02:49Good evening, Trinidad and Tobago and welcome to Beyond the Tape.
03:05I am Whitney Husbands.
03:07Now, we had a weekend where we have seen a lot of activities happening from a lot of criminal activities.
03:13And one in particular, we're still seeing a lot of vehicles being stolen.
03:17With that being said, today we'll be discussing stolen vehicles and some of the vehicles that are popular to these criminals and bandits out there
03:25that are making it hard for persons to maneuver and park their vehicles and feel comfortable.
03:30And when we say make yourself a hot target, now you have to make your vehicles also a hot target.
03:36This evening with us, talking about stolen vehicles and all that you need to know,
03:40we'd like to welcome Sergeant Franz Basch and Corporal Kevin Fenton from the Stolen Vehicles Squad.
03:48We'd like to welcome you, gentlemen. Good evening to you.
03:50Good evening. Good afternoon.
03:52Yes, so I'll start off with Sergeant.
03:54Let us know a little bit more about the squad and what the squad entails.
03:59Now, the Stolen Vehicles Unit has been around for about 58 years.
04:07The squad actually deals with the stealing of motor vehicles, whether it be from larceny or robbery.
04:14Over the years, we have broadened our horizons into dealing with different investigations regarding these things.
04:23And we normally would seize tampered motor vehicles, examine them.
04:29We might try to also examine vehicles that have been seized by the licensing authority,
04:36trying to get to the bottom of whether it has been stolen, tampered, or interfered with.
04:44Also, in conducting these special investigations, we have had assistance with other agencies as well.
04:52Now, I'm understanding, with regards to your unit, the increase in stolen vehicles that we are seeing happening.
04:59What are some of the vehicles that persons or the individuals who are targeting the law-abiding citizens,
05:06what are the vehicles, what are the type of vehicles that we're seeing being stolen?
05:09Are we seeing more of the TIDAs again? The Almeras are still popular?
05:14Yes. The TIDA is the number one vehicle right now, and followed by closely the Nissan AD Wagon and the Toyota Aqua.
05:24The Nissan B14 and also the Wing Road are also vehicles that are highly targeted.
05:30Okay, so we'll touch more on those because we want to know some of the issues that are being faced.
05:35And are we seeing an increase also with the stolen vehicles?
05:39At this time, let's take a look at what made the headlines over the weekend and the last 24 hours.
06:39And we're back now, gentlemen, sergeant and also the corporal who is here with us.
06:55Are we seeing an increase in stolen vehicles for the period of this year compared to last year?
07:03If I may, Whitney, basically what is happening is that there has been an increase in particular areas and divisions.
07:11North Central Division being one of the divisions that has a substantial increase.
07:19That increase is basically due to criminal activity that are more or less relocated to particular areas.
07:28We have seen that due to crime of opportunity that, for instance, individuals who are less of here as it relates to their motor vehicle being left unattended.
07:40These criminals or perpetrators, as the case may be, would take that avenue and steal that vehicle.
07:47There's also the case of financial gains.
07:50As you know, crime is a financial enterprise to some persons.
07:56So they would take that avenue and more or less use that as an avenue to commit these offenses.
08:03What about the recovery and the persons being able to get back their vehicles after being stolen?
08:10Are we seeing the detection rate increase there with that or are we still having some issues?
08:15There are some issues as it relates to that.
08:19However, it's a work in progress whereby we have increased initiatives.
08:24We have more or less targeted our resources to target certain used car dealers.
08:30We have seen that our intelligence-based policing would have indicated to us that some of these vehicles are resold and given a different registration number.
08:42We have seen where some of the vehicles are scrapped to these used car dealerships and sold over.
08:48So there's a work in progress where we, as the stolen vehicles, the umbrella under the CIDCRO,
08:56are engaged in executing warrants at these garages and so on in a preventative measure to more or less stop the scourge of stolen vehicles.
09:10Sergeant, if someone's vehicle is stolen, what should be the first thing that individual may do when that happens to them?
09:19The first thing anyone should do when an offense like that takes place is contact the police.
09:24Because we don't know if persons might be lurking in the area still or wanting to get other things out of that initial incident.
