03:56Now, today we are seeing troubling concerns and increase when it comes to school violence.
04:01And, of course, we have so much to talk about, including that.
04:05And, of course, we are in an SOE.
04:07So, with that being said, every Tuesday, Thursday and Friday, we have our fantastic COP with us this evening.
04:16We have ASP, Russell, our favorite COP.

04:22Yeah, I'm a question.
04:23I don't even know what to tell the cameras.
04:25Good afternoon.

04:27Good evening, Trinidad and Tobago.
04:28On behalf of the Commissioner of Police, Deputy Commissioner of Police, Assistant Commissioners,
04:33and First and Second Division officers of the Toronto Police Service.
04:35As usual, it's a pleasure to be here with you.
04:38And I want to say good evening to all our international viewers as well.
04:42Yes.
04:43So, a lot on full ASP.
04:45And, of course, I know a lot of questions from a lot of our viewers out there as well
04:49that they will be getting ready to post to you.
04:52And you know you are always equipped as you move.
04:54Now, I want you to take a look at a video that was circulating online that was very concerning.
04:59And we are in an SOE at this time.
05:01So, let's take a look at this video.
05:08Now, this was in the Central Division.
05:11And this was after the SOE was announced.
05:17Now, we are seeing the officers doing what they need to do.
05:20We still don't have all the details here, but what will cause the officers to go into someone's premises like
05:30this,
05:31without just knocking and saying, could you all please come outside?
05:33Well, firstly, under the SOE, we can enter any premises, vessel, car, search any car, vessel, premises, etc., without a
05:44warrant.
05:45The officers, when they have been acting on information, receive intelligence that they receive.
05:50And if you recognize, it is targeted at the entire, it appears to be some apartment complex.
05:57So, they may have certain information which allow them to operate and enter.
06:02Yes.
06:02With all the use of a warrant.
06:04What happened there, looking at the element of surprise.
06:06Sometimes, I would have looked in sections before.
06:08And you go on to certain residents and you knock the door, police, and you would hear the toilets just
06:15start to flush.
06:17So, you see that the person get diarrhea immediately or they're flushing something.
06:24So, sometimes, we use the elements of surprise.
06:27I'm almost certain the persons were not expecting that.
06:31However, we have to do what we have to do in an SOE.
06:36Tough times calls for tough measures, Ms. Husbands.
06:39And I want persons to understand that the SOE is targeted at criminal elements.
06:47If you have the information, we want you to bring the information for us so that you can help us
06:54to help the public.
06:57Because everybody will live peacefully and enjoy and appreciate more things when we have a safe for Trinidad and Tobago.
07:06Now, quick question from the video that we just saw there.
07:08If there was no evidence or any sort of items, illegal items found and no one was arrested, they damaged
07:15the property, what happens there?
07:16There was a process.
07:18When we damaged the property, there is a process and we do repair the property.
07:23I spent 12 years at the police complaints division and I would have engaged in investigating reports like these.
07:30And the police service always undertakes to repair the property that has been damaged.
07:37All right.
07:38So, as we see, the CTBS continues to look extremely hard and we urge the population, the law abiding citizens
07:44to continue to be aware
07:45and know what state we are in.
07:48We are in a state of emergency.
07:49Now, from a media release from the CTPS, we are seeing a fraudulent officer exposed in major police operation, fake
07:56ID and police gear seized in PR code raid.
08:00So, a 23-year-old Aruka man was arrested for the offense of impersonating a member of the Trinidad and
08:07Tobago police service yesterday, March 4th, 2026.
08:11Now, as a result, the arrest as well, they found several counterfeit police items including fake TTPs ID card and
08:21police kit.
08:22Yes.
08:22Right.
08:23And I want to, Trinidad and Tobago, I wanted to really tune into the word fake.
08:27So, somehow or the other, he was able to create fake ID items of kit.
08:36And I'll tell you something, you know, especially when you're looking at certain agencies or security companies, for want of
08:43a better word, that, you know, may wear apparel that may resemble that of the police service.
08:50When we speak about the whole issue with the defense force uniforms, and these are things that we try to
08:55guard against, you know.
08:57So, sometimes the public does not understand where we come from, where we're coming from with, you know, things like
09:04that.
09:04When we say, you know, it's illegal to do this and you shouldn't have this and bearing the resemblance.
09:08And it's to quell situations like these so that you are not really, how to put it, you're not found
09:14to be a victim by somebody pretending to be a police officer.
09:19But what could citizens like myself do, SP, when it comes to officers, you know, who are there to execute
09:26their job?
09:27But also, I have to protect myself and my family because someone could be impersonating an officer.
09:32What are some of the questions persons could ask to at least identify that this officer is legit?
09:37Well, you can actually see ID, notwithstanding that this ID was fake, most officers would have the badges around their
09:45neck.
09:46And I say most because it started for a while and it was discontinued.
09:49So, you would find the new officers may not necessarily have the metal shield around them.
09:55So, you know, what we do to the commissioner, past and present, we have advised that once persons are going
10:02on exercises in the various divisions that,
10:05one, there's a marked police vehicle, two, and there is somebody in full police uniform.
