04:52So August marked the start of the 70th anniversary celebration in honor of the woman in the Trinidad and Tobago Police Service.
05:00And I think we have a message from DCP, Suzette Martin, a message from her.
05:08As we mark 70 years of women in the Trinidad and Tobago Police Service, I salute our pioneers and our serving officers and thank the public for your steadfast support.
05:18This anniversary celebrates courage, commitment, and a service legacy built by those who came before and carried forward by those serving today.
05:27Together, we look ahead with pride and purpose to continue protecting and serving our nation.
05:34Platinum legacy, golden service, we salute you.

05:40And of course, today with us, you know, there was a celebration last Friday at the St. Paul's American Church to celebrate this 70th anniversary.

05:50And today with us is none other than Acting Sergeant Tricia Durant-Charles.
05:55Welcome again.
05:56It's been a little while, but thanks again for coming.
05:59It's a pleasure to be here.
06:00Thank you very much, Mark.
06:01And a special good evening to the viewing and listening audience.
06:05Well, certainly it's a very proud moment for the Trinidad and Tobago Police Service and especially the women celebrating 70 years, 70th anniversary of women.
06:14Because, you know, long before, women were not allowed in the Trinidad and Tobago Police Service.
06:18And I guess that's something synonymous across the world.
06:22Many years ago, women were not allowed to do certain jobs and professions.
06:26Yes.
06:26But now, 70 years onward, we have a proud achievement to celebrate women have been at the helm of the TTPS and other establishments.
06:35And we have a woman at the helm of the opposition as well as the government now.
06:39Listen, we've made so many great strides, but we can't forget those who walked before us.
06:46So, we have the 12 pioneers.
06:49Those were the first female officers incorporated into the Trinidad and Tobago Police Force back then.
06:55It was force and not service.
06:56Yes.
06:57Right?
06:57And, you know, they would have made so many strides in terms of charting the way forward for women to be in different sections within the TTPS.
07:06Because when we first came in, it was specifically to deal with the vulnerable in society.
07:10But now, we have all female officers that are in so many different units, forensics, we're in investigative units, special victims department, homicide, we're dealing with administration.
07:22So, just to have the opportunity to be able to serve members of the public is such an honor.
07:28What are some of the challenges you would have seen that women would have had to face over the last 70 years as they got into the Trinidad and Tobago Police Service?
07:36At least from your study and, of course, sharing stories with your fellow female colleagues who might have been there long before you, some of the things that they encountered when they just got into the service.
07:50So, we are in the minority, right?
07:53And I would like to say it's a male-dominated environment.
07:56And in most instances, you might think it's just competitive, male against female.
08:01But we were able to conquer some of those challenges, and we're able to work and support our male officers as well.
08:09So, yes, we have internal challenges that we deal with daily.
08:13However, at the end of the day, you know, we always show a united front, and we support each other.
08:19And I know there are a couple of events coming up.
08:21Yes.
08:21The Antichrist is actually on the 29th of this month.
08:24And if you could share with us some of those events that are coming up, you know, for the public at least to be on Cora with.
08:31Sure, gladly.
08:33I must say this, though, unfortunately, the members of the public are not invited to these events.
08:38Because these events are specifically for serving active women police as well as the retired women police officers.
08:45So, we had the church service, which would have taken place last week, Friday.
08:51And we also have a sip, paint, and chat, where, you know, it says what it is exactly.
08:59We did.

09:02That's this Friday.
09:03This Friday.
09:05I'll have to dress up as a police lady and come down there while I want to take a little paint.