09:33But contacting the police via the 999 system or even going to the police station if the police station is close by,
09:39that would help with letting us know what has happened and an all-points bulletin can be initiated at that stage.
09:48So you'll have a quick execution to hopefully get the vehicle back in one piece.
09:53Hopefully.
09:54Now, we mentioned divisions and I want to know, in certain divisions, are there places that you see more of vehicles being stolen
10:03where you can inform the public to be a little more alert? Because I'm not sure that is the case.
10:09Yes, there are divisions that there is an uptick of, lastly, motor vehicle and robberies of motor vehicles,
10:17like the north-central area, that would include from St. Joseph, Aruka, Kurep, all those areas there.
10:25Central division and southern division, those are the areas where motor vehicles are stolen the most.
10:33So a person should be mindful of that and pay special attention to where they park their vehicles and how they secure them.
10:41Now, some of the videos that you're seeing here, this is something that we always discuss a lot on the show,
10:46where persons are arriving home and they see it as, because it's a comfort zone, you're not assuming anything is going to happen,
10:51you move quickly, it's the same routine every time you pull up at your gate.
10:55But we tend to leave the engine running, not knowing persons are looking.
10:59And this is something that I'm sure you all are always faced with, where persons are having the engine on and they're getting ready to open their gates
11:08or someone is not coming out to assist.
11:10How important it is that persons understand when they pull up, even to a place of comfort for them to switch off the engine to do what you need to do?
11:23Well, each situation will be different. Persons should be mindful of their surroundings.
11:30Situational awareness is something that we often let each other know within the job, as well as civilians for when they are going at home or even to the grocery store.
11:42They must be aware of their surroundings, especially in this day and age, where things may be a little more suspicious than previous times,
11:50persons looking in dark areas, cars that you may not recognize, and the sort.
11:56So they must be mindful of these things and in doing so, taking any precautions necessary.
12:03Sometimes it might be even better for them to make a phone call to the home so that someone may open the gate for them while they stay in their vehicle locked.
12:13Just to add what Saddam Bash would have mentioned, the Stolen Vehicles Squad has also embarked on a sensitization drive,
12:21where we would provide lectures in various divisions and communities as it relates to preventative measures to avoid their vehicles being stolen.
12:32For those persons, we know that some persons, the acquisition of a stolen vehicle is more or less something that is a lifelong dream to own a vehicle.
12:50So we try to embark on a preventative drive to sensitize persons in this regard.
12:57Now, we will reference quickly to tint. The reason why I'm saying that is because we saw the video before, this one, how dark the vehicle was.
13:07And many times, persons may either pull up in a gas station or let's say pull up in a pharmacy car park, and when they pull up, there's cars next to them, maybe running, idling,
13:18and it's dark, you can't see in the vehicle. So you went about your business, and as you come out, the persons jump out to take your vehicle.
13:26What could persons do when their car is parked, they're going to their vehicles and not sure who may be marking them because we have to pay attention to things.
13:37What could we do as citizens?
13:40A good point again, Whitney. As you said, situational awareness, we have to be mindful again of the surroundings.
13:48Sometimes we may forget, especially, like I said, in our comfort zones or going to somewhere where we think things like this might not happen.
13:56But we have to be extra, extra vigilant in where we go, what we do, especially concerning one of our most valuable assets, our vehicle.
14:08If it is that something may seem out of place or strange, it would not hurt a bit to delay it for five minutes, make a block, come back around, or like I said before, call someone.
14:20And just to make sure that someone is there in the area that may be to these criminal elements.
14:27Now, many times, apart from persons taking the vehicles, we also see where they break into a vehicle to take items that they may think may be of value within the said vehicle.
14:39How are you all treating with break-ins into vehicles?
14:44What we have embarked upon, as I mentioned earlier, is more or less sensitizing the public to desist from the action of placing things that are of some value within the vehicle.
14:57So part of this has to do with the individual being self-aware and more mindful of how their actions could be adopted and them not being an easy target.
15:12So I know women, including myself, tend to throw things all wild in the vehicle and we assume that, you know, nobody's going to take it on, it's just a bag with some old shoes that's there, but they don't know that.
15:26Yeah, exactly, and that is why we have to be mindful of this.
