20:31Now there were two killings that took place.
20:33One in Mova and one also in Rio Claro.
20:36Now the one in Mova, a man was killed on Tuesday night when he was shot multiple times during a drive-by shooting.
20:43The incident that claimed the life of Ian Charles, also known as Flossie, was said to have taken place around 10.10pm at the corner of Mon Repo and Lavantale Extension Road in Mova.
20:56Police said at the time Charles was standing outside a parlor.
21:01He operated when a car drove by and the occupant opened fire, hitting him multiple times, including to the chest and face.
21:10Charles collapsed and died at the scene, said investigators.
21:13The shooters then sped off and escaped, police stated.
21:18Also, a man was killed while playing a game of cards on Tuesday night.
21:24Garnett Sidney was in a shed in front of a bar at the corner of Dad's Trace and Tabakit Road in Rio Claro when around 10pm a gunman alighted from a green Nissan B13.
21:39The masked man approached Sidney 29 and shot him before escaping in the car.
21:44Sidney succumbed to his injuries at the scene.

21:57First of all, I think I want to congratulate you all on how you all started the show and positive comments you all have made.
22:05In regards to what the officers said in relation to the police's efforts to solve crime or reduce crime,
22:15I think the problem that we have in Trans-Ubego goes beyond simply just criminal activity and criminal behavior in Trans-Ubego.
22:23So to speak, when they were thinking that the issue of crime is happening with a selective few amount of people in society,
22:32I think the problem really is that we have a cultural behavior that is supporting crime.
22:38I'll give you an example.
22:39I don't know if you're familiar with Mokoya, like where you might be.
22:42The Mokoya Road comes out onto the highway, and there are three lanes, two lanes that exit onto the highway and one that exits that tracks the Trans-Ubego to east.
22:51And you wouldn't think that farmers are criminals.
22:55Nobody would think that.
22:56They would generally think farmers are hard-working people.
22:58Let's put the effort in.
22:59These farmers come here every night with me, and they come to the line after going to the market.
23:04And last night, as an example, this is happening.
23:06This has been happening for weeks.
23:08These farmers will park on the three lanes and block the entire road.
23:12Park, I'm telling you.
23:13They park their vehicles on the three lanes.
23:15The police is across the highway.
23:18The farmers have no respect for the fact that the police are right there, and they're preventing the people from driving to come out of the Mokoya Road to get onto the highway.
23:26You know what people do?
23:27They bypass the exit, and they use the Mokoya entry route to get past the farmers who are parked there.
23:36When you look at that behavior, obviously these are people, hard-working.
23:40They want to get to this market.
23:42But that is criminal behavior.
23:44That is deliberately breaking the law.
23:47And these are the same people who will come and say, you know, bandits robbed me.
23:52This one take my goods.
23:53And they will complain about the police not doing their job.
23:56But the police are right across the road with me.
23:59And that's the behavior.
24:00And they've been going on for weeks.
24:02And you tell me now, it's your crime.
24:04It's not just the police that you consult.
24:07It's a societal behavior that has to change and requires every person's input.

25:00You're going to have a culture of criminality and lawlessness continuing to manifest itself.
25:06So, that's why I'm speaking implementation and enforcement.
25:09But the caller, you're on point in relation to if we really want to look at this issue of crime, we need to look at it from the very simple offense all the way to the capital offense and looking at other institutions.
25:19And hence why the caller recognized, Whitney, where we begin.
25:22When we're looking at crime prevention, the importance of what?
25:25Other bodies and agencies to assist in the overall response where criminal activities are concerned.
25:31So, caller, thank you very much for your submissions.
25:33We tell you as persons in society to break the law and not understanding.
25:38It's like almost saying if we're comparing a white lie is not really a lie, but it's a lying.
25:46Yes.
25:47This is our so-called big lie.
25:48Yes, of course.
25:49And, you know, what we may see as a simple obstruction, Whitney, you know, and God forbid that will happen.
25:55That could result in someone getting into a very serious accident that may lead to someone losing their life.
26:02So, you know, it can manifest itself, you know.
26:05So, I'm happy that the caller directed us to where a cultural issue.
26:10But I want to match it by the failure to enforce the law will continue to manifest that culture of lawlessness and criminality.
26:19So, as we open the show this evening, we spoke about missing persons.

