04:23Mr Ali here with us good evening to you sir well thank you very much Whitney you know Whitney in
04:27the legal profession when you hear the word opinion yes it's a very strong word and when you in your
04:32opinion you have given me such you know recognition I'm going to treat that yes as you know the
04:39proper jurisprudence I want to thank you very much as always you must acknowledge great work and great
04:45people when we see them sometimes we hold back when we shouldn't we should acknowledge what we see
04:49and you know that's humbling and inspiring Whitney and I you know it's something that you know we
04:53should you know put the Trinidad and Tobago as well yes you know what you know sometimes we are too
04:57late
04:57yes you know to call out positive things you know as a society and I think that you know you
05:02have started you know on great footing you know albeit you know it may have been directed to my good
05:05self but there are many things positive happening in Trinidad and Tobago in light of the challenges
05:11we're facing and I think that we should be saturated in the area with positivity hopefully it will draw
05:15some of the negativity that we have so I want to thank you very much as always for your warm

05:20um you know I hope all is well on your end as well after good you know I'm you know
05:25you look good you
05:26know that smile always inviting and refreshing Trinidad to be like the only citizenry you look forward
05:30to see you in the afternoon um and of course you know let's join to recognize you and salute our
05:36producer and her technical staff um you know always on the go you know yesterday I had you know her
05:42going
05:43you know in and out in and out you know yes yes let me apologize to you um you know
05:48it was unfortunate but
05:49you know things happen um to the law enforcement agencies um and supporting agencies the defense
05:57force in particular um you know there's something significant that happened over the last 24 to 48
06:02hours uh well you could go you know I'm you're here well I know you make mention of that shortly
06:07so
06:07I just kind of you know no you could you could go because that is the direction I am going
06:11Mr Ali
06:12that is what we need clarification and you know the jargon the legal jargons that are used many persons
06:19will also be a bit confused and we try to make sure that they understand the laws well you know
06:24Whitney I will take the opportunity with you you know to identify what I think some significant
06:28things I wouldn't have the luxury of time to really flesh it in the way that I would love to
06:32flesh it
06:32out probably as we go along um you know we can flesh it out in the days and weeks but
06:38you know I'll
06:38give some significant things about the about the act but the law now um in a short while but you
06:43know
06:43I just want to recognize both ttps defense force supporting agencies private um industry as well
06:49and most importantly the citizenry of trinidad and tobago who of course that special operations act
06:53you know is likely to impact as well so you know there are things that you need to know as
06:57well so
06:58hopefully the significant points that are identified there will be some equity or should say um you know
07:04it will be distributed evenly so everyone to have some appreciation a steady um significance and I want to
07:10use you with significance of that piece of legislation that the parliament has given to
07:15the people of Trinidad and tobago and beck st john in the hands of law enforcement to be able to
07:19treat with it so so let's let's start now with the beginning of the law being proclaimed by the
07:24president yes now the role and function of the president proclaiming this means what now well once
07:30the the act in itself when it was debated the provisions of the bill at the time would have provided
07:35for
07:36after it passes both houses both um household representatives and the senate it had a provision
07:41that required her excellency to get involved in the process so her excellency has now based on the
07:45report um has proclaimed the law the law now comes in um to be enforced to be applied so that's
07:52he so
07:52that it proved the act in itself you know parliament is the supreme law making body and parliament
07:58indicated clearly expressly that the president should be involved in the proclamation of the legislation so
08:03that answers that question yes very clear but where does the prime minister come into play with
08:07this does she because that's our prime minister now will have a say with regards to moving forward
08:13with this act yeah of course in the legislation itself the prime minister has certain powers on
08:17the legislation and one of the significant things and for the citizenry um and who persons who may be
08:22following the debate as well but now that it's law there's a in my respect for view there's deep trust
08:28and confidence and accountability in that legislation and i say that on the on the basis where you have
08:33a requirement for monthly reporting and then you have a a situation where you have to report three
08:38months after the end of a year yes now the legislation has a sunset clause i was not going to
08:43ask what does