15:30But we, as the police, we are trying to do extra patrols, especially around the carnival periods and periods where there are lots of fests or even parties where, even our concerts, that we pay special attention to the parked vehicles so that in case persons may have left items within their vehicle, we may try and prevent it.
15:50But try not to leave anything within view. If you do have to leave something, place it in the trunk.
15:56You mentioned like events, but what about like weekends where places are usually populated with a lot of persons coming out to socialize and gather and have a few drinks?
16:05And that is usually a popular spot and persons will go for enjoyment purposes and the criminal elements are coming there because they know many persons are populating there.
16:16How are you treating that? Not just waiting for a fete or a concert to happen because you know that's the time they will really come out, but they come out at any time.
16:24What we have done basically is implement strategic patrols as it relates to these venues when certain festivities are taking place.
16:35We also sensitized and worked in collaboration with various station districts where for them to increase the patrol and the number of vehicles with that level of visibility.
16:48So that means persons will be able to see a lot of the TTPS and their presence at different locations. I'm not waiting for you all to say where because we don't need to know where.
16:57That is the business of the TTPS because as we know the criminal elements are watching you all the same way.
17:03And for persons who are new owners, we will talk more on that when persons may be first time drivers, first time car owners and also making your car a hard target.
17:15We need to take a break. We'll be back.

19:10And we are back. You can give us a call at 623-1711, extension 1992, 1993 and 1997.
19:17We have Sergeant and Corporal here with us this evening and we continue the conversation of stolen vehicles.
19:22And I want to know, what are some of the new car theft trends that you all are seeing taking place in Trinidad and Tobago in particular?
19:31Well, the trends might differ from time to time.
19:34But at present, it has remained where the TIDA and the Aqua are vehicles that they really target, the AD wagon and wing road type vehicles.
19:44But there has been some last year of Elantras and Hilux motor vehicles.
19:52But seeing that the increase of prices of vehicles and parts, this has caused criminal activity to skyrocket regarding the last name of these motor vehicles for that purpose.
20:07Now, some of the devices, I'm sure it's not like long time, where they will take a piece of cloth and wrap it around the face or the elbow and run up on the car and bash it or take an object to bash the glass.
20:20What are some of the items or the devices used, those trendy devices used to break into a vehicle or make a person start a vehicle in less than 30 seconds when getting in?
20:33Oh, yeah, the pre-start vehicles that they're stealing as well.
20:37What are some of those items you're seeing coming up, popping up?
20:41Sometimes we have seen where they use clone keys, where you may have gone to auto repair shop and someone may have cloned the key to that vehicle.
20:52But most of the time, if the vehicle has deterrence like that, where they use the keyless entry or they push the start, we have seen where there's increasing robberies to get these vehicles.
21:04So it's not so much they have a device that is used to steal the vehicle because it's harder to...
21:09It's very hard.
21:11They're holding a person.
21:12Yes.
21:13So a person who may have a push start because these vehicles, now you don't need the key, keyless, and they walk into the vehicle, the car opens up automatically because the sensor picks up.
21:24How should a person operate when moving with a vehicle like that?
21:28Is it a jump in the car, lock the car immediately?
21:31Yes, that is always advised when you enter your vehicle to lock the doors, check your surroundings, make sure the windows are up because these things prevent persons from crimes of opportunities.
21:43A person might not be intent on stealing a vehicle, but if the opportunity arises, so the more deterrence, the better.
21:50But the technologies now with regards to stealing motor vehicles has increased over the years and is making it easier for these thieves to get away.
22:00Yes.
22:01Yeah.
22:02So now this is a foreign video that we're watching here, how thieves stole this vehicle.
22:07This is a keyless vehicle.
22:10Of course, the car is fitted with all the features.
22:15Well, in this video, we can see where they're using a repeater type antenna so that the person has their key inside the house and they go around the house with an antenna to try and get the signals, whether it be RF or otherwise, to repeat to the car so that they can start it.
22:33Wow.
22:34So how could a person block that? Could anyone block that?
22:38Yes.
22:39What they would normally do is they have key protectors, key fob protectors that you can purchase online and you could just put your keys in them.
22:48Those are the vehicles that come with normally the push start.
22:51Same with your passport and your credit cards.
22:55Yes.
