03:14Now, let me start off by apologizing, first of all, for yesterday's No Live Show that didn't take place.
03:21And, of course, it was beyond our control.
03:24But today, the show continues, as per usual, with my co-host joining me once again each and every Tuesday,
03:29Thursday, and Friday.
03:31We have ASP Russell here with us.
03:33Good evening to you, sir, and our things.
03:35Good evening, Ms. Husbands.
03:36Good evening to our viewers in Trinidad and Tobago and of the islands on behalf of our Commissioner of Police,
03:42Deputy Commissioner, First and Second Division Officers of the Trinidad and Tobago Police Service.
03:48Yes. Well, I am okay. It's a Thursday.
03:51Yes.
03:51Soon to be Friday.
03:52We have a lot taken place, especially in the Southwestern Division, as persons get ready to attend the Point 14
03:58Board Day celebrations, which we will get into later on during the program.
04:04But Trinidad and Tobago, I'm here truthfully to share and disseminate information and to be accountable and transparent to the
04:14public of Trinidad and Tobago.
04:15You seem like you had a very long day today. Very, very long.
04:18Well, Thursday is usually a long day for me because I'm at another media house very early morning, around like
04:276.30, because I also have a program there that comes on between 6.40 and 6.45 on a
04:33Thursday morning.
04:34So it's a labor of love, and I don't live that close to Port of Spain.
04:38So when you see me here on a Thursday, it really, really takes some effort in collaboration with my other
04:44duties, because I do run a particular section within the Trinidad and Tobago Police Service.
04:48So when I stand before you, it's a sacrifice indeed.
04:52But, excuse me, it's all done with the aim of getting to make Trinidad and Tobago a better place and
04:58to bridge that gap between the Trinidad and Tobago Police Service and the public.
05:02Now, Justice will serve, and I'm saying this is because it's clear that swift justice took place with this situation
05:08that I'm about to bring forth, and, of course, with the TTPS assisting.
05:13So death sentence for dad who killed wife and baby.
05:16So a bad poor man has been sentenced to death by hanging for the 2024 killing of his common-law
05:22wife and their infant daughter following a judge-alone trial.
05:26The sentence was imposed on Monday by Justice Nalini Singh, who found a 31-year-old Rishi Mutilal guilty on
05:35two counts of murder.
05:36Mutilal, also known as Cookmeat, was convicted for the death of 31-year-old Tara Gita Ramsarup and their 14
05:46-month-old daughter, Shamaya Mutilal.
05:50Now, the court heard that on October 8, 2024, the incident unfolded at Mutilal's home along Rigg Road, Barkpur, after
05:59a dispute between the couple escalated violently.
06:02According to the state's case, Mutilal struck Ramsarup with an iron pipe before arming himself with a cutlass, which he
06:12used to chop her a number of times before slitting her throat.
06:16He then used the same weapon to kill the child, ASP.
06:21This might be history here.
06:22It's an unfortunate situation indeed, and we always tell persons who are in domestic violence situation, at the first sight,
06:30you need to exit that relationship.
06:34Now, domestic violence is a cycle, and we understand that there is the honeymoon phase, there is the explosion phase,
06:42there is the reconciliation phase.
06:43It's a cycle.
06:44If a person is interested, they can see the cycle online, so you can understand why some persons will want
06:50to stay, because there's a part that speaks to alienation, where you feel like you have no one else to
06:54turn to.
06:55Yes.
06:56But persons have to understand, in relationships, keep part of you for yourself, make sure you keep your friends, your
07:03loved ones, your family, because they are your first source of comfort and support when situations, or if situations like
07:14this occur.
07:14So we don't want anybody to feel that they have no way to turn, come to the station, make your
07:20report, engage the services of the court with respect to protection orders and stuff like that.
07:25But what I am happy about is that the sentence that was handed down by the judge is something to
07:35set an example, and I hope it translates to a shift, a positive shift.
07:44Between the court system, yes.
