00:03:21My name is Whitney Husbands.
00:03:23Some things that we see on social media may be a bit disturbing.
00:03:27And others see it as sometimes being a bit advantageous.
00:03:32We saw a video recently this week where an individual with a
00:03:36camouflage bandana that it seems like the officers went a bit extreme.
00:03:44The conversation is always one of why are we still stuck in that position.
00:03:48And because I'm raising that today, we have our tenured law with us this
00:03:55afternoon to touch more on that.
00:03:57Because I need to know more on the laws of this whole camouflage situation.
00:04:03And is it an arrestable offense?
00:04:05Or is it one day a person will just be fined for carrying these items or
00:04:10wearing the items?
00:04:11Whatever it may be, we need to find out today.
00:04:13So with that being said, it's Legally Speaking Wednesdays and we have our
00:04:17tenured law, Corporal Ali, here with us to dive in a little bit more about
00:04:22some of the legal issues and concerns we may have that we have been seeing
00:04:26circulating and things that we see as laws that need to be fixed.
00:04:30We spoke on this already many times.
00:04:32But this time this bandana is one where how could you impersonate someone
00:04:38within the service with this bandana?
00:04:41Well, Whitney, good evening to you.
00:04:43Good evening to Trinidad and Tobago.
00:04:45Don't let me forget family and beyond, Jackie and others.
00:04:50And, you know, as I always do, persons who may be visiting our shores.
00:04:57Let me begin this afternoon, Whitney, before I, you know, respond to your
00:05:01question and, you know, probably use the opportunity to direct that question
00:05:06and, you know, to seek the answers from the appropriate authority, which is
00:05:12the Honorable Minister of National Security, who spoke very clearly on that issue
00:05:17where he was reading from a high court judgment with a reference to camouflage.
00:05:20So I'll return to that issue.
00:05:22But, you know, I think it's important for us this afternoon, Whitney.
00:05:25Twenty-three years ago, if I recall, the world, not only the United States
00:05:31of America, but the world was struck with an act of terrorism.
00:05:38And, you know, I want to join the international community this afternoon,
00:05:41together with yourself and Jackie and others, TV6, Trinidad and Tobago
00:05:45Police Service, the citizens of Trinidad and Tobago, to join with the
00:05:49international community in observance, or may I say, continue to express
00:05:54our deepest condolences to the persons who may have lost their life
00:05:58or their lives in that, you know, act of terrorism in New York
00:06:05and, you know, other parts of the United States of America.
00:06:07And may I extend it to all acts of terrorism that may be perpetrated,
00:06:12you know, around the world.
00:06:14You know, these are very, very serious matters, Whitney,
00:06:17and it must not be taken lightly.
00:06:21And as a society, you know, as a nation, as a country,
00:06:24as public officials, it's important for us to continue to learn
00:06:28from those experiences to ensure that we prevent such acts of terrorism
00:06:35or if, in fact, there's the intelligence to suggest that there may be
00:06:41conspiracies to commit, you know, acts of terrorism that we take
00:06:47the necessary action to ensure there is minimal damage or loss of life
00:06:51as the case may be.
00:06:52So I thought it was important this afternoon, a very serious matter,
00:06:55probably sometime in the future is the anti-terrorism markup
00:07:00in Trinidad and Tobago.
00:07:01I'll take the opportunity to go through that particular legislation
00:07:03because in the present status quo, I am seeing where some of the powers
00:07:07under that legislation, I want to advocate very heavy for some of the powers
00:07:12under that anti-terrorism act to be considered and incorporated
00:07:17in other acts that we have in relation to where the criminal division
00:07:24or the criminal jurisdiction is concerned.
00:07:25So I thought it was important to begin with that this afternoon, Whitney.
00:07:31Like always, Whitney, I think it's important as well this afternoon,
00:07:33I saw over the last 24 to 48 hours, we saw again, you know,
00:07:40the brazen shootings, murders.
00:07:45We even see an 11-year-old boy was robbed along the Charterbridge Road
00:07:49in Woodbrooke.
00:07:50And again, to Trinidad and Tobago, I am an optimistic person,
00:07:55and it's always important for me to ensure that you all remain optimistic
00:07:59that we can do this thing together.
