03:29It is Tuesday, the 18th of June.
03:31My name is Rupika Smums.
03:33Now, I know today is the day before the holiday,
03:36and many of us will be looking to either relax, find a way to unwind,
03:41and we stress that you also have to make yourself a hot target.
03:45Whatever you choose to do this evening into tonight or into this morning,
03:49because, of course, the criminal elements are definitely lurking.
03:53Now, I know on a Wednesday we have the legally speaking Wednesdays,
03:58but because Wednesday is a holiday, we're going to move up the legal aspect of the show today.
04:04And I want to touch on something that many of us may be faced with
04:08when it comes to taking legal action against someone who may try to assault you or may have assaulted you.
04:14And what action could be taken, and not just taking vigilante justice, of course, into your own hands
04:20because you were dealt in a really heinous way.
04:25Now, when you're placed in a position with assault, what should be the next step?
04:29We already know you go to the police, you make a report, but what if that is not enough?
04:34Legally, what can we do?
04:36We have a lot to talk about this evening, and, of course, when we speak of the legal minds,
04:39we have our attorney-at-law with us this evening,
04:42and we always appreciate his presence and knowledge and information that he shares.
04:47We welcome Corporal Ali, of course.
04:49Good evening, and I hope the day before the holidays is somewhat okay for you.
04:54Well, I wish I could say that, Whitney.
04:57A lot has been going on and continues to unfold,
05:05which require my undivided attention and having to strike a balance with professional and personal and other commitments.
05:14But, again, pleasant good evening to you.
05:17It's a pleasure to share this platform, as always.
05:19Family on the Only Tape, Jackie and others.
05:22Not many times, actually, I single out the CCN TV6.
05:27I won't identify them this afternoon.
05:30And, most importantly, as always, the citizens of Trinidad and Tobago,
05:33whether you are within or out of the jurisdiction and persons who may be visiting.
05:37Whitney, this afternoon, I know that over the last couple of hours,
05:40we have been faced with some weather that we have not been accustomed to in recent times.
05:48And, like in anything else, let us look at the pros and cons to it.
05:52We've been calling for God's blessings.
05:54We are getting the necessary blessings,
05:57and I hope that the call that we are making in terms of the farmers,
06:01the reservoir that needs to be filled and so forth,
06:05I hope that we are going to be benefiting from the rainfall.
06:09And, if there is any disaster or any inconvenience,
06:13I hope that that is quickly resolved with reference to the weather.
06:17But, as we approach our very important day tomorrow, Whitney, June 19th,
06:24if you look at history, and for young children who are listening, I think it's important for us to share,
06:29just briefly, the history with reference to this particular day,
06:34which was recognized many years ago to be a national holiday.
06:38And, in summary, it will all get towards the struggle for respecting the workforce back in those days,
06:47and a holiday to recognize it.
06:50And, we all know that all the trade unions are going to be very active in terms of recognizing this day.
06:56But, my simple message to Trinidad and Tobago, and to those who are listening from the out of the jurisdiction,
07:01is let us continue to, from an employer-employee context, let us continue to respect each other.
07:06And, even from a constitutional or a supreme law, you will see many preambles
07:10that labor should not be exploited and labor should not be forced.
07:14And, I want us to hold that message this afternoon, look at tomorrow, reflect on it,
07:18wherever you may be.
07:20Some person may be enjoying a decent standard of living by what they do,
07:24but others who may be struggling, let us reflect.
07:29And, employers, please, respect your workers.
07:32These are the persons who bring your profits to you,
07:34place you in a comfortable position, and vice versa to the workers.
07:38Do not sabotage your employers, because these are the persons who assist you in putting bread on your table.
07:44So, I just wanted to reflect on that this afternoon.
07:46And, for the young children, please find the time, or if your parents or legal guardian are listening,
07:50please do some research so that we will have an appreciation for not just having a holiday,
07:55but understanding the significance of this particular day and other days that we recognize during the course of the year.