10:12I know you would see a lot of persons in tactical clothing, which they are so authorized to wear.
10:17Right.
10:18Yeah?
10:19However, the public may not be aware, so there are different sections with different uniform.
10:23I know the IT of the task forces, but the task force is now operating in patrol order number three,
10:28which is the gray and blue.
10:29And there are the pixelated camo for the ITF and the guard and emergency.
10:36So, you would see, and you would see a different uniform there as well.
10:38So, we would have persons on board who would be identified easily as police officers.
10:46So, at least we're seeing a marked vehicle that is pulling up a lot of unmarked.
10:49And that was, so far, why now?
10:51Because we understand, you know, as things change and situations like these are persons that are impersonating officers,
10:59we understand we need to make the public comfortable so that they can cooperate with us as well.
11:03Yeah.
11:04Yeah.
11:04I hope we are able to find that way because, I mean, in this situation, anything could happen to not
11:10just an officer
11:11because they could have persons who are seeing the user not to their advantage to commit their criminal activities,
11:18but also the citizens who are trying to comply to what the officers are asking and making sure that they
11:24are safe as well.
11:25Just so you know, we'll also be opening the phone lines as well so you can take the number down,
11:29623-1711, extension 1996 and 1997.
11:35Now, we take a look at what's making today's updates with our SOD, day number two.
11:43Number of operations, 163.
11:46Number of persons arrested, 59.
11:49Firearms recovered, 4.
11:51Ammunition recovered, 51.
11:54Narcotics recovered.
11:56We are seeing the grams of cocaine and the cannabis as well with the increase there.
12:03And that's it thus far because we're fresh in the SOE, the updates ASP.
12:09Even though you say that we are fresh in the SOE, the SOE would have been honest comments on Monday
12:13morning.
12:14Yes.
12:15Four firearms recovered already.
12:17But Tuesday, it's Monday, it's into Monday morning.
12:20Okay.
12:2059 rounds of assorted ammunition already recovered.
12:23So, it says that there is something going on, that there is something that we need to really attack with
12:33full force to make sure and Tobago safer.
12:37I don't know how persons could sit and look at that information and not be alarmed and not know of
12:45illegal activities taking place in their communities and not see where the gun is being hidden or the ammunition is
12:53being hidden or the drugs is being stashed.
12:55You know, we ask the public and this is what we continuously call on the public to do because we
13:00are not just making your community safer.
13:03We are making the entire treatment.
13:05Let me tell you something.
13:07Let's say there's a block and there's a block and you fail to report the block so that we could
13:11dismantle the block.
13:13Eventually, there's a 24 and a shootout takes place and a straight bullet makes its way into your household.
13:22How would you feel?
13:23I ain't saying hit or injure anybody.
13:26But just make its way into your house.
13:30I'm not going on with that.
13:31No, I'm just saying no.
13:32Because these are the realities.
13:34Yeah.
13:34Yeah.
13:34It's not something anyone will want because you're seeing it there and you're just thinking it's just, you know, the
13:39guys lying in school is not a big deal.
13:41And then you just don't know what activities.
13:43Most of the times now when you're on a block, it's not productivity taking place.
13:46It's not productivity.
13:48It's not on the block.
13:49So, let's be real with that.
13:50But, I mean, in the case of the culture of Trinidad and Tobago, you know, we just go out and
13:54take a little lime.
13:55I don't want to go anywhere in the area.
13:57So, we'll have friends or maybe family members who live there and we gather in this one spot.
14:01And then that's where the mischief could start from right there.
14:04And then just being a target.
14:06You may not be involved in anything.
14:07And that is it too.
14:08I know parents, they are parents who struggle with their teens, especially when they are about to finish school.
14:13Because they have the opinion now, I finished school, I'm a man.
14:17And my mother would always say, once you're living under her roof, you could be whole.
14:21You're not no man there.
14:21So, I had to move out.
14:23Immediately.
14:24With immediate effect.
14:25Quick enough.
14:26Yes.
14:26You know, what I'm saying is the parents, it's time we need to clam down on your children.
14:32Because sometimes they could be innocent, but they are lying with the persons on the corner.
14:37They may not be in the crime per se, but by association.
14:41You know, they are on the corner.
14:42And somebody pass and spray.
14:44Yeah.
14:44Miss everybody else and hit your innocence on.
14:47And also, you know, it's very hard when you grow up with persons.
14:50And you know, everybody going in a different direction, but you're living in the same area.
14:54And you still see them as a friend, a child, a friend that you grew up with.
14:58Yeah.
14:58I'm not saying anything will happen to me, but bullets don't have eyes, right?
15:01Definitely.
15:02And it doesn't go directly to the person or persons that the person who has a gun is trying to
15:07get at.
15:08So, I mean, it's very important that it's not seen like it's trying to stop them from doing what they
15:12want, but you have to save God yourself.
15:15I'm asking that we utilize wisdom.
15:16Yeah.
15:17I'm really asking that we utilize wisdom.
15:20And you know, you already speak to your children, your loved ones, your relatives.
15:24I mean, it's kind of gone out the door.
15:28So, we need to have continuous conversations.
15:31Children and Tobago, do not give up on the youth.
15:34Do not give up on your children.
15:36I mean, I am a product of my mother not giving up on me.
15:39Do not give up.
15:42Continue pushing, right?
15:43Yeah.