22:56Now, I know many times apart from the push start, persons will have the remote for their vehicles to open the vehicles.
23:03And sometimes you do it from a distance.
23:05And is that something persons should do or wait till you reach close up onto your vehicle to then open the vehicle?
23:13It's not advisable to open your vehicle when you're not close to it.
23:17Again, to be aware of your surroundings, persons should not open their vehicles for fear that, again, crimes of opportunity may arise.
23:26What they should do is try to utilize the closeness of getting to their vehicle before and still pay attention to anything surrounding the vehicle so that they may try and do it as safely as possible.
23:40Now, gentlemen, would you say some of the ways most of our vehicles are stolen in Trinidad and Tobago are more so at gunpoint or it's when persons are either away from their vehicles?
23:52Well, based on statistics, empirical data would have shown that robbery motor vehicle is slightly declining as it relates to lost motor vehicle.
24:05For the comparative period 2023, we would have seen a total number of 681 vehicles that was stolen for 2023.
24:16And we would have seen a slight increase by 780 vehicles for the comparative period 2024.
24:23Is this in the same areas you are mentioning, North Central areas, or has it changed?
24:30It's two total.
24:31Okay.
24:32So it is sporadic in the sense of where these vehicles are stolen and robbed at gunpoint.
24:41However, as mentioned earlier, North Central has increased substantially from the period of last year.
24:50So what are you all doing now to try and fix this issue in the North Central Division because it seems like it's a bit challenging?
24:57It is, but we would have implemented strategic patrols in these areas, concentrated in areas or as we may say, hotspots.
25:08So we would have communicated and have divisional meetings with these divisional commanders as it relates to having these patrols.
25:17We have seen during the period between hours of one and three, many areas where vehicles are mostly stolen and crimes of opportunity as it relates to robbery.
25:29Robbery of these vehicles takes place.
25:31So we have concentrated our efforts in tandem with other divisional stations and districts that have this scourge at some level of normalcy.
25:43Now, I want to know from you gentlemen, persons who may go to establishments, many times to shop.
25:49So if you go to a mall and they have their car parked, because that will be considered private property.
25:55Yes?
25:56Yes.
25:57Right.
25:58Now, if something happens where a vehicle is stolen on the compound of the said establishment, how could one now treat with it?
26:08Is it that, yes, we know we have to make a police report.
26:11The compensation side of it, does it come from the establishment or it will just have to go through the normal process of making a report
26:20and hopefully the officers will be able to retrieve the vehicle after it was stolen on the said compound?
26:26Well, it still has to go through the normal process.
26:28You still have to report it to the police.
26:30However, each situation will be different depending on the location.
26:34With regards to getting back some sort of compensation, it will depend on the insurance that the property owner has and what insurance the owner of the vehicle has.
26:50Now, in this case, have you all ever been able to deal with vehicles being stolen from these said establishments and retrieving them for the victims?
27:04Yes, we have retrieved quite an amount of vehicles for the year so far.
27:12At present, we have just about a 45% recovery rate for vehicles that are stolen.
27:19So, I think that we are on the right road to getting better.
27:23Now, I know at times, for instance, you will find vehicles and it will be a bit difficult to now get in contact with the owners.
27:29What do you all do to assist the public where vehicles were stolen from them?
27:35There may not be a way it was retrieved by the TTPS and they wanted to get information.
27:40If it was, and you all do have the vehicle, how do you all get that information out there with vehicles that weren't picked up from the victims?
27:48What we would do basically is advertise these vehicles that were stolen in terms of putting the recovery of the vehicle and so on and the location and type of vehicle via the social media network.
28:09There's the newspapers that we would engage to have the same publishing.
28:14We will also communicate with the station districts for which these vehicles would have been stolen with some that who may or who might come with some information as it pertains to the registered owner.
28:30So, before we go to break, I just want to touch on quickly with some of the stolen vehicles and we return with the chassis numbers and the issues persons are facing when purchasing vehicles and then they realize it was a stolen vehicle after the fact they paid for it and now they have stolen vehicles on their hands and how you all treat with that moving forward.
28:48Right, but we'll have to take a break and we will answer that when we return.

30:29So grab this opportunity to win with the Trinidad Express newspapers.