08:44the sunset clause mean right a sunset clause means that in the first instance it has a period of two
08:48years in which to be applied okay and then it can be reviewed to see whether it has to continue
08:52but so
08:52that means it could last for the two years it has two-year lifeline okay but importantly for the
08:58citizenry who is listening in terms of how you hold law enforcement or how you hold the government
09:03accountable um is in relation to what the law what the act requires monthly the head of the special
09:12operations a superintendent in the case of the police service and a senior police uh senior defense officer
09:18correct um they need to report monthly in terms of what's happening in the area that they've referred
09:23to quote unquote as the closed area so monthly reports have to go to the prime minister and of course
09:28the minister of homeland security and minister of defense um and the prime minister will be engaged in
09:33discussions in other words you try to keep pulse on what's happening and then at the end of the year
09:39three months after the year comes senate of course you need to also lay a report in parliament so that
09:45the parliament all both the government the opposition and other um stakeholders have an
09:50opportunity to be able to peruse the success and really evaluate what's happening and the reason for
09:54that whitney when you have a very very and i don't want to use the word let me use the
09:59word very um
09:59sparingly here when you have very deep powers very deep powers those powers must also be regulated
10:05so the parliament is maintaining that supervisory jurisdiction over that piece of legislation so that's
10:12something significant for the for the citizenry to understand the reporting period the other
10:15significant point that i like to make mention of um with reference to this legislation is that the
10:21everyone will be concerned and probably rightly so about the powers of arrest right and the powers
10:26of search yes let me indicate as well was it really support for us depriving someone's liberty freedom
10:31of movement we know when an area is declared as a closed area the police have the power to be
10:37able to
10:37arrest and there's a threshold you can arrest but the threshold here you must be able to ensure that
10:44there's reasonable grounds whereas if you're going to do a search there's reasonable suspicion right two
10:50different tests so reasonable suspicion is a light assist when you're going to vehicles place and thing
10:57you have on if you have reasonable suspicion that there may be matters of evidence you can search
11:03without a warrant okay in those closed areas when you have arrests now where you're going to where
11:07someone may be suspected of committing a crime or about to commit a crime it's on reasonable cause as
11:13opposed to just reasonable suspicion so it's a higher threshold based on the legislation persons are
11:18concerned about that and when this is the important part now in terms of when we're looking at the
11:21power of arrest because the person's liberty and freedom of movement yes there's a very very aggressive
11:28and um check and balance in terms of one where you have to go before a magistrate to justify the
11:34arrest in the 48 hours correct so you must go before magistrate to justify that the person's
11:41liberty that you have deprived that is justifiable in law within the 48 hours within the 48 hours and may
11:46i say as well if after 36 hours that was not taken to a magistrate the assistant superintendent must get
11:52involved in relation to ensuring that that happens right and then after the 48 hours if the
11:57magistrate is satisfied then you can take that was not a high court judge yes who will determine
12:03whether there's a need for continued detention beyond 48 for however long that they think that
12:07a detention um should should go for the purposes of maybe conducting the investigation gathering first
12:12twitter evidence or even to lay a criminal charge and i think the nation there are other things i want
12:17to say but i think the citizenry those are the things that will the citizen will be concerned about
12:21to ensure that there's no abuse in terms of the the deep powers that the police and the defense
12:26source um would have in those given circumstances so the liberty uh sorry arrest searches um very
12:33critical but they are very strong check and balance and um you know the the judiciary is very much alive
12:38in these processes because i spoke about two threshold a magistrate to justify the arrest and then a judge
12:43after 48 hours to be able to continue if you have to go beyond 48 you need to go before
12:47a judge to
12:48say well okay i need seven more days i need 14 more days or whoever the judge and if not
12:52they could also be
12:53released if the judge once he just want the judge see there's no need to commute a detail the judge
12:58going to make an order for the person to be released so there's a check and balance in place
13:01to be able to regulate that power that the police and the army no i want to mention since you
13:05are there
13:05yes where uh search could be conducted on someone's vehicle and i saw that it was stating that the vehicle
13:12could be impounded yes but there may be articles in there with professional documents or legal documents