07:45Not only between the court system, but to discourage both male and female, because there are men who are victims
07:54of domestic violence as well, to discourage both male and females from getting into situations like this.
08:02Now, this could really be history if this goes forward, and we're not sure if a person may appeal this
08:07matter, but if they do, there's a period.
08:10But if not, this could be something that we will see coming on our books as another person being taken
08:21away by death by death penalty.
08:23Well, you know, the sentence is still fresh, and of course, like anybody else, he is entitled to an appeal,
08:30and once he has the resources, he could choose to do so as well.
08:36Now, right now, let's take a look at what the sister had to say.
08:41The final judge calls you, and just hugs you up, and still she tongues, and milled you, like, just calls
08:46you, like, so tight, and still she tongues, tongues, tongues, tongues for that, for that ruling, and that sentencing.
08:53Because we have been praying from day one, from the day she got murdered, until when we get trusted, we
08:58were just praying for justice.
09:01And justice was served.
09:02And, and, and, as he used to always say, he used to always tell me, whenever I go there, he
09:09used to say, he is above the law, nobody cannot do he nothing.
09:13And, and, that's a show, it's there nobody above the law, God is above everything.
09:19And once there is God, there is nothing impossible.
09:23So, I am so, so happy with the justice that we get.
09:29I am so happy, and, maybe in future, I might meet you, or I might meet you, but, if she
09:36see me, I just want to say, thanks to she, for this, thanks for that.
09:41But, it, it, it, it makes so much difference, and we like to know, we don't have to sit down
09:4610, 20 years, or die and go on and know that we didn't get justice.
09:50Now, God is good, and closure is also very important, ASP.
09:54You have justice, and you hear what she said, right?
09:56Persons like to, to, to throw out that, um, I am above the law, nobody ain't doing me anything.
10:02And, in most cases, it's lie, you know.
10:05In most cases, um, they are telling on truth, but, as the lady said,
10:11nobody is above the law.
10:12The law, correct.
10:13God is above everything, and I commend her for that.
10:16Excuse me.
10:18Her faith has given her the victory.
10:22I'm happy to hear that, and, of course, we continue with more work.
10:25The TTPS continues the hardest to do what is best to serve the nation.
10:30Now, on Tuesday, the TTPS launched the active directed patrol initiative, as it steps into the future of policing.
10:38This is intelligence-led policing at its best.
10:42Real-time data, targeted patrols, and faster response to crime.
10:46Let's have a look at how officers hit the streets in 51 new vehicles, including 26 electric units strategically deployed
10:54to keep communities safe.
10:56Let's take a look.
10:57Welcome to the launch of the TTPS Active Directed Patrol Initiative.
11:06It is expected that the traffic and highway patrol and the transit police, together with the additional vehicles being given
11:15to the Trinidad and Tobago Police Service,
11:17and what we are dealing with today, will be able to get operational within the next few days.
11:23All the awareness training was done with the traffic and highway patrol, and also with the transit police, and also
11:32with all the seniors and the executive of the Trinidad and Tobago Police Service.
11:37This is a practical, data-anchored strategy designed to direct our limited resources with precision, ensuring that police presence and
11:48police response are placed exactly where they are needed the most.
11:52For the first time in the Caribbean and Latin America, a police department is launching a pilot project to integrate
12:03electric vehicles into its patrol regime.
12:08And I want to thank Ministers Swarad Singh and Minister Alexander, who worked hand-in-hand with the TTPS in
12:18making this a reality.
12:19We are also advanced in the integration of drone controls, as well as the development of a dedicated drone post
12:29-responder program.
12:31Let me be clear, the leadership of the Trinidad and Tobago Police Service is not about talk, talk, and talk.
12:37It is about action.
