03:05Now, we see in the newspapers that many persons are saying that they need assistance with
03:12missing persons throughout Trinidad and Tobago.
03:14We're seeing more and more faces, names popping up, not just on social media but in our newspapers
03:20asking for assistance to find individuals.
03:23Some of the persons who are found, most of the times they're found dead.
03:28What is the TTPS doing to assist in missing persons throughout Trinidad and Tobago before
03:33we reach the stage of finding their bodies in places that, of course, we don't want to
03:39see our loved ones?
03:40This evening with us, no stranger to the show, we would like to welcome the officer
03:44from the Northeastern Division, Senior Superintendent Mervyn Edwards, who is here with us.
03:48Good evening to you, sir.
03:50How are you?
03:51Good evening, Ms. Husbands.
03:52Good evening, Trinidad and Tobago.
03:54A pleasure to be here once again to share with you.
03:57So, let us know a little bit what's going on in the division from the last time you
04:00were here.
04:01Any changes or are we still at the same state?
04:06In the Northeastern Division, we continue to strive for excellence.
04:11There are some changes that have been implemented and they are, in fact, bringing fruit.
04:15At this present time, we're experiencing, despite what has happened throughout Trinidad
04:21and Tobago, we have a 40% reduction in murders.
04:25Because compared to last year, we have a 63% reduction in shooting and woundings and we
04:31have seized 43 firearms as compared to 45 last year.
04:35We have a little challenge with the robberies and we are also seeing an upward trend in
04:43the reduction of stolen vehicles that, in the first six months, created some challenges.
04:48Solve rate is at 16%.
04:50It is not where we want it to be, but we continue to work towards that.
04:54We are seeing that plans that were implemented are, in fact, bringing fruit.
04:58We are looking at the trend, the downward spiral, and the 10 divisions, we are number
05:04one with the reduction.
05:05Last year, around this time, Blanchiches and Muva were, in fact, very challenging areas.
05:12However, we are having some successes.
05:14Blanchiches, where the soldiers are there on a regular basis every 48 hours, four soldiers
05:20together with the police.
05:22In Muva, we have six soldiers in the morning, six in the night.
05:25We are seeing that we have pushed back the criminals, so to speak, where we are seeing
05:29some successes there.
05:31Now, we are seeing what went over the weekend, the murders, the bloody weekend we had.
05:38You mentioned having the defense force with the TTPS working in your division and you
05:44are seeing that they pushed back and able to have some sort of control with the crime
05:48situation in your subdivision.
05:50Now, we are looking at the entire country now, apart from the division that you are
05:54in charge of.
05:55Are you seeing the defense force being used a little bit more could assist with the control
06:03in the crime situation because everyone is looking for an answer, everyone is looking
06:06for a solution?
06:07Any assistance with boots on the ground is valuable.
06:11It will assist in that presence outside to detect terrorist violators.
06:17Now, the terrain and the geography of each division is different.
06:22What is being experienced in Eastern Division, you see squatting and so on in Valencia and
06:28other places, the dynamics is different.
06:30The dynamics in Port of Spain, the hilly areas and so on, and the gang warfare is a little
06:35bit different.
06:36It is sad to see that a woman who went to a motor vehicle dealer shop was murdered.
06:41A taxi driver in Sandy Grande, yes, Mr. Charles, who was brutally murdered as well while on
06:50the job so that when we look at it, the challenges that are out there, it is wide and all encompassing.
06:57It puts stress even with the theorists with predictive policing.
07:01When you look at strategies in terms of the analysis, temporal and spatial analysis, and
07:07putting policies in place, you are challenged now because sporadic.
07:12So we are looking at and treated with it.
07:14And if you allow me, ma'am, when we look at the children, and I did some research
07:20and we are looking at the present situation and the causes of it, ma'am.
07:25When we look at it is a societal effort that is needed holistically where institutions
07:30like the schools, the home, and the churches, we want to get everybody involved where we
07:37are falling down.
07:38When we look at issues, and just to go back a little bit, the barren children or the latchkey
07:43children as we term them, where persons went abroad in the 60s and sell items for the children,
07:49where persons have keys to whom the children are left alone.
07:52And coming out of it now, the discipline.
07:55We have in families, we do research, and in my town meetings, I've met with persons and
08:00speak with them, members of families ask me to speak with their children, and some parents
08:05are afraid of their children.
08:06Some parents allow their children to run the home, and they no longer say, Mom and Dad,
08:11they call you by your first name, and discipline.
08:13And these good children, they would bring things into the home, illegal items, and nobody