30:33Promotion approved by the NLCB.
30:40And we are back. We have Sergeant Bash and Corporal Fenton here with us from the Stolen Vehicles Squadron.
30:57You can also give us a call at 623-1711, extension 1992, 1993 and 1997.
31:04Now gentlemen, before we went to the break, I was asking, you're putting that out there with the chassis number, which we see a lot of persons getting tied up with, especially after purchasing a vehicle from an individual.
31:15It may be cash or not, but they're stuck now with a stolen vehicle.
31:20How could someone now deal with this after it was revealed that I purchased a stolen vehicle?
31:28Well, Whitney, that's a tough question.
31:32But as it relates to the transfers of vehicles, one individual should ensure that the vehicle that they are about to purchase or have the intention to purchase should be from the registered owner and not a third party.
31:50What we have seen is that vehicles are purchased, but from a third, fourth, fifth party, which will cause some issues as it relates to getting the vehicle transferred.
32:00Also, there's the physical examination to ensure that the vehicle, the chassis number is intact and all appearances is legitimate for the road.
32:12So it is imperative that before finalizing the purchase of a vehicle or transfer of a vehicle, all these issues should be addressed to avoid that quandary of happening to be in a situation where you purchase a vehicle and it is tampered with.
32:30And due to the police investigation, this vehicle is left in abeyance.
32:36Now, gentlemen, do we have a stolen vehicles ring in Trinidad and Tobago at all that you all know of or had?
32:42And if we do, was it dismantled?
32:45Well, we have identified some key players in the stolen vehicle rings.
32:52And so far for the year, we have arrested and charged 70 persons.
32:5970?
33:0070. But with regards to stealing, because some of them are repeat offenders.
33:04With regards to this, they may have gotten back out on bail on their own recognizance and go back to stealing vehicles.
33:13But we do catch up with them and we do have an idea of who they are.
33:18So it's not really a ring, but individuals who just specialize in tampering with persons' vehicles.
33:25And that is a major issue.
33:28Now, some of the major stories that made the headlines, not just over the weekend, but also today, was the four shot dead in a grandly double murder that took place.
33:40Gunmen killed Mona at a wake.
33:43Now, the 2024 murder toll is quickly climbing to 400 with four more homicides reported between Saturday night and yesterday morning.
33:52The murder toll is currently at 390 compared to 366 for the same period last year.
33:59The latest deceased are Kevin Shrek Lucas, also Shirano Salandi, and David Bess, and also Jamil James.
34:10May their souls rest in peace and condolences to the family with regards to the homicide that continues to climb in Trinidad and Tobago.
34:20Also in a media release, Maraval Mann charged for DBA Highway murder.
34:24A 27-year-old man from Maraval is expected to appear virtually at the South Criminal High Court on Monday the 19th of August, which is today, 2024, after he was charged with murder.
34:37Travis Nicholas, 27, was charged with murder on Friday the 16th of August following the consultation held with Deputy Director of Public Prosecutions.
34:48Now, according to police reports, around 10 p.m. on Tuesday the 13th of August, 2024, Kiefer Wilson and a male companion were driving south along the St. Solomon-Hochoi Highway near DB
35:01when another driver collided with theirs, which, at the time, the driver of the following vehicle assaulted Wilson with a spanner.
35:09Fearing for his life, Wilson and her male companion attempted to flee on foot, but the driver of the other vehicle drove off after them.
35:18Ultimately running over, Wilson, the district medical officer, later arrived and announced Wilson dead at the scene, and a post-mortem examination was ordered.
35:29Again, condolences there. I mean, we have a lot of angry people that we see in Trinidad and Tobago and here, and frustration is a hell of a thing.
35:38And sometimes we are not able to control our emotions. It's only after the fact we realize, after we black out, what we have done when it's already too late.
35:49And a few seconds, I always say, can change the course of your life, whether it be in a positive way or in a negative way.
35:56So, I mean, this is something that we are fighting with and we are dealing with.
36:01So, at this time, I want to head to Cocorite, where the robbery took place, and I want you all to pay attention to what transpired here.
36:10Again, the construction wear. It is back again.
36:15It is. It is.
36:17I think from last week to this week, the videos we saw, they are wearing the construction attire.