00:08:01And I am hoping that the authorities, the higher authorities,
00:08:05the decision-makers will continue to pay attention,
00:08:09to continue to study these issues, these developments very seriously
00:08:14and take the appropriate actions to ensure that we uphold that right to safety
00:08:17and security all over Trinidad and Tobago.
00:08:20Just quickly, back to the issue of the camouflage.
00:08:22You asked already.
00:08:23While I will not go into the context because I'd like to read that law properly,
00:08:27under the Defense Force Act, there's a particular provision
00:08:30that speaks to Defense Force clothing.
00:08:33And also under the Summary Offenses Act, there's also a section
00:08:37that speaks to prohibited persons who may be patterning themselves
00:08:41with clothing that, and I want to use this word,
00:08:43that resembles the Trinidad and Tobago Defense Force.
00:08:45Now, why am I using that word?
00:08:47I'm using that word.
00:08:48What do you resemble?
00:08:49You resemble and also representing the clothing.
00:08:53The question is, if you are seeing, for example,
00:08:55like the bandana that we spoke about a while ago,
00:08:57the question is, and looking at the issues of the color and that sort of thing,
00:09:01it's important to look at it in its entirety to see whether, in fact,
00:09:04in all the circumstances, whether it's something that is closely
00:09:07or very similar to the Trinidad and Tobago Defense Force,
00:09:10then we are having an issue.
00:09:11But if it's not, if the colors are not associated with the Trinidad
00:09:14and Tobago Defense Force and you are seeing that it's not even a pants
00:09:17or a shirt or let's say we even check a bandana,
00:09:20is it something that is an issue from the Defense Force?
00:09:23So those are very significant things.
00:09:25But I want to direct citizens of Trinidad and Tobago.
00:09:27I know in that said social media publication,
00:09:31and whoever may have done that,
00:09:33I'm happy that they brought in the statements and pronouncements
00:09:37of the authority when we are speaking camouflage.
00:09:40The Minister of National Security who spoke very clearly
00:09:44with the support of a high court judgment
00:09:46so that the citizens of Trinidad and Tobago could be properly guided.
00:09:49And hence, I'm so even so careful on this platform to ensure.
00:09:52With you saying that now, I want you to take a listen
00:09:55if you have missed where the Minister of National Security said that statement.
00:10:01We want to play that for you to hear for yourself
00:10:06what was said from the Honorable Minister.
00:10:09Let's take a listen.
00:10:12Clothing or apparel means that if a handbag is in camouflage,
00:10:17that's not clothing or apparel.
00:10:20You follow?
00:10:23And it must so closely resemble,
00:10:25which means if it appears in pink,
00:10:28or yellow and brown,
00:10:31you follow me?
00:10:33Doesn't closely resemble.
00:10:35I continue, as may cause such person to be mistaken
00:10:42for a member of the defense force.
00:10:45Yeah.
00:10:46And we will definitely play that again later down in the show.
00:10:50So unless in the military,
00:10:52there is a different unit called the pink unit
00:10:56that wears pink camouflage,
00:10:59or something that is in the colors of skittles,
00:11:04I don't know.
00:11:05Yes.
00:11:06But it is clear from what he is stating.
00:11:08But the issue is,
00:11:09some of the officers in the TTPS don't comprehend that.
00:11:14Well, I'm happy that you take me in that direction as well.
00:11:19And this is where, again,
00:11:20a platform like this,
00:11:21and I will even advocate within the TTPS.
00:11:23It's important for officers to understand.
00:11:27I'm not asking them to be experts.
00:11:29There are experts who will advise them.
00:11:31But if you are policing,
00:11:33you are on patrol,
00:11:34you need to be aware,
00:11:36study,
00:11:37and understand exactly how the law operates,
00:11:39so that you will not find yourself in a position
00:11:41trying to enforce a law
00:11:42that really doesn't require your intervention.
00:11:44Or if you,
00:11:46and we have seen it many times,
00:11:48even go into a situation
00:11:49where there's no justification to go to the situation.
00:11:52So I'm happy that you all,
00:11:54again,
00:11:55Jackie,
00:11:56thank you very much for,
00:11:57and Whitney,
00:11:58for playing,
00:11:59I should say,
00:12:00a quote from the authority,
00:12:02the Minister of National Security,
00:12:03again,
00:12:04and reading in conjunction with the high court judgment,
00:12:07a clear explanation as to the issue surrounding camouflage
00:12:10and members of the public take heed.