13:19that may be or from businessmen yeah and women that they would not be able to seize or in this
13:25case
13:25touch what does that really mean because they said it's articles and also documents property so tell me
13:32the difference because they said oh okay or in law could mean something different okay so beside all the
13:38two areas that i think you're you taking us to is one documents that may be grounded in legal professional
13:44privilege yes that's a matter where because it's a issue of confidentiality you the police and or
13:50and by extension the defense force must handle those matters very carefully okay because those are
13:54documents that is protected by legal professional privilege so again and i'm happy that you raise that
13:59because in fact i'll come to just some in terms of training lectures that the will that legislation will
14:07require to ensure that it's it is workable and it is it is the law enforcement agencies and support
14:13agencies understand their powers under the legislation as well so i'll come back to that so the legal
14:17professional privilege documents must be protected um and also very important here again for the
14:22citizenry tools of trade yes so you want to be able to so you're not depriving persons tool of trade
14:29to
14:29say that you're seizing the items and they can't do their work and and sustain their lives and so forth
14:33so
14:34two very critical area and additionally i also want to make mention that if you're searching a vehicle
14:38a place in particular the law also requires the owner or the occupier to be present when that search is
14:45being conducted so that you see in the rights while there's strong powers you see in an attempt to ensure
14:52that there's a proper balance between the rights of the citizen and the right of law enforcement to do
14:56the work and that's what what makes this legislation very interesting so just to hammer the point in
15:00that training there's particular areas under the legislation the use of force human rights
15:04um community engagement um de-escalation tactics and strategies those are very four critical areas
15:12and the law actually calls for the officers who will be designated to work in the um area that
15:18they call the closed area or even areas that are cordon off they are required to be trained in
15:24relation to that area so again a very significant area for the for the citizenry this is not a situation
15:30where the law enforcement and defense force are just going into an area haphazard they are going to be
15:34trained they're going to be educated they're going to be advised to ensure that these persons are
15:40fully aware as to how to treat the persons of their rights use of force very critical and you know
15:45something very significant when i'm just perusing the legislation quickly and why am i identifying
15:49these significance in britney i think that the citizenry feeling their pulse these are things
15:53that they need to know so that they're going to have some level of comfort and ease to understand
15:57that legislation is there to work for them there's a area where the body cams are concerned and it's
16:03clearly states the the the officers and of course and when i speak in office i'm talking defense
16:08force is called upon to support the police shall where the body comes once it is available and
16:13under sufficient resources so that's a requirement and importantly here what the citizenry will be
16:18happy for police the police complaints authority the police complaints division the director of public
16:23prosecutions office and other entities they can have access to that video um that body cam if there's
16:31allegations if there's matters that are rising within the area to be able to check and see what's
16:35happening but would they have a plan b if they don't have because that is if it's available well of
16:40course
16:41i mean at the end of the day if if if it's not available and the officers are going into
16:45the particular area
16:46then you know i expect that the leadership will ensure that these officers are properly briefed
16:51to ensure that they know trying to still promote the and balance the interests of justice in terms of
16:58any given situation so but i think that all attempts and efforts based on how the law is configured
17:04efforts will be made to ensure that sufficient is procured to ensure those operations are successful
17:09and there's a balance of the the power to act and the rights of the citizens now from what um
17:14you know
17:15thus far and i mean i am learning as i i go along as i receive the information as well
17:19with regards to
17:21areas close-up areas having curfews and cordon of cordon of areas is it that there are curfews now going
17:29to
17:29be implemented in the seven districts or they will wait to see if need then they could issue on on
17:35because persons are saying how i would be moving if the districts that they mentioned has curfews but
17:40nothing of curfews was really said well from my um quick reading of the legislation curfews will come
17:47the president has a role in relation to curfews and if that is um declared you know we also have
17:54from my recollection the house of representatives also play a role in relation to that so once there's