09:27number when the phone lines are open in the next segment. At this time, let's dive straight into
09:32what, of course, is definitely trending and part of the TTPS media releases. Now, a man arrested
09:39firearm and ammo seized in Separia. Officers attached to the Southwestern Division arrested
09:45a suspect and seized a firearm and ammunition during a crime eradication exercise on June 17,
09:542024. During the search, a air rifle was found in the toilet area of the home. Further checks led
10:02to the discovery of a homemade pistol and a nine millimeter ammunition. A male suspect was
10:09arrested and is assisting police with further investigations. Also, six arrested officers
10:17seized a firearm and drugs in the Northern Division. Officers of the Northern Division
10:23have arrested six persons and seized a firearm and drugs on Monday 17th, June 2024. A party of
10:30officers were on mobile patrol when they responded to a report of robbery at an establishment
10:36located at Omero Road, Arima. The officers based on the wireless transmission paid particular
10:43attention to a white Nissan, Nissan Qashqai, which was proceeding in a westerly direction
10:50along the Churchill Roosevelt Highway. A search of the area was conducted and a firearm was found
10:56and further search led to the discovery of another suspect with two other suspects in the vehicle.
11:03The suspects were all taken into custody and the illegal firearm secured. Checks of the vehicle
11:10revealed that it was stolen and the vehicle was taken to the said police station. So, we see
11:18that the officers are definitely busy with regards to trying to keep the citizens safe
11:25and secure and take the elements of the streets and I have to go back to this quickly. Many times
11:34you will come here and you'll read media releases from the officers making arrests and we see
11:40all right some persons or most of them if not all are charged. Yes. But again, when we go before the
11:46court, that is a problem for me because now the TTPS will always look bad if a conviction is not
11:55made like oh they didn't do their job or they didn't they weren't able to charge because I always
12:00state that we confuse a charge and conviction thinking it's the same thing. Yes. And just being
12:05charged doesn't mean you're convicted. You need to be convicted which is being guilty before the court
12:10and then sentenced at a certain time or if you may have to pay a fine. Yes. But the legs are being
12:17you know dragged. I can't even say snail pace because the snail's moving faster. What could we
12:25do when it comes to our judicial system, the justice system, that the court system that seems to
12:33I don't know if they're not getting it or understanding how serious we need them to
12:37back up the same way we come at the TTPS. Well Whitney, I can hear the concern in your voice
12:45and your concern in you know acting on behalf of the members of the public and I want to thank you
12:51for that. Every time you get an opportunity to advocate you know you should take the opportunity
12:54to advocate. But I myself have spoken on about these issues and you know a period of you know
13:00discussion of constitutional reform and one will hope that that particular the judiciary
13:06that institution of the state and also the parliament they get excited to try and address
13:12those issues quickly. But just funny that you raise that issue. On my way down I just had the
13:18opportunity just to probably you know browse the news quickly and I will respectfully ask
13:23the three institutions of the state this afternoon to let's look north. North there's an island
13:31within the Caribbean Sea in Grenada and the prime minister of Grenada
13:36have given notice for what he has defined as draconian firearm legislation that is coming
13:45and when I looked at it I recognized that one of the things that I've seen is removing and this
13:52is without prejudice to the magistrates in Trinidad and Tobago but moving the discretion
13:59or the opportunity for magistrates to adjudicate on issues of bail and for bail to be adjudicated
14:04by a judge. Even we've seen increased very significant increase for persons who may be
14:10involved in crimes that are firearm related. So when you look just north we are seeing that another
14:17Caribbean island is very active and excited to bring draconian legislation and I'm not saying
14:21that we should go draconian but you're seeing that we are seeing the efforts being made to be
14:27able to treat the issues that you are speaking about. So I hope to my distinguished leaders in
14:32Trinidad and Tobago that we find the political will and make the necessary steps you know and
14:40I'm speaking here in the context of the parliament not a government or an opposition but the parliament
14:45of Trinidad and Tobago to recognize that listen we need to put country first and then secondly
14:50even Whitney you know you raise that issue as we speak there's a distinguished jurist from
14:54South Africa who is the Levinah feature lecture geared towards the matters of constitution and
15:04what a constitution should reflect. So again I hope that those who are attending that lecture
15:08as we speak it's all it's live on YouTube that those decision makers will come back they will
15:12they will take something from that in order to ensure that that our constitution really reflects
15:18what the society is an urgent needle. So I'm happy that you raise that issue. We need to take a break

18:22spoke about assault and many times we could hear from groups of friends or sometimes they may make
18:29social media or even it will really make it before the court. When someone is assaulted
18:35or you are assaulted what do you do? What is the first step of finding some sort of redress and
18:43I know legally many persons may not understand that you could get some sort of redress with