00:12:13I will also advocate probably for that particular pronouncements
00:12:16to probably be placed in a document,
00:12:18maybe a notice,
00:12:19and again,
00:12:20disseminated to the wider cross-section of the public.
00:12:23But thank you very much for bringing that, Whitney.
00:12:25We'll touch a little bit more on that
00:12:26when we come back a little bit later on.
00:12:28Right now, let's see what made the headlines today.
00:13:16And we are back.
00:13:38So we're going to dive straight into some of the stories
00:13:41that have been trending,
00:13:42not just with the most social media,
00:13:45but right here on Beyond the Tape.
00:13:47So at this time, let's head to the Aranguas area
00:13:50where an incident took place.
00:13:52I want you all to pay attention to this.
00:13:55This is a home invasion happening in the Aranguas area.
00:13:59Now, again, this is where I know, Corporal Ali,
00:14:23that you always speak on being vigilant
00:14:25and aware of your surroundings.
00:14:28Even when you go home,
00:14:29because you feel most relaxed as you approach your home,
00:14:33you're saying, okay, I could drop my guard.
00:14:36And sorry to say the reality is we can't do that.
00:14:39Yes.
00:14:40Because we just don't know who is there looking at us,
00:14:42looking or praying for that moment to pounce on.
00:14:50Well, Whitney, I know that the video that you are showing,
00:14:57I'm quite optimistic that it will be engaging
00:15:01the law enforcement agencies.
00:15:03And without disclosing too much at this stage,
00:15:07I just want to give the assurance to members of the public
00:15:09that just a couple hours ago,
00:15:13there was a high-profile meeting,
00:15:15high-profile discussion involving some of the top units
00:15:19in the Trinidad and Tobago Police Service
00:15:21with some capability and expertise.
00:15:25And these matters,
00:15:27and not that we are looking at this recent one,
00:15:29but just the way that we saw the execution of that crime
00:15:34by criminal elements.
00:15:36And we know that that issue of home invasion,
00:15:39that we call it, but housebreaking, burglary, robbery,
00:15:42and in some cases have resulted in death.
00:15:45And we saw that in the Carson Field area
00:15:47is attracting the attention of the most elite units
00:15:53in the police service,
00:15:54and there's going to be a response in relation to that matter.
00:15:58So I don't want to give too much,
00:15:59but I just want to give the assurance to members of the public
00:16:01that it has not gone on blind eyes,
00:16:05or I should say in relation to an authority
00:16:08that is not paying attention in relation to that.
00:16:10Now, when you look at that particular video, Whitney,
00:16:13I want to make mention of something that I said earlier.
00:16:16You've seen, and I spoke about looking at the powers
00:16:20under the Anti-Terrorism Act
00:16:22to be able to deal with some of these issues
00:16:24that we are seeing here.
00:16:25And if you are looking at this particular crime,
00:16:27you'll realize that this crime,
00:16:29in my respect of view of housebreaking,
00:16:31or what may be a robbery,
00:16:32is not sufficiently punished in the laws of Trinidad and Tobago.
00:16:37And I want to repeat that.
00:16:38If we are seeing a proliferation, and I've said it,
00:16:40and I will continue to say it until I,
00:16:43or I should say I'm successful on behalf of the people
00:16:46of Trinidad and Tobago,
00:16:47that if we are seeing a proliferation of housebreaking,
00:16:51robbery, and events resembling what we are seeing here,
00:16:54these crimes are not sufficiently punished
00:16:57to begin where we are looking at where the law is concerned.
00:17:01Secondly, when we are looking at this particular video,
00:17:05you know what that looked like,
00:17:06and I don't mean to be making any comparison,
00:17:07but that reminds me when you're looking at,
00:17:09you know when you're looking at the channel
00:17:12that you see those tigers and those lions
00:17:14are chasing after those jeeps.
00:17:16That's correct.
00:17:17They are chasing after.
00:17:18That's correct.
00:17:19That is a clear indication
00:17:21if we are going to make that sort of comparison.
00:17:23So I'm saying that it is very serious.
00:17:25It is a significant matter.
00:17:26I know that it has troubled, you know,
00:17:28majority of the nation.
00:17:30And again,
00:17:31I'm taking this opportunity to call on Trinidad and Tobago
00:17:33for us to join hands,
00:17:34to be able to identify these persons
00:17:36and bring these persons to justice as quick as possible
00:17:40to be able to detect this crime
00:17:43and prevent other crimes from happening.
