03:40Good evening children.
03:41Welcome to Beyond the Tape.
03:43Today is Friday the 14th of June.
03:45My name is Whitney Husbands.
03:48Now, when we see and read and hear about gang violence,
03:54many times persons say,
03:56oh well, it's those gangs shooting at each other
03:59and it doesn't really matter.
04:01But now it is spilling over into society
04:03where innocent people are being killed
04:06and of course gang activities are not just among
04:10or between two gangs or several gangs.
04:15Persons in the communities themselves
04:18are also being affected in many ways.
04:21Now just this week alone,
04:22we saw over 10 persons being arrested
04:25with gang-related activities
04:28and of course we're seeing more and more
04:30that the TTPS is definitely pushing
04:32to try to eradicate these gang members,
04:35gang leaders and gang activities
04:37that are happening in Trinidad and Tobago.
04:40But my question is to the nation,
04:43are you feeling a difference
04:45where gang violence is concerned?
04:48Are you noticing that the gang activities are slowing down
04:53or is it just another way of maybe
04:56putting the taxpayers' dollars to work unnecessarily
05:00because we don't know if a conviction
05:02may come from these arrests
05:04and then the same gang members,
05:06alleged gang members, will then sue the state
05:09and then we are now out-of-pocket
05:10to pay these individuals.
05:12Where do we stand when it comes to the law,
05:15the legislation that is passed
05:17when it comes to gangs and violence
05:19in Trinidad and Tobago?
05:21At this time, we have a special guest with us this evening
05:24and I would like to welcome
05:25Acting Superintendent David Cuelmo
05:28of the Northern Division with us.
05:30Good evening.
05:31Good evening.
05:32Yes, Northern North Division to be clear.
05:35That is correct.
05:36Thank you for being here
05:37and how was your day thus far?
05:39Oh, it was great.
05:40A little rain falling but I'm here.
05:43You're here and we appreciate that you took time
05:45to be here with us this evening.
05:47So, let us know a little bit more about your division
05:49and the things that are happening,
05:50the initiatives that are taking place
05:52and the developments also in that said division.
05:55Okay.
05:57Well, the Northern Division North
05:59is a very dynamic division.
06:01Yes.
06:02First, I will let you know
06:03that it is a very large division
06:05and the boundaries,
06:06I must inform the general public
06:09that on the eastern side,
06:10it's from the El Cerro del Aripo point
06:13along the ridge with the St. George County east boundary
06:17along the Aripo River
06:19straight across to the
06:21Talparu-Tamana-Kumoto Road
06:24to a point
06:26where the Talparu Road meets in the River County Borough
06:30and also there,
06:31it also is adjoining with the Kearney County.
06:34Okay.
06:35So, it's very large.
06:36To the west,
06:37the western boundary of the Aruka Station District
06:40and to the north,
06:41the south boundary of the Ward of Blanchiches.
06:43So, it's a very large division.
06:45However, it is very dynamic
06:46where all the station,
06:49that is six stations,
06:50it is the Arima Police Station,
06:52the Malabar Police Station,
06:54Pinto,
06:56Kumoto,
06:57La Joqueta
06:58and the Maloney Police Station Districts.
07:00How far does it fall there?
07:02That falls within the eastern division.
07:04Okay, understood.
07:05It is our neighbor.
07:06Okay.
07:07Yeah.
07:08I must say the
07:10composition of the divisions,
07:13they are,
07:14all divisions has residential areas in it
07:18and also the commerce in that area is very large.
07:21We have the Omera Estate,
07:22we have the Macquarie Estate
07:24and there's a lot of farming taking place also in the Arima
07:27and La Joqueta areas.
07:29So, that means the
07:31work is even more
07:33strenuous for the
07:35officers in those divisions
07:37because the mass of that space alone is a lot
07:40and it's extremely busy at different times.
07:43I don't think at any time I could say
07:45there's a down time because
07:46from, as you mentioned, the farmers, the businesses
07:49and now a lot of
07:51developments,
07:52persons moving in, residing into
07:54some of these communities
07:55and a lot of construction,
07:57real estate taking place.
07:58So, you're all extremely busy.
08:00And as you say, Arima doesn't sleep.
08:02At all.
08:03As a city that doesn't sleep at all.
08:04So, the work is there for us
08:06but we are committed,
08:07Northern North Division,
08:09in doing what we are trained to do.
08:10Yes.
08:11We'll talk more about your initiatives, of course,
08:12that you have within that division.
08:14At this time, let's take a look
08:16at what made the headlines today.
09:01And we are back now.
09:03Superintendent, with regards to
09:05persons who are always travelling,
09:08may it be in maxis or taxis,
09:10because I saw a headline that
09:11a woman was assaulted by a PH driver
09:14and I know in your division
09:17a lot of persons, apart from, yes,
09:19they may own their own vehicles,
09:20but persons travel a lot
09:22from those areas
09:23to different destinations.