18:50regards to you being assaulted by someone or individuals and find that justice and peace of
18:58mind because many people seek justice when it comes to something happening to them. In this
19:02case we speak of assault and we see it time and time again where individuals will be attacked
19:08made by maybe by a family member, a neighbor, a friend, sometimes a stranger and they just don't
19:13know where to go other than yes if I make a report then what? Well with this you
19:20make use of the word assault and I know that you were also focusing on the issue of harassment
19:26but if you just dismiss assault quickly in terms of simply any unwanted touching
19:32if there's contact or if a person by their words that causes another person to apprehend the
19:38unlawful violence on the person of another that can also amount to an assault so it can be both
19:44by a direct contact. So you can have verbal assault? You could be using and I don't
19:48want to say verbal assault but the aggressor can be making use of words that will
19:53cause the person to apprehend unlawful violence on the person so you believe that listen the way
19:57that this person is behaving that that person you are causing that person to apprehend or believe
20:02that that person may inflict unlawful violence on the person of another so that basically accounts
20:06for assault but assault once reported it's a criminal offense it's somewhere in it here or
20:12if it's an assault that leads to contact and there's a break of the skin and there's injuries
20:17well then that can go into assault, occasional actual bodily harm, assault, occasional previous
20:22bodily harm and so forth but minimum assault yes it requires a report you can report it it should
20:27be investigated and once there's sufficient evidence the police should be able to initiate
20:31proceedings that's on one side the other side is that if you feel strong and let's say for example
20:36you were assaulted and you suffered some loss or some injury you can also take it in a
20:43civil realm and you can you know bring a civil claim against that individual in relation to
20:48what we could refer to as a tort but is that a time frame um normally if it's a
20:52simplistic assault um it will be classified as a summary offense okay and you'll want to
20:56initiate proceedings between within six months all right we have a call let's take a call and

21:18on the right path mr ali noticeably absent from this program at least on my observation
21:25is that persons are not being put up on the screen anymore because that photograph that
21:31sometimes the public needs to see wants to see so that then they see something they could act on it
21:37they could do something i've noticed and i believe that it's a legal thing where persons who run
21:43the law apparently they have more rights than the citizens who want to see who are these people
21:49and i'm wondering constitutionally if it is their right from the community's right
21:56to know who these offenders are i'm seeing that noticeable absence of faces they used to have the
22:03who are wanted persons for affiliation and different things and i'm still missing now
22:08i'm hoping that not you neither your your your colleagues in silk and all these other nice things
22:15are not the ones who are putting the individual runabout in front of the citizenry for knowing
22:22and seeing those players and real real quick too what is your take on the approach where the
22:28with the the persons use their their office to do private promotions on social media
22:38all right thank you we have about a minute to respond so you can well let me acknowledge your
22:44your inquiry in reference you are not seeing based on your account person being placed on the
22:51on this particular platform i'm not in a position to say why but what i can say in relation to
22:56persons who are maybe placed on a platform it's just not something that you wake up on a morning
23:03and play someone on a platform right there's a particular process that has to be adopted
23:08and there are certain protocols that has to be adopted so i always like to see for example if
23:13you are seeking the public's input to be able to locate and identify someone then the facts
23:19must be very clear that all other avenues have been exhausted to locate that person i know you
23:24are called on the members of the public to look for that person bearing in mind you have to strike
23:27a balance where if you are thinking criminal investigation you also want to be careful from
23:31an issue of where there may be future identification parades and so forth but those things have to be
23:37met that case those cases have to be met on its own merit um but i i acknowledge the the your your
23:43inquiry uh didn't get the second issue we will touch on the second issue when we come back and
23:49of course more of the cause we need to think put a break

27:20wearing your uniform with dignity yes and respect and pride that's okay where it becomes an issue is
27:28when you are now using the uniform which is government equipment yes to facilitate a benefit
27:36to you that you are not authorized to be um benefiting from so and generally speaking all
27:42was do not be masquerading or wearing your uniform that which has the capacity to also
27:49bring the police service into dispute so those are things that i want to leave with the police
27:54officers example you can't be wearing a uniform and you're lighting up a big post and you're on
27:58social media that's correct don't bring relaxed time and a full uniform that's correct do not
28:03bring the police service into dispute and i want to basically advise the police officers that
28:07we are governed by our regulatory framework so do not be caught where you have contravened the
28:13regulation and now you are facing minimum a disciplinary offense for your conduct yeah