09:30And I'm sitting here where I will at least invite members of the media to capture that moment so that we can get some nice photos and so on for the newspaper, of course, and even for television.
09:40Because it's like a watershed, you know, after having women struggling so much in various sectors, you know, to get in and get their feet wet.
09:50And now, 70 years onward, it's a proud moment where women are part, an integral part of the Trinidad and Tobago Police Service.
09:58Listen, this job looks easy, you know.
10:01It looks easy on the outside.
10:03But when you're on the inside and you have to deal with the different personalities, you have to deal with the different challenges, the resources, it's a lot.
10:11But if it's one thing, you know, we band together and we push forward.
10:15It's all about consistent growth.
10:16Yes, certainly.
10:17And I know you're one of those persons that really push yourself past the limit.
10:23Yes.
10:24And I'm sitting a lot of the officers there, female officers, we want to salute you this afternoon for your hard work as you continue in a man's world, they say sometimes.
10:34But nevertheless, you're treated equally and we are very proud of your achievements and, you know, you're a shining example to all those young women who would want to maybe want to get into the Trinidad and Tobago Police Service at some point.
10:49Yeah, we have a lot of female officers who are mentors.
10:53I can draw an example of an experience I would have had working when I now started in Aruka Police Station.
11:00I had a sergeant called Sergeant Dan and back then, you know, in uniform, you had to sit and polish your shoes.
11:08You know, standard was a major thing, especially for women police.
11:12You have to present yourself in a particular way.
11:14So just some of the, you know, some of the structure, the foundation that was put in place, you might take it for granted now, but back then is what helped mold the characteristics of a lot of women police out there.
11:24Yeah, certainly very interesting times, of course, and, you know, you're seeing more and more women getting to these major roles, major positions.
11:33We will not be left behind.
11:35You know, of course not.
11:36And I believe it's an equal will and we shall all be treated equally rather by your gender, your class, religion, whatever it might be.
11:44Now, we're not negating the fact that, you know, men contribute significantly to the service.
11:48But there's always that role that nobody else can take place more than the woman.
11:54Yes, certainly.
11:55All right, so we're going to get into some serious business here, of course.
11:58There was a report carried in the Trinidad Express today involving, sadly, the beating of a police officer, Constable Shahzad Mohamed of the Rio Claro Municipal Police,
12:12was at a bar on Saturday night and was attacked by a suspect, struck on the head with a bottle.
12:20And he was rushed to the San Gugandhi Hospital, later transferred onto the Eric Williams Medical Sciences Complex,
12:28where he remains in a rather critical condition.
12:31And we, of course, our prayers are with him and his family and we're hopeful for a speedy recovery.
12:35But, you know, things like this, we certainly can't let it go unheeded.
12:40And we hope for that the suspect in this matter will be held in the shortest possible time.
12:45Yeah, our prayers go on to the family.
12:47I know it's a challenging time, especially to hear that a serving member has to go through something like that.
12:53You know, but an investigation will take place.
12:56And out of that investigation, we pray for, you know, positive results.
13:00And then we had a homicide registered this morning.
13:04I think that would have pushed us into 272 or 273.
13:08And it was a Venezuelan national identified as Anderson Guerra, 26 years, found in the Waterloo area, hands tied behind his back, apparently shot in the head.
13:22And, you know, the police really are looking into this matter.
13:25It's the latest homicide, clearly an execution-style type of killing.
13:30Listen, we continue to encourage our members of the public, please, if you see something, say something, communicate, 800-TIPS, 555-999.
13:40Please, anyone would have witnessed, anyone saw anything, please share the information.
13:44Yes, we are hopeful that in the shortest possible time that any information that you have conducted in a risk police station, you can also call 800-TIPS.

13:54Or you can call 999 if you have any information that can assist the police with this latest homicide.
14:00And, you know, unfortunately, there was, we were talking about women, and there was a woman that was admitted to the Port of Spain General Hospital on July 1st.
14:11Her name is Lisa, sorry, Mona, Mona Lisa Outram.
14:15And she died, sorry, she was admitted on June 23rd, and she died on July 1st at the Port of Spain General Hospital.
14:24Came in with burns to her body, and she succumbed after a couple days.
14:29And yesterday, the Director of Public Prosecutions, Roger Gaspar, ordered an inquest.
14:35Yes.
14:35Into her death, a truly sad situation, you know, a young woman losing her life like this.
14:43She may have been someone's mother, she may have been someone's sister, an aunt.
14:47It's really sad.
14:48Yeah.
14:48Yeah.
14:49So we're hopeful that, you know, that inquest will yield some kind of result.
14:54Most definitely.
14:55In the coming months, or hopefully in the next year or two.
14:58You know, those things take a little time.