09:25Now, what could you tell persons
09:27who are travelling, especially women,
09:29because, sorry to say,
09:31we are like easy targets
09:32to some of these criminals,
09:33and these persons who may have
09:38or give a service to the public
09:40where persons may say,
09:41all right, I feel safe enough
09:43because I have to pay this individual
09:44and he's doing a job,
09:45he or she is doing a job,
09:46but they take advantage of persons
09:48who may travel with them.
09:49What could persons do to protect themselves
09:52when travelling in taxis or maxis?
09:55Well, first, Miss Whitney,
09:57that's a very good question.
09:58The females, in general,
10:00are deemed to be soft targets.
10:03However, they have to do their business,
10:05they have to go about
10:06on their day-to-day activities,
10:07and that should not deter anyone
10:08from doing what they're supposed to do.
10:10The females, they have to be
10:13aware of their surroundings,
10:15situational awareness,
10:16they need to know who they're travelling with,
10:18the timing they are travelling,
10:19if they can travel with friends, relatives,
10:23so be it.
10:24If not, and they have to travel alone,
10:27look at at least a vehicle number,
10:29a description of the persons in the vehicle.
10:32You have to be aware of your surroundings.
10:34Especially children, too,
10:35because there was another case
10:36of a young man letting his mother know
10:39that a driver tried to, you know,
10:43assault or touch him in a manner
10:46that was clearly inappropriate
10:47for any adult dealing with a child.
10:50And for children,
10:51what could the parents talk to their children about,
10:54especially with letting them understand
10:56the things they need to pay attention to
10:58when it comes to their children travelling by themselves?
11:01That is rather unfortunate
11:03because some parents,
11:04they may have no choice
11:06than to send their child or children via taxi.
11:10As I said before,
11:12they need to look at the vehicle,
11:13the vehicle number,
11:14a description of the vehicle,
11:15so in the event of anything untowards,
11:18they have a description of what's taking place.
11:22But with the female,
11:26at least when the female enters,
11:29or if they stop,
11:30let's say a taxi,
11:31and they look at the taxi
11:33and they realise this,
11:34three men,
11:36that is a red flag.
11:37So, you know,
11:38they can take the next taxi
11:39where there is a mixture of...
11:40Don't even enter.
11:41Pay attention before you even enter the said taxi.
11:45I mean, in the case of a maxi,
11:47if you see the driver
11:49and ten men sitting in the maxi,
11:51sometimes you might really have to think twice
11:53and say,
11:54I'll wait for this one to pass.
11:55Even if it's just you alone too,
11:57make sure there's someone in the vehicle as well,
12:00preferably a woman,
12:01but sometimes women tend to put up women.
12:03Also, they work with the puppy treater as well
12:06when it comes to committing crime
12:08because once a female sees another female,
12:10automatically you drop your guard
12:12and you feel comfortable.
12:13That is correct.
12:14Not knowing that this individual,
12:15the female,
12:16is the one who is continuing police.
12:17All right.
12:18At this time,
12:19an incident took place in the Aranguez area,
12:22specifically in the Aranguez-Savannah area,
12:24and I want you to pay attention.
12:26Superintendent,
12:27I don't know what it is,
12:29but it seems like a lot of people in Trinidad and Tobago
12:32cannot drive vans.
12:34I'm going to say it now.
12:35They can't.
12:36This is what took place,
12:38and the person continued driving,
12:40didn't stop,
12:41clearly wasn't able to control the vehicle,
12:45and many times we see that
12:49persons who drive vans in particular
12:54can't either average
12:56and worse yet if it's a manual van.
12:59It's problems,
13:00and I'm sorry to say
13:01I don't like to throw my females under the bus,
13:07but most of the times with the vans in particular,
13:11I don't know if some females can't see or average,
13:14I'm not saying this is a female here
13:15because we don't know,
13:16but many times I had issues on the road with vans
13:19and persons driving a van,
13:21and when I peep,
13:22it's a female.
13:23Yes,
13:24but I wouldn't go so far.
13:26Just keep that to yourself.
13:28Some females are very excellent drivers.
13:30Of course.
13:31Yes.
13:32Jackie is one.
13:33She can maneuver a van like a boss.
13:35And also,
13:36some male drivers are very,
13:38they need to go back and learn to drive.
13:40Yes.
13:41All right.
13:42Coming to this incident here,
13:43a lot has took place there.
13:45This area looked like a busy area,
13:48built up area.
13:49There's a lot of traffic there.
13:51Also,
13:52the pedestrians walking.
13:53This driver of this van,
13:55it appeared to me that he's highly intoxicated
13:59or under some drug
14:00because any normal driver under normal circumstances
14:04would not drive like that.
14:05You think so?
14:06There are some persons who just don't care,
14:08and I guess in that moment,
14:10you're hitting something.
14:12You panic.
14:13Nobody's around.
14:14The driver's not around.
14:15Let me just continue driving.
14:17If these cameras weren't around.
14:19Yes,
14:20but when you go for your driver's permit,
14:23the first thing they tell you
14:24that in the event of an accident,
14:26you have to report an accident.
14:28So no matter how trivial or serious,
14:30you have to report an accident.
14:31This is law.
14:33Definitely,
14:34and of course,
14:35I'm sure if anyone has information
14:37with this video in particular,
14:40they should be able to contact the police.