17:57curfew um it means that something significant is happening so the movement of person will always be
18:02um an issue and um and you know that will have to be regulated according in terms of curfew but
18:08in
18:08terms of the permits which is on the lighter side of things yes you know you can move on the
18:13basis that
18:14you have the permit to move in and out but the curfew would be a little more stringent because something
18:19is happening so you may not you may say okay let's say for example you need to be between 6
18:23a.m
18:23and 6 p.m you must be home yes you cannot be outside those are very significant matters but again
18:29it
18:29calls for higher threshold where the presidents have to get involved to be able to make that
18:33declaration as it relates to curfew from my reading do you know where they will issue those permits if
18:37need be that is a that is a um that is a area that i think will be well positioned
18:42for the police service
18:43and i think that the commissioner of police who has the authority to grant those permits yes i think
18:47that that office and by extension the ttps will be well positioned to engage to be able to get
18:52accurate information or the communications department so i wouldn't want to make any
18:56misrepresentation um but i think it'll be best suited to um engage um the ttps so perhaps the ttps may
19:02want be in in um in quick time may issue a release and give some further information as to that
19:08how that
19:08particular process will work what is required yeah whether manual or whether electronic means and that
19:13sort of thing yes well i know we have more to discuss and of course our viewers will as well
19:17but right now there was an incident that took place in the fries about area and i want you to
19:21take a look
19:22at what took place and this took place yesterday so this is really disturbing persons broad daylight
19:32trying to maneuver and being now robbed and assaulted mr ali this is just
19:40terrible and this is what annoys me young men you know young look at look this could be your mom
19:48yes it's gonna dragging this lady like a rag doll three hard back men you know
19:57and you know with me when you're speaking about two or more persons right
20:00when you talk about two or more person if you investigate those matters properly you may
20:04well find that's an organized syndicate very organized to even be defined as a gang-in-law yes
20:08and you know i want to link it and i want to link it to the discussion we're having
20:12if in fact these activities are viewed by law enforcement based on the intelligence based on
20:18what they are armed with that the orthodox or ordinary police and powers cannot deal with these
20:24issues what you may find is that a situation like that can give rise to an era being declared as
20:30an area
20:30that is a um a closed area to be able to deal with that gang that may be operating in
20:34that area
20:34or maybe operating in in in other areas as well but you know they stem from that particular area so
20:39that's one in citizen to understand that activities like this um if law enforcement is saying that
20:45ordinary powers cannot deal with these individuals what we are seeing or what is alleged there two or
20:50more persons involved if this organized you can see probably a robbery you can see assault you can see
20:54probably even if they're so organized based on what other data that may be existing it may also have two
20:59more persons whether formally and formally engage um organized sorry engages in a gang-related
21:03activity which will now give rise to a gang that existing in that area and in the the special
21:08operations act that particular area in terms of gang-related activities or gang existing in the area
21:13terrorizing the area they are that solid grounds in which an area and my and when i say area a
21:20district
21:21can be declared and a district in terms of the municipalities that you know you have seen identified
21:25those who need to read look at the schedule of the legislation you'll see where what how a district
21:29is defined but i'm just seeing from information context occurrences serious crimes kidnappings
21:36gang-related activities those things are things that can be triggered to be able to have that declaration
21:42and to have exclusive law enforcement powers declared to that particular area that's that's how serious it
21:48can be i'm speaking of serious just so you know to those same criminal elements as we already in the
21:53sob
21:54according to the minister of homeland security roger alexander he states the element of surprise will be
22:00there and for those of you who are looking to continue the criminal activities just know that the
22:06ttps will be out and about we need to take that break well actually before the break we have headlines

34:50accountable for their actions and in this case we always shine light even when the officers do
34:55an amazing job and when they mess up and this officer messed up in a major we know many persons
35:00will recall there was a video yes of a constable with an item that was stolen by someone and it
35:07looked a bit sketchy now a 34 year old police constable and her brother have each been granted