36:22Yes.
36:23Now, what we are seeing here, we are comfortable again, because this is at a hard way, and this is in the Cocorite area.
36:36The gate or the access to the main area where the monies are being collected or sensitive items that they may have there, it was wide open.
36:49Correct, yes.
36:52And we are comfortable because, again, we are in a space that we know.
36:57Our guard is always down when we…
37:00That is why we must not take chances. We must always be vigilant in everything that we do to avoid situations like this, however sad it may be.
37:09But we might be living in a jail cell, but it is for the protection of our lives and our loved ones.
37:16And no one will expect… I mean, if I was working there, it's a hard way.
37:20Yes.
37:21And the gentleman walking…
37:23Looking like he is dead.
37:24Looking like they just left a site.
37:25Yes, correct.
37:26So, you think they are coming for material.
37:27Correct, correct.
37:28So, you will be like, okay, well, they know what they are coming for.
37:30Everyday customers.
37:31I am not going to pay attention too much to them, but the opportunity came up where they saw it was ready to slide in.
37:37Exactly, because the door was open.
37:39Yes, and then two, surveillance.
37:41Yes.
37:42Now, I know crime of opportunity is one, but many times the same criminal elements are surveilling the place.
37:48Correct, correct.
37:49Before they make a move, to make sure they can get in, do what they have to do and out.
37:53And that's why we must make it more difficult for these bandits and thieves to come and perpetrate, because it is our lives we have to protect.
38:03So, we have to make it as hard as possible, use more deterrents, bright lights, locked doors, dogs, anything to make it harder for them to come in the offence.
38:13So, it's always good to take that initiative.
38:16I always say, especially for businesses, and I'm hoping they can find a way to do that.
38:21I mean, it might be deceiving just for the period, but have a trigger alarm that can be so loud and annoying.
38:28But even if you have somebody saying, bandit, bandit, call police, I'm just saying.
38:34It may sound crazy, but that trigger with that speaker that we have out there, because it's the same way we do it for scrap iron.
38:42Yes, yes.
38:43Buying.
38:44Buying.
38:45To make people aware.
38:46Exactly.
38:47So, if you put that device, yes, you have your cameras that was there, but when you trigger that, something making, bringing awareness to something that's taking place in this space could really help.
38:58Hopefully, I'm just saying.
38:59All deterrents are welcome, but some may be more effective than others.
39:04I think if you hear, bandit, call the police, bandit.
39:08You don't think that will work?
39:10Yes, yes.
39:11Maybe, but some areas are very lonely.
39:14It might just be that hard.
39:15We're alone in that cookery area.
39:17So, to raise awareness.
39:19I guess in a different voice it might work.
39:21It might.
39:22Okay, we take a break.
39:23We'll be back.

41:25And we are back.
41:39We have Corporal Kenton and we have Sergeant Bash with us as we continue the conversation.
41:45Now, before we dive in more on to the statistics and more information with the stolen vehicles,
41:51I want to touch on a media release here where Marvelman charged with the DB murder.
41:56And, yeah, with regards to that, this wasn't a stolen vehicle.
42:02But a vehicle was used to kill someone.
42:08How was that treated?
42:09It was not in stolen vehicles.
42:11But that was a weapon.
42:14Does that fall in the realm of your division or task force?
42:21What happens is basically we will become aware of the situation as it relates to our stolen vehicle.
42:29What happens is that as the normal processes would adopt is that you would make a report at the station and so on.
42:37However, the E99 would engage at all points bulletin as it relates to the vehicle used.
42:42So, yes, it falls under our purview as it relates to the vehicle being stolen.
42:46But it's not really stolen.
42:48But it was used as a weapon.
42:50Right.
42:51For some reason, those perpetrators were employed more or less as a stolen vehicle.
42:57Or sometimes they would use a false plate that would sometimes come up when it comes to our attention would be more or less stolen.
43:05Okay.
43:06Understood.
43:07Now, what are the measures persons could take to protect their vehicles?
43:11Well, due to technological advancement, there's the GPS tracking system.
43:18There's the GPS monitoring system.
43:22The monitoring system is one that attracts movement.
43:26There's also the traditional means where there's the steering lock, the gear lock, and also the brake lock that would more or less be used,
43:37which was a method used in previous times.
