02:35And of course, we're going to be continuing that conversation today about the role of
02:36the police youth clubs in and around the country in terms of their providing that support
02:37to reduce that impact in terms of crime, in terms of the mindset of some of these youths.
02:38And of course, we'll be joined here today by Mr. Sergeant J.C.

40:58Welcome back to Beyond the Tape. Of course, I'm joined today by Sergeant J.C. Small from
41:13the Community Policing Unit of the Central Division. I want to remind callers the numbers
41:20are 623-1711 extensions 1992, 1993 and 1997. So, Sergeant Small, we're going to take a
41:30look at a couple of videos that surfaced on social media over the last 24 hours. The first
41:39one here, apparently, you can take a look for yourself, is allegedly in St. Augustine
41:45a couple of days ago. Seeing a vehicle here. What do you make of it? It looks like some
41:54kind of malicious damage, somebody set the car ablaze or something like that. It seems
42:01like that, I mean, because it comes, the flame started from behind, so I mean, there's no
42:08gas on that side of the engine and so on. But, it seems that something was thrown that
42:16you'll be seeing the entire garage now becoming engulfed in flames together with the vehicle.
42:26Look at it again, you'll see. Explosion behind the car. Well, let me have that intention
42:29to destroy the vehicle, look at it, they could have killed some people probably in the house,
42:33the house there. You know, you see there's a camera mounted there just outside the remit
42:39of that garage area that shows that, you know, it seemed that something was thrown. Yeah. So,
42:46it could be, as you said, a deliberate act of malicious damage or an alleged arson of some
42:54sort. I mean, very disturbing, of course, because, you know, it's very difficult when you lose,
43:00you know, your property. So true. Your vehicles, you know, you have to start from scratch. It's
43:06an investment you made and it's really, really, really troubling. And, of course,
43:11the other image we're going to show is also, or even more troubling than the first image.
43:18So, it looks like it's a woman being beaten by some males. A man is actually fighting there,
43:35with a woman that will fight. It looks like a wrestling movie put down there,
43:43throwing her to the ground violently in the middle of the road. Rain is falling. A vehicle has stopped.
43:51I mean, Sergeant, these are things that we don't, we never used to see before. You know,
43:56a man attacking a woman and beating her and people capturing it. And that sensitivity has
44:03been lost to society because the first thing a lot of people will do, rather than try to assist,
44:09take out their phones, capture this. Where is that compassion going in society? Where we think
44:17first and forget being a journalist first and foremost. I recall an incident last year. We were
44:25met seconds before the incident happened, myself and a cameraman. And apparently there was a massive
44:32accident just before, just coming, just heading east after Trinity and the car flipped and burst
44:38into flames. Wow. And it was in the middle of the road. And we stopped immediately before even
44:44rendering, taking over a camera. And so we crossed, I crossed the median and there was a lady sitting
44:49in shock across the road. And I went down, there was another girl that came with me and she seemed
44:55to be in shock. And I called for water, et cetera, et cetera. Yes. Her husband was a little way up
45:00because they could have died because apparently they got some bad drive and the vehicle flipped
45:05and burst into flames. And they said, luckily some guys passed a couple seconds before we did
45:10and pull them out of the vehicle and drove off, right? Quickly. And then some other guys came
45:15while we were there and helped extinguish the flames. So I'm just saying that journalists
45:20sometimes will be the first thing, your instinct will kick in. But when it, when their lives of
45:25people at stake, at least I think first and foremost about the lives of people. And I'm
45:29just saying the normal citizen now becomes the citizen journalist. Yeah, boy. And you know that
45:35same phone, if they just take, I mean, that last incident we saw there, if somebody just
45:39called the police, just dial 999, just call me, you know, for some kind of intervention. If it is
45:45you don't want to get involved physically for yourself, but call instead of taking out this
45:49phone to cover, you know, try to call and, you know, get some assistance. Yeah. And I mean,
45:56when you look at how violent the video was, you know, this is a woman, you know, this man is
46:02actually lifting up and throwing her body onto the ground in the pouring rain. Vehicles are coming
46:09down that road there. I mean, luckily the motorist saw, so he was able to stop. But God forbid if,
46:16if the motorist didn't see and the rain was falling in such a manner that he could barely
46:21see in front of his face or his hands, what would have happened to both of them?
46:28And you know, people have to understand too, they don't always have to resort to physical violence
46:33to resolve any issue. If it is you have a difference or disagreement with somebody,
46:38you do have to reach to, whether you go for mediation or for some type of external intervention.
46:44There are so many agencies that have the mediation centers across the country under the Ministry of
46:49Development and National Service. We have our own victim and witness support unit that have
46:54the national family services. So many agencies where persons can go to, you know, try to,
47:00you know, peaceful, peacefully resolve issues and not resort to physical violence.