14:42Of course.
14:43It's about three cars.
14:46The van clearly destroyed,
14:49and it is really annoying to see honestly
14:53because people have their money to use elsewhere,
14:55and now they place them in serious expense.
14:59At this time,
15:00we need to take a break,
15:01and when we come back,
15:02we will continue more of the conversation,
15:03and of course,
15:04we will open the phone lines.

18:05from the Northern North Division.
18:08And of course,
18:09you also have an opportunity
18:10to give us a call
18:11at 623-1711,
18:13extension 1992,
18:151993,
18:161996,
18:17and 1997.
18:18Let's hear from you all.
18:19Find out how you feel
18:20about, of course,
18:21all the events
18:22that are going on
18:23at 623-1711,
18:24extension 1992,
18:251993,
18:261996,
18:27and 1997.
18:28And of course,
18:29all the superintendents
18:30and officers,
18:31senior officers
18:32that were making
18:33their way here
18:34on the show
18:35and speaking about
18:36the initiatives
18:37that they're putting in place,
18:38of course,
18:39may be in your district
18:40or in your division.
18:41Are you seeing a change?
18:42Are you feeling a change?
18:43Are you noticing things
18:44that you want to bring
18:45to the attention
18:46of the officers?
18:47This is your opportunity
18:48to do so.
18:49So speaking about initiatives,
18:50let us talk a little bit more
18:51about the crime prevention
18:52in your division.
18:54Okay.
18:56Well, note on note,
18:59as I said before,
19:00it's a commercial hub.
19:02There's a lot of activity
19:03taking place,
19:04and with activities,
19:08these other elements,
19:10well, we'll be watching
19:11that also.
19:12Of course.
19:13So yes,
19:14there are robberies
19:15taking place
19:16at the division.
19:17I must say,
19:18the robberies,
19:19stats,
19:20isn't all that bad.
19:24It's good.
19:25We are on a decrease
19:26in terms of the SRCs
19:27for the year 2023,
19:30and compared to the same period,
19:332024,
19:34we had a decrease
19:35by 33%.
19:37Okay.
19:38So we are heading
19:39in the correct direction.
19:41We are not there yet,
19:42but we are heading
19:43in the correct direction
19:44based on our initiatives,
19:45and some of those initiatives
19:46are basically the officers.
19:49We are out there.
19:50We are out there.
19:52Crime in that division
19:53is intelligence-led.
19:55We are out there
19:56doing our patrols.
19:57We are strategizing
19:58in terms of the crime,
20:00where the crime is taking place,
20:02the timing of the crimes.
20:03So we are out there
20:04totally policing that area.
20:06Now, you said there's
20:07six police stations
20:08within the said division,
20:10correct?
20:11Yes, correct.
20:12So with that,
20:13how is the relationship,
20:15I should say,
20:16with the members
20:17in those districts,
20:19or in that said division
20:21with the TTPs?
20:22I must say
20:23the relationship is great.
20:25Our strategic plan,
20:272022 to 2024,
20:29it speaks about
20:30the community engagement,
20:32partnering the community.
20:34We have a healthy relationship
20:36with the community,
20:37all station districts.
20:39We have our town meetings
20:41that is going on
20:43that we are mandated to have.
20:45We have the walkabouts
20:46that is taking place
20:48in the division
20:50where the fostering
20:52of that relationship
20:54amongst the community
20:56and the police
20:57is taking place.
20:58So there is that,
21:00I should say,
21:01love for the community
21:03and the police
21:04taking place in the division.
21:05And because of that,
21:06you're seeing, obviously,
21:07a decrease in a lot of the crimes
21:09that would have been prominent,
21:11let's say, last year,
21:13because I'm just using that scale,
21:15to now,
21:17because the presence
21:18has definitely felt
21:19that the relationship is growing
21:21with the members of the community
21:23and the TTPS.
21:24What is it like
21:25when it comes to the response time?
21:26This is something I really need
21:27to ask all of you,
21:28because I know this is a major problem
21:30for some, or if not most,
21:31of the citizens
21:32when something happens
21:33and they call
21:34and they need a quick response,
21:36there's a huge delay.
21:38Well, it's alarming you said that
21:40because just last week,
21:42the head of our division,
21:43our senior superintendent,
21:44he spoke about the response time
21:47of the officers
21:48getting to a scene
21:49and he mandated the officers
21:51get out there,
21:52respond to a scene
21:54within a short period of time.
21:56Yes.
21:57Yes, so we'll be out there,
21:58we'll be assisting
21:59whosoever is in need of us.
22:01Can I ask this?
22:02With regards to
22:04having a proper response time,
22:06let's remove
22:07having not enough vehicles.
22:09We're removing that.
22:11But clearly,
22:12with what you have,
22:13you'll have to work with.
22:14So with that being said,
22:16strategically,
22:17I'm just thinking logically here,
22:19you will place officers
22:20in different areas or spaces
22:22that will be able,
22:23in case of anything happens,
22:24they could move as quickly as possible.
22:27Now, yes,
22:28they will have the elements of traffic.
22:29Things could happen
22:30where they could be blocked
22:31trying to get to the scene.