35:12three hundred thousand dollars bill after appearing before a mass in connection with the alleged theft of
35:19more than a hundred and twenty seven thousand dollars from the best on street to rest on street police
35:24station the constable was charged with misbehaving public office while her brother was charged with
35:30the alleged theft of the money the charges stem from a police investigation into the disappearance of
35:36a station fees which were reportedly being taken to the treasury in port of spain the constable had
35:43reported that she was robbed on october 1st after leaving the best street police station with the money
35:49however cctv footage subsequently raised questions about her account of what had occurred four men were
35:57later arrested after police allegedly found them with cash and two government vouchers valued at more than
36:04one hundred and twenty seven thousand dollars three men were later arrested the vouchers reportedly
36:10bore the constable's signature and the best street police station stamp police are also searching for
36:17women seen in the cctv footage in connection with the investigation mr ali embarrassing terrible
36:27well with me you know what you know you use some very strong words you know i you know when
36:32i when i
36:33i mean on the basis idea you know presumption of innocence they'll prove one guilty and so forth but if
36:39there's sufficient evidence um you know to bring the allegation alive police officers who supposed to be
36:45protecting the public purse you know if i recall the monies was supposed to be taken to the treasury
36:49correct and we see now organized syndicate you know um organized crime involved um you know it's very
36:55sad to see that persons who are entrusted oath officers to protect the public purse they are allegedly
37:00involved um in that process you know very unfortunate and you know i know that the police commission and
37:04the executive are taking a zero tolerance or approach in relation to those persons and i really
37:08think that um that you know we need to look deep in terms of whether we wait um for the
37:15you know the
37:16full length and breadth of the criminal justice system as really it's a person like this or whether you know
37:22we can look for from a policy context or even looking at the law in its in depth to see
37:27whether in fact
37:28you know we can deal with these persons you know even at an early stage and you know in the
37:32context where
37:32their actions you know has the capacity to bring the police service into disrepute notwithstanding
37:38that there may be a criminal investigation unfolding and i know that this may be argue uh attract a lot
37:42of argument in terms of because of the presumption of innocence but i think that we should still find
37:47some way to look at it because we the citizens have complained about us yes in terms of having police
37:52officers you know on half pay um charged please before the court when sometimes the evidence is so
37:56revealing yes notwithstanding that they require a fair trial as well but you know things could happen and we
38:01need to look at it do some research and see what may be the best public interest we've seen
38:06the government is taking some very strong actions reference to the special operations act yes you
38:12know i see no reason why a similar consideration could be given to look and not only ttps but public
38:18officials across the board who's supposed to be acting properly for the nation yes it can be coincidence
38:23that your brother robbed you yes it is i mean there's so many things that you could bring down we
38:28can't
38:28see this on here because now it's going before the court that's correct and of course we don't
38:32want to be prejudiced that's correct that's correct what is happening with the matter that's
38:36speaking a little bit like a tin no no of course and you're right we don't want to prejudice the
38:39matter the person's title of fair trial presumption of innocence and proven guilty we're not discussing
38:43the evidence yes but generally speaking it's a public interest matter a public official has been
38:47charged and that in itself who's the public official a police officer so it must create some some
38:51interest yes and all we are seeing is that these things you know we need to look for ways um
38:56to ensure that
38:56the public interest is always served in these circumstances all right so we'll see how this
39:00unfolds and of course we'll keep you all up to date with this matter and more and speaking of a
39:05matter
39:05to keep up to date as usual mr ali captain rambrath and his team is always 10 toes down making
39:13sure
39:13that they assist so many of us throughout trinidad and tobago with members of our families missing now
39:1823 hours ago a girl was reported missing by the name of sierra bassoon and information coming
39:26stated that from um captain rambrath and his team that she was found and she was found alive so we
39:31are happy to hear about that and thank you so much for the update captain and the entire team as
39:36they
39:36continue to work extremely hard to bring closure and peace to many of our families out there well
39:41with me it will be remiss of me and i you know again you've seen the success and the hard
39:45work of
