03:32Welcome, sir. How are you?
03:33Hey, thanks. It's a pleasure to be here as usual.
03:36You know, I want to say good evening.
03:38On behalf of the commissioner of the Trinidad and Tobago Police Service.
03:41The deputy commissioners, the 1st and 2nd Division.
03:44Police officers, we want to say thank you for having us here.
03:48And good evening to all our viewers.
03:50Good evening. Well, certainly everybody will be sending that greeting right back your way.
03:55I know there's an ongoing matter in the Dago Martin area.
03:59As it referenced, noise pollution at a pink shop.
04:03And I don't know if you can give us any type of update about that situation in that area.
04:11So, I am indeed aware of the situation.
04:15We have had the numerous calls.
04:19Inspector Perry of the Western Police Station would have personally attended to this on many occasions.
04:25And spoken to persons involved.
04:27A lot of the times, when we use our marked vehicles.
04:31From the time the perpetrators or the persons committing the breach at the PC.
04:35The police vehicle coming, they tend to lower the music.
04:38However, notwithstanding that, we have had several conversations.
04:42And we have discussed it at a managerial level in the Western Division.
04:46And one of the things we would like to do is to do some surveillance.
04:50And really gather the evidence.
04:52But there's evidence that we have to gather.
04:54But, I will tell you something, alright.
04:57And this is something that we would have recognized in many, many communities.
05:00People would complain.
05:03But when time to give a statement and go before the courts of law for prosecution.
05:08That is where everybody is armed.
05:10Just talk to him or talk to her.
05:12The police really do their best and really do solve a lot of the crimes.
05:17But a statement is voluntary.
05:19And we, as Trinidad and Tobago, as a community, have to really put aside our fears.
05:23I know they would say, yes, you all are protected.
05:25Or you all may have had refugees.
05:27Or you all have firearms.
05:28But this is our country.
05:29I always say that.
05:30That this is our country.
05:32So, we need the citizens' help in taking it to the next step.
05:36We need that cooperation from the public.
05:39We need that.
05:40So, we would go at it at a different angle.
05:43And we hope that this time the person will provide us with the necessary statements.
05:46And stuff like that.
05:47That we will be able to have a successful prosecution before the court.
05:51Yeah, and I know it might not just be an issue in that area.
05:54But across Trinidad and Tobago.
05:56There are a number of situations like this.
05:59That persons are asking for help.
06:01So, we're just asking for persons to be mindful of that.
06:05When you play your music in a residential area.
06:08And, of course, we also have the advent of elections with loud music trucks.
06:13But, you know, if I may.
06:15The police service has, since the police academy.
06:18Has started training with use of the decibel level monitoring tool.
06:24Persons are being trained and will be certified.
06:27I am not certain if the distribution of the decibel meters were done as yet.
06:32But I know that some was being procured and stuff like that for use.
06:37So, very soon your neighborhood station may have a decibel level monitor.
06:42Which would help to really put an end to matters like these.
06:46Because we would now have the ability to measure and get the evidence.
06:49To take the person before the court.
06:51So, you're stepping in the right direction.
06:52And you take a little bit of workload off the EMA as well.
06:56Oh, definitely.
06:57In that respect.

07:02And we have some figures up there.