15:03Okay, we're moving on to a media release involving two car dealers arrested and five stolen vehicles recovered, a firearm and ammunition seized.
15:11This exercise was conducted in the Beverly Hills and Sealots area.
15:16It led to the discovery of a firearm and ammunition and arrest of two car dealers, and the recovery of five stolen vehicles in the Dago Martin area yesterday.
15:25Of course, in the first incident, acting on information, they went to concession drive in Sealots, where a search was conducted.
15:32And they found 18 rounds of 7.62 ammunition hidden beneath a concrete sink.
15:39Operation was created by D.C.P. of Police Martin, Assistant Commission of Police Hazel, and coordinated by Senior Superintendent Suka, Superintendent Ram Suka, and Assistant Superintendent Sink.
15:49And in another separate incident, an intelligence-led operation conducted by officers of the stolen vehicle squad resulted in a seizure of five tampered motor vehicles and the detention of two suspects during coordinated efforts across the northern and western divisions.
16:05On the same day, the following vehicles were found tampered with a white Kia K-2700, a white Hyundai H-100, a dark gray BMW, a white Hyundai Elantra, a white Nissan Teeter.
16:20So it seems that, you know, in the last couple of weeks, you've seen a lot of crackdown on stolen vehicles, vehicles that have been tampered with their chassis and so on, as the police continue to crackdown on that illegal trade when it comes to stolen vehicles.
16:34Yeah, what I would say is, you know, sometimes you've had to be so careful.
16:41Sometimes we expose ourselves.
16:43So you would find that persons will be in different areas that they're not supposed to be.
16:49You'll find that persons not aware of what is happening around them, right?
16:53As it relates to the stolen vehicles, it identified that two car dealers were arrested.
16:59So, as we understand, you know, they are the persons that may engage other persons, and you have to be so careful where that's concerned.
17:08Yes, certainly.
17:10All right, it's day 26 of the state of emergency.
17:13We're going to take a quick look at the figures.

17:41Ammunition recovered, 485 rungs of 9 mm, 66 rungs of 12 gauge, 21 rungs of 0.380, 194 rungs of 5.56, 63 rungs of 0.38, 27 rungs of 0.40, 7 rungs of 0.357, 21 rungs of 0.45, and 48 rungs of 7.62 mm.
18:04Deirdreous drugs seized, 72,266.24 grams of marijuana, 242.6 grams of cocaine, 1,032 STC pills, and 15 grams of molly.

18:23So even though we're under an SOE, you might think that the police just focused on one particular thing,
18:28but we ensure that we capture in every area where we continue to work.

18:38So by taking these items off of the streets, it's assisting us in the fight against crime.

23:30Well, I'm very impressed with the figures that you have just read out.
23:36Certainly, it seems as though the police is making some strides with respect to the arresting persons
23:46and recovering arms and ammunition and narcotics.
23:51But I wonder if these figures are reflected outside of a state of emergency.
23:58Secondly, I would like for your host, your guests, of course, I didn't get your name.
24:05I only joined, I only joined the program recently, shortly, to indicate to us if the police officers are given any sort of recurrent training
24:18when post their passing out at the barracks in terms of weapon handling.
24:26My third point is, there's a culture in Tron Dibago that police drive around in their condition, Tron Dibago.
24:37Hardly ever engaging, hardly ever stopping and engaging the members of the community,
24:43except to see that somebody may be looking, somebody may be of a new period of character.
24:49But driving around, typically from my experience, I see in my area, here in the countryside,
24:53that they drive around in their condition, because I hardly ever stop and talk to anybody,
24:58except to see that they, they, they, they, they, they, on a parade, on a mobile parade.
25:04So can you shed some light on what is the police's policy with respect to driving around in the city
25:09and not engaging anybody?