15:46And, of course, we will touch a little bit more on what's going on in the schools.
15:49But right now, let's take a look at what's making today's headlines.

16:20So, I'm trying my best.

19:41Now, when I opened earlier ASP, I spoke about the rise in the school violence that we're seeing popping up.
19:48And we know that the TTPS was very instrumental in that period of last year.
19:52Also going into this year to prevent the school violence and bullying that we were seeing taking place.
19:58And also the online bullying.
19:59But with that being said, the ministry noticed where, yes, there was a decrease in certain issues within the school.
20:07And out of the school, they are now saying in the classroom there's a problem now.
20:11Classroom fights rise.
20:13Education minister, Dr. Michael Dowlatt says his ministry has recorded a troubling increase in school violence
20:20with data showing a shift in the number of incidents from outside to inside the classroom.
20:26Dowlatt said the ministry's evaluation of the school-oriented policing unit for the first term of 2025 to 2026
20:34academic years showed suspensions during lunchtime declined by approximately 15%.
20:40Suspensions after school declined by approximately 25%.
20:45However, incidents during class time with a member of staff present increased from 401 to 544.
20:55And that is a huge jump.
20:58They also stated that 22,000 suspensions in three years, bullying, vaping, and serious issues.
21:04Reiterating, the ministry's data showed troubling trends regarding indiscipline and school violence.
21:10Dowlatt said between 2022 and 2025, over 22,000 suspensions recorded nationally.
21:18Violence-related incidents, particularly fights and assaults, showed an upward trajectory.
21:24Well, let me start by saying the first 22,000 is too much.
21:28It's crazy.
21:28You know, and I'm asking on the parents, I'm calling on the parents, the guardians, the relatives, the loved ones
21:34out there, change things.
21:37Things need to change.
21:39We need to get better.
21:40Yes.
21:41We need to show interest.
21:42We need to visit the children's schools.
21:46Speak with the teachers.
21:48Speak with the principals.
21:49Speak with the deans.
21:50Go through your children's room.
21:53Go through their book bags.
21:55Pay attention to what they are looking at online.
21:59You are the parent.
22:00You have to institute the rules under your home.
22:04And the other way around.
22:05You cannot be paying the bills, feeding them, clothing them, and you're afraid to discipline them.
22:10The cell phone that they are using is you buy it.
22:13You need to tell them what time to put down your phone.
22:16Set curfew.
22:16Set boundaries.
22:17Set rules.
22:18Yes.
22:18And that is the only way they would have respect for authority.
22:22Now, what you said is that it has been moved in the classroom.

22:30Which means the teacher is in the classroom.

22:32So it shows, alright, we may have some respect for law enforcement because we carry a power of arrest.

22:46But the Trinidad and Tobago Police Service, we have the information.
22:49And if we need to switch things up a bit to make sure that we put this situation to rest
22:55once and for all, we would switch it up.
22:57It may mean we have to train another batch of officers.
23:00It may mean that the officers would now have to be doing some sort of patrol, you know, during the
23:08teaching of the class.
23:10I mean.
23:10You look like, what is really happening?