26:32But where does the law step in to assist with victims who maybe was once a missing person
26:38or we still have missing persons out there, where does the law step in?
26:42Whitney, this issue of missing persons, in my respectful view, is a very, very serious issue.
26:47Because we are speaking here where if the dignity of the human being is not at stake, it is definitely threatened.
26:54Let me begin with that.
26:55We are speaking about not animals and flowers and not, you know, I don't want to discriminate or be prejudiced to the…
27:02I don't want to say be careful, I don't have animal lovers out there.
27:04But, you know, from a human being context, a human being, a missing person and to match it, a human being who maybe what?
27:12A father, a mother, a sister, a brother, a child, significant other, right?
27:17So, the soft aspect is and the emotions are definitely there.
27:25Now, when we are speaking missing persons, I want to just emphasize that a person who should be seen or heard from
27:33at a time when they should be seen or heard from and is not seen or heard from at that time
27:39and is reported as a missing person will be a missing person.
27:44And why I'm saying that?
27:46I do not want us and I've heard it many times and I want to remove that immediately.
27:50This issue of saying that someone is missing but you're waiting for 24 hours after,
27:54that I want us to be very careful.
27:57If you're supposed to see your son at 4 p.m., you haven't seen or heard from your son at 4 p.m.,
28:03at that point in time, you can lodge a missing report.
28:08The sergeant said that yesterday as well.

28:11From the time he realized that, you know, the person is not where they're supposed to be.

28:17Now, what happens in terms of practice and when the police are now called in,
28:21where they take the necessary information in terms of proper description,
28:24the last clothes that the person was wearing, last sighting of the individual,
28:27where that person may have gone to, whether that person has a tendency to be a missing person.
28:33After we capture all that information,
28:34what normally happens is that the families are normally in conjunction with the police
28:38to now maybe check to see where the person normally frequents,
28:41call up a family member and that sort of thing,
28:43or if there's a grievance between the family and someone leaves the home.
28:46So that period of investigation starts to be able to now try to look for that individual.
28:52Now, why I said that missing persons are very sensitive to me
28:56is that a missing person can land you into the anti-kidnapping act where someone is kidnapped.
29:01It can land you into a kidnapping for a ransom.
29:05It can land you into a kidnapping where the purpose is to exploit that person,
29:09whether sexually, labor, or otherwise.
29:11Hence why I'm saying that a missing person should be attracting all the state resources
29:17to be able to find those persons.
29:19So from a law perspective, even from a departmental order, standing order perspective in ATTPS,
29:27the commissioner's instructions are very clear in terms of what steps that should be taken
29:33and steps in the context where it must be investigated.
29:36Even the law places a duty and an obligation on police officers
29:40where a report of a missing person as a person who's kidnapped,
29:44or there's the intention to do it,
29:46police officers are obligated in law to take the necessary steps that are required
29:50to ensure that they detect that offense, rescue that person, or prevent the crime from happening.
29:54So missing persons, very, very significant.
29:57And both the law and the police procedure and policy requires expeditious, continuous action.
30:05And in my view, no investigation should be closed when you have a person missing.

33:00My concern that I want to address is that the police have been taking a lot of jamming for the crime situation.
33:09And coming from a lot of leaders in the business community and others.
33:15And they are not commenting on the majority of other people who are doing well in the society, who are assisting the police as best as they can.
33:28But we are just seemingly hammering and bringing down the morale of police officers.
33:35And these are coming from supposedly knowledgeable people in the society.
33:40And, you know, I have to ascribe some of the blame also to the press.
33:46That particular radio station on the morning that spends 95.5% of their time speaking about murders every morning.
33:57I have now dubbed them as the murder station on the radio.
34:03Because they don't seem to talk about all of the good things that are happening.
34:08While Corporal Ali was very correct in mentioning one individual with respect to the Olympics.
34:16I want to congratulate all of those who have been at the Olympics for Trinidad and Tobago.
34:23Because they are the ones that we are supposed to use also as shining examples to the youth who are involved in behavior of one type or another.
34:33Because that is how we can assist the police in combating crime.
34:39This is how we can assist parents and neighbors from ensuring that the individuals that they know, that they need, the family that the Prime Minister speaks about, can assist the police.
34:53If they see something, say something.
34:55And we need to stop these individuals in leadership from constantly condemning the police while they are themselves not doing anything but talking and belittling the morale of our police officers.
35:12So I congratulate Corporal Ali for all that he has been doing.
35:16And in fact, to be on the tape with the other officers who come on board, who try their best to build that morale.