08:18challenge them, we don't stop it, so that we need to look at it holistically.
08:23The police gets the end of it, and we have to treat with them when, I remember, former
08:29Prime Minister and President said, streams in the rivers, and rivers in the seas, bend
08:34the tree, rile it young.
08:35So we need to look at it, and what I do in my division, and the Commission of Police
08:39through the Community Policing Initiative, is we go at the children, the police, youth
08:43clubs, and so on, to bring them in where you instill that discipline, and to get a better
08:48child.
08:49All right.
08:49So before we head into the headlines, you know, we always reach out to the public, to
08:55ask the public to assist the officers in, if you see something, say something.
09:00Do you think that the TTPS's approach to being, I don't want to say solely dependent on the
09:07public, but it is almost like you need us more than anything else to solve some of the
09:13crimes that are taking place in the country.
09:15Is that the case?
09:17No, it is not, ma'am, but I see with this is important.
09:21We have CCTV footage.
09:23We have cybercrime and the tracing of phones and so on.
09:26We are into the realm of ballistic testing.
09:28We are into the realm of DNA and so on.
09:31We are looking at modernized investigations, so that, yes, the public and information,
09:36because the police will gather intelligence, information that you give, and I can tell
09:41you, from where I stand in the division that I run, every Wednesday, the public is accessible
09:46to me between 9 a.m. and 1 p.m., and I have got only, last week, three firearms were taken
09:51off the street, including a rifle that was found and moved, and it is based on information
09:56with persons coming in and speaking, doing a confidential way, and the tongue meetings,
10:00the walkabouts.
10:01What we do is, in my division, and the commissioner has given the instructions, tongue meetings
10:06in all station district, walkabouts.
10:08We do that weekly, and in meeting people, because we are doing a repair job.
10:14We are doing a repair job and trying to win the confidence of the public, and it is a
10:19slow work, a work in progress, so to speak, but it is happening.
10:24All right.
10:24So, at this time, let's take a look at what made the headlines today.
11:14And we are back, and of course, you saw some of what made the headlines today, and we are
11:37going to dive straight into it now.
11:39When we go to this story here, support is something that many of us seek, right?
11:46I don't know if I am wrong by saying that, but we all need it, and in losing a loved one, we
11:52expect to see the support and concern of members of the TTPS, and in this case, with this story,
11:59Shakeem Charles, where his body was found in Penal Saturday morning, five days after he was
12:03reported missing.
12:05They spoke about the comments the relatives made, stating that the Minister of National
12:11Security and the Commissioner didn't really show that support.
12:16They were very silent.
12:16Now, what was stated in the Trinidad and Tobago Express, they stated the entire country had a
12:22rally around the support behind the family during the search for the brother.
12:27However, the support fell short when it came to the government being very clear.
12:32They're not blaming the Prime Minister, Dr. Keith Rowley, but it is also the responsibility
12:38of the Minister of National Security and the Commissioner of Police to come out and say
12:44something, but they were silent.
12:47Now, it's selective because persons will say they did say the Commissioner or the Minister
12:54will come out and make statements, but I want to know from you, when should the officers
13:02or the Commissioner or anyone in charge of TTP has come out to say something about a
13:07situation that has transpired with a missing person?
13:10Ma'am, very good question.
13:13The Commissioner of Police and members of the executive did speak on the issues over
13:18the weekend a press conference was held.
13:20However, from me, I want to express sincere condolences to the Charles family and all
13:26the murder victims over the weekend and all murder victims for the year so far.
13:31In treating with missing persons, the police service, we are governed by standing orders.
13:36There's a standing order, SO51, that was amended in 2006.
13:41If we recall when Sean Luke went missing and they wanted to wait, the police officers
13:47then said to wait for 24 hours.
13:50The so-called standard protocol is that the police officer at the station must take a
13:55report, immediately inform the anti-kidnapping and the homicide, and we activate the visit,
14:03take statements, get photographs, start to do that inquiry backward.
14:07The anti-kidnapping, they are persons that will interact with the family.
14:11We have the victim and witness support unit.
14:13In this instant matter, we have a member of the organization, TTPs, who was also involved
14:19in the investigation, attached to anti-kidnapping.
14:22So to say there was no police involvement...
14:25No, they didn't say they had no police involvement.
14:27No.
14:28Remember?
14:29All right, so before we reach there, the first stage that you said, you have to wait
14:3324 hours before...

