03:40Today, we will be discussing a lot of what is taking place on our traffic
03:45and the road on the highways and byways because of many incidents
03:50we are seeing happening from RTAs to reckless driving and so many more.
03:54Now, this evening, joining us for the very first time,
03:57I'd like to welcome from the Traffic and Highway Patrol Branch,
04:01we have Acting Inspector Jesse Jitmansingh, who is with us this evening.
04:07How are you, sir?
04:08I'm good. How are you?
04:09I am good. I cannot complain.
04:10I hope that I am not breaking any laws when I am on the nation's roads,
04:14but we're hoping for the best.
04:15The seatbelt is on. I'll make sure the inspection sticker is up to date.
04:19That's really important.
04:20And I'm in the speed limit. These are important things, right?
04:22Yes.
04:23So let me know a little bit more about your branch and what it really entails.
04:27Okay. Well, good afternoon to the viewing public.
04:33I am a member of the Traffic and Highway Patrol Branch.
04:39We have three units. The main unit is based at Barataria.
04:44We have another unit at Freeport Police Station.
04:48And the third unit of which I am a member is at the Debe Highway Patrol Unit in South.
04:56We generally provide 24-hour patrols around the clock on the nation's highways.
05:05Debe is from the Debe exit to the Presal Overpass.
05:13And the Freeport unit covers the Presal Overpass to the Mount Hope roundabout.
05:22And the Barataria branch, they control the entire of the Churchill Roosevelt Highway from the east to the west.
05:30Okay. And these vehicles are the same blue and white vehicles we see, or is it a bit different?
05:36No, they are the same blue and white.
05:37The same that you will see that is just constantly, or I shouldn't say permanently there, but on rotation, correct?
05:43Yes. But there is one patrol that is constantly there.
05:48That is the Static on the Beatum Highway. That is there all the time.

05:55Okay. So what about some of the road accidents that we are seeing happening and making a lot of the headlines?
06:02How are you all dealing with that, especially where persons are involved in serious accidents or you're seeing persons who are breaking speed limits?
06:10Well, we have been doing constant road traffic exercises, DUI exercises, speed exercises.
06:22And we are hopeful that that is enough to control the amount of serious accidents that occur, but somehow there still manages to be a few that happen.
06:39Yes, in that period.
06:40Yeah.
06:41Well, we will touch more on that at this time. We get ready to take a look at what made today's headlines.

07:40The Static on the Beatum Highway
07:51A lot to unfold this evening. Let's head straight into the Freeport area.
07:55And this happened in the Southern Division where six persons were shot and killed by police at Razak Trace, Freeport, earlier today.
08:03It's alleged they were involved in two home robberies in the central area within the last 24 hours.
08:11Now, there that you could see what is taking place, this is where the robberies took place and the incident of the shooting with the six suspects and officers took place.
08:23Now, six people were shot and killed by police just noon today on Mission Road in Freeport.
08:30They were allegedly involved in two home robberies in the central area within the last 12 hours.
08:36One of the six has since been identified as Kevin St. Bernard, my apologies, of Claxton Bay Investigation.
08:46The investigators that has informed the Express that five men and one female accomplice committed a second robbery at a residence in Balmain, Cuva,
08:56before being apprehended by police near Razak Trace on Mission Road in Freeport.
09:03Police claim the robbers fired at them and they retained fire in accordance with the use of force policy.
09:11All six people, one female and five males, were shot dead.
09:17And this is a quick action of the officers and it just goes to show what happens.
09:26This was one of the robberies that took place in the area over the 24 hours.
09:35And I realize now more than ever that the suspects, not in this case alone, but the construction where is a go-to, these guys.
09:45The victim is on the ground. He's helpless. He's in no way a threat to the robber. The robber is just pummeling him.
09:55So this was one of the robberies that took place today. And there were two, but this was one that was captured.
10:04And then we saw the end result of what took place after these or this robbery spree that was taking place by the suspects.
10:14I could only imagine what that victim is probably feeling right now. One of the most traumatic experiences he's probably ever faced in his life.
10:21I'm not sure if that's blood that I'm seeing next to the victim, but it looks like blood that is on the floor that we're seeing there.
10:31Just very disturbing to watch, but because of the quick action of the TTPS, they were able to get to the suspects as quickly as possible
10:41because persons clearly need their reports. And this is where your branch will step in with persons making emergency calls, correct?
10:51Yes. The only comment I want to make on this, as this is an open criminal investigation, is that we are thankful to the members of the public
11:00who assisted the police in locating these robbery suspects and having the encounter which they had earlier today.
11:09Thank you to the members of the public for the information.
11:13Now, another incident that took place, another woman became another statistic last night.
11:19It is alleged she was struck, beaten, then knocked down. Also, over the weekend, we saw a woman from Princeton was beaten by a relative
11:29who they claimed had mental health issues.
11:33Yes. Anytime I see this level of violence against women, it saddens me. It is totally unacceptable.
11:45That investigation with the girl who bounced down on the highway, it has been investigated by the Homicide Bureau.
11:57It is just crazy. It is alleged that this is the video that, speaking of one of the incidents that took place,
12:08with the young girl who was struck and beaten and also knocked down.
12:15We are not 100% sure if this is really the said video.
12:21My question is, where are all the women groups who are always outraged when things are happening in the country selectively?
12:35Where are they now? Because we are seeing that our women are taken away almost every single day.
12:44Now, I know that the vehicle that the lady who lost her life, sadly, this morning, last night, in Dede,
12:53she was being driven in a white Toyota Acqua. And I'm seeing from the video, it looks like a Toyota Acqua.
13:01Correct.
13:02But I cannot see the registration number.
13:05Was anyone apprehended from this?
13:08Yes. The alleged offender, he was apprehended on the scene, right after the incident.
13:15And he was taken into custody by the police officers.
13:18And he's assisting officers at this time of the Homicide Bureau of Investigation on Coffee Street, San Fernando.
13:27Now, I'll make it very clear that we are still not 100% sure that video that we have there is the video that had the victim
13:36and the alleged suspect in that video.
13:39So, it is just based on, yes, it's a white Acqua that's there, but we have many white Acquas that is on the nation's roads.
13:47So, just to be clear with that.
13:49So, at this time, before we go to the break, let's talk a little bit about the top five violations for 2024.
13:56Well, according to the stats of the Traffic and Highway Patrol Branch, from the 1st of January to present date, 14th of August, 2024,
14:06the top five traffic violations that we have tabulated, well, first to begin with, it is seatbelts.
14:16Failing to wear your seatbelt while driving.
14:19That's still something that is a problem.
14:21Yes, it is very prevalent still.
14:25There is also the breach of traffic signs that comes in at second place.
14:31Could I say something quickly there?
14:33Because the traffic signs, so many traffic signs throughout the country, it is not that visible.
14:39As a driver, I can tell you that sometimes you can't see it, it's either faded or someone may have knocked it down
14:46and, you know, persons who may know the area and officers who may know the area say, okay, well, you know.
14:52I know the Ministry of Works and Transport, they have a continual program where they upgrade the traffic signs.
15:00Well, if that is so, they may have a defense.
15:08Well, not a defense, they should report it because I don't want to be going to court.
15:11Yes.
15:12And what are the others?
15:13The third is driving without your vehicle having a valid inspection certificate.
15:18And fourth would be driving without a valid certificate of insurance, right?
15:23And fifth, the fifth most prevalent offense is driving whilst holding a mobile device.
15:31Which many of us still tend to do even though it may be on speaker and it's still a violation.
15:36I mean that, I asked that question in many ways and I got back the same answer.
15:41It's still against the law.
15:43Just for the record, number six, I know you asked for the top five, but number six is exceeding the specified speed limit.
15:50Speed limit, which is 100 on the highways.
15:52Well, for light motor vehicles, 100 kilometers per hour and for heavy vehicles, 65 kilometers per hour.