07:12So, as we said, day 95.
07:13Number of operations, 4,741.
07:19Priority offenders targeted, 3,278.
07:23Searches conducted, 32,974.
07:28Traffic operations, 4,283.
07:32Total persons arrested thus far, 3,660 persons.
07:40Traffic offenses detected, 16,335.
07:44Firearms recovered thus far, 183.
07:48Ammunition recovered, 3,813.
07:51Dangerous drugs seized, 485,567.29 grams of cannabis.
07:59And 3,545.2 grams of cocaine.
08:03In addition, we have 80.83 grams of ecstasy.
08:078.08 grams of Xanax.
08:1053.59 grams of molly.
08:12And 5 grams of crystal meth.
08:16I just wanted to just go back to the category of firearms recovered.
08:21And I just want you to clear up some things I think that the public might have a misconception about.
08:26As it relates to the gun removal program that you all have partnered with Crime Stoppers about.
08:31Where they've been receiving a number of calls.
08:35But that person's called the following day asking for the money.
08:38Can you clear that up for us, please?
08:39So, first of all, let me just remind the public it's 800 tips.
08:43We want the information.
08:45We cannot do this without you.
08:47800-8477.
08:50There's also our email address, crimestopperstt.com.
08:55Now, we have 7,000 for the rifles.
08:595,000 for shotguns.
09:014,000 for pistols and revolvers.
09:03But people, let me tell you how it works.
09:06You call the hotline.
09:09You'd be given a code because it's 100% anonymous.
09:12I assure you, your identity would not be revealed.
09:15They would give you a code.
09:17You give the information.
09:19The information must be verified.
09:22So, in other words, if there is firearms at a particular location that would require surveillance.
09:29We would now take your raw information.
09:31Two men hide two firearms in a house.
09:35We would now take that information.
09:37Do the surveillance.
09:39Turn the information into intelligence.
09:41And then, strike the house at the appropriate times.
09:44So that we could take possession of the illegal items, which are the firearms.
09:48Following this, we would then call you and let you know,
09:51Hey, your information was credible.
09:54This is the outcome.
09:56You would then be given a number and a bank to go to.
10:02Now, it must be ventilated.
10:05It must lead to some sort of success.
10:08There will be different situations.
10:10Like, for instance, you may see somebody put down something in a bush.
10:13And there may be a situation where the police could go and pick it up immediately.
10:17Then you will get your reward in the shortest possible time.
10:20But there are information that we would receive from time to time that would need a certain level of work.
10:25But I assure you, with this program, there's no lies.
10:30There is no deception.
10:32And, I assure you that your reward money is there.
10:36And most importantly, you will remain anonymous.
10:39But you must give us time to turn the information into intelligence.
10:43So that we could successfully take possession of the illegal items and put persons before the court.
10:49Right, so members of the public, if you do have information,
10:52obviously when you call that information in to the hotline 800-TIPS, the Crime Stoppers,
10:58and the information is passed on to the police.
11:00It will take a couple of days even, depending on the nature of the situation.
11:04Once they can validate and they have seized the firearms,
11:07then they will be obviously, as ASP Russell said, in contact with you all to collect that monetary reward.
11:14Alright, let's take a look now at our headlines.
11:27So those are some of the headlines within the last 24 hours.
11:40And I have to say that we talk about community engagement and community involvement in crime.
11:45And yesterday we saw that, you know, in the Valsin area,
11:50where four suspects, they actually had a robbery with violence.
11:57And following that robbery, there were four suspects, three men,
12:02allegedly broke into a home in Wheelspin Valsin and announced a robbery.
12:06Several items were stolen.
12:08They were later chased by several persons in the neighborhood.
12:13After they fled in a Toyota, sedan, ASP Russell.
12:18And as they attempted to escape the residents in the area, they effectively hindered their escape.
12:25And in so doing, luckily, they were able to, you know, arrest all of these persons
12:31with the help of the St. Joseph Police Tunapuna PRC North Central Division Task Force and the West.
12:38Yes.
12:40You're seeing the suspects there, ASP Russell.
12:42Definitely. So this is what we call community engagement.
12:46This is what you call a community coming together.
12:49My only concern with it is that we, with respect to executing this kind of,
12:57I don't want to say vigilante justice, but you would see people striking the perpetrators.
13:03And we have to be careful whilst defending ourselves that we don't end up on a charge ourselves.
13:09Yes.
13:10Because you hit that person in the wrong spot.
13:12Nothing is wrong with subduing the person, but refrain from the assault.
13:17Use as much force as is necessary to subdue the person, but please, please avoid and refrain from striking the person.
13:28Avoid the hitting of the person because you may hit that person, let me say, one bad blow in the head
13:35and that person fall down and die. You're now facing a murder or manslaughter.
13:38Yes.
13:39So whilst I commend the residents and their comradery and their bravery,
13:43because a lot of these persons are firearms, when they're coming at your homes,
13:47I commend them for their community love, I commend them for the community spirit,
13:51but in everything, still exercise a level of caution.
13:54Yes, most definitely.
13:55Contact the police as soon as possible, because you can see for yourself.
13:59They were subjected to some form of beating there by some of the residents.
14:05Just as the police were getting in there to try and obviously restrain some of the residents and arrest the suspects.
14:13So certainly good work there by that community there and hats off to you guys.
14:18Good, but what I also want to add is that the cooperation continues.
14:24Because we now need to record your statements, we now need to interview you,
14:29we now need to get what is necessary to take a successful case, a good case before the court
14:35so that we could secure prosecution and put these perpetrators away for some time.