14:35That immediately, that was rescinded in 2006.
14:39So if someone feels that something is wrong with a family member that's supposed to be
14:43home by 9 o'clock and by 11 o'clock they're not home, they could call and...

14:54The police officer taking that report immediately must inform the anti-kidnapping and the homicide.

15:11We visit the scene, try to go around, telephone and using the technology, using the vehicle
15:16and so on, the trace, looking at CCTV coverage, whether it is available or not.
15:21And we activate.

16:25body was found of this gentleman, we didn't hear any outreach from the minister of national
16:33security nor the police commissioner.
16:35I think that is the concern they have.
16:37So that is what they're saying.
16:38And we will touch on the response time when it comes to missing persons, because this
16:43is a matter where we're seeing more and more persons are being in this situation and missing
16:47and the public will need to know how to deal with that.

16:51The matter was addressed, even though not directly by the commissioner, through the
16:55officer's under house supervision.
16:57This ASP homicide yesterday, Mr. Brandon John, and I am here today.
17:02We are treated with the matter and the investigation is ongoing now.

19:30I want to know your thoughts on your feelings with the weekend, that bloody weekend we had
19:34and the members of the TTPS, not just your division, but at large.
19:39Are you all overwhelmed by hearing these numbers?
19:43Ma'am, one murder is too much.
19:46But the police service have stood the test of time.
19:49We are resilient.
19:51The police service, we continue to modify our strategies as we see things taking place.
19:57We look, we have the crime and problem analysis unit where we look at what is happening and
20:02we modify our behavior towards it so that part of our training is to protect our citizenry.
20:09Some people might say we are not doing a good job, but effort is being expended, a lot of
20:14training and the directives we had meetings over the weekend up to yesterday and this
20:18morning where we are looking at strategies that cannot explain them now.
20:26Of course, of course, so that what we are looking at, we are putting things in place
20:30and where things that have worked in the past to get them to work now.
20:34So I understand or I heard there's a crime plan.
20:38So has this crime plan been under review and is it ready to go?
20:44I know you can't tell us exactly what is a crime plan, but is there one?
20:48There are targets that there are violent crime reduction plan that has been in focus
20:53since the beginning of the year.
20:56And when we look at it, 10% reduction in murders, 15% reduction in violent crimes,
21:0310% reduction in lasting motor vehicles and fatal accident, 5%, looking at a detection
21:09rate of 25% and some of the targets we are meeting them.
21:13There are challenges now with the increase where murders have increased.
21:18We go on past last year, 315 to 323.
21:21So we have a 3% increase in murders at this present time.
21:25But where the violent crime, we have a reduction of 16% and 18% in the serious reported crimes.
21:32In some of the divisions, there are more successes than others.
21:35So at the commissioners comes that where we meet and look at the statistics, look at analysis
21:40and trends and so on and instructions are given for officers to go.
21:44The thing is now accountability, responsibility and reporting relationships to get these things
21:51done so that the divisional commanders are ultimately responsible and then to report
21:56to the executive.
21:57Because each division has a different culture and of course some of the challenges will
22:01be different in each division.
22:03And I say to you ma'am, culture and strategy, culture and divisions will impact your strategy
22:08any day.
22:10Good plans are laid out but the culture, I have worked in several divisions over the
22:14past 35 years and at different divisions, you have different behaviors.
22:18So you need to tweak it as I said, Southern Division, Southwestern, Port of Spain, Western
22:24Division.
22:25Each situation is unique and it is up to the divisional commander as we are doing to implement