12:40It is about using technology to police this country properly.
12:46It is about reducing the cost of that technology to taxpayers by building and managing it ourselves.
12:54And it is about creating opportunities for our young, bright minds.
12:58Today is not just the launch of our program.
13:01It is the continuation of transformation.
13:04A transformation towards a police service that is modern, data-driven, technologically advanced, and environmentally responsible.
13:13And deeply connected to the communities that it serves.
13:17So the TTPS is moving forward and with purpose.
13:21We are strengthening our capabilities.
13:23We are modernizing our operations.
13:25And we are doing so in a way that delivers value, safety, and confidence to the people of Trinidad and
13:31Tobago.
13:31For a nation of our size, spread across communities, towns, highways, villages, and two islands, that is no small nothing.
13:43It marks a significant expansion of operational capacity.
13:48It means more patrols on the road, more rapid response to incidents, wider coverage across divisions, and a stronger ability
13:59to place officers where they are most needed, when they are most needed.
14:05The government intends to support all initiatives of the Trinidad and Tobago Police Service to ensure that we have a
14:12safe community, a safe country, and a safe people.
14:15So Commissioner of Police, you direct those vehicles in the right direction, whether that person will feel that sense of
14:21safety and security.
14:22Send those vehicles in areas where the criminal element must understand that there is no safe haven for you.
14:27Commissioner of Police, this is your time.
14:30Your time to represent, your time for ensure, your time to let the public see.
14:35And this Commissioner of Police, it's not about talk, but about action.
14:44All right, so we saw the Commissioner, we saw the Minister of Women on Security, we saw the Attorney General
14:48there as well.
14:49ASP, you all active?
14:52Well, Trinidad and Tobago, Ms. Husbands, we will continue to do our best in this, you know, crime fight.
15:01And you can see, and it's always happy when you can see the financial resources being spent to equip the
15:07police officers so we could increase our operational visibility.
15:13What I like, and we know when we distribute the traffic branch, before, people had this concept of traffic branch
15:20as being, that's for traffic.
15:23But traffic branch has been so instrumental in this crime fight here when it comes to interception of vehicles.
15:30And now persons in traffic branch have been, due to their vigilance and using their keen powers of observations, have
15:36been in several firearm detections and robbery solving and stuff like that.
15:42So we want to commend the members of the traffic branch for their contribution to this crime fight.
15:47It's no longer two men just sitting in a vehicle looking at vehicles pass.
15:51It's a great patrol now.
15:52So when we look at how we distribute and redeploy, deploy and redeploy our resources to combat certain areas,
16:00when we look at a particular response time of 20 minutes or less to every call to make sure that
16:06we, you know, to tighten things up where we might be able to catch the perpetrators or the offenders quickly,
16:13when you look at being environmentally friendly, reducing the carbon emission footprints,
16:21as well as the gas bill, the fuel bill for the country, looking at the modern technology being used because
16:30it's linked to the operational command and stuff like that.
16:34The vehicles are fitted with GPS so we know where the vehicles are, so we know how to coordinate response
16:40in times where things have happened.
16:42And, you know, we talk about the drone patrols.
16:45Remember I spoke very soon we will have eyes in the air.
16:50And these are all situations where we are using the technology to make that advancement in crime fighting.
16:59And there's still a lot of work to do.
17:01But I want the public to appreciate the steps that are being taken with the limited resources that we have.
17:10That officers would have been trained with respect to the use and the operations and the care and maintenance of
17:16these vehicles.
17:17So we want to more or less assure the taxpayers that we will look after the resources responsibly.