36:07And while we may be critical and rightly so, it's important for us to also find that balance in terms of uplifting the various ranks to ensure that we get highly effective and operational TTPS.
36:20So I want to thank you very much for that.
36:21And endorsing the role and power of support, Whitney.
36:25Again, the Kola Hafong favor in the way that we begin.
36:28So, Kola, I want to thank you very much.
36:30Whitney, not to digress, but it was important for me, too, in relation to the missing persons.
36:35And I know you want to ask another question.
36:37Just before you ask that question, many times we do not look, or I should say focus on what we call the victimology.
36:47And it's important for us, not only from a law enforcement perspective, but as a society, to start looking and studying victim and potential victims.
36:57And the reason I'm saying that, if you look at victims and potential victims, it might possibly assist you to be able now to take steps or to conduct yourself in a manner where you may be able to prevent when things occur, and in this case, missing persons.
37:14And while I may not have stretched it to persons who may be suffering from mental illness, Whitney, there are persons who go missing as well.
37:22And little do you know, they are actually suffering from some medical condition that may cause them not to be in that right thinking context.
37:32And they stray for a while, and then when they get that level of consciousness, then they return home.
37:37So, it's a very sensitive area, and hence why I'm saying that the victimology of persons who are reported missing, even when they are rescued or they return home, it's important for us to look at that victimology.
37:49And so that we can learn from those examples. And I know that you have a question that maybe...
37:53Yes. Now, before we go to that, I wanted to touch quickly on what the caller said with his second observation, I'll have to say, with the media and the media being myself also.
38:04Yes.
38:05And the way in which we highlight or bring forth information when it comes to crime.
38:10Yes.
38:11Do you think, in your opinion, professional opinion as well, where we could be also the problem in the way in which we sensationalize crime?
38:22Are we really sensationalizing or we are just telling the truth of what it is that's happening in the country right now?
38:29Well, I'll say this with some level of humor. When you are on a platform that is indicative of the media, I'm on a media platform here as well, it's important to be responsible.
38:41And responsible in terms of our reporting, our journalism, and so forth. And while the media enjoys a very sacred constitutional right, that freedom of the press.
38:51The freedom of the press, like other rights in that particular Section 4 of the Constitution, is not an absolute right.
38:57In other words, yes, you want to be critical. Yes, you want to uphold democracy. Yes, you want accountability and transparency.
39:03But the responsibility will lie in looking at what? The bigger public interest.
39:07So, yes, you may say, okay, on one side, the public interest requires that we broadcast.
39:12But on the other hand, there's also a strong public interest to say, okay, if we are not careful, we can be what? As you use the word, sensationalization.
39:21Or, in the world of gang activity now, you might be surprised, but gang leaders and gang members, they love to see themselves enjoying that spotlight.
39:31Because that in itself is a means of what? Inducing persons to say that, okay, I'll choose X over Y.
39:37So, I want to leave the media having a very important role. Enjoy that constitutional right to its length and breadth.
39:46But also recognize that there must be a proper balance. And that balance will always be measured with the pulse of what's happening in Trinidad and Tobago.