22:32But is it that
22:34officers may need to understand
22:36that once placed,
22:38let's say,
22:39in area A and B,
22:41that they have to remain
22:42in area A and B
22:43because in case of something happening,
22:45many times you'll hear persons
22:46will say,
22:47well, the officer wasn't in the area
22:49that he was designated to
22:51to be at during the area
22:53that they need to be patrolling
22:55or being stationed at
22:57in case of anything happening
22:58because they were in another division
23:00when they were really supposed to be
23:02in area A and B.
23:03How are you all dealing with that?
23:05Yes, well,
23:06officers are briefed
23:08and debriefed daily.
23:10The area of
23:13specific attention
23:15will be mentioned to them.
23:16So they would not be driving
23:18needlessly all over the shop.
23:20They are doing directed patrols
23:22to the area that we have
23:24on statistics
23:27that crime is taking place.
23:30So they'll be targeting those areas.
23:32So how do you know if they're really there?
23:34Meaning,
23:35when you send them out,
23:36I'm just saying,
23:37you send them out
23:38and you're believing
23:39that they're really in A and B.
23:40But they're not.
23:41They are Q and R.
23:43Alright.
23:44I can't say this much on that.
23:47Okay.
23:48That they are required to call in
23:50within a particular time
23:52and announce their location.
23:54Also,
23:55the police vehicles are fitted with GPS.
23:57Okay.
23:58So they are being monitored.
23:59Alright.
24:00I just want to be clear
24:01because I know sometimes
24:02persons will have just been devil's advocate
24:05saying, you know,
24:06the officer's still running
24:07and roaming outside of the space
24:09he's supposed to be in
24:10and doing things
24:11that they're not supposed to
24:12when they're supposed to be
24:13in the said location.
24:15So what is next
24:16with regards to seeing
24:17some of the issues
24:19that may be challenging
24:20in your division
24:21where crime is concerned?
24:22So you mentioned
24:23there is a decrease
24:24in the robbery
24:25from last year to this year.
24:27What are some of the challenging crimes
24:28that you're seeing thus far
24:29that is still this,
24:31you know,
24:32pain
24:34that you just can't get rid of?
24:36Well,
24:37I wouldn't say we can.
24:39The police can't get rid of something.
24:41I would not say that.
24:42But yes,
24:43there are decreases in crime
24:44and also increases in crime.
24:46One crime I must say,
24:48and that is the only crime
24:49that is plaguing our division right now
24:52is the Lassie Motor Vehicles.
24:54There's a slight increase
24:57as of last year.
24:58I have the stats here
25:00from last year to this year.
25:02So the Lassie Motor Vehicles,
25:04it proves to be a challenge right now.
25:07But however,
25:08we are strategizing
25:11and we have certain policies in place
25:13in dealing with the Lassie Motor Vehicles.
25:14Of course.
25:15And we don't want to know that at all.
25:17But what could you tell the public?
25:18What are they using these vehicles for?
25:20Is it for just the parts?
25:21Is it for a battery?
25:22Is it to go and, as they say,
25:24go and put on a walk?
25:26What is it used for?
25:27And what are the vehicles
25:28that you see in your division
25:30that are being stolen more?
25:32Well, okay.
25:33To answer the first part of the question,
25:35yes, motor vehicles are stolen.
25:38The majority of vehicles that are stolen
25:40are for parts.
25:41Others are for transport
25:43to commit another crime.
25:44Okay.
25:45Some of the vehicles that are being stolen,
25:47the most prevalent one is a Nissan.
25:50Any Nissan?
25:51Any Nissan.
25:52Nissan vehicles still
25:54is the number one vehicle of choice,
25:56followed by we have some Toyota's,
25:58also some Honda's.
26:01Yeah.
26:02And we have a couple of Hilux,
26:04Toyota Hilux.
26:05Yeah, but I think that has always been there,
26:07but it seems like more so now
26:09it is being taken.
26:11So, persons who may have these vehicles,
26:14what could you let the public know
26:16when it comes to those vehicles
26:18that we consider hot
26:19and how you could try your best,
26:21try your best
26:22to protect your belongings?
26:25Right.
26:26As I mentioned before,
26:28situational awareness.
26:30You must know where you're parking your vehicles.
26:32If it's in the night,
26:34make sure it's a well-lit area.
26:36Daylight, you're going about your business.
26:38You have to park your vehicle.
26:40Know where you're parking your vehicles.
26:42At some places, some malls,
26:43they have CCTV cameras
26:45around the area.
26:46You may not be able to park at the camera,
26:48but close by.
26:49But apart from that,
26:51we have to help ourselves.
26:53If we have a vehicle,
26:54we have technology at our disposal.
26:57Put it on GPS.
26:59Alarm first, GPS.
27:01Track your vehicle.
27:02In the event that your vehicle is stolen,
27:04we have our upper hand on the criminals
27:06to trace and track and probably intercept
27:09and get your vehicle.
27:11And apprehend persons too.
27:12Yeah.
27:13We need to take a break.
27:14Let's take that break.
27:15When we come back,
27:16we open the phone lines.