22:30strategies for your area.
22:32Okay, which makes sense.
22:33So let's take a look at what took place with robberies throughout the country.
22:38Arabian Grill robbed near Monroe Road in Kanupia and again this is something that we are seeing
22:44a lot of vendors being targeted a lot now where persons are being robbed of their monies
22:54and here as we stated, try to make yourself a hard target so there are cameras that are
23:02strategically placed in this business place.
23:05But are they locals?
23:12This is in Trinidad by the way but the persons who are in the business establishment, I could
23:19be wrong, I am assuming here, so I am really assuming that they don't look like locals
23:26who are robbing these individuals here.
23:28Even the victims, ma'am, I am not familiar with the video so I will not be able to pronounce
23:35on it.
23:36This is the first time I am seeing it.
23:38So if in this situation here, what should people do if they know these individuals?
23:44Now, if it is not only no, but the victims if you notice there, there is nobody is masked
23:50so if it happens in Trinidad, we need to get statements, identification cards later down
23:55the road.
23:57The CCTV footage, we might be able to send police officers to extract that footage and
24:02to be able to use that.
24:03It is not acceptable in court where the CCTV footage can be used to put it to the accused
24:09persons and that is good evidence to secure conviction.
24:13Because it is almost like four men, persons, could they call any police station?
24:17Well, we have a opened up policy, a warned up policy.
24:20You can call any station in Trinidad and Tobago and make a report.
24:24They must take your report and they will get it to the station concerned.
24:27The 999 is still operational.
24:29That is not an issue.
24:30Yeah.
24:31How could persons deal with if foreigners are the ones who are robbing them?
24:35What should we do?
24:36Is the same strategy the civilian should take as well?
24:40Again.
24:40Identify.
24:41Again, it is important.
24:42Physical description, characteristics are important.
24:45We look at issues sometimes whether they speak or not.
24:49We look at the behaviors and patterns, any distinguishing marks that person may have.
24:53We look at issues that are familiar.
24:57The surroundings and so on.
24:58Look at the vehicle numbers that they are leaving with.
25:00Sometimes it might be stolen vehicle.
25:02But look at the vehicle numbers.
25:03That could also help.
25:04Here we are seeing this is at 6th Avenue, Barataria.
25:08Batteries taken because the person decided that he needed his batteries back.

26:23But in this case here, what should these individuals do in the interim
26:28while these persons are taking these things?
26:30Look for items that they could identify them by.
26:34Again, we are seeing that the perpetrators are masked.

27:18Now, let's speak of response time.
27:21Where are we with the response time before we go to break with the TTPs?
27:24Are we seeing some sort of improvement?
27:26Because you could have a panic button.
27:29A person could call all these things and the response is very important.
27:33Okay.
27:34We have had increasing the fleet of vehicles and what has happened,
27:38we have set a target of 10 minutes response to certain crimes.
27:44However, when we look at it, different areas, as I alluded to previously,
27:49would be challenging.
27:50Far off areas, branches, sheds and other places, the area is wide.
27:54So it could become challenging.
27:56But what we have implemented in the divisions is grid patrols.
28:00So they'll have two and three vehicles covered in an area.
28:04We look at the borders so that they get in and out, you challenge people.
28:08So if a report is made and we have had successes where home invasions and
28:12we challenge people, some, unfortunately, some persons were shot and
28:17died, persons are still before the court.
28:19So that once it is there and it is working, we have success with it.
28:24So the grid patrols in lockdown areas and crisscross with the patrols.
28:27Again, you need to know your areas to know how to do your response time in an effective way.