25:23You inquired about our operations outside of the SOE, and I will say this.
25:31Policing is not just during the SOE.
25:34It's beyond.
25:36So even after the SOE, our efforts will continue, right?
25:40And as we are getting results, we are more and more motivated to ensure that we continue the fight against crime.
25:47You inquired about training.
25:48Now training is continuous.
25:50And even if you come out of the academy, you are entitled to firearm training,
25:54as well as additional training in customer service, in mediation, in so many different areas.
26:00So yes, training is available to all officers after they come out of the academy.
26:05Training is very important because we need to ensure that we are abreast of what is happening and how to respond to certain things.
26:13Your third question was in relation to officers driving around in air condition.
26:18Now we have different forms of patrols, right?
26:20So we have the foot patrol, we have mobile patrol, we have even patrol on horses, right?
26:26That's something that I know for a fact that the commissioner has engaged officers with.
26:34And, you know, with the rollout, with the customer service, we ensure that we engage members of the community.
26:40It might just be just to have a conversation to get some information.
26:43Even if they play with the children around, you know, to have some officers that will come out of the vehicle and play a little cricket with the children.
26:50So, yes, I encourage you.
26:53So even if you see that, stop the officers, have a conversation with them, and they will definitely engage with you.

28:25than 11 years of age consuming what appears to be alcohol being being encouraged and egged on by
28:33adults and even another young man maybe in his teens was the first that actually drank from that
28:39and i know we have strict rules and regulations as it pertains to alcohol consumption in this
28:45country and i am hopeful that somebody who knows these persons will obviously make a report to the
28:52police because you cannot be having persons indulging minors in having alcohol so here they
28:58twisted you know long time is to tell you take a cook or something for the worms yes and you know
29:04culturally it was okay that's what we felt it was but now specifically especially with children's
29:09authority and there are laws that discourage persons especially adults engaging in activities such as
29:17this exposing children to alcoholists against the law right so i'm very sure an investigation will
29:23take place and um hope and pray that you know the results that we are looking for we do get yes
29:29because this definitely can hinder a child's development considering of course the prime minister
29:34has alluded to the fact that they're going to be bringing legislation to the parliament and not
29:40due to the distant future yes uh where they intend to raise the drinking age from 18 to 21
29:46yeah so that in itself speaks volumes um of course she didn't allude to the fact that because you're
29:52finding more and more young persons gravitating towards are too young of an age so we have to be mindful
29:58of that uh and it will be an interesting piece of legislation once it's passed how bar owners deal with
30:04it how parents deal with it etc so we have to look out for that as well well we may have to take a model
30:09from you know abroad just to see how things go especially with bar owners because now you'll have to produce
30:15some form of id and that's where the challenge lie because our culture kind of different when it comes to
30:22alcohol and being exposed to certain things so we look forward to see what's happening with that

34:14duran charles of the special victims unit and i know yesterday or day before we spoke about an incident
34:20that took place uh on a beach on the north coast involving several individuals seen um allegedly
34:27beating uh what is supposedly the victim yes and i know senior superintendent claire guy allen had asked
34:34the persons to come forward now in the newspaper today apparently it seems that nobody has come forward
34:40the witness is not even willing to come forward thus far and uh according to the senior superintendent
34:45the only thing that video can can any persons can be charged with is for fighting in a public place
34:51full stop yes and that's the problem that we have i know that a lot of victims are fearful that you know
34:58there will be some form of retaliation if they do come forward and give evidence but in order for the
35:03police to be able to move forward with the information that we have we have to be able to you know get
35:08that evidence from victims yeah so we are hopeful that anybody or even the victim in this incident or
35:15any person or persons that knows a lot more or about this incident please contact the maracas bay
35:22police station the mover police station of course 800 tips with any information that can assist police
35:28and better understanding of what transpired in that video yes yes all right we're going to take you to a