27:17We'll be back.
27:18We'll be back.
27:27Dad!
27:28Dad!
27:30Is that real?
27:31Can you see?

30:34Now, in the media release this evening,
30:36a rifle ammo seized in Santa Cruz,
30:39northern or the northeastern division
30:42that is officers seized a rifle
30:44and a quantity of ammunition
30:46during an anti-crime exercise in Santa Cruz
30:49on Thursday the 13th of June 2024.
30:52During the intelligence-led exercise
30:54conducted between 3.45 p.m. and 6 p.m. yesterday,
30:59officers received information
31:01that proceeded to the Orange Field Road
31:04in La Pastora Road, upper Santa Cruz
31:08where they carried out an extensive search of the area.
31:12While searching a chicken coop,
31:14they found a black plastic bag
31:16containing a Galil SAR 7.62 caliber rifle,
31:21one magazine and 30 rounds of 7.62 ammunition.
31:27A job well done by the officers.
31:28A rusty gun but it's still a gun
31:30that they could clean and they could still shoot.
31:32You know, prisons don't understand
31:34a gun is still a gun, right?
31:36And that is one gun less from the criminal elements.
31:38Yes, that we don't have on the nation's roads.
31:41Now, I spoke about when we opened earlier
31:43with regards to the gang violence
31:45that is taking place and we're seeing
31:47more and more individuals being held
31:49based on the gang legislation
31:50that of course is being enforced by the TTPS
31:54and I want to know with regards to that
31:57in your division,
31:58where do you all stand with gang activities?
32:01Okay, fine.
32:03The Northern North Division,
32:06there is a gang unit.
32:08They are working feverishly
32:11in an effort to bring down crime
32:14as regards to criminal gang
32:17in the Northern North area.
32:20They are, just as a matter of fact,
32:24just last week they won an exercise
32:26where three persons were held
32:28in relation to being part of a gang.
32:31So it is ongoing.
32:33The fight towards bringing persons
32:36before the court for gang-related activities
32:39are ongoing and is existing in the division.
32:42Did we see any sort of convictions
32:44that you know of?
32:45Because you know we will see persons being charged
32:47but we don't really hear the conviction part of it.
32:50Well, persons are being convicted.
32:52I don't have that information with me right now
32:54but I can finish you with that.
32:55Persons have been, for sure.
32:56Yes.
32:57All right.
32:58So as we mentioned before,
32:59we open the phone lines to our viewers out there.
33:02So we head to the first caller.
33:04Hello, good evening.
33:07Hello, good evening.
33:09Hello.
33:10I know you are not on this subject at the moment
33:13but this thing about using the cell phone in the car,
33:19is it that you have to be holding the phone?
33:23What is the charge?
33:26I mean, can I have the phone on the floor while I speak?
33:32You said on the floor?
33:33Like in the vehicle?
33:36Wherever, in my pocket.
33:38I mean, the point is that
33:41when I don't really even have a phone,
33:43I'm calling for maybe other people or people in the car.
33:46Okay, no, that's fine.
33:47I don't have a phone.
33:48But I am, most of the time when I'm driving,
33:51I'm either talking to myself, singing.
33:54But in my Spanish vocabulary,
33:59whether there's a phone on the seat there to me
34:04or I don't know, in somebody else's pocket or hat,
34:08what is the thing with the cell phone charge?
34:13You have to be holding it to be charged?
34:15Okay, so the proper use of using a cell phone in a vehicle.
34:19Ma'am, that's a very good question.
34:22And I must say that Trinidad and Tobago is still a free state.
34:27It's a free country.
34:28You can use your phone.
34:29However, the law is quite clear on that.
34:32Any person who is driving a motor vehicle
34:36while it's in motion and is using a cell phone
34:40is liable to be charged.
34:42Right, so even, because I spent of it.
34:45All right, so I have my phone here.
34:46I'm in my vehicle.
34:47And I have my phone on speaker.
34:50But it's not on my lap.
34:51It's in my hand.
34:52And I'm talking to the person on the phone.
34:55I can be charged?
34:56That is, you can be charged.
34:59You are holding the handheld device whilst driving,
35:03whilst the vehicle is in motion.
35:05Okay, so if I have it on my lap, it's on speaker?
35:09If your telephone is on loudspeaker,
35:12that is not a problem.
35:13It is on loudspeaker.
35:14Your both hands are on the steering
35:16and you are watching where you are driving.
35:18You are being alert.
35:19Okay, understood.
35:20So you can put your phone on loudspeaker.
35:22There's nothing wrong in that.
35:23Yeah.
35:24Well, as she said, on the floor.
35:26But she's just asking,
35:27but what about the headphones that persons will use
35:30or the AirPods that persons may use while driving
35:33and will be speaking on the phone?
35:34Well, that is what it's designed for,
35:36the AirPods and the headphones.
35:39So your hands will be free.
35:41It's a hands-free device.
35:42I still think that meaning is dangerous.
35:44Not saying it is illegal,
35:45but when you're on the phone with that in your ear,
35:48how could you hear if someone is blowing a horn
35:50or that's the next thing you have to pay attention to?