00:17:45Those who are involved in these crimes,
00:17:47I also take this opportunity to caution you,
00:17:51caution you to reconsider
00:17:53that you are going in into the castle
00:17:55or a place, as you said, Whitney,
00:17:57that should be a place of comfort for families,
00:18:00their children,
00:18:02a place where they may want to do their,
00:18:04perform their,
00:18:06do their homework
00:18:07and other religious aspects and so forth.
00:18:09Let us respect persons home.
00:18:11We are, it is,
00:18:13I cannot find words to tell you
00:18:15desist from affecting person's enjoyment
00:18:19of what we consider their castle.
00:18:20We are not going to condone it.
00:18:22And I want to assure members of the public that
00:18:24as we speak,
00:18:25there's discussions ongoing in relation to those matters.
00:18:28Now in this situation here,
00:18:29or the incident that took place,
00:18:3150,000 cash was taken along with cell phones.
00:18:34And this happened in the Aranguas area.
00:18:37Now this was caught on camera in the Aruka area.
00:18:39I want you all to pay attention to this.
00:18:43This is not the first video that we are seeing
00:19:12the reaction of persons when someone may have a firearm
00:19:16and is using that firearm,
00:19:18the nonchalant behavior of,
00:19:20oh, maybe a water gun is not that serious.
00:19:24And persons are now witness to a crime taking place.
00:19:30And in this situation here,
00:19:32we have many eyewitnesses,
00:19:34but I'm not sure further with this investigation,
00:19:38where we with it,
00:19:40but this just shows the importance
00:19:42of how persons in society needs to come forward
00:19:45to stop individuals who believe if there's an altercation
00:19:48or anything that they could pull out a weapon
00:19:50and do as they feel like and get away with it.
00:19:53And again, Brittany,
00:19:55again, because of the proliferation
00:19:58or the easy access to firearms,
00:20:00we are seeing what may even,
00:20:02and I'm not describing this video,
00:20:03but what may seem to be a conflict
00:20:06that should be easily resolved.
00:20:08You see that persons are reverting
00:20:09to that level of violence,
00:20:10which tells you the society that we are dealing with.
00:20:14And we must not be naive to that,
00:20:16that we are dealing with a society
00:20:17that the temperament and the propensity for violence,
00:20:24we are seeing it every day.
00:20:25And again, Trinidad and Tobago, all of us,
00:20:29we are not going to identify public, private, all of us.
00:20:32And you said that if persons who are
00:20:34in that particular status quo
00:20:36is aware of the suspects in those matter,
00:20:38it's important to bring it to that.
00:20:40We can treat to that within the rule of law
00:20:42and ensure that we set a legal example
00:20:45of persons who may be bent on breaching the peace.
00:20:47And if what may appear to be like
00:20:50the discharge of a firearm in the video,
00:20:52if that's a public place,
00:20:53beginning with just the discharge,
00:20:55within 40 meters of a road with all justification,
00:20:57you are entering into the criminal law.
00:20:59And when you investigate further,
00:21:00the possession of the firearm,
00:21:01possession of the ammunition,
00:21:03maybe the shooting with intent,
00:21:04we do not know whether persons may have suffered injuries
00:21:07in that incident as well.
00:21:09So, you are seeing that I can continue to apply
00:21:11many different offenses to a particular given situation.
00:21:14So, Trinidad and Tobago,
00:21:16let us continue to play our role.

00:23:34Anti-terrorism is the use of force,
00:23:37the use of force,
00:23:39the use of force,
00:23:41the use of force,

00:23:47And do we have different forms
00:23:50of terrorist behavior
00:23:53or acts that persons could be arrested for
00:23:55from persons threatening individuals
00:23:57on a video
00:23:59and saying they're coming to kill you
00:24:01or look out, whatever the case may be,
00:24:03or they have to actually commit an act?
00:24:06Well, what I indicated earlier with you
00:24:09is a topic that I want to deal with
00:24:12in a subsequent
00:24:16Beyond the Tape platform.
00:24:19But just before I proceed,
00:24:23let me indicate to you that
00:24:24when we are speaking anti-terrorism,
00:24:26I want us to take our minds to,
00:24:29and based on how the definition is worded,
00:24:31that it is an act or a person who
00:24:34does an act to compel a government.