17:27Most importantly.
17:28Of course.
17:28Right now let's take a look at the SOE update as of April 30, 2026.
17:34Number of operations, 4,529.
17:39Number of target priority offenders, 1,519.
17:43Searches conducted, 2,501.
17:47Traffic operations, 2,588.
17:50Total persons arrested, 1,970.
17:54Total persons charged, 449.
17:58Firearms recovered, we're seeing a total of 135.
18:01Ammunition recovered at a total of 2,995.
18:05And dangerous drugs seized, we're seeing an increase again with the cannabis ASP.
18:10Well, we have no firearms and ammunition today.
18:15Is it that we have retrieved all from the nation's streets?
18:18No.
18:18No, we have not retrieved all.
18:20At all.
18:20But we have seen the increase in the drugs as, which is commonplace, you know.
18:27Cannabis is the drug of choice in the country.
18:29Well, it is the drug of choice, of course, but there are systems and there are things, you know,
18:36that we have in place as well under the books with respect to this cannabis, the quantum and stuff like
18:43that.
18:44So persons need to really remain within the confines of the law as it pertains to the possession of this
18:53cannabis.
18:53You know, somebody shouting at the TV saying, it's not a drug, it's a herb.
18:59Right, I just say.
19:00Well, to each his own, and I will tell you, when you look at the definition of a drug,
19:06anything that alters the chemical balance of the mind.
19:12So, as much as they are saying it's a herb, a lot of persons say when they smoke, they get
19:18a high,
19:19which means that the chemical balance of their mind has indeed been altered.
19:24Right now, let's take a look at what's making today's headlines.