17:02Last night there was an incident in Tobago where some suspects, three suspects,
17:09apparently robbed a barber in the Plymouth area of his vehicle.
17:12A report was made and the vehicle was spotted in the Milford Road area
17:17and a chase ensued with police onto the Claude Noel Highway.
17:22And of course, the getaway vehicle that they had stolen got into an accident colliding with two other vehicles.
17:30One of the suspects apparently was on the floor there you're seeing.
17:34Another suspect ran out, allegedly firing at the police.
17:38And a third suspect was held at the crash site, I believe this one.
17:43But one escaped and one was held at the crash site and one police gave chase.
17:48Unfortunately, during that chase, this accident occurred.
17:53A police officer in a Honda vehicle, this would have been his stolen vehicle, the red one that turned over.
18:01And then there was another Honda Civic with a female police officer that was injured.
18:07But certainly, great work by the police to intercept at least two of the three.
18:13So firstly, let me say a speedy recovery to those persons injured in this accident here as a result of this robbery.
18:22Even to the suspects.
18:24Because we want you healthy to put you before the court.
18:28Quick work again by the police.
18:30So let me commend the police officers for that response.
18:34Response and presence is critical when it comes to solving these crimes.
18:40And I hope that your seniors would write for a commendation for your good work and your bravery.
18:48To the women police that was injured, you have the support of the TTPS.
18:54If your family know that you need anything, they can definitely reach out to us.
18:58But these persons are in custody and would be helping us in our investigation to find those that got away.
19:06Yeah, certainly.
19:07And we're hopeful that he is apprehended in the shortest possible time.
19:12We will definitely do our best to apprehend them in the shortest possible time.
19:15But it is nice to see that persons are taking that level of responsibility.
19:22They are making their reports.
19:23They are giving police the information.
19:25This is what we welcome.
19:27This is the partnership that we have been trying to build for many, many years.
19:30And we could only go up from here.
19:32We could only go forward from here.
19:34So Trinidad and Tobago, I know we have our good days and our bad days.
19:37But please continue to support us.
19:40Continue to be there for us.
19:41Continue to trust us.

19:43And we will do our best to earn your trust on our side.

19:49Today in the Santa Cruz area, another road traffic accident.
19:52A gentleman was struck by a vehicle in the area.
19:56And there were a lot of drivers who witnessed the accident actually ran to the assistance of the gentleman there
20:03and other persons in the general area.
20:07He was injured.
20:08I don't know the extent of his injuries.
20:10But he seemed to be at least conscious.
20:14And certainly, we also have to look at the advent of where this occurred.
20:19And he was walking along the roadway, maybe, you know, pavements and so on.
20:22I don't know what's the…
20:24Well, that particular area especially, you have to be very careful when you're walking along the roadway if there's no pavements, yeah?
20:30Definitely.
20:31Well, I have not seen any pavement.
20:33But still, at the end of the day, what I want to encourage the motorists, the motoring public of Trinidad and Tobago, please pay attention.
20:40Don't only drive for yourself but drive for you, the person in front of you, the person behind you, the person at the side of you.
20:47Please, please, please and thank you refrain from the distraction of the cell phone.
20:54Yes.
20:55I know sometimes that text, that call, it's difficult to ignore the phone at that point in time.
21:01But use your Bluetooth devices that were designed to assist you in such a way to minimize these situations.
21:09Pay attention.
21:11Monitor your speed because speed does be a factor in most accidents.