31:02I personally believe that in order for an officer to become a corporal from a constable,
31:09it will take between five and ten years.

31:32Because in the event that something happens in the area close to them,
31:35they can't jump outside with a badge or pants or a shirt or a cap.
31:42Having a firearm with them will give them an advantage in assisting in the situation.

31:49The other one that I want to deal with is that I would allocate
31:58about 15 to 20 percent of the blame to the police when they're dealing with the rise in crime.
32:06Fifteen, twenty percent.
32:08And the other 80 percent to our electoral college.
32:13Because it is about time they stop stretching out the police.
32:17Everything happens to the police, police, police, police.
32:20That's not going to work like that.
32:21You have to put proper laws in place and proper procedures in place.
32:25So when the police are going to act, they're always going to have to deal with 20 percent
32:29of the whole issue.
32:32Those are my two contributions.

32:41Firearms are lethal barrel weapon for which ammunition can be discharged.

35:43criminologists who are coming out from our said universities and assisting?
35:48Do they even take the advice?
35:50Do they even have strategies?
35:51Because they are the ones who are studying the criminal mind and understanding the culture
35:55of our land.
35:56And they should be there to assist.
35:58But do you get assistance?
36:00And if you do, do you take any of the advice from them?
36:03The executive of the police service and within our ranks, we have numerous officers who have
36:10studied masters in criminology.
36:12Persons went to England and so on.
36:15Persons at the local university.
36:17We have the human resource, a skill bank, so to speak, where we have our officers, the
36:22crime and problem analysis unit, the CID, the fraud squad, the various sections.
36:28Yes, and assistance is sought.
36:31We partner with foreign agencies and, well, a lot of training is given officers.
36:37Three assistant commissioners went to El Salvador and spent three weeks.
36:40Other officers in terms of gang investigations and so on.
36:45So we have a lot of training with internal and external partners, international partners
36:50as well.
36:50But apart from the training, I'm speaking of the experts we have here, like the criminologists
36:54that we're seeing coming out and speaking out.
36:56Do they even send crime plans or strategies to the TTPS?
37:01Because they are the ones who are doing a lot of research and thesis on these incidents
37:07that are taking place in the country from a period of time to now to give to the TTPS.
37:12Are you getting that?
37:13Apart from the training, we're not speaking of the training.
37:16We're speaking of the expertise of these individuals from our said universities reaching
37:20out and sending out strategies.
37:22There's an executive secretariat that treats with policies and plans and so on where we're
37:28looking at and probably they are the best persons to speak on the matter.

37:40I'm trying to be good with all the negative killing that's been coming out of Trinidad
37:46from this standpoint.
37:48However, yesterday I tried to call in but I didn't get through.
37:52I'm calling from Orlando, Florida and my two cents in regards to the situation of the crime
37:59in Trinidad, the killings per se, is guns kill people, bullets kill people.
38:07Trinidad don't make any guns.
38:09We definitely don't make any bullets.
38:11But we have seen a lot of semi-automatic guns in Trinidad.
38:17Where are they coming from?
38:19One place I think that we can be overlooking that we can probably check, the yachts that
38:25come in Trinidad, do we have a general outlook how we check the yachts that come in there,
38:30Chinese boats, however, and the other perimeters around the country.
38:35Remember Trinidad is geographically 12 miles, 9 miles away from South America and Colombia
38:42as the number one of the gang and drug-related crimes in the Western Hemisphere is located
38:49right there.
38:50Is it possible we can look into that and forget at this point about the gang-related stuff
38:56and get the other thing you have to stop the guns and bullets from coming in the country?
39:02No.
39:03Let me make it abundantly clear.
39:05Guns and bullets kill people.
39:06I don't know why we are still asking to get a firearm.
39:11You can have a firearm in your hand, you know, but if I put it to your head, my firearm to
39:15your head, could you respond?
39:16I don't think so.
39:17So that is not going to solve the problem.