00:24:37And when we're speaking of government,
00:24:38we are speaking state officials
00:24:41or an international organization
00:24:44to refrain from doing something
00:24:46or to do something.
00:24:47So in other words,
00:24:48it's a forceful action
00:24:49on the part of the person or the group.
00:24:51And the important element here is
00:24:53to advance our ideology,
00:24:55whether it be a religious, political,
00:24:57or ideology in a general sense,
00:25:00that the act that they are performing
00:25:02to advance that will normally result
00:25:05in maybe injury to persons
00:25:08maybe affecting the infrastructure,
00:25:11transportation,
00:25:12and that sort of thing.
00:25:13So I want us to understand
00:25:15that when we are speaking terrorism,
00:25:16we are speaking at a very serious offense
00:25:18that directed at, you know,
00:25:20basically the government,
00:25:23the government agents.
00:25:25And in our anti-terrorism,
00:25:26it also has a person who may
00:25:28intimidate a cross-section of the public.
00:25:31So it also has a public element in it.
00:25:33So it's a very, very wide definition.
00:25:35But the important thing in that definition
00:25:37is that it must be geared towards
00:25:39advancing a religious, political,
00:25:41or ideology in a sense.
00:25:42So that's what makes the difference
00:25:44when we are speaking terrorism.
00:25:45But I'll deal with that subsequently
00:25:47in terms of whether in the act
00:25:48there are other offenses.
00:25:49And for this purpose,
00:25:51because you asked about it,
00:25:52if there's one offense
00:25:53that I want to identify this afternoon
00:25:54because we have school presently unfolding,
00:25:57in that anti-terrorism,
00:25:58you have what they call,
00:25:59you know that where we refer to as bomb threats?
00:26:02Yes.
00:26:03Where you are calling and saying
00:26:04that there's a bomb planted here
00:26:05and that sort of thing?
00:26:06Correct.
00:26:07Right.
00:26:08In that legislation,
00:26:09it clearly criminalizes persons
00:26:10who may be inclined for that sort of conduct.
00:26:12And we see,
00:26:13I think last school term,
00:26:15or I think before,
00:26:16you've seen many schools
00:26:17were affected by bomb threats
00:26:19and that sort of thing.
00:26:20So hence why I'm saying
00:26:21that that particular legislation,
00:26:22I want to deal with it in a detailed way.
00:26:25But for now,
00:26:26I've just identified that
00:26:27when we're speaking hoax
00:26:28and the person making-
00:26:30Threats.
00:26:31Yeah.
00:26:32And communicating information
00:26:33that is explosive device
00:26:34or of mass destruction
00:26:36at a particular place,
00:26:37you can be bringing yourself
00:26:39under the criminal law.
00:26:40But the definition,
00:26:41just to summarize,
00:26:42the definition of terrorism
00:26:44is geared towards
00:26:45intimidating the public
00:26:47or compelling a government
00:26:48or international organization
00:26:50to do or not to do something.
00:26:52And the key here is
00:26:53advancing a political,
00:26:55religious,
00:26:56or ideology.
00:26:57That is the context of terrorism.
00:26:59We have a call on the line.

00:27:47get them to do.
00:27:48And he spoke about

00:27:50he wouldn't do
00:27:51and what prison officers
00:27:52bring in,
00:27:53whatever,
00:27:54whatever.
00:27:55I'm sure some
00:27:56one of you
00:27:57must have seen it.
00:27:58And he spoke
00:27:59a lot about
00:28:00and he spoke
00:28:01a lot of things
00:28:02and I find they continue,
00:28:03they continue
00:28:04to make these threats
00:28:05and he is right there
00:28:06so they know
00:28:07it's him
00:28:08and I think
00:28:09that something
00:28:10will be done about it.
00:28:11They will think that
00:28:12because they see him
00:28:13and they know
00:28:14what he said.
00:28:15Concerning
00:28:16what took place
00:28:17in Piti Valley,
00:28:18you know,
00:28:19we have single mother,
00:28:20we have double,
00:28:21we have triple,
00:28:22we have young people,
00:28:23we have babies,
00:28:24we have old people,
00:28:25they just don't care.
00:28:26And just imagine
00:28:27when this had happened,
00:28:2830 spent
00:28:29and 9mm shell casings
00:28:30were found
00:28:31and 2 live rooms.