28:26i just have a question that um this was in my trunk right so this was on a few days before
28:35he was assaulted by a group of boys in his neighboring school
28:42and when um we heard about this we didn't get a call from the police right so he was supposed to
28:51be home which and normally i'm not he picked him up and the driver had called to tell us that he's
28:57not in the market because a group of boys has just picked him up um i would just get briefed
29:02this point is that when we went to the patient before he had asked us um how did you know to
29:08come and we told her well that um so she had told us um whatever and she had instructed us like
29:19if there's an assault you get the medicals you you know you go to the
29:26and then we'll come back and she will take these reports
29:29so we have followed the instructions because he has already been assaulted
29:33and uh we came back when they said that we have to come up on her shift that when she's um working
29:41we did that and when we came back the officer she called us and um my son my husband and myself and
29:49she said um when you come why the three of you um come so she said what it is you all want to know
29:57so we told her well we follow what you told us right to go ahead like we wanted to know that
30:03my child was assaulted and we know like now we come to find out about it so she says what you
30:09all want to get out of this what you all want to get out of this so because like we you know like
30:16we follow what he said and our point was well my husband explained well if he's an assaulting
30:22other children our point he's trying to make is not that point but we just want that he you know
30:29like be reprimanded for his actions all right ma'am just hold on ma'am listen to me tell me
30:35the name of the station that the report was made and we will have to take your information with the
30:42officer give us the information off the air and let's see how we could find ways to assist you
30:49because that sounds crazy my son being assaulted and trying to make a report on the acts you know
30:55what now what was the purpose of that yeah that's clearly that's proper step just um if she's
31:00listening yeah just leave your number and we'll sort that out from from another yeah we have to
31:04get that information all right and of course with the medical that they received as well make sure
31:11you have a copy of that so we could find ways to assist and this is the problem that many persons
31:16are faced with why would you ask someone what you want to get out of this if it's one of your
31:20children or a family member was assaulted you'll just say okay well well okay it is what it is
31:28or no you want some sort of justice and if they're doing things the right way you know if
31:32the parents took the matters into their own hands and went to deal with the children or get other
31:38family members and someone got seriously injured or killed they will say so why you didn't go to
31:42the police and yes yes this is what they have to be faced with and this is crazy well just to
31:49respond to the caller caller um as I said we acknowledge your your concern um continue to
31:54observe the rule of law and the processes that you are adopting to try and get some um resolution to
31:59this matter um hopefully when we communicate we'll be able to assist that process um that's
32:05unfortunate and again every time something like this come up um with me I just need to remind
32:09respectfully the police officers and all stakeholders all public officers when you
32:14have a vote of office persons are coming to you they're coming for your assistance they're coming
32:19for your help to see whether in fact they can get justice in a situation and your duty your
32:23primary duty is to detect crime under the infraction of the law so you shouldn't be asking what you
32:28want of this but you should be engaged in an investigation to see whether in fact there is
32:32relevant and admissible evidence to be able to pursue a particular course or if there if it's
32:37not criminal in nature then be in a position to advise the parties that maybe they may have to
32:40take a civil um angle why why we don't take assault as a big deal in this country because
32:46that's the first stage of what could lead to someone being killed well I'm happy you said that
32:52and um in terms of I can't answer why we don't take assaults seriously but you're right about
32:57the fact that what may be and and I don't mean to use this as an example but we heard in a recent
33:03report that two children were having what what they call quote-unquote play fight and one died
33:10so if you look at those simple circumstances a simple assault could land you into problems
33:16or a simple assault can provoke another party to get to escalate the level of um contact so yes I
33:23want to agree with you that um do not take assaults lightly and even leading over to harassment
33:28quickly even if it's not up contact if persons are doing or conducting themselves in a manner
33:34that cause you to be distressed or affect you in terms of your your well-being um and simple example
33:41if they're probably coming in front your gate um on two or more occasions causing you to panic
33:46causing you to be concerned these things should be reported because you do not know whether in
33:50fact you have now intercepted surveillance on you maybe in in in pursuit of a robbery that is
33:56or maybe a kidnapping and so forth so don't fret to act on harassment or conduct that may be border
34:02in harassment because you may not know whether there's a very serious offense ahead that may

37:02by a person who are allegedly mentally unstable
37:08just to be clear asking how does the ttps treat with someone who is mentally unstable
37:15yes we have experienced certain things where someone who is allegedly mentally unstable
37:22has been through it but was on the compound through human filth on a vehicle parked in a