42:48The Trinidad and Tobago Police Service, the TTPS, is currently searching for an inmate of the maximum security prison, Aruco,
42:56who escaped custody while seeking medical attention at the Eric Williams Medical Science Complex that morning.
43:03Hakim Ismail Mohamed, 27, aka Nelly, also known as Satan, whose last known address was Wolf Trace, Maracas, St. Joseph, St. Martin Street, San Juan,
43:17was last seen in the institution around 3 a.m. on Sunday, 4 August 2024.
43:23He had been charged with murder and robbery offenses. Mohamed is 6 feet tall, dark brown in complexion with a medium build, black hair, brown eyes, and an oval face.
43:35Anyone with information that could lead to the recapture of Hakim Ismail Mohamed is asked to contact 555-999-800-TIPS
43:47so we could recapture this individual. I know the TTPS is working relentlessly to find this inmate.
43:56And I must also join with you, Whitney, and indicate that apart from looking at the members of the public moving into action,
44:03and I use the word, you know, loosely, to flush this individual out and back into state prison,
44:09persons who are, or who may be harboring or inclined to harbor this person, you can also be in contravention of the law,
44:18so be very careful that you're not harboring someone who should not be enjoying the wider society,
44:24but within the state prison, and awaiting judicial intervention.
44:28So I just want to make mention of that, and you know, we are looking forward to all your support
44:32with reference to, you know, rearresting this person as soon as reasonably practicable.
44:38Yes. Now, we speak of missing persons, and minors will always come into the conversation here,
44:44because we see a lot of minors now more than ever, that throughout Trinidad and Tobago,
44:51that we're seeing them in social, not in, but on social media, asking for assistance to find their daughters,
44:59their nieces, their granddaughters, grandsons, and all.
45:03If these missing young persons or minors are found, and they're found in the custody of, let's say, not a family member,
45:12not even a relative, but in the case of an adult, what happens?
45:19Yeah.
45:20Alright, so we think let's begin with this, let me deal with it in a structured way.
45:24Let's recognize a person 18 and under will be captured under the Children's Act as a minor.
45:31There's a very interesting development under the Anti-Kidnapping Act as well,
45:35that in that particular act, it talks about someone who is 16 years and under,
45:42cannot consent to be taken away, or to be in a person's presence against their will,
45:49or to consent to be in another person's presence, a person 16 years and under, under the anti-kidnapping.
45:54So we are seeing two contexts, one from the Children's Act, 18 and under, and one from the anti-kidnapping, 16 and under,
46:01where that person cannot be given consent for somebody to continue to keep them with them,
46:06and someone who's not a parent, or legal guardian, or any person who has any right for those persons to be in their presence.
46:14So let's begin with that.
46:16So the question that you ask, if, and in fact before I answer that question,
46:20parents, this now also requires the duty and responsibility you have to ensure that you supervise your children properly.
46:28So this is not a situation where you are reckless or you are negligent in terms of rendering that care,
46:34and care meaning as well, knowing where your children is or are, as the case may be,
46:38and to ensure that they are not exposed to any form of harm or suffering.
46:42That's correct. So with the plethora of, I should say, or the number of responsibilities that is imposed on a parent or legal guardian,
46:52the question is now, a child under 18, or in the case of the anti-kidnapping under 16,
46:57found in the presence of someone who, in simple terms, do not have the authority to have that person.
47:02I wouldn't answer it in a straight case of now initiating criminal proceedings against that person.
47:08That child must be interviewed. When that child is interviewed, if you are hearing things that, for example,
47:14that child, did you ask him to leave? Yes, officer, I asked him to leave and he said, no, I'm not leaving.
47:20Okay.
47:21I'm just drawing references.
47:22Yes, yes.
47:23Secondly, were you, and let's say mostly a female, were you touched inappropriately? Yes.
47:28He had me naked. Or she, as the case may be.
47:33Third, how long have you been here? For 48 hours. You had anything to eat? No, nothing.

47:57This is where now you start to now be thinking criminal proceedings or criminal investigation based on the evidence that you have.
48:04So it can be a very serious issue. And last but not least, the issue of kidnapping act.
48:09Let's say, for example, that child was there and there's some demand being made to say, okay, let's say, you know,
48:16simple as it is for some consideration, may there be money, may there be other properties for to release that child.
48:23Those are very significant things. And definitely you can be answering to the criminal courts with reference to that.
48:28But quality investigation, managing of the crime scene, detailed interviews with the victim, and also the parent in those circumstances.
48:36Could you imagine you interviewing a parent and to ascertain how that child end up in that child's care?
48:42The question is, if parents are found in neglect, they can be answering questions as well.

48:58The leadership of the TTPS listened to your program attentively because I believe the TTPS has to start looking inwardly with respect to transforming the police.
49:13I think a lot of effort is done on promotion.
49:16And you know there's a marketing slant, the four P's or the five P's now.
49:21You all focus on promotion and you don't have the product or the service.
49:26You will understand what I mean.
49:28Because a lot of people, a lot of citizens like myself, ask to see where the service is.
49:35When you make a call, you can't basically get in touch with the police.
49:38The other thing I'm going to be a little bit facetious and put the accident directly to the police officer there, is oversight by Obeah Stachelbart.
49:49Because you're expending a lot of time to go and look after Obeah Mann.
49:54And if it's not Stachelbart, then you'll have to open a file on the man who said he was in Kilt Millies, known next to Lakota.
50:02And it ultimately led to the demise of a former prime minister.
50:07You understand what I'm going with it here?
50:10And the third thing, treat children, escape or get lost from a children's authority home.
50:17What is the status of that?
50:19Because it comes back to Julia Jew's report.

51:18And I hope that the Anti-Kidnapping Unit, the Child Protection Unit, and even the Children's Authority are actively engaged with reference to trying to identify and locate these three persons.
51:27And including if their parents or guardian are alive.
51:30This is an opportunity where I don't know what may be the arrangement between these three children and the parents or guardian.
51:35But they also have a role and function to be able to assist in relation to where these three persons are concerned.