39:56crime reduction plan to increase of illegal firearms recovered by 15%.

42:38A Chaguanas man charged with one foot murder.
42:41A 32-year-old man from Chaguanas is due to appear virtually at the North at Criminal
42:48High Court today, which happened today after he was charged with the murder.
42:53Darren Seals, also called Scotty, of Carlson Field, Chaguanas, was charged after AG, Director
43:00of Public Prosecution, Mrs. Sabrina Chaglal, advised that the suspect be charged for the
43:07offense of murder relative to the death of a man who was beaten and burned in the Central
43:13Division.
43:14So a job well done by the officers there, making sure that the suspect was brought before
43:19the court and as we wait the conviction here with this matter.
43:23Now, we get ready, not even get ready, we're already in vacation mode, July-August vacation.
43:29And as we open the show, I mentioned earlier where we're seeing more missing persons.
43:36And it's young persons who are being in this situation here.
43:41To the parents, what could you say to them during this time where we have young ones
43:46who want to go out, enjoy themselves, and we have the young adults, when I say from
43:50the 18 to 21 age group, that will be out and about with their friends and trying to do
43:57what we used to do at that age?
43:59I appreciate the question, ma'am.
44:01I'm saying now that school's out, parents, have a handle on your children.
44:06Know where they are going, who they are going with.
44:09Look at the issues now with the technology that is in place.
44:13You can have apps on your children's phone to track them, apps in their vehicles and
44:17so on.
44:18But I just want to get back a little bit on, in the Bible, it says, trade a child in the
44:24way that he should grow.
44:26So when he's old, he wouldn't depart from it.
44:28So we look at the issues with the trading of children now because they are the adults,
44:32they are the tomorrow.
44:33So that means you disagree like me, where persons say you could make the child but you
44:38can't make the man, because I hear that saying.
44:39I think we have a foundation.
44:41Yes, we will make mistakes, but you need to lay a foundation at least, not so?
44:45See, if we go back again to discipline and from birth to seven years, where the child's
44:52mind and you formulate and so on, and we look at it to train them, because the behavior
44:57as a child would cry and beat up on the ground and so on and show tantrums.
45:01But if you don't deal with it and deal with it decisively, these same children come out
45:07to give problems.
45:08I remember Madre Padma when I was at primary school, dedicate your life to the service
45:14of God and your country, honor your parents, and I don't know if that is still being taught
45:18in schools and so on.

45:20But it is important when we look at it, the foundation to get these good children out
45:26to become good citizens.
45:27This is the foundation of any building.

45:44Because it's almost like, well, that's their choice.