22:44Now, when we opened the show, we spoke about, you know, the domestic violence
22:47and what is taking place in the country, and persons, maybe male or female,
22:50could go to any police station and make their report because this is something serious.
22:54Now, this is where some of your officers felt short here.
22:58Now, we received, in today's Express, and you all can check it out, on page 12,
23:04when police response falls short.
23:06And this is from an author who is attorney at law.
23:10So it states,
23:10On Monday, I received an urgent call from a distressed client who was experiencing a domestic dispute
23:17involving harassment, threats, and ongoing abuse.
23:22Given the sensitive nature of the matter and the clear risk of escalation,
23:26I accompanied my client to the Barataria police station to make a formal report
23:31and request immediate police intervention.
23:34This was not an ordinary domestic disagreement.
23:37A cease and desist letter had already been served on the spouse just days earlier.
23:43The situation had progressed beyond verbal dispute
23:47into a pattern of continuous intimidation, provocation, and emotional distress.
23:54In any civilized society, this should have warranted swift, decisive, and professional action
24:00by the Trinidad and Tobago Police Service.
24:03Instead, what unfolded at the station was nothing short of alarming.
24:08Upon entering, I was immediately struck by the state of the facility itself,
24:15dilapidated, poorly maintained, and reflective of an institution that appears neglected and under-resourced.
24:24However, even more concerning than the condition of the building
24:28was the attitude and conduct of the officers entrusted with public safety.
24:33I requested to speak with the sergeant on duty.
24:36When the sergeant approached, his demeanor was notably unwilling, dismissive, and unconcerned.
24:44I explained the urgency of the matter and even produced the legal documentation to substantiate the report.
24:53Despite this, the sergeant proceeded to ask a series of irrelevant and intrusive questions about the spouse,
25:00many of which had no bearing on the immediate safety concerns being raised.
25:05Rather than focusing on the threats being made, the pattern of harassment, and the likelihood of violence,
25:12the sergeant seemed more interested in offering unsolicited personal opinions
25:19and inserting himself into matters that are clearly destined, that is, for judicial determination.
25:27This type of unprofessional conduct is precisely what discourages victims of domestic abuse from seeking police assistance.
25:37Yes, B.
25:39Well, firstly, let me apologize for the conduct of the officers at the Barataria Police Station.
25:50And I am certain that once the complaint is made within the right quarters,
25:57there would be the necessary training, reprimand, etc.,
26:01so that that officer would learn how to interact with members of the public.
26:07But I've stood here many times, Ms. Husbands,
26:10and I like to earn a side of caution when I listen to some of the things that comes out
26:16of the media
26:17because every story has two sides.
26:20And just earlier I was relaying to you something here.
26:23Sometimes people call and they sensationalize things and they might say the police never take a report.
26:29And when you go in the diary, the police did take a report.
26:32So I don't want to comment too much on that.
26:35But what I would do is apologize for the behavior of the officers at the Barataria Police Station.
26:42I know their seniors are looking on, so we would get to the bottom of it.
26:47I would also advise if the person, the victim, or the attorney is indeed looking at the program
26:52that they can make a complaint, whether it's the police complaints authority, PCA,
26:57or the police complaints division, 110 Marco Building, Henry Street.
27:03It can also be done online, www.complains.division at ttps.gov.tt.
27:11So they are free to make a complaint as it pertains to that.
27:17Yes, let me say this.
27:19You look disappointed, right?
27:21I am.
27:21And that is what I'm getting there.
27:23And as you said, there are two sides to every story, right?
27:25But let me say this.
27:27When are you all going to stop apologizing for officers where this is just common sense?
27:32This is just knowing that this is the job that I have
27:36and there are sensitive situations that will come before you to deal with.
27:41You can't be coming here almost every day because of the persons who are falling short
27:46where they learn this in the barracks.
27:51Yes, I mean, you also have the domestic violence act.
27:56We have the 18 of 2020 as well.
27:59We also have a, it's in our standing order, so we cheat with domestic violence cases, right?
28:05However, Ms. Husbands, I remember a time when I could share my experience
28:12and something I started saying earlier.
28:17It needs, this domestic violence situation needs some more stakeholders involved
28:22because I remember in my days in the Western Division, a female, and we assisted her.
28:29I said, anything you want, we would do to assist you, well, almost anything.
28:35The person asked for the police to accompany them to go to the home and get their stuff.
28:41We did that.
28:43And the person sat in the station.
28:45And when I asked the person what you need now, the person said to me,
28:51I have nowhere to go.
28:53Yeah.
28:54I said, you have a family, you have a friend, you want to go to a shelter.
28:59And they say no.
29:02And I am looking at this person sitting in the reception area,
29:05because we no longer call it a charge room,
29:07sitting in the reception area of the police station,
29:10and I am saying the only help that they want is the help that I cannot assist.
29:17I can't carry them home by me.
29:19No, you cannot.
29:19They don't want to go to a shelter.
29:22And if I pick them up and take them to go to a shelter,
29:24then I kidnap them because I'm forcing them to go against their will.
29:28Do you have a family member or a friend,
29:30and you would have heard me spoke about the alienation just moments before?
29:34Separation.
29:35No.
29:37So sometimes we are in situations where our hands,
29:40tell me what I should have done in that situation to assist the person.
29:43We already went to the home.
29:44We moved them from the home, have the children, they pack the items, everything.
29:49I'm willing to have the police vehicle, get the permission to leave the district,
29:53to take them anywhere they want to go by any shelter, relative, family, or friend.
29:58What do I do when it comes to the end of my Thomas Husband?
30:01What do you suggest I do?
30:02Yeah.
30:03Well, you did what you had to do as an officer,
30:04and your attitude was on point, which was needed,
30:07and that's what, I guess, basically most people are asking.
30:09We have a call on the line.
30:10I said, sir, that call.

