hook on the tank, as well as the hose.
50:36So problems could arise through the transmission process.
50:40Now, what Ramco, who is one of the main fillers, what they have advised is that you check your seals
50:48on top of your cylinder, make sure they're in order, and use the simple soap test,
50:54where you mix some soap water. When you purchase a gas tank, pour it onto the coupling,
51:01the top of the cylinder, and if there are bubbles, return it immediately.
51:05Also, the rubber seal always go, when you go to get a gas tank, ask for a couple of others.
51:10I did it when I used to use the 25 pound cylinders, and I would just pass my hand,
51:17if the seal is rough, change it, put some oil on it, and attach the coupling.
51:23But also, pay attention to your gas head, as well as your hose, where you have to use the hose clips.
51:31Sometimes hose clips get rotted, they pop out, the hose is disconnected from the gas head,
51:38and all sorts of things happen, right?
51:40So, we, as the consumers, we have our duty, and they have their duty to ensure that the seals are properly installed.
51:50Thanks a lot, Captain. Of course, if you would have followed the Trinidad Express over the last couple of weeks,
51:56they also had some extensive coverage about that, and the issue of the safety of these tanks.

56:46This was in Rio Claro, right next to a house in their box drain.

56:49And they spotted it in the drain and they called.
56:52And Mark, the gentleman, called his friend to kill it.
56:55And the friend called us and said, no, no, no, we're not killing it.
56:58We're going to ask these guys to come and remove it and, you know, get it to the forest, which we did.
57:03Yeah, I mean, come on. It's only a fear that you allow the wildlife to thrive.
57:09Some of us might not like snakes, but some of us do and we have to be considered...
57:13And he's a calm guy, very calm, not venous and not aggressive to us at all.
57:18So, we ask you to be mindful and take care of them.