43:40Previous times.
43:41Yeah.
43:42People still use that?
43:43Yes.
43:44Some people still use it.
43:45Is it still effective?
43:46Yes, it is.
43:47It is very, very effective.
43:48It is.
43:49Normally, the older cars, people may not want to spend as much money for the GPS or the GSM systems.
43:55So, using these additional safety devices will help curb this a lot.
44:02So, even though you may have an old B14 or an older vehicle, still try to use these devices that have been proven to deter the criminals.
44:12Now, you know, many time earlier, persons may say that the GPS, even if you have the GPS, the bandits find it.
44:18But isn't it in a strategic place you should place it that at least it will take them some time to find it so the officers could get to that vehicle?
44:29Are GPS systems something good to use?
44:31Well, the GPS is good to use, but again, it's just a deterrent, and due to technological advances, the bandits have gotten better and better at finding out.
44:41Or detecting quickly where the device may be.
44:44Where things are, yeah.
44:45And it will have normal places where you can put it.
44:47You can't put it in certain areas, so they will just check the other areas where people normally put these GPS devices.
44:54But it is a great deterrent, especially in getting back your vehicle.
44:57Yes, it is.
44:58What about a kill switch?
45:01Would you need the key?
45:03Or sometimes they may take the key from you.
45:04If you snatch my bag, the key is in my bag.
45:06They kill us.
45:08There are some alarm systems that are used that control the fuel mechanism of the vehicle.
45:15So if somebody breaks into a vehicle and tries to start the vehicle, within a few minutes or less than a few seconds, that vehicle will automatically shut down.
45:26So it would act as a deterrent as well.
45:29However, they might initiate the fact of getting into the vehicle, having it started, but it would not take them too far away.
45:36In the sense of it being shut down within a few seconds or a minute.
45:40I think a kill switch is the best way.
45:42Exactly.
45:43To deal with a deterrent.
45:45I mean, yes.
45:46That as well.
45:47If you have a GPS, a kill switch is only above.
45:48Yes.
45:49The more deterrents, the better.
45:50The more deterrents, the better.
45:51But it is how your bank account is set up.
45:53Correct.
45:54That's why you can use these older systems like the brake lock or the pedal lock.
46:00The steering lock.
46:01Yes.
46:02All these things work well.
46:03I like the brake lock.
46:04Yes, it is.
46:05I think the brake lock is still something that works.
46:07Exactly.
46:08The steering wheel lock, I'm not so sure about.
46:10It's a bit cumbersome.
46:11I don't know if...
46:12Remember you saved that in your assets.
46:15Stretch across there, make the noise.
46:18But still, these things have worked well.
46:21As it relates to putting it on.
46:23But I have tried it in the sense of trying a hacksaw to see if it could be cut in two.
46:29Trust me.
46:30It's pressure.
46:31It's pressure.
46:32So, let's talk about parking.
46:34Well, you have to be familiar with the areas that you're going to.
46:39And try not to park in places that you may not be too familiar with.
46:43You may not know the characters around.
46:45Or if there's anybody in the area to help look, to monitor, as the case may be.
46:51Places that are poorly lit.
46:53It is not advisable to park in dark areas where criminals may use this as an opportunity to break into a vehicle or even steal it.
47:03But I have noticed, though, that they may not even wait for a dark area.
47:07The way which broad daylight we see in some of these bodies, they're doing the most.
47:13Even when people are wrong, you could park in a busy area and they're just looking like, you know,
47:17I just pull up by my car to get something out quickly.
47:20But they're maneuvering like, yeah, they have a key.
47:23And that's why we must implore the citizens to make sure and lock all doors and windows in your vehicle.
47:28Even if you're going into a parlor.
47:30If you're going by the gas station, make sure and lock your vehicle.
47:33Lock the doors.
47:34Put up the windows.
47:36There was an instance just recently that a gentleman would have exited his vehicle and left his ignition running.
47:44And being a concerned citizen slash police officer, I would have indicated to him that that is a practice that he shouldn't continue.
47:53Right?
47:54So it is always good to be a brother's keeper in the sense of if you observe something, it's always good for the citizen, being a concerned citizen,
48:03to go forward to the gentleman, indicate to him what he's doing.