30:25I'm hoping that you could answer me and you said transparency.
30:30That barat carrier station has many, many times come under public scrutiny,
30:38and I, from a distance, is questioning the management and the commander
30:45who is in charge of that station.

31:24The second issue, I'm jumping to San Fernando Municipal Police Station,
31:29and I'm asking you a point of pressure.
31:31It's the marking on the ammunition at the Municipal Police Station at the DPSD state.
31:37The second thing, an investigation is being launched,
31:40and the ACP has been set on administrative leave.
31:45The attorney general apparently inserted himself and wrote in the statutory commission,
31:51and they wrote back to him and said,
31:53Okay, action is taking a thorough investigation.
31:56The ACP has been sent on leave.
31:58Likewise, that protocol is not being done at the TTPS.
32:04From my advantage, there are a lot of senior persons who has judgment,
32:10or judges as castigated,
32:12and the police service commission has intervened.
32:16They have tied the hands of the commission of police.
32:19They said, those senior officers, who should be investigated,
32:23and go on and listen up here to your response.

35:33I know our functions are different
35:36between the TTPS and the municipal police.
35:38I cannot stand here and speak to their markings
35:40because I don't have that information
35:42as to what is the marking on their ammunition
35:45or if indeed their ammunition are indeed marked.
35:48Their hiring practices are different.
35:51Their functions, their rules,
35:53their structure is different from that of the TTPS.
35:56I said it here before and I would say it again.
35:59Whereas, yes, there are police,
36:00some of them are hired by the corporations,
36:02some of them are hired under local government.
36:04It's a different structure.
36:07With respect to retraining alone cannot be the answer.
36:12Let's say the person makes a complaint.
36:17An investigation is done.
36:19We found them wanting.
36:21They place it for the tribunal
36:23and a sentence is handed down.
36:25Now all the sentences that could be handed down
36:28from a tribunal within Detroit and Tobago police service
36:32are under 14 of 2008.
36:35Whether it's fine, reduction in rank, days pay,
36:38or at least at most severe recommendation for dismissal.
36:43Yes.
36:44It's a quasi-court,
36:46meaning everything that exists in a court process,
36:50but it's a panel of three senior officers.
36:53And they hand on a sentence
36:55that the officer should be fined
36:56for their behavior with respect to that matter.
37:00We still have to do remedial training.
37:03We still have to retrain.
37:05We still have to see where that officer went wrong.
37:09We still have to engage our customer service policy,
37:13which speaks to sending them on a course
37:16and they'll be evaluated for a particular time.
37:18We need to also do the performance appraisal
37:21and show where they would have had that blunder
37:26and give them time.
37:28There's a process.
37:29So where's the call?
37:31I might think that retraining is not always the outcome.
37:34Retraining is a critical process.

37:39as it speaks to correcting the wrongs of officers.

38:12What was the process used to take an assistant commissioner of police
38:19from the TTPS and make him the head of the municipal police?
38:24Now, the officer involved is a very eminent officer.
38:29He's eminently qualified for the position.
38:31However, the question I am asking is, what is the process?
38:36Has he resigned from the TTPS?
38:38Has he been seconded from the TTPS to the municipal police?
38:44And in addition to that, weren't there officers within the ranks of the municipal police
38:52who could have moved up and act in that position as ATP until a substantial ATP is found?
39:03Another question I would ask is, has the position been advertised, right?
39:10What was the process used?

40:02and to also improve the way that the municipal police operate.
40:06As to the hiring practices, was the position advertised?
40:11What authority the commissioner had?
40:13So you will have to direct those questions to the commissioner of police.

41:04because now more cars have been missing in San Fernando again somewhere else,
41:13and we don't know what has taken place in the other areas.
41:15So I think what that has done is made them to check.
41:20So when you have guns in the different areas, you come in on duty,
41:25you must have a system to check to see how many, how many,
41:30and what's supposed to be done about it,
41:32have to put a proper system in place.
41:35Now, concerning the lovely young boy in our world,
41:42and he said he did it.
41:44I hope you do not take long
41:45so that he pratt and Morgan step in,
41:48and then he will just get away, you know.
41:51One more thing I want to say.
41:52Officer, do we have a system here
41:54where when somebody goes through the red light,
41:57they will pick up at you, get your number and everything,
41:59and they will send a ticket for you,
42:00you know, at your home because I know I was in another place
42:04after 10, in another area,
42:07and the person was telling me from one place to another place,
42:10and he said, oh gosh, I get here.
42:12I said, how do you mean?
42:12He said, you like to come up and they receive the tickets,
42:15you know, this is happening in a big country.
42:19Do we have that system here?
42:21And I know that it's only going to have to help.
42:23But in the second, in the point,
42:25you know, Tuesday morning,
42:25some people like to go down and make a set of march,
42:27I hope nothing like that takes place,
42:29and everybody is, you know, will be safe.