39:46this particular organization led by mr rambara you know i want to take this opportunity again publicly to
39:51recognize the organization and more so the national award that they receive i think that is a good
39:56goal you know when i looked at him you know i could see the joy with him and the particular
40:00team and you
40:01know i have an interest in that team as well you know um if the honorable minister of homeland you
40:04know
40:04permits me you know i want to have a sort of have a discussion with our team as well to
40:08see you know
40:08how best from a policy context you know we can support teams like that to ensure that they continue to
40:13give that support um to the ttps and other law enforcement agencies because here it is that they
40:17they are providing very important updates for us they are in the in the on the ground sorry
40:22looking for persons who are missing they're stumbling on crime scenes they're looking for persons who um
40:28may need other support for example probably dangerous animals in their in their domain so
40:33i salute this organization um continue to do the great work that you all are doing um we are looking
40:39on and whatever support we can give you know once we have the resources we'll be able to give that
40:42support
40:43yes could you tell us a little bit though what went on last friday with the resilient youth launch
40:47well you know speaking about mr ambra you know that's a resilient group as well when i see the
40:52terrain that they they traverse sometimes they're looking for missing persons and so forth but you
40:55know whitney thanks and jackie thanks for giving us the opportunity you know to identify the resilient
41:00youth again that you know we um had the opportunity to view it at movie town on the big screens
41:05and you know
41:05it was such refreshing um to see it on the big screen and the significance i'd like to play
41:10state this afternoon we are about to celebrate world mental health day in trinidad and tobago and
41:15around the world right and this resilient youth audio production which represents a multi-sectoral response
41:23ttps prisons criminologists social workers sporting icons and other other professionals both state and
41:33non-state actors they have adopted with me a psychosocial approach and we would have spoken about this
41:38previously um to really direct it at our nation youth and children who they need to understand
41:44very important matters for example and it may appear simple you spoke about going back to the basics yes
41:50sometimes we miss that if you want respect you give respect sometimes we must understand empathy
41:56that you need to understand how to care for others if you see if i came here and i saw
42:01whitney not any way
42:02that i think this should be we i should be able to not to be able to respond positively and
42:06not further
42:07aggravate that situation and you know other things like leadership and endurance and empowerment and
42:12inclusion you know very significant matters so this video was also play audio videos placed in the
42:17public domain for our nation use benefit to do several things quickly one to help with the psychosocial
42:23well-being of our nation youth ensuring that they are resilient so notwithstanding you may be going
42:27through difficult times and i always use this example not because you're in poverty that you'll go on
42:31steal correct very and i want to use that as a very serious serious point and then the second thing
42:37is we have cried out for parents and whitney this audio video production also helps support parents as
42:42an educational tool because it is engaging the minds of these young people so that it's an educational
42:46tool that they can use teachers can use the general citizenry can use in relation to our youths are
42:51concerned and then last but not least demonstrating to these young people that we care about them yes you know
42:57how many times have we complained and we are talking about the special operations act gang related
43:01activities and gangs how many times have we in you know respectfully where is the community involved
43:06with a multi-sectoral multi-disciplinary speaking to the young people seen us and trinidad and tobago care
43:13about you all so we're not leaving the space for the criminal element the gangs to get involved to take
43:18that space so that's basically the objective the overriding objective of this resilient youth audio video
43:23production geared towards the psychosocial well-being of our nation youth and in observance of world mental
43:29health day and other international days that may have been recognized so i want to thank all the

47:58when it comes to persons who are now in the closed area is it that because i think more so
48:04the law
48:05abiding citizens the ones who feel a bit um you know like they are being under control in some sort
48:13of way how could they maneuver how could they function what could be done without aggravating
48:18things further in such a tense situation to be because no one wants to be closed in with that's
48:24an excellent question that you're asking on behalf of the public interest and i want to say you know
48:29that while we have the law in our hands i want to make a very strong call for systems to
48:37be developed