35:53You are quite correct.
35:54And drivers have a responsibility.
35:57If someone is calling them,
35:58although they have a device,
35:59they need to cut that short and say,
36:01hey, I'm driving.
36:02Yes.
36:03So, I mean, in this case,
36:04persons who may tend to use the phone on speaker
36:09and have it in your hand and think that is fine.
36:12You could get charged because you're using...
36:15Yes, you can.
36:16I'm not saying me, you know.
36:17I'm just saying, you know,
36:18for persons who may have done it before.
36:21Yes, you can be charged.
36:22You could be charged.
36:23Now, with cell phones in particular,
36:25I know persons will try to come back with,
36:27what about officers using their cell phone
36:29in the police vehicle because it should be on speaker?
36:33They could use it, right?
36:35Because they're receiving information.
36:37Fortunately for us, the law caters for that.
36:40Under the law, the cell phone act, the law,
36:43we are exempted from that.
36:45So, we can use our cell phone.
36:47Once on duty.
36:48Yes.
36:49Not off duty.
36:50No, once off duty, we have to abide by the law
36:53like everyone else.
36:54Great.
36:55We have another call on the line.
36:56Let's take that call.
36:57Hello, good evening.
36:58Good evening.
36:59Good evening, sir.
37:00Good evening, everyone.
37:01Good evening, everyone.
37:02Because my question is,
37:03being a self-aware,
37:06that's better than a female traveling.
37:08So, everybody has a phone,
37:10and we'll be taking another three drops
37:13and putting it up with a button.
37:15Use your phone as part of your arsenal for your safety.
37:19You take her in the street with you,
37:21and maybe you strike up a conversation
37:24with somebody, you call them,
37:26I'll take your call.
37:28In any case, our licensed taxi driver
37:30is supposed to have his IV, I think,
37:32up by the windshield.
37:34Take her in the street with you,
37:37six yards.
37:38At least somebody will walk her in.
37:40Good evening.
37:41Have a good one.
37:43Thank you.
37:46He's speaking of ways, especially females,
37:49if you're going into a taxi or maxi,
37:51try and go on your phone and call someone
37:53that you could talk to in the period
37:54until you reach your destination.
37:56In case of something happening,
37:57you'll have somebody on the line,
37:58and you give at least a description
38:00of the vehicle you're entering,
38:01or before you enter, you call someone,
38:03and you say, okay, there's a license plate on the vehicle,
38:06and it's a certain time,
38:07you know, those things could be ways
38:09to protect yourself.
38:10That is good.
38:11At least somebody knows where you are
38:12at a particular time.
38:13Yes.
38:14That is excellent.
38:15We need to take a break,
38:16and when we come back, we'll continue with more.

40:09So he didn't tell her.

40:15And listen very clearly.
40:16Trinidad and Tobago
40:18will always be first.
40:19There's the door.
40:20You can close it on your way out.
40:26Are those crocodile tails?
40:28Crocodile tails?
40:29Really?
40:30That won't work here.
40:53And welcome back.
40:54Let's head to our beautiful sister isle.
40:56Just some quick information
40:57for the residents who are there.
40:59Just some early notices.
41:00Now, community justice clinic
41:02in the sister isle
41:03will be taking place in Tobago,
41:04at Roxborough,
41:05and at Mount St. George communities
41:08on the 29th of June.
41:11So please take that information down
41:13and please use this to your advantage.
41:16It's going to help you,
41:17especially if you have, you know,
41:18some legal issues,
41:19some legal matters
41:20that you need to get information on
41:23and questions you may need answered.
41:26This is your opportunity
41:27to use this to your advantage.
41:29Write down the date.
41:30It's on the 29th of June.
41:33All right?
41:34And that's in Tobago, Roxborough,
41:35and Mount St. George communities.
41:38All right?
41:39Now,
41:42let's talk about social media
41:44and what is happening
41:46with regards to the law
41:48or the laws
41:50and officers getting involved
41:52with what they're seeing
41:53and persons putting out there.
41:55We're seeing more and more,
41:56as we mentioned earlier in the show,
41:58where persons who are showcasing
42:01some of their toys
42:03because they want the world
42:05or the public
42:06or the citizens of Trinidad and Tobago
42:07to know what they're moving with.
42:09The steel, the iron, the heat.
42:11And, of course,
42:12they may also show some of the monies
42:15that they may have in excess
42:17and cash
42:18and the entire bed is full of cash.
42:21What about drugs that they showcase?
42:23And also,
42:24persons who are exposing themselves,
42:27their bodies,
42:28on social media,
42:29where does the law step in
42:32when it comes to that?
42:34And, of course,
42:35with the TTPS intervening into that
42:38when it comes to social media
42:39and persons showcasing illegal products
42:42or items.
42:44Yes.
42:45Well, as I said,
42:47as I mentioned before,
42:48social media,
42:49that platform has been used
42:52for a lot of things.
42:54However,
42:55they have also been used
42:56for illegal things also.
42:58For instance,
43:00as the example you just read there,
43:02there are laws under the Act
43:04where persons cannot export pictures
43:07of themselves,
43:09nude pictures,
43:10sexual pictures of themselves.