42:46I hear you with the situation with the garage owner,
42:48the amount of vehicles that you see there.
42:53The police service, we are not a profit-making organization,
42:58so we have to apply to the government to have the necessary releases to pay service providers.
43:05I know there are times where we are not the most prompt with paying service providers,
43:13but we are working on things to improve that as well.
43:18System to check guns as far as the daily operation within the TTPS.
43:22As I can tell you, there's an armed check that must be done by the SDOIC in charge of the
43:27station,
43:28not the constable, not the corporal.
43:30The SDOIC in charge of the station could either be the sergeant or the inspector
43:34if the inspector is a senior person at the station.
43:37So that is a daily check that is done, must be placed in red in the station diary for 10
43:44a.m. every day.
43:47In addition to that, when shifts are changing, there is a handover and a certificate is attached
43:53and everything including fire, ammunition, vehicles, batons, wireless sets,
43:58every equipment belonging to the station is handed over.
44:02Then we have another type of handover when seniors are changing, the divisions are changing heads.
44:08So we have systems in place, but I know when we do have audits from time to time
44:14with respect to all of our equipment, and I guess maybe there will be seen some more robust audits
44:21within the TTPS as well as the municipal police.
44:26Sometimes something ought to happen for something to happen, you know.
44:28Well, I mean, not in this case.
44:29With respect to the red lights, I know there was a pilot project yet.
44:35It is either taking place or it would come on stream soon, but I know within the near future,
44:41it is the goals of the licensing authority to have that system implemented in Trinidad and Tobago.
44:48And with respect to Point 14, you would hear us speaking about Point 14 shortly, ma'am,
44:53and we would share some of the operations that we will engage in at the Point 14 Borrow Day Festival

48:02it seems like we still have some confusion
48:04when it comes to the TTPS and the Municipal Police.
48:08And I know we were having this discussion numerous times off air.
48:11Now you said we need to make it a bit clear
48:13So persons will understand and differentiate the difference, or even though it is one where there are officers, yes, it
48:22comes to the borough or the district.
48:24So when asking the question, is the municipal police governed by the TTPS, no, it's not.
48:29So the municipal police are not governed by the Trinidad and Tobago Police Service.
48:34They operate separately.
48:35So here is some simple breakdown so you all can understand.
48:38The TTPS, which is the National Police, the TTPS is the country's main law enforcement body responsible for serious crimes,
48:46investigations, and national policing, governed by the national laws and overseen by central government authorities.
48:54Now the municipal police, employed by city or borough corporations like Port of Spain, San Fernando, etc., focus more on
49:03traffic control by law enforcement, public order within the municipality.
49:09They are governed by the Municipal Corporations Act, not the TTPS.
49:15So how they relate, they work alongside the TTPS when needed, but they do not fall under TTPS command or
49:24structure.
49:25All right, so TTPS equals National Police Authority, Municipal Police equals local government enforcement units, ASP.
49:34Something similar to like federal and state police out there in the U.S.
49:38Yes, but I, and, but, but, Ms. Husbands, I do understand how the public is free because they see gray
49:43and blue.
49:43Yes.
49:44They don't have time to read who's where and what mirrors on their shoulders.
49:47I understand.
49:48And I understand that this is a very concerning matter for the members of the public.
49:52I understand that.
49:54I am here, the TTPS, taking the lakes, but we will contribute and help to make things better.
50:00Maybe this could be just a contribution here that I just came into my mind.
50:04Why they just don't change the uniform for the Municipal Police so you can differentiate between the two?
50:09Even though, yes, they are there to serve in different capacities, it could be clear to the public so we
50:15could understand.
50:15Because they will still say policing.
50:17In the TTPS, they will still say that.

50:23No, that is not under the TTPS.
50:24But that will be under the city or the borough dealing with that moving forward.
50:29Hopefully, they can find the funds or find a way to make a clear differentiation between the TTPS and the
50:35Municipal Police.
50:36So, let's get ready for the major activities that will be happening.
50:38This has already started the festivities.