00:28:32So I'm wondering now
00:28:33for the son
00:28:34who was not there,
00:28:35the son who was not there,
00:28:36they might have used
00:28:37that on him
00:28:38and he has to be
00:28:39careful too.
00:28:40And you know
00:28:41what is,

00:28:43officer Ali,
00:28:44is that people
00:28:45who could help
00:28:46to do something,
00:28:47because not only
00:28:48police officers,
00:28:49it's certain people
00:28:50who can help

00:46:52We are going back a little bit where the caller mentioned the video of the prison inmate making
00:47:00loose statements and when persons see it, you'll get some mixed reviews.
00:47:08When it comes to inhumane conditions in which these inmates, if not the majority of them,
00:47:16are staying in, that's where they have to be at because of the judgment laid. Maybe
00:47:21they are remanded or even if with the conviction, they are now sentenced to a certain time.
00:47:28Prisoners will say they had enough, their back is against the wall, they're not able to have
00:47:32the rights of a human being even though they are imprisoned, so they're lashing out. Is that right
00:47:39to say because they had enough? No phone calls, no interactions with their family, persons being
00:47:46mistreated, the way in which they're living, they're living in feces, they don't have proper
00:47:51beds, the meals may be not up to the standard. When I say the standard of just having a basic meal
00:47:58and things could be, we don't know, it could go on and on while they are almost like protesting.
00:48:03Well, I'm happy that you revisited that again with me because I'll simply say that
00:48:09while I recognize that persons may be aggrieved by particular and you use the word like the
00:48:14conditions and maybe a convicted person may be entitled to certain rights and that sort of thing,
00:48:19all I'm saying is that if you are affected, there are certain protocols. You have the prison
00:48:24inspectorate, you have the commissioner of prisons, you can seek counsel, you can reach out to your
00:48:28family and there are legal avenues in which you can ventilate it. But if it's falling on deaf ears
00:48:33and it has not been or they're not getting a redress for the situations they are faced with,
00:48:38what will be the next step legally then? Well, you know, it'll be interesting to see that they
00:48:43have exhausted all their avenues including even from an international context, you know, but
00:48:48the point I'm making is that while you may have the opportunity to express yourself,
00:48:51you also understand that the environment that you find yourself in is also governed by rules
00:48:56and in the first instance, you were placed there and in some cases, the person who was convicted,
00:49:00you were convicted of a criminal offense. So if you are there and there are particular rules and
00:49:03now in this case, the Miscellaneous Provision Law Enforcement Act which clearly prohibits trafficking
00:49:10in the nation's prisons and trafficking that impacts both the inmate and the prison officials
00:49:16and let me repeat that, trafficking that impacts both the prison officials and the inmate and I
00:49:23will even stretch the law to say persons who may be knowingly aiding the trafficking of prohibited
00:49:28articles into the prison which is an area that I want to test legally. So when you know that there
00:49:32is legislation that governs the conduct in a prison, it will be important for you to recognize
00:49:37that the rule of law still exists. So you just cannot wake up a morning despite how disgruntled
00:49:43you may feel or how aggrieved you may feel and just continue to breach the laws of Trinidad and
00:49:47Tobago. So that's the point I'm making that there must be some, you must be conscious that
00:49:53there are laws governing that institution and if you are breaching those laws, the police service
00:49:58which primary duty is to detect crime and infraction of the law and if that comes in our
00:50:04domain, we are obligated in law to be able to respond to that situation. But how are you all
00:50:08also treating with the officers who are adding fuel to the fire because they are the ones who
00:50:13really and truly are exposing their other comrades to losing their lives? Well Brittany,
00:50:21excellent point. I'm happy that you raised that in relation to again emphasizing that the
00:50:26intelligence suggests that prison and maybe even coming from the said video, that prison officers
00:50:33and we have heard this many times, I'm simply saying that the focus of the TTPS, they are also
00:50:39within the periphery of the police service. May I say recently, there was a prison officer who
00:50:45was charged for possession of cigarettes, prohibited articles, one pack of cigarettes,
00:50:51regardless if it's one cigarette, one pack of cigarettes, one phone, one sim card. That is how
00:50:56strict that the police service and I know we are about to identify Deputy Commissioner of Police
00:51:02Intelligence and Investigations but may I say that these investigations are coming under the
00:51:06portfolio, the prison intervention that I spoke about and the other investigations
00:51:11that we are speaking about is under that particular DCP and Deputy Commissioner of Police
00:51:17Intelligence and Investigation with support from her other two colleagues' operations.