45:50As a parent, I am particularly pleased when my children do well.
45:55On the other hand, when they don't do so well, I am embarrassed.
45:59It hurts.
46:00And if they are involved in anything, God forbid, it will be of concern to me.
46:05So is it that we're seeing more that some parents, not all, but some parents are treating
46:10their children almost like a friend or a bedroom or an adult at this young age and not really
46:17as a child where you are trying to mold and guide the child?
46:20Again, ma'am, we go back to society and coming back from that upbringing, parent-child relationship,
46:28yes is yes and no is no, having certain needs met and so on, and discipline.
46:34Discipline of the child from the tender age so that they will know that you're not getting
46:39this today and not when you cry, you get it.
46:42Not to break up toys, they get it.
46:44So you have discipline and they would learn from it.
46:46Even dogs are trainable.
46:48You tell them sit, they sit.
46:49So the children, if we train them, you and I are good citizens.
46:54Our parents did well and we are not expected to do that.
46:58And they pass it on to your children.
46:59Yes, ma'am.
47:00You're thinking about calling the interim at 623-1711 extension 1992, 1993 and 1997.
47:08So to the parents out there, we are urging you and you have your young children that
47:13may be going to camps and sometimes they may not have the devices, the phones that they
47:18will send their children with because they want them to participate in the camps.
47:21But the dropping off and picking up of your child is very important as well.
47:27Could you speak to the parents when it comes to that?
47:29Know the persons that your children are going out with.
47:34The camps that are happening, inform the police of the location.
47:38If you are going out to the beaches and so on, have the police involved.
47:42The community police in your area, communicate with them.
47:46Children that are home alone, check on them.
47:50Do not leave young children alone because idle hands will get work to do.
47:55So we need to be careful and monitor our children and their behavior.
48:00What are your thoughts now with sleepovers?
48:03I'm saying that because I know there are parents who will trust friends or even family members
48:10that will allow their child or children to sleepover.
48:13And that is a time where your child could be most vulnerable.
48:17Again, again, we need to be careful in knowing where your children are.
48:26Who are they going with?
48:28We need to be careful.
48:30And long ago, we used to say protect the girls.
48:32Now we need to protect every child.
48:34Every child.
48:37Because you don't know what is going to happen.
48:40Protect your children at any cost.
48:43When they are adults, they can do that.
48:45But the children, let them stay home.
48:47I think that's the best advice we could give.
48:49I know sometimes parents will want the support or not want.
48:52We need the support and you may have a friend or family member
48:55that they will be willing to assist.
48:57But you also have to take into consideration as well the major thing,
49:00which is the safety of your child.

53:11be a town meeting at the Fayetteville Government School.

53:15Superintendent Butch will be hosting that town meeting on the 26th.
53:20I will be at the Blanchie Shares Community Center, going out again in our efforts to
53:24establish good community relations and build effective stakeholder partnerships.
53:30This is part of our pillar, one of the strategies that we are working with in trying to build
53:36trust and confidence in the police.
53:38We are having some successes in Blanchie Shares.
53:40Sometime in August, we are to have a Sports and Family Day.
53:44We had it last year with the spate of murders, and we are seeing some successes.
53:48El Secorro, sometime before the end of the month, will be coming there as well to meet
53:53with you, to hear from your concerns, and to elicit from you ways in which we could
53:57better serve you.
53:58Please come out and let your voice be heard.
54:01Also, on Wednesday, tomorrow and every Wednesday, between 9 a.m. and 1 p.m., the Office of the
54:07Senior Superintendent, Northeastern Division, is open and available to members of the public
54:12to hear your concerns and seek to address them.

54:15So you have the opportunity out there to the public to do what is right, to assist in the
54:21best way you can in your communities, to find a way to control the crime that's taking
54:25place, not just in your community, but in the country at large.

54:31Again, I'm saying I believe in prayer, and if my people who are called by my name will
54:38humble themselves and pray, seek my face, turn from the wicked ways, I will heal the
54:42nation.
54:43We need to pray a little more.
54:44Commissioner alluded to it, and people laugh at it, but from where I stand, and I am seeing
54:53that God is more than able.
54:55Last year, this time, we were under pressure in Northeastern, and we are seeing that systems
55:00that were put in place is working, and we thank God the hand of God is with us, and
55:05we continue to strive for excellence, my lady.
55:08We continue to push to end up at 75% reduction in Northeastern Division.
55:14The figures are promising, and we are working towards that.
55:17Yes, we thank you so much, and as we say, we have to put God first in everything that
55:21we do.
55:21I definitely agree with that, and let's put some action, some work, our feet on the ground
55:27to try to find a way to save a lot of the young lives who are trying to go into crime,
55:34and try to find a way to control what is taking place in our country, because it is extremely
55:39wild, and we don't want to see any more innocent lives being taken, as we see, because you
55:44never know if it may be your turn, because we can't see the future, so let's find ways
55:49that we could stop what is taking place in our country.
55:52I'd like to thank the senior superintendent, Officer Mervyn Edwards, for being here with
55:56us, representing the Northeastern Division, and his entire team, continue putting in that
56:02work, and to all the officers out there that are putting their lives on the line on a daily
56:07basis to try to assist in what is taking place with the crime situation in our country.