47:05Agreed. Well, we just want to go on a more upbeat note now, and I just want you to explain to us
47:11these photos we are seeing here on our screens. Wow. This was the Central Division
47:18Sports and Family Day 2020-2024, hosted by the senior superintendent, Mr. Gavin Simon
47:26and his administration superintendent, Gyan, superintendent Gloden, assistant superintendent
47:32Dipchan, you know, they really came together and I must say big up to the chief clerk,
47:36Ms. Collimo, and her staff. They really, you know, you're seeing there the deputy commissioner
47:41and all came down with Suzette Martin. It was really a fun family day where children,
47:45the officers' children came out. And, you know, these officers in Central Division,
47:49they work, you know, we work really hard all year long. I mean, the work isn't over, but the
47:55Trinidad and Tobago Police Service as an organization saw the value and importance
47:59in terms of occupation and health and wellness and the welfare of officers. So that fifth pillar
48:04of our strategic plan, you know, is what you're seeing there. The execution where the police
48:08officers' health and wellness and their mental health is critical for us to be able to perform
48:14our duties efficiently and effectively. So, you know, again, big up to senior superintendent
48:19Gavin Simon, who is doing a phenomenal job in the Central. I think he's one of the best
48:23senior superintendents that ever passed through Central Division. The heart for the people,
48:28the heart for the officers. You could tell that round didn't change him. You know, you could tell
48:33he came through the ranks, he was at grassroots, and he understood the importance of coming
48:38together and interacting and team building. You see, team building, if it is you could,
48:42you know, work, I mean, work hard and play harder, yes, but once it is you could get people to work
48:49together and to function together and to respect. You know, in any organization, you will have
48:54differences and differences in opinions and that kind of thing, but it's how you, as I was just
48:59saying earlier, how you peacefully resolve issues and that kind of thing, and this type of
49:03environment cater for people, you know, and not only for the police service, but any organization,
49:09whatever you do, find the time to treat with your mental health and wellness is critically important.
49:16Well, it's certainly good that officers took some time off to have a good time there,
49:20and we wish them all the best as they continue to fight crime in the country.

51:47Welcome back to Beyond the Tape. I'm your host, Mark Bassan, of course,
51:54joined here by Sergeant J.C. Small of the Central Community Policing Unit. We have a couple minutes
51:59left, Sergeant, and I just know that school starts next week, and you were telling me there are some
52:05initiatives by the Community Policing Unit to kind of assist the students that are going back to
52:11school and the new students that are going to secondary school or primary school even for the
52:16first time. Just walk us through quickly. I just want to encourage parents, you know,
52:21in terms of children, encourage them to be law-abiding. When they go to school,
52:26don't, I mean, discourage them from engaging in any kind of negative behavior, whether it's
52:30any form of bullying, hitting children, stealing from children. I mean, they're coming into a new
52:36environment. They don't have to prove any point because a lot of, in terms of the new children,
52:40form ones especially, form twos, they always feel like they have a point to prove, you know.
52:46You don't have to do anything to assist yourself. Better you play sports and represent the school
52:50in a positive light. I mean, in terms of children, you know, who are traveling, ensure that, you know,
52:55you're going into vehicles that are safe. You make sure and take a scan in the vehicle. Ensure that
53:00you have a good physical look of the person. If you find them behaving in a suspicious manner,
53:04don't travel with the vehicle. Parents encourage their children to not, I mean, engage with
53:10strangers, whether they're accepting things from strangers, whether or not strangers want to
53:15encourage them to divert from going to school and going somewhere else and that kind of thing.
53:19These things do exist and I want to really encourage parents to safeguard their children.
53:25Talk to them, help them to understand, you know, we try to encourage them to be buddies
53:28and not bullies. We tell them be a buddy and not a bully. Be a friend to somebody as opposed to
53:32doing something negative towards them. I mean, people come into school, don't get caught up in
53:38things like drugs. People outside the schools want them to sell drugs as a matter of fact.
53:42Anybody found within this, I mean, long time, it was just the schools, but now it's any place
53:48that children gather, you know, the fines are ranging from 50,000 and up and, you know, include
53:53and jail time. So, you know, stay away from the school children. I mean, we have our patrols
53:58focusing morning and evenings going to the schools, going to the environment of the schools to walk
54:04throughs. Parents check your children's bags, make sure that they're going to school with what they're
54:08supposed to have, their school books and their pencils and their pens and nothing else.
54:13No weapon, no alcohol, no drugs because children seen things at home and they want to carry to
54:18school to explore and experiment with their friends. But, I mean, let us encourage our children to be
54:22law abiding and you be good positive role models and examples to your children in the first place
54:28in terms of doing what is right at all times. I certainly hope that all parents out there are
54:32listening to the advice given by Sergeant Small and we're just about running out of time, but before
54:38we go, we just want to say thank you to Mr. Hayden Mendoza. Apparently, Mr. Mendoza dropped off
54:46a pen for my producer and myself yesterday via Corporal Shabari. He's an avid viewer of the show, so
54:54we want to say thank you to you as you continue to look at the show and we obviously want to hear
55:01from everybody via email or anything that you think that you need to see on the show,
55:07anything that you think that we need to highlight. Most definitely, we would really appreciate the
55:12feedback because that's extremely important in going forward with this show, which we, it's for