48:38quickly yes in order to have the effective implementation and operationalization of the
48:43legislation now let us agree on something this legislation and i want to urge the citizenry find
48:51at little five or ten minutes to read this legislation yeah i had made a very strong call publicly and
48:58whitney and jackie and if the tv6 is listening i'm asking the tv6 fraternity to carry the statement
49:05i'm going to make in terms of calling for the citizenry to find some time or to have very strong
49:14public education yes with reference to this legislation because of the the the technicalities of the
49:21legislation as well and you see that question that you're asking with this a such a pointed question
49:24because if we are not reading the legislation we can easily be misstepping yes or we will not
49:31understand how the legislation is expected to work so i want us not to be ignorant and let us read
49:37the
49:37legislation so we ourselves are absorbing the legislation but on that backdrop apart from the public
49:42education it's important for the agencies that are entrusted with the responsibility
49:48to move swiftly to develop effective systems and you you spoke about the one just now in terms of
49:53the permit issue yes it's important for us to get going normally legislation like these does have
49:59normally when you call for president proclamation once it passes through parliament normally you have
50:03a three months you have a four months in some cases you have a year before the legislation comes into
50:07effect yes unfortunately because of these challenges with crime and criminality we didn't have that luxury
50:12to be able to prepare yes for the implementation of the legislation so it's like partially parliament
50:18and we now implementing quickly so it's important for the state agencies and the people who are required
50:23to work the legislation to be acting swiftly to be able to put the systems in place so that the
50:29persons who may be concerned about permits may be concerned about how does a cordon works how does a
50:34closed area works how does a curfew is expected to work you know they can be educated on these things
50:39but
50:39excellent question and we hope as we go forward that we continue to read and understand how this
50:44legislation is expected to work all right we have a caller caller good evening yes good afternoon

50:56and what what else was on the spectrum my son is on the spectrum i am from a certain level
51:02of the society
51:04but what has happened i have discovered that prayer is number one you pray that he will never follow

51:21corps and do you know that today today for everything he is helping me in my age he is able
51:30to do landscaping
51:31he's able to do everything because of those programs that's all i have to tell the parents do not give
51:38up on children that have disabilities there's programs out there the government have programs don't be ashamed
51:46i was never ashamed i came from a certain class i was never ashamed to put him there and he's
51:52helping

52:10not differently able in a real sense you know but look for the skills and ability that may be

53:34find the police service because i should do something more with it like get a condition i know
53:39everybody want to get locked up together three million dollars i really are real vex a damn vex serious

53:53um you know passionate um you know passionate on some may view it you know as humorous but
54:00he's actually triggering or induced me to make a very strong call in the special operations act we talk
54:06about what awareness and education and what use of force use of force the escalation community engagement
54:12yes and other matters right yes so what is the observation he's making i want to also advise
54:18respectfully and humbly that law enforcement and support agencies must also be exercising due
54:25diligence in terms of how you going about exercising those powers and how you are gathering the evidence
54:30ensure that we have the full opportunity to take those persons where they're supposed to be
54:36and successfully that is so let us understand how important evidence gathering is as well because
54:41the the legislation is also geared towards gathering evidence hence why you have powers of search
54:45and you have power to arrest an interview yes so if we are not conducting interviews properly
54:51understanding persons right when we conduct in interviews if we are conducting searches and
54:54the searches are not conducted properly for example if the law is saying that as far as reasonably
54:59practical that the person who is owning that place should be present to ensure that there's proper
55:03accountability and transparency then there must be exceptional circumstances where you're conducting a
55:09search and the person not present yeah so you know i just using little simple examples because
55:13evidence gathering is just as important so thank you very much cola for emphasizing the importance of
55:17doing it and doing it right and i just want to mention this as well where they said the defense
55:21force personnel providing military assistance are also to receive training in human rights the use
55:27of force community engagement and conflict de-escalation mr ali as usual it's always a pleasure having