26:52We just want to remind you of the numbers called 623-1711, extensions 1996 and 1997.
26:59And, of course, we're talking about fraud today.
27:02And I know that ASP Russell is eager to share some of his thoughts.
27:06Yes, so within recent time we have seen a number, an uptick in a number of fraudulent activities.
27:13So we just want to run through some of them so that we can make the public aware.
27:18Public, the police service love you.
27:20We care about you.
27:21We care for you and your family.
27:23So, and we know how hard some persons work.
27:26So we're looking at different types of fraud.
27:28We have the online jobs, the work from home offers.
27:31And some of these persons encourage you, you know, you work from home, you get a commission.
27:34And they ask you to invest the commission into an account.
27:37You place $30.
27:39You come back in an hour, so you see $60.
27:42So they now build that confidence.
27:44The next thing will be put $1,000.
27:46And when you put the $1,000, that's when you are scammed and they go on with the $1,000.
27:51Another one is the Facebook marketplace.
27:58Persons, we have been begging, we have been pleading, we have been putting it out there.
28:04Please utilize the services of the police station.
28:07Go to your nearest police station.
28:10Please, if somebody is selling you a car, do not transfer the money to the account the day before to collect the car tomorrow.
28:18Do a cash on delivery.
28:20Come within the vicinity of a police station.
28:22If you are doing that kind of business and somebody is reluctant to come in the vicinity of a police station, that should be a red flag enough.
28:29Cell phones, jewelry, do your research.
28:33See how much for an ounce of gold on the market before somebody tells you I have an ounce of gold for $200.
28:39That is what we call the too good to be true deal.
28:42You're looking at loan frauds, which you usually see on Instagram or WhatsApp or maybe Facebook.
28:48They purport to be from particular banking institutions.
28:53They will tell you, hey, we can give you a loan within 30 minutes to 48 hours.
28:59We know the financial situation in the country.
29:03Everybody's pocket is not where they want it to be.
29:06We grasp at these opportunities thinking that, hey, this is a good deal.
29:12They ask you to now transfer some money to an account for your processing fee and to get the documents in order.
29:17When you transfer that money, you lose that money.
29:20Persons are still going to pay persons for houses at HGC.
29:24People do or conduct all your HGC transactions inside of HGC where you'll get an official receipt from HGC staff.
29:35Stop paying people for these houses that never materialize.
29:40You are throwing away romance fraud.
29:42We understand some persons may be lonely.
29:45Be careful when somebody just shows up on these apps and tells you, hey, I love you and I have something for you, but you have to send X amount of money to ship it.
29:53When you're sending money, you're losing money.
29:55As we're on that, I want to talk about the Grindr app.
29:58I want to reach out to the community out there, especially the LGBTQ community.
30:04Please, we are police service for all.
30:07In recent times, we continue to see persons going on these apps and making these dates.
30:12They are being lured into really dark and lonely places and being robbed of their vehicle and personal items.
30:20If you want to meet somebody, nothing is wrong with meeting them in the vicinity of the police station.
30:25If something happens, you are close to a police station.
30:28You can make a report and we could respond quickly and capture the persons who would have robbed you or relieved you of your items.
30:35We are begging. I am speaking about this for the probably third or fourth time.
30:40Please be careful.
30:42We are still seeing persons going down on these dark places like on the foreshore.
30:47Be careful on the Chagarama's broad walk, please.
30:51We have a number of robberies in the Western Division that would have been taking place.
30:55Couples are in their vehicles in dark areas, which I mean there's low lighting, dark areas, hard to make out the person's face.
31:04These are all the ingredients that is ripe for making yourself a victim.
31:10We want to discourage you from making yourself a victim.
31:15Persons are liming, whether a couple liming in a corner, dark corner or even groups.
31:22They are liming in dark areas and they are being robbed.
31:25We have had quite a few robberies in the Western Division, namely Chagarama's broad walk over this long weekend that would have passed.
31:32Really?
31:33Yes, down in that area.
31:34We have a lot of patrols down here. We have CDA, we have the military.
31:39They do their patrols as well as the Karanash Police Station.
31:43The ERP also do patrols, but we cannot be there all the time and every time.
31:49So we are asking you to help us and really be aware of your surroundings.
31:54Know what you're doing. Take your time.
31:56Be careful where you're going to lime and hang out and these things.
32:00If you had a park, if you could park it in an area where you could see persons coming towards you.
32:04Another thing I want to touch on is the persons who receive the texts and the phone calls from the persons purporting to be from a banking institution
32:14and who tell you that there is a problem with your account or your credit card has been tampered with.
32:20What you proceed to do?
32:21Proceed to input your personal information, whether it's via the phone or whether it's to a website.
32:28And then guess what? Within minutes, you lose thousands of dollars, hundreds of dollars.
32:33We are seeing these things and we just want to educate the public on these things because we love you and we care about you.
32:39And we know your hard-earned money is your hard-earned money.
32:43So please, don't let what I said fall on deaf ears.
32:46And we look forward to you just being a little more wary and a little more aware of your surroundings and how you transact your business.