37:28just for the police was then reports were made by the owner of the property as well as
37:33when we are tenants of the property and these things to just keep saying not just
37:41you know what did they say what did they say we have when we have to call the hs and then the hs
37:46would contact them but at the end of the day we know when we call the hs it's basically from
37:52someone that you know that you know when you ask the information you can give the information to
37:57the person is mentally unstable it's there and medication and all of that we can't answer
38:03nothing so i'm trying to get some information because reports are being made the person came
38:08on the compound with a knife threatening already all of this was reported and there seems to be
38:17no form of redress they're basically telling us that their hands are tied so we would like to know
38:21what is our form of redress how do we treat with it what areas does
38:26san fernando all right thank you so corporal ali how does the ttps deal with persons who are
38:34mentally ill which is something that we see um time and time again but are you all trained do
38:41we have persons who are training the ttps to deal with persons at that degree well i don't want to
38:47speak about person being trained but um let me signal to san fernando immediately if they're
38:51listening on this program the san fernando police or any police officer or station that is listening
38:55to this particular program now kindly assist me in engaging the san fernando police um to pay some
39:02attention to this particular report and my simple advice will be that when the report is made if
39:07there's a person who may be experiencing some mental issues or have mental illness take the
39:13report and immediately contact the mental health hospital so that a practitioner could join you
39:20and go to the location to be able to treat with the situation so at odd material times you have
39:24law enforcement if there's a need to intervene immediately to preserve life but you also have
39:28the opportunity where you have the medical doctor with you who will be well trained and well poised
39:33to be able to dissect that matter so in my respectful view there is no issue there should
39:37be no excuse not to be able to respond to that however there's a way that that should that that
39:42response is um should be done so again san fernando police or any station or police officer who is
39:49listening to me on the program um please assist me by getting that report immediately however when
39:54i get off this particular program i will also endeavor to just um um do the same if it has not
39:59already manifested um may i say as well that this particular area of persons who are experiencing
40:06that mental illness and causing um minimum maybe a breach of the peace or maybe a nuisance of the
40:13case maybe um i'm aware that the police service is looking at strengthening the the protocol and
40:19the policy in relation to how do we respond to issues like this is not a simple issue but
40:24whether what policy comes into effect it will always or it should always be drafted in such a
40:29way where there's both the police officer and a mental health professional who will be on board
40:34to be able to take any sort of action so we are not only looking at the preservation of peace but
40:39looking at the the the individual who may be causing the nuisance or who may be experiencing
40:44the mental um illness we are also looking at their their best interests as well because we
40:49have seen in the past with me where police officers respond to a situation a person they
40:53are not in a position to say whether a person is really acting deliberately or not but if that if
40:58they are met with that level of where they have been where they believe their life is in danger
41:02and immediate danger they may have to revert to force and sometimes deadly force so i'm saying
41:06they'll be very qualified take the report communicate with the mental health and go to
41:11the location and ensure that those persons get the necessary leave that they require yeah because
41:16i mean it was clear she made numerous reports yes not i'm assuming not just her alone yes but others
41:21in the area can i just say one more thing of course with me um i've looked at it from a
41:27mental health context and from a law enforcement context members of the public if you have family
41:32members who are experiencing symptoms who have mental illness who are who may be patients who
41:39have to seek a necessary intervention whether it be through medication or what have you
41:43please you have a responsibility to your family your relative so if you are listening to me and
41:50if someone know that person or that individual have just identified or in anywhere else in
41:55trinidad and tobago is a matter of fact please reach out and assist us to be able to assist the
42:00process and and the assist any processes ensuring that your relative is not caught in an in an in
42:07an equation where you all may be um if not answering a hard question because in some cases
42:14with me relatives and family members also have a duty to these persons of course that's right
42:18so members of the public if you are in a situation like that please i'm kindly asking you play your
42:24role and protect the life and protect the well-being of that individual who may be causing
42:28a nuisance and harassing persons yeah because we could be in a situation where many of us you know
42:33you'll be on the streets and you'll be a merry way and an individual lashes out and not understanding
42:38that they're having their breakdown they need the professional assistance to help them find a way
42:45to control that and that is over a period of time it doesn't just happen overnight and we have many
42:50of not just in san fernando but many persons on the nation's streets as we speak that are going