50:40Southside, deep south, Point 410, Borough Day is on.
50:43And persons all over the world making their way to that said location.
50:47Yes, there are quite a few persons.
50:49It really attracts a foreign crowd over the years.
50:54We had a press briefing earlier this week.
50:59ACP, Mr. Remy, the gold commander for the Point 14 Borough Day Festivals 2026, as well as ASP, Joel Forbes,
51:07had a nice media briefing where they outlined the strategies, speaking about a multi-agency approach,
51:14working closely with internal and external stakeholders.
51:18They had meetings with the band leaders.
51:20They had meetings with the party promoters.
51:23You know, they spoke about wrecking because wrecking will be going on.
51:29So, we are asking persons, you see, removal and impounding of vehicles, illegally parked vehicles.
51:34So, we spoke about wrecking.
51:36So, people be careful where you parked.
51:39But we also spoke about legal notice 206 of 2025, which makes the Point 14 Borough Day celebration a national
51:48festival.
51:50So, it falls under the national festivities such as Carnival.
51:53And with that comes the 207 of 2025, where the prohibition of glass bottles, which you would see on your
52:00television there.
52:02Persons are not to be consuming anything in glass bottles.
52:05If you are stopped, we will take the bottle from you.
52:08If you are asking for cooperation by consent, enforcement by consent, don't get arrested for a glass bottle, please.
52:17If this is for your safety, it is for the safety of others.
52:20To the bar owners and the person supplying their trade, selling alcohol, make sure you have the necessary permits.
52:27And your permits are valid.
52:28Whatever licenses you need, make sure your licenses are valid.
52:32Try and sell things in cans.
52:35Or, if you are selling in bottles, ensure that the consumption is done on the premises and they are not

53:56They have the city police and the minister called police.
53:59They see about markets and they have this sort of thing, too.
54:02Then they have the TTPS.
54:04Now, what you have to understand is that when changing that ship, there are certain times,
54:10certain hours in that ship, they will check all the firemen, go into the fire room.
54:13They will check the firemen, sort it out, check out how much we're off the top.
54:16And then they have officers who will sign and take up firemen to go to a duty.
54:22Now, officer, I did mention earlier last time, there are people who work in a certain company.
54:27I realize they're told, you know, I'd like to get the gentleman's number.
54:31This is my second name calling you.
54:33And there are security officers who are running under the supplemental police who I know well
54:41who have taken home firemen and when incident happens in the area that their family calls.
54:46And they are coming down like the police.
54:48That is wrong because you see the firemen that they're flunting with.
54:54That is the food for the bandit.

54:59When you see the bandit come, they look at that.
55:01When you're touching a firearm or having a FUL, you're supposed to conceal that weapon
55:06as properly.
55:07You don't even use a person to have a firearm with you unless something happens.
55:11So, see, these kind of things that are going around and people putting on, you know,
55:14security company, the same individual I'm telling you about, have certain friends that he
55:19carrying a GB, a GB sweater to work with in a security company or a GB jersey.
55:27And they are here also saying, you know, brother, I'm working at KUVA.
55:31I'm telling you, KUVA, let me tell you something.
55:33I have no personal.
55:34That name, Mr. X, working at KUVA, I have plenty of friends.
55:38I was a member of the International Police Tactics.

55:49But vehicles that people have been inspecting or servicing, I know you all give it to some
55:56contractor, I know we're quite used to see about it, but it's half police because right
56:00there in South, which packing on the roadway.
56:03So when you see a civilian pack on the roadway, and you have no garage, you have to give it
56:07where we're good for the goose that'll be good for the gander.
56:10But by the end of the day, these fellows them who are personating a police officer is a
56:14serious, serious charge, right, and the unmarked police officer, last said, the unmarked police
56:19officers, I am seeing vehicles coming out from my D.C., I'm not calling me C name, with
56:26flashing lights, I'm playing loud music, only to crackdown on that.
56:30I don't really care how much the offense committed, you know, because you know what,
56:34long since you're not breaking the road, you know, and having no kind of weapon in your
56:39vehicle, you shouldn't have a problem when the police stop there on any stop and search
56:42conditions at the present time.
56:44How about, bless all, continue to take care of it.