36:59If there is no market for stolen vehicle parts, do we have a reduction in lasting motor vehicles?
37:09A lot of vehicles have been stolen to be used in crimes.
37:14Some of them are recovered.
37:16Some of them, persons with their own corrupt ways and criminal ways, place a different number plate on it and use it.
37:25There might be persons traveling home in a taxi that is their vehicle that has been stolen.
37:30And there are persons who would buy car parts and buy car batteries from places not authorized to sell these things.
37:40So we have to look at ourselves.
37:42And if we stop buying stolen property out here in Trinidad and Tobago, and we say no, a lot of these car thefts would stop.
37:51Because there would be no market.
37:53There would be no market.
37:55So we are asking the citizens of Trinidad and Tobago.
37:58Yes, they might get it on a deal.

38:55It's someone from a fast food outlet calling to ask for help, but with a gentleman in a wheelchair who seems to be suffering from Alzheimer's or something like that.
39:04And the response was very poor, you know.
39:09And it's the second time that I would have seen something with an officer from St. Louis.
39:14Maybe, you know, he has me to look at.
39:17My second point is, and I raised this before,
39:22there is a shop sale on the Western Main Road, Devo Market.
39:28It is not a bar, let me repeat, it is a shop.
39:32That shop terrorizing people in the immediate area with constant noise.
39:38No music.
39:40I raised that already on this program.

39:44And I'm raising it again, too.
39:47We did address that issue at the beginning of the program.
39:51And ESP Russell did indicate certain actions that would be taken in the very near future.
39:57But I hope so, sir, because I saw a good thing just earlier where a statement of a political leader is promising to do the right.
40:08Because this president, in cognition, seems not to care.
40:13Because, sir, I have been fighting this battle for quite some time, and I can tell you based on the law that I have read, not being a lawyer.
40:20I know it can be addressed, but it isn't.

40:32I, too, would have seen the short recording on social media today.
40:40And I was very disheartened by it.
40:43But what I can say is that this is not the customer service that the police service subscribes to.
40:52This is by no means the standard or the training we would have given our officers as to how to deal with members of the public.
40:59Let me assure you, as we speak, things are being done.
41:04An investigation will be launched to see what actually transpired.
41:10Because even though you may have seen footage of certain things, you do not know everything in its entirety.
41:17So allow us to do our investigations.
41:19We have a robust complaint structure.
41:22And we would come back to the public and give them some feedback with respect to this.
41:27And I want to tell you that the service has recently enacted their customer service policy.
41:34We have done the training.
41:36And within that customer service policy, for instances like these, there's a course of training to remedy that behavior.
41:46So we will do our best with respect to this and take the necessary steps to ensure that that officer and other members of the police service refrain and desist immediately from that kind of behavior.
41:59Because we understand the public is our greatest friend in this fight against crime.