42:56through mental illness and may we have had encounters with individuals and don't know how
43:03to react and a citizen could attack or beat this individual to the point where
43:07they could kill them just saying all right we need to take a break and when we come back we will continue

46:47become physical and assault takes place there and many times i think people just see it as okay it
46:53happened and they leave it as it is but it also seems like in the ttps they see it as not a big
47:00deal to some degree am i wrong for saying that because we're hearing persons saying they're going
47:05and they're asking them like so what you really want me to do well what did i do here well i will
47:10hope that that's not not the situation with with reference so um the ttps response because if
47:15someone comes to make a report as i said before a simple breach of the peace that is classified as a
47:23crime that's your duty so whether it's a you believe it's a small crime maybe a fine maybe
47:28someone may be reprimanded and discharged you need to do your job that's your job bring the
47:32justice to the person that require the justice so if convicted if it does go before the court
47:37an assault charge is made and it's not before the court and the person is found guilty what
47:43what do they receive is it a fine is it a sentence or is it something again where the
47:49court sees it as okay this is just an assault so you pay a fine and that's that well it would
47:55have to be judged on the the merits of that particular case so you may have a you may have
47:59situations where you may have to pay a fine you may have a situation where you may have a probably
48:03maybe a one month maybe a three months um sentence so you could probably have um both depending on
48:09the circumstances but generally it will be you know on the merits of that particular case but
48:14with me i know that um as we are drawing close um i think i need to make mention of something um i
48:19know over the last two three weeks and um it's just by way of a main notice at this stage until
48:25the commissioner of police and the deputy commissioner of intelligence and investigation
48:29um gives a formal release but i will want to share with members of the public um and they
48:34are deserving members of the public they have asked questions about those videos that they
48:38have been seeing um with reference to persons who are professing to be um person engaged in
48:45criminal activities gang related activities i want to assure you all this afternoon not in
48:49the next couple hours that the police service will be issuing a release if they have not already
48:54done it to be able to answer the members of the public who have asked questions about what about
48:59these persons who are appearing in the video i want to share with you all that the actions have
49:03been taken and will continue to be taken um so i'll leave the rest for the commissioner of police
49:09and high executive um to give the formal disclosure but i just wanted to bring notice to members of
49:13the public that something is happening so is it that persons are not understanding the severity of
49:20when you showcase gang activities on social media what could really happen or did you see it as
49:27a way of um we don't know the tps not sure what to do so we'll find in this way to make it seem
49:34like we're able to have control over the gangs well i don't want to i don't want to be responding
49:38to like you know we're making it fit no it's a very simple case your conduct if it matches or
49:43it contravenes the criminal law criminal law in the law books of trinidad tobago it will be dealt
49:48and it's simple without giving much the activities that we have seen on those videos and i'm sure
49:54most if not all of trinidad tobago would have seen persons um conducting themselves in a manner um
50:00that would have caused you to think as whether in fact that can attract criminal liability and i
50:05want to assure members of the public this afternoon that activities like that has the capacity to
50:12contravene the criminal law and very soon you will see the offenses that have been tabled to be able
50:16to respond to what we have seen over the last two or three weeks now we have a few more minutes
50:20before we wrap up and i know you always give us um you leave us with some gems yes when it comes
50:26to the information and the laws of trinidad and tobago um well i think like always um so we are
50:32approaching uh holiday tomorrow and um while i it may not be called reference to a law or a
50:39principle or even a quote i want to advise members of the public that when we are in this particular
50:46season i don't want us to be using this opportunity to be using social media to make mischief or to
50:55cause persons to go into panic and this is a time that you see videos resurfacing where you may see
51:01a very devastating flood and more on very serious activities and when you check it the cyber crime
51:07check it you realize that for 10 years ago over five years ago so i want to ask members of the
51:11public to be very responsible you do not know by your actions what you can or the position that
51:19you place law-abiding citizens to go into a stage of distress panic confusion chaos and it may just
51:26come back to haunt you so i just want to ask you all this afternoon just be responsible in your
51:30reporting we know that you have the opportunity to express yourself to you know to share your
51:35information but let us share legitimate information which will be to the public good and
51:39not to the detriment of the public as we go forward this afternoon yeah copper lally as usual we

51:49you're able to do and and change things that we are seeing with regards to our um constitution and
51:57the constitution reform that we are trying to amend some bit because of time and we're evolving