23:13And I can feel that and relate it because I will feel so uncomfortable if an officer needs to be
23:18in a classroom watching me like I am a prisoner in a jail.
23:21That is crazy to me.

25:28When the Commissioner's position was interviewed, he said he knew that the killing which occurred in Bigomarton was not gang
25:37-related.
25:38But for instance, we are in.
25:41It is now weak after the killing of the gentleman.
25:45Whatever the matter is, it is now weak.
25:48That matter is investigated without any report.
25:51And in my closing comment is that sufficient, it appears, is not being highlighted about what the Commissioner of Police
26:00is doing to correct the behavior of our police officers.
26:05So while we are prepared and we accept the fact that if you see something, say something.
26:10The fact that the police commission us, himself, all the reports of the police officers in so many stations, we
26:20are yet to see them do something.
26:22And one wonders whether we haven't got that response.
26:27It's a lot of pleasure indeed.

26:48And as it pertains to corrupt officers, I assure you, having been in some meetings, that things would change.

27:03I would say no more on that.
27:05But let me tell you this.
27:07Every time I stand here and somebody mentions a corrupt officer, it hurts me.
27:14Because I could understand how you feel.
27:16I am telling you, if you see something, say something.
27:19But I know we have our issues as well.
27:22Hence the reason we have so many anonymous hotlines now where you could give the information without anybody knowing.
27:29So we hope that you're not using that as an excuse not to give information.
27:36Because you could call and give information on the same officers.
27:39I was in a meeting today before I came on air.
27:45And that was also a conversation.
27:49And the management, the executive of the Trinidad and Tobago Police Service, I assure you, we had enough.
27:58And we will be taking steps in the shortest possible time.

29:27And I'm saying your tribunal for disciplinary action must be populated with people who can do it quickly and efficiently.

30:16So you can appeal at the appeal court.
30:18And if you're lost there, you can appeal at the Privy Council.
30:20And you have to wait on the Privy Council to call a case.
30:24We cannot tell somebody who is charged at what length to go to prove they're innocent or to make all
30:32efforts to bring their matter because they're playing with their future, their pension, etc.
30:36We, if the person chooses, even in the tribunal, there was a process for appeal at the service commission.
30:45This is what you call law.

30:48And due process.
30:49You have to exhaust.
30:49So we cannot sidestep, hasten, or slow down the due process.

30:56A lot of it, once you put that person before the court, you know, a lot of it is out
31:00of our hands at that point in time.
31:03And with respect to the tribunals, the tribunals operate more or less similar.

36:54So you will go back to that station district where the accident happened for any follow-up and statements to

37:02So they would send it there, and an investigator will be appointed.
37:07Upon completion of the report, you are given a receipt to show that you made a report of whatever an
37:16accident or report of information, etc., as the case may be,
37:20which sometimes, granted, we are strapped for resources, and we do not have the receipt books,
37:28but we will advise you to come back the next day to collect your receipt.

39:43judicial system.
39:44Remember that we are a commonwealth country and we still under the Westminster system and our highest court of appeal
39:51is the Privy Council.
40:07Privy Council, yeah.
40:07No, the nine-pointer is what we use as a Westminster system to gather evidence and to present evidence before
40:16the magistrate, before we go to the high court and, of course, the lawyers use that.
40:20But under our judicial system, there's a lot of loopholes in the system itself, in the judiciary, that these lawyers
40:28use to be the system.
40:30For example, a man, Martha, goes from magistrate to high court to Privy Council, to appeal court, he loses his
40:37appeal.
40:38For example, the lawyer has 14 days to present his matatomic application, they go to the appeals to the Privy
40:43Council, which you pay a fee at $10,000.
40:46And normally, when they go to the Privy Council, most of the times that the judgment is overturned based on
40:53our judicial system from our high court and our appeal court.
40:56So the population really don't know about this.
40:58But in hanging down judgment, people have their own views and notions about it.
41:04is that people need to be more learned, centered, about how this judicial system operates and because we are still
41:12under the Westminster system.

41:49And in this instance with that officer, you would have seen the ruling was a Privy Council.

41:55So, I mean, he exhausted as much as he can.
42:00But, of course, the evidence that was provided is what happened when we do good police work.

48:35But they came for somebody's phone.

48:41And this is what S.P. is a bit disturbing for me, you know, that you took the time.

48:53but they got the opportunity to see a phone and they took the phone.

49:39And you apprehended immediate fear for your life.
49:43Then the person's coming out and blocked the road.