35:42and they're seeking closure and they're asking for answers or anybody who has any information let's
35:49take a listen my sister my sister avacyn miller has been missing for the past two years plus
36:03on friday will be two years and a month and the thing is we want justice we would like to get back our
36:11DNA sample because it's been too long that we waiting to get this DNA sample and we would like to get
36:17her body so that we can bury her we don't know far back if it is her body but at the end of the day
36:24she has been missing that was the only body found in the point 14 area and we like to get back her body
36:30or the sample so that we can be in peace not for my sake but for the sake of our children
36:37every day they sit by the door and still waits on their mommy to see if she's coming back home
36:44it is not it has not been easy for the past two years knowing that she's still out there
36:54knowing that her body could be in the motoring so we need to get our sample back because it is overbearing
37:00it is overbearing now we need the relevant authority to give us a little peace of mind
37:06we need a little justice for this we don't really need to see somebody go down like this
37:14we just need to see her rest in peace because when a body stay in the motory for too long
37:19it's obvious that it's clean the motory and get rid of it we don't want that to happen to us
37:23all right so i'm begging i'm pleading to the relevant authority that we get some assistance

38:13there was a body found there was some dna testing of course and you know that can take time but two
38:19years is a very very very long time well and you want to make sure that it is the right person as
38:25well so you know you don't want where um you're rushing you do the wrong thing um but oh gosh my
38:31heart goes out to her you're hearing the pain in her voice and i'm glad that she is you know still
38:37searching for her sister she's still supportive of her family member which is good and to know that
38:43sister had children as well it's really heartbreaking but i'm very sure that um we'll do what we have to
38:49do as uh police officers to ensure that she's getting necessary closure yeah because i know um for the
38:54year we've had at least two homicides where uh they had to do some dna testing and they came back within
39:00a couple of months um of of being able to identify those victims and of course at least for the family
39:08there was some some closure yeah that they were happy to say okay there was a gentleman in the
39:12princess stone area and there was also i think somebody in the point 40 area if memory saves me
39:18right yes but certainly you know i know these are this is a very difficult thing when persons disappear
39:25without a trace sometimes and sometimes when you find a body that you think it is that person male or
39:33female yeah and then they do the test and then you you come about this it's not that person uh you go
39:38all over into a new cycle yes what is this person really alive and can you imagine how that plays
39:45mentally on on a family or your sister and other relatives and i pray that she's getting the necessary
39:52support through social services to be able to help she and her family member cope because it's not an easy
39:58thing and as you express this cycle is a visual cycle that continues because with the dna testing
40:04it's a process and it's going to take some time and what happens in a case where that is not your family
40:09member you're relieved but now you're still searching so it's it's a it's a challenge and i pray that she
40:15get the necessary closure that she's looking for well i suppose uh from the backdrop that i saw it was close to
40:20the the port of spain yeah uh police station the central police station yeah so perhaps she went there
40:26maybe seeking some further information oh sorry it was san fernando looked a little bit like cpns yes
40:33the old police will learn yes so my apologies but but it's certainly um you know she probably went there
40:39asking for any updates yeah and you know sometimes as you see when officers are inundated with so many
40:46cases of missing persons or homicide or they are transferred out sometimes they lose track of what they
40:52they're looking for a person and you know sometimes relatives are left to pick up and and try to
40:57reach out to officers uh involved in a particular investigation from two or three or even four years
41:02ago and we appreciate um that feedback because it's important remember at the end of the day every day we
41:08are dealing with new investigations so sometimes it may get you know uh put aside however you know once that
41:16connection is has taken place i'm very sure that officers will be able to revive and give her the
41:22necessary feedback that she's looking for again it's really unfortunate that there will be some closure

41:39i might say to get the character i have to renew my taxi badge as well as my school bus i did it on the
41:479th and 7th and when i called this morning that they told the officer in saint joseph told me that um
41:54a guy called for his which was he did his one on the 6th and he said and he didn't receive yet and i will
42:01take longer now my taxi badges expiring on monday come in i wouldn't be able to drive my bus um school is
42:08opening soon after my inspection and the the department that that renew my school bus pass would
42:16not they have to see the ccoc before this day give me the okay so i need to find out what you know
42:26what can i do i i'm in limbo here

42:41esp pit last thursday would have indicated that there's some technical issues with the equipment

45:04the the corporation in your area because they're responsible for that i think you file a complaint
45:09you write to them and you send them the location but i think you have to reveal who you are where
45:15you're living yes um so that you can it can be an official complaint yes it must be an official complaint

49:42for taxis to operate and it's not private cars to be parking on those that area
49:48there where where commuters are coming to travel and so on it's really frustrating