20:25But he wasn't expecting one thing.

21:27and the owner does not have a permit for that dog, as well as the requisite insurance coverage for the dog,

21:46In Trinidad and Tobago, I know of that.

52:03Well, in wrapping up, I just want to indicate that since 2020 the Traffic Branch, Traffic
52:04and Highway Patrol Branch, has been able to reduce road fatalities for the year from
52:05digits to single digits but this year there has been 67 road fatalities for
52:15the year thus far as compared to the same period last year which was 61 so I
52:21just want to implore the public to please follow the laws of the land with
52:30respect to road traffic wear a seatbelt don't hold your hand your mobile device
52:37while driving please do not exceed the speed limit drive for others
52:42please as well as just not only for yourself drive for drive for others
52:47remember your loved ones are expecting you home safely also I want to indicate
52:56that please bear with the police when we are holding our road traffic exercises
53:03it is not just inconvenience you but we need to stop the traffic in order to
53:08check vehicles and so on and sometimes these exercises are held in conjunction
53:13with other operations going on at the same time so it is not just done to
53:17inconvenience your day and put you under stress and make you sit in traffic for a
53:23long extended period of time also want to implore when your vehicle reaches the
53:29required mileage please have it maintained do your preventive
53:33maintenance so you wouldn't have to meet an officer on the road and get a ticket
53:39you know your vehicle will be in such a order that you would not be able you
53:42would not be getting a ticket from the police if your vehicle is in working
53:45order also in a month's time the 10th level meter will be available available
53:55for police officers there are approximately 200 officers in the TTPS
54:00that have been trained to use this 10th level meter and in one month's time it
54:05will be enforced there is there are units in the traffic branch that will be
54:14going throughout various points in the country and for example mall car parks
54:20and they will be offering testing of your 10th level in your car before this
54:28this law takes effect and the police officers start enforcing the law please

54:52information though to the public where it is concerning the prisoner that is
54:58still at large the escaped prisoner Hakeem Ishmael Mohammed aka Satan remains
55:04on the run now with that being said if prisons are not sure what has transpired
55:10he escaped from the Eric Williams Medical Science Complex at Montauk on
55:15August 4th and had yet to be apprehended Mohammed from Wolf Trace Maracas and
55:21Joseph escaped from the hospital and that is from the accident and emergency
55:27department around 3 a.m. that day a release from the prison service said he
55:31was considered armed and dangerous and should not be approached if seen the
55:36authorities are asking anyone with information to contact the nearest
55:41police station at 999 the prison authorities at 6 2 3 7 0 7 0 that's 6 2
55:493 70 70 or the prison hotline at 800 7 7 7 6 that is 800 7 7 7 6