49:49But police officers have to make decisions in split seconds.

49:54That persons get days, weeks, and months, years even, to make a judgment on.

50:01I want to say something as well.
50:03Not in this situation that we just saw there,
50:06but I'm speaking to young ladies who may have a partner or significant other that you're with.
50:12And if they don't have a job, and you are allowing them to use your vehicle,
50:17not saying they're involving criminal activities,
50:20but you don't know what they're doing with your vehicle.
50:22Right?
50:22And sometimes they will lend out your vehicle to a bedroom.
50:26Boy, here, this now really needs a car for like an hour.
50:30All right.
50:30Well, you could borrow the car to pick up McGill at so-and-so time.
50:34Your car is now in a robbery or shooting.
50:39And that is the reality for some females as well who may be with an individual who works nowhere,
50:45draws no pay, and you are basically saying about this individual,
50:48and he is driving your car everywhere.
50:50All he does is drop you to work and pick you up.
50:53And in that period while you're working, you don't know what's going on with your vehicle.

50:59where the female still doesn't have access to her car after some years.

52:06what is this situation with church or a situation like that?

52:18First of all, let me deal with the stemming of the flow.
52:25We understand the economy of the country at this point in time,
52:28and I am of the opinion that it's not that we want it so, we like it so.

52:43So, the change is coming, the change is coming, the change is coming.
52:46And, with respect to the finances, with regards to, for the policing at different ports,
52:56the illegal items coming in.

53:01Police can be everywhere, and there are different agencies to deal with different things,
53:06and it's on all hands on deck.
53:10So, we need the Defense Force, the Coast Guard, the Customs, et cetera, to do what they have to do.
53:18You know, it's crazy that you...
53:20Yeah, yeah.
53:20You get it done.
53:22And we're seeing that the TTPS, along with the other elements that are there to try to deal with situations
53:29within the different agencies to deal with what we just mentioned,
53:33the illegal guns coming at the front ports.
53:35And we can see today, in the Express, you can check it yourself,
53:38where they are focusing heavily on the different ports and finding ways of dealing with internal issues as well,
53:46because, clearly...
53:47And to answer the call, a second thing about being arrested for the 48 hours,
53:52let's say you and a police officer have something,
53:54it has to be deeper than that, so we must justify the arrest.
53:57Notwithstanding that we are in an SOE, we can't just go,
54:01we cannot just go and just pick up the random man on the street just so.
54:05So, we must show proof gang activity.
54:09Some, we must justify what is reasonable suspicion that caused us to arrest that person or detain them for the
54:1848 hours.
54:19And if at the end of the 48 hours, we don't have enough evidence to keep that person, we have
54:25to let them go.
54:25So, I assure you that the police, the members of Cheyenne Tobago Police Service,
54:30would not just be going and pick up persons who they may have had a personal vendetta with and stuff
54:35like that.
54:36It is bigger than that, and there are checks and balances in the system to deal with that.
54:40Yeah, and where are you all, when it comes to persons accusing the TTPS of planting items to justify the
54:46action,
54:47how you all are able to make sure that it shows that there was nothing planted and making sure that
54:53your name is cleared?
54:54Well, if the persons are accusing, I mean, once a person makes a complaint against a police officer,
55:00it is investigated at length, whether it's at the Police Complaints Authority, Professional Standards Bureau,
55:06or the Police Complaints Division, right?
55:09And, of course, they would do it just like a regular investigation, you know, pictures, statements, reports, diary extracts, etc.,
55:18interviewing neighbors, and based on the evidence, unearthed during the investigation,
55:22a decision would be made whether the officer have a charge to answer criminally or disciplinary-wise.
55:28Yes, a suggestion, though, that I think, because I know the challenge you all face with making sure you all
55:33have the body cams available,
55:35especially now, I am sure you all could get equipment that could be used where one of your officers,
55:41like what we saw there, that at least they have some video evidence that could protect you all moving forward,
55:47because you just never know, and, you know, persons could cut and paste things you really want.
55:51And where we know AI is real as well, you know, and we understand that, and we encourage officers to
55:56use whatever,
55:57because I know we have a few, but it's not that much to enable everybody, every exercise, or every officer
56:03on an exercise to carry one,
56:04but we would want to advise that officers at least have one person with a body cam when going on
56:10exercises out there.
56:11You know, it protects not only, you know, it saves you from that allegation,
56:15and you now have an immediate course of defense.
56:17You have your footage here that can show that you did not do what the person said you did.
56:21I mean, allegations are there.