49:57facilities instead of parking on the taxi stand but we like convenience yes but it's
50:02it's illegal and of course if you're caught there you're gonna get a ticket and uh it
50:06might be a thousand dollars five hundred dollars you'll have to pay it if you want

51:23this question based on some experience as well how do you balance a situation where a female comes and
51:30shows wounds and all these different things however when the police investigate we are seeing that the
51:37person who started this altercation overall is the female by words and then physical and the man merely
51:47he may put up a hand and next thing she go flying and she go flying down her head and she may have
51:52more injury so the the person who come with the more injury is the person who started the whole thing
51:58but she's female and we know that you know we have been always been brought up don't hit emails and
52:04all these things however we see in where the attitude is on tape how do you all treat a situation like
52:11that because i'm sure that many times the situation is where the female starts off by with her mouth as we
52:17know that it's her power and then some women are very aggressive towards men how are you treated with that as the
52:23at the at your unit because we know that at large bit of the times the man gets the blood of it and
52:29goes before the court most of the times and i think that you know they may be looking at the injuries and
52:34so hope i'm not too winded i'll listen off yeah all right thanks a lot caller sitting a very
52:41controversial uh question there of course and um as we know even if the woman is the aggressor yes uh males we have to be
52:48bigger person so and you you defend yourself you you move away or you you you put you put you you
52:55cannot shift them aside but you don't strike them right yes even if they strike you but you're the
53:00expert so i'll let you answer the question from a split point of view thank you so i um i must thank you
53:07very much for that question call it was an excellent question i might add um abuse is abuse against male
53:14against female it's abuse right um that's the reason why we have investigations so coming out of the
53:21investigation now and we identify that the feeling female is the aggressor the male can also make a
53:27report against the female right um i know a lot of times men don't think that they can be victims of
53:34domestic violence but you are as well entitled to make a report and the same procedure applies we go
53:40through the entire process with you um a lot of times men you know choose not to engage or go further
53:49when it comes to um dealing with domestic violence in terms of making report or having the person
53:54arrested and charged um but i can guarantee we're a unit uh we don't take sides we're not biased uh we
54:02we are victim centered and we focus on our victims male or female so so you're entitled to make a report
54:08if it is that you feel that you are being abused all right last quarter caller good evening

54:22mr mark basant and the officer they're very um very interactive informative i want to say that um i was
54:30a former member of the defense force always support the police in their work especially now with this
54:38challenging time where the police have so many to do so much to do with so many resources i want to
54:46have you officially how is the police dealing with corrupted police officers especially very challenged now
54:55with so many incarcerated people who is very bent on destroying and and injuring them and thing how are
55:04they dealing with a police officer or police woman who will go kick off a criminal kick off a bad man
55:11and how are they dealing with these situations because it's very very real it's real it is real
55:19all right take it away well call off um you know thank you very much for your question you know first
55:25it starts with you right if it is that you observe that an officer is engaging in a particular course of
55:31action we need to get the information and we have avenues available um through complaints authority
55:37we have the professional standards bureau we even have our own internal um complaints division that
55:44address these issues with errant officers so again it starts with you if you have information come
55:49forward and share it with us so that we could be able to address and curb these issues and i think
55:55commissioner guevara has also been very stern yes uh speaking about that on several occasions over the
56:01last couple of weeks if an officer steps out a line there's a disciplinary procedure that will be taken
56:07a measure uh to ensure that uh everything is dealt with in the most appropriate manner whether it be
56:13tipping off a criminal or accepting money and whatever it might be uh a proper investigation will be carried
56:19out uh not just internally but of course there's also the police compliance authority uh the professional
56:25standards bureau who investigate around officers so there's that recourse as well when you look at these
56:31things and uh certainly you know in closing we just have about 40 seconds anything you want to add
56:37before we go most definitely i would just like to make a clarion call to all our women police officers
56:45please come out and support the 70th anniversary events we had the towns given which was last friday
56:52we have an evening of sip and paint which is this friday the 15th we have fit to serve we women like to
56:58exercise too you know um that is only 22nd and of course we have our inauguration ceremony and the gala