48:06That practice would result in X, Y as the case may be.
48:10Now, taxi drivers.
48:13We are seeing recently that a lot of them either being killed or their vehicles being stolen because it's an easy target as some of the bandits may see it.
48:26What could the taxi drivers do, especially those who may do the private hiring and even those who just pick up passengers on a regular basis,
48:37and we're seeing now that their vehicles are taken and not just the vehicles alone but their lives as well.
48:42Correct.
48:43Well, with the technology that we have now, we have seen where persons can use dash cams within the vehicle
48:50and this now can assist us in catching these criminals and may act as a deterrent as well.
48:56Okay.
48:57So with persons who, like, I believe the taxi drivers should try and have cashless service in their vehicles.
49:06Now, that is another discussion.
49:07Yes.
49:08But when it comes to their monies, what can they do because they may have a lot of dollars, a lot of $5.
49:14Well, we have seen with some commercial vehicles where they have drop boxes if you're using a lot of cash.
49:23But, I mean, for a taxi driver, it might vary.
49:26It might not be that amount of cash at hand.
49:28But if it is that you do have a lot of cash, make sure you deposit the money or put it in a safe and secure spot within the vehicle that the bandits may not get to.
49:39And I think also the taxi drivers should also pay attention to the faces of the persons entering their vehicle and their tie and how they operate before picking them up.
49:47We need to take a break.
49:48When we come back, we'll wrap things up.
49:49We'll be back.

51:57The Wonders of Gachi Sport, coming up later.
52:11And we're back and we're ready to wrap up the segment at this time.
52:14So, Sergeant and Corporal, you have the opportunity to speak to the public.
52:18What I would like to address or more or less indicate is that
52:23the Stolen Vehicles Squad, as a unit under the umbrella of the CIDCRO,
52:28we are relentless in our efforts to establish incursion as it relates to stolen vehicles.
52:35We are working closely with external agencies,
52:39the licensing authority, who work in tandem with us on various exercises.
52:44The most recent being that the court authority,
52:48during the festivities of the Great Race,
52:51we would have worked there for a period of one week.
52:54We would have had successes as it relates to
52:58the aspect of us being visible in the eyes of the public.
53:03This would have stopped the actors at deterrent as it relates to persons
53:08who are bent on carrying any stolen vehicles across to the sister isle.
53:11So, it was a success.
53:13And I would just like to also indicate,
53:16we have also employed the agencies within the police service,
53:21the Financial Intelligence Bureau.
53:23They work closely with us as it relates to the proceeds of crime.
53:27And as it's a work in progress,
53:30and we are steadfast in trying to stop this incursion as it relates to stolen vehicles.
53:36I would like to touch on the transferring of vehicles.
53:40Now, when persons sell their cars,
53:43sometimes they may not transfer it on time.
53:45You have seven days to transfer your vehicle by law.
53:49And this should be done because you don't know
53:52what the other person is going to do with the vehicle.
53:54And you wouldn't want somebody to commit some offense with your vehicle
53:58and it's still in your name.
54:00Additionally, when the transfer of the vehicles,
54:04the penalties for it may not be as much.
54:07So, that is something that we can look at to deter persons
54:12from not doing it in a timely fashion.
54:15But that would assist us greatly in stopping and curbing the sale of stolen vehicles.
54:23So, I hope that the information that you received here this evening, TNT,
54:27is one way you really take heed of this.
54:29I know we repeat ourselves over and over again, which is fine.
54:33But I just hope that every time we repeat it,
54:36you understand that we need to make sure that you are safe
54:40and you also make your vehicles, which is a huge investment, a hot target.
54:44To the officers, we'd like to thank you so much,
54:46representing the Stolen Vehicles Squad, Sergeant Franz Basch,
54:50and Corporal Kevin Fenton, being here with us this evening,
54:54representing the TTPS.
54:56We get ready for news coming up next at 7 o'clock.
54:58TNT, always remember, be pure and just,
55:00and have God in your life no matter what,
55:02and continue making yourself a hot target.
55:05God bless.
55:10TNT, always remember, be pure and just,
55:12and have God in your life no matter what,
55:14and continue making yourself a hot target.