43:12It is illegal.
43:13And, yes,
43:14the police have no-nonsense take on that.
43:18Persons will be held accountable
43:20and prosecuted
43:21and put before the court.
43:23So, sharing of pictures,
43:24you could get charged?
43:26You can get charged for that.
43:27Yes.
43:28And persons, of course,
43:29on the side,
43:30we have a call.
43:31So, let's take that call quickly
43:33before we continue.
43:34I don't want the caller to be
43:36being held on the line for too long.
43:38Hello, good evening.
43:40Hi, good evening.
43:41Good evening, sir.
43:42Good evening.
43:43Yeah.
43:44Yes, you're live.
43:46Go on.
43:47Yeah, hi.
43:49Actually, I wanted to bring to your attention
43:52there's a lot of double parking
43:54in Hawaii right now.
43:56And nothing seems to be done,
43:58you know, with it.
44:00I mean, if you were to Google
44:02the traffic branch,
44:03the number that is there,
44:04it doesn't even exist.
44:05Nobody answers.
44:07And the station in the area,
44:08you know,
44:09they always send us patrols.
44:13What street?
44:14Are you still there?
44:15What street in Bartow is this?
44:16Yes.
44:17Yes, 6th Avenue and 11th Street.
44:196th Avenue.
44:20Every Friday, it's totally chaotic
44:22with double parking.
44:24All the bars are there.
44:27Yeah, that's correct, yeah.
44:28All right.
44:29And there's no wrecking or anything
44:30taking place at that time?
44:31No, no.
44:32When we do call the station,
44:33they always send us a patrol.
44:35When we call the traffic branch,
44:37even the senior superintendent,
44:38I have his number personally,
44:40we make calls and nothing is being done.
44:43All right.
44:44So, we'll follow up on that.
44:46Thank you for calling.
44:47I mean, in that situation.
44:48Well, yes,
44:49I find that it's very strange
44:50because I'm pretty sure
44:51the senior,
44:52the probably senior superintendent,
44:53his superintendent
44:54of the Northeastern Division
44:56is looking on
44:57and they would have heard
44:59the plight of the citizens there.
45:02And double parking is something
45:03it is frowned upon.
45:05It is wrong.
45:06It causes inconvenience
45:08to other road users
45:10and it should not be done.
45:11It should not be exercised.
45:13All right.
45:14The Barataria Police,
45:15I'm pretty sure
45:16they will be informed
45:17or re-informed about this
45:18and the seniors there
45:19will put something in place
45:20to avoid persons double parking
45:22at these so-called establishments.
45:24Yeah.
45:25With regards to PH drivers
45:27in Trinidad and Tobago,
45:28is it still an illegal form
45:30of activity by law
45:32or is it that we give them a blight
45:34because certain areas
45:35may not have drivers
45:36and they use that as a form of,
45:38you know,
45:39assisting persons within the community?
45:41Miss Whitney,
45:42for me to answer that correctly,
45:43yes,
45:44it is illegal
45:45to use a vehicle
45:47contrary to the registration.
45:49It is illegal.
45:50Okay.
45:51However,
45:52some areas,
45:54as you mentioned earlier,
45:56they don't have any H cars
45:59and persons have no choice
46:00than to use the private vehicles.
46:03Okay.
46:04The police is aware of this
46:05and I mean to say
46:07they need to know
46:09that it is illegal.
46:10However,
46:11it's a service they are provided
46:13and I don't want to say
46:14the police will turn a blind eye.
46:16They need to know
46:17that it must not be done
46:19and if they want to really work it out,
46:21put your car each.
46:22Yeah.
46:23I think we have to find ways
46:24to assist because
46:25they really assist persons
46:26in different communities
46:28when it comes to
46:29getting out of certain areas
46:31that you may not even get
46:33a taxi or maxi
46:34getting close to.
46:35So,
46:36you have those individuals
46:37who may use their personal vehicle.
46:39Of course,
46:40bringing additional income
46:41in that form
46:42but I am happy to hear though
46:44even though in the law books
46:45it's still true
46:46that it's illegal
46:47that the TTPS
46:48is still trying to work
46:49with the said PH drivers
46:51to assist in persons
46:53in the communities
46:54to go to their
46:55various destinations
46:56and that is why
46:57it's also important
46:58that the PH drivers
46:59don't take advantage
47:01of these citizens
47:03who of course
47:04they put in money in your pocket.
47:06So,
47:07don't do things
47:08that will be illegal
47:09or make persons feel uncomfortable
47:11not saying the PH drivers
47:12don't too
47:13because it has the creepy ones
47:14as well
47:15who do the same thing
47:16but I am just saying
47:17we are already
47:18in a position
47:19where
47:20you are not doing things
47:21the legal way
47:22but you are still receiving
47:24somewhat of a blight.
47:25Yeah?
47:26Yes.
47:27You can say it like that
47:28but still make sure
47:29that you still try
47:30and do the right things.
47:31Make sure you have
47:32your
47:33you are wearing
47:34your seatbelt
47:35also with regards
47:36to the sticker
47:37which is the
47:38it's still slipping my mind
47:40that we need
47:41for your vehicles
47:42after 5 years.