00:51:22So I just wanted to emphasize that but I know you have something to read. So we'll be backing on what

00:52:11Now just may I just add something to the initiative by the Deputy Commissioner Intelligence
00:52:15and Investigation. That's the members of the public. Members of the public, you are calling
00:52:19for answers. This is an opportunity for you to, you know, use the opportunity to connect with the
00:52:25Deputy Commissioner of Police, express your concern, give your feedback. This is in keeping
00:52:30with the strategic plan of the Commissioner of Police and the Executive where you have pillar
00:52:36one which we talk about community engagement and partnership. This is a direct from one of the
00:52:41highest offices in ATTPS in relation to meeting with members of the public and also pillar two
00:52:46which is about public safety because what she's anticipating based on my knowledge is to get also
00:52:53that's review and solutions from members of the public so that the public and the police is going
00:52:58to be in the best position in relation to respondents to some of these activities. May I
00:53:03just also identify that it's an opportunity to bring the police service, you know, that if there's
00:53:09a distance or a barrier between the police and the community it's an opportunity to also, you know,
00:53:14remove that barrier. So again I'm urging you all take this opportunity, tell your story, make your
00:53:20demand for professional policing and high quality consistent services. Now there was an article where
00:53:26items were stolen in a officer's vehicle with bulletproof vests and other items that I'm sure
00:53:33relating to his duties. Now when this happens to an officer, what could happen to that officer?
00:53:40Would he be in a situation where he would maybe or she be suspended? Would they have to pay a fine
00:53:47for all these items that may belong to the state? Beautiful question Whitney and let's look
00:53:52at it in this context where when and in this case a public official has a responsibility to protect
00:53:59the equipment that are associated with this officer is at the expense of the public purse.
00:54:04So it's important that the equipment or the items are properly secured when it's in the
00:54:10possession of the public official for the purpose of the execution of the duties.
00:54:13If it's a situation where it's and we're seeing if it's a and I don't even want to use the word
00:54:19like robberies and home break-ins and so forth but those are situations where a criminal
00:54:24offense is being conducted. It means that when you look at the status quo it's a criminal
00:54:29offense. It's not to say that the officer did not secure his items of kit as we call it
00:54:35or equipment. So we need to look at it so if he has not fulfilled that duty of care and
00:54:41he has neglected to execute that duty of care to ensure that those items are secured he can be
00:54:47called under the police service act regulations to account and maybe be placed before disciplinary
00:54:53tribunal or if it's a situation as I said before that it's a criminal offense being committed
00:54:57against him and his family and in the process those things are stolen then it will be treated
00:55:01as a breaking larceny and that sort of thing. All right we take a break when we come back we wrap

00:58:25I want to urge you all and continue to urge you a lot. We need to continue to be optimistic.
00:58:30We need to be frank, bold, but respectful with reference to what we are seeing, what we need
00:58:38and what should be done. And you know I'm also urging the decision makers that in times like
00:58:44these it's important for us to make decisive and hard decisions. You know I always say that we are
00:58:52governed by a society that is governed by the majority and it's important that we must always
00:58:57recognize what the majority is calling for. So decision makers, the people, the citizens of
00:59:03Trinidad and Tobago, we are looking upon you to make the decisions that are required to ensure
00:59:09that we continue to enjoy that level of safety and security and enjoy all other rights that we
00:59:17have enshrined in section 4 of the constitution. So I just want to leave you all this afternoon by
00:59:22urging you all to be optimistic as I always pledge and I've taken an oath that I'll do all
00:59:27that I can possibly do to ensure that I make my contribution towards safety and security and my
00:59:33extension peace order and good governance in Trinidad and Tobago and I'll continue to do that

01:01:41don't abuse your authority when it comes to citizens who may be just wanting to be a bit
01:01:48fashionable and they are not breaking the law because I'm stressing on it we are not yet to
01:01:52break the law and make things harder for you all but understand that you need to also understand
01:01:57that before we go quickly just before you go I will send a judgment tomorrow for you I will wait
01:02:01till next week Wednesday to mention it to disclose if they're wearing and camouflage resembling
01:02:10the Defense Force uniform yeah once once it resembles or you are it can be easily mistaken