47:43Yes.
47:44The vehicle inspection.
47:45Inspection sticker.
47:46Thank you.
47:47It was just not
47:48I wasn't grabbing it.
47:49The inspection sticker
47:50alright
47:51that is there
47:52and is a valid one.
47:53Your insurance is intact
47:54so when
47:55officers do pull you over
47:57you have no issues.
47:58Alright?
47:59Because you are already
48:00as we say
48:01pulling bully legally
48:02so you don't want to add
48:03more ammunition
48:04for them to use it
48:05against you.
48:06Alright?
48:07I just want to add something
48:08to that whole scenario there
48:09where a so called
48:11PH driver
48:12is using his vehicle contrary
48:14his insurance
48:16has certain conditions
48:18and one of those conditions
48:20is not to use a vehicle
48:21for hire.
48:22So in the event
48:23of an accident
48:24where you are a passenger
48:25and you are injured
48:26and you want to get
48:27remuneration
48:28you want a compensation
48:29it will be difficult
48:30from the insurance company.
48:32Quickly before we go
48:33to the break though
48:34with regards to persons
48:35who are driving
48:36you know the apps
48:37that we have
48:38for persons
48:39to pick them up
48:40personal
48:41would that fall under
48:42PH?
48:44Yes it would.
48:45Yeah?
48:46Yes it would.
48:47Well I hope the insurance
48:48works in their favour.
48:49We take that break
48:50and when we come back
48:51we'll wrap things up.
48:57Hello world

52:03superintendent
52:04this is your opportunity
52:05to talk to the public
52:06and let them know
52:07a little bit more
52:08of what's going on
52:09within your division
52:10Alright
52:11Ms Whitney
52:12thank you again
52:13I would just like to
52:14sensitize the public
52:15we are the
52:16northern north division
52:17we have seen
52:19a rise
52:21in the
52:22offenses
52:23that is taking place
52:24over the social media
52:26we have an
52:27increase
52:28and also so three robberies took place via the social media where persons were
52:34called to a particular area under the pretext of buying something and they
52:39were robbed. Alright, this the social media that is that has been used is the
52:45Facebook, the WhatsApp, the Tinder. Tinder? Tinder, yeah. Mm-hmm, the dating app.
52:54Yeah, they are the avenue that is being used on Facebook market. Oh, yes.
53:01Yes, Facebook market. Those are the platform being used to lure people in
53:07areas to put them in a position under the pretext of their buying or selling
53:12something and they have been robbed and the crime is being committed. We have
53:14seen a rise in that and we are urging members of the public to take cognizance
53:21of these social media platform. You don't want to go in this platform to
53:26meet people, to buy a vehicle, let's say for example, or to sell a vehicle. That is
53:31a recipe for disaster. Use your common sense and go in a public place.
53:37You can even go to the nearest police station if you want to show somebody. Go into the
53:40police station. Oh, yes. We'll be more than glad to assist. Yes, go inside and let
53:45them know you're conducting business and for safety reasons, we just want to be
53:49in here to conduct what is happening, you know, to protect themselves.
53:52Yes, that's it. Now, I know we have to wrap up shortly. With regards to persons
53:59contacting, let's say, one of the six stations and the division, when it comes
54:04to the tongue meetings and notifying the public about, you know, coming out, what
54:09number, if any, of its own social media persons could see where and when you
54:14will have your tongue meetings? Well, the social media, sorry, the tongue
54:20meetings, when it is broadcast or when it is given to the division to host the
54:26tongue meeting, the station district that is involved with the tongue meeting,
54:31they will advertise, they will mic the area, they will go around with the walkabouts,
54:36the community walkabouts that is healthy in the division and sensitize people,
54:40inform them about the tongue meeting, where it will take place and the time it will
54:44take place and we are more than happy to have everyone in that particular
54:48district, when there's a tongue meeting, to come out, speak with the police, tell the
54:53police what's taking place, vent your problems to the police. We are there to
54:58listen to you so we can work together to make Trinidad and Tobago a better place.
55:03Beautiful. Thank you so much, Acting Superintendent David Nguelmo of the
55:08Northern North Division. I don't know if you're a dad, but if not, you're still
55:11serving. Yes, I am. Yes, so happy Father's Day in advance this weekend. It's Father's Day on
55:16Sunday. Happy Father's Day going out to all the beautiful, amazing, strong daddies
55:21out there, to Gordon Husbands, my amazing dad, I will never replace you with anyone
55:25else because you're the best dad in the whole wide world. I'm a sucker for my dad.
55:29Okay. Right, so happy Father's Day to all those fathers out there and to the mummies,
55:33the daughters, the aunties, everybody who's getting something. No ties, no socks. No
55:39ties, no socks. Get something really nice that they will enjoy using. All right, we
55:43get ready for news coming up next. TNT at 7 o'clock. Have an enjoyable, safe
55:47weekend. Make yourself a hot target. And TNT always remember, be pure and just, and have
55:52God in your life no matter what. We'll be back next week, Monday Cuts. We're live. We're out.
